Severed head and illegal firearms discovered in Benoni
Gauteng Commissioner, Lieutenant General Elias Mawela has welcomed the recovery of 19 firearms by police during the investigation of a murder case in Putfontein. Nine of these firearms have been confirmed as licenced but remain seized for ballistic testing, along with the other ten and the illegal ammunition. Police in May 2020 opened an inquest docket after discovering a badly burnt body of an unknown male in Putfontein.
Coincidentally, a family came to report a missing person at the police station and, working closely with the family, police were able to confirm that the badly burnt body was in fact that of the missing person, with evidence of a gunshot wound. For this, a murder case was then registered for further investigation. Subsequent investigations led police to the deceased’s landlord and further revealed that the same landlord could possibly be linked to a June 2019 murder
of a victim who was allegedly decapitated and the head dumped into a septic tank on another plot in Putfontein. Police on Sunday 02 August 2020 found on the landlord’s property, one illegal firearm and multiple rounds of ammunition for which he was arrested. On Tuesday 04 August 2020 police followed more leads and found in Benoni, five illegal firearms and ammunition. A suspect is yet to be arrested. Meanwhile on the same day, police arrived at a different plot in Putfontein and searched the property. Six more firearms and ammunition were found, one of which was illegal; while a further search led police to a septic tank in which a human head was found. A murder case was opened and is under investigation, and the two suspects who are brothers, were arrested for murder and for possession of illegal firearm and ammunition. The pair appeared before the Benoni Magistrate Court. They were denied bail and the case remanded to 13 August 2020.
Further investigations on Wednesday 05 August 2020 led police to three other addresses where police found more illegal firearms and ammunition, bringing to total ten recovered illegal firearms of different calibres, including rifles. To this end, police are working closely with the prosecuting authorities towards a possible centralisation of the cases as there is reason to believe that all arrested suspects may be implicated in both murders. At the same time, the possibility of the suspects being linked to more crimes cannot be ruled out pending the outcome of the ballistic tests. “The recovery of so many illegal firearms is worth commending in the face of the recently released 2019/2020 crime statistics that reflect challenges in relation to contact crime, especially murder where the most common weapon is a firearm,” remarked the Provincial Commissioner of Gauteng.

Gauteng Approves 4.9% Hospital Tariff Increase The Gauteng provincial legislature’s committee on scrutiny of subordinate legislation has approved regulations which gives effect to the annual adjustment fee of 4.9% for hospital tariffs, according to News24. The adjusted fee is on services payable by patients at provincial hospitals, mortuaries and for ambulance services, according to a statement issued on behalf of the chairperson of the committee Dulton Adams. The amended regulations, which were presented by the Gauteng Department of Health will come into effect from 1 July. “In approving these adjustments, the committee took into consideration the current unfavourable economic environment brought about by Covid-19 and its impact on ordinary citizens as well as the need for the provincial government to generate revenue in order to strengthen its capacity to provide much needed healthcare
services,” Adams said. He said the committee noted that the fee adjustments were necessary to ensure public hospitals had the necessary resources to function effectively. However, not all patients would be subjected to paying for these services, he said. Patients exempt from paying for
healthcare services include: Children under six Pregnant women – social pensioners Any persons receiving social grants Formally unemployed people “In terms of the approved regulations, all foreign nationals are classified as fully paying patients except for refugees with valid documents.”

finally purchase their favourite booze within the confines of the law. President Cyril Ramaphosa confirmed that alcohol would be available for purchase during Level 3 lockdown. Amendments to the Disaster Management Act, which governs all lockdown laws, will, however, prescribe stringent control measures to mitigate the inevitable mad dash to bottlestores. The reintroduction of liquor will be subject to new lockdown laws which deal, predominantly, with the operating hours of outlets. Importantly, the sale of alcohol will not apply to on-consumption premises, meaning restaurants and bars will remain closed to sit-down customers at Level 3 and, when they do reopen, will likely be temporarily restricted from serving liquor. The following establishments will not be permitted to sell alcohol during Level 3 lockdown: Taverns Restaurants Clubs Hotels, guesthouses (or any commercial accommodation premises) Only

referred to as off-consumption premises, with valid liquor licenses will be allowed to sell alcohol at Level 3 lockdown. Sales will, however, only be permitted between Monday and Thursday and will likely be subject to reduced operation hours. President Ramaphosa revealed that these regulations, ratified by the National Coronavirus Command Council (NCCC), would be gazetted as a priority and come into official effect on 1 June.

Husband kills wife after mistaking her for intruder in birch acres According to News24, a 30-year-old woman was allegedly shot and killed by her husband in the early hours of Monday morning in Birch Acres, Kempton Park, because he reportedly believed she was an intruder. Hlengiwe Masango, a mother of two, is survived by a 3-year-old girl and an 8-month-old boy. The 33-year-old man was arrested and appeared in court on Wednesday. Relatives of the woman have said they believe this was a case of gender-based violence and femicide (GBVF). “When I arrived at the scene, we found that she had been shot twice on the chest, and he claims he thought there was an intruder in the house. My cousin was fully dressed; it seems they were having an argument. He lied with this story to cover up,” a relative Sine Mhlongo alleged to News24 on Wednesday. Mhlongo added that while she never saw any abuse, she noticed strange behaviour from her cousin at times, such as her being unavailable or when he would call, she would drop everything and return home. At the time of her death, the 30-year-old woman was a stay-at-home wife and mother. The police’s Captain Mavela Masondo has confirmed to News24 that a man was
arrested following the shooting. Masondo said the suspect claimed he reached for his licenced firearm when he thought an intruder had broken into their home. The man then fired two shots before finding out he had shot his wife. Masango’s murder has elicited an outpouring of sadness on social media, with people expressing their anger and grief under the hashtag #JusticeForHlengiwe.
Ekurhuleni metro police raids expired food reprocessing facility in springs The Ekurhuleni Metropolitan Police Department (EMPD) and SAPS operation sparked by community activism led to the discovery of a facility in Springs on Friday, August 8 where expired and counterfeit food is reprocessed and repackaged. At least 13 people were charged with dealing with illicit goods and being in possession of suspected stolen property. City of Ekurhuleni’s MMC for Community Safety, Cllr Phaladi Mmoko said that the police were following the tip-off from the community when they raided the property. “In this property they are repurposing the expired consumables like sweets, chocolate, soft drinks and snacks, repackage them and resell to the community. All these illegal actions are done under very unhygienic environment,” he said. The preliminary investigation revealed that the expired products that are reprocess products were destined for
disposal. The police are investigating the possibilities of some of these products being stolen during delivery truck hijackings. During the investigation at the property it was discovered that the premises did not comply with legislation governing hygiene for food premises, and the processed food did not comply with legislation on foodstuff, cosmetics and disinfectants. MMC Mmoko said that the police and the City’s environmental health practitioners will continue to monitor informal food trading in the whole City as such products may end up being sold there. He commended the swift response of the EMPD and SAPS. “This brings confidence to the community. I can assure the community right now that during COVID-19 or not, we will never shy away from fighting crime,” he said. He added that more arrests may follow. MMC Mmoko urged community to report any suspicious activities to EMPD or SAPS by calling 08600 10111.

Kwagga explains move back to Japan Smith will fly to Japan later this month to play for Yamaha Jubilo in training matches ahead of the Top League season.
Springbok flank Kwagga Smith has explained his decision to re-sign with Japanese club Yamaha Jubilo instead of joining a local franchise. According to Afrikaans newspaper Rapport, the 27-year-old had been in talks with both the Lions and Sharks, but ultimately opted to extend his Japanese contract by two years. The former Blitzboks star said he spent the lockdown on his farm in Mpumalanga, where he trained with his wife Ilke and a friend. According to the publication, Smith will fly to Japan later this month to play for Yamaha Jubilo in training matches ahead of the Top League season.
“I am very happy at the club. It has been a very uncertain time for the sports industry. Nobody knew what was going to happen with rugby here. Due to the [initial chaos because of Covid-19] falling right in Japan’s offseason, you knew their Top League season would resume in December or January,” he said. Smith said remaining eligible for Springbok selection also played a big part in his decision. “My next goal is to play against the British & Irish Lions next year. It’s a big dream for me,” he added. Smith has played six Tests for the Springboks.

Women at CSA have also been encouraged to engage with the subject of inequality and paint a picture of what their aspirations are in terms of attainment of equality. This, according to the statement, has been done in a deliberate effort to enlist them in the problem-solving process. “Women’s Day provides an appropriate platform for CSA to reinvigorate candid conversations and actions aimed at continuing our collective efforts to work towards the achievement of gender equality in the corridors of cricket,” added Faul. Faul called on all South Africans in general and sports administrators in particular to strive to dismantle patriarchy in all its forms as an underlying cause of many of the injustices that women face on a daily basis. He acknowledged that the fight for gender equality is bigger and thus require collective commitment.
