goodwill toward all mankind is hard to escape. The Southeast Bay Area was especially generous but a noteworthy example could be seen on the afternoon of Thursday, December 16 at Washington West, part of the Washington Hospital Heathcare Services complex, in Fremont. A low roar of approaching motorcycles announced the arrival of a group representing the Motorcycle Technology Department at WyoTech (Fremont)

mericans are known for many attributes, good and bad, but generosity is an outstanding example of a positive collective behavior that shines brightly throughout the world and within US borders. The 2010 Christmas season was no exception to this standard except possibly in the overwhelm-

ing number and variety of gifts and organizations that participated. This year turned out to be a massive effort to assure that few, if any, children would be left off Santa’s “nice” list. Acts of charity and concern for others are prevalent throughout the year, but become especially conspicuous during the holidays; a feeling of

who dropped by to deliver over 100 toys and coloring books for

pediatric patients in the hospital over the holidays.

Harlot’s Sauce: A Memoir of Food, Family, Love, Loss, and Greece A BOOK REVIEW BY ROBERT A. GARFINKLE

BY SIMON WONG

I

s this really a memoir or a novel? I asked myself that question several times as I read this fascinating tale. It reads like a novel told in the first person, not the usual bland “who cares” memoir of a noncelebrity. This book is about a multicultural relationship - between an Italian family and a Greek husband’s world. Although their life together never really gets off to a good start, Patricia is willing to follow Gregori to live in Greece. Not fully accepted in Greece, even after becoming a successful businesswoman, she struggles to learn how to be Greek in order to please her husband’s family. Conflicts abound, but along the way we learn a lot about Greek culture, lifestyles, and the Greek Orthodox religion. I thoroughly enjoyed this aspect of the book and Ms. Davis gave me many reasons to feel empathy for her and her tangled situation. In any novel or memoir, the author can only be successful if the reader feels empathy for the main character. In this case, the author has succeeded. You just never know the strange things that can happen while reading a book. In this case, the harlot’s sauce that Ms. Davis uses in her book comes from a cheap food that Neapolitan prostitutes created. As luck would have it, this past August I was reading the final pages of the book while on a cruise ship docked at the port

Winter charity event

of Naples, Italy. On the page following the end of this memoir, Ms. Davis has included the recipe for harlot’s sauce and tells that it came from Naples. I grabbed my camera and asked a fellow passenger to take my picture on the aft deck holding the book with the city of Naples in the background. If I had come to the end of the book a day later, I would have missed this rare opportunity. I thoroughly enjoyed reading Ms. Davis’s book. I found the book to be a quick read, because once I was into the mixed-cultural world Ms. Davis created, I could not put the book down. I know that is an old cliché, but it fits this time. I think that you will also enjoy the book. The Purple Lotus Buddhist School on Ninth Street, Union City, was the venue on Sunday, December 19, 2010 for the Purple Lotus Temple’s annual Tri-City Winter Charity Event. The economic downturn has hit families hard with resultant year-on-year increases since 2007 in the number served by the Purple Lotus Buddhist School in partnership with Centro de Servicios. Last year saw a 30-40 percent rise to 174 families (1,148 people). A large turnout was expected and in spite of heavy rain, a total of 281 needy families, large and small, received food, clothing and toys. The school’s students, alumni and parents, volunteers from Centro de Servicios, Union City’s James Logan High School and Fremont’s American High School delivered Christmas cheer, with Master Lianzi representing the Purple Lotus Buddhist Temple, St. Bruno. Jaime and Carmen Jaramillo lent their support, as always. Visitors collected potatoes, canned food (soups, vegetables, fruit, meat, drinks and broth), rice, pasta, beans, candies, biscuits and cookies. Indoors, booths offered new and used clothing (sorted by age and gender), toys, books, bric-abrac, CDs and DVDs. Children and parents posed for continued on page 274

myself included, who put their heads together to find a way in which we could give back to the community. Delivery of gifts to kids who are forced to spend the holidays in the hospital is our way to put a smile on their faces,” added Blevins. Recognizing that students are often struggling economically during their training, funding for the gifts is supported primarily by WyoTech staff and the school. Blevins says that offering hope and compassion to those in difficult situations is, in many ways, similar to his career as an instructor and mentor at WyoTech. The school offers education to people from a variety of backgrounds and hope for their future. “We give direction, teach a trade and allow our students the opportunity to earn a respectable living. I can pass on my decades of experience in the automotive industry and help students find a place in an increasingly technologically advanced industry. I am able to help change lives.” Waiting in front of the medical facility entrance, Nursing Director of Patient Care Services, Katie Choy and Chief of Quality and Resource Management, Stephanie Williams welcomed the motorcyclists. “We are truly grateful to Wyotech for choosing to stop by and provide us with this very generous donation”, said Choy. “It is always nice to be able to provide a little something special to a child or family during the holidays.” This was the second annual delivery of toys by WyoTech. “We hope to do it even bigger next year,” says Blevins. Runes of Iona A BOOK REVIEW BY ROBERT A. GARFINKLE

The second of four fascinating novels of a series entitled “The Blessings of Gaia” by San Francisco Bay Area author Robert Balmanno, this science fiction novel is set in locales around the world a few decades from now. Devastated by a combination of a global war, which lasts 11 years resulting in over a billion fatalities and massive environmental damage caused by global warming, the ozone layer is depleted. People are dying of sun poisoning except the privileged few that live in parts of major cities protected by domes. This book picks up where Mr. Balmanno’s first book, September Snow, left off. Runes of Iona covers the life and struggles of September Snow’s young orphaned daugh-

ter, Iona, as she wages a revolution against a ruthless world dictatorship of the GaiaDomes. As a child, Iona it taught by an aged hermit, Tom

Kovak, how to survive in the desert. She then must cross a dead zone wasteland south of the former United States to a secret location in former Mex-

ico that her parents have set aside for her. Iona’s life is in constant danger of discovery by the GaiaDome rulers. They intend to kill her and thereby wipe out the last remnants of September Snow. Iona lives alone in caves for a number of years until she meets a young former slave, Kull, The two become a team, raise an army of orphans, teach them how to fight the Gaia rulers, survive battles, and work to restore the ravaged planet. I thoroughly enjoyed reading Mr. Balmanno’s second book of the Blessings of Gaia series and look forward to reading the next installment. I highly recommend this book to anyone interested in the future of our planet. You will not be disappointed. AP WIRE SERVICE NEW YORK (AP), Dec 07 - A Greek Orthodox church that was destroyed in the Sept. 11, 2001 terrorist attacks is taking legal action against the agency that owns the World Trade Center site, saying it has reneged on a promise to rebuild the church. The Wall Street Journal reports that St. Nicholas Greek Orthodox Church filed a notice of claim against the Port Authority of New York and New Jersey on Monday. The papers seeks to compel the agency to live up to what it says is a ``binding preliminary agreement’’ from 2008. The two sides spent years negotiating a deal that would let the church rebuild on land south of its original site in exchange for financial help. Negotiations broke down in March. The agency says it hasn’t seen the papers and declined to comment.

BY SUPERVISOR DAVE CORTESE When I was a boy, living on my family’s farm, a fire started on the bank of Thompson Creek. The fire spread very quickly, setting fire to my home. My family counted on the fire department to arrive quickly to save our home and our lives. Many years later, my youngest son was crawling through the house and found some coins under a couch. Like a typical toddler, he put the coins in his mouth. Before I knew it, he was choking. We called 9-1-1 and waited on pins and needles for the paramedics to arrive to save him. Even now it gives me chills to think about what could have happened. I have been very lucky and fully understand the importance of having a great emergency response team, firefighters and paramedics. These thoughts have been swimming through my mind over the past few months, as Santa Clara County has been

choosing a new emergency medical service provider to serve you for the next five years. I am happy to announce that the Board of Supervisors has selected Rural Metro, the second largest emergency service provider in the nation. They provide excellent service, including in San Diego, a community similar in many respects to our own. Now that the contract has been signed, I would like to share with you some of the great things you can expect from Rural Metro, and clarify some of the issues that you might have heard about the selection process. The selection process began two years ago with a series of “best practices” meetings where ambulance providers from around the nation told us about their best programs and services. County staff also met with the cities and firefighters, to talk about what they need in an emergency service provider. This information was used to write a formal Request for Proposals, an invita-

tion to potential providers to submit proposals. Rural Metro and American Medical Response (AMR), the county’s current emergency medical service provider, submitted proposals for consideration. Based on the proposals, Rural Metro received the highest score from the selection committee. There was a big difference in the fees proposed by these two providers. Anyone from the Milpitas hills who gets transported during an emergency to Valley Medical Center, for example, would pay from $760 to $1160 more under AMR’s proposal than under Rural Metro’s proposal. Many insurance companies only cover a portion of the transportation costs and the patient has to pay the rest. With Rural Metro’s new proposal, there will only be a slight increase in rates when compared to today’s rate. I realize that cost is not the only factor when making a lifeor-death decision. In an emergency, you need an experienced paramedic to arrive in an advanced ambulance with the latest medical equipment. I carefully examined Rural Metro and its history. They have very high standards in their quality

of care and their proposed business model is very much in line with the county’s needs. I am pleased to tell you that the county was able to secure a strong contract with tight control over emergency medical service operations. Rural Metro will also be helping to promote the community’s health and wellness through their education and outreach efforts. They will be visiting schools to teach kids and teens about emergency medical services, calling 9-1-1, and to talk with teens about drunken driving. You will likely see Rural Metro in parades and out at community events. And they will be using the latest in social media to communicate with you. Rural Metro also committed to giving special consideration to hiring AMR employees. Not just paramedics and technicians, but support staff, too. This is important because these front line workers know our county and what our residents need. Before approving the contract, I was told that Rural Metro would work hard to adapt their workforce to meet our culturally diverse community by reaching into the vari-

ous ethnic communities in search of new employees. There will also be fewer 24-hour shifts than we have through our current ambulance company. I know that one day my family may be in a life-threatening situation, requiring emergency medical assistance again. Like you, I want to know that my loved ones will be cared for with quality and compassion. I firmly believe that Rural Metro will provide excellent service to us all, if we ever need to call them. If you have any questions about emergency medical service in our county, please contact me at (408) 299-5030 or dave.cortese@bos.sccgov.org.

Obama’s economist pick seen as sign of new agenda BY JULIE PACE ASSOCIATED PRESS HONOLULU (AP), Dec 28 - Change is soon coming to the White House economic team, with President Barack Obama set to announce a new top adviser who will have broad influence over the administration’s efforts to jumpstart the struggling economy. Obama is expected to announce a replacement for departing National Economic Council director Lawrence Summers early in the new year, soon after he returns to Washington from his Hawaiian vacation. The president’s choice is being closely watched for signs of where he wants to take his economic agenda in the second half of his term, and how he looks to bring down the almost double-digit unemployment rate. Will he tap the business world with a figure such as Roger Altman, an investment banker and Clinton administration alumnus who might carry too much baggage from his association with Wall Street? Will he turn to academia instead, calling on a scholar such Yale President Richard Levin? Or

will he go with deeply experienced insiders such as deficit hawk Gene Sperling at the Treasury Department or Jason Furman, the council’s deputy director? With the unemployment rate at 9.8 percent, the private sector struggling to maintain steady growth and the public ranking the economy as the top concern, Obama’s handling of the issue over the coming months is certain to play a central role in his expected reelection bid. The selection process for the council post has dragged on for months. Summers announced his resignation in September, and many in the administration knew well before then that he planned to return to Harvard University after serving two years at the White House. Obama spokesman Robert Gibbs said he expects Obama to make an announcement in early January, and blamed any delay on the frenzied legislative session that consumed the White House through the end of the year. “The president wants to take some time to make a good decision because...we have had a lot on our plates the last couple

weeks,” Gibb said Sunday. The administration’s thinking on how to fill the job has evolved since Summers announced his resignation. The initial view - both inside and outside the White House - was that Obama should name a business leader to the post, in an attempt to give the private sector a greater voice in the administration and ease the perception that the president is anti-business. But the administration now believes the relationship between Obama and the business community has started to thaw. For example, both sides praised each other following Obama’s meeting with CEOs earlier this month. The White House has grown more willing to find another prominent job for a private sector appointee while leaving the council post to an economic heavyweight who can coordinate the advice Obama is receiving from throughout the administration. “To get a business person in there, it seems like an odd place,” said Dean Baker, co-director of the Center for Economic and Policy Research in Washington. “And if he does

need someone from business, I don’t think he would want someone from Wall Street.’’ It’s that Wall Street connection that’s been a knock against one of the leading candidates for the job, Altman, founder of Evercore Partners. Altman does have government experience, though, having served as deputy treasury secretary under President Bill Clinton. Sperling, another top contender, has also dabbled in Wall Street, advising Goldman Sachs and other financial firms, although he’s most well-known for his work in the Clinton and Obama administrations, including his current post as counselor to Treasury Secretary Timothy Geithner. Sperling helped craft the 1993 Deficit Reduction Act, and his appointment could show Obama is serious about his pledge to address the mounting debt and deficit next year. Levin, who as president of Yale shares Summers’ academic pedigree, is likely to favor stepped up Wall Street regulation. Furman is also said to be in the running for a promotion from the deputy’s job. Both Sperling and Furman

would bring an insider’s knowledge of the Obama White House and the president’s economic policies to the job, attributes that may not necessarily be to their benefit. Critics have accused Obama’s economic advisers of not fully grasping the depths of the crisis, and the team’s prediction that the president’s massive stimulus bill would keep unemployment below 8 percent has caused headaches within the administration. Selecting an outsider to fill the top economic job would help Obama counter the notion that he’s too insular and unwilling to accept advice from outside the administration. He filled two other high-profile vacancies on his economic team this year from within the administration, replacing Budget Director Peter Orszag with State Department official Jacob Lew, and Council of Economic Advisers chair Christina Romer with Austan Goolsbee, who was serving as a member of the council. “They should be looking to take things in a new direction,” Baker said. “I don’t think more continued on page 7

fications of the candidates he’s considering, the president is

also believed to be looking for a council director who can serve as both a good manager and a team player. For all of Sum-

proval for the five-year grant through the Department of Health and Human Services, Administration for Children and Families for the California Partnership to Reduce Long-Term Foster Care. Fourteen California Counties were selected as grant recipients with no matching funds requirements. Santa Clara County was approved to receive $2.77M over the five-year grant period, from September 2010 through September 29, 2015. Over the past decade, California has reduced its foster-care population by approximately 40 percent, thanks to ongoing efforts to find permanent families for children and prevent the need for children to enter care. Between January 2000 and January 2010, Santa Clara County’s foster-care population decreased 53 percent, from

2,658 to 1,260. However, although African-American children represent just two percent of Santa Clara County’s child population, approximately 13 percent of youth in the County’s long-term foster care are African-American. As of April 2010, 621 children have been in foster care in Santa Clara County for 24 months or longer, with 39 percent having been in care for at least 60 months. “Although this particular State grant targets African-American and Native American Youth in the State, we have a significant opportunity to apply solutions to all youth in our care,” said Will Lightbourne, Director of Santa Clara County Social Services Agency. “We shall also integrate our findings and best practices into the local Children of Color Plan activities and expand them to Latino and Asian youth and families.”

T

he New Year is a great time to make some changes around your house. I’m not talking about buying new things—I know our wallets need a rest after so much holiday shopping! Instead I am talking about rearranging your existing furnishings. This is called Redesign, and after redesigning rooms for hundreds of clients over the years, I can tell you how effective and transformative it can be. Rearranging furniture, artwork and accessories can make a huge difference to the functionality, comfort level and aesthetics of your home. So put away the holiday decorations and let’s get started. • First, remove all accessories, small furniture pieces and artwork from your room so you can start with a clean slate. Use the dining room table or kitchen counter as a “staging area.” Removing everything from the

WHAT’S HAPPENING’S TRI-CITY VOICE

room allows you to look objectively at the space and make changes more confidently. • Start with the furniture arrangement. Is there a focal point in your room? In most rooms, it is the TV or fireplace. If there is no focal point, create one with a piece of furniture or a large piece of artwork. Arrange the sofa so it directly relates to the focal point, either across from, perpendicular to, or angled on one side of it. After the sofa is placed, arrange the additional chairs or loveseat to facilitate conversation and create a cozy grouping. Don’t be afraid to try something new with the furniture arrangement. For example: if you’ve always had the sofa on a particular wall in your living room, try placing it on a different wall, or angling it in the room. Or trade the chair in your living room for the one in your bedroom—maybe the size and color is just right.

• Next, look at the accent tables. For a new look, trade tables with those from another room. Maybe the dark wood coffee table from your family room will work better in your living room. Or try using an ottoman or a bench instead of a coffee table. Try trading lamps too—perhaps the lamps in your bedroom can come out to the living room. • After the furniture is placed, then hang the artwork. Shop your home for artwork you can trade. Using art from other rooms can establish a new color scheme and change the look dramatically. Artwork always has to be hung in relationship to the furnishings, so be careful not to hang it too high, and don’t float a small piece of art on a large wall. • The final step is to place the accessories. Take cues from the artwork when selecting the accessories. For example, repeat

colors from the art by using bowls, boxes, vases, or throw pillows. Shop your home for items you can trade. Place accessories in groupings, rather than spread throughout the room, creating small vignettes on table tops, the mantel and bookshelves. Incorporate family photos and collectibles into these vignettes. And remember—less is more when it comes to accessories. Too many can make your room look cluttered. • Texture makes a room much more interesting. Add texture by introducing materials like leather, wrought iron, wicker, carved or distressed wood, and metals. • Add greenery to your room, either with cuttings from your yard or with silk plants. Greenery should be considered a very important accessory.

When you are done, sit down, relax and enjoy the New Year and your new room.

HAAL hoops update BY KEVIN YIN The week of Monday, Dec. 20 to Sunday, Dec. 26 was a light one by Hayward Area Athletic League basketball standards, with some Hayward schools experiencing a lightened load around the Christmas holiday. The predominant trend within the league was to utilize the winter break to get a couple of final nonconference tune-ups before conference play fully takes over in January. Castro Valley’s boys team restored some verve to their superb season last week. After losing a close one on Dec. 18 to Oakland—Castro Valley’s first loss of the season—the Trojans beat McClymonds on Dec. 22, 53-39. It wasn’t the easiest win imaginable; led by senior guard Roderick Bobbitt’s 16 points, Castro Valley needed a big fourth quar-

ter surge to put away an overmatched McClymonds team. They followed up the next night with another win, 72-62 over Logan. Senior forward Juan Anderson led Castro Valley against Logan with 24 points. Castro Valley, now standing at 9-1 on the season, is idle until Jan. 5 when they host HAAL compatriot Tennyson. Moreau Catholic’s boys put together an excellent week of play, with three decisive wins over nonconference foes. On Dec. 20, Moreau traveled to face Benicia and overwhelmed their hosts, 7958. Moreau was powered by a pair of terrific scoring performances by senior guards Kacey Holt and Andy Mitchell. Holt poured in 28 points—including six 3’s—while Mitchell added 22 points. Then, on Dec. 22, Moreau bested Alhambra, 71-59. Holt was again prolific, with

20 points; he was matched by 20 points from junior forward Terry Booker. The next night, Dec. 23, Moreau dominated John F. Kennedy, 73-42. Mitchell stepped up with a team high 23 points in the Mariners lopsided win. Meanwhile, Moreau’s girls continued the strong play they have exhibited over the past couple of weeks, beating Logan in overtime, 55-48, thanks to a superb performance by senior forward Megan Scully who threw in 23 points. The Mariners are now 6-3, and have won five of their last six games. They are idle until Jan. 5 when they play on the road at Bishop O’Dowd. Although Bishop O’Dowd’s boys team only had one game last week, they made the most of it, destroying a solid Berkeley team 67-35. Junior guard Brandon Ashley led the Dragons with

14 points, including going 10 of 11 at the free throw line, while junior forward Richard Longrus posted a double-double, with 11 points and 12 rebounds. Bishop O’Dowd is now 5-1 on the season, with their sole loss coming at the hands of Archbishop Mitty, one of the best teams in the Bay Area. After beating Washington, 52-49, on Dec. 20, Hayward’s girls team suffered a setback in a 49-35 loss the next night at Dublin. Junior forward Erin Muhammad led Hayward against Washington with 14 points and seven rebounds, while senior guard Briyana Clark paced the Farmers vs. Dublin with 15 points. Hayward currently stands at 7-3; their next game is Jan. 5 in a conference match with ailing San Lorenzo. vvv

County adopts water-efficient landscaping regulations SUBMITTED BY GWENDOLYN MITCHELL AND LINGXIA MENG The Santa Clara County Board of Supervisors has adopted a Water Conservation in Landscaping Ordinance which will implement Assembly Bill (AB) 1881, The California Water Conservation in Landscaping Act. This ordinance which applies to the unincorporated areas of the county, promotes the use of region-appropriate plants that require minimal supplemental irrigation and establishes standards for irrigation efficiency. “The ordinance represents the successful collaboration between the County and local stakeholders,” said Supervisor Mike Wasserman, Chair of the Board’s Housing, Land Use, Environment and Transportation Committee. “Water conservation is an important ele-

ment in the County’s overall sustainability efforts and this ordinance helps to engage residents in the stewardship of this importance resource.” AB 1881 (2006) mandates water conservation in new landscaping projects, in particular, single-family projects. Senate Bill 7 (2009 Water Conservation Act) requires water providers to increase wateruse efficiency in specific ways, including a per-capita reduction of urban water use by 20 percent over the coming decade. Since August 2009, the County’s Office of Planning and Development has worked with local planning and conservation representatives and water providers to develop two regionally adapted versions to the State’s Model Water Efficient Landscape Ordinance. This collaboration provides for consistent ordinances adapted to local condi-

tions and water supply challenges. The ordinance applies to new and rebuilt single-family and two-family projects. Any major work for commercial, industrial, institutional, office or multifamily projects also will be subject to the Ordinance. For landscape areas greater than 5,000 sq. ft., permit applicants must submit a landscape and irrigation design plan prepared by a State-licensed landscape architect or contractor. For projects less than 5,000 sq. ft., applicants only need to submit a Landscape Water-Efficiency Checklist which includes the following requirements: at least 50 percent of the plants and trees shall be native or low-water use; total turf area shall not exceed 25 percent of the landscape area, or 1,250 sq. ft.; all portions of turf areas shall be wider than eight ft.; plants with

similar water needs shall be grouped within hydro-zones with irrigation for each hydro-zone controlled by a separate valve; low-volume irrigation shall be utilized in non-turf areas; overhead irrigation shall only occur between 8 p.m. and 10 a.m.; a minimum 8 inches of noncompacted topsoil; use of compost or fertilizer according to soil conditions; and a minimum two-inch layer of mulch shall be applied on exposed soil surfaces. According to the Association of California Water Agencies, more than 50 percent of residential water use occurs outdoors. It also estimates residents overirrigate outdoor plants and lawns by as much as 60 percent. The second reading of the Ordinance is scheduled for January 11, 2011. Should it pass, the ordinance will become effective in February 2011.

Insurance giant AIG gets $3B in facilities AP WIRE SERVICE NEW YORK (AP), Dec 27 - Insurance giant AIG is taking yet another step on its road to recovery, obtaining $3 billion in credit facilities. The news sent AIG shares soaring 9 percent Monday. The New-York based company said it will be able to tap the facilities once it finishes paying back its bailouts. American International Group Inc. received the biggest government rescue of any financial company during the recent crisis. Its lifelines from the Federal Reserve and Treasury were worth $182 billion. The $3 billion in credit facilities will be split evenly between a 364-day agreement and a three-

year agreement. AIG also said that Chartis has entered a oneyear, $1.3 billion letter of credit facility. There are 36 banks participating in the facilities. The agreement builds momentum for AIG, which earlier this month raised $2 billion selling senior unsecured notes and established a $500 million contingent liquidity facility. AIG in September announced a recapitalization plan under which it would be able to repay the American taxpayer for the bailouts. The deal gave Treasury a 92.1 percent stake in AIG before it could begin selling its shares. But AIG needed to prove its strength by displaying its ability to raise money from private

investors. “This success is another important vote of confidence by the market in AIG,” CEO Robert Benmosche said in a statement Monday. “As we approach year’s end, we believe we are close enough to completing our recapitalization plan that we can see the finish line,” he added. AIG became a symbol for excess risk on Wall Street during the crisis that peaked in late 2008. The company sold insurance-like protection against losses on mortgage bonds and other risky investments. When the value of those investments dropped, AIG could not afford to cover the losses. AIG shares closed up $5.05 at $59.38.

AP WIRE SERVICE EUGENE, Ore. (AP), Dec 06 - An Oregon man has had an Awesome name change. Douglas Allen Smith Jr. says he changed his name to Captain Awesome last month because he was inspired by the nickname of a character on the NBC television show “Chuck” - Dr. Devon “Captain Awesome’’ Woodcomb. The unemployed Eugene cabinet installer says he found it funny Woodcomb’s father gave him that nickname because a “poor nickname builds good character.’’ The former Mr. Smith says he faced a Lane County judge who questioned his seriousness. The judge that granted the request made him swear he wasn’t changing his name for fraudulent reasons. Awesome says that judge also allowed him to sign his name as a right arrow, a smiley face and a left arrow. He says his bank, however, has refused to accept the signature because it could be forged too easily. —Information from: The Register-Guard, http://www.registerguard.co

AP WIRE SERVICE MCKEES ROCKS, Pennsylvania (AP), Dec 10 - Authorities say a 2year-old girl spent 15 minutes stuck inside a toy crane vending machine in a Pittsburgh-area mall. Moon Run Fire Chief Paul Kashmer tells WPXI-TV that the girl didn’t seem upset by the ordeal Wednesday night in the food court at the Mall of Robinson, in Robinson Township. Kashmer says firefighters arrived to find “the cutest little girl in a pink outfit sucking her binky inside with the other toys.” The girl apparently climbed up the chute into which the coin-operated crane drops prizes. Kashmer used a tool to pry open a door on the machine to reach the girl. The vending company hasn’t been identified.

AP WIRE SERVICE SACRAMENTO, Calif. (AP), Dec 20 - Gov.-elect Jerry Brown is eliminating the office that acted as a watchdog overseeing the spending of federal stimulus money in California. Inspector General Laura Chick sent a letter Monday saying the incoming administration will close her office, which was created less than a year ago. Brown's transition team released a statement saying the move will save more than $700,000 in the current fiscal year. Chick says the closure was unexpected. More than half the $27 million that has been awarded to state agencies as of Sept. 30 has not yet been spent. She says Brown faces an ``extremely difficult job in grappling with the severity of the state budget crisis.'' Gov. Arnold Schwarzenegger appointed the former Los Angeles controller to the $148,000-a-year post in April.

BY JEANNINE AVERSA AP ECONOMICS WRITER WASHINGTON (AP), Dec 22 - Expectations for economic growth next year are turning more optimistic now that Americans will have a little more cash in their pockets. A cut in workers’ Social Security taxes and rising consumer spending have led economists to predict a strong start for 2011. Still, most people won’t feel much better until employers ramp up hiring and people buy more homes. Analysts are predicting economic growth next year will come in next year close to 4 percent. It would mark an improvement from the 2.8 percent growth expected for this year and would be the strongest showing since 2000. “Looking ahead, circumstances are ripe for the economy to develop additional traction,” said Joshua Shapiro, chief U.S. economist at MFR Inc. in New York. He is esti-

mating growth for 2011 to be above 3.5 percent. The economy grew at a moderate pace last summer, reflecting stronger spending by businesses to replenish stockpiles, the Commerce Department reported Wednesday. Gross domestic product increased at a 2.6 percent annual rate in the July-September quarter. That’s up from the 2.5 percent pace estimated a month ago. While businesses spent more to build inventories, consumers spent a bit less. Many analysts predict the economy strengthened in the October-December quarter. They think the economy is growing at a 3.5 percent pace or better mainly because consumers are spending more freely again. Still, the housing market remains a drag on the slowly improving economy. The National Association of Realtors reported Wednesday that more people bought previously owned homes rose in November. The sales pace rose 5.6 percent to a seasonally adjusted

annual rate of 4.68 million units. Even with the gain, sales are still well below what analysts consider a healthy pace. Even if analysts are right about 2011 being a better year for the economy, growth still wouldn’t be strong enough to dramatically lower the 9.8 percent unemployment rate. By some estimates, the economy would need to grow by 5 percent for a full year to push down the unemployment rate by a full percentage point. Even with growth at around 4 percent, as many analysts predict, the unemployment rate is still expected to hover around 9 percent. The third-quarter’s performance marks an improvement from the feeble 1.7 percent growth logged in the April-June quarter. The economy’s growth slowed sharply then. Fears about the European debt crisis roiled Wall Street and prompted businesses to limit their spending. “It sure looks like the `soft patch’ is over,” said Nariman Behravesh, chief economist at IHS Global Insight. In the third quarter, greater spending by businesses on replenishing their stocks was the

Page 17

main factor behind the slight upward revision to GDP. Consumers boosted their spending at a 2.4 percent pace. That was down from a 2.8 percent growth rate previously estimated. Even so, consumers increased their spending at the fastest pace in four years. The slight downward revision reflected less spending on health care and financial services than previously estimated. More recent reports from retailers, however, show that shoppers are spending at a greater rate in the final months of the year. Companies are discounting merchandise to lure shoppers. A price gauge tied to the GDP report showed that prices - excluding food and energy - rose at a 0.5 percent pace in the third quarter, the slowest quarterly pace on records going back to 1959. Americans have more reasons to be confident. Stock prices are rising, helping Americans regain vast losses in wealth suffered during the recession. Job insecurity remains a problem, but the hiring market is slowly improving. And loans aren’t as difficult to obtain for

those with solid credit histories. Even with the improvements, though, consumers are showing some restraint. In the past, lavish spending by consumers propelled the economy to grow at a rapid pace. After the 1981-1982 recession, the economy expanded at a 9.3 percent clip. Consumers increased their spending at an 8.2 percent pace. Consumers have yet to display that level of confidence in the economy. While hiring is improving, employers still aren’t adding enough jobs to lower the unemployment rate. Even with stronger economic growth anticipated for next year, analysts predict it will still take until near the end of this decade to drop unemployment back down to a more normal 5.5 percent to 6 percent level. The government’s estimate of GDP in the July-September quarter was its third and final one. The government makes a total of three estimates for any given quarter. Each new reading is based on more complete information. GDP measures the value of all goods and services - from machinery to manicures - produced within the United States.

SUBMITTED BY RACHEL WALL Moving quickly to take advantage of $616M in new federal funding, the California High-Speed Rail Authority Board will commit state matching funds to extend construction of the initial Central Valley backbone of the state-wide system south to Bakersfield. The new federal funds, which were re-distributed from other states that returned federal highspeed rail support, will now be coupled with state matching dollars, continued on page 28 bringing the total available funds to begin construction to $5.5 billion.

WHAT’S HAPPENING’S TRI-CITY VOICE

Page 27

Her OWN network: Oprah Winfrey is ready for cable BY FRAZIER MOORE AP TELEVISION WRITER NEW YORK (AP) Dec 16 - As her many fans know, Oprah Winfrey champions a few golden rules: Take charge of your life ... look beyond yourself to learn how others took charge ... always remember if you can dream it, you can do it. Another Oprah principle the wise know to heed: Never bet against her. That's a rule worth keeping in mind especially now, as the longawaited OWN, Oprah Winfrey Network, gears up for its premiere on New Year's Day. The bold ambition of this venture would spark doubts if anybody else's name were attached. Consider: a cable network started from scratch (actually, repurposed from Discovery Health, whose channel it will claim) and all-dependent on just one person's identity, vision and marquee power. The difference here is that person is Winfrey, a cultural force in the United States perhaps unrivaled in the world. Now, as she moves through the final months of her daytime syndicated talk show, which will end next September after 25 years, OWN is poised to become Winfrey's new TV home base. Instead of a daily hour boasting Winfrey's on-air presence as host, OWN will be a round-the-clock environment in which, her network vows, she will often be seen but, what is more important, always be felt. She will be the network's spiritual curator, maintaining a constant presence, even from off-camera, as she offers a slate of programs all guaranteed to meet her “Live Your Best Life'' mandate. It is a cable-network startup packed with as-yet-unproven shows. But these shows, 600 hours of original programming airing in 2011, are endorsed by TV's most trusted figure. “The Oprah Winfrey Show” will soon end, but, according to Winfrey, it is serving as

a prism for the spectrum of programs OWN means to air. “I want to take what I've established in daytime, inspiring people and giving them hope, and some cars, and build on that, 24-7, OWN-style,” Winfrey told advertisers at a gathering last spring. “OWN will be the network built on great intentions.” Sure, the path to you-knowwhere is paved with good intentions. But this is Oprah! “Oprah is smarter than all of us, and she has an enormous following based on absolute trust,'' says Bob Garfield, co-host of National Public Radio's “On the Media.” Her influence as a newsmaker and taste-maker has always been greater than the audience head count for her show (which is seen by nearly 7 million viewers, a hefty number though down from 12 million at its peak). What happens on her show helps drive the national conversation far beyond the bounds of the show's viewership. Now, as her syndicated show is nearing its conclusion, you might wonder whether Oprah's impact will be diminished without that concentrated five-hours-weekly firepower. Or maybe she will loom even larger, if possible, thanks to her network's constant availability. “I'm looking forward to her channel because she does positive things,” says Andrea Visser, a 43year-old in-home therapist from Franklin Lakes, New Jersey, who recently was shopping at The Oprah Store (stocked with lots of Oprah's favorite things) across the street from the Chicago studio where she tapes her daily show. Visser, who was buying an “O”inscribed infant's velour jogging suit for her newborn nephew, says her biggest concern is that OWN will replace the soon-to-be-defunct Discovery Health, which she watches faithfully. But she plans to give OWN a try. “Oprah puts into words what a lot of people are feeling,” Visser says admiringly.

OWN will not only be a logical extension of who Oprah is, but also a logical extension of her daily show, says Christina Norman, the network's CEO. “Watch ‘Oprah’ for one week and you see the many different kinds of topics she covers,” says Norman. “When you pull back, you see that those are really the tenets of what this network can be.” Norman mentions interviews with celebrity guests, stories of people who transform themselves for the better, and tips on how to choose jeans that flatter your body, all fair game for OWN programming. And, yes, Winfrey will be logging face time. She hosts “Master Class,” which spotlights prominent people Winfrey has chosen to be profiled. She will be up-close-andpersonal in “Behind the Scenes: The Oprah Show Final Season,” a 25-episode reality series that gives viewers an intimate look at “The Oprah Winfrey Show'' as it draws to a close. And she will tape 70 segments of “Oprah's Next Chapter,” which, premiering next fall, will find her striking out to do anything, go anywhere, with anyone she feels like. “She will show up on the network in all sorts of surprising ways that are natural and organic and right,” Norman says. “That's what's great about having your own cable network: You can wake up tomorrow and say, ‘I want to go on and I want to do this, so let's make it happen!’ She's got ideas every day.” Even as Winfrey pushes toward the finish line in Chicago, she is heavily involved in her Los Angeles-based network, Norman says. “She's seen every show that we're creating; she's seen all the ad campaigns.” When the network's logo was redesigned, says Norman, “She was really hands on. She's a great television producer. She knows what makes great TV.” “The Oprah Winfrey Show” and OWN are different enterprises,

Norman acknowledges. “But they come from the same place. They spring from the same ideals, in the same way she's involved in the (Oprah Winfrey) magazine: You see her on the cover, you see her message on the back page and you know that she's touched it every place along the way. That,” says Norman, “is exactly the feeling that I want people to have for the network.” A joint venture of Winfrey's Harpo Inc. and Discovery Communications Inc., OWN will be available in 80 million homes when it debuts at 12 noon Eastern time (1600 GMT) on Jan. 1. Or, expressed more vividly: 1-1-11. Getting there has been a long, sometimes rocky, and expensive road, with $189 million reportedly invested by Discovery since the network was announced in January 2008. Norman, formerly president of MTV, arrived in January 2009. When asked about upheavals that have twice caused the network to delay its sign-on date, she casts the birthing process in a positive light: “The vision and execution of the network has been sharpened and focused over the past year. And the right team is in place.” Are the right shows in place? “The programming is not going to succeed just because Oprah Winfrey is behind it,” says media analyst Steve Sternberg. “The question is, how good is the programming? Oprah can get a lot of her fans to tune in. Whether or not they stay is another question.” “No question, the audience's expectations will be unreasonably high at launch,'' says veteran producer and network boss Garth Ancier. “But launching a network is not about any single show. You build it brick by brick, decision by decision, show by show. “With Oprah's taste and vision for ideas and talent,” Ancier says, “this will ‘knit’ fairly quickly, I believe.” “I think we're going to learn so much in the first year,” says Nor-

man. “Not everything is going to work. There are things we're going to have to retool, and we're going to have to be incredibly nimble.'' Time is on OWN's side, however, in a way rare for a television venture. Norman points to sponsoring partners including General Motors, Kohl's Department Stores and Procter & Gamble that are signed for three-year deals. “We're all in this together,” she says. Norman hopes that, within its first year, OWN will reach an average of 500,000 viewers in prime time among women ages 25-to-54. That would represent more than double the current prime-time audience in that demographic for Discovery Health. Brad Adgate, an analyst for Horizon Media, is no less bullish. He sees the network scoring an average 1 million in viewers overall in prime time by the end of 2011. “You've got one of the great brand names in media behind the network. It's part of Discovery Communications. There's a lot going for it,” Adgate says. But “On the Media” host Bob Garfield strikes a note of caution. “It's one thing to make a daily talk show starring Oprah appointment viewing,'' he says. “It's another thing altogether to get people to build their media diet around her cable channel.” The Oprah Winfrey Network “can't possibly succeed,” he declares, explaining, “it's quixotic, it's unreasonable, it's impossible.” And yet, on the other hand, it's Oprah. Garfield sums up: “I predict success.” --OWN is a joint venture between Harpo Inc. and Discovery Communications. ---

This new total will allow engineers to significantly extend initial construction, potentially building as many as 120 miles of the project’s 520-mile first phase, and incorporate the Valley’s largest urban centers Bakersfield and Fresno. “This a huge step forward for high-speed rail in California. Thanks to the federal government’s demonstrated faith in our system and the foresight of California voters, the first stretch of track of this revolutionary system will now reach two major population centers. We are well on our way to breaking ground on this historic venture. Not only will productivity be enhanced, congestion and pollution reduced and thousands of jobs be created, California’s high-speed rail will be the standard by which every other project in the US is measured,” remarked Governor Arnold Schwarzenegger.

“Ohio’s loss is our gain. When other states shrunk from the challenge of high-speed rail, California’s firm commitment to this project paid off,” said Tom Umberg, Vice Chairman of the Authority’s Board of Directors. “This is the right place to start and the right way to start. Working from the midpoint of the system gives us flexibility to keep building north and south and builds the backbone fundamental to a true high-speed rail system.” Project engineers also considered extending construction north toward Merced but recommended against it until a final alignment is chosen. With several alternatives for tracks still being studied for environmental impacts, a commitment at this stage would risk not meeting requirements for this round of federal funding. However, the Authority is working with federal officials to jump-

start designing and planning for high-speed rail stations across the entire state – including Merced, Bakersfield, Gilroy, San Jose and Los Angeles. In early December 2010, the Authority selected a 65-mile stretch through the Central Valley to begin construction of California’s high-speed rail line, which will eventually connect the San Francisco Bay Area, Los Angeles and beyond. “The California Partnership for the San Joaquin Valley has consistently supported the construction of high-speed rail from Bakersfield to Merced. The additional funding provided by the federal government will extend the initial track construction to Bakersfield and allow for station designs in Merced and Bakersfield, which will bring this effort closer to reality. Considering the origin of this funding, it might be appropriate to name those stations in honor of their donors: Wisconsin and Ohio,” remarked Mike Dozier, executive director of the California Partnership for the San Joaquin Valley. Delinquent taxpayers face fee SUBMITTED BY ANITA GORE Thousands of California businesses will potentially be assessed a fee on past due liabilities beginning in 2011. SB 858 was recently enacted and adds the new collection cost-recovery fee to the Revenue and Taxation Codes. The California State Board of Equalization (BOE) will notify more than 90,000 businesses of this potential charge which takes effect on January 1, 2011. Legislation requires the BOE to collect the fee, which is intended to cover costs incurred in obtaining payment of past due amounts and applies to most taxes and fees administered by the BOE. The agency

must notify a debtor that failure to pay the amount due may result in collection action and potential assessment of the recovery fee before imposing the charge itself. Taxpayers with liabilities greater than $250 that remain unpaid for more than 90 days after the notice expires could face a collection charge ranging from $185 (amounts owed $250.01 - $2,000), $550 (liabilities between $2,000.01 - $50,000) to $925 (outstanding taxes $50,000.01 and greater) for calendar year 2011. There are more than 90,000 tax and fee payers with outstanding sales and use tax liabilities or overdue payments in the many tax and fee programs administered by BOE.

Taxpayers can avoid the fee by settling their liability in full within the 90-day grace period. Taxpayers unable to pay in full may still avoid the fee if they qualify for, enter into and complete an installment payment agreement. The BOE may also waive the collection fee if the taxpayer’s failure to pay is due to reasonable cause and circumstances beyond his/her control. The BOE estimates additional annual revenue of $5.2M from the collection of taxes, fees and surcharges for the remainder of Fiscal Year 2010-11 and $19.4M $22.6M annually beginning in 2011-12. is being encouraged again as the banking industry looks to put the spark back in service. The push to cozy up to customers is part of a strategy to compete in a radically changing marketplace. Most notably, a battery of regulations signed into law this year will sharply limit the credit and debit card revenue that fattened industry profits in recent years. To recoup some of those lost billions, banks want to squeeze more from each customer. That means convincing them to sign up for a wider range of services, including mortgages and wealth management. And customers are still more at ease making major life decisions in person. It explains recent moves by the industry's biggest players: -Citi: Last week, the bank had a ribbon cutting ceremony for its first flagship location on a busy corner in New York City's Union Square neighborhood. With sleek leather couches and soft lighting, the airy space resembles a modern hotel lobby and has a private seating area for premium customers. It also

offers free WiFi and 24-hour customer service assistance via video in the ATM lobby. At the ceremony, CEO Vikram Pandit said Citi plans to open similar locations around the U.S. To inspire warmer service, the bank also shut down branches early one Saturday in September to stage revival-like training sessions for employees. They were encouraged to jump up and shout suggestions on how to win over customers. Additionally, hours at select locations were expanded in the past year; and pay for branch managers is now tied to customer satisfaction surveys. -Bank of America: The largest U.S. bank is adding mortgage, small business and investment specialists to select branches early next year. The aim is to gauge how they can help attract more customers. Personal bankers are also being trained to spend more time with customers. “I'm not just trying to move customers in and out,” said Felipe Pradas, who works at a Bank of America in New York

City. Now he asks new customers more personal questions so he can suggest the optimal products. He even introduces them to the branch manager as a finishing touch. Bank of America wants to diminish the frustrations that can stem from its size. Customers who have problems that can't be resolved immediately in the branch are now issued a tracking number so they know the matter won't be lost. -Chase: The bank is continuing to expand its branch network by 400 locations to 5,600 in the next two years. An emphasis will be on mortgage, investment and small business specialists who powwow with customers one-on-one. The focus on branches remains a gamble at a time when customers are rapidly migrating to online and mobile services for everyday transactions. Customer visits to the average branch are down by 20 percent since 2000, according to the research firm Celent. Still, more than half of major banks expect to maintain or add to their branch networks.

Bank executives say that's in part because the branch is a literal point of entry; it's still where the vast majority of account openings take place. Most customers also still visit branches, even if less frequently, and are comforted knowing they can get live help if needed. But now the industry wants to squeeze more from branches. To parlay the basic checking account into a more lucrative relationship, however, customers need to feel good about service. That hasn't been the case in recent years. Customer satisfaction with big banks has been on a downward trend since 2007, according to the widely watched American Customer Satisfaction Index. Some of that was likely driven by worries over the stability of big banks. But dissatisfaction also played a role. “Customers were looking for that personal touch, that local decision making,” said Karen Tyson of the Independent Community Bankers of America. “They were finding that these national banks are huge entities where the customer becomes a

number, and not a person.” It's too early to tell whether they'll be able turn around their tarnished image. But the directive to do so comes from the top. In a recent presentation to investors, Bank of America CEO Brian Moynihan said the company was looking to “deepen relationships” to capture a greater portion of customers' wealth. He noted that clients of its Merrill Lynch brokerage unit have more than $500 billion of deposits and $400 million of mortgages with competitors. It's a long-neglected opportunity the entire industry is waking up to. “Banks realize they have millions of checking accounts that don't have a mortgage or a home equity line of credit,” said Jim Hawkes, who helps design branches for consulting firm Reynolds, Smith and Hills Inc. “Now they realize they have this incredible brick-and-mortar infrastructure they can use to cross sell. Because people still want to come in and talk.” ttt

Storage Tips Onions and potatoes pair well together in lots of recipes. They also like similar storage conditions, but can spoil if stored in proximity to each other. Follow these quick tips for the best possible shelf-life. • Store potatoes and onions separately. Store onions in cool, dry, well-ventilated places, optimally, at a temperature between 45∫F and 55∫F, but not in the refrigerator. Potatoes require similar storage conditions, but they also need darkness and should kept at 50∫F or less to avoid sprouting. • Potatoes can be stored in perforated plastic bags or paper bags to extend their shelf-life. • Onions should NOT be stored in plastic bags. Lack of air movement reduces storage life. • Don't wash potatoes or onions (or any produce for that matter) before storing. Dampness will promote early spoilage. • Chopped or sliced onions can be stored in a sealed container in your refrigerator for up to 7 days.
