REPAIRS to Newbury’s Victoria Park are set to get underway next week, six years after evidence of damage caused by subsidence was first spotted. Cracks started to appear in the park in 2010, which was subsequently blamed on construction work taking place at the nearby Parkway shopping centre when it was being built. The bowls club, football pitch and tennis courts were particularly affected, and this led to a lengthy battle for Newbury Town Council to get compensation from Parkway developer Costain. A £600,000 settlement was agreed last November, with the money from that set to be used for the repairs. Town council leader Dave Goff said: “This is a very exciting time for the council. “At last we can carry out the repairs needed in the park and all of these works should be completed by next summer. “The works will be funded entirely from the legal settlement we secured last year and as well as the bowling green

Waste permits set to be introduced next month WEST Berkshire residents will require a permit to use the recycling centres at Newtown Road in Newbury and in Padworth from September 26, the district council has announced. Households in West Berkshire will receive one permit by post in the coming weeks, which must be displayed in domestic vehicles in order to use the sites. The move is designed to prevent residents from other areas using the centres, after Hampshire County Council halted its ÂŁ200,000 annual contribution to West Berkshire for the privilege. At present around 40 per cent of all waste taken to Padworth comes from Hampshire residents, and about 20 per cent at Newbury. Marcus Franks, West Berkshire’s executive member for communities and public protection, said: “This permit scheme will help us to ensure West Berkshire residents do not have to pay for the disposal of waste from other districts. “At a time when our resources are tighter than ever it is important that we are using them wisely to protect our services as best as we can.â€? Residents who own a commercial vehicle will have to apply for permits online. Commercial waste is already prohibited from the centres, so

News of the permits’ introduction comes after West Berkshire ended its own ÂŁ460,000 contribution to the RE3 Partnership for residents to use the Smallmead recycling centre in Reading as part of its ÂŁ17.5million cost-cutting measures earlier this year. The council is looking to expand the Padworth site to accept all household waste, with Cllr Franks saying a planning application is expected to be submitted “in the next few weeksâ€?. He added: “To help residents in the east, we would like Padworth to become a full waste site. “That will need planning permission to come forward and once that’s submitted, subject to it being approved it will be around six months to its completion.â€?

WEST BERKS: Newbury MP Richard Benyon has defended former Prime Minister David Cameron’s controversial list of honours for his former staff. In a piece written for the Daily Telegraph, Mr Benyon said that the honours for staff were acceptable for the work they did. He wrote: “It is reasonable that one thing our system can offer an outgoing prime minister is the ability to reward those who have also made sacriďŹ ces to make a success of his or her premiership.â€? NEWBURY: Artist and one-time mayor of Newbury Christopher Hall has died at the age of 86. The full-time painter, who lived in Newbury, had been working as an artist since the 1950s, and was completing a religious piece on the visitation of Mary to Elizabeth at the time of his death. He was mayor of Newbury in 1967, and was also vicepresident of the local Liberal Democrat party.

THEALE: A biker was seriously injured after a crash on the M4 near Theale on Monday. At around 2.20pm, a black Yamaha motorbike and a white Kia Carens car collided on the westbound carriageway close to the junction 12 slip road. The biker, a 53-year-old man, suffered serious head injuries and was airlifted to the John Radcliffe Hospital in Oxford, where he is being treated. The two people in the car, a 30-year-old man and 29-yearold woman, sustained minor injuries and were treated by paramedics at the scene. Following the collision the road was closed for around three hours, reopening at 5.30pm. Police are asking witnesses with information about what happened to contact them on 101.

News Bites Armed officers WEST BERKS: Thames Valley Police (TVP) has said it will be training more firearms officers in the coming years. It comes after Metropolitan Police revealed last week that it will deploy an extra 600 firearms officers to help keep the public safe from a terrorist attack. Scott Chilton, TVP’s head of the Joint Operations Unit, said: “Last year, the Prime Minister announced that the UK’s national arms capability would rise. “Along with other forces around the country, TVP will be actively recruiting and training additional firearms officers over the next two years to further enhance our ability to keep our communities safe from harm.”

Historical plaques to be set up in Thatcham BLUE plaques could soon be coming to Thatcham to mark historical sites and links to key people around the town. Thatcham Town Council discussed the plans at its meeting on Monday night as a way of recording information about the town’s varied history. Thatcham is widely believed to be one of the oldest towns in the country, with key figures associated with it including four-time president of the Royal Astronomical Society, Francis Baily. And after seeing the plaques rolled out in Newbury, town councillor Sheila Ellison was keen to see the scheme brought to Thatcham. She said: “I think it’s good for the town, there are people who come and look at the nice buildings and things and it would make the town more interesting. “Newbury started it and I think it’s a very good thing to do. “Some like Francis Baily did a huge amount but other people will be less nationally significant but locally significant.” A group independent of the town council will be set up in the coming weeks to bring the scheme forward and discuss

Funding could come from grants or sponsorship from local businesses, although this has yet to be fi nalised. Nick Young, of the Thatcham Historical Society, said: “I think it’s a brilliant idea. “Obviously one of the fi rst things when the groups set up is we’ve got to discuss what the criteria is going to be for who or where gets a plaque. “There’s Thatcham House, the Bluecoat School, plenty of places and buildings that could have them, but also plenty of individuals such as Francis Baily or the Barfield family.” He added: “One of the ideas was, not just putting the plaques up, but also to do something like a trail or walk around to learn the history of it all, and there would be an app or a booklet to learn more.”

West Berkshire Council’s western area planning committee was expected to recommend the proposals for approval at last night’s meeting. Developer David Wilson Homes wants to build 21 two-bedroom flats and one two-bedroom townhouse up to three storeys high on the brownfield site, with half of the homes set to be affordable. The planning committee couldn’t make a fi nal decision last night because building homes on employment land goes against council policy. However the site hasn’t attracted interest for commercial use. The western area planning committee will therefore make its recommendation to the council’s district planning committee, which will have the fi nal say on the plans at a future meeting. In the pre-meeting report, planning officer Michael Butler wrote: “The planning issues are fi nely balanced, given the fact the district needs to retain its employment land supply. “In this case a favourable recommendation is justified.”

Northbrook Street in the running for top honours NEWBURY’S Northbrook Street is in contention to be named Great Britain’s 2016 High Street of the Year. It has been entered into the ‘best town centre high street’ category, and will hope its mix of shops, events and entertainment earn it national recognition. Last year’s competition was won by Bishy Road in York after it was praised for its “innovative app” and “legendary parties”. More than 200,000 votes were cast in the 2015 competition, with managing director of Newbury BID Russell Downing hoping Northbrook Street will prove popular this year with voters. News Bites Licence check WEST BERKS: Residents in Newbury and Thatcham have been urged to make sure their TV licence is up to date while the Olympics are going on this month. More than 3,000 hours of coverage from Rio is set to be broadcast until August 21, so individuals and community groups are being encouraged to ensure their licence is in place. Ben Craig, spokesperson for TV Licensing in the south east, said: “We would always rather people pay for their licence rather than risk an embarrassing prosecution and fine of up to £1,000.”

News Bites Plans on hold NEWBURY: Proposals to build a 25-bed residential care home in southern Newbury have been withdrawn. An outline planning application had been submitted to West Berkshire Council to demolish the ‘Upcot’ house in Tydehams and build the care home in its place. But last week the council confirmed that the application had since been withdrawn. Newbury Town Council had objected to the plans, opposing the change from the residential character of the area and an increase in traffic.

Trust teamwork WEST BERKS: South Central Ambulance Service (SCAS) and neighbouring South East Coast Ambulance Service (SECAmb) are set to work together in a number of areas. The two NHS trusts have agreed to a collaborative working partnership, which will see some services and expertise shared and costs reduced. SECAmb, which covers East Sussex, West Sussex, Surrey and Kent, has insisted the move is not a merger with SCAS, which covers Berkshire, Hampshire and Oxfordshire. Geraint Davies, acting chief executive of SECAmb, said: “I’m keen to see where we can share some of our excellent work.”

A ROGUE trader who scammed people in Newbury and Hungerford, among other areas, has been jailed for three and a half years. Daniel Collins, 31, currently of HM Prison Parc in Wales, was sentenced at Reading Crown Court on July 27 after pleading guilty to six counts of fraud by false representation and three counts of aggressive trading. It comes after an investigation into work on six properties in Newbury, Hungerford, Swindon, Devizes and Woodley relating to significant overcharging, aggressive selling tactics and sub-standard work. In one instance, a victim was charged £29,000 to have his driveway and path renewed over a weekend. An estimate for how much this should have cost if carried out to a professional standard came to just £5,219. At the time Collins was committing these offences, he was out on license from prison having previously been jailed for other fraud-related matters. In passing sentence, judge Ian

Paramedic meets F1 ace for high-speed job swap A NEWBURY-BASED paramedic has been handing out driving tips to four-time Formula One world champion Sebastian Vettel. Alex Knapton, who has carried out more than 1,350 emergency calls for South Central Ambulance Service and currently works in Newbury, undertook a job swap with the racing ace after last month’s British Grand Prix.

Vicious pub attack leads to jail A NEWBURY man has been jailed for 12 and a half years for a horrific attack which saw him bite a man on the face in a town centre pub. Dean Long, 36, of Bartholomew Street, was sentenced by Reading Crown Court on July 25 following the attack on a man in his 50s last summer. It happened at the Nags Head pub, in Bartholomew Street, at around 1.06am on June 14 last year. The victim was enjoying a night out at the pub when Long suddenly attacked him, seemingly without reason, and biting him on the face and abdomen. Long was arrested the same day, and charged on September 4 last year before pleading guilty to grievous bodily harm on the fi rst day of the trial on July 23. The victim is still recovering from his injuries. Sgt James Chapman said: “Long viciously assaulted his victim in an unprovoked attack. “The victim is still recovering and requires ongoing treat-

News Bites Bells ring again MORTIMER: Work to renovate the 120-year-old bells at St John’s Church in Mortimer has been completed. Apprentices at the Atomic Weapons Establishment (AWE) have been helping restore the bells for the past three months, and they were finally ringing again on July 31. Month of action WEST BERKS: Thames Valley Police has launched its ‘rural crime month of action’ for August. Activities and events will be taking place across the region to raise awareness of preventing rural crime. Local Policing Inspector Andy Thompson said: “The purpose of our month of action is to recognise the differences between our communities and to avoid a one-size-fitsall approach to rural policing.”

Full council to decide future of the libraries THE final decision on the future of West Berkshire’s libraries will be made by the full council, it has been confirmed. There had been fears raised that just a handful of councillors on the authority’s executive board would determine what libraries would close as part of cost-cutting measures. It comes as West Berkshire Council awaits the results of an independent needs assessment into the usage of the district’s libraries, expected by the end of this month. A petition had been set up on the council’s website calling for the full assessment to be published and for it to be debated afterwards by full council. And speaking at the recent executive meeting, portfolio holder for culture Hilary Cole confi rmed that there would be a six-week consultation after the executive publishes its proposals for the libraries, with full council making a fi nal decision following that. She said: “A report will be written, and that report will also contain recommendations which will go forward to the executive.

“The request to executive will be that the recommendations in the report go out for a further six week consultation period. “We will look at the outcome of that and the report will then go forward to council.” The news was welcomed by the leader of the council’s Liberal Democrat group, Alan Macro. He said: “It is important that a decision on the future of such a valued service should be made in the most democratic way after consultation with the public. “It’s a shame that it has taken pressure from me and from a petition being raised by Friends of Lambourn Library to cause this change of heart.” The council originally proposed to shut eight of the district’s nine libraries back in February as it sought to make £17.5million of cutbacks, as well as the mobile libraries. Only Newbury library would have remained, but after the council received transitional funding from Government the proposal was reduced to closing just Theale and Wash Common libraries.

A BLUE plaque marking the site of the first mobile phone call ever made in the UK has been installed in Newbury town centre. Newbury’s mayor Julian Swift-Hook and former CEO of Vodafone Sir Christopher Gent unveiled the plaque in The Broadway last Thursday, on the building of what was the mobile phone giant’s offices at the time. The call was made on January 1, 1985. Showcasing the Best of Bublé ‘BEAUTIFUL Day’, ‘Haven’t Met You Yet’ and ‘Everything’ will be among the iconic Bublé tunes performed at The Old Chequers in Thatcham on Friday, August 26. ‘Best of Bublé’ stars Michael Bublé tribute act Tom Cary, who travels up and down the country to perform not just tunes sung by the famous Canadian, but also to showcase some of swing’s most iconic and popular tracks. And Beaconsfield-born Tom revealed that he might have a surprise or two in store when he plays his gig in Thatcham. “I always try and incorporate new songs into my sets each time I perform,” he told the Observer. “And with a venue such as The Old Chequers where I perform month to month on a regular basis, it is always good to keep it fresh and new. “Don’t get me wrong, it’s still a Michael Bublé swing night, but I sometimes throw in a curve ball song that no-one expects to keep the regulars on their toes.” Tom has only worked as a Michael Bublé tribute act for the past 12 months, undertaking a number of free and paid gigs across the UK. He is due to do 34 more gigs this year, but this number is due to rise

OVER the last 12 months, Newbury’s Corn Exchange was one of the busiest venues in the region. Numerous bands, musicians, comedians and musicals all arrived at the Market Place venue during a jam-packed 2015/16 season. The new season at the Corn Exchange begins on Saturday, September 3, with The Simon and Garfunkel Story – 50th Anniversary Tour. GOLF: A two-under-par 71 helped Jane Brackenbury reduce her handicap to eight as she won the ladies’ medal at West Berks Golf Club. She was well clear of second-placed Tina Mulford who shot 79, while Sandy Miller was third on countback. In the Eastwood Cup, ladies’ vice-captain Shelagh Forder was the winner with 32 points, while Garry Dixon won the men’s midweek medal with a net 71. Jan Williams and Steve Haylor won the Di Evans Millennium Shield with 45 points, while the men’s senior team lost 5-1 away to North Wilts.

Athletes in action OLYMPICS: West Berkshire’s Olympic athletes were due in action yesterday as the Observer went to print. Joy for Thatcham and Newbury CCs THATCHAM Town Cricket Club moved back up to fifth in Division 2B of the Thames Valley Cricket League with a 123-run victory over High Wycombe 2nds on Saturday. Half centuries from Peter Spriggs (62) and Duncan Johnson (50), along with 20-plus scores from Tom Mahoney, John Williams and Steven Bartholomew, helped Thatcham set a benchmark of 227-9. And aside from Paul Sawyer’s 45, High Wycombe couldn’t offer much in response as they were all out for just 104, with Chris Bird collecting six wickets. Thatcham leapfrogged High Wycombe in the standings as a result, and are now chasing down Slough 2nds in fourth.

FOOTBALL: Hungerford Town started off their first ever National League South campaign with a 1-0 win away to East Thurrock United on Saturday. They followed that up with a 2-0 victory at home to Oxford City on Monday evening. THATCHAM Town crashed out of the FA Cup after twice losing the lead in an entertaining game at home to Bracknell Town on Saturday. They were beaten 3-2, despite having been 2-1 ahead with just 10 minutes left on the clock. It means Thatcham exit the competition at the extra preliminary round. Bracknell had the fi rst chance in Saturday’s match as Adam Cornell fi red the ball past Kingfishers’ goalkeeper Curtis Meare, but player/manager Gareth Thomas was on hand to clear it off the line. Shane Cooper-Clark then got on the end of Josh Baines’ cross for the hosts, stopped only by an outstanding save from Bracknell keeper Chris Grace. However on 29 minutes Thatcham opened their account as Jordan Seward knocked the ball in at the far post, after Bracknell’s defence had failed to clear it away. Thatcham went into the break with a 1-0 lead, but on 56 minutes Bracknell had pulled

Just nine minutes later Thatcham were back ahead after Callum Willmoth had been fouled in the box, with CooperClark smashing in the resulting penalty. At this point Bracknell manager Mark Tallentire used his three substitutes to bolster his side’s attack - a move that paid dividends in the fi nal 10 minutes of the match. Newly introduced Kennie Chamberlain pulled the score back to 2-2, beating three defenders before lifting the ball over Meare and into the far right corner. And the winner came with four minutes remaining as Cornell this time managed to beat Thomas and his quick shot caught Meare out of position, with the ball trickling over the line to seal the victory. Thatcham return to Hellenic Premier League action with a trip to Tuffley Rovers on Tuesday.
