Swift intervention, bravery, tactical approach by City of Ekurhuleni`s firefighters, saved what was to be a disastrous structural fire in Boksburg Flea Market last week Thursday, 24 May. Firefighting crews from Leon Ferreira and Primrose fire stations respectively, managed to extinguish the well alight structure where two shops selling various items such as cell phones, shoes, and clothes were engulfed by flames. A signal was received at 16:30 and crews from both fire stations, responded promptly to the scene opposite East Rand Mall. On arrival, shop owners in the area were found battling to contain the flames and salvaging items from their shops. Immediately, firefighters initiated an offensive flame knockdown strategy and in no time, the fire was contained and extinguished. Three fire engines, two Major Industrial fire pumpers and a brand-new Water THREE FIRE ENGINES, Tanker from Primrose, were used on scene TWO MAJOR in facilitating the entire fire operations. City of Ekurhuleni Budget Speech for 2019 percent, which is informed by the cost of sewer purification processes undertaken by the East Rand Water Treatment Company (ERWAT). The refuse removal tariff will increase by 7.5 percent for all users due to the main cost drivers of the service. There have not been tariff increases for cemetery and crematoria over the past five years. Due to the need to maintain the cemeteries, a nominal tariff increase of 5.2 percent for residents, and 6.5 percent for non-residents was effected. Social package The City will shoulder the cost of R4 billion for the social package – an increase of R300 million compared to the previous financial year.

Member of the Mayoral Committee for Finance and Economic Development, Cllr Doctor Xhakaza, has on Thursday, 23 May, delivered the City’s budget speech at Germiston Council Chamber. The speech, which is anchored on the City’s pro-poor agenda, fiscal prudence and additional revenue sources, highlights containment of tariff increases, consolidation of social packages and investment in capital infrastructure for economic stimulation. The budget was delivered on the back of achievement of 94% revenue collection rate from the annual billing. Collection rate for revenue services - The rate of revenue collection is at 94% of annual billings. Among other achievements is unqualified audit, with a reduction in the number of factors of concern to the Auditor-General. SOME OF THE KEY HIGHLIGHTS INCLUDE: • Zero unauthorised expenditure, and zero fruitless and wasteful expenditure; • 42 percent reduction in irregular expenditure; and • Clean audit on performance information. MMC for Finance Cllr Xhakaza presented an annual budget of R48.9 billion for 2019/20 financial year, with an operating expenditure of R41.5 billion. The operational expenditure is funded as follows: • Revenue generated internally – R32.82 billion; • Operating grants – R5.9 billion; and • Capital grants – R2.78 billion. TARIFFS The budget proposed an increase of 7.5 percent for assessment rates, consistent with the Consumer Price Index (CPI) of 5.2 percent plus 2.3 percent for real growth. Electricity tariffs will only be increased by between 13.07 percent and 13.87 percent depending on the usage, whereas the National Electricity Regulator of South Africa (Nersa) has granted Eskom an increase of 15.63 percent in March 2019. This means the City will absorb, and not pass to consumers, the difference in percentage points between the two increases. Water tariff will increase by 15 percent, which is equal to the increase pronounced by Rand Water. Sanitation tariffs will increase by 11

This is more than the provision made by national government policy and the City will bear the costs of the difference; • First 9kl of water and sewer per month is free; • Special rates on emergency services such as ambulance and fire-fighting; and • Free indigent burial. The City continues to provide the first 6kl of water and sanitation for free to all households with a property value of R750 000 or less. To date, the indigent database has 112 000 members, and the income threshold remains R5 090 or less per household HUMAN SETTLEMENTS MMC Xhakaza allocated R4.6 billion in the Medium-Term Revenue and Expenditure Framework (MTREF) and R1.6 billion for the 2019/20 financial year to the Department of Human Settlements. Major projects in this regard include: • Leeuwpoort mega project – R380m for the MTREF and R165m for the 2019/20 financial year; • Chief Albert Luthuli mega project– R189.5m for the MTREF and R60.5m for the financial year; • Esselen Park – R234m for the MTREF and R107m for the 2019/20 financial year; and • Clayville – R57.5m for the MTREF and R30,5m for the 2019/20 financial year. A further R101m has been set aside for the maintenance of hostels and rental stock. ENERGY A total of R2.29 billion has been set aside for the MTREF and R706m in the new financial year to cover the following: • Electrification of informal settlements – R732m for the MTREF and R202m for the next financial; and • Lighting programme of townships such as Thokoza, Tsakane, Tembisa, Etwatwa, Katlehong among others – R161m for the MTREF and R46.5m for the 2019/20 financial year. Furthermore, R3 billion has been budgeted for the MTREF and R892m for the new financial year for the maintenance of the electricity infrastructure and the refurbishment of sub-stations in areas such as Germiston, Edenvale and Kempton Park.

Allegations were that he was selling positions advertised at the City of Ekurhuleni. The 39yr old suspect works in the Human Resources department and based in Germiston.

The suspect was picked up from his residence in Benoni on Friday morning around 9am. He had just resumed duties on 02 May following a three month suspension. Investigations revealed that an Eastern Cape Province man who had in 2014 visited Ekurhuleni had his identity document and cellphone stolen. His stolen identity document was apparently used to open a banking account into which monies for selling jobs were paid in. Investigations by the EMPD Security

& Loss Control Unit included travelling to the Eastern Cape where the man whose identity document was used was cleared after submitting solemn statements that he was not involved. With the assistance of the Regulation of Interception of Communications Act (RICA), the cellphone number reflected on the job advertisements scamming unsuspecting desperate job-seekers was the suspect’s downfall. The EMPD Security & Loss Control Unit members uncovered ten (10) cellphones, several MTN, Telkom and CellC sim cards and a laptop at his place. A case of fraud was registered against the suspect at Boksburg police station and he is expected to appear in the Boksburg Magistrate’s Court soon.

SARAY KHUMALO REACHED EVEREST SUMMIT

South African mountaineer Saray Khumalo has boarded her flight after a historical climb of Mount Everest. According to EWN she made international headlines last week after being the first black African female to summit the mountain. Khumalo was in Nepal for about a week re-adjusting to the increased oxygen levels at ground level before heading back

home. Her media liaison Jeanette McGill says she left the city of Kathmandu. She said the mountaineer is ready to come home. “She’s doing well and is looking forward to being home and spending time with her family.” Khumalo is expected to arrive back in South Africa this week

Tamzin Vassanjee steps up to empower

tame TIMES visited Eye of Africa resident, Tamzin Vassanjeethe, winner of the 2017 Justice Pageant held at the Hilton Hotel on 26 November 2017 and also known as the former semi-finalists of Mrs South Africa 2017. Teacher caught with nyaope

Eight motorists arrested during the month

BY PROMISE MARUPENG ( SowetanLIVE Reporter) A grade 8 teacher has been suspended from school and faces disciplinary action after nyaope was allegedly found in his bag during a police raid. The 58-year-old teacher at Crystal Park High School in Benoni, on the East Rand, was suspended on Thursday following the alleged incident. He allegedly confessed to giving his bag to a pupil who was caught by police with the drugs. Three other pupils were also suspended after they were allegedly found in possession of drugs. Police spokesperson Capt Nomsa Sekele said officers found a brownish powder substance believed to be nyaope in the teacher’s bag. Sekele said police were waiting for laboratory results to confirm the drugs. She said the teacher had not been arrested but investigations were under way. The teacher now faces disciplinary action but parents of pupils at the school are concerned that he has not been arrested. According teachers who spoke to Sowetan on condition of anonymity, the teacher claimed he had confiscated the drugs from pupils two days before the police raid and kept them in his bag. “He admitted in front of the principal and police officers... His story does not add up. We should not protect him when

over 600 lives of learners are being compromised by his behaviour,” said a teacher. A parent at the school said the teacher was previously demoted from teaching grade 12 to grade 8 for alleged misconduct. “The teacher has been seen smoking cigarettes in front of learners and has developed a wrong relationship with them,” said the parent. “The school called me and told me what happened but I still don’t understand how a person entrusted with the care of our children will put a learner in

such a compromising position,” said the grandmother who cannot be named to protect the pupil. “My grandson told me he didn’t know what was inside the bag and had merely taken an instruction from a teacher who asked him to put the bag in his [teacher’s] classroom.” Gauteng education spokesperson Steve Mabona said the department supported the decision of the school governing body to suspend the teacher and that officials were working closely with the school on the matter.

This year’s Child Protection Week – commemorated between May 28th and June 4th – brings with it an opportunity for parents to empower their children with the required tools to guide them in case of an emergency. (www.gov.za/ ChildProtectionWeek2019) “The purpose of creating this awareness is not to create a sense of fear, but rather to teach and reinforce practical safety tips that will guide your child’s actions. While parents and guardians hope their youngsters never find themselves in a dangerous situation, it is always best to make sure they are prepared,” says Charnel Hattingh, Fidelity ADT’s National Marketing and Communications Manager. A child’s safety is a top priority for any parent and ensuring they are responsible is a necessity. “Information teaching them not to engage or leave their school’s premises with any strangers, especially overfriendly individuals, is the golden rule but is just one of many important rules to convey,” says Hattingh. Children waiting to be fetched after school should also remember to stay within the school’s premises. If they usually walk home, parents should advise their children to walk in a group. Some communities have started “walking buses”, where adults walk with a group of children on their way to or from school as an added safety and security element.

“If they are unable to stay in a group on their way home, advise them to stick to familiar roads and avoid quiet sideroads, alleys or fields. Children who are alone at home in the afternoons, should understand why not to open the door for strangers and have the necessary emergency numbers in close proximity to the home phone or pre-programmed on their mobile phones,” advises Hattingh. These practical tips are useful for children and adults alike and should be kept simple enough to remember in times of crisis: • You must make it clear that you are not a threat to them. With the exception of a life-and-death situation, fighting back must be avoided and any material possessions readily given over. Your life is more valuable than a cellphone. • If you are in trouble or someone is trying to kidnap you, make a noise and draw attention. Scream “no!” and try to get away. • Get as many details about the criminal

as possible. Encourage children to make quick observations without staring at the perpetrator or coming across as defiant. “Any characteristics that could help with the identification of a suspect (such as visible scars, noticeable accents and tattoos, and their outfit) will help with future investigations to apprehend them,” says Hattingh. A basic understanding of these safety measures will be useful for any child. This is the motivation for a series of practical workshops arranged by Fidelity ADT, in which it sends a trainer to primary schools to educate young learners about safety and security habits. Reiterating these tips is also crucial since the more parents repeat it, the more it will stick with them. “These tips are fundamental for all children whether parents are at home or at work. Teaching your children how to avoid and handle themselves in dangerous situations is one of the best things you can do,” concludes Hattingh.

Members of the EMPD High-Speed Unit were out once again tackling the issue of excessive speeding on Ekurhuleni’s highways, last weekend. On the N3 highway south near the Rand Airport Road off-ramp, on Saturday, members conducted a speed reinforcement operation between 6am and 11am. They netted three alleged speedsters. The following day, five alleged speedsters were nabbed between 6am and 11am on the R21 south near the N12 highway bridge. On the N3, the three motorists caught were doing speeds of between 144 and 169km/h. They were all men aged between 23 and 36. One was riding a motorcycle, one was driving a minibus taxi and the third was driving a sedan. “They cited the usual reasons of being late for work or visiting a friend for their excessive speed,” said Kobeli Mokheseng, media liaison officer for the EMPD. “The three arrestees were charged with reckless and negligent driving at the Germiston Police Station, but later released after posting bail of R1 000 each. “They are expected to appear in the Germiston Magistrate’s Court soon.” The five alleged speedsters arrested on the R21 were also all men and aged between 23 and 47. “They were caught driving at speeds of between 135 and 194km/h on this 100km/h zone stretch of the highway, citing reasons from being late for church, for sport or for getting home,” said Mokheseng. “They were locked up at Boksburg North Police Station on charges of reckless and negligent driving, but were allowed to go home after parting with R1 000 each in bail money. “They are expected to appear in the Boksburg Magistrate’s Court soon.”

So teen 16:00 die middag besluit ek toe dit is tyd dat hy en ek ook vlieg. Dit is sekerlik maar dieselfde as ‘n vliegtuig. Ek koop die kaartjies en ons staan in die ry met twee jong seuns wat saam met ons gaan vlieg. Toe die helikopter kom land word ons na die ding toe begelei. Die rotor skree bo ons koppe. Die een jong seun skree vir my om voor te sit. Ek klim toe maar voor in en die vlieënier groet my baie vriendelik. En toe styg die ding op. Thelle Mogoerane hospital delivers 23 successful eye operations Thelle Mogoerane hospital operated on various patients who are suffering from eye problems on the weekend of 17 to 19 May. On Monday, 20 May all the patients who were operated on were checked for the last time before they could go home. “Today we are celebrating the work that our doctors in the Ophthalmology department are doing. Over the weekend they had a marathon were they managed to operate 23 patients. All those patients were suffering from cataract before the operation the patients could not see but after the operation the patients can now see their eye sight has been restored,” said acting CEO of the hospital Dr Michael Malaka. Gladys Skhosana from Thokoza was amongst those patients who were operated on by the doctors. “I have been battling with my eye problems for three years until I went to St Johns. When I got to St Johns I realised the queue was long. I went back home and joined Sukuma foundation in

Thokoza. Dr Kana from Thokoza asked Sukuma foundation members to come to him so that he can help them with free eye check-up. This year in February Dr Kana referred me to Thelle Mogoerane. The very same month my first cataract was removed on my right eye and now its May the hospital has removed cataract from my left eye. Now I can see, which is something I could not do. I drive my car now and I am grateful of the work the doctors of this hospital have done to me,” said Skhosana. The cataract removals are done for free at this hospital because it is a public hospital. “This means a lot for the hospital as this means that the hospital is carrying out its mandate which is to deliver good health services to the community. We can see this is actually having an impact in the community because we are making difference to our patients that we are here to serve,” concluded Dr Malaka.

The event was raced over distances of 6km,12km,16km and 21km. According to canoe marathon rules participants must portage ,get out their boats and run with them, for 120ms every 4 km. The senior,21 km singles was won by Ben Cochran in a time of 1 hr 42 mins 10 secs with Kobus Filmalter in 2nd place with 1 hr 42 mins 15 secs with T.C.Smit making up the 3rd place on the podium in 1 hr 42 mins 20 secs. As Lewis Hamilton admits he’s flirted with the idea of one day driving for Ferrari, the nephew of South Africa’s most famous Ferrari Formula 1 champion is wondering why you would want to race in any other car. Hamilton has been with Mercedes for the greatest part of his racing career, but recently team principal Toto Wolff revealed that he and Hamilton had discussed a possible move to Ferrari. But he is a very smart man. If Ferrari are starting to do well again, then he’ll probably look into moving there. It’s just something in your heart that makes you want to drive for Ferrari. I sometimes get goosebumps when I wake up in the morning and know that I drive a Ferrari on the racetrack.”
