International Development Information Organization (IDIO) is a Non-Governmental and Non-Profit Organization, with special consultative status with the United Nations Economic and Social Council. Under the framework of United Nations, as a member of international organizations, IDIO aims to promote trade exchanges, technology transfer, economic cooperation and cultural exchanges among developing and developed countries, and encourage developing countries to participate in regional and international economy activities. IDIO has set up a Representative Office in New York and has established many liaison offices in several countries around the world. Also, IDIO is rich in experiences of various international summits and exhibitions with local governments at home and abroad. As a United Nations affiliated NGO, IDIO would be invited to hundreds of United Nations High-level International conferences every year, including General Assembly convened by the President, High-Level Political Forum, Development Cooperation Forum, Annual Ministerial Review, Civil Society Conferences and regular conferences and events of United Nations entities. Topics cover ICT, climate change, women empowerment, global education, human settlement, partnership, youth engagement, financing for sustainable development. For example: on September 25, 2015, IDIO was invited to attend the 70th United Nations General Assembly and Sustainable Development Summit, gathered with more than 150 heads of states, main leaders of the United Nations and NGO representatives, to communicate and discuss the sustainable development agenda for the following 15 years.

The mission of International Development Information Organization: The mission of IDIO is to contribute to the human’s sustainable development under the framework of the United Nations Millennium Development Goals and Sustainable Development Goals; to promote a culture where rights would match opportunities through developing new skills of disadvantaged social groups; to promote gender equality and endow the female and youth with rights so as to wipe out poverty and exercise democratic governance; to strengthen corporations’ competitiveness, assist development of all parts and raise public consciousness about social and environmental accountability by the application of information and communication technology; to advance economic integration between developing countries and developed countries; to establish partner networks among corporations, and form an integrated network society for promoting economic development in developing countries; to encourage sustainable development all over the world. In 2010, as the participant international organization of 2010 Shanghai World Expo, IDIO run a standalone pavilion in the International Organizations Area. Through various ways of “pavilion-within-pavilion” and over 100 forums and interactive activities, IDIO illustrates the concept “Rescue City and Harmonious Living, Integration of International Exchange and Cooperation” well, which won high commendation from governments and enterprises at home and abroad. In May, 2012, IDIO with its stand-alone pavilion participated in the first International Development Information Organization-China (Beijing) International Fair for Trade in Services (CIFTIS), co-organized by China’s Ministry of Commerce and Beijing Municipal Government. Meanwhile, IDIO signed long-term strategic partnership with China Association of Trade in Services, which enables IDIO’s participation to the CIFTIS every year, thus the development of IDIO steps into a new stage.

From then on, he has been actively participating in the work of UN, organizing members and experts of various fields to the UN conferences and events, such as the 70th Session of the UN General Assembly at Headquarter of UN, New York, World Summit on the Information Society, 66th UN DPI/NGO Conference held in South Korea, the Habitat III which the representative from IDIO delivered a speech on the general assembly and so on. From 2007 to 2009, Li Shien with his team participated in the International AID + TRADE for 3 years in a row, and organized a lot of enterprises from Asia to a world stage. In 2010, Mr. Li Shien was selected as the General Representative and Director of International Development Information Organization Pavilion in Shanghai Expo, mainly in charge of communications and exchanges among Chinese Central Government, local governments and corporations. From 2012 to 2014, International Development Information Organization under the leadership of Mr. Li Shien has participated in the Beijing International Fair for Trade in Services for 3 years in a row.
了中国“以大黄鱼等多种类为代表的第 4 次海水养殖浪潮”,为中国海水养殖业发展作出了具里程碑意义的贡献, 刘家富因而被业界称为“中国大黄鱼之父”。 Majored in fishery resources, Liu Jiafu was graduated from Shanghai Fisheries University in 1969. He is granted as the experts of Special government allowances of the State Council, and now is the technical consultant of Fujian MINYIYUAN Industry and Trade Co., Ltd. He was once engaged as the Research Professor of Fisheries Technical Extension Station of Ningde, Honorary Chairman of Large Yellow Croaker Branch of China Fisheries Association, Member of Academic Committee of State Key Laboratory of Large Yellow Croaker Breeding, Technology Consultant of National Original Breeding Farm of Large Yellow Croker in Fujian and Guest Professor of Ningde Normal University. On the occasion that the large yellow croaker were to be exhausted, Li Jiafu with his team conquered the historical technological problem of artificial breeding and seedling of migratory lower-middle-class fish in difficult conditions, thus saving and protecting the resource of large yellow croaker. He develops the artificial breeding technical research and establishes industry technology supporting system. Now the large yellow croaker industry has become the largest breeding marine fish industry in China with yearly seedling quantity of about 2 billion, gross yield of about 165.5 thousand tons(2016) and total output over ten billion yuan, which has prompted 300 thousand jobs directly and indirectly. Academician and experts identify this achievement to be the pioneering project in China and ranks the advanced level internationally. With a wide application to the protection and development of other fish resources, the achievement promotes the Fourth Waves of Mariculture with the large yellow croaker as the representative, which is a landmark contribution to the Chinese marine aquaculture industry's development. And Liu Jiafu is therefore called the "Father of Large Yellow Croaker" in China.

From 1995 to 2017, Zhou Kewen kept on hiking around 9 provinces in China and travelled around 40 countries, during which I participated in various outdoor sports, such as mountaineering, cross-country, sailing, rafting and so on. From 2012, he joined the NOAHS Group and co-founded the NOAHS Sailing Club, thus opening the prologue of Chinese professional big sailing. Under his leadership, NOAHS Sailing Club has been participating in several international sailing races such as China Cup, Rolex Cup Hobart Sailing Race, Australia and so on. He also pays much attention on developing overseas clubs of NOAHS, such as the Australia Club. For now, he is in charge of project Chinese Maritime Silk Road Characteristic Town and in the process of government negotiation.

In 1989, he graduated from East China University of Political Science and Law. In 1993, he got the qualification of lawyer and in August 1995, he was awarded the certificate to practice and then became a full-time attorney. In June, 2007, Qian Jianrong joined Shanghai Dagong Law Firm as a company partner. He is expert in corporation law as well as laws of futures, finance, real estate, constructional engineering, intellectual property, mergers and acquisitions, criminal and civil affairs. As a member of International Development Information Organization, he also enjoys a good reputation internationally. He is experienced in international litigation, arbitration and other legal affairs and also sets foot in legal affairs and business affairs about international exchange, cooperation, project developing, trade and so on.

1961.9 ~ 1974.12:福建 6765 部队特务连报务主任、政治指导员;
1963 年,调回上海,历任教师、上海重型机器厂教育科副科长、上海市工人文化宫副主任、企业策划经理。
1975.1 ~ 2002.5:上海汽车工业集团总公司纪委、监察室副主任;
1997 年,退休于上海锦江(国际)购物中心。
2003.5 ~ 2015.5:上海市海外经济技术促进会副秘书长。
1997 年初,因参与中国古代机械史课题研究,被同济大学聘为兼职副教授。 2004 年,加盟上海水上旅游研究所,参与完成《上海十六铺综合改造项目功能开发研究》、《上海 - 舟山旅游 业互动发展研究》等课题。 2006 年元月,在新浪网开出“七旬翁的博客”;随后在上海三联书店、上海交大出版社出版了《七旬翁的博客集》 《七旬翁的博客集 2》《海宝 & 三毛话上海》《老年幸福:研究与实践》等著作。 2016 年,在文汇出版社《出海口》诗文库出版中篇小说《1958 爱情故事》和《创意旅游与游记写作》,十年 内撰写出版累计 6 本书。 From 1960, graduated from Xi’an Jiaotong University and worked in the University as a teacher for 3 years. In 1963, back to Shanghai and successively worked as teacher, deputy chief of Department of Teacher Education of Shanghai Heavy Machine Plant, deputy chief of Shanghai Workers Cultural Palace, enterprise planning manager. 大黄鱼作为我国最大养殖规模的海水鱼和 8 大优势出口养殖水产品之一,承载着中华民族传统文化,借助现代冷链物流技术,通过世
商品鱼养殖周期提供了关键技术;首次开展了大黄鱼标志放流和增殖放流。终以 104 万尾大黄鱼全人
界华人友谊纽带和海上丝绸之路,输往世界五洲四海,成为世人餐桌上的美味佳肴。我还希望通过大黄鱼资源变动与产业置换的事实

给人以启示:海洋生物资源亟需保护;一旦濒临枯竭,就要研究其人工增殖技术予以拯救与恢复;还可研发其养殖技术以满足人类需求。
◎“八五计划”期间的养殖技术深化研究(1991-1995 年):面对早期试养大黄鱼生长慢、被认为无 养殖开发前景。作者从个别试养鱼两年长至 500g 现象中看到生长潜力,提出了“瞄准养殖技术开发,
1、大黄鱼的经济价值及在海洋生态与渔业中的地位 ◎ 经 济 价 值: 大 黄 鱼 Larimichthys crocea (Richardson,1846), 隶 属 于 硬 骨 鱼 纲 Osteichthyes、 鲈 形 目 Perciformes、 石 首 鱼 科 Sciaenidae、黄鱼属 Larimichthys。其体金黄、唇桔红,在民间象征财富和吉祥;其肉瓣状、质细嫩、色洁白、味鲜美、富营养,我 国先民在 1700 年前就已捕捞并成传统美食,其饮食文化底蕴深厚。据测定,大黄鱼可食部分约占鱼体重 64%。每 100g 鱼肉含热量 363.7kj,蛋白质 17.4g,脂肪 2.2g,还富含人体必需的多种维生素与微量元素。民间素以大黄鱼作为馈送亲朋好友的佳品,尤其在传 统的端午节。以大黄鱼为原料烹饪的清煮、清炖、红烧、滑片、油煎、油炸、生炒,以及糟菜黄鱼、咸菜黄鱼等风味各异的鲜食菜肴 达 50 多道;尚可加工成不同品味的鱼鲞、盐渍鱼、糟鱼等。其卵巢、鳔、胃囊、肝脏可加工调味食品;其耳石、鳔、精巢、肝脏可入药。 ◎在海洋生态与渔业中的地位:大黄鱼作为我国“国鱼”,曾是土著的 31 种石首鱼科中群体最大的种,在海洋鱼类区系中举足轻重;
创立闽东大黄鱼养殖支柱产业”建议,福建省人大促成原水产厅和科委,立项开展大黄鱼养殖技术深 化研究并获重大进展;接着成立试验场作为中间试验基地,先后获大黄鱼网箱、土池批量养殖及多季 人工育苗成功,并指导养殖户试养大黄鱼获丰收,为养殖产业化奠定了基础。
◎“九五计划”期间的养殖技术产业化(1996-2000 年):1996 年福建省兴起大黄鱼养殖热,亟待 解决养殖网箱与池塘布局、规模化养殖技术、种质保持、健康苗种繁育、鱼病防控等产业技术问题。 原福建省科委和水产厅于 1997 年 8 月联合出台《关于“依靠科技进步,促进大黄鱼养殖产业化”的 意见》及其《实施方案》;组建了省大黄鱼养殖产业化技术服务队,并以原宁德地区水产技术推广试 验场为服务基地;编撰教材,先后举办了全国、全省及有关县的大黄鱼养殖技术培训班,一些专家应

大黄鱼养殖技术的突破,推动了我国“以大黄鱼等多种类为代表的第 4 次海水养殖浪潮”(杨纪明, 2001)。
2、大黄鱼人工增养殖技术研发历程 为恢复大黄鱼资源,福建省在 1985 年设立“官井洋大黄鱼繁殖保护区”,并组织科技人员历经至今跨越 7 个“五年计划”计 32 年的 大黄鱼人工增养殖技术研发历程。
◎“十五计划”期间开始的产业支撑体系构建和产业升级(2001 年至今):构建了支撑体系的产业 才是稳定的产业,10 多年来,我们初步构建了包括产业规划、标准化、原良种繁育、养殖技术与鱼病 防控、环境监测与产品检测、产品加工与冷链物流、品牌与专利保护、技术培训、产业信息、行业协 会等 10 大工程组成的产业支撑体系,并在产业发展中完善与提升,直至转型升级。
◎“六五计划”后期的人工育苗初试(1985 年):利用官井洋内湾性大黄鱼产卵场稀少的临产亲鱼,抢在大黄鱼产卵群体完全消失之 前进行了人工育苗初试。克服了天然临产亲鱼难于寻觅和捕上后极易死亡的难题,首获海上人工授精、室内育苗成功,首次育出了平

摘 要:海上丝绸之路是古代中国与世界其他地区进行经济文化交流交往的海上通道。它不仅是东西方文化、 经贸交流的重要纽带,也已成为人类历史活动的重要载体。中国是最早利用海洋、保护海洋的国家,航海 与航海文化的发展几乎贯穿了中华文明史。在海洋经济快速发展的今天,用传统航海文化引领航海业的发展, 显然已跟不上时代的步伐。在传统文化精髓之上,亟需融合现代文化元素,赋予航海文化更多深远的时代 意义。如何唤起海上丝绸之路经济带上所关联国家以及民众的认同感是我们今后需要研究的新课题。

帆船运动的历史悠久,最早竞技记载是公元前 70 年。现在,开拓国际性的帆船赛事已成为二十一世纪海上丝绸之路的重要载体,具有 划时代的意义,是牵动中国与世界各国的重要友谊纽带,也是促进世界和平与发展的“和平信使”。现代帆船运动所带来的经济效应、 社会效应,是传统帆船无法企及的。我们呼吁发起一年一度的国际帆船赛,为海上丝绸之路经济带国家带来一场航海盛宴。帆船赛事 一经开启,由沿线各国派出赛队参与其中。赛事期间可开展经济、商贸、文化、旅游等主题论坛,此举有助于中国与其他国家在港口 航运、海洋能源、经济贸易、科技创新、生态环境、人文交流等领域开展全方位合作,同时将大大拓展各国经济发展战略空间,促进 区域繁荣,对推动全球经济发展具有重要意义。这一新载体将会为中国经济持续稳定发展提供有力支撑,并最终促进沿线国家共同繁荣, 实现互利共赢。 Abstract: Maritime Silk Road is the sea-lane that ancient China carries on economic and cultural exchange with the rest of the world. It is not only an important link for the cultural, economic and trade exchange and communication between the east and west, and also a significant media of human activity. China is the first countries to use ocean and protect ocean. Development of navigation and marine culture has been almost penetrated in the history of Chinese civilization. Currently, in the rapid development of ocean economy, traditional marine history apparently cannot keep up the pace of the times and even guide the development of seafaring. On the basis of traditional cultural quintessence, modern cultural element should be combined to endow the marine culture more profound significance of era. How to evoke the identification of countries and people along the Maritime Silk Road is the new subject that needs to be discussed and studied in the future. With a long history, the earliest sailing race was recorded in 70 BC. Now, international sailing race has become an important carrier of 21st Maritime Silk Road with historical significance, which is an important friendship tie for China and the rest of the world and also Messenger of Peace to promote peace and development of the world. The economic and social effect that modern sailing race brings is not the traditional sailing can reach. We call for initiating a yearly international sailing regatta to represent countries along the Maritime Silk Road a sailing feast. Once the sailing race opens, racing teams from different countries will participate together. During the race, forums on economy, business and trade, culture, tourism, etc can be carried out, which is helpful for China to develop all-round cooperation with countries along the Maritime Silk Road on ports and shipping, marine energy resources, economy and trade, science and technology innovation, ecological environment, cultural and educational exchanges and so on. At the same time, the sailing race will expand the economic development strategy of different countries, facilitate the regional prosperity and is of great significance to promote the development of world economy. The new carrier will provide powerful support for the sustainable economic development of China and promote the mutual prosperity of countries along the Maritime Silk Road, thus to realize mutual benefit and win-win result.

前言:2000 多年前,亚欧大陆上勤劳勇敢的人们探索出无数条连接亚欧非几大文明的贸易和人文交流通路,而后世人将其统称为“丝

一、21 世纪海上丝绸之路的历史契机 ◎ 文脉传承 中国是最早利用海洋、保护海洋的国家之一,航海与航海文化的发展几乎贯穿了中华文明史。然而四百多年来的“禁海”制度,以几 次海洋战争造成的百年耻辱,使中华民族的海洋文化几经没落,淡化了海权意识,随着中国经济的快速发展,实现中华民族之伟大复 兴是全世界华人的共同愿望。 十五世纪开始,西班牙、葡萄牙人率先进行全球性海上扩张活动,特别是地理大发现,开启了大航海时代后,开辟了世界性海洋贸易 新时代。西欧商人的海上扩张,改变了传统海上丝绸之路以和平贸易为基调的特性,商业活动常常伴随着战争硝烟和武装暴力。而中 国建设海洋强国要靠坚持和平、发展,维护海洋秩序和平稳定来实现。近些年来民众对航海、海洋、蓝色国土等方面的认知不断加深, 民族自信心和自豪感不断增强,然而建设过程中也出现了南海问题和东海问题,海洋资源纷争给建设海洋强国带来新的思考。 ◎ 国家制定的“21 世纪海上丝绸之路”战略 国家“海上丝绸之路”战略的实施,把文化建设推向了一个全新的高度,航海事业的发展和航海文化的建设也正值新的历史机遇期。 经中央批准同意,文化部与福建省人民政府联合主办的“海上丝绸之路国际艺术节”永久落户福建泉州、广州举办的“千年羊城与海 上丝路——广州海上丝路文化活动季”、宁波举办中国航海日。从航海家翟墨,单人不靠岸环球第一人的郭川,到文化学者尔冬强, 这些在文化界、帆船圈的领军人物纷纷选择帆船作为交通工具,重走海上丝绸之路。从政府到民间组织都在积极响应,为海上丝绸之 路建设献策献力。但也往往因为是单一事件,缺少沿线国家的互动和文化认同和难形成持续影响力而略显美中不足。
二、2015 年起中国体育产业发展迅猛 ◎ 体育是一种和平外交 现代奥林匹克的运动的发起人皮埃尔·德·顾拜旦 Pierre de Coubertin 先生曾在《体育颂》中歌颂道:“啊,体育,你就是和平!你 在各民族间建立愉快的联系。”由此可见体育自诞生以来就与和平、正义、休战站在同一战线。在现代国家关系中,运动员被称为“微 笑的大使”“穿运动服的外交家”, 为各国牵线搭桥,对促进国家之间政治、文化、经济交流亦起到举足轻重的作用。 1971 年 3 月,中国乒乓球队参加在日本名古屋举行的第 31 届世界乒乓球锦标赛。这一被称为“小球转动大球”的“乒乓外交”,不 仅是中国体育重返国际体坛的历史性时刻,更重要的是它在很大程度上加强了中国与其他国家之间的外交关系。

◎ 中国体育产业的潜在价值 随着国民经济的日益增长,工业化、城镇化进程的加快,人们在体育、健康、娱乐、休闲等方面的需求的迅速提升。“全民健身”、“健 康中国”的健康生活理念为体育产业的发展带来新的契机。体育产业的经济价值正在被持续放大 , 未来几年将会是我国体育产业高速 发展的黄金时期。不同于以往的”为国争光””强身健体”的动因 , 这一次的体育热潮中 , 体育的社会价值、经济价值、民生价值等 观念都发生了巨大的改变。 打造完整产业链,通过版权赛事的播出带动下游延伸产品。 在国家“海洋强国”发展战略的不断推动下,水上运动项目开始在大众生活中普及,我国的水上运动产业正处于前所未有的大好环境。 从目前发达国家的体育产业情况来看,以职业联赛为代表的竞赛表演是体育产业的核心,随着国外赛事资源在国内落地,国外先进的 人才及管理模式也将会随之引进。培育自主品牌赛事,打造具有中国特色的赛事 IP,开发具有国际影响力的体育衍生产品,无疑能让 中国体育产业受益良多。形成完整产业链,由国内发起的国际赛事极具含金量,因为它不仅仅是一个高端赛事,更是在营造一个产业 生态圈。” 2016 年国家体育总局、国家发展改革委、工业和信息化部 财政部、国土资源部、住房城乡建设部、交通运输部、水利部、国家旅游局 几部委联合发布《水上运动产业发展规划》,鼓励完善水上运动赛事体系和积极打造水上运动品牌赛事。通过实施水上运动精品赛事 提升计划,打造一批具有国家影响力、国际知名品牌的赛事活动,有了政府的推动、社会资本的参与 , 中国体育产业以及水上运动产 业的发展必将迎来具有历史意义的“红利期”。
三、新思路下的海上新丝路 ◎ 航海新思路 在海洋经济的快速发展的今天,用传统航海文化引领航海业的发展,显然已跟不上时代的步伐,今天的世界格局让我们很难再开着航 空母舰去缔结和平友谊。航海文化的现代意义,需要结合新时代新,用新时代的语言来表述,构建新媒体时代的航海文化构架的新思路, 即让中国大众以喜闻乐见的形式融入航海文化中,如何唤起海上丝绸之路经济带上所关联国家以及民众的认同感是我们需要研究的新 课题。 ◎ 海上丝绸之路的新载体——现代大帆船 作为古海上丝绸之路最重要的载体之一中式古帆船,回顾中国航海史,郑和船队下西洋用的宝船宽 18 丈,长 44 丈,换算成现在的载重量, 在 2500-3000 吨之间。从船型上看,郑和宝船应该是擅长远洋航行的尖底福船,这种海船底部尖,上面宽,“上平如衡,下侧如刃”,

适合乘风破浪。相比中式古典帆船,现代帆船则采用了阿拉伯人的三角帆使其可以逆风行驶,可以不受季候风的影响能自由航海,单 体船底因设置了龙骨,在风浪中行驶能自行扶正,近代则改进了新型造船材料,增加了通讯导航设备,使其更科学、安全、便捷、高速、 舒适,这已经成为帆船发展的一种趋势。 当前中国航海文化的关注点仍围绕着历史,倾向于对“郑和下西洋”等历史事件的解读,却缺少对于航海运动的认知,创新意识与航 海文化的衍生力还相对薄弱,同样现代帆船运动所带来的经济效应、社会效应,是传统中式帆船无法企及的。现代帆船既是一种交通 工具也是一种体育器械,帆船运动既是一种生活方式也是一项体育赛事。 帆船运动的历史悠久,最早竞技记载是公元前 70 年,古罗马诗人维基尔在叙事诗《伊尼特》中详细地描述了特洛伊到意大利的一次帆 船竞赛,并描述了比赛结束后优胜者和参加者的获奖情况。 帆船运动中,运动员依靠自然风力作用于船帆上,驾驶船只前进,是一项集竞技、娱乐、观赏、环保、探险于一体的体育运动项目。 它具有较高的观赏性,备受人们喜爱。现代帆船运动已经成为世界沿海国家和地区最为普及而喜闻乐见的体育活动之一,也是各国人 民进行体育文化交流的重要工具。帆船驾驭者身处于一个气象、水文、洋流变幻莫测的恶劣环境中,需面对智能与体力的双重考验。 毋庸置疑,经常从事帆船运动既能增强体质,又可磨砺意志。
四、大国航海梦 综前所叙,受到中西方推崇的帆船运动是积极健康的生活方式的体现,顺应了和平、环保、发展的新时代命题。帆船赛事传承了中国 海上丝绸之路的精髓,响应了国家可持续发展战略的号召。同时也满足了国家外交战略的诉求。开拓国际性的帆船赛事已成为二十一 世纪海上丝绸之路的重要载体,它具有划时代的意义,它是牵动中国与世界各国的重要友谊纽带,也是促进世界和平与发展的“和平 信使”。 我们呼吁发起一年一度的国际帆船赛(例如从中国上海到意大利威尼斯,赛程涵盖;西班牙、意大利、摩纳哥、土耳其、埃及、阿布扎比、 孟买、斯里兰卡、泰国、新加坡、马来西亚、文莱、印尼、中国香港、中国),为海上丝绸之路经济带所关联的国家带来一场航海盛宴, 也是世界航海人一年一度的赛事总结。 一支装备精良大帆船赛队,除了拥有娴熟的航能技能、文明的举止外。他还应该肩负另一种光荣的使命,像海军一样出使沿岸国家, 作为流动的领土来展现大国风范。它是一个盛世年代海洋国家财富的象征,软实力的完美体现,也是一个国家对海洋自然资源的尊重, 对由中国发起海上丝绸之路“共建”“共享”的态度。 帆船赛事一经开启,由沿线各个国家派出赛队将参与其中。赛事期间可开展经济、商贸、文化、旅游等主题论坛,此举有助于中国与 其他国家在港口航运、海洋能源、经济贸易、科技创新、生态环境、人文交流等领域开展全方位合作,同时将大大拓展中国经济发展 战略空间,促进区域繁荣,对推动全球经济发展具有重要意义。这一新载体将会为中国经济持续稳定发展提供有力支撑,并最终促进 沿线国家共同繁荣,实现互利共赢。

When Art becomes the language of the Ocean – It delivers power Alf Ke-Yin Chen
We are in an age of explosive media where continuing understanding the power of Ocean is minimal. Whether our country is close to the Ocean nor distant away from the Ocean, it is essential to understand and maintain a healthy relationship with the environment. Our current relationship with the Ocean are complicated, nowadays, our role are more like a conqueror that we take part of the ocean as one of our possessions, and we destroy and leave when resources were depleted. We never appreciate Ocean as possible reusable resources, and we always treat the ocean as “it” rather as a life supplier. In the positive side, we can see environmentalist organizations put endless effort in rising awareness to the public, both in preventing destroying the ocean and every living creatures within it. Unfortunately, that is never enough, the destruction continues, and can continues further, similar as historic recurrence. Limited understanding of the ocean depends upon our educational system, it is not a set of compulsory program, and differs in various countries, thus most students do not and cannot appreciate what the ocean has offered to maintain our survival. The Ocean problem is never just whether we can have fish on a plate, it is a matter when oxygen becomes a depleted resources, that the diversity has minimized, that it is become less habitable. Not many people realise that 60% of the oxygen is supplied by the ocean, and that the algae living the ocean that is supplying the oxygen is dying dramatically. Risk factors against the Ocean are multifactorial, and by solving one aspect of problem cannot stop the domino effect, the end side of the domino effect can leave us at survival crisis. Unlimited massacre, repeated pollution, emission of excessive carbon dioxide, has changed the environmental chemistry and ecosystem that more potential threat can occur and many more crisis are unable to anticipate. As bible mentioned, Revelation chapter 16: 3 “The second angel poured out his bowl on the sea, and it turned into blood like that of a dead person, and every living thing in the sea died.” .Prevention is at least, the current state what we can do to assist.

1.How Art raises public awareness Art is like a glue that not just sticks the idea together, but it also strengthens it. Curator orchestra the artworks into stunning exhibition to raise public awareness with no limitations, and audience can be ranged from students to the salesman at work. Greenpeace is always successful in converting stunning artwork into a media virus thread that also influence in international worldwide, this successful art campaign creates can ultimately create a win-win equation, using very less resources to create a very thrilling exposure worldwide. “Sharks and Humanity”, a global art exhibition by Parksview China is another successful example in drawing huge attention to people to deliver idea of banning audience from eating sharks fin. Parksview not just promoted the artists into a global scale, but also helps wildaid organization in market for more donations as well as increase value in artworks. Despite there are currently many successful exhibition and artworks that draws public attentions. However, the frequency of media exposure needs still not enough. People and citizens are continuing randomly bombarded with so many information such that the idea saving the ocean strategy often hard to reach. One way to resolve this problem is by holding more exhibitions and artists, and increase the frequency in global exhibitions in every art gallery and museums.

2.How Art glue government and environmentalist Environmentalist recognizes the importance of protecting the nature and why marine ecosystem should be protected and valued, sometimes so does many business companies. Most common threats to our ocean include offshore oil drilling, plastic pollution and over fishery, yet most often public awareness is crucial to help the problem resurfaced, and allow government to interfere before too late. Sometimes the government passively rely on environmental authorities to receive full picture behind every business plans, if no authorities involve, then this may hinders effective judgement. Art doesn’t require a thousand word to address an issue, it may require mere a piece of artwork to fully drag attention to the media, if successful, even can be reported into international media. This allows the environmentalist to help the public into debate on environmental topics, and sometimes, this often provides alternative option that could benefit both parties. Exhibition can help public and the government to maintain certain level of alertness, which can accelerates the process in every future decision making. This prevents the government to make any hasty decision, and comfortable and reliable image to the public. A government supported exhibition can also act as a catalyst to assist the citizens to fully aware the strategy that the government is aiming.

3.How Art helps fish habitat The diversity of the fish decreases and less home are available for fish to grow. The decrement of the diversity is due to the decrease in coral reef population. Our Ocean continually absorb CO2 produced by human, and as the concentration of CO2 increases, this leads to increment in ocean acidity, this chemical reaction will then inhibit the formation the calcium carbonate which is essential for the growth of corals reef and shell dependent organism. Now there is an increasing use of artificial reef that create another alternative home for fish to grow. The advantages of the artificial reef is that it will not fragile when acidity increases, the habitable effect can be permanent, and it also helps the ocean to restore its multi-diversify stage. This raises a new question, should we continue to place new artificial reef into the ocean, how can we improve it to a next level? Yes, we should continuing place new and fresh artificial reef, and every unit of artificial reef can definitely benefit the growth of fish population. With the cooperation with marine biologist, we may accelerate the replenish process by placing the artificial reef at the correct spot. The substitution of artificial reef into art works, not just help the habitat to grow, this also creates a new business model for recreational divers and benefit the economical business growth of that costal region.

4.How Art exposes threatening message The crisis that we are face each year are continuing to evolve, from global warming, to increment of oceanic acidity, from over-fishing to vanished coral reefs, and now the rising concern increase level of ocean population in plastics. On May 5th 2017, Stephen Hawking even predicted that human needs to evacuate the Earth within 100 years for later survival, as human having continuing to use up most of valuable resources due to exponential population growth. “If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.” Sun Tzu. The Art of War In order to become a good problem solver, we need to know what our crisis is. By educate and recognize every crisis we are facing, we can use a variety forms of exhibition to identify the problems (with assists from different fields of profession), and curators as well as different professions need to continually upgrade so that we can help the public to realise how fragility of the ocean. Therefore, a routine global exhibition along with advanced technology and possible solution to problems we are facing is necessary. Funds from each country may be limited, but with the help of every individual on the planet, with small donations, presentable exhibition is achievable. A variety of possible exhibition may include “over-fishery, pollution, coral reef, climate change, decrease in fish diversity, offshore oil drilling, protection of ecosystem etc”. These can be exhibit globally and can utilize the United Nation’s platform for gather effective information worldwide.

5. How Art helps to revalue the species Over-fishery, increase frequency the use of gill, increase demands of consumption of food supply, more non-economical fish will also be effected from the bycatch. For Example, rare species (classified under IUCN International Union for Conservation of Nature and Natural Resources.) such as Megachasmidae (mega mouth shark), and Manta birostris (Manta rays). Most often when these bycatch occurred, if no researchers or scientists are interested for further use, normally these rare species will be wasted and dismembered. Unlike animals with fur, there is also a problem of displaying underwater species to the public, they are either put inside the tank full of formalin or turned into dried fish. Our enterprise can properly preserve the species into original artwork, they will be repainted by the artists, and can be presented without the use of formalin, this allow the artwork to be touched and have closer understanding. Currently our social enterprise TOAM, gathered 70,000 fish, and over 3000 species (source were 100% bycatch). Our aim is to rediscover the value of these rare species, and let the public understand the declining diversity and how we can put effort into environmental protection. Through global exhibition, our social enterprise strategically hold continuous exhibition to Singapore, United States San Francisco and China. In Conclusion, Art is a very useful tool to help us rediscover and understand what crisis our ocean is facing. From the perspective of regional economic integration and legal integration, it is of great significance to put forward the counter plan of creating regional unified judicial standard and establishing regional unified maritime system law aiming at the foreign-related maritime laws application issues on the basis of improving the legal coordinated mechanism between China and countries along the Maritime Silk Road. Countries along the Maritime Silk Road should make full use of bilateral and multilateral legal coordination through regional dialogue as well as multi-level and multi-channel communication and consultation. At the same time, governments should strengthen friendly exchange between national legislative institutions and support joint researches of legal think tanks of different countries. The establishment of settlement mechanism of maritime legal conflicts will in return promote the mutual benefit for countries along the Maritime Silk Road and help the regional blue economy to develop under the framework of sustainable development goals of the United Nations.

摘 要:欣闻联合国召开世界海洋可持续发展大会,我们为此感到兴奋鼓舞,期望大会取得辉煌成果,引领全人类共同建设和平的海洋、友谊 的海洋…… 达到海洋可持续发展目的,其有效方法之一就是大力推广普及海洋旅游活动,创建更多的邮轮新航线,吸引更多的旅游新客源,特别是广大青少年。 随着一带一路进入不同海区,邮轮航区分布应有所扩展,发掘和反映当地民族文化,让世界各地不同的人类文明互相包容交流,合作发展—— 这也是新型海上丝绸之路的最大特色之一。 大规模创建海上邮轮新航线从而促进海洋可持续发展,应从全球的高度和广度上来探讨和解决这些基础性的问题,这里我们提出些看法和建议, 以期引起相关组织机构和领导人的注意重视。 一、设计建造适宜不同航线的邮轮船型。 二、港口应欢迎邮轮光临,并以此为荣。 三、充分利用岛礁,以新科技建立人工岛礁。 四、建立联合国邮轮组织,实行“四统一”制度。 五、继续发扬“蓝绶带(Blue Ribbon)”精神。 六、积极培养人才,使邮轮产业合理有序发展。
Abstract: It is a great pleasure to be invited to the Ocean Conference in the United Nations Headquarters, New York. We hope that the conference will achieve brilliant results and guide the whole world to construct the ocean of peace and friendship. To reach the goal of ocean sustainable development, one of the efficient methods is to popularize marine tourism activities and create more new cruise routes, thus to attract more customers, especially the youth. With the Belt and Road Initiative entering into different sea area, the distribution of cruise area should also be expanded. At the same time, together with the exploration of local ethnic culture, different human civilizations of different countries and regions will communicate with each other and realize mutual cooperation, which is also one of the biggest characteristics of new Maritime Silk Road. To promote sustainable development of ocean from the perspective of creation of new cruise route, it should be discussed and settled from the high level of the world. Here are some ideas and suggestions to be put forward to arouse attentions from relevant organizations and leaders. 1. to design and construct cruise ships which can adapt to different ship routes; 2. to open ports to cruises; 3. to make full use of islands and construct artificial islands with high technologies; 4. to establish a UN cruise organization and realize a system of 4 unifications; 5. to carry forward the spirit of Blue Ribbon; 6. to cultivate talents and realize reasonable and orderly development of cruise industry.

Abstract: Marine tourism is based on the ocean as its tourist destination and is for the purpose of exploration, sightseeing, recreation, exercise and recuperation. With the vast sea area, ocean has a great potential for development. Marine tourism can be divided into two parts: natural resources and social resources. From the perspective of tourism, natural landscapes still depend on its historical and cultural connotation for publicity; human landscapes should not only integrate with its historical and cultural connotation, but also should combine with the latest scientific and technological means as well as all kinds of information. The publicity of natural landscapes as well as the designation and creation of human landscapes both should utilize means of creative thinking to achieve desired effects. This article analyzes the development idea of the maritime tourism town in Xiapu, Fujian from the perspective of creative thinking, and put forward ideas and suggestions for innovative development of marine tourism. The innovation of combination of resources and marine culture provides an infinite sight and imaginary world. With the combination of technology innovation and cultural creation, the marine tourism of China will achieve a long-term development.

展览主题: 海洋危机·拯救与希望——东方艺术的思考与呈现 Theme Marine Crisis • Saving and Hope: Thinking and Presentation from the Oriental
海洋是人类共同家园,保护海洋、保护生态,保持海洋的可持续发展是每个地球公民的责任和使命,本次展览将围绕“展览主题: 海洋危机·拯救与希望的海洋——东方艺术的思考与呈现”主题进行相关的艺术创作和富有中国哲学、东方元素的美丽呈现。 蓝色的哀愁 —— 蓝色的海洋在哭泣。当今地球海洋遭受人类非理性行为的破坏性征服,受到了严重的污染,生态环境急剧恶化, 极大的影响了人类生存和发展的空间。海洋面临挑战,我们将往何处去? 美丽与希望 —— 人类在思考,并采取共同行动,尤其东方“天人合一”的自然观,指引人类应与海洋和谐共处,探讨可持续发展 的行动纲领,有力举措,重塑海洋的美丽和希望。 展览期间还将同时举办张肇达,郝方圆的艺术专场。以富含东方意蕴和当代元素的艺术语言,创意地表达大展主题。融汇东西, 创新艺术。 策展人:徐强
Description: Ocean is the common homeland of human beings. To save our ocean, protect the ecosystem and maintain the sustainable development of ocean are the responsibility and mission of every single citizen on the earth. Focused on the theme “Marine Crisis • Saving and Hope: Thinking and Presentation from the Oriental”, the exhibition will carry on relevant art creation and demonstrate the Chinese philosophy and oriental elements. Blue Sadness --- the Blue Ocean is Crying. Suffering from the destructive conquering of mankind’s irrational behavior, the current ocean has been seriously polluted and the ecological environment has been rapidly deteriorated, which severely affects the survival and development space of human beings. The ocean is suffering from the challenge, and where shall we go? Charm and Hope --- the mankind is thinking and taking common actions. Especially, the theory that man is an integral part of nature guides the man to live harmoniously with nature, to discuss program of actions of sustainable development and powerful measures, thus to remodel the charms and hope of the ocean. The exhibition will also host the art department of zhang zhaoda, hao fangyuan. To express the theme of the exhibition creatively with an artistic language rich in Oriental meaning and contemporary elements. The art of melting, the art of innovation. Curator:Xu Qiang

林曦明 1925 年生,原名正熙,号乌牛,浙江永嘉人。 擅山水、花鸟、人物、走兽,所作兼取文人画、民间画以及西画的特点,林曦明先生师从王个簃先生研习书画,广泛学习石涛、 八大、吴昌硕、齐白石、黄宾虹的作品,同时研究现代绘画。他的画笔墨酣畅淋漓,变化多端,用色明丽雅致、流光溢彩, 构图虚实相间、简约疏朗,既恪守文人画的传统,又注重吸收西方的和现代的表现技法,充满了民族性与时代感。不愧 为当代海派一代宗师。 Lin Ximing was born in 1925 in Yongjia, Zhejiang Province, formerly known as Zhengxi, and his alternative name is Wu Niu. He is good at paintings of landscapes, flowers and birds, characters, animals and combines the characteristics of literati painting, folk painting and Western painting into his own artworks. Lin Ximing once learned from Mr. Wang Geyi and took extensive study from the artworks of Shi Tao, Ba Da, Wu Changshuo, Qi Baishi and Huang Binhong. At the same time, he also pays much attention to the study of modern painting. He paints his artworks colorfully and delightfully with various changes. His paintings are bright, elegant and brilliant in color, simple and brief in structure and not only obey the tradition of literati painting, but also absorb the expression techniques of the western and modern, which is full of nationality and era sensation. He is worthy of the name of contemporary Shanghai art master.

Vice-president of the World Association of Chinese Artist Honorary president of Beijing Fashion Designer Association Artistic adviser of Chinese Calligraphy Research Institute, Peking University Academician of China General Poetry and Calligraphy Institute Researcher of Culture Research & Development Center, Peking University Adjunct professor of Academy of Arts & Design, Tsinghua University Vice-president of Chinese National Institute of Calligraphy and Painting Zhang Zhaoda was born on September 19, 1963 in Houshan village, Zhongshan City of Guangdong province. He is a Buddhist and also a worshipper of Confucianism and Taoism. He learned martial arts from his grandfather ZhangJinguang in his childhood and painting from his elder uncle Zhang Guoxiong. Later he learned calligraphy and ink painting from Mr. Huang Xiachuan and then oil painting from Tan Xuesheng and Xu Jianbai. He’s also one of the best students of Mr. Ding Shaoguang. Then, he learned design from Mr. Malcan Htarr, Mr. Alyce, Mr Herl Bert and Mr Tomas Wang. After that, he learned sculpture from Mr. Tony, philosophy from Master Li Silong, Art of Religion from Mr. Wang Zhiyuan and Art History and Appreciation from Mr. Xue Yongnian.

In 1986, Zhang Zhaoda went to America to do fashion design for the He-Ho Enterprise. He became famous in New York, his works broke into the most luxury brand of the world commented by the Paris media, and published in the American magazine. He therefore became the first Chinese designer to appear in the American magazine. In 1987, he held a total of 23 fashion shows in Europe with the ‘China Silk Road’ performance team, participated in the 150th INGETO International Fashion Exhibit, and the 32th International Exhibit in French. In 1988, Zhang Zhaoda travelled to Paris for a systematic exploration of fashion design, in the same year; he worked as the designer for an American famous brand - A.J.BARI until 1993. In 1991, the ‘MARK CHEUNG Wash Printing Exhibition’ was held in the museum of Zhongshan Guangdong. In 1992, Zhang Zhaoda was invited to publish a series of 20 fashion design articles in Yangcheng Evening Newspaper, his representative works were recorded in the ‘Chinese Celebrated Figures Fashion Appreciation Dictionary’. In 1993, employed as the editor-in-chief at New Fashion Magazine, his representative works were recorded in the ‘Chinese Celebrated Fashion Designer Collection’. In 1996, awarded the certificate of honor of ‘Eastern Star of 21st Century - Excellent Representative of Chinese Fashion Designers’ by UNESCO In 1997, Mark was awarded the First Gold Medal presented by the Fashion Designer Association of China, and the first place of the ranking of Chinese excellent designers. In 1999, his works – the ‘Marble pillar Series’ – was participated in the Chinese fashion show as the ending for the ‘Paris, China Culture Week’, which was held by the State Council Information Office and the State Ministry of Culture. In 2000, took up the post of the Fashion Direction of the ‘Tour of Chinese Culture to the United States’ which was held by the Cultural Ministry and the Information Office of State Council of China; became a member of the China Fashion Professor Committee and took up the post as the Deputy Director of the Association of Fashion Design Accreditation of China; Zhang Zhaoda was awarded as the ‘Honorary citizen of San Francisco’ for his contributions on international fashion art. In 2001, Zhang Zhaoda was invited to be a part-time professor at Fine Arts Academy of Tsinghua University; held ‘Fashion and Technology’ fashion show on the campus for the 90th Anniversary of Tsinghua University. Zhang Zhaoda was rewarded the ‘Honor of Celebrated Master of China’ by the Fashion Association of China. In 2002, ‘Chen Yifei & Mark Cheung Fashion Art Exhibition’ was held during the China Casual Wear Fair. In 2003, ‘‘In the Orient’ Senior Fashion Show’ was held in the Academy of Arts & Design of Tsinghua University; was awarded a medal of the ‘Contemporary Celebrated Fashion Designer’ by the Fashion Association of China and Shanghai International Fashion Union In 2005, Zhang Zhaoda was rewarded the ‘9th Golden Top Prize’ and ‘9th The Best Women’s Wear Designer’ by the Fashion Designer Association of China; ‘Master of Fashion of China’ during the Shanghai Fashion Week; ‘Zhang Zhaoda Wash Painting Exhibition’ was held in the Art Museum of Guangzhou Academy of Fine Art. In 2006, Zhang Zhaoda was awarded the ‘Ambassador of Fashion and Culture of China’ by the PRC Cultural Department’s official media ‘China Culture Newspaper’, ‘Culture Monthly Magazine’ and the Committee of International Celebrity’s Charity. ‘When Art Encounters Science’ was held in Tsinghua University. In 2007, ‘MARK CHEUNG Oil Painting 2007’ was held in the multifunctional conference hall in Academy of Art & Design, Tsinghua University In 2008, awarded as the first of the specialty ranking among fashion designers (FD Index); was employed as the guest professor of Academy of Art of China. ‘MARK CHEUNG Art Exhibition 2008’ was held at Beijing international copyright Trading Center. Atman One (1984-), male, born in Dandong, Liaoning Province.His ancestral hometown is Shandong and he is now living in Shanghai. He enrolled in the Shenyang Lu Xun Academy of Fine Arts in 2001. When realizing his ideas of being an independent artist, he began to drop out in 2003 and was fully dedicated to the transformation of contemporary art in the traditional Chineseculture with the diverse forms of development. Taking “All Is One” and “linking past and present ”as his main principle, over the past years, Atman One put a lot of effort into painting and other fields such as meditation, music, costumes, architecture, archeology which were all carried out extensively and in-depth exploration, and shoot a lot of performance art documentary. His amazing power of practice, creating a new pattern of Post-80s Chinese contemporary artists outlook. In 2014, he was appointed as an off-campus advisor/supervisor for the MFA(Master of Fine Arts) program at Shanghai Donghua University and as the visual art director of Shanghai World Music Festival. In 2015, he had won the sponsorship of New York WAM(Wonderka Art Management ) art fund for a study-tour around Europe.In 2016, Atman one signed in Brussels, Belgium CUMEIDA art institutions; he established partnership with French brand Pebeo ,and be their first special cooperation artist in Greater China.

Zhang Shunchuan, born in Ningbo, now living in Shanghai, is a professional painter and member of Chinese Artists Association. Grew up in the breeze of the sea, Zhang Shunchuan is passionately devoted to ocean. The beech, reefs and shells have become the main theme of his oil painting. In 2014, eight of his photography works were chosen to be presented on the "Artists for Chinese Exhibition" held in Dubai, UAE. In 2015, he was invited by Shanghai Jiaotong University as distinguished guest lecturer at its Art and Visual Studies Center, and was appointed as artistic director at Global Culture and Art Convention. In 2016,Wing hired as artistic director of THE 16TH EXHIBITION OF INTERNATIONAL CALLIGRAPHY AND PAINTING EXCHANGE EXHIBITION.
