SECTORS ELIGIBLE FOR FUNDING UNDER CDLD GRANTS Through the Policy's implementation, the relationship between the citizens and state is being redefined in Khyber Pakhtunkhwa. The CDLD Policy takes inspiration from the concept of empowering communities in the province to contribute to their own development. The Policy supports this local governance approach by bringing public service providers and recipients of these services together collectively to undertake a broad range of community infrastructure projects in the following major sectors:

The European Union is providing financial assistance to support the Government of Khyber Pakhtunkhwa in the implementation of the Community-Driven Local Development Policy.
EUROPEAN UNION SUPPORT FOR CDLD POLICY IMPLEMENTATION Initiated in 2013 with EU financial assistance of 80 million Euros, the CDLD Policy is designed by the GoKP to implement its local governance reform agenda. The support areas under the CDLD Policy include technical assistance to the Local Government, Elections and Rural Development Department in Khyber Pakhtunkhwa to foster the successful implementation of the CDLD Policy, and social mobilisation of the target communities.
Technical assistance is being provided to the GoKP for the successful implementation of the CDLD Policy. The programme also works closely with the district authorities through its field offices in all the target districts. The CDLD Policy goal is to achieve sustainable improvement in the coverage and quality of frontline public service delivery through the active involvement of local communities. The Policy has been developed to achieve the following key objectives: yy Put in place a fiscal and regulatory framework for CDLD where local communities are in charge of executing local development / service delivery initiatives. yy Build the capacity of the relevant public sector entities and functionaries at the district level to operationalise CDLD. yy Provide an enabling environment to community based organisations (CBOs) to access public funds earmarked for CDLD initiatives.
CDLD Policy has its objectives rooted in the philosophy of mobilising and involving local communities directly as a catalyst of sustainable local development. Therefore, the policy makes a paradigm shift from a top-down focus to a more participatory bottom-up approach in pursuit of improving the quality and availability of frontline service delivery.
CORE PRINCIPLES OF THE CDLD POLICY FRAMEWORK The collective action development model enshrined in the Policy is relatively rare in the history of Pakistan. This joint community-government cooperation approach will strengthen transparency and accountability of public sector funds and implementation of development projects by communities. The core feature of the CDLD Policy, which sets it apart from other governance frameworks, is the enhanced role of local communities in identifying their needs, developing project concepts, applying for public sector funding, and executing the projects collectively with the assistance of district administrations. The CDLD Policy is guided by certain principles which are integral to its collective action approach:

Full participation of communities
The European Union (EU) supports the Government of Khyber Pakhtunkhwa (GoKP) to implement the Provincial Policy "Community-Driven Local Development (CDLD)" through financial resources in six districts of Malakand Division, including Chitral, Lower Dir, Malakand, Shangla, Swat, and Upper Dir. This innovative initiative of the GoKP seeks to introduce a bottom-up community-driven approach to build responsiveness and effectiveness of the State to restore citizen trust, stimulate employment and livelihood opportunities, and ensure the delivery of basic services.
