mprovisational Theatre, also known as “improve,” allows actors to perform spontaneously, typically using audience suggestions to guide the performance. Actors create dialogue, setting, and plot extemporaneously, often comedic. Each show is unique. On Friday, January 21, Made Up Theatre will officially open in Fremont with two shows. “This is a dream come true for us,” said Bobby August, a cofounder of Made Up Theatre. “We’ve been working toward having our own theatre for years now and are so excited to have this opportunity.” The theatre name tells the story… “We called it “Made Up Theatre” because everything is made up on the spot,” said August. August has performed improv shows for many years with fellow co-founders Dustin Seidler, Sean Taylor, Ben Stephens, and Steve Seidler. They formed Five Play Improv which has performed in numerous venues throughout northern California including a

sold out performance at the San Francisco Improv Festival. August reflected on their success saying, “We’re so lucky to have great fans that always come out and support us.” In addition to improv and comedy shows, Made Up Theatre will also be a place to learn and practice the art of improvisation. “One of our primary

goals is to provide the opportunity for anyone to come down and learn how to improvise,” explained August. The cast has years of teaching experience and a part of their training was at the world-famous

A packed parking lot and theatre attested to the popularity of this annual event. Scenes, songs and dances from all four shows of the 2010 season were presented for the enjoyment of the audience. The affair concluded with a complimentary beverage and dessert reception. Awards received: Five awards for “Broadway Bound,” including Best Over-all Production; Best Director-Marty Nemko; Best Actor-Brady Woolery; Best Supporting Actor-Kip Wixson; and Best Set DesignJohn McMullen. Two awards for “Arsenic And Old Lace,” including Best Supporting Actress-Sue Hohl; and Best Costumer-Patricia Inabnet. One award for “The Lion In Winter,” Best Actress-Chris Macomber. A Special Award was given to outgoing Artistic Director, Gary Wright, for his 12 years of invaluable service to Chanticleers. Gary has recently taken the position of Executive Director at the California Conservatory Theatre in San Leandro. A 42-year community theatre veteran, Gary has been a founder, directed and managed several local companies, including Lakeside Players, Oakland;

or the fifth year, the Fremont Elks lodge No. 2121 distributed dictionaries to third grade students at 51 schools in four school districts: 27 schools in the Fremont Unified School District, seven schools in the Newark Unified School District, eight schools in the Castro Valley Unified School District and nine schools in the San Lorenzo Unified School District. In addition the lodge gave $500 for the purchase of 300 books for Union City’s New Haven School District. Lodge Dictionary Chairman Charles Grant noted that a total of 4930 dictionaries were delivered.

Optimist International is an international service club dedicated to bringing out the best in our youth. Each year, the Newark Optimist Club in conjunction with Optimist International, hosts an Essay Contest for Tri-City students. The topic this year is: “How my Education is the Key to a Successful Life.” The contest is open to students under age 19 as of December 31, 2010. The essay must contain at least 700 words, but no more than 800. Essays should be received by the Optimist Club no later than January 17, 2011. Alameda County Blue Star Moms are hosting a pancake breakfast on February 5, 2011 to help raise funds for Troop/Veteran and family projects. Prepayment is recommended!

In an effort to meet the needs of families who would like their children to attend school outside their neighborhood, the New Haven Unified School District is opening the intra-district transfer process for 2011-12 earlier than in past years. Parents and guardians seeking to have their children attend a District school outside of their attendance area must apply for an intra-district transfer. Applications turned in by February 1 will be given high priority for placement; however, placement cannot be guaranteed. Applications are available at the Cabello Student Support Center, 4500 Cabello St., Union City. For more information, call (510) 489-4141. This process is only for families living within the District. Requests for inter-district transfers, that is, for students who live outside the District whose families would like them to attend New Haven schools, are handled separately.

Here are fifteen ideas for transforming blank walls into interesting focal areas. 1. Instead of hanging a single mirror above a buffet or console table, arrange several smaller mirrors in a collage. 2. For inexpensive artwork, frame some beautiful handmade paper. Arrange several in a grouping. 3. Hang a collection of antique platters, decorative plates or even trays in a pyramid shape. Paint the wall behind them in an accent color that will set off the design. 4. Consider wallpaper—there are myriad new styles available. The current look is big, bold patterns—this will immediately add a lot of interest to your space.

5. Intersperse three-dimensional pieces into your art arrangement. For example, hang wall-mounted vases on either side of a large floral painting. Or candle sconces on either side of a mirror. 6. Try this paint technique: paint 8” wide stripes in alternating flat and semi-gloss shades of gold, green, or burgundy, or any color that works in your space. 7. Paint large blocks of color on the wall to serve as a backdrop for artwork. In one client’s home, we painted the walls green, and then added three large squares in purple to accentuate her modern art. 8. Stencil a favorite saying or poem onto the wall. 9. Frame and hang a collection of your children’s art. Give it a prominent place in your family room, or create a happy burst of color in your laundry or mudroom.

10. Create a theme for a room based on an interest you may have. For instance, if your hobby is golf, arrange and hang photos of family members playing golf, golf memorabilia, watercolors of famous courses, antique golf clubs, etc. 11. Hang a quilt or a tapestry on a large wall. 12. Stretch interesting fabric over wooden frames to create large pieces of art. 13. Hang a collection of baskets to instantly add texture and dimension to the room. 14. Hang a collection of whimsical hats for a fun look. 15. Add coziness to extremely tall walls by installing crown molding at the 8- or 9-foot ceiling height. Paint the area above the crown molding one or two shades darker than the color below the crown molding.

Cell phone flips pickup According to Officer Sasser of Fremont Traffic Unit, on Monday, January 10, the driver of a Ford Ranger traveling southbound on Paseo Padre Parkway near Stevenson Boulevard [directly in front of the TCV office] dropped his cell phone and when he reached to retrieve it, veered into a tree causing the pickup truck to overturn. No other vehicles were involved in the accident; the driver was assisted by witnesses (including Tri-City Voice personnel) and did not sustain major injury. Fremont Police a Fire unit and ambulance responded.

SUBMITTED BY DETECTIVE BILL VETERAN, FREMONT PD Robbery A man was allegedly robbed of $60 on Tuesday, January 11. According to the victim, the suspect fled on foot in an unknown direction after stealing the money from his pocket. The victim sustained a small laceration under his left eye as a result of the assault. Officer Luevano is investigating the case. The incident happened near Washington Hospital. The victim stated he was attacked by an adult male. The suspect is unknown. According to Police he is “possibly a black male.” Annoying a minor Police are looking for a suspect for annoying a 15-year-old victim. The minor was leaving from the adult school on Calaveras Drive after her class at about 4 p.m. on Tuesday January 11 when the suspect approached her on a bike. He began soliciting the victim for sex and then walking beside her as she walked west on Calaveras. A Good Samaritan stopped and gave the victim a ride to Niles where she lives. Officer Malcomson is investigating the case. The suspect is described as male 30-50 years old with brown eyes, short dark hair and a bald spot. He is approximately six feet tall with a thin build and a scruffy unshaven face. The suspect was last seen wearing brown hooded sweat shirt, blue jeans, riding an older 10 speed style bicycle. He spoke with a middleeastern accent.

A 25-year-old Union City resident was shot multiple times on Monday, January 10 at about 10:50 p.m. in front of his house located on the 3500 block of Sanddollar Court. Police are looking for an unknown male suspect who approached the victim who was standing in front of his house. The victim was transported to a local hospital. He underwent surgery and is now in a stable condition. The case is under investigation and the motive of the shooting is unknown. Daniel Bobay selected for education board SUBMITTED BY MICHELLE ALAIMO The Milpitas Unified School District Board appointed Daniel Bobay, on December 14, 2010, to serve as a Board Member for the Metropolitan Education District (MetroED). Bobay’s first MetroED Board meeting will be on January 19, 2011. MetroED consists of two programs Central County Occupational Center (CCOC) and the Metropolitan Adult Education Program (MAEP) - and is a Joint Powers Authority (JPA) that serves six high school districts: Los GatosSaratoga Joint Union High School District, Campbell Union High School District, East Side Union High School District, San Jose Unified School Dis-

trict, Milpitas Unified School District and the Santa Clara Unified School District. Each JPA district appoints a Governing Board member to serve on MetroED’s Board for a two-year term. Bobay was elected to the MUSD Governing Board in 2008 and serves currently as Vice-President. During his 13 years in Milpitas, he has been actively involved in many community organizations such as the Kiwanis Clubs, PAL Soccer, the Rainbow Theater and the Milpitas Food Pantry. He has also served on the Milpitas Unified Parent Teacher Association (PTA) as both a treasurer and president. Bobay was the founding president of the Milpitas Council of PTAs and a past president of the North Valley Council of PTAs.

Supervisor Dave Cortese assumes board presidency SUBMITTED BY STEVEN BLOMQUIST The Santa Clara County Board of Supervisors voted unanimously to appoint Supervisor Dave Cortese as President of the Board of Supervisors on January 11, 2011. As part of the duties of the President, Cortese will set the new directions the County will take in 2011 to improve the quality of life for residents. Santa Clara County is home to almost 2 million residents, spread across 15 cities, with an annual budget of more than $4 billion. “I’m honored to be chosen to serve as the President of the Board,” said Supervisor Cortese. “Despite the difficulties of the economy and the state budget, I think there are opportunities for the County to make a great impact in our local economy and for children and families and I look forward to working with everyone to make it happen.” As President of the Board, Supervisor Cortese will present the Annual State of the County Address on Tuesday, January

ervical cancer used to be the leading cause of cancer death for women in this country, according to the Centers for Disease Control and Prevention (CDC). But thanks to effective screening, cervical cancer deaths have decreased dramatically over the past 40 years. “The Pap test can detect changes in the cells of the cervix,” said Dr. Victoria Leiphart, a local gynecologist and member of the Washington Hospital staff. “This allows us to find the cancer at the earliest stages, when it is easiest to treat. In most cases, cervical cancer can be prevented through the early detection and treatment of abnormal cell changes in the cervix long before cancer develops.” She will present an upcoming lecture titled “Cervical Health Update” on Wednesday, January 19, from 7 to 8 p.m. The talk is part of Washington Hospital’s Evening Lecture Series for Women and will be held at the Washington Women’s Center Conference Room at Washington West, 2500 Mowry Avenue, in Fremont. mavirus. There are about 40 types of genital HPV and some can cause changes in the cervix that can lead to cancer, according to Leiphart. She said HPV can also cause warts in the cervix. “HPV is transmitted through sexual contact and is very common,” she said. “Most men and women are infected with HPV at some point in their lives. But in some cases, it can lead to cell changes that need to be treated to prevent cervical cancer.” The HPV vaccine offers protection against the types of HPV that cause most cases of cervical cancer, according to Leiphart. She will discuss the

differences between the two brands of vaccine on the market today and who should get the vaccine. “The CDC recommends that girls get vaccinated against HPV at age 11 or 12,” she said. “The vaccine is most effective if given prior to the start of sexual activity.” New Guidelines Leiphart will also talk about the history of the Pap test and how it’s been used over time, including controversial new guidelines that call for fewer Pap tests. The American Congress of Obstetricians and Gynecologists now recommends that women get their first Pap test at age 21 and

then get screened biannually until age 30. Prior to that, annual tests were recommended until age 30. She will talk about standard practice in medicine today when it comes to who should get the Pap test and when, as well as how the HPV test is used. The HPV test can detect any of the 13 types of HPV that are most commonly found in cervical cancer, according to Leiphart. It can be done at the same time as the Pap test. “In women over 30, screening with both the Pap test and HPV test is more likely to find abnormal cell changes than either test alone,” she said. “The HPV test is not recommended for women under age 30. HPV is very common in women under 30 and the vast majority will get rid of the virus without treatment.” Leiphart will also discuss what happens when the Pap test shows that abnormal cells may be present. She will talk about some of the additional tests that might be required as well as some of the options for treating these abnormal cells. “Most of the time we can treat these cells before they turn into cancer,” Leiphart said. “The fact is with regular screenings, cervical cancer is highly preventable.” For more information about other programs and services offered by the Washington Women’s Center, visit www.whhs.com/womenscenter.

Mark Samuels was the only Pioneer to reach double figures in scoring, netting 10 on 5-15 shooting in 35 minutes. East Bay’s Lady Pioneers could not hang with San Diego in its match-up on Monday. After UC San Diego raced out to a 20-point, 45-25 halftime lead, they didn’t take their foot off the gas, running up the score with a 38-19 second half and an 82-44 final. Claudia Nelson was the one bright spot for East Bay (0-10, 0-6 CCAA) with 10 points and seven boards. Both the East Bay basketball teams had a pair of road games over the weekend: Friday, Jan. 7, at Cal State Stanislaus and Saturday, Jan. 8, at Chico State without any success to report. In Friday’s match with Stanislaus, the East Bay men fell 7749 while the Lady Pioneers dropped 49 points as well, but fell by 24 points, 73-49. For the women, Marlene MacMillan led the way with 15 points and 11 boards, while Lauren Lucchesi chipped in with 10 points in the losing cause. loss, Will Freedman (13) and Samuels (12) finished in double figures, but Stanislaus sealed the game with a 49-25 second half after the Pioneers kept it tight (28-24) going into the locker room at half. A day later at Chico State, the Lady Pioneers were ousted 74-47 while the men, like the day before, netted equal points as the women in a losing effort, 65-47. Lucchesi led the way for the Lady Pioneers (0-12, 0-8 CCAA) in the loss, netting 14 points. Maria Dinesen also finished in double figures with 10. As for the men, it was an off-night for the regular leaders. Roshun Wynne did his best to make up for the lost production, finishing with 11 points in the Pioneers (2-10, 0-8 CCAA) loss. East Bay women’s swim team had a dual meet at Fresno State on Saturday, Jan. 8, but the final results for the meet were not available at press. Murphy Winer and Rachel Knowles were the star Pioneers on the day. Winer finished second in two events – the 200 and 500 freestyle races – while Knowles also finished second in both the 100 and 200 breast events. Sara Bonino finished second in the 100 freestyle and third in the 1,000 freestyle. This week, the Lady Pioneer swim club will host San Jose State on Friday, Jan. 14, before heading to Reno, Nev., on Saturday, Jan. 15, for a bout with the University of Nevada. Participating at the Doc Buchanan Invitational in Clovis, the Mat Classic at Granada High School in Livermore and

the Napa Valley Girls Classic, the Cougars flexed their muscle all over. Cougars’ standout wrestler – with some national recognition for his impressive record to date – Victor Pereira continued to prove his clout in grappling, finishing second at the Doc B Invite in the 152-pound weight class.

Governor sacks pro-reform members of the state Board of Education Californians may be stuck with sub-par schools because the governor is beholden to the teachers’ unions

SUBMITTED BY EDUCATION ACTION GROUP FOUNDATION Some old-timers still believe politics are more important than quality education for children. California Gov. Jerry Brown, the Rip Van Winkle of American politics, sent a startling message to families last week by sacking seven pro-reform members of the state Board of Education and replacing them with defenders of the status-quo. By doing so, Brown was clearly rewarding the California Teachers Association (CTA), which was among the largest contributors to his multi-million dollar campaign. There is little doubt a dinosaur like Brown could not have staged a successful political comeback without renewing his alliance with the dinosaurs of education - the teachers’ unions - who are fighting to preserve a system that has failed the state’s children for years. Perhaps Brown and the unions believe education was ideal in 1976 and nothing should be changed but millions of pro-reform Americans know better and are watching events unfold in California with a sense of dread. The saddest part is that educa-

tion reform was just beginning to take root in California. The state recently made national news by enacting the “Parent Trigger” law which allows parents of children in failing schools to unite and reinvent those schools. The Los Angeles school board is trying to make student test scores a vital component of teacher evaluations. Los Angeles Mayor Antonio Villaraigosa, a man with strong union ties, recently blasted the teachers unions for standing in the way of reform efforts. Nationally, the reform movement has started to take on a very real bipartisan flavor. Key Democrats across the nation, including President Obama, Education Secretary Arne Duncan, West Virginia Senator Joe Manchin and filmmaker Davis Guggenheim have been calling for union teachers to be more accountable for classroom performance. They believe change is necessary to help our children receive a quality education and remain competitive with their peers abroad. They have joined with many in the GOP to call for teacher evaluations based largely on student test scores, the reform of tenure laws that protect bad teachers and more school choice to allow students to escape failing

and dangerous schools. However, some Democrats are clearly not on board, starting with Brown, who has already denounced the education reform movement as being “simplistic.” By putting his union friends in charge of education, Brown is signaling he will stand behind the CTA in an effort to force children to attend their local public schools, regardless of the quality of education available. He will fight efforts to hold teachers more accountable for student learning and will use his power to make it more difficult to dismiss bad teachers. “For Brown and the unions, the most pressing goal is to make sure teachers are wellcompensated, have great insurance and maintain a large clientele of students who are trapped in neighborhood schools by their zip code,” said Kyle Olson, CEO of Education Action Group. “Many of those neighborhood schools are awful but we really have to wonder whether Brown cares about that at all. The unions scratched his back at election time, now he’s scratching theirs. The political game has run its natural course in California, and the children

Thank You from OneChild Sometime in November, 2010, Angus Cochran of Washington Hospital contacted us [OneChild] representing his management group of close to 100 managers at the hospital. They wanted to give Christmas gifts to the children of OneChild. Beth Wong of OneChild coordinated with Giselle Vieto of Healthy Start who contacted, I believe, 75 families to obtain children’s ages, sizes, and what they wanted for Christmas. The Wednesday before Christmas, the managers had their Christmas party and we were invited to come and collect the gifts. Angus called and asked me to come a little early. I cannot explain how incredible it was to walk into the room and see one entire wall covered by gifts piled on top of each other in beautifully wrapped paper. Three children asked for bikes; a couple bought those along with helmets and big bags filled with other gifts. It brought tears to my eyes and each time I think of it, I again am very emotional. I imagined the faces of the children when they saw all their gifts! Angus and his crew filled a truck with the gifts and we followed them over to Healthy Start to help unload. Giselle and her staff and Beth were filled with excitement when they realized the extent of these gifts. arents across the state overwhelmingly support the need to advocate for school funding, according to a survey released by the California State PTA (Parent Teacher Association), which represents nearly one million members. Conducted in the fall of 2010, the survey of PTA leaders throughout California rated adequate school funding as the highest priority; 97.5 percent said they are interested or extremely interested in PTA continuing to advocate for it. “As the Governor prepares to release a budget that may include new, deeper cuts to schools, it’s critical that the public understands just how strong the desire for adequate funding is,” said Jo Loss, president of the California State PTA. “The children in our schools right now can’t wait another two or three or 10 years for the economy to improve or the legislature to make a bigger commitment to education. We can’t keep struggling to balance budgets by making only cuts without suffering huge consequences for the future of our children and the future of California’s economy.” The more than 900 survey respondents represent about 25 percent of all PTAs at individual schools in California. Respondents were asked to rate the importance of more than 20 policy and legislative issues in education, children’s health, and safety. Why is the Media glorifying the Arizona shooter?

As someone who consumes a lot of political news and has a strong, even visceral interest in politics, there would be some satisfaction in saying: “ see, you other guys with your gun rhetoric and ‘second amendment solutions’ have really done it this time, you’re ultimately to blame.” It relieves anxiety to draw a clear line from point A to point B in matters horrific, in part because it gives us a sense of control, for at least we know what to focus on. In this case, if the reasoning were right, it would allow us to vigorously condemn and ideally rectify, politic rhetoric that is too suggestive of violence. While I still think that is a worthwhile goal, I do not think it factored very much into this particular case, and two much more important goals are “within our cross-hairs.” Sorry. What we should concern ourselves with, in my professional opinion, is the risk of glorifying the alleged gunman. If political rhetoric can unhinge someone already too loosely moored to reality, than consider how much more of a push will be given by the promise of unprecedented fame – even if it be notoriety – such that hundreds of millions of people will see your face over and over, know

your name and history, and be discussing you at water-coolers across the nation, if not the world? One has to expect that several such loosely moored people are watching and chomping at the bit, wondering if they might follow suit. After all, it was not that long ago that a fellow was run over by a truck because he was laying in the middle of a highway, having seen it in a movie. People are great imitators. The second goal that emerges from this tragedy is the risk we run by not providing adequate services for the mentally ill. This morning I watched a psychiatrist make the claim that Schizophrenics (which appears to be the case with the suspect) are not more violent than the rest of the population, with only about onepercent of untreated psychotic individuals committing a violent crime. I have heard that statistic before, but having worked with many schizophrenics, I was skeptical, so I looked it up (i.e., Googled “rate of violence among schizophrenics”). Recent research suggests that people with schizophrenia are several times more likely to engage in violent crime (as are

those with Major Depression and Bipolar Depression, but not those with an anxiety disorder) than those without a diagnosable mental illness (a number that seems to grow smaller with each large study on the matter, but now about 75%). Many mental health professionals and consumers are, understandably, not eager to hear or repeat such findings because the stigmas and difficulties facing people with a major mental illness are already so very daunting, why add to their burdens? The reason is, of course, so that we can properly prepare for and mitigate the risk, which includes getting afflicted individuals the help that they need. It is worth noting that Arizona is nearly at the bottom of the pack in terms of funding mental health treatment, which is a cautionary tale. It is also worth noting that a major risk factor for violence among those with Schizophrenia is the presence of “command hallucinations,” internal hallucinatory voices which urge anti-social actions, and that such psychotic symptoms are treatable. It is also worth noting that those with psychosis, and Schizophrenia is

but one form of psychosis, are much more likely to engage in violence when they abuse drugs or alcohol, a finding that holds true for the other classes of major mental disorder and for the population at large (drug and alcohol abusers are seven times more likely to commit acts of violence as the general population). So what can we take away from this horrific tragedy? In my estimation, it is certainly laudable to calm down the tenor of the political debate and aim for a more civil discourse, but that is not a conclusion in need of a murderous gunman, pure common sense and civility will do. What this incident highlights is the need for identifying and treating those with psychosis and other major mental illness, getting them the treatment they need so that, at the very least, they do not harm others and, at best, to help them live a fulfilling and contributing life. In this time of budget cuts and hardship, we risk real societal harm when we skimp in providing needed services to our must vulnerable populations. And this, by extension, includes not cutting on treatment afforded to those

with drug and alcohol problems. Finally, let us think twice about glorifying murderous individuals, we could write to the networks suggesting otherwise or, easier and more to the point, change the channel. After all, at a record thirty-four hours per week of average television viewing per American it is unlikely that we would go so far as to turn off the “idiot box.” In the event that we take that drastic and liberating action, might I suggest spending that saved time to do something that might ease the plight of those with mental illness and/or alcohol or drug problems, such as one on one support, attending a NAMI meeting, volunteer work, or writing a letter to an elected official (one actual old fashioned letter has a lot of impact). Every positive action, no matter how small, may indeed help to reduce the likelihood of this sort of tragedy from occurring again.

anta Clara County’s Poet Laureate Nils Peterson invites county residents to engage in poetry by writing “haiku-ish” poems about what they observe daily in the county during the month of January. The Poet Laureate will select the best poems and post them online. This will be the last call from the County’s first Poet Laureate who was appointed in March 2009 and will finish his term in March 2011. “In effect, we’re creating a new form, borrowing from Haiku,” said Peterson. “The haiku has certain formal requirements for line length. I’m asking area residents for ‘haiku-ish’ poems, a relaxed, casual approach to haiku.” Haiku is a form of Japanese poetry, most commonly consisting of 17 syllables, in three phrases of five, seven and five syllables respectively. (The new Santa Clara county form will omit the specification of the number of syllables

per line.) Haiku is written in meaningful and compact form and language to “paint” an image in the reader’s mind. Haiku does not rhyme. In Japanese, haikus are traditionally printed in a single vertical line and tend to take aspects of the natural world as the subject matter, while haikus in English often appear in three lines and deal with nature, feelings and experiences. Previously called hokku, haiku was given its current name by the Japanese writer Masaoka Shiki at the end of the 19th century. The Poet Laureate’s requirements for the “haiku-ish” poems include: three lines; up to 17 syllables; topics be related to Santa Clara County. dark morning. rain. heater comes on. world waits. blankets whisper, not now. “Our esteemed inaugural Poet Laureate has created a number of great opportunities to engage the community in both enjoying poetry and creating a poetic identity for Santa Clara County,” said Supervisor Liz Kniss, District 5, champion of the County’s Poet Laureate program. “This casual haiku project will contribute to the body of poetry available for all of us to enjoy.” Peterson said traditional haiku fit the requirements and are welcome but experiments are welcome, too. To participate, submit no more than three poems for consideration by February 7, 2011 to poet.laureate@ceo.sccgov.org. In March, the Poet Laureate will post 2-3 poems a day on his laureate website at: nilspetersonpoet.wordpress.com. Those whose poems are selected will be acknowledged at an event in March.

City of Fremont Workshops on Draft

General Plan Are you interested in how Fremont will develop between now and 2030? ayward Community Action Network (CAN), a program of the non-profit collaborative known as the South Hayward Parish whose primary mission has been to provide a compassionate presence for under-served populations in our area and to work for social justice for all residents for almost 40 years, is reaching out to the local business community to help end homelessness in Hayward By eliminating panhandling, increasing connection to resources and facilitating self-sufficiency, Hayward CAN strives to improve the quality of life for all residents. To this end, CAN has launched a new business outreach effort to put food and services information into the hands of those in need. Businesses are encouraged to put out the informational fliers for their customers to use if they are approached by panhandlers. “If someone is really willing to work for food,” says Hayward CAN Director, Sara Lamnin, “then this flier has job, food, housing and other resource information. If they are just looking for free money or running a scam, then Hayward is no longer profitable for those types of activities.” Hayward CAN utilizes a self-empowerment model to build the capacity of its members to successfully

overcome the structural factors that place them at risk of either becoming homeless or sustaining a current state of homelessness. The individuals who currently live on the street initiated this effort to eliminate panhandling. In accordance with the EveryOne Home and Federal plans, the program offers a continuum of services to position its members to achieve basic needs stability, attain self-sufficiency and develop leadership skills through civic engagement. In its two years of operation, Hayward CAN has helped more than a dozen people move off the streets into housing, school and/or jobs. CAN members sign on to become “part of the solution,” agree to a code of conduct and are instrumental in creating proactive approaches to community needs. In November, 25 members participated in the Keep Hayward Clean and Green Downtown cleanup - marking the tenth time members have actively participated in community health and safety events. In 2011, CAN will launch two job training programs, a sewing and alterations class and an urban farm, in collaboration with other local programs. his year the Santa Clara Valley Water District is offering $4.46 million through three of its grant programs: Trail and Open Space, Environmental Enhancement Implementation and Watershed Stewardship. The programs are designed to help meet the outcomes of the voterapproved Clean, Safe Creeks and Natural Flood Protection Plan (Clean, Safe Creeks), which is the primary funding source for the grants. Clean, Safe Creeks was approved by voters in November 2000 and is a fifteen year program. With only five years left to go, the district is working hard to achieve each of the four outcomes set forth in the plan. These grants help to reach three of them. Trail and Open Space– This grant program is consistent with a Clean, Safe Creeks outcome that calls for additional open spaces, trails and parks along creeks and in the watersheds when reasonable and appropriate. The objective of the trails element is to provide public access to 70 miles of trails or open space along creeks and in the watersheds. With 65.5 miles of trails completed through the Trail and Open Space Grant Program and development of joint use and joint trail agreements, the district is on track to surpass this goal. Environmental Enhancement Implementation– Another Clean, Safe Creeks outcome is to create additional wetlands, riparian habitat and favorable stream conditions for fisheries and wildlife (equivalent to 100 acres of tidal or riparian habitat created or restored). This grant program has been devel-

along creeks. In addition, this program helps fulfill the stewardship component of the district’s mission. To date, the Watershed Stewardship Grant Program has awarded approximately $943,000 in funding to 52 projects. As someone who enjoys running, I appreciate what these programs can accomplish. The Berryessa, Calabazas and Coyote creek trails were each funded through Clean, Safe Creeks and every time I go for a run on one of them I’m reminded of the important work that we do. Not only do these trails beautify our community, but they also provide a green transportation alternative for local residents. If you think one of these programs can benefit your community, I encourage you to write to your local representative and urge them to apply. The following entities are eligible to submit grant applications: • Cities • Towns • Santa Clara County • Open space districts • Internal units of the Santa Clara Valley Water District • Local non-profit organizations with a 501(c)(3) tax exempt status A Request for Proposals for each grant was released on Dec. 15, 2010. Applications will be reviewed and ranked based upon the evaluation criteria listed in each RFP. All RFP responses are due March 15, 2011 and project funding will be subject to board approval. To assist entities interested in applying for these grants, the water district will be holding workshops in January.
