Housing Crisis Summit will be of ‘no value’, say Labour

WE HAVE MOVED BEYOND TALKING ABOUT IT CALLS for a Housing Crisis Summit have been blocked amid worrying affordability statistics for homes in the city. A Lloyds Bank survey has revealed Oxford’s average house prices are now over 11 times the gross average earnings in the city. The survey, released at the end of last week, revealed the average house price in Oxford is £340,864, maintaining its place as the least affordable city in the UK. City Council leader Bob Price (pictured) says the price of housing in Oxford “reflects the excess of demand over supply of housing”. He added: “There is nothing that

the council can do to affect that market outcome other than try to identify sites for new housing and get developers to build.” In response to the survey, Green councillor Sam Hollick, Holywell ward member, proposed a motion to council on Monday for an Oxford Housing Crisis Summit. But, the motion was amended by Labour councillor Scott Seamons, board member for Housing, who asked council to support the urban expansion of the city • Continued on page 3

which services to use. Plans to work on developing a peer-to-peer support network were recommended, and better communication with families. Jan Sunman, project worker from OFSN, said: “Our purpose in writing this report was to give a voice to a very hidden group of families. “It was to show how they struggle with fragile support systems that need to radically change in order that they and their relatives can have a basic quality of life that

the rest of us take for granted. “We are calling for significant improvements in the way that young people, like Connor, are supported. “We would also like to explore the idea of families who have experienced such challenges being trained to support other families who are facing a similar situation.” Responding to the report, John Jackson, director of social and community services at Oxfordshire County Council, said: “We welcome this report by OFSN. “We are keen to work with the network, as well as Healthwatch Oxfordshire, to take forward their ideas as part of the commission-

We will continue working with commissioners and relevant parties to deliver effective services.” To see the full report, named A Local Experience of National Concern, go to healthwatchoxfordshire.co.uk.

A REPORT released today has criticised services for people with learning disabilities in Oxfordshire for ‘failures’ meeting their needs. It comes following the death last year of 18-year-old Connor Sparrowhawk, who drowned in a bath after having a seizure. He was a resident at a shortterm treatment and assessment unit in Headington run by the Southern NHS Health Trust. The report by Healthwatch Oxfordshire and the Oxford Family Support Network (OFSN) listed problems including the transition between children’s and adult services and issues with giving families enough information about

AN 18-year-old woman was sexually assaulted as she walked in St James’ Cemetery, Cowley, last Friday night. The victim was walking in the cemetery, between Beauchamp Lane and Church Hill Road, at around 11.30pm, when she was approached by two men. One of the men grabbed the woman, while the second man sexually assaulted her. The woman was treated at the John Radcliffe Hospital for a black eye and scratches to her face, and has since been discharged. Investigating officer Det Con Gurinder Sangha of Force CID

in Oxford said: “I would like to appeal to anyone who may have seen anything suspicious in the area to contact police. “I would like to reassure local residents that incidents such as these are very rare in Oxford and the Thames Valley as a whole. “Further, please be assured that the Force is conducting a thorough investigation into the offence.” There is currently no description available of the offenders. Jayden told police of threats before death Read this newspaper online at www.oxfordjournal.co.uk

• From front page Ms Ryan said: “She was saying, ‘What? If I’m pregnant you are going to push me off a bridge? You’re going to push me off a bridge?’ “If you lay a finger on me I will go to the police.â€? The pair had broken up on November 21. Jayden filed a formal complaint to police on November 27 saying she was “terrifiedâ€? because Blakeley threatened to post naked photos and videos of her on the Internet. Her statement written the week before she died told police Blakeley said: “When you and every-

body else sees them on Facebook I hope you kill yourself and jump off a bridge. Jayden added: “I’m terrified he might send them everywhere. Ms Ryan said after they split up she saw a big change in Jayden. She added: “She was really quite timid and a little bit scared and wary. “I had seen quite a dramatic change, she had definitely gained confidence. She was just starting to enjoy life to be honest. In the weeks before Ms Ryan told the court Blakeley had forbidden Jayden to use the toilets, showers, or kitchen at the hostel

until he visited her. She said Jayden told her it was painful because she had to stop herself going to the toilet for several days and meant she had to eat biscuits and crisps in her room. Richard Latham QC, prosecuting, said he had been violent and controlling to three previous partners between April 2007 and November last year. He said Blakeley started a relationship with a 16-year-old in April 2007 before she became pregnant. Mr Latham said: “Her pregnancy made him upset and he accused her of being unfaithful.

“When she was seven months pregnant he threw her down the stairs top to bottom. “He threatened to stab her in the stomach to terminate the baby, he continued. The day after the baby was born the jury heard Blakeley visited the hospital and started to wheel the cot away with the baby inside before the police were called. Mr Latham added: “He would only allow her to wear make-up when she was sporting bruises to her face which he had given her. In another relationship in 2011, the jury heard Blakeley tried to strangle his girlfriend.

Mr Latham said: “It is significant he tried to strangle her. He did this on seven or eight occasions. He used enough force to leave marks on her neck. A post-mortem into Jayden’s death revealed she died from pressure to the neck. Jayden was found in a grave at All Saints’ Church in Didcot on December 11 two weeks after she went missing. She was killed in the countryside south of Didcot. A 17-year-old who cannot be named has admitted perverting the course of justice but denies preventing a lawful burial. The trial continues.

Multi-million pound funding to help fix Oxfordshire’s roads A COUNTY council cabinet member has welcomed ÂŁ3.1m in government funding to help repair potholes in the country, but admitted they “wanted moreâ€?. David Nimmo Smith, cabinet member for environment, has said that the money will be used to repair damaged roads across Oxfordshire. It comes as central government has given out ÂŁ168m of grants to councils across England. But Mr Nimmo Smith believes the money will only allow the council to repair roads to roughly the condition they were before, with only small improvements expected. He said: “It’s an opportunity to do a bit of future-proofing as well as general maintenance and bringing roads to a slightly better standard. “But it’s going to cost a lot more than ÂŁ3.1m to bring the roads up to a standard people expect, which is motorway standard.â€?

FOUR community projects based in Oxfordshire have received grants of up to ÂŁ2,500 as part of an Oxford University funding initiative. The Osney Lock Hydro scheme, Oxfordshire Play Association, Alice’s Day 2014 and Cowley News were selected for grants in the university’s Community Fund. It has so far given money to groups including Oxford Open Doors, the Pegasus Theatre and Cowley Road Carnival, as well as the latest announcements. A total of ÂŁ2,500 was given to the development of the Osney Lock Hydro group, which is building Oxfordshire’s first community hydro scheme in the Thames at Osney Lock. Honours for Kingfisher team at national awards A JOINT team that was set up to tackle child sexual exploitation following the Operation Bullfinch case has won a prestigious national award. The Kingfisher team was chosen as the winner of the children’s services award at a ceremony hosted by local government trade magazine Municipal Journal (MJ). Around 20 people from Thames Valley Police and Oxfordshire County Council make up the

team, which is based at Cowley police station. They work closely with potential victims to investigate and detect crime, and were honoured at the MJ awards for being “an innovative and committed team”. Melinda Tilley, the county council’s cabinet member for children,

education and families, was pleased with the news. She said: “The Kingfisher team involves staff from Thames Valley Police and Oxfordshire County Council’s social care teams working closely together with social workers. “Professionals from other agencies, including health, also have an important presence. “By working side by side in this way, Oxfordshire is well placed to combat and disrupt those who

abuse and sexually exploit young people. “They are dedicated professionals with a determination to protect young people. “This award is due recognition for their efforts, and their work will continue.” The team was set up in November 2012, after investigations into the Bullfinch case had begun a year earlier. Det Insp Laura MacInnes, from Thames Valley Police, said: “We

are very pleased that the Kingfisher team has been recognised in winning this award. “The strength of this team is in the co-location and the ability to share information with partners really quickly to achieve the best results for children.” The award comes as six men were arrested in Banbury on Tuesday in relation to information about child sexual exploitation gathered by the Kingfisher Team.

End of the road OXPENS: More than a thousand cyclists are expected to descend on Oxpens Meadow next month, with three charity bike rides due to finish at the site. Riders completing a 60-mile route from London, a 77-mile ride from Birmingham and between 50 and 100-miles through the Cotswolds will finish at the same location on July 6. Live music, a Big Top and a bar will greet cyclists at the meadow as they complete their journeys.

Top honours OXFORD: University of Oxford physicist Dr Sneha Malde has been awarded one of this year’s Women in Science Fellowships. City council is ‘best achieving’ in the UK OXFORD City Council also received recognition at the MJ Awards, as it was named as the Best Achieving Council in the UK. The authority was praised for its performance improvement, as it beat off competition from the highly commended Buckingham-

shire County Council. Bob Price, leader of the city council, said: “Winning this top award is a massive tribute to everyone who works for the council, and for our many partners. “On behalf of all councillors, I would like to thank all the staff for their personal contribution to the

achievement of the high quality services that we are delivering to the people of the city,” he continued. “The award reflects our achievements over the past few years – now we must build on those firm foundations and make Oxford an even better place to live and

work.” Peter Solman, the council’s chief executive, added: “Oxford City Council has won the most important award at the local government Oscars. “Oxford is now seen as one of the best councils nationally, and I would like to thank everyone

for their hard work in achieving this.” Last Thursday’s ceremony was the 11th staging of the MJ awards, with previous winners for Best Achieving Council including Derby City Council, Sunderland City Council and London Borough of Harrow.

Run for charity OXFORD: A charity supporting research into a rare genetic disease arrived in the city last Sunday after its members completed a 100mile run. A COUPLE from Oxford who are attempting to fill a World Cup sticker album with their own drawings have become an Internet hit. Alex and Sian Pratchett, who live on the Iffley Road, started drawing players on the first day of the tournament on June 12, and aim to fill all 639 spaces by the final on July 13. The couple have been posting their progress on a blog called Panini Cheapskates and set up a Twitter account, which has attracted over 900 followers. They are now even getting picture requests from football fans all over the world. Alex said: “It is baffling that it’s got a bit out of hand over the past couple of days.” The 30-year-old said he tried to complete the 1994 World Cup sticker album when he was 10, and after his friends had bought one for this year, he couldn’t resist. He added: “I came home one day with the album and I said to Sian ‘how about as a project me and you try and draw them and that way we can do it for free’. “It’s moving quickly, it’s strange but it’s fun. “I’ve sat in front of every single game, but I’ve barely even seen a kick because I’m looking at a bit of paper on my lap.” The couple have drawn 130 of the stickers so far and although

Alex admits most of them are “terrible”, he said he was proud of his drawing of Uruguay striker Luis Suarez. He continued: “Some of the early ones are pretty terrible but

it seems that the worse the drawing, the better the reaction. “People seem to prefer the ones that are outright awful, but if we don’t get better, then there must be something wrong with us. “I’m quite proud of the Luis Suarez I did. It’s more recognisable than the other ones we’ve done. “Sian is a bit better than me so I need her to do the England team

because I have done a few of those and they are all terrible. “There is a picture of Steven Gerrard and Frank Lampard together and they look ridiculous, so I need her to salvage that page of the annual.” You can track Alex and Sian’s progress on paninicheapskates. wordpress.com or follow them on Twitter via @CheapPanini.

Robber targets city taxi driver POLICE are appealing for witnesses after a taxi driver was robbed while he was parked in The Slade, Oxford, last Wednesday. The victim sustained scratches to his face and hands in the incident. The first suspect is white, in his early 20s, 5ft 8ins tall and of a skinny build with short blond hair and a tattoo on his neck. Dawn’s 30 Million Minutes ACTRESS and comedian Dawn French discusses her life and career By Adam Flinn in her first ever solo tour, coming to adam@taylornewspapers.co.uk Oxford’s New Theatre next Thursday. Dawn is well known for her perform- in The Vicar of Dibley, in what has been ances as one half of French and Saun- an extensive and varied career. And she describes her tour ’30 Milders and for playing Geraldine Granger

lion Minutes’ as a monologue of her life, rather than a stand-up show or a play. “It’s a slide show to an extent, but not just a slide show,” said Dawn. “It’s not like your awful, most feared auntie who’s just come back from Egypt where you have to sit and watch everything.

“It’s quite autobiographical, so I show you the people that have made me, so to speak. “There’s quite a lot about my mum and dad.” The show is called ’30 Million Minutes’ because that is roughly how long Dawn has lived for. It begins with Dawn talking about life growing up in Cornwall, her father’s suicide when she was 18, before starting stage school and meeting doubleact partner Jennifer Saunders. Dawn has worked with director Michael Grandage to create the show, who she has been wanting to work with for many years. “I could have asked Fatty Saunders, but I thought, ‘I’m actually going to ask a proper grown-up theatre person,” Dawn added. “But I’ve always wanted to do this and I think I’ve dodged it a bit, because I’m aware that it’s a risk. “I keep saying to Michael, ‘I need to take this out’, and he says ‘absolutely not, do not push it away from you. Own it and be confident about that’, so that’s what I’ve done.” Dawn’s show starts at 7.30pm. For booking details, go to newtheatreoxford.org.uk. • Dawn’s first ever tour comes to Oxford next Thursday

ANGELINA Ballerina pirouettes onto the Oxford New Theatre stage next week, with a brand new stage show written and performed especially for children. “The response has been brilliant,” said Miranda Larson, writer and director of the show. adam@taylornewspapers.co.uk “Most importantly for me is what the children think of it, and I’m But they struggle to decide what to always amazed that children manage perform as everyone has a mix of ideas to dance in the aisles while following for the show, and it’s up to Angelina to the story. make sure that everything goes ahead “I think we’re all really proud of what smoothly. it’s achieved so far, and hopefully we

will achieve a bit more yet.” The stage show is based off the latest Angelina Ballerina television series, although it still draws inspiration from the books as well. Angelina has proven popular since she was fi rst created by author Katharine Holabird in the 1980s, with the latest series of the television show featuring 40 episodes. Speaking about the show’s popularity, Miranda added: “The age of the characters on screen is seven-yearsold, so for that younger audience, it’s aspirational but at the same time going through things the children go through. “But in the backdrop of that, it’s also about expressing yourself, hard work, and having a go. “This show’s not just ballet either, we’ve got a lot of contemporary styles as well, including jazz, tap and hip hop as well as the ballet. “We always invite the audience to get up and dance along with the cast, and just have fun really.” The fi rst show is at 4.30pm on Monday, with three further performances on Tuesday. Soul EV joins a host of models to win top environmental certificate

New Kia impresses at awards

THE all-new Kia Soul EV has proved to be a big hit, as the latest member of the Kia family has achieved a wholelife environmental certificate. The TÜV (Technischer Überwachungs-Verein or the Technical Inspection Association) were impressed with the safety features of the car, which is to prevent humans and the environment from potential hazards. The Soul EV now joins a list of Kia models to have the certificate, bringing the number of models to 11, since its fi rst LCA award back in 2008 to the Cee’d. The latest Kia model, achieved the award due to its environmental friendly use of materials, tailpipe emissions and recycling. When comparing the make to it’s diesel counterpart (which is currently on sale in some European countries), the all-new electric car scored impressively on its ‘Global Warming Potential’, emitting 39.7 per cent fewer greenhouse gases, such as carbon dioxide and methane, over the whole life of the vehicle. The Korean manufacturers have been known to produce many cars

that will benefit the environment, with every single Kia product since 2006 being made to suit the LCA (Life Cycle Assessment) standards. Hence, why 11 of their models have won this award in the last six years. This more environmentally friendly development process covers five major steps: • Detailed physical analysis of the product during the development process to verify recyclability • Streamlining of the manufacturing process through improvements in use of materials and simplification of parts design • Use of eco-friendly materials • Utilisation of 3D drawings at the design stage to verify recyclability • Application of a check-sheet to evaluate the vehicle’s environmental credentials throughout its lifecycle The Soul EV, which has already been released in its native Korea, will be released in the UK later on this year. This car will also make American history, as it will be the fi rst ever car allelectric vehicle by Kia to be used in the United States when it is released • The new Kia Soul EV has been awarded a whole-life environmental certificate in August.

LONDON Welsh’s week in Singapore ended with a sixthplace finish at the inaugural World Club 10s, with two wins and four defeats. Welsh were the sole English representatives in the eight-team competition, which also included French squad Biarritz Olympique and eventual tournament winners The Blues from New Zealand. Day one of the competition on Saturday got off to the worst possible start for Welsh, as they were thrashed 26-0 by Samoa Water President 10. They recovered well to beat Biarritz 26-5 in their second match, before a 27-7 loss to The Blues meant The Exiles finished third in Pool A. This set up a quarter final clash with South Pacific side The Dragons on Sunday, but Welsh were comprehensively beaten 43-12. Losing quarter-finalists then faced each other for the Plate, with Welsh winning their semi-final fixture against Italy’s Petrarca Rugby, for a rematch with Samoa Water President in the final. But despite a better showing it

FORMER Oxford City striker Felipe Barcelos has rejoined the club, after a spell at Italian Serie D side ASD Santhià Calcio. Barcelos made 125 appearances and scored 42 goals for City over five years, before leaving the Conference North for Italy 12 months ago. City have also announced their first four friendlies, as they face Oxford United at home on July 15, before trips to Wantage Town, Didcot Town and Chippenham Town on July 19, 22 and 26 respectively.

Burnell brings in Premiership experience to squad FORMER England under-20 hooker Koree Britton and experienced centre Tim Molenaar have been named as the latest signings to join London Welsh. Britton was a member of the side which won the 2011 Six Nations Grand Slam and the 2012 Six Nations title at under-20 level, also featuring in the Junior World Cups of the same years. The 22-year-old ended last season with Northampton Saints, where he made one Premiership appearance as a replacement in their 74-13 win over London Wasps. And Molenaar, 33, joins Welsh from Harlequins, making 19 appearances for the side last season. He was part of the Gloucester squad that lifted the LV= Cup in 2011 and reached the Premiership play-offs in 2010/11. Exiles’ head coach Justin Burnell said: “Koree will add some serious competition to an already talented group of hookers. “He brings Premiership experience and has the size and physicality we are looking for in building our squad of forwards,” he continued. “Tim is another player with a lot of Premiership experience that we had targeted. “He will provide a physicality that will complement our other centres and give us various combinations in the midfield.”

Sport Bites Barcelos back for second spell

MOTOGP rider Bradley Smith will be hoping for better luck at round eight of the championship at Assen on Saturday, after only finishing 10th at the Spanish circuit of Catalunya last time out. Smith heads to the Netherlands on the back of a promising test in Spain following the last race, where he was second behind championship leader Marc Marquez. “Hopefully Assen will be the springboard to get my season back on track,” said Smith. The Oxford-born rider is currently 10th in the championship standings with 40 points, 135 behind the unbeaten Honda of Marquez.

BRONZE FOR KATIE IN WOMEN’S EIGHT

GB crew fend off Chinese team to take third at World Rowing Cup OXFORD rower Katie Greves secured a bronze at the World Rowing Cup II in France last weekend, as the GB team finished top of the medal table. Greves was part of the women’s eight that took silver in Belgrade at the European Rowing Championships earlier this year. She kept her seat for the weekend at Aiguebelette, alongside Rosamund Bradbury, Zoe Lee, Donna Etiebet, Jess Eddie, Caragh McMurty and cox Zoe de Toledo. They got off to a strong start and battled with China throughout the race for third position, eventually beating them by just over a tenth of a second. “We were very pleased to get a good start but perhaps our rhythm wasn’t as good as in Belgrade,” said Greves. “It’s a bit frustrating as we know that we can do better than that in the middle of the race.” Fellow Oxford rower Frances Houghton had a tougher time at the competition, as she and double sculls partner Vicky Thornley

could only finish fifth. At the halfway stage they had been sitting fourth and challenging for the bronze medal position, before dropping back as the final sprint moved away. And another city rower, Olivia Carnegie-Brown, also came home fifth with partner Monica Relph in their B final of the pairs, finishing 16 seconds behind winners New Zealand. GB Rowing Team performance director Sir David Tanner said: “Our rowers have really stepped up for the finals day as they did at the European Championships. “There were some really impressive medals showing how savvy our team is when it comes to top level racing. “We’ve had some stand-out performances from our top rowers and some real steps from some of our new talent. Overall it’s been a great weekend.” • Katie Greves (top row, third from left) celebrates with the women’s eight squad (Picture by Peter Spurrier)

First day’s training for scholars EIGHT Oxford United scholars reported for their first day of training earlier this week, as they hope to break into the professional ranks. Centre-back Cian McCormack, midfielders Seth Humphries and Kieran Andrews, and forwards George Jeacock and Luke Hastings have made the step up from last season’s under-16s. And defender Drew Ricketts joins from Walsall, while rightback Miles Welch-Hayes and mid-

fielder Lewis Hayden were given the opportunity after impressing in the under-17 Academy side. They join second year scholars Eddie Cavanagh, Freddie Grant, Robbie Cundy, AJ George and Muctaru Conte in the squad for this season. “It’s an exciting day for all of them,” said youth team coach Chris Allen. “They are within touching distance of being professional footballers but now they have to

work harder than ever before to impress us. “It’s about ability and desire but also attitude, intelligence and having that bit of self-belief to push on. “Every single one of them now has a wonderful opportunity to make their dreams come true and become professional footballers.” • The latest intake of scholars at Oxford United
