Executive Summary In 2006, a consortium of Costa Rican and American business leaders joined with Global Financial Group to embark on a multi-phased restoration and redevelopment of Flamingo Marina. The group is committed to transforming the under-utilized waterfront facility into a world-class marina and seaside village, that will have a significant economic impact for the community & region as well as becoming an exciting tourism attraction for Costa Rica. Our development vision is to bring to this rural setting the necessary investment, infrastructure and technical expertise required to create the premiere sport-fishing, motor yachting and sailing destination on Costa Rica’s Pacific Coast. Our team of highly-qualified professionals boasts an internationally-renowned marina planning and development team who are credited with conceiving, planning, building and managing some of the world’s foremost yachting and waterfront facilities. During this qualification phase, we shall outline and demonstrate the financial strength and investment capabilities which will enable a re-development project of this magnitude to become a definitive reality. We can guarantee the long-term financial commitment essential to fostering a burgeoning seaside community, and we foresee growth

opportunities for local fishermen, merchants and entrepreneurs. Moreover, our consortium includes architects, designers, and builders with decades of professional experience creating beautiful and utilitarian spaces. The restoration and redevelopment of Flamingo Marina into a world-class facility will have a catalyzing effect on the local economy, as well as a positive social impact on the community. Utilizing effective marina design and maintenance, we will preserve the healthy waterways and natural beauty of the surrounding ecosystem. We are taking on our shoulders the responsibility for environmental stewardship and ecosensitive planning, which will minimize the impact to marine life and waterways during both the construction and operation of Flamingo Marina. Through excellence in construction, expertise in management, financial solvency and care of the environmental surrounds, we will create a powerful sense of place in Flamingo Marina, attracting the attention of the world and fostering a strong sense of pride in area residents. This exciting mix of interconnected water uses will make Flamingo Marina an ideal model for water-edge and resort development for decades to come.


Executive Summary Global Financial Group will bring its extensive resources and financial credentials to bear on the redevelopment of Flamingo Marina, along with an investment in the Azulera Resort Village and community of Brasalito. Community: we will work with the local municipality to provide job training for area residents, as well as encourage local businesses and entrepreneurial ventures.

Stimulate: we will stimulate the international and local markets, giving investors new and golden opportunities to experience and support the splendors of Costa Rican life.

Economy: we will reinvigorate the local economy through increased opportunities for local businesses, property owners, merchants, craftsmen, fishermen and laborers.

Foster: we will encourage the development of a thriving fishing village, and with the consultation of a Costa Rica-based sociologist, assist in every way the maintenance of a strong local community, including education, health facilities, and broadened economic opportunities for families.

Responsibility: we take on our shoulders the responsibility for protecting and preserving the native ecosystem during both construction and operation of Flamingo Marina. Focused studies of ecological impact will allow us to determine the best solutions for minimizing repercussions to marine and plant life.

Environmental Clean-Up: over and above the maintenance of the marina ecosystem, we will labor tirelessly to keep the surrounding regions clean and unharmed, maintaining stalwartly the “pura vida� ethic of living.

•Infrastructure Advantages which will enable smooth and professional operation of support structures, employee/guest services and governmental needs, and which will include modern marina and highway facilities and improved roads. •Our Phased Development Strategy will enable the team to undertake the rehabilitation and reconstitution of the existing marina within one (1) year of the awarded bid.


Economic Impact The region surrounding Flamingo Marina has languished since its closing in 2004. But the Marina’s revitalization under the auspices of Global Financial Group will also mean a revitalization of the local economy: 1.

Job Creation: with increased tourism, smallbusiness benefits, marina construction, support services and the development of a seafood market co-op, a wealth of new jobs will be created on a long-term basis.

4. Tourism Hub: with vastly broadened tourism facilities, visitors will use the marina as a base for expeditions all across Costa Rica, Coco Island, the Catalina Islands and surrounding regions. 5.

Seaport Village: jobs will be created during all phases of the Seaport Village, from construction through maintenance and operation. The Village is to include shops, restaurants, cafes and multipoint marina support operations, etc. Infrastructure Investment: through Global Financial Group’s controlling interest in the upcoming Azulera Resort Village, there will be global attention paid to Flamingo Marina. International advertising for the resort will foster an exponential increase in investment opportunities throughout the region (see next page).

Increased Tax Base: with greater wealth pouring into the region, there will be a greater tax base, benefiting government needs, municipal facilities, educational programs and improving Guanacaste’s economic state for decades to come.

6. Marina (Phase I): Phase I will see the construction/restoration of an initial 200+ wet slips and 75 dry slips, including large craft slips. 7.

Marina (Phase II): an additional 150 + slips will be created during Phase II, including yacht and mega-yacht moorings, increasing tourism, creating still more jobs and garnering a massive influx of capital into Brasalito.

Project Description Summary The renovation and revitalization of Flamingo Marina will be a two-phase process. Phase 1 will address and repair the problems which caused the marina to close in 2004, while also offering expanded facilities for merchants and tourists. Phase 2 will see a broader expansion of the marina to the epic proportions envisioned by Global Financial Group and The Corrough Consulting Group, making Flamingo Marina the premiere port of call along the entire Pacific Rim.
