STUDY VISIT TO SWEDEN

Study visit to Sweden for the Verkhovna Rada of Ukraine, more specifically the Parliamentary Committee on State Building, Regional Policy and Local Self-Government

A key aim of the study visit was to provide the delegation with insights on how the Swedish Parliament is practicing its representative, legislative, and oversight functions and institutionalization in relation to implementation of complex government reforms such as decentralization. Specific issues of legislative processes, dialogue, transparency, accountability was covered during the visit. A special focus was on the relationships and dialogues between the Parliament as an institutions and the local and regional tiers of government in the sphere of local self-government. The other main part for the delegation was to learn about concrete experiences from Sweden with regard to its system of political, administrative and fiscal decentralization, concentrating in particular on the division of responsibility within and between different tiers of government. A special focus was put on how mechanisms for fostering public trust, accountability and transparency along the different government tiers and with the public is practiced. Practices and procedures related to the communication between government, parliament and the local authorities was covered. The visit also included aspects on gender equality and awareness.

From September 3, 2016 State information system on education (DISO) works in a testing mode. It will allow, for the first time ever in Ukraine, to collect statistical and other data from schools for further analysis and processing. It means that there is no need in statistical reporting from rayons and oblasts. The set-up of the DISO provides an opportunity to minimise the requests for information to sub-national level. It also can help to streamline the information collection and increase data availability and quality.

EDUCATION DECENTRALIZATION ELABORATION OF ALLOCATION FORMULA FOR EDUCATION SUBVENTION In March 2017 the working group on elaboration of allocation formula for education subvention for 2018 created. Head of the WG is the Deputy Minister on education and science of Ukraine and the members are representatives of MES, Minfin, Minregion, Institute of Education Analytics, state oblast administrations, associations of local self-government bodies and the Project.

During the reporting period the Project worked on preparation of the allocation formula for education subvention, preparation of the allocation simulator tool and drafting the Decree of the Cabinet of Ministers of Ukraine “On Allocation of Education Subvention to Local Budgets”.

During WG meetings there were discussed the issues of mathematic expression of the allocation formulafor education subvention for 2018, methodology of teachers salary component calculation and normative denition of them etc.

On June 20, 2017 during the last WG meeting there were presented final draft of the Decree of the Cabinet of Ministers of Ukraine “On Allocation of Education Subvention to Local Budgets” and the allocation simulator tool. Besides there was presented and agreed the working calendar on allocation formula for education subvention to Local Budgets implementation until the end of 2017.

ONLINE PLATFORM OF THE BEST PRACTICES ON EECTIVE MANAGEMENT OF EDUCATION IN OTG

FACEBOOK EXPERT GROUP ON EDUCATION A new capacity building activity aimed at education managers and education stakeholders from amalgamated hromadas was launched in June â&#x20AC;&#x201C; a closed Facebook group, which shall act as online community. The community is managed by a group of experts â&#x20AC;&#x201C; it has members from the project, Ministry of Education and Science, Khmelnitsky Oblast Education Department, Dunaevetska hromada and local education management resource centre. The expert group met in Kyiv on 14 June to develop the strategy and facilitation approach for the Facebook community, and to divide roles. The Facebook group was launched on June 22 and by the end of June had 81 member.

Project experts support in education strategy elaboration

FISCAL DECENTRALIZATION Sub-national finances data systematization Project experts worked on the updates to the analysis of the 2014-2016 sub-national finances, based on the clarications received from the Ministry of Finance, Ministry of Regional Development, other Ukrainian counterparts and experts. Experts developed a methodological note on the approach taken to the analysis of the 2014-2016 sub-national nances.

Local budgets • Project’s Local Fiscal Experts, Yuriy Dzygyr and Kateryna Maynzyuk, prepared set of local budget data for further analysis required for monitoring of the decentralisation reform • Experts of the National Oce of Reforms also performed analysis of interbudgetary transfers for the rst four months of 2017. This analysis covered basic subvention, education subvention, healthcare subvention, infrastructure subvention, additional subvention for schools and healthcare • Experts of the National Oce of Reforms carried out analysis of the local government revenues and administrative expenditures in 2016, including on the level of the rural municipalities and small towns (ca 12.000 budgets) • Experts of the National Oce of Reforms worked on preparation of analytical materials on budget execution by 8 oblasts (Dnipropetrovsk, Donetsk, Zhytomir, Zakarpattya, Luhansk, Sumy, Kherson and Chernihiv) and 113 amalgamated hromadas • Experts of the National Oce of Reforms prepared analytical and visual materials on remaining nancing of the general fund earmarked for the local budgets of the amalgamated hromadas and 177 cities of oblast signicance
