THE NEW E-TOLL DISPENSATION – THERE IS AN ALTERNATIVE YET THE ANC REFUSE IT! Letter by Manny de Freitas, Member of Parliament of SA, Shadow Minister of Transport, DA Dear Editor, the recent announcement on the dispensation for the Gauteng Freeway Improvement Project (GFIP), commonly known as the e-tolls, by Deputy President Cyril Ramaphosa was received with much anticipation. Most of the residents in Gauteng were expecting for this unjust system simply to be scrapped. Instead, the Deputy President announced nothing more than “smoke and mirrors” – as if motorists wouldn’t be able to see through this. These tricks were
It’s a fact – Africa is still deemed a primitive place. In May 2000 The Economist published a cover story called “Africa. The Hopeless Continent”; this got tongues wagging and people thinking a b o u t the way in which the world sees Africa. Linked to this misconception is the belief that lions roam our streets and elephants can be found in our back gardens. In light of the fatal lion attack that recently took place at the Lion Park in Fourways, I can’t help but feel that many tourists who visit our country do not think about the consequences when in the vicinity of wild animals. Ironically, the victim, 29-year-old American visual-effects editor Katherine Chappell, visited South Africa on a volunteer mission to protect wildlife. It seems as if people don’t abide by rules in general – the park strictly states that the opening of windows is a serious no-no. “That’s absolutely forbidden at our park,” said Scott Simpson, Assistant Operations Manager at the Lion Park. “There are numerous signs, and we hand out slips of paper to all guests warning them to keep their windows closed.” This is not the first time that someone has been attacked – and not all have been your average foreign tourist case. In August 1998 a 25-year-old tour guide, Charles Swart, was killed by a leopard in the Kruger National Park. Swart was guiding 12 visitors when the incident occurred. I was visiting the Kruger during the time of this attack – we heard about the tragic incident from neighbouring campers. The leopard was tracked and shot. This is something that really upsets me as it’s not the animal’s fault – we are in their territory and should respect them. Luckily, Simpson said the lion from the Lion Park will not be euthanised. “Visitors to South Africa need to remember that predators are dangerous and rules are there for their own safety,” the park said. “If all the rules are adhered to (during) your visit to the Lion Park, national parks and other similar facilities will be a safe and treasured experience,” said Simpson. Yes, such attacks and deaths are heartwrenching for the families; however, we need to take caution when around wild animals.
license disc. This is much cheaper than paying for e-tolls. Those that can afford to pay their e-toll bills will not pay in protest. Another question of concern is if withholding the issue of licence discs would pass constitutional muster, as it would be tantamount to forcing a person who has in fact paid licence fees to renew their licence, but to whom a licence disc has been refused, to contravene the National Road Traffic Regulations by not displaying a current licence as required. This was a staggering reduction in the ANC’s support from 64,4% in the 2009 election to 53,59% in last year’s General Election. The voters of Gauteng have made their feelings known with their peaceful resistance campaign of not paying for the e-tolls system. The message from Gautengers is simple: we saw the gantries being built on our existing freeways. We weren’t consulted. We didn’t ask for them. Now we are expected to pay. We will not. After all, we are simply following the attitude of our President: he saw the construction being built at his Nkandla homestead. He wasn’t consulted. He didn’t ask for it. Now he is expected to pay. He says he won’t. Why should Gautengers have a different attitude? Ramaphosa and the rest of the government genuinely believed that they had come up with the perfect e-toll “deal”. They just don’t get it! It’s no longer about the best “deal”. It’s about the ANC government, its abuse of power and continued upward trend with corruption and raping of resources at every sphere of government. The citizens are quite simply fed up. Their attitude is simple: government expects us to pay for e-tolls with money which will benefit a European state. Yet Zuma and his cronies continue to ride the crest of the corruption wave, benefitting from South Africans’ hard-earned earnings, yet treating the population like simpletons - even to an extent that the President last week joked and laughed in Parliament about the public’s response to Nkandla! The sad part of this is that there are cheaper, more efficient and more effective alternatives to funding the e-tolls. The latest announcement by Ramaphosa clearly illustrates that government has had the capacity to subsidise the e-tolls from their inception but has tried to squeeze every cent out of its citizens instead. Ramaphosa was clearly uninformed when he made his assurances that there was wide consultation before his announcement on e-tolls, since Cosatu has come out against these new measures and organisations such as OUTA were not even approached for comment. Clearly the wrong people - if any - have been consulted. An Ipsos study conducted in April showed that an overwhelming 74% of Gauteng motorists believed the government should find an alternative to the e-toll system. Speaking to officials in the Department of Transport, I got the impression that the Department thought that they will now blackmail motorists into paying for this unjust system by linking it to the payment of motor vehicle license discs. Apart from the fact that at present this would be an illegal practice, legislative amendments would be required to effect this change. It will take time for these changes to become a reality – probably around 18 months. This fact in itself leads me to believe that the e-toll announcement was premature. The consequence is simple: motorists will simply rather pay a R250 fine for driving with an outdated
under the AARTO Act, a minor infringement which results in a R250 fine, discounted by 50% if paid within 32 days. The consequence of not paying such a fine could, after the prescribed period and processes have ensued, lead to an enforcement order being issued, thereby blocking licensing transactions on the eNaTIS system against the person. In other words, the motorist would not only have unpaid e-tolls and no current licence disc, but would also have one or more unpaid traffic fines which can currently proceed no further than an enforcement order and would therefore constitute no real inconvenience to the person. So if this new provision is passed and people continue their resistance campaign, it may be found that the Gauteng Provincial Government and all licensing authorities in Gauteng will suffer negatively as their licensing income revenues drop dramatically. Considering that Gauteng has the largest vehicle population in the country currently at 38.87% which equates to 11,493,608 vehicles as at 31 March 2015, this is not small change for the Gauteng government. This intended “blackmail” by government will have unintended consequences, including an opportunity for the development of a new underground illegal license disc and number-plate industry in South Africa. All this can be avoided but this won’t be apparent to the many politically connected people who have too much riding on this financially. The financial alternatives are as clear as day and funding the GFIP through the fuel levy is the most obvious solution. Government would enjoy 100% compliance from motorists and administrative costs are minimal. This year the fuel levy generated R55-billion, up from R24,8-billion in 2008 when this project was initiated. Ironically, the apartheid government created the fuel levy in the 1970s to fund road construction. Today this fund goes into the various departmental coffers, never to be used for their intended purpose. The GFIP bonds require approximately R1,9-billion annually to finance over their required 24-year lifespan. This only equates to about a 10c-per-litre rise in the fuel price! Sadly, the fuel price has risen by R1,22 per litre since the advent of the GFIP in 2008. This is equivalent to more than 12 times of what is required to fund the GFIP bonds over their lifetime. Simple economics would suggest a 10c increase in the fuel levy would be the optimal solution. It’s a no-brainer! Yet our cloak-and-dagger government will ignore the fuel levy route, instead insisting on e-tolls to hide their inefficiencies and corruption and expecting Gautengers to cough up more of their lifeblood. I will be tabling a private member’s bill against urban tolling. The DA will not give in to an inept system. The final fight must now take place at the polls in 2016 when voters have the opportunity to demonstrate that if the ANC wishes to ignore public sentiment through its e-toll announcement, then it must deal with the consequences of its actions.

It came as no surprise when Sheldon Spear’s mom, Adele Spear, contacted tame TIMES regarding her son’s latest achievement – Sheldon has been nominated by Lead SA as the Lead SA Youth Hero in Gauteng for April. At the tender age of 10, Sheldon is a true community hero. He started collecting books for his school early last year, but wanted to start donating to less privileged schools. After seeing the support an ailing family friend received through Facebook, he asked his mom if she could start a page for him to collect books. Need2Read was started in August 2014 and he surpassed his target of 1000 books by the end of October 2014. Recognising his deeds, Lead SA has commended Sheldon with this prestigious award. “It is a huge honour and an awesome experience for him,” says Adele. “We met the Lead SA team and the adult Lead SA Hero nominee on Friday 08 May at Lerato Educational Centre for the

Sheldon was interviewed on Radio 702 on Xolani Gwala’s show. “The promo he recorded is being played on 702 and 94.7 regularly. Everyone was impressed by his poise and confidence,” explains Adele. While he was on air, the Chief Executive Officer of Exclusive Books called in. He had heard Sheldon previously and was so impressed he gave Sheldon a R1000 voucher for his personal use and the books still needed to reach his 2015 target – he gave Need2Read 1149 books. “For 2015, Sheldon’s goal was to collect 2500 books by July – after his interview on 702 he reached his goal thanks to Exclusive Books,” says Adele. The Adventures of Oliver Twist, a spellbinding adaptation for young audiences from the classic novel by Charles Dickens, will be recreated at National Children’s Theatre (NCT) from 08 June to 19 July. An early example of a social novel, it is the story of a young orphan’s quest to find a home and family in Victorian London. He steers away from evil, and in proper fairy-tale fashion, and after many adventures, he eventually receives his award: landing up in the loving home of Mr Brownlow, surrounded by kind friends. This staging of The Adventures of Oliver Twist will touch your heart and challenge your spirit with memorable tunes such as Consider Yourself, Food, Glorious Food, and You’ve Got to Pick a Pocket. On leaving the theatre, young members of the audience are often heard repeating, “Please sir I want some more!” and humming one of their favorite songs. The show is directed by Francois Theron, with Musical Supervision by Rowan Bakker, Choreography by Nicol Sheraton, the set adapted from the original design by Graham Brown, Lighting by Jane Gosnell and Wardrobe Coordination by Chriselda Pillay. Premier Makhura launches 2015 Youth Month Programme
Road safety in Gauteng beefed up
A total of 240 new traffic officers and wardens have joined the ranks of the Gauteng Traffic Police. All the graduates underwent a gruelling one-year training programme at the Department’s Boekenhoutkloof Traffic Training College. MEC Sizakele Nkosi-Malobane urged the graduates to be the servants of the people and to change other people’s lives for the better. “We have a responsibility to the public and we must ensure that we protect and serve our community,” she said. “You need to demonstrate that you are the servants of the communities you service. The only reasonable measurement of your impact on our roads is when there are less or no fatalities at all,” she added. Aspirant police academy students need to meet a number of strict selection criteria and a formal interview before they may be enrolled in the basic training course. Once they have completed the basic
course, w h i c h consists of a theory and practical component, they receive their first stripes and are posted to various areas in the province to start their field training. Total training takes 24 months, most of which is spent at police stations - students are mentored and supervised performing all types of traffic police duties in the field before they receive their official police badges. In the theory aspect of the basic training course, student recruits learn about the National Road Traffic Act, dangerous goods, by-law enforcement, vehicle loads, community policing and police ethics. During practical training, they are taught traffic control, systematic examination of vehicles, basic accident recording, firearm skills and tactical pursuit of suspects. NkosiMalobane further launched a mobile vehicle testing station which will make it easy for road traffic officers to conduct roadworthy tests of vehicles at roadblocks. If a vehicle fails the test, it will not be allowed to continue on its journey. This is ground-breaking for the department, as previously officers could only issue a traffic sanction for the car to present at a fixed station such as Langlaagte.

The 2015 Youth Month Programme will focus on the Jobs, Career and Entrepreneurship Expo to be hosted at the Nasrec Expo Centre
until 14 June. Young people across the province can attend the expo and be exposed to new ideas, opportunities, various cultural activities as well as a series of lectures by high-profile speakers. PENSIONER POWER IN SEARCH OF THE BEST THE PENSIONER VALUE PENSIONER BREAKFAST PINBOARD As already mentioned, bargain breakfasts for pensioners at The Glen Shopping Centre are available at the Wimpy and Café Fino Restaurant and I believe the Spur chain of restaurants offers a large breakfast for R30, without coffee. We have had a basic pensioner breakfast for R19.50 at the Sovereign Café – that’s next to the Spar in Mondeor (used to be called Wraps) and R12 for a filter coffee. But the best breakfast value we have found so far
is at the Wimpy Columbine Crossing – they offer a pensioner breakfast which consists of two eggs, bacon, tomato, chips and toast with a coffee for only R25. Unfortunately, this offer is only available on a Tuesday. We are really spoilt for choice when it comes to a good breakfast in this country with our popular restaurant brands. Recently, we were travelling in Australia and obtaining a basic breakfast was just about impossible if you didn’t count Maccers (McDonalds) –
which I don’t. Most breakfast places have gourmet menus, offering eggs with spinach, asparagus and other odd items, even beetroot (I kid you not). That was in Melbourne but when we reached Perth the Dome franchise offered what we might consider a normal bacon-and-eggs type of breakfast. After all this talk about food, however, you might need to think about doing a little exercise?

Funny side of pensioners exercising I like long walks, especially when taken by people who annoy me. I have to exercise very early in the morning before my brain figures out what I’m doing. I joined a health club last year - spent about R500 and haven’t lost a pound. Apparently you have to go there. Just been to the gym. They’ve got a new machine in; only used it for half an hour as I started to feel sick. It’s great though, does everything – chocolate bars, chips, popcorn – the lot! The only reason I would take up exercising is so that I can hear heavy breathing again. I have flabby thighs, but fortunately my stomach covers them. My grandmother started walking five kilometres a day when she was 60. Now she’s 97, we don’t know where the heck she is. If you are going to try cross-country running – start with a small country. The advantage of exercising daily is that you die healthier. And last, but not least: I don’t exercise because it makes the ice jump out of my glass.

Becoming a teenager means moving away from your parents’ protection and gaining more independence. It involves facing some of life’s challenges on your own and learning to stand on your own two feet. You are suddenly expected to make some choices on your own, like picking the group of friends you want to hang out with. Making this choice seems simple, but picking the wrong crowd could have negative consequences and lead to your experiencing peer pressure. Peer pressure can be defined as when your friends pressure you into doing things you would not otherwise do. When it involves something negative like drinking or abusing drugs, it is called negative peer pressure. Positive peer pressure is when your friends are trying to get you to do something that will have a positive outcome, so negative peer pressure is the one you want to avoid. YOU MIGHT BE EXPERIENCING NEGATIVE PEER PRESSURE IF YOU FIND YOURSELF: Constantly altering your behaviour in order to fit in, In a position where you are doing things you would not normally do, or If you act in a particular way when you are around certain people. RECOMMENDED READ: Friends, Cliques and Peer Pressure: Be True to Yourself by Christene Wickert Koubek (2002) This book contains chapters on friends, parents, bullies, and the conflicts all teens face.
SUGGESTIONS ON HOW TO HANDLE NEGATIVE PEER PRESSURE: Find friends who have the same interests as you. Always stick up for yourself and what you believe in. Talk to a trusted teacher or adult about the situation. Remember that we are all individuals and that it is acceptable to have an opinion of your own. You are ultimately responsible for your own actions.

Many experts believe that young people are the group most likely to misuse alcohol and are therefore in favour of raising the minimum age. Alcohol abuse in general causes many problems which put great strain on our economy. Some of these include alcohol-related motor vehicle accidents and health problems, alcohol addiction and family breakdowns.

Even after considering the problems alcohol abuse causes, many people still support the notion that the legal drinking age should remain at eighteen. Their main argument is that an 18-year-old is old enough to vote and drive, so why not let him or her drink? Some believe that raising the legal drinking age would only lead to more citizens breaking the law and point out that it would be difficult to stop a 19-year-old who is already consuming alcohol, from drinking.
An average of 5-billion litres of alcoholic drinks are consumed each year. According to the World Health Organisation, we are on the list of countries with the riskiest drinking patterns. Experts believe that it is the most commonly abused drug among South African citizens. Alcohol abuse is estimated to cost us 2% of our gross domestic product. Foetal alcohol syndrome is on the increase among new-borns. It is estimated that alcohol is the third-largest contributor to death and disabilities among South Africans. The health sector spends billions each year in an attempt to prevent and treat diseases and injuries related to alcohol abuse.
THE NATIONAL LIQUOR POLICY AIMS TO: - Raise the legal drinking age from 18 to 21, - Limit the selling of alcohol to specific times, and - Place restrictions on the advertising and marketing of alcohol.
This policy is still a long way from being implemented and whether law-abiding citizens will support it, remains to be seen.

One of Eskom’s key objectives is providing advice to all consumers on how to use electricity sparingly and passing on information on the cost-saving benefits of energy-efficient technologies in the home and at work. A crucial facet of this objective is helping to teach South Africa’s children about the importance of being electricity smart, an initiative of Eskom’s Energy Education Programme that is rolled out nationally in the form of educator guides and learner material - and educator workshops presented in conjunction with partner organisations in the education sector. Fully aligned with the Grade R to Grade 6 CAPS (Curriculum Assessment Policy Statement) curricula, the educator guides and learner material have been developed for Eskom by an education specialist. Supporting Grade R to Grade 6 educators and including user-friendly worksheets for young children, the material covers: Grade R home language, mathematics and life skills. Grades 1, 2 and 3 home language, first additional language, mathematics and life skills. Grades 4 to 6 English home language, mathematics, natural science and technology. Grade 7 – 9 English home language, mathematics, natural science and technology is in production A series of DVDs - also developed in conjunction with Dr Pillay to further enrich childrens’ learning experience about energy efficiency - explains: How the generation of electricity impacts the environment. How coal is used in the generation of electricity. How to conduct an energy use assessment at home How to save electricity at home. Ruby and the Powerpals, a teacher’s classroom aid and e-book for children, comprising a collection of energy-saving tips in the form of children’s stories in picture and verse has also been produced. The children’s book was specifically developed to teach young children about curbing electricity wastage, through the love of reading. “Eskom is supporting South Africa’s school education programme to increase awareness of energy efficiency. Using electricity wisely at any age is crucial at a time when our country experiences energy shortages. It is a pleasure to invite South Africa’s educators to use these tools to teach our children about electricity,” says Eskom spokesperson Khulu Phasiwe. more renowned in the world of tiles than Italian tile industry writer and consultant, Graziano Sezzi, who Italtile arranged as the special guest speaker at a series of design lectures which Italtile’s Commercial Division recently presented in Cape Town, Durban and Johannesburg. Over 200 specialists, namely architects and interior designers across South Africa, attended this wellinformed event. Entitled ‘Ceramic Tiles of Italy: A Sustainable Process, a Sustainable Material,’ Sezzi shone the spotlight on the present, but especially the future of the Italian tile industry. Tiles are an important, sustainable element in modern design worldwide, evolving beyond a functional product to something aesthetic that can perform anything contemporary living demands. Sezzi spoke with a fluid authority on the subject, as would be expected from someone with almost 40 years of experience in the Italian ceramic tile industry and countless highprofile talks at international events under his belt – but don’t just take our word for it. The South African Institute of the Interior Design
Professions (IID) assessed the presentation as IID CPD and SACAP CPD activities respectively. In addition to the wealth of knowledge and insights gained, those who attended were also rewarded with 1 CPD credit and 0.3 SACAP Category One CPD credits. So what were the major outcomes? As far as Sezzi and Italtile are concerned, Italian tiles are here to stay. The versatility in size, application, material reproduction and properties of these tiles cannot be matched by any material available in interior design today. Don’t be left out in the cold

On Friday 29 May, after two weeks of liaising between Thaba Eco Hotel, Positive Cycle and Mulbarton Primary School, we planted our vegetable garden. Thaba Eco Hotel agreed to sponsor all the costs and put me in touch with Positive Cycle. I am extremely grateful for the support that Thaba Eco Hotel has given me for this initiative. Initially, I met with Thaba Eco Hotel at Mulbarton Primary School to decide what the best option for planting a vegetable garden would be. We decided that instead of digging up ground and being invasive, rather to preserve the area and use the existing concrete retaining blocks to plant the vegetables. On Thursday I spent the afternoon at Mulbarton Primary School with Positive Cycle preparing the soil with gypsum, fertiliser, manure and compost in order to create an ideal environment for the plants to grow. When Friday came, I was excited to meet with the staff and children at the school to get the project underway. I am thankful that the school let me use their grounds and children to educate and plant this garden. I started off by explaining to the children why the various elements of the soil were important for vegetable growth. Each child then got the chance to plant their very own seed or seedling. They were very enthusiastic and
willing to apply their new found knowledge to the garden. After doing so, each child dipped their hands in paint and placed their mark on their blocks to show their commitment of ensuring the growth and sustainability of their new vegetable garden. We planted some parsley, carrots, peas, broad beans, edible flowers and some red cabbage. In total we planted approximately 600 nutritious edibles into the 75 retaining blocks. It was a very successful afternoon with some members of the Thaba Eco Hotel team who came to support and help out on the day. We were also lucky to have Promise, a member of the Positive Cycle team, who helped with the preparation and planting. There were about 30 children who helped plant the garden. They were all very well mannered and delightful. They absorbed all of the information and pledged their help to the vegetable garden. A huge thank you to Mr Mtshali and Mr Kistadoo at Mulbarton Primary School for supporting the initiative.
Consumers looking to use LPG gas as an alternative energy source for heating and cooking this winter should proactively purchase their cylinders before waiting for the first cold spell of the year, which ultimately prompts shortages as a result of panic buying. Sub-Saharan gas market leader Afrox has bolstered its supply of Handigas LPG by importing stock in order to accommodate the spike in demand for the winter period. According to Afrox head of LPG Mark Radford, residential and industrial demand for LPG looks set to rise even further, especially with the ongoing threat of load shedding, as peak demand from the national grid rises. “Stable electricity supply remains a major concern, and it is difficult to determine precisely how much load shedding affects LPG supply and demand. We have, however, already noticed a 20 percent increase in LPG allocations since last month alone, and this is a good indication that demand for LPG is steadily rising in the build-up to winter,” he explains. South Africa typically experiences a net shortage of LPG production every winter, and Afrox proactively addresses this issue by stockpiling imported gas throughout the year, thereby negating the seasonal shortfall. Radford adds that refinery shutdowns are another burden to LPG supply. “Two major refineries are each undergoing two-month planned maintenance shutdowns between April and August 2015. To ensure that we are not left with a shortfall during this period, we always ensure that there is a minimum stockholding, not only to cater for planned maintenance shutdowns, but unplanned ones too. This results in stable supply and customer satisfaction,” he says. As part of its ongoing commitment to ensuring greater stability in local LPG supply, Afrox has invested substantially in new hardware too. Radford highlights the fact that, over the past three years, the company has imported in excess of 200 000 cylinders. “This is further evidence of the growing popularity of LPG as an alternate source of energy, especially considering its recent price drops.” Whether refilling an LPG cylinder for residential or industrial use, Radford stresses the importance of going to authorised distributors, and thoroughly checking cylinders for authenticity. “Unfortunately, illegal fillers trick many consumers into thinking that they are authorised, due to the fact that they have genuine Handigas cylinders. However, these cylinders are often illegally filled and have been found to include a mixture of other contents that make their product extremely dangerous,” he continues. All Afrox-accredited refilled Handigas cylinders are sealed with a distinctive branded red seal, which enables the customer to identify the legitimate product instantly. What’s more, they also feature serial numbers that can be traced. Radford also warns that retail outlets that feature a mixture of different branded cylinders in one enclosure are often unauthorised too. “A legitimate distributor is unlikely to sell a number of different LPG brands.” In order to overcome this pervasive challenge, and to ensure the highest degree of safety for its customers, Afrox offers dedicated support and advice on LPG purchases.

In the wake of months of power outages from load shedding, many South Africans are exploring alternative energy sources as a means to keep the lights on. Comrades makes wishes come true
In the 90th Comrades Marathon there were more winners than the two who took Gold for the men’s and ladies’ races on Sunday 31 May. Isaac Setsiba from Polokwane drove off with a brand-new Toyota Corolla Quest, as the winner of the Toyota Amabeadibeadi Wina-car competition. Setsiba’s SMS was the lucky one chosen out of 531 520 SMSes sent in throughout the race - a significant increase from the 317 886 SMSes received in 2014. His prize, which was worth more than R180 000, was also on display during the race. “We would like to congratulate Isaac on his prize. We hope the Corolla Quest brings him many happy and safe journeys,” said Nicole August, Senior Manager for Promotions and Sponsorships at Toyota South Africa Motors. A big part of the Comrades Marathon is the charity drive through various programmes to raise funds for the Amabeadibeadi group of charities. This year more than R2,7million was raised for these charities through Race4charity and donations from runners alone. “We are proud to be associated with Amabeadibeadi and the Comrades Marathon Association. We would like to thank everyone for donating thus far and hope that the SMS competition will add to the funds raised for the charities. We would also like to congratulate the two South African runners Gift Kehele and Caroline Wostmann for their Comrades victories; your bravery, dedication and perseverance is admirable.”
