Wynand Labuschagne (27) died after he was shot at his complex in Brentwood Park during the early hours of Friday morning, 6 September. According to reports his brother-in-law, Kallie Gronum, Labuschagne was shot through the heart. “Wynand was asleep with his fiancée Sumandi Janse van Rensburg when he heard a noise inside the house,” said a distraught Gronum on Friday afternoon. “He started shouting and telling whoever was inside their home to leave. He left the bedroom to investigate what was happening. That was when he was shot in the upper body.” Gronum said the couple’s dogs were barking which also alerted them that something wasn’t right. Capt Nomsa Sekele, Benoni SAPS spokesperson, confirmed that a case of murder was being investigated. tame TIMES understands that Wynand was a talented sportsman who played Cravenweek rugby and he was also a SA judo champion. His rugby career was cut short by an injury. Wynand worked for the company Powersport. He and his employer Neil van Aswegen designed exhaust systems for superbikes for the international racing circuit which Wynand then built with his own hands. The world champion in the 600 cc class, Rob Hartog from the Netherlands, uses an exhaust system designed and built by Wynand. Wynand leaves his brother and sister, Arno and Rene, and his parents Johan and Charmaine behind.

EKURHULENI RAPID LAND RELEASE IS SET IN MOTION
The City of Ekurhuleni is steaming ahead with its rapid land release programme. The City is releasing 56 farms at a value of R120 million to local smallholding and subsistence farmers to improve food security, increase tax and revenue base for the City, expand food export and attract new investments into the City. The initiative will also enhance the quality of livelihoods, and increase the number of job opportunities in the region. Over 1000 hectares of land will be released to the beneficiaries in a programme that will generate about R200 million revenue for the City through medium-term lease in addition to other im-
mense economic benefits. The key milestones and timeframes in relation to the programme are as follows: • The advertisement of the tender calling for prospective beneficiaries of the 56 farms to bid has been released on 13 September 2019. • A briefing session for the candidate beneficiaries will be held on 4 October 2019 at the Germiston City Hall from 09h00. • The City will hold Ekurhuleni Agriculture Summit to thrash out how the City will use agriculture to boost its economy between 7 and 8 October 2019. The City’s agriculture development and support programme, of which the rapid land release is part thereof covers five
key elements that will transform and grow the agriculture and agro-processing sector in Ekurhuleni as farmers will be assisted with access to Council-owned land, technical support, skills development, access to funding and access to markets and off-take agreements. The City is in a process of finalizing economic partnerships agreements with private sector companies, government agencies, development financial institutions (DFIs), industry bodies, farmers’ associations, research institutions and training organisations. The collaboration will support the City’s intent to position Ekurhuleni as the preferred investment destination for urban
agriculture and agro-processing, in order to strengthen the City’s competitiveness in attracting foreign direct investment (FDI), direct domestic investment (DDI) and creating jobs. About R14 million has already been budgeted in the current financial year for services of researchers and economists who will provide support to the programme. Executive Mayor Cllr Mzwandile Masina announced earlier this year during his 2019 State of the City Address (SOCA) that the City will release the agricultural farms to stimulate economic growth, create jobs and contribute to development of emerging farmers, while transforming the sector.

Springboks punished by All Blacks in World Cup opener The Springboks went down to the All Blacks in a hard-fought Rugby World Cup encounter in Yokohama on Saturday. The two-time defending world champions won 23-13, after leading 17-3 at half-time. The South Africans fought back well in the second period, but the Kiwis kept their composure to close the game out in the latter stages. The Boks took an early lead via a Handre Pollard penalty and bossed the early exchanges. However, momentum appeared to swing when Pollard missed an easy penalty attempt for a 6-0 South African lead. Soon afterwards, the All Blacks capitalised on a weak pass from scrumhalf Faf de Klerk to lay siege on the Bok tryline. They couldn’t get through, but won a penalty, with flyhalf Richie Mo’unga levelling matters after 22 minutes. The All Blacks showed renewed vigour and troubled the Boks with their expansive game, scoring two quick-fire tries via wing George Bridge and lock Scott Barrett. Suddenly, the scoreline read 17-3 in New Zealand’s favour and it looked a long way back for South Africa. But the Springboks slowly regained their composure and fought back gallantly in the second half.
In the 47th minute, flank Pieter-Steph du Toit barged over next to the posts after a concerted period of attack to reduce the deficit to seven points. A long-range drop goal from Pollard made the score 17-13 midway through the second half, but New Zealand showed class and composure in the manner in which they closed out the match. Two late penalties from Mo’unga and Beauden Barrett took the score to 23-13 which settled matters. The Boks were heavily penalised by French referee Jerome Garces - the penalty count was 9-4 in favour of the All Blacks - and they will no doubt question a few of his calls, especially at the breakdown and scrum time. Wing Cheslin Kolbe was a standout for South Africa. He was sound under the high ball, solid in defence and troubled New Zealand with several sniping breaks. He limped off late in the Test with a leg injury which will be of grave concern for coach Rassie Erasmus. The Boks also lost replacement prop Trevor Nyakane with what looked like a serious leg injury. South Africa’s next match is against Namibia in Toyota next Saturday (September 28), while New Zealand will be in action against Canada in Oita on Wednesday, October 2.
