PREFACE Something important has happened in the last year or so. The term “smart city” for first time has brought the public discourse on our cities into mainstream and we all have started talking passionately about our cities. This is indeed a significant achievement, because very little has happened on the issues of urbanization in the last 68 years since independence…. Length of articles are being written and lot of public debate is happening on smart cities. We said, for a change, why don’t we envision and draw up an actual smart city so that everyone can visualize and picture what our cities could look like. In fact we said, lets go a step further, and take a live example of our own city and see how it can transform into world class smart city. Since I am based in Pune, it was obvious to select Pune and its context and visualize the city the way it could be over next twenty five years. This is how “Envision 2040” was born. “Envision Pune 2040” is a prototype project, a vision and I would even call it a provocation, which looks at one of the many possibilities of how cities can grow. Pune is expected to grow from its current 50 lakh population to about 90 lakhs in the span of 15 years. The question is where can this growth occur, will it lead to an ever sprawling suburbia or can we consolidate it and use it as an opportunity to create compact and effecient growth model.

For every significant achievement and innovation in human civilization, there has been an out of box thinking. Sometimes it is important to break the shackles of reality and envision a future full of possibilities. One such example is Paris of 1880’s, which was transformed from stench, filth and open sewers into a majestic city of today, by two people, Hausmann & Napolean, in a short span of twenty years. It happened because they dared to think of unthinkable... Drawing from my own experience of working with public agencies in USA and Abu Dhabi, this study tries to address explicitly key themes related to livability, landuses, housing, connectivity, open space network, public transit. These themes are identified and represented graphically with universal set of Smart Urban Planning/ Traditional Neighborhoods Design (TND) principles in “illustrative format” such as individual masterplans/ area plans for individual themes. The document is a radical departure from “text oriented policy planning study” to “graphical Illustrative Plans backed by broad policy statements and easy to grasp visual simulations” to make the topic more accessible for a lay person. My firm has been working diligently, for last ten long months and have done this pro bono study which I am delighted to share with you all. It is one of the 100 ways on how our cities could grow and look in the future. Hopefully it will provoke and inspire us all to envision greater possibilities for our cities in the years ahead.

The “Envision Pune 2040” Vision Plan looks at approximately 15,000 acre opportunity sites which include an internal ring road, a Riverfront Development, a new Downtown/CBD, Smart Townships centered on transit stations, Redevelopment of public lands such as Railway Station and Cantonment areas as a land monetization mechanism for revenue generation. Smart Growth is an urban planning and transportation theory that concentrates growth in compact walkable urban centers to avoid sprawl. It also advocates compact, transit-oriented, walkable, bicycle-friendly land use, including neighborhood schools, complete streets, and mixed-use development with a range of housing choices. The term ‘smart growth’ is particularly used in N.America.

Smart Growth values long-range, regional considerations of sustainability over a short-term focus. Its sustainable development goals are to achieve a unique sense of community and place; expand the range of transportation, employment, and housing choices; equitably distribute the costs and benefits of development; preserve and enhance natural and cultural resources; and promote public health. ity of Pune station which can be an important intercity station in the future high-speed train environment. Our Proposal for CBD mixed-use district features high-rise commercial buildings, cultural institutes, museums, a performance venue for “Pune Festival along the banks of Mula Mutha Confluence, a central square with ample public open spaces, along with a comprehensive street network and a light rail system to connect new CBD to Pune Station. Nearly 500 Acre of the land located to the north of the CBD site belongs to Bombay Sappers. Ths site offers an opportunity to revisit this campus and explore the possiblities of creating new housing for the armed forces and its staff.

The Redevelopment Vision Plan for Pune station Area looks at the possibility of what stations could look like against the backdrop of High Speed Rail Environment that the Indian Railways is pursuing rigorously. Located on a 36 acre site, the current Pune station is envisioned as a massive redevelopment plan of a mixed use nature with 24x7 operations. It can be the “grand central station of western Maharashtra”. The envisioned Concept Plan for “Pune Railway Station Area Plan” will consist of a lower concourse to house the train platforms and upper concourse to house local transit system. On the ground floor level will be the street entrance to station with concession stands, retail shops, and restaurants. Above the ground floor, a building will be dedicated to house the offices of railways for western division.

Remaining project will be developed into commercial buildings which will have Air rights with leasable office space, a meeting/convention halls with a five star hotel tower to generate the revenue and self finance the project. There would also be a residential component to the redevelopment plan to provide housing to railways staff. Two large multi-story parking garages will allow an opportunity for long term parking and will allow for park and ride facility, much like the airports.

In just 4 cities—Bangalore, Pune, Lucknow and Chennai—it can provide for 29 lakh housing units, 15% of India’s total affordable housing requirement

As per Parliament’s Public Accounts Committee Report (Dec 2013) , after applying defence ministry’s land requirement norms to 39 existing stations, defence has excess land-holdings of 80,000 acres (330 sq km), an area equivalent to that of Surat, a city of over 4 million.

Same report observes 2,500 acres of defence land valued at Rs 11,000 crore were leased out for an annual rent of Rs 2 crore and close to 15,000 acres of defence land were encroached upon.

The important premise behind this idea is to use the existing assets in the form of public lands and use the same towards developing the housing opportunities for public sector as well as private sector. The vision looks at developing half of the existing land to meet the needs of housing for Army staff, one fourth towards affordable housing and remaining one fourth towards private sector development to raise the capital and monetize the existing assets.

Pune Cantonment is approximately 3000 Acre land that was located outside the old Pune city at its inception by British in the erstwhile British ruled India. Currently due to the urbanization over last 60 years, the cantonments have come into the middle of City Municipal limits. Ironically Pune Cantonment today hosts only a population of about 90,000 people at a density of about less than 1 person/acre. In contrast the Pune’s density stands at approximately 65-70 persons/acre.

Our Masterplan Proposal for University of Pune is an extension of UOP Vision Plan 2020 created by University through stakeholder engagement in 2006.The Masterplan consists of a Framework plan which takes into consideration the future growth of the campus. Series of strategies deal with accomodating this growth and yet retaining the green cover for the campus. The Campus Masterplan emphasizes on enhancing the connectivity, walkability and flexibility to accomodate the future uses and growth for the campus. A series of network of new streets and pedestrian pathways interwoven through the courtyards of buildings forms a web of connections. The Masterplan aims to create distinct zoning, open space network and a new sports village and students village for the campus. Swapnil is a Practice Leader for SWAPNIL PATIL + PARTNERS (SPAP). He is a two time national award winning Architect, Urban Designer/Planner with a background in architecture from the University of California, Berkeley, USA and has over fourteen years professional experience of working for public and private sector on a range of project types including regional plans, developer driven master plans, campus plans, transit-oriented developments (TOD’s), agricultural masterplans, mixed-use developments, multi-unit housing, streetscape design and large scale urban redevelopment projects in USA, China, Dubai, Abu Dhabi and India. He co-managed a 1600-acre Master Plan based on New Urbanism principles in Hawaii, which is being developed as a pilot project for LEED-ND.
