EXPO 2020 DUBAI ANNOUNCES CONTRACT FOR AL WASL PLAZA Cimolai Rimond to build steel structure for the centerpiece of the mega event, announces Ahmed Al Khatib, Vice President of Real Estate and Delivery at Expo 2020 Dubai

E

xpo 2020 Dubai has awarded the contract to build the steel structure for Al Wasl Plaza, the centerpiece of the mega event, to Abu Dhabibased Cimolai Rimond Middle East, it was announced yesterday at The Big 5. Al Wasl Plaza will connect the three thematic districts at the heart of the Expo 2020 Dubai site. Designed by renowned US architects Adrian Smith + Gordon Gill Architecture, Al Wasl Plaza will be topped by a 67 metre high domed trellis inspired by the shape of the Expo 2020 logo. The inside of the dome will also act as a projection surface to provide a 360-degree experience for visitors. “Al Wasl is the historical name of Dubai, it means the connection,” said Ahmed Al Khatib, Vice President of Real Estate and Delivery at Expo 2020 Dubai at the Excellence in Construction Summit on the opening day of The Big 5. “It reflects Dubai’s role in connecting east with west and as a place for bringing people together for Expo 2020. It also reflects our slogan of Connecting Minds, Creating the Future. We are very proud of Al Wasl Plaza because it symbolizes what we want to achieve at the Expo.” Cimolai Rimond was responsible for the building design management, building information modelling and construction management of the showpiece UAE Pavilion for Expo Milano 2015. The Italian company has since handled the complete dismantling of the Foster & Partners-designed pavilion and its relocation to Masdar City in Abu Dhabi. Mr Al Khatib added that the award for Cimolai Rimond takes the total value of construction contracts awarded by Expo 2020 Dubai so far this year to AED 10.8bn ($2.94bn), putting it within

touching distance of the AED 11bn target the organisers announced earlier in 2017. To date Expo 2020 has awarded 2,600 contracts, he said. UAE-based companies, including Al Futtaim Carillion, Khansaheb, Orascom-Besix, Arabtec and Tristar, are playing a leading role in the delivery of the site, he said, adding that construction has progressed tremendously over the last two years. The design phases for all major pavilions has been completed while infrastructure work is progressing towards completion by the end of 2018. Three substations are due to be energized by the end of this year. Construction of the thematic districts and Al Wasl Plaza is on track and will be completed by October 2019, a year before the

event starts, he said. “As of this moment we have 1,058 days to go until the Expo doors open” he said. “Since the day the UAE was chosen for this event we have been working diligently on the construction of the site. It’s an ambitious vision with countless moving parts, but I’m delighted to report that we are making great strides towards creating a smart and sustainable space.” He added: “1,058 days may sound like a lot but I can assure you that the countdown is concentrated in our minds. We are putting on an event of size and scale and complexity that has not been seen before in this region. We will use the global media spotlight to show a different, modern, progressive side to our culture and people.” Mr Al Khatib stressed that putting

a legacy in place for the event has been a top priority since day one. “We received a clear instruction from His Highness Sheikh Mohammed bin Rashid Al Maktoum not to demolish anything for Expo. More than 80% of the buildings will remain. Only temporary structures will be removed. “An incredible event requires an incredible site and that’s just what we’ve designed the Expo masterplan to provide. We are building a lasting legacy not just for the UAE but for the entire region. It’s a space that will have a life long beyond the Expo event itself.” The Expo 2020 Dubai site is designed to welcome up to 60,000 people at peak hours through four main gates, one for each district as well as the main entry gate from the metro station.

BRAZIL SENDS FIVE TO THE BIG 5 T he Arab-Brazilian Chamber of Commerce (ABCC) is presenting five of its member companies at The Big 5 2017. The chamber’s stand features sanitary ware maker Deca, ceramics manufacturer Angelgress, gates manufacturer PPA, pipes and fittings maker Tigre, and construction equipment manufacturer Scanmetal. Brazil supplied the local construction sector with $40.2mn worth of products and services in 2017. The country’s principle exports to the region include plywood, veneered panels, granite, glazed ceramic flags, wooden furniture, appliances for pipes, boiler shells, and tanks and other machines and mechanical appliances. Machinery exports from Brazil to Arab countries including Egypt,

Kuwait, Saudi Arabia, UAE, Oman and Bahrain reached $212.2mn in 2017, an increase of 34% over 2016. Among the main exports were self-propelled bulldozers, graders, scrapers, air or vacuum pumps, pumps for liquids, liquid elevators, transmission shafts, bearings and gears. Rubens Hannun, President of ABCC, said: “We have been participating in the trade show since 2003 and have been seeing the Arab market utilize such opportunities to explore business alliances with potential buyers, partners and other stakeholders. In addition to making its presence felt, the Chamber also hopes to spot business opportunities for Brazilian enterprises through its participation at the expo this year.” Projects underway and in the

pipeline across the Gulf represent major opportunities for Brazilian companies, the Chamber says. These include ongoing works for Expo 2020 as well as plans for a futuristic city in Saudi Arabia at an

estimated $500bn. With their participation at this year’s event, Brazilian enterprises are setting their sights on upcoming projects in the Middle East’s thriving construction sector.

rade in steel and building materials reached AED 13.5bn ($3.6bn) in Dubai’s Jebel Ali Free Zone (Jafza) during 2016 with further increases expected as the free zone continues to develop services for companies in the sector. Around 1.1 million square metres of land is allocated to steel and building materials companies, which highlights their importance, the flagship logistics hub of global trade enabler DP World announced at The Big 5. Sultan Ahmed bin Sulayem, group chairman and CEO of DP World, said: “Ongoing construction projects in the UAE and GCC are a strong boost for the metal, steel

and construction sector in Jafza as companies benefit from the growth in development projects throughout the region. “The robust health of this vital sector of the economy reflects the ongoing infrastructure development and the role Jafza plays in enabling companies to maximise their potential by providing comprehensive services. “This is in line with the economic vision and the 2071 strategy of the UAE government, as well as the industrial plans of Dubai which aims to create new economic sectors and reshape existing ones through innovation and foreign direct investment.” Jafza has more than 967

Both those initiatives are at early stages of feasibility and market studies. The second level of strategy is that of our Spiralite product. SOLAR MARKET REPORT

SOLAR REVOLUTION The ability to harness the energy of the sun is well and truly here and the technology is seeing enthusiastic take up in the Middle East

The development of solar power is now firmly at the forefront of government thinking across the Gulf Cooperation Council (GCC). Each of the six members of the regional group has at least one utility scale solar power project either operational, under construction or in the pipeline. In the case of the UAE, its solar plans have reached an advanced stage, especially in Dubai where the 200MW second stage of the Sheikh Mohammed Bin Rashid Solar Park has been online since March. It will be joined by the 800MW third stage some time in 2020. And by 2030 the world’s largest single-site solar park is expected to generate 5,000MW through a mix of solar technologies with total investments in the region of $13.6bn, Dubai Electricity and Water Authority (DEWA) has said. These plans are aligned with Dubai’s clean energy strategy, which calls for 7% of total power output to come from clean energy by 2020 and 75% by 2050. Dubai is also the first part of the GCC to adopt a legal framework allowing building owners to install grid connected solar photovoltaic systems on building rooftops. Under the Shams Dubai initiative, around 18.7 MW of power is currently being generated from 453 grid connected rooftop solar photovoltaic (PV) installations, DEWA said recently, adding that it expects the programme to cover all buildings in the emirate by 2030.

To date, DEWA has certified 352 solar photovoltaic experts and approved 73 companies for Shams Dubai - 64 contractors and 9 consultants. Around 100 manufacturers have registered more than 700 pieces of solar equipment including solar modules, inverters and interface protections. In a bid to promote the programme, the UAE Ministry of Energy has developed the Emirates Solar web application “Shuaa”, which helps owners to evaluate any property in the UAE to determine its potential return on investment for the deployment of solar panels. Not to be outdone, neighbouring Abu Dhabi is forging ahead with it own plans to build a 1,177MW utility scale solar plant on a single site in Sweihan. As is the case with DEWA’s solar project, Abu Dhabi is partnering with private companies to build its plant under the Independent Power Plant (IPP) ownership model. Abu Dhabi Water and Electricity authority (ADWEA) will hold a 60% stake in the company that owns the plant while a joint venture of Marubeni and Jinko will own the remaining 40%.

SAUDI ARABIA JOINS THE PARTY Saudi Arabia’s belated move to join the solar revolution has given the regional solar industry further impetus. In October a consortium led by Abu Dhabi’s Masdar submitted a world

record bid for the kingdom’s first solar photovoltaic project. This continues a trend that began in 2014 when ACWA Power’s winning bid for Dubai’s 200MW project was $0.0584/kWh, itself a world record for a solar PV project at the time. Just two years later Masdar’s winning bid for the 800MW third phase of the project was $0.0299/kWh. That was bettered again by a bid of $0.0242/kWh for Abu Dhabi’s Sweihan project in September 2016. And just last month Masdar and EDF bid $0.0179/kWh for Saudi’s first

solar PV project, the first time a bid of under 2 cents/kWh has been recorded. A final decision on Saudi Arabia’s solar plant in Sakaka is expected in January 2018. While a 300MW solar plant represents a fairly cautious start for the solar industry in Saudi Arabia, the kingdom has big ambitions moving forward. The country’s National Renewable Energy Programme calls for 9,500MW of wind and solar projects to be operational by 2030, with investments in the sector tipped to top $50bn.

Other key speakers include Dr. Rashid Aleem, chairman of the Sharjah Electricity and Water Authority (SEWA), and H.E Dr. Nasser Saidi, chairman of the Regional Clean Energy Business Council. AVOID THE PAYMENT PITFALL Construction disputes are on the rise in the region. Peter Anagnostou, Senior Legal Consultant, DLA Piper Middle East LLP explains how to make sure you get paid what you’re owed

WHAT ARE THE MAIN CAUSES OF CONSTRUCTION DISPUTES IN THE GCC?

Project time overruns become likely with either slowing or suspension of the work by the contractor or subcontractor and the relationship between the employer and contractor inevitably can become strained, in a region that places a particular importance on such relationships.

The lack of liquidity in the market due to sustained low oil prices has been a root cause of disputes in the region in recent years. These difficult economic circumstances have led to a rise in project deferrals, cancellations and terminations, all likely to result in claims and disputes. Compromised cash flows stemming from the lack of liquidity have also led to payment issues such as delayed and/or nonpayment discussed below. But the most commonly faced risks in the GCC construction sector are more engrained and less impacted by the economic circumstances of the time. These include: a. Underdeveloped designs at tender stage; b. A failure to properly administer the contracts; c. Deferred payment of variations; d. Unrealistic completion timeframes; e. Funding pressures; and f. Parties failing to understand and/or comply with contractual obligations.

THERE HAS BEEN A RISE IN HIGH-PROFILE DISPUTES IN THE MIDDLE EAST CONSTRUCTION MARKET. HOW CAN THIS BE ADDRESSED? While it is true that there are a number of disputes taking place related to high-profile projects in the Middle East, part of the reason for this is the overwhelming number of high-profile construction projects taking place in region. In order to address disputes in the region generally, efforts have been made to promote the use of arbitration and alternative courts (eg. DIFC) in the region in order to resolve

WHAT ARE THE CHALLENGES THAT CONTRACTORS FACE IN TERMS OF PAYMENT? In the Middle East, contractors can frequently experience delayed and/ or non-payment by employers in the construction sector, which is said to be a main reason for business failures in the region. Six-month delays in receiving payment have

been described as the ‘norm’, subjecting contractors to financial pressures and compromised cash flows. The problem is exacerbated with multiple causes for delayed payment and claiming payment through litigation can be a lengthy and expensive process. Employers may also suffer from poor financial management, have unrealistic cash flows or issue excessive change orders and/ or variations that make a project commercially unviable when it is too late for a contractor to back out. As a result, the contractor can face significant financial hardship with a compromised cash flow, leading to further difficulties when the contractor is unable to then

WHAT ARE THE CURRENT TRENDS IN ARCHITECTURE? The market in 2017 shifted from mega projects into mid-size to smaller projects. The focus is more on design quality and the trends are ultra-modern buildings that are highly sustainable and cost efficient.

INNOVATION, NEW TECHNOLOGY AND SUSTAINABILITY HAVE BECOME MORE COMMONPLACE GLOBALLY. HAVE YOU OBSERVED THIS IN THE REGIONAL CONSTRUCTION SECTOR? Clients are still hesitant to go all out in terms of innovative ideas of construction and materials as the market is so competitive that conventional methods still dominate the industry. Sustainability is a big driver as more buildings will be used by the developer and therefore life span, life cycle cost and operational cost play a big role in the design stage already. The rising cost of water and electricity also play a role in the shift in perception.

WHAT ARE THE INVESTMENT OPPORTUNITIES FOR THE PRIVATE SECTOR IN PUBLIC INFRASTRUCTURE? With public revenues declining on the back of lower oil prices, governments across the region are seeking to attract further private sector investment, so they can focus public spending on other priority areas. The two largest areas of opportunity are the healthcare and education sectors. These sectors share a number of common features that make them attractive to private sector investors. These include: strong demand for additional facilities; current undersupply in many markets; strong government policy support; defensive nature of investment/ less dependent upon underlying economic growth; portfolio diversification benefits; and more stable returns than from other traditional investment classes.

WHAT SORT OF DEMAND GROWTH ARE WE SEEING IN THESE SECTORS? Our analysis shows that more than 1,100 additional schools will be required in five major cities (Dubai, Abu Dhabi, Jeddah, Riyadh and Cairo) by 2020. Some 350 of these will need to be private sector schools, providing a significant area of new opportunity for real estate stakeholders. In the healthcare sector, to simply maintain the current provision rate of hospital beds per person would require the creation of 10,500 additional hospital beds in the five major cities across the region over the next five years. Assuming a typical ratio of 150

beds leads to a requirement for around 70 additional hospitals.

WHAT ARE THE CHALLENGES FACING THESE SECTORS IN THE MENA REGION? The shortage of healthcare staff remains one of the major constraints on the expansion of the healthcare sector in the MENA region. Given the shortage of trained local staff, turnover and salary costs remain high, which could threaten the viability of some operators. Governments across the region have recognised the need to relax current regulatory constraints to free up the operation of labour markets and attract more qualified staff into the healthcare sector. Future government funding of the healthcare sector is unlikely to be able to keep pace with the growth in demand and there is a general recognition that more funding will be required from the private sector. In order to capitalise on opportunities in the private education sector, certain key challenges need to be addressed. Attracting internationally qualified teachers can be considered a costly investment. School operators are faced with the challenge of offering teachers lucrative benefits and tempting salaries that are competitive on a global front. Availability of land is another challenge as most of the freehold and free zone areas in Dubai are dominated by commercial enterprises. Raising Capital is another issue. The product is listed to the new UL Subject 2703, a standard that covers both bonding and mounting. It features 12 nodes designed to ensure module-to-module conductivity. The installation is easy - simply anchor the module with the S-5-PV Direct Attachment Solutions

PRESS OFFICE Location: Sheikh Rashid Hall Balcony on the first floor. Take the escalator from the main Concourse (next to Hall 7) and access the Press Office via the bubble lounge. BUSINESS CENTRE Location: Concourse outside Hall 3 VIP LOUNGE Location: Sheikh Rashid Hall Balcony on the first floor. Take the escalator from the main concourse (next to Hall 5) and access the VIP Lounge via the bubble lounge.

PRAYER ROOM Prayer rooms for visitors are signposted in the Halls. There is one on the second floor above the Bubble Lounge on the Sheikh Rashid Hall. Access is via the elevators on either side of Café Convention. CATERING There are restaurants and coffee shops in the exhibition halls, on the Concourses and on the Plaza. The Ibis and Novotel hotels at either end of the main Concourse also operate restaurants and coffee shops.

AMENITIES Among various retail outlets are a pharmacy, a bank and ATM, a post office, Etisalat (telephone provider) and a business centre, etc.– all located on the Concourse.
