Empty Property Rates: The £1.1 billion tax bombshell For the first time, the TaxPayers’ Alliance can reveal how much local authorities have collected in Business Rates levied on empty properties. Relief has traditionally been provided to landlords with empty commercial properties, exempting them from Business Rates for the first three months and charging them at 50 per cent thereafter. Empty industrial properties were exempt from all Business Rates. But at the 2007 Budget it was announced that after a three-month exemption period for non-industrial property, and a six-month exemption period for industrial property, full Business Rates would be payable on all empty commercial and industrial properties. Some relief was offered with all properties under a Rateable Value of £15,000 exempted for the 2009-10 financial year. This window was kept open for the 2010-11 financial year and the threshold was lifted to £18,000. The economic downturn has made it increasingly difficult to find new tenants quickly. This has led to some landlords choosing to demolish properties rather than pay full rates for long periods of time while seeking new tenants. Pensioners who own commercial units as a means of supplementing their retirement income are also struggling with higher bills. Senior politicians from both Coalition parties opposed the tax in opposition. Vince Cable said that penalising property owners for their properties being vacant was “a ludicrous situation, completely counterproductive and economically very damaging,” whilst Michael Gove described the removal of empty property rate relief as being “universally recognised as a wicked and ungodly act.”1 However, once in Government, both Coalition parties have justified it on revenue-raising grounds. At the 2008 Budget it was estimated that the “rationalisation of empty property relief” would increase revenue by £900 million in 2010-11. But there has never been a proper analysis of how much revenue is actually raised through empty property rates.

The key findings of this research are: 

More than £1.1 billion was paid in empty property rates in 2011-12.

The amount collected in empty property rates has increased by 19 per cent since 2009-10.

In some Local Authority areas, empty property rates are a much heavier burden than in others, even in the same region. For example: 

Northampton property owners paid the most empty property rates in the East Midlands – £7.8 million. But Daventry had the highest empty property rates bill per head of population, at almost £50 per person or more than one tenth of total Business Rates paid.

Basildon property owners paid the highest empty property rates bill in the East of England, at more than £6.7 million.

City of Westminster property owners paid the most empty property rates amongst London Boroughs and the most of any local authority – £100.7 million. This was more than five times more than the next highest in London (Tower Hamlets with £18.3 million).

Newcastle-upon-Tyne property owners paid the most in empty property rates in the North East – over £6 million.

Liverpool property owners paid £13.8 million in empty property rates. This was the highest in the North West, and almost £3 million more than nearby Manchester which has a larger population.

Highland property owners paid the most in empty property rates in Scotland – almost £6 million – and almost £1 million more than those in Glasgow, which has a population two and a half times larger.

Reigate and Banstead property owners paid £9.3 million in empty property rates. This was the most in the South East. The next highest was Basingstoke and Deane with £6.5 million. This was also the highest amount per head of population outside of London – more than £67 per person and accounting for just under one fifth of Business Rates.

City of Bristol property owners paid £11.1 million in empty property rates, by far the most in the South West. The figure is almost three times that of the next highest in the region – Wiltshire with £3.8 million.

Sources and methodology 

The research was compiled using Freedom of Information (FoI) requests. Requests were submitted to all local authorities in England, Wales and Scotland responsible for the collection of non-domestic rates.

The information requested was: - The amount the local authority raised in non-domestic rates (Business Rates) in 2009-10, 2010-11 and 2011-12. - The revenue raised by rates levied on empty properties in financial years 2009-10, 2010-11 and 2011-12.

The majority of local authorities were able to fully answer the questions, but some gave partial answers. Therefore, values for local authorities which failed to fully detail the revenue raised by rates levied on empty properties have been projected.

If a response was only given for question one, the revenue raised on empty properties has been projected using the average ratio for empty property rates to total business rates for the type of local authority (unitary, district etc.).

These councils are marked with an asterisk (*) in the full table.

Projections for revenue raised on empty properties have not been used where a partial response to question 2 has been given.

Projections were made using population figures from the 2011 census, and averages from full responses. Councils with projected figures are not included in the key findings. They have only been used to produce an accurate estimate of the total amount of empty property rates paid in Great Britain.

For example, for a district council: - All the full responses from district councils were used. - The mean population and mean revenue raised by business rates in district councils was calculated. - The mean business rates revenue was then divided by mean population to calculate a value for business rates raised per head of population. - This number was multiplied by the population for local authorities which failed to answer question 1 to project the revenue raised through business rates. - The mean revenue raised through empty property rates was divided by the mean total revenue raised by business rates to get a ratio of empty property rates to total business rates. - This ratio was then applied to the total business rates raised for the local authorities that didn’t provide an answer to question 2. - The process was carried out separately for district councils, unitary authorities, metropolitan districts, Scottish councils, Welsh councils and London Boroughs (due

to the extremely high values of Westminster City Council and a partial response from The City of London, they were excluded from calculations to give a fairer projections).
