Council says salaries reflect work to develop projects for residents By Owen Hughes BASINGSTOKE and Deane Borough Council paid five employees more than £100,000 in the same year it proposed increasing its share of council tax. Figures published in the 11th Town Hall Rich List by the TaxPayers’ Alliance earlier this month revealed five council employees received remuneration in excess of £100,000 in 2016-17. Chief executive Melbourne Barrett was the council’s highest earner on the list, receiving £16,395 in employer pension contributions on top of a £128,978 salary. Mr Barrett’s total remuneration of £145,373 in 2016-17 is only £5,029 less than prime minister Theresa May’s annual salary. Bhupinder Gill, head of law and governance at the council, received

£124,372. Executive director of fi nance and resources, Kevin Jaquest, received £113,906, while the executive director of borough services Rebecca Emmett was paid £112,049. Former project director for the Manydown development, Richard Bayley, received more than £107,000 in 2016-17. From the start of April 2018, the average council tax (Band D) increased by 4.55 per cent for Basingstoke and Deane residents to £137.16. Crackdown on speeding By Owen Hughes A JOINT police crackdown on speeding drivers has been in force this week reminding motorists that there is “no such thing as safe speeding”. Police in the Hampshire region have joined with national and European forces in the #ItsNotWorthTheRisk campaign. The campaign highlights to motorists that travelling at illegal or inappropriate speeds is the single biggest factor in fatal road collisions. Excessive or inappropriate speed was a contributory factor in a fi fth of road deaths and more than one in 10 of all serious casualties across Hampshire and the Thames Valley. Sgt Rob Heard from the Roads Policing Unit in Hampshire and Thames Valley said: “People need to realise it’s a speed limit and not a target so it may be more appropriate to travel at a lower speed depending on the road conditions for their own safety.
“Drivers can become complacent about roads they are familiar with, causing them to be less alert to the road, and drive at a faster speed. “A few miles an hour over the speed limit or travelling at an inappropriate speed can have a catastrophic effect upon road users and their families, many of whom also suffer lasting and profound consequences from
collisions where a loved one has been killed or seriously injured. “Excessive speed will reduce the time you have to react to a hazard and further the distance it takes for you to stop.” The risk of death is approximately four times higher when a pedestrian is hit at 40mph than at 30mph, with young male drivers aged 21 to 29 most likely to exceed the limits. Sgt Heard added: “Some people think it is ok to travel just a little over the speed limit. “However a few miles an hour can make a significant difference to you reacting and being able to avoid a hazard or collision.” Police are also reminding drivers of goods vehicles of restrictions on certain roads. “Our officers are catching far too many van drivers who are not aware of speed restrictions associated with their vehicles, it’s no excuse,” he added. The campaign which began on Monday will run until Sunday.

InBrief Election time for 20 seats in borough VOTERS in Basingstoke and Deane will go to the polls on Thursday May 3 to elect one third of the borough’s 60 councillors. Those registered in one of the 20 wards scheduled for a borough election will vote for a borough councillor to serve in their ward until May 2019. The vacant seats are in: Basing; Brighton Hill North; Brighton Hill South; Brookvale & Kings Furlong; Buckskin, Burghclere, Highclere & St Mary Bourne; Chineham; East Woodhay; Eastrop; Grove; Hatch Warren & Beggarwood; Kempshott; Norden; Oakley & North Waltham; Overton, Laverstoke & Steventon; Popley East; Popley West; South Ham; Whitchurch, Winklebury. Care home opens A NEW care home for young adults with learning difficulties, autism and challenging behaviour opened in Tadley on Monday. £1.4m building refurb begins
BASINGSTOKE residents “fed up” with the condition of roads in the town are being encouraged to report potholes through a new web app. Holes in Basingstoke’s roads reported via the app will then be compiled into a ‘pothole census’ report before being presented to Hampshire County Council and lobbying for action to be taken. The pothole app was unveiled by Lib Dem candidate for Brighton Hill North Andy Konieczko and councillor Gavin James last week. Mr Konieczko said: “Residents keep telling us that they’re fed up with the appalling condition of Basingstoke’s roads. “If you drive or cycle along any
stretch of road in Brighton Hill, you’ll see why: our roads are falling apart. “With your help, we can build a detailed picture of all the potholes in our borough and push Hampshire County Council to do something about them.” Cllr James added: “Hampshire County Council asked the government for more money so that it can address our area’s pothole problem. “It has now been given £3million extra exactly for this purpose, so there’s no longer any excuse for leaving our roads in such a terrible state. “It’s time to fi x Basingstoke’s pothole plague.” The app can be used online at https://bit.ly/2qBK1MJ

WORK has started on a major refurbishment project in Basingstoke. The £1.42million modernisation of the 13,000 sqft at Linde Material Handling (UK) Ltd on Kingsclere Road got under way last week. Fareham-based Amiri Interiors has removed much of the internal walls, fittings and fi xtures of the ground floor of one of the administration buildings. The refit, due to be completed in July, includes a new reception, catering area, breakout space, meeting rooms, ancillary spaces and to create modern toilet facilities.
Rally pair killed as car hit tree By Owen Hughes A RALLY driver and co-driver died when their car became airborne and hit a tree at about 75mph, an inquest has heard. Driver Shawn Rayner, 52, of Eton Wick Road, Windsor, and navigator Steve Dear, 64, of School Green, Reading, were killed in a crash at the Loco 2 Stages Rally at Bramley camp near Basingstoke on December 29 last year. Mr Rayner and Mr Dear suffered chest and head injuries and died instantly. Senior coroner Andrew Bradley recorded a verdict of accidental death in Basingstoke on Monday. The MK 2 Ford Escort, owned and
driven by Mr Rayner, became airborne when exiting a big dip on a straight unmaintained road, witnesses said. The rally car was around 3ft off the ground before it collided with the oak tree side-on, wrapping the car with its occupants around the tree. Suspected damage to the car’s steering arm after landing following the big dip would have made the vehicle impossible to control, the inquest heard. Event organiser Barry Guess, from Sutton and Cheam Motor Club, warned the drivers about the dip, with Mr Bradley adding he had heard evidence the event was well organised. A spokesperson for Sutton and Cheam Motor Club said after the crash

MP gives her backing for Parkinson’s Day By Owen Hughes BASINGSTOKE MP Maria Miller’s parliamentary office team will take part in specialist workplace training to raise awareness of Parkinson’s. The push for greater awareness is part of charity Parkinson’s UK’s activity to encourage people to Unite for Parkinson’s on World Parkinson’s Day. Parkinson’s affects 145,000 people in the UK – one in 350 people in Basingstoke. With numbers of people affected expected to increase by a fifth by 2025, the charity is aiming to change attitudes about Parkinson’s to make life better for everyone living with the condition. Through the training, Maria Miller and her office team will learn more about the progressive neurological condition, the complex symptoms people face, as well as how to recognise and best support constituents with Parkinson’s. Mrs Miller said: “It is shocking that people with Parkinson’s face so many barriers, including being mistaken for being drunk, when

A survey found that 32 per cent of people with Parkinson’s have been stared at in public and 11 per cent have been laughed at. In addition, 32 per cent of people do not feel that their symptoms are socially acceptable. Steve Ford, chief executive of Parkinson’s UK, said: “We are thrilled that Maria and the team have signed up to our Parkinson’s in the workplace training. “Lack of public understanding can make simple things like getting the bus, going to work, or even heading out to the pub with friends daunting for people with Parkinson’s. “That’s why one small action like signing up to learn more about how the condition can have a big impact on people with Parkinson’s. “We look forward to seeing the difference Maria’s support can make for her constituents in Basingstoke.” Maria is also backing a petition from Parkinson’s UK calling for more organisations to sign up for the training. Physio’s rising star nomination By Owen Hughes A Basingstoke-based physiotherapist has been recognised as a rising star in the industry. Grace Smith, who works as a sister on the specialist respiratory ward at Basingstoke and North Hampshire Hospital, was shortlisted for the award after successfully taking up a role normally reserved for nurses. She added: “It’s a constant challenge, clinically and emotionally, but I love the role. “I’m still able to use my skills as a therapist, but in a different way, and I have learned a huge amount, both from the nurses and therapists that I work alongside and the patients I have treated. “By appointing me to this role, Hampshire Hospitals has really thought outside the box. “It’s important that the NHS is

Couple’s US scooter trip for school fund
Husband and wife to journey on west coast By Owen Hughes A BASINGSTOKE couple who have hiked through Israel, sailed the North Sea and kayaked the width of the UK are about to embark on their next adventure. Basingstoke-born Bex Band and her husband Gil Drori will kick their previous efforts to the kerb as they attempt to travel more than 1,500 miles of the west coast of the USA on adult kick scooters. The expedition, named Kicking the States, will begin on May 15 as the couple take off from Vancouver, concluding in Tijuana, Mexico, three months later. The journey will be completely self-contained as the scooter-riders carry their own gear and camp most nights, costing an estimated £2,100 to complete. Bex and Gil are hoping to raise money for Africa’s Children in Education charity, which supports some of the poorest children on the continent through school. Bex, a former teacher, said: “We visited East Africa last year and since then have wanted to do something to give back as we feel we are so fortunate in many ways. “I hope that we can really make a difference to the lives of children by helping them get an education.” The couple will be giving free talks along their expedition in exchange for donations. In previous attempts to raise money for charity, the adventur-

A BASINGSTOKE student will be hoping another award is served up at a ceremony next week for the next generation of master chefs. Level three hospitality and catering student Sam EgertonKemp, 19, has been selected for the fi nal of the Institute for Hospitality Southern Branch Student of the Year award. Sam joined Basingstoke College of Technology in September 2014 and was named Pastry Chef Student of the Year by the institute two years later. The young chef will fi nd out if he has won the prestigious prize at the awards ceremony hosted by 2016 Masterchef champion Jane Devonshire at the Balmer Lawn

Two men to stand trial over pub break-ins TWO men charged with a spate of break-ins at pubs and community centres in Basingstoke have appeared in court. Ian Morris Nish, 46, of no fi xed address, faces four counts of burglary other than dwelling-theft, one count of attempted burglary other than dwelling with intent to steal, and three counts of fraud by false representation.
The burglaries occurred at the Chineham Arms on April 7, Basingstoke Sports and Social Club on March 15, The King Arms in Whitchurch on March 25, and the Winkle of Tuesday March 27. The attempted burglary charge relates to an incident at Oakridge West Community Centre on Monday April 9. Jason Robert King, 43, of
Dryden Close, Basingstoke, has also been charged with attempted burglary other than dwelling with intent to steal in connection with the Oakridge West Community Centre incident. The pair appeared at Basingstoke Magistrates’ Court on Tuesday last week and will face trial at Winchester Crown Court on May 8.

Sharing lifetime of folk music By Josh Cox GRAMMY Lifetime Achievement Award winner and US folk icon, Tom Paxton, returns to the UK this April to perform 12 shows with special guests. After 56 years of performing around the world and writing and recording numerous songs and recordings, Tom Paxton has found yet another outlet for his creativity; he has joined his friends and song-writing colleagues Jon Vezner and Don Henry known as The DonJuans in a writing and performing experience. Tom’s career has taken him from his days as a drama student at The University of Oklahoma to thousands of concerts in a variety of venues, from small coffee houses in Greenwich Village to The Royal Albert Hall to New York’s Carnegie Hall. His shows with The DonJuans have him on his toes, he says: “These guys are long-ball hitters and if I don’t want to get smoked I’d better do a little rehearsing. I probably need to do that anyway,” he says, laughing. “It certainly couldn’t hurt.”

the brilliant Audi Quattro all-wheel-drive system fitted, which is just a masterpiece of utter brilliance and witchcraft. Of course, this being the ‘S3’ means it also comes with sports suspension which has been lowered by 25mm giving it an even more hunched down look.
Welcome to this weeks review of the Audi S3. A car, with so much power that I’m pretty sure it could power The Millennium Falcon.
Power & efficiency The S3 I had on test was powered by a 310PS 2.0 litre TFSI turbocharged petrol engine which produces blistering responsiveness along with the added bonus of 400Nm of torque. 0-62 mph comes in an eyeball wobbling time of 4.6 seconds, yet it still managed to return a combined fuel consumption of 42.8 mpg. Plus, flat out the S3 is capable of 155mph. So, fast is it? Well, I will let you into a little secret. Don’t let the S3 fool you. The engine is really powerful and ferocious. In fact, I’m pretty sure given the chance; it would quickly break free from that Audi straight jacket fitted under that bonnet whilst hastily making a getaway to the nearest race track. Tadders a step nearer PROMOTION is within touching distance for Tadley Calleva. The Tadders are closing in on an escape from Wessex Division One following a 4-2 win at Totton & Eling and a 4-1 victory at home to Downton on Saturday and Tuesday. The top three are promoted and, as we went to press, Tadley, with two games remaining, had a six-point advantage over fourth-placed United Services Portsmouth who played last night (Wednesday). Whitchurch United lost 4-0 at AFC Stoneham on Saturday.
Sorry season ends SORRY Basingstoke RFC lost 34-10 at New Milton & District on Saturday to round off their London 3 South West campaign with a 100 per cent losing record. ‘Stoke played 22 and lost 22 of their games, picking up a measly three bonus points, to fi nish cut adrift at the foot of the table. The winless side scored the fewest points – 172 – and conceded by far the most – 1,111. Basingstoke will now be relegated to the ninth tier.
Basingstoke & Mid Hants Athletics Club made a super start to the new season letes as both the Basingstoke men and women fi nished in fi rst place in the 4x400m relays. Rebecca Bullock and Gemma Brigg dominated the middle distance runs winning their 800m races. Izzy Mannion and Rebecca Poole won both 1500m races, with Poole adding to her earlier triumph in the 400m hurdles race. In the field events, Emily Cornwall
and Hannah Haugvik continued the Basingstoke dominance by winning their respective long jump competitions with five metre jumps. Caius Joseph was the outstanding performer in the pole vault, clearing a height of 4.45m to set a new personal best and new junior men club record. Both Caius and fellow Basingstoke athlete Ryan Bonifas cleared 1.8m in the high jump, gaining two fi rsts.
Elsewhere on the field, Joe Flitcroft in the hammer, Ben Hazel in the javelin, and Nicolas Gerome in the shot putt all recorded wins in their sport. On the track, Nicolas Gerome and Josh Strudwick achieved fi rst place in their respective 400m hurdles race, with Ryan Bonifas fi nished fi rst in the 100m hurdles. Both Rob Wood and Justyn Moore won their 5000m races.

Both the senior and junior teams were in action in a busy weekend for Basingstoke athletes on Saturday. Basingstoke & Mid Hants Athletic Club played host to Aldershot Farnham & District AC, Hillingdon AC and South London Harriers in the fi rst Southern Athletics League match of the season. Warm sunny conditions were a very welcome sight for the athletes and contributed to some great individual performances for an overall win for the Basingstoke club. Basingstoke swept the board in the 400m with Amber Clare coming home fi rst for the women’s A stream race in a personal best time of 58.24 seconds. Following closely was Lydia Sommers who fi nished fi rst in the women’s B stream race. For the men, Harry Richardson achieved a personal best performance fi nishing fi rst in the A stream 400m race in a time of 50.07, with Joe Flitcroft also taking fi rst place in the B stream race. Schoolboy bats his way to regional table tennis glory A SCHOOLBOY from Basingstoke has his eye on a national competition after triumphing in the regional table tennis championships. Eduard Lakatos, a year six pupil at Kempshott Junior School, picked up a bat for the fi rst time two years ago and excelled in the Basingstoke leagues. The young competitor has represented his school at the interschool championship, and represented Basingstoke at the county interschool fi nal in February.
Eduard won fi rst place at the county competition qualifying him for the national championship this weekend, where he will represent his school, Basingstoke and Hampshire in his age group. The youngster is no stranger to pressure at prestigious table tennis competitions. Back-to-back victories edge Stoke towards top half finish By George Welch ‘FRUSTRATING’ Basingstoke Town limped past relegation-threatened Dunstable Town as two second half goals earned a 2-0 win at the Camrose on Saturday. Dan Bayliss and Callum Bunting found the back of the net for the wasteful hosts who followed the win with a 3-2 home victory against Bishop’s Stortford on Tuesday. The Dragons, aiming for a top-10 fi nish, dominated from the off against Dunstable and could have taken the lead through early Sam Smart and Jack McKnight half chances. The hosts had the better of the game with a number of corners but failed to convert their dominance into clear cut chances. The second half was a big improvement, although it was the visitors, second-bottom with a goal difference of -107, who nearly took the lead straight after the restart. Basingstoke took the lead seven minutes later though when Bayliss nodded home a George Bennett header. Dunstable goalkeeper Nathan Harness needed to be in top form to thwart Sam Deadfield, Smart and Bunting as the home side struggled to get the all-important second goal. But it eventually arrived with a minute to spare when Dunstable,
chasing an equaliser, left gaps at the back and Bunting applied the fi nish. Boss Terry Brown was pleased with the win but was frustrated with the performance against the Evo-Stik Premier strugglers. “I don’t know how it was for the spectators but it was a frustrating afternoon for the manager,” he said. “Dunstable worked their socks off and one of their defenders was magnificent and kept quiet our forward line almost single handedly. “We needed patience and we kept our shape.” Brown praised the performances of Guri Demuria and Bayliss but described his team’s fi nal passing and fi nishing as “pretty woeful”. However, Basingstoke made it back-to-back wins with a 3-2 win over Bishop’s Stortford at the Camrose on Tuesday. A Bunting header and Smart’s 20th of the season gave the hosts a commanding 2-0 half time lead. The Blues gave themselves a lifeline when Mark Hughes pulled one back. But Sam Deadfield regained the two-goal advantage for the Dragons with a low drive from distance. Marvel Ekpiteta netted a late consolation for the away side and Town held on. ‘Stoke (10th) visit Stratford Town (14th) on Saturday.
