Volunteers wait to hear if they can have library By Adam Flinn VOLUNTEERS working to save Wash Common library are awaiting a decision from West Berkshire Council on whether they can continue to use the building. The library closed on Friday after the council decided to cease funding the branch as part of £580,000 cuts to the service. A group of around 65 volunteers has formed and is working to try to reopen the library, with the intention of running it themselves at no cost to the council. While there were tears from some residents as the library shut its doors for what could be the last time, Falkland councillor Adrian Edwards is confident it could be run successfully by volunteers. He said: “We have a management group of about 12 people and we’re planning to put a business case to West Berkshire Council. “But we’re still awaiting a decision from them on whether we can have the building on lease and I’m hoping that will come in the next week or so. “We’re really waiting for an answer to several questions we put to West Berkshire and hopefully when they’re successfully answered we’ll be able to start planning ahead.”

The closure came following a review into West Berkshire’s library service last summer. In the review, carried out by Red Quadrant, Wash Common ranked poorly in terms of costs and the number of people visiting when compared to other branches in the district. However the group says it has had a good reaction from Wash Common residents to the plans to reopen the library. A spokesman for the group said: “We were disappointed that we couldn’t keep it open and it had to close fi rst, but we’re certainly doing everything possible to get it reopened. “The outstanding issues are: do we get the building for a peppercorn rent, what happens to the fi xtures and fittings in there, and the technical issue about whether we have access to the library computer system. “We’re hopeful that these things can be resolved. All we need is a little bit of help and goodwill from the council to get us started and I think we can make a decent go of it.” In response West Berkshire Council has said it is keen to help the group take over the library, but reiterated that it cannot come at any cost to the authority. TOWN and parish councils are being asked to become more involved in delivering local services in the wake of cuts to West Berkshire Council. A new website went live on Monday providing councils with information about a range of additional services it could offer, such as grass cutting or path maintenance. West Berkshire Council has been hit by millions of pounds of cuts to its Government funding in recent years and some services have been taken over by the towns and parishes. Marcus Franks, West Berkshire’s executive member for community resilience, said: “We provide a range of services in local communities, but sometimes town and parish councils want to do more. “This is an entirely voluntary scheme and will not replace the statutory services we have a duty to provide. “At a time when we are working hard to live within our means we want to help our communities do more for themselves. “We know people take pride in where they live and these new services will help those who want more done in their town or village than the district council can afford to do.�

The website, parish.westberks.gov.uk, is currently offering help with delivering grass cutting, trimming vegetation, cleaning road signs and taking

on community assets. More services are due to be added in the coming months. Burghfield parish councillor Paul Lawrence was involved in helping to shape the new website. He said: “Burghfield Parish Council recognised the changes being forced on West Berkshire Council were inevitable and that

the best way forward was to fi nd a positive way to work with the district to achieve the best outcome for all parties. “We welcomed and took the opportunity offered by the district council to start this conversation and we are pleased with the initial outcome of this portal. “We look forward to developing it further.�

A CCTV image has been released of a man police are looking for after a driver threatened a man with what appeared to be an extendable baton in Theale. There was an altercation between two motorists in the Co-op car park in High Street at around 2.40pm on March 22.

Test of strength that will give two towns much-deserved lift By Adam Flinn WHO is stronger – people in Thatcham or people in Newbury? Thatcham residents laid down the marker at a special event held in The Broadway on Saturday, designed to promote the link between physical fitness and mental health. Lifestyle coach Sara Southey, of The Southey Way, has launched the #LiftYourMind campaign, where residents are challenged to lift everyday items from small tins of beans all the way up to heavy bags of shopping. The total weights are then added up to work out whether Thatcham or Newbury is the stronger town. Sara said: “Most people don’t realise how important it is to be strong for everyday living. “Many people are put off by going to the gym and lifting weights, but we carry around everyday heavy objects all the time such as shopping bags without realising. “Staying fit and active can have a positive benefit on your mental health and staying strong is important for our day-to-day lives.”

Benefit claims delay ‘a blip’ caused by a change of workers By Adam Flinn WEST Berkshire Council is taking five days longer to process new benefit claims than it was two years ago. Figures in the council performance report show it was taking on average 23 days for payments to be processed between April and December 2016, as opposed to just under 18 in 2014/15, and 19 the following year. It is one of three areas highlighted as ‘red’ in the report. The issue was brought up for discussion at last Thursday’s executive meeting. Lee Dillon, leader of the Liberal Democrat group, said: “We have a

lot of areas within the report still not showing as green, and one that’s really concerning is providing benefits. “There is a real impact that those extra five working days can have on residents being able to access their funds and being able to pay their rent and their bills.” Changes to the way the council uses external consultancy staff have been blamed for the delays. Last February, contractors who had been employed by the council on a temporary basis to process benefit claims were dismissed. This was done as a cost-cutting measure as external agency workers are more expensive. The intention was to train in-house staff to

fi ll the gap. Council chief executive Nick Carter said at last Thursday’s meeting that this had had an impact on the recent processing time, but added that it should be back around the target within the next year. He said: “We have historically used a consultant resource, so our benefit processing has been expensive but very good. “We’ve decided to pull back from that this year and do it in-house. It’s taken a bit longer to get those staff up to speed, hence the performance has dropped back a bit. “I am told we will be back to 18 next year and staffi ng has now settled to where it needs to be, so it’s a blip for which I apologise.”

News Bites ‘Valuable’ pool saved at hospital BERKSHIRE: The hydrotherapy pool at the Royal Berkshire Hospital in Reading has been saved. The Royal Berkshire NHS Foundation Trust had been planning to close the facility to cut costs, but committed last week not to shut it. It has not been confirmed

whether this will be at the hospital site or through alternative facilities. Trust chief executive Steve McManus said: “I understand the value that users gain from this service and I am committed to ensuring that the trust facilitates the continued availability of hydrotherapy services in this area.” It comes after a campaign was launched last year to keep the service operating.

Drain warning signs to tackle pollution in river

Volunteers fix a plaque to a drain in Lambourn

SIGNS warning residents not to tip anything down drains in a bid to reduce pollution in the River Lambourn have been installed. Volunteers from campaign group Action for the River Kennet (ARK) fi xed ‘rain only’ plaques on 250 drains in and around Lambourn last Thursday. They also spent time leafleting people to spread the message that nothing but rainwater should be going into the drains. Storm drains lead directly

into the river, meaning substances other than water that are tipped down the drains could be having a harmful impact on wildlife. Anna Forbes, project officer for ARK, said: “Chemicals, oil and other substances – even tiny amounts – put down drains can kill fish and other wildlife. “It can also be dangerous for humans and domestic pets too. “The volunteers have done an amazing job here, getting the message ‘only rain down the drain’ out into the community.”

Four key issues will decide if tower grant has to be repaid By Brian Radford FOUR key pieces of information could decide whether a £421,555 grant towards financing the Greenham control tower project has to be returned. A letter containing the request for details has been sent to Greenham Parish Council by Social Investment Business (SIB), which issued the grant.

SIB recently completed a 10-week investigation after the council admitted spending the money on the project in ways that had not been agreed. An SIB spokesman said: “No penalty is being imposed at this stage, although no course of action has been ruled out.” The information requested is: VË ËwÖ ËMÁj? a Ý Ë wËÝ ?ÍË work is required for the project

to be completed, with clear, accurate costs and realistic timetables. It must also be made clear how the remainder of the project will be managed, by whom, and what experience they have in managing projects of this nature. VË ËW j?Á^ËÁj? ÄÍ Wˬ ? The project will see the control tower turned into a visitors’ centre and café. Despite suffering delays it is expected to be opened later this year.

Show success NEWBURY: Almost 300 people watched the Corn Exchange’s latest outdoor show, Vessel, last Friday. Crowds gathered in the Market Place to see the show, set on a stage created from a small wooden boat. Police link Calcot raids By Adam Flinn THREE houses in Calcot and one in Tilehurst have been targeted by burglars, with a car, laptops and handbags among the items stolen. Police are linking the four burglaries, which took place on March 27 and 29. The fi rst was between midnight and 6am in Fairway Avenue in Tilehurst on March 27.

The other three were between the same times on March 29 in Calcot, at houses in Dunoon Close, Corsham Road and Narromine Close. A blue Vauxhall Corsa was stole, along with handbags containing cash and bank cards, laptops, and a satnav. Investigating officer Det Con Andrew Philpott, of Newbury Local CID, said: “Entry was gained through letterboxes so

please ensure that all doors are locked and the key removed, even if you are not at home. “I am encouraging anyone who has any information about these incidents, or has seen anyone acting suspiciously around the Calcot or Tilehurst area, to get in touch by calling the nonemergency number 101.” In response to the burglaries, the police have issued some security measures residents

A FUN new event is set to cause a splash in Newbury this weekend. Puddle jumping is coming to the Kennet Centre on Sunday. Children can bring their parents along so they can jump in puddles to their heart’s content. Youngsters can take part in a puddle jumping race at 11.30am and 1.30pm, or have a go at welly wanging from 12.30pm or 2.30pm. And there will also be a ‘best decorated welly competition’, with judging to begin at 11.30am. Laura Adamson, events manager at Newbury BID, said: “Puddle jumping has been a joy to bring to Newbury this year. “Newbury BID is committed to organising events for the community and attracting visitors to the town and this year is no exception.” As well as puddle jumping, there will also be face painting, hook-a-duck and children’s rides on offer.

Bonanza for model train fans A COLLECTION of exquisite model trains and other transport-related items goes under the hammer at a Newbury auction later this month. More than 140 lots with estimates of between £20 and £25,000 are for sale at Dreweatts and Bloomsbury Auctions at Donnington Priory on April 26. The top item is a gold award-winning model of a LSWR Beyer Peacock 2-4-0 Joseph Beattie Standard Well Tank Locomotive, which is expected to fetch between £20,000 and £25,000. It was built by John Dean of Chichester in 2005 after four years’ work and has won a number of awards. Other lots include a live steam model of the 0-6-0T Manx Northern Railway locomotive, which could reach £20,000, and a one-and-a-half inch scale model of a Royal Chester traction engine.

Pigeons oust tits as the commonest county bird By Adam Flinn WOODPIGEONS have replaced blue tits as the most common bird seen in Berkshire’s gardens following the RSPB’s annual survey. Results from the Big Garden Birdwatch published last Thursday showed that while the number of pigeons seen had fallen from last year, they had jumped above the struggling tits. Blackbirds were second, having experienced an almost 30 per cent jump since last year, while blue tits were third. The Birdwatch ran from January 28 to 30, asking people across the country to count the different birds that visit their garden over a one-hour period. Daniel Hayhow, a conservation scientist at RSPB, said: “The sight of a robin or blackbird perched on the garden fence is often one of the fi rst experiences we have with nature. “So to have over half a million people taking part and counting a bumper eight million birds across one weekend is amazing. “Using the information from the weekend we’ll be able to create a snapshot of how our garden birds are doing.”

Sparrows and starlings were the top two birds seen nationally, with blackbirds in third. Blue tits were fourth and woodpigeons fi fth. The RSPB also reported an increased number of migrant birds, such as waxwings, redwings and fieldfares. However in Berkshire it was a tough year for tits, with the number of blue tits and great tits decreasing by 18 and 16 per cent respectively compared to 2016. But with increased sightings for 12 of the county’s top 20 birds since 2007, RSPB officer Tim Webb said it shows the importance of gardens to our feathery friends. He said: “Gardens are an increasingly valuable resource for birds. “They need food, water and shelter throughout the year and if we all provide these things in our outdoor spaces it will be a huge help to our garden birds, perhaps even playing a role in reversing some declines. “We’re increasingly seeing rural birds in gardens and urban settings. Our theory is that this behaviour change is because they are fi nding it easier to fi nd food and shelter.”

37 dog bag dispensers installed NEW dog bag dispensers for residents to clear up after their pooch have been installed across West Berkshire. A total of 37 have been set up in a project led by West Berkshire Council’s countryside team to issue free, bio-degradable bags to dog owners. They are located on recreation grounds, public access land and rights of way. There are seven in Newbury, 11 in Thatcham, five in Greenham, six in Holybrook, three in Pangbourne and five in Purley. Dominic Boeck, the council’s executive member for the environment, said: “I am very pleased that we have been able to install these new stations. “Generally, dog owners in West Berkshire are very responsible when it comes to clearing up as they go, but the addition of 37 new bag stations will make it even easier and more convenient for them and to ensure our streets and parks are kept clean.” The bags and stations have been supplied by Tikspac UK. Spokeswoman Pamela Cunningham said: “We’re delighted to provide these dog bag dispensers in key dog walking locations across the district to help everyone enjoy West Berkshire’s green spaces.”

Teams set off from the Falkland Memorial, Northcroft Park, Digby Road Park, the retail park and the car park at the corner of Waller Drive and Stoney Lane. A NEWBURY mum will tackle the 26.2 miles of the London Marathon later this month in memory of a close family friend who died from a brain tumour. It will be Catherine Cox’s seventh marathon and she is fundraising for bereavement charity Daisy’s Dream. The charity supported Cath’s friend Sarah Jones and her two young children following the death of her husband David, aged just 44, in February. “Each year I try to raise funds for a local charity that works miracles in our community and this year is no different,” said mum-of-two Cath. “To leave a young family behind is just horrifying and I wanted to do something to help.

Sport Bites Senior success GOLF: The seniors at West Berks Golf Club have continued their strong start to the season with a 7½ to ½ win over Wrag Barn. Charlotte smashes it – twice NEWBURY Athletic Club thrower Charlotte Payne started off her season in style by breaking two club records at the weekend. Competing at the Basingstoke Open meeting in her fi rst event as an under-17, Charlotte recorded a personal best of 12.15m in the shot put on Saturday. She followed that up with a

huge 41m throw in the discus, making her the clear number one in the UK for her age category this year. Charlotte continued her impressive performances on Sunday in Bournemouth, winning all three of her events. She threw 39.71m in the discus, 52.87m in the hammer, and then improved her shot put throw from Saturday to 12.17m.

THATCHAM Rugby Club were defeated in a close encounter at Wallingford. The hosts – who had beaten Thatcham 15-11 at Henwick in December – once again came out as victors with the same four point margin in an interesting Southern Counties North league clash. Wallingford dominated the opening 15 minutes and went forward regularly but it was Joe Leadley who had the fi rst chance to score with a long range penalty for the visitors that went just wide. At the midpoint of the half, Thatcham worked deep into the home 22 with Danny Shaughnessy and Jamie Evans combining well to put Liam Rowland into the gap with a good run from five metres, but the pass failed to stick.

Thatcham were resilient in defence against a surging Wallingford side but when the visitors did take control, Tim Apperley made a fi ne run through to make 30m but was hauled down 15m short. The teams went in at the break 0-0 and after the restart, Wallingford continued where they had left off. The deadlock was broken when the referee brought the game back for an infringement on seven metres. The defence failed to organise and Wallingford scrum half Ralph Smith simply ran in to score left of the posts. Wallingford’s conversion attempt came back off the upright, putting the hosts into a 5-0 lead. Despite losing captain Matt Langdon to injury and a subsequent reshuffle, Thatcham started to move the ball well.

A last pass that would have put Rowland through broke down but the game was brought back for a penalty which Leadley duly converted to get Thatcham’s fi rst points. Wallingford then scored a penalty with Thatcham hitting back to make it 8-6. With 15 minutes left on the clock, Wallingford’s Carl Tappin made a break on the 22 and put James Springer away for a well worked try and conversion, making the score 15-6. Thatcham fought back from another penalty and drove to the line with man of the match Lewis Davies getting the touch down, but the conversion was charged down. Wallingford held out for the win. Thatcham will be eager to make amends in the fi nal home game of the season next Saturday against Aylesbury at Henwick.

FOOTBALL: Newbury FC suffered a narrow defeat against unbeaten Reading YMCA on Saturday. Daniel Langford scored Newbury’s goal, but it wasn’t enough to deny Reading the victory. Newbury are fourth in the Thames Valley Premier League with 47 points and host Rotherfield United on Saturday. Meanwhile, Mortimer earned a 1-0 win away to struggling Taplow United and are sixth in the standings.

The ladies’ 1sts play their final game of the season this Saturday when they host Phoenix and Ranelagh Ladies as they aim to keep third in the Trysports Three Counties League.

Pair of draws FOOTBALL: Hungerford Town picked up their second goalless draw in a row against St Albans City on Saturday. They followed that up with a 1-1 draw away at Poole Town on Tuesday night, and sit seven points outside the play-offs in sixth place.

Blues dominate to leap into promotion places By Adam Flinn NEWBURY Blues are into the promotion spots after a thumping win over Oxford Harlequins. They thrashed the Quins 46-14 for the bonus point with a dominant display at Monks Lane. But Saturday’s win was even sweeter for the Blues as Old Pats – who had been in the top two of the South West 1 East for the majority of the season – suffered a surprise defeat away to Old Centralians. It means Newbury have a four point advantage over Old Pats with just two games remaining, both against sides in the bottom three. Saturday’s game got off to a dream start for the Blues as Jon Bastable got on the board after just four minutes, with Nick Wackwitz converting. A Wackwitz penalty soon after extended their lead before Newbury were awarded a penalty try after Josh Love was taken out without the ball.

The Quins were able to get off the mark in the run-up to half-time, but there was still time for Josh Bartlett to dodge several Oxford defenders for a try close to the posts for Newbury, giving them a 24-7 lead. Almost immediately after the restart the Blues secured the bonus point as Bartlett added his second try. Another score came moments later as Joe Piggott completed a 30-yard run to go over, although the conversion went wide. With the fi nal quarter of an hour approaching Newbury extended their lead as Jamie Futcher went over. On 70 minutes Oxford managed to pull another try back, but Newbury were still able to add their seventh as Bartlett completed his hat-trick. The chance for promotion is now in Newbury’s hands. They will need to make sure they don’t make any mistakes when they visit Reading on Saturday before hosting Reading Abbey in their season fi nale on April 22.
