Urban development project in the periphery of Milano by bringing new identity in the city former industrial district. Politecnico di Milano - Urban Design Studio with team members Arianna Maurizia Piccoli and Chien-Ju Lin, under Laura Pogliani and Marika Fior

brief

This is a plan to regenerate Milan’s periphery area as Lambrate is one of the “Ri-formare Periferie Milano Metropolitana” project, launched by the AUIC Politecnico di Miano for AY 2018-2019. Located in the east of Milan, the project area located around Lambrate Station portrays sentimental issue with a rich historical background of Milan’s railway expansions, and therefore this redevelopment of urban periphery contains various elements between “past” and “future” that needs to be considered to redifine Lambrate Area.

lambrate

Lambrate area has been known as design district during Milan’ Salone di Mobile and Milan Design Week in this past few years, however, Lambrate historical spots that has defined by Municipality went under the radar. The existance of Pwarco Lambro as one of the important greenery in Milano urban landscape, together with its Lambro River were unmentioned, even without proper development in several spots. This project is trying to develop a connection from one of the important transportation point, Lambrate station, to the riverbank. The connection was also developed to repair broken relations between its design district and historical pathway, putting them together as a whole new identity for Lambrate area. Mercato Comunale on the rise: Mercato comunale - the community market of the district was one of the historical urban value that could be linked to the districts new identity to form a system of destination.

The project was located in Lambrate district, in the presences of Milan railway ring and highways that connects to another European cities. Through multi layer of analysis, it highlighted the connectivity, function, and green spaces - which further explain in the lower diagram the public facilities such as schools and improtant transportation nodes - Lambrate station. Last but not least, in the middle of Lambrate area there was an historical fragments of the district.

This type of connection is established by connecting green area in the inner part of Lambrate, as sequences will lead people to visit Lambrate with Lambrate station open plaza in the west part station as the beginning, following another green plaza on the east part. A boulevard is made along via Rombon to lead people to the mercato and continue to another green part that leads to a park in Via Egidio Folli. Another main axis in Y directions are made to connect two plazas, and also to serve residence who’s mainly living in thenorth, thus emphasis our project’s goals as the center of all connection in this area.

connection

To connect the Lambrate station and the garden inside the historical building, we have one corridor made for communication and activities, making a continuous spatial series between the two. On the other hand, we propose two tree-lines roads for connecting from west to east and from north to south, providing a more friendly open space for the pedestrains and the bike users. As Lambrate station and historical building - Moonlight Garden are both located at the end of the green stream, and also are the main permanent buildings that is preserved in our project area, both building’s height are measured to get the ideal building height for the new project. There are also office buildings across the Via Rombon to take as the consideration with its 50 meters height.

The type of the roads with greenery in section C and D could be easily found in the west side of the railway. However, on the contrary, though the east side of via Rombon is settled with the trees as well, it brings another different quality of the road due to the lower density of the buildings along as well as the larger scale of the road. Via Giovanni Pacini, the road in section D, for example, is designed with two tram lanes and narrower roads, but still has trees planted along, Lambrate itself was previously an industrial area therefore the quality of the street itself should be redefine in the new urban strategic.

The pathway was started from NIL of Città Studi, which Lambrate metro station exit point was located, towards horizontal axis of Lambro river. This pathway were designed through sequences of plaza, urban rooftop, commercials frontage, green boulevard, historical landmark, parks with contemporary installation with goals at recreational facilities of Lambro river.

urban

Separated by elevated railways, NIL of Lambrate/Parco Lambro and NIL of Città Studi portray different urban situations as both area were not developed in the same area. As example, the difference could be seen on the structure of the street headed to Lambrate station from Città Studi, thus elements were aligned from pedestrian walkways, parking area, greens, and trams. This typology were hardly seen in the streets around NIL of Lambrate and Parco Lambro, which streets were mostly not properly designed with walkways, parking area, and greens distribution.

Expansion from previous urban development of Lambrate area with abandoned railways area as the main catalyst.. Politecnico di Milano Final Thesis - Individual project under Laura Pogliani.

brief

Milan has been through several urban expansions- in radial manner - throughout the history, from the Romans era through the era of modern urban planning practice - Beruto Plan in the end of 19th century. The radial urban structure of Milan documented back in XIII century in Milanese poet Bovensin de la Riva (1288) in “De magnalibus urbis Mediolani” (“On the greatness of the city of Milan”), in which he wrote - “Civitas ista ipsa orbicularis est ad circulli modum, cuius mirabilis rotonditas perfectionis eius est signum,” (reads as”This same city has an orbital space, in the shape of a circle: this admirable roundness is the sign of its perfection”) (Bernini, 2019). This “grey” radial urban development of the city was later followed by the idea of the Milan Green ring. These subsequent expansions designed in concentric circles in the urban structure (Morandi, 2007).

lambrate

This ring of infrastructures became important as it was located between the city inner rings and green etablishment in outer ring, in which later could provide connections between human and nature.

14

The Abandoned railways was still located in the prime location despite the it was left abandoned. In the case of Milan, the railways are still well functioning, although some of the stops were slighlty moved or has been scaled down to suit the current needs. Their locations were mostly in the central of their respective districts, easily accesible and highly infrastructured. However, the state of being abandoned was affecting the surrounding urban fabric, thus affecting the value of neighboring buildings and public space related to attractiveness and safety.

brownfield

The topic about the regeneration of the abandoned urban railways station has been under discussions for more than 10 years until Comune di Milano launched guidelines in 2017 under Documento di Visione Strategica Scala Ferroviari - Giugno 2017. Based on the previous Map (Figure 2) of Milan’s urban expasion, the railway establishment was located in the outer ring of Milan, defining the inner city and periphery area. The elevated railway stood as concrete barrier between district, and the undeveloped brownfield of stations became a leftover the district to overcome. In 2009, the seven disused railway areas (Farini, Greco, Lambrate, Romana, Rogoredo, Porta Genova, and San Cristoforo) were set with a total SLP of 765,500 sqm. divided between “open-function” (548,500 sqm) and social-function (219,000 sqm). However, in 2016, the discussion was still continued although the building indexes reduced to 636,000 sqm.

16

urban

lambrate

Elevated railways was one of the mobility infrastructures that undeniably affected district urban condition. Stood in almost perfect circle the city of Milan, the elevated railways brought trains from/ to other Italian cities or even European continents. The Railway tracks built varied in heights which in this particular site, the elevated railways stood 8 meters high in the middle of the urban area with some opening - tunnels - as connection. However, as it goes to the south, the middle track sloped down reaching 2 meters above the street Railway became a linear elements that define the boundary between two districts - Citta Studi and Lambrate - in the shape of strong edges with visual prominent and continuos form with capability of preventing cross movement (Lynch, 1960). The connection was built through tunnels, while the wall has given visual barrier.

On Dec 2016, the workshop titled “Dagli scali, la nuova citta” was held in Farini, discussing the future of Milan’s disused railways area with participants of professionals in various subjects - economist, architect, engineers, etc. Folloing the workshop, 5 scenarios has been created by the architecture teams and was exhibited in Porta Genova during Aprtil 2017. The works of the EMBT teams (led by Benedetta Tagliabue), Mecanoo (Francine Houben), studio SBA (Stefano Boeri), MAD Architects (MA Yansong) and CZA (Cino Zucchi) held similar key points of the city;s development - Public green spaces, social housing and sustainable mobility. The imaginery was delivered in different ways - there are those who have imagined a continuous system of parks and gardens, linked together by green corridors created on the buffer area btween teh railway tracks and urban settlements, and there are others who think the circle line could be a catalyst for Milan as predominantly car-free city in the future Similar to the first idea that mentioned, one of the group imagined the railyards as “broli”, series of new green areas that reformed Milan’s urban condition. There is also an idea of them being a micro-city with capabilities of relating spesific issues, and another idea that relate them to a role of water power plant in the development ofthe territory

Green elements are recognized not only in the form of urban parks, piazza, or agricultural land, but also the plantation that defines the structure of Milan’s street. Although it’s not as enormous as Haussmann boulevard’s in Paris, this method has been applied in most cities to bring as much green as possible close to the inhabitants. However, the diagram showed how these two districts in Milan had different perspective on how they treated the streets. The street development inner part of teh railways provided green connection in the street level, and these connection seemed to be missing o the periphery area beyond the railway structure.

The multifunctional network of environmental assets - whteher it’s street trees, green roofs, gardens, pedestrian and cycle routes, agricultural land, city park, sport pitches refers to a term named Green Infrastructures (Natural England, 2009; Landscape Institute, 2009). The project idea was to link the Milan green buffer in the periphery to the metopolitan in the centre by developing a network of green. Despite of having plenty of natural element, Lambrate district that barely came out as industrial district need to be developed further to generate the continuous network within the urban blocks. As according to the analysis, the district itself was under developed, packed with industrial settlement without enough frontage activity on the street. As residential houses begun take a place in the district, the quality of the neighbourhood should be raised by reevaluating the street itself. In The Death and Life of Great American Cities, Jane Jacob wrote that for a street to be a safe place, “there must be eyes upon the street, eyes belonging to those we might call the natural proprietors of the street.”(Jacobs, 1961).

In the new urban strategic, the connection was started not only in physical manner, but also the balance between in the neighborhood quality between two district separated by the elevated railway. Based on the key aspects that has been extracted from Urban Design Compedium (2000), the urban strategic in Lambrate will focus on intriguing the Lambrate district itself.

Office Building and Blocks Planning Mixed-useed development consist of residential, offices, and hotels in the heart of Surabaya - Indonesia’s second bigest city.

Settled beside once the most important river in Surabaya, this Multi-Block consists of 3 masses that provides living facilities including hotel, apartment units, and office spaces. This superblock is strategically located in the center of Surabaya city, less than 20 minutes travel time through central business district and government capital buildings. Aside from business, there are 3 different shopping malls around the area, which one of them was the oldest and the biggest shopping mal that Surabaya ever has. Through these location briefs, these 4th year task focused om the analytical thinking of building design that impacted particular site context , acting as a “real” project with government’s building regulation. This Multi-Block Planning was one of the project that was done on the group of 8, highlighted in urban studies within the site, placement of the masses, circulation and also connection within the buildings.

The placement of the buildings was identified with field block style, thus buildings tried to fit into available spaces without any significant efforts in framing or making a radial pattern towards an axis - ex. governemnt buildings.

Strategies and Guidelines With the vision of Italy as a host of Winter Olypic 2026, teh studio aimed to purpose urban strategic and guidelines to unite the North Italy for this inernational event.

brief

It was Italy’s second time hosting the prestigous events of Winter Olympic in 21st century. Following Turin 2006, the 2026 Olympic will be held in the Alpine penisula of Italy, such as Cortina, Trention-Alto Adige area, Bormio, supported with bigger cities like Milan and Verona for opening and closing ceremony respectively.

cortina

Nowadays, people are more aware for olympic as an event that could be aligned with long-term local development plans in terms of investments and infrastructure development to acvoid the possibility of the built services being abandoned, in the sense concentrating more economically, environmentaly and socially sustainable options,

38

Post events possibiltiy of the built facilities highlighted in the new strategies and guidelines - followed by the idea of preserving the historical panoramic mountains - part of UNESCO heritage. The development of site-spesific urban plannign projects, with a multiscale and time-based programatic strategy and formal proposal are concluded to answer the challenges and opportunities offered by Milano Cortina 2026 Winter Olympic.

infrastructure

Journey started from the core cities - Milan and Verona as both cities connect Italy with other part of the world, although in some Alpine cities like Cortina has an airport in mind. The train should be one of the existing options, athough through the new strategic, the possibility to reuse discontinued train line could support the land transportation mode. Cortina is the joint of our slow and existing fast itinerary - between the dolomites vehicular journey and the railway line, and it makes Cortina an important focus point for the intermodal intersections for the entire Olympic venue. From the map it can be seen that Dolomiti Road is reaching Cortina and including one of our design point, and also Cortina Train Station is highlighted on map, which is a part of todays “Dolomiti Train Ring’ hypothesis. For us this ring can be a great potential for Olympics by having new possible stops for Former Ski Jump and Olympic Village.

By developing a local train stops in the gates of the city, North (Olympic VIllage) and the South (Former Ski Jump), it shows an opportunity for new development to become a intermodal hub - an exchange point between prvate vehicular and public transportation. Healthcare Complex Arcitecture and Build Interiors seen as a way to enhance dementia patient’s way of living. The architecture will focus on patient ability to live “as normal as possible” with the incurable diseases.

brief

Dementia sickness has emerged in several countries for the past few years, yet most people in Indonesia failed to recognized its sympthoms. A research that have been done in Western countries show that indeed these dementia patient have needs for dementia friendly environment. As a sickness that still un-curable, dementia attacks people ability to remember from the simplest, until the worst is, their ability to do daily errands.

dementia

Dementia friendly environment would allow them to live independently. Through a design with dementia in mind, dementia patients are able to do their daily activities without wander or getting lost and unsupervised. Window on the outer wall is covered with horizontal shadding device to prevent their eagerness to escape. Whereas, the window that is facing the void inside the building are covered with floor-to-ceiling window, to help them see the garden as they would see on the landed house. The room partition with framed photo (number 3) were seen from the outside to help them find their way back home, as they would remember their own things, and also smell and texture from the greenery (number 1) that situated in front. As from afar, colored coloumns and water tower (number 5&6) are one of the wayfinding elements for the dementia patients. Different floor structure and textures also prevent the confusion of the different space function. Public area are using wood decking as floor wood has a different texture and noticable sounds when we walk into. Dementia Facilities Section 1. Greenery 2. Glass window 3. Room partition 4. DIY, or what we know as Yogyakarta, was the province that situated on the first place with biggest precentage of eldery among its citizen, whereas most of them are an active workers although their body are fragile towards sickness. Although estimately 1,2 million people in Indonesia are found to have dementia symptomps, minimum understanding prevent them to understand what the sickness really is, thus treatments are given late with no proper nursery facilities or hospital/centre. Both hospital and nuursery are not exclusive, as we find dementia treatment centre in the middle of bustling government-province hospital that even confused us, a healty person with normal human behavior. When the patient family has given up to take care of them, they just take them to available general hospital or nursery, to let them live in environment that are not giving these patient chance to live as normal as possible.

health care

This final project came out as an answer from all these problems that mentioned above. Designed with a purpose for them to live independently, and “normaly”, and also with easy, noticable architectural wayfinding that could help them in their confusion.

Severe

Severe dementia is the final stage of dementia sickness, thus patient was incapable to do anything and and mostly situated in the hospital bed. Instead fromthe normal configuration that we have which the bathroom are located near the building aisle, we switched it up so they can see the inside garden through their window while laying down. Art Gallery Graffiti art gallery dsplay creativy on its nature, while at the same time understanding them as an art piece.

brief

Nowadays, street art painting has gained its fame, as the goverment use it as a tool to atract local people towards their own public spaces, such as Gang Dolly (formerly known as prostitution district). Street art painting, widely known as murals, lately becomes famous potograph spot among youngster in Surabaya. Little did they know, these murals portray various unspokable meaning towards society, whether disapproval or words of motivation.

graffiti

In this 3rd year project, the task was given to develop a gallery between Surabaya’s urban situation, thus fulfill the needs of particular community - in this case, street art painting. Design process was based on Ogden and Richards’s (1923) Semiotic Triangle, which describes a simplified form of relationship between general thoughts, concept, and its designation. Later on, this 2 storey building concept ecplained through triangular diagram that connected the general understanding of a community, key idea that has choosen, and the explation of the end of design process - the building itself.

49

The building tried to portray the graffiti as it was, as a method to express opinions trough urban walls. The value of the graffiti as art pieces emerged by appareance of reknown artists such as Banksy. The vertical bars protrays on how the arts grew from limitation, and through them they grew limitless with urban walls as their canvas.

The open spaces are seperated through partition such as gypsum walls, while the steel frame construction ensured the quality of the 20 m span without a single column to support the roof structure. As the concrete deck tend to be heavy and overprice in low-slopped building with unusable roof deck, EPDM membrane is chosen as a replacement that placed above the steel deck.
