ALERT LEVEL THREE

26 May 2020

What does alert level three mean for you, the community and local business? We are moving to Level 3.

We all waited in anticipation to watch President Ramaphosa deliver his address on Sunday night. On the 1st of June we are all moving to level 3, but unfortunately still many business sectors remains closed. Alcohol may be sold, but smoking is still forbidden, the curfew has been lifted and the president stated that parents will not be forced to send their child to school if they are worried about safety. HERE ARE THE IMPORTANT KEY FACTS OF THE PRESIDENT’S ADDRESS: • As of today, we have conducted over 580,000 coronavirus tests and more than 12 million screenings.

who do not need to go to work or to an educational institution continue to stay at home.

• There are nearly 60,000 community health workers who have been going door-to- door across the country to identify possible cases of coronavirus.

• People will also be able to leave their homes to buy goods or obtain services including medical care.

• In preparation for the expected increase in infections, around 20,000 hospital beds have been, and are being, repurposed for COVID-19 cases, and 27 field hospitals are being built around the country. A number of these hospitals are ready to receive coronavirus patients. • Our priority is to reduce the opportunities for the transmission of the virus and create a safe environment for everyone. • We are therefore asking that those

• People will also be able to exercise at any time during the day, provided this is not done in groups. • The curfew on the movement of people will be lifted. • Alcohol may be sold for home consumption only under strict conditions, on specified days and for limited hours. • The sale of tobacco products will remain prohibited in alert level 3 due to the health risks associated with smoking.

• All gatherings will remain prohibited, except for funerals with no more than 50 people or meetings in the workplace for work purposes. • Any place open to the public where cultural, sporting, entertainment, recreational, exhibitional, organisational or similar activities may take place will remain closed. • We have had fruitful discussions with leaders of the interfaith religious community on their proposals for the partial opening of spiritual worship and counselling services subject to certain norms and standards. • It is understandable that there is some concern about the re-opening of schools, and I must stress that no parent will be forced to send their child to school if they are worried

about safety. • But if we all work together, if we diligently follow all the precautions and protocols, we will be able to keep our schools safe. • We are also taking a phased approach to the resumption of learning at institutions of higher learning. • From 1 June, all public universities are expected to implement remote teaching and learning strategies to ensure that all students are given a fair opportunity to complete the 2020 academic year. • With the start of alert level 3, no more than a third of the student population will be allowed to return to campuses on condition that they can be safely accommodated.

BEAUTY INDUSTRY:

SCHOOLS:

So, Level 3 is bringing relief for many industries. Millions of people will return to work and school on 1st of June. But we will return ungroomed. Hairdressers, beauticians, and nail bars remain closed. tame TIMES spoke to a few Hairdressers, nail technicians and beauticians. Many of them are breadwinners and have been non-operational for almost 3 months and with no promise of returning to work soon. What are your thoughts on that?

The impact is as follows, we can’t pay rent, if the stylists doesn’t work we can’t pay salaries, thereby most of us go underground by doing hair illegally.

From Anonymous: Basically as a hair salon we cannot open due to the government lockdown procedures. The impact is as follows, we can’t pay rent, if the stylists doesn’t work we can’t pay salaries, thereby most of us go underground by doing hair illegally. If we don’t work we don’t get paid being commission based earners, yes we have claimed uif but it’s not enough, so we as hair stylists are under great pressure to provide food and pay bills as most of us had problems paying bills at the moment

From Anonymous: We are struggling to survive. I have been in tears every single day since the lockdown. Not knowing how my family or the staff that I employ will get through this. We need help and the government to lift this ban. We would take every possible precaution to ensure our clients are safe, but no one seems to listen. Families are starving. I will not take the gamble. At my daughter’s age, there won’t be any social distancing among her peers...

Parents share their opinions about schools reopening The announcement of Basic Education Minister Angie Motshega that schools are set to reopen on June 1 has been met with mixed reactions from parents Some parents are positive about their children returning, and some are clearly concerned about the safety measures in place at the schools. Here are some reactions from the parents according to the Sunday Independent. Nono Likhoeli said rushing her 8-yearold daughter back to school while Covid-19 infections are increasing daily would be irresponsible. While admitting to being frustrated with home-schooling her daughter, who is in Grade 2, Likhoeli said she’d rather continue with it than send her back to school next month. “I’d need to know how well prepared her school is and that will require a meeting with the principal, teachers and other parents to find out what measures the school has put in place. There are 36 learners in a class. I’m worried about how social distancing

will be applied to 36, 8-year-olds.”she added Fathers Doctor Khumalo and Sinaye Mdaka said their children would not be going back to school this year while the country battled the Covid-19 pandemic. “It’s one of those tough decisions, but I guess she will have to lose this academic year because I won’t sacrifice my child for the sake of a government’s pilot project,” said Khumalo, while Mdaka suggested that classrooms should rather be converted into quarantine wards and only be reopened for schooling next year. “I will not take the gamble. At my daughter’s age, there won’t be any social distancing among her peers and I believe that they will also share food and masks, leading to infections spreading fast among them. Children can make up for a missed grade,” added Mdaka.

GOVERNMENT HAS LAID DOWN RULES AND REGULATIONS, BUT WHILST THEY PROVIDE SOME EQUIPMENT AND PRODUCTS, PRIVATE SCHOOLS MUST BUY THEIR OWN PPE. WHAT ARE YOUR THOUGHTS ON THIS?
