Tito Mboweni would’ve allowed

cigarettes and alcohol “ During a joint virtual meeting of parliament’s various financial committees, Mboweni indicated that he would have allowed the continued sale of tobacco and alcoholic beverages, but that he had to support the cabinet’s collective decision.” Minister of Finance, Tito Mboweni, has revealed that he does not agree with the decision to continue the ban on alcohol and cigarette sales as the country moves to a level 4 National lockdown. Edward Kieswetter, the SARS commissioner, also told MP’s that the taxman has lost R1.5 billion in tax revenue since the beginning of the lockdown. He said that this revenue could have been generated from the sale of alcohol and tobacco products. During a joint virtual meeting of parliament’s various financial committees, Mboweni indicated that he would have allowed the continued sale of tobacco and alcoholic beverages, but that he had to support the cabinet’s collective decision. “I didn’t like the continuous ban on tobacco and alcohol but I lost the debate and therefore I have to toe the line,” Mboweni said. “I know I’m losing a lot of revenue in the middle of being under pressure to spend but nevertheless that’s a decision of cabinet and I have to fall in line if want to (continue being) a member of the executive. If you can’t fall in line you must leave, so one has to fall in line in that regard.”

Mboweni also said that the Treasury expected tax revenue collection to drop by 32% or more as the coronavirus pandemic continues to decimate the economy. This means government would have to borrow more money to finance its expenditure programs. According to Kieswetter SARS is already down R13bn on revenue due to the sluggish economy and this was likely to deteriorate further. “This is driven mainly by VAT, excise, by import duties and by pay as you earn and I have to indicate that this will get significantly worse once the tax relief measures kick in because that then introduces further deferral of some of these payments, and so we anticipate a significant decline in tax revenue purely driven by the state of the economy as well as the tax relief measures that government has announced.” Kieswetter said that government had lost a considerable revenue source by continuing the ban on alcohol and tobacco. “I can share with the committee that months to date, in terms of beer sales, we have under recovered R664m, in terms of wine we’ve under recovered almost R300m, spirits just over R400m

and cigarettes just over R300m. “So year to date our under-recovery from these activities is one and a half billion and we’re just through the first month,” he said, and also stated that they were concerned that the illicit trade was flourishing during the lockdown as people were looking elsewhere for these products. With regards to the government’s decision to approach the IMF for a US$4.2 billion loan facility, Mboweni said that government would do so without entering into discussions on conditionalities with

the global finance institution. “We’ve not begun any negotiations, it’s a long process which will take us a number of weeks to get into. We’ve not closed the window, it’s something we should still look into. “Will there be any conditions attached? My understanding is, there will be no conditions attached. In fact I’m not interested in discussing any conditionalities with the IMF. “We know what to do for our economy and we’ll do what we can ourselves, so I’m not interested in discussions on conditionalities.”

Ek gaan haal die staanwaaier en positioneer die ding dat hy mooi tussen al die wasgoed sal inwaai soos ‘n lekker somerbriesie.

Daar gekom gaan staan ek onder die temporêre wasgoedlyn en kyk op. My 1.63m lyf gaan nooit by daai lyn bykom nie! So stap ek maar weer terug in en gaan haal die trapleer. O gonna, hier kom moeilikheid… Nou kyk, as jy nog nooit moes wasgoed ophang met die hulp van ‘n leer nie, dan weet jy nie wat harde werk is nie. Jy kan sommer jou lidmaatskap by die gym gaan kanselleer en liewers dít doen! Hier is jou oefen program: * Buk af en kry kledingstuk. * Klim op met leer. * Besef jy het die pennetjies vergeet. * Klim af met leer. * Gryp ‘n paar wasgoedpennetjies. * Klim op met leer. * Trap halfpad op jou japon vas. * Swaai jou arms soos ‘n dronk panda en gee ‘n bloedstollende gil tot jy jou balans terugkry. * Staan 2 minute stil en haal diep asem tot jou hart ophou klop in jou keel. * Hang die kledingstuk op met ‘n gestrek, want jy het die leer te ver van die lyn af geplaas. * Klim af en mis die onderste trappie heeltemal, wat veroorsaak dat jy amper plat op jou bas gaan sit. * Herhaal. Toe daai eerste bondel klaar op die draad is, hier “tieng-tiengelieng!” die tweede bondel uit die waskamer. Wat?! Hoe kan 45 minute al klaar verby wees? Daar staan ek al swoegend en swetend in die motorhuis en oordenk net hoe nodig dit is vir ons om skoon klere te dra as ons in elk geval nêrens kan heen gaan nie. Met ‘n sug en ‘n oorweldigende lus om aan die tjank te gaan, gaan haal ek die tweede bondel uit. En weet julle wat het ek hieruit geleer? Waardeer jou huishulp, sy werk vrek hard! Respekteer die huisvrou, sy werk vrek hard! Huiswerk is nie vir sissies nie!

And if they don’t listen, we will shut South Africa down for two days, and then three days. We are tired South Africa. AmaZulu FC facing pay cuts The Durban based AmaZulu have applied for various emergency relief funds to avoid staff salary cuts. Club manager, Lunga Sokhela said that they have considered different avenues in an effort to ensure that players are paid in full, “We’ve applied for the Temporary Employment Funds under UIF. The President (Cyril Ramaphosa) did speak about the R200 billion relief fund. We will be also applying for that. We’ve considered all the avenues and we are doing our best to try and make sure that we keep things afloat.” Sokhela said. “We are doing whatever it takes to protect everybody involved. I think we’ve got a very good group of players that understand the situation for what it is. At the end of the day, the survival of the club is of utmost importance beyond this Covid-19. We are employed by the club and it allows us to put food on the table. There’s no use in straining the club and tomorrow you are at the stage where you don’t have a club. They’ve taken a very mature stance.” With more than half a dozen matches to play, Usuthu still have a chance to climb out of their second from the bottom position. “This is not only affecting AmaZulu football club but it will also affect other clubs. We are doing this to make sure that we still have an industry tomorrow,” Sokhela explained. “It is unpleasant times.
