BY JULIE GRABOWSKI While Presidents’ Day registers joyful thoughts of no school, a three-day-weekend, a quick getaway or shopping opportunity, the holiday began simply as Washington’s Birthday, a respectful recognition of the man known as the “Father of Our Country.” George Washington (1732-1799) is a towering figure in our nation’s history, serving in political and military formats as a leader in the Continental and U.S. Army, and ultimate role as the first president from 1789-1797. He brought us victory in the American Revolution, developed a system of government still in use today, and oversaw the creation of the United States Constitution. Abraham Lincoln (1809-1865) grew up poor in Kentucky, but was an ambitious, self-taught man who became another important figure in American history. Elected as our 16th president in 1861, Lincoln guided the country through the Civil War, delivering the famous Gettysburg Address. His assassination on April 14, 1865 during a performance

at Ford’s Theatre in Washington cut short his impactful life. Washington’s February 22nd birthday and Lincoln’s February 12th birthday were observed separately until 1968 when Congress implemented a joint, uniform federal holiday to be observed on the third Monday of every February. The law took effect in 1971, though
some were unhappy about the decision, fearing that Washington’s singular importance would be lost or diminished. There was also resistance to renaming the holiday “Presidents’ Day,” and the attempt didn’t make it through committee. Though it officially remains Washington’s Birthday, Presidents’ Day had become the general term of use.
These men are a huge part of our heritage and everyday life, their likenesses appearing on our money and postage stamps, their names on our street signs and school buildings, along with the numerous monuments in their honor, including Mount Rushmore on which they appear together. Washington also bears the distinction of having the nation’s capital named after him, as well as the only state to be named for a president. Presidents’ Day is a tribute to two great leaders in American history, men of strong conviction and character who made a tremendous impact on the development of our country. So take a moment to ponder how far we have come thanks to those who have gone before, allowing us to stand on their shoulders and press forward to become the great nation we are today. In observance of the holiday, banks, schools, and government offices will be closed. Libraries were closed Friday, February 11 for Lincoln’s birthday, and bookworms will have to postpone their visits once again as branches are closed on the 20th and 21st in honor of Presidents’ Day.
FDIC mulls tighter Wall Street bonus rules BY THE ASSOCIATED PRESS The Wall Street Journal is reporting that the Federal Deposit Insurance Corp. could approve measures tying executive pay incentives at top financial firms to long-term performance. The newspaper cited unnamed sources in saying the agency on Monday could approve a draft rule requiring firms to consider the results of executives’ business decisions when setting their bonuses.
Affected companies could include Bank Of America, Goldman Sachs, JPMorgan Chase and others. The financial reforms Congress passed in July place stiffer restrictions on banks and ban pay incentives tied to “inappropriate” risk taking. Several Wall Street firms already have started deferring bonuses or tying them to long-term performance.

gap, FEF as an independent nonprofit foundation since 1991 has stepped up to support the community’s schools, teachers and students through its generous grant programs. Over the years, more than 200 grants have been awarded to classroom teachers, benefiting thousands of local students.

Fremont Crime News SUBMITTED BY DETECTIVE BILL VETERAN Residential burglaries A spate of residential burglaries was reported on Friday, February 11. No suspect or suspect vehicle information is available so far for a residential burglary reported on the 44900 block of Cougar Circle. Officer Diehm is investigating another residential burglary on Heron Pl. Homeowners left for two hours leaving the back window unlocked and found the house ransacked upon return. Jewelry and electronics were missing. There are no known suspects so far. Another residential robbery was reported on Rancho Higuera. Suspect(s) smashed the window of the rear bedroom door. No loss was reported. Officer Nelson is investigating the case. Theft On Saturday February 12 two women were arrested for stealing a phone. The victim reported that the suspects stole his phone from his car that was inside the garage. He provided a description and their vehicle. Soon Officer Taylor spotted the vehicle on Sundale Drive and arrested the women for burglary and parole violations.
Commercial burglary Police are looking for a suspect involved in a commercial burglary at Capital Stereo located at 43516 Fremont Blvd. Video shows a red Silverado with a camper shell ramming the installer’s roll-up door. The suspect is described as a White Male Adult with a thin build, last seen wearing a white hoodie, dark jeans and white tennis shoes running into the store and taking one box. Motorist hits a gas pipeline On Sunday, February 13, a female motorist accidentally steered her vehicle into a condominium building on Silver Oak Terrace. As a result, a PG&E gas line was sheared off as well as the water main. Police assisted the Fire Department in evacuating two condominium buildings and keeping other residents sheltered in place. Walnut Avenue was shut down between Mission Blvd. and Overacker Avenue until the area could be deemed safe. Fire crews were able to shut off the water and PG&E eventually got the gas turned off. The driver was not under the influence - she said her groceries spilled and as she reached for them she inadvertently steered into the building.
Police search for suspect in armed-robbery spree SUBMITTED BY LT. ROGER KEENER, HAYWARD PD Hayward Police are looking for a suspect involved in a string of armed robberies. Incidents being investigated date back to November of last year with the most recent occurring on Sunday, February 13 at a Starbuck’s in Hayward. The suspect has been described as a light skinned black male in his early to mid twenties, approximately 5’-10” tall and weighing about 160 pounds. A suspect with a similar description has targeted seven locations in Hayward. Similar incidents have been reported in Fremont and San Leandro. Walgreen’s, Starbuck’s, Quiznos, Subway and Sonic Burgers have been victims of a similarly described suspect. Investigators are determining if any other Bay Area police agencies have similar robbery incidents. The method of operation and clothing often differ but the salient characteristic of a mole or birthmark on the robber’s left cheek or chin area is a commonality as is his general height, weight, age and ethnicity. The suspect has been reported to use a black handgun when committing his crimes. Police are reviewing all available video footage from robbery locations which may help to identify the suspect. According to Detective Hutchinson, Hayward Police Department, the suspect’s sketch has not been released so far. Measure B – New Haven Unified Parcel Tax proposal BY SUZANNE ORTT New Haven Unified Board of Education, on February 1, officially voted to place a parcel tax initiative before the voters. The vote will be by mail-in ballot on May 3, 2011. The tax proposed is $15 per month per parcel, which is $180 annually. If approved, this tax will be on the property tax bills. Those 65 years of age or older and those with proven disabilities will be exempt from the tax. The Board of Education adopted Measure B, the parcel tax proposal to offset some of the proposed budget cuts that the district will face due to California’s budget crisis. A citizens’ oversight committee will be formed to review spending. Furthermore, no money from the parcel tax can be used for administrators’ salaries. After four years, the tax will expire. Measure B requires a two-thirds majority vote to pass. The Alameda County Registrar of Voters will begin sending out the ballots to registered voters on April 4. Voters may return their completed ballots immediately. The deadline is 8 p.m. on May 3. Ballots may be returned by mail or returned in person to the Registrar of Voters, 1225 Fallon Street, Oakland, CA 94612. The telephone number is (510) 272-6973. If approved, the tax will raise approximately $3 million per year. The Board of Education states the funds are needed to preserve quality instruction time, minimize class size increases and reductions to the school year, and maintain educational and after-school activities. These activities include band, sports, speech and debate, drama, color guard, and more. A committee, Taking Care of our Kids, is organizing to promote passage of the parcel task. Explosion highlights lax pipeline rules BY MATTHEW BROWN AND GARANCE BURKE ASSOCIATED PRESS SAN BRUNO, Calif. (AP), Feb 05 - First, the pipeline exploded. Then the flames, like a blowtorch, set the neighborhood overlooking San Francisco Bay ablaze. Flaming chunks of asphalt hurled into the air from the blast blew through the roof at Bill Magoolaghan’s house. As he watched from a nearby hillside in San Bruno, one question came to his mind: Why can’t someone stop the tower of fire? “The gas flames were still shooting 300 feet into the air,” he recalled thinking, 40 minutes after the Sept. 9 explosion. One reason is that the line was not equipped with remotely operated or automatic shut-off valves that would have halted the gas within minutes of the accident - devices that federal safety officials have recommended to industry and regulators for decades. An Associated Press investigation found that the utility, Pacific Gas & Electric Co., agreed as far back as 1997 that remotely operated valves did a better job of protecting public safety than manual ones. But it opted against using them widely across its network of high-pressure transmission lines, saying they weren’t necessary or required. When the flame was finally halted 89 minutes after the explosion, residents were left to survey the damage: eight dead, dozens injured and 55 homes left uninhabitable. The explosion also focused attention on the condition of the nation’s pipelines - some aging and many, like San Bruno, running beneath towns and cities. The accident, the AP found, also highlights a troubling pattern: A pipeline explodes. Federal investigators call for safety improvements. The government leaves it largely to industry to make safety decisions. The result is that safety measures are adopted sporadically, sometimes decades later - if at all. Now, as federal investigators prepare for a March hearing on the explosion - the first on a pipeline accident in a decade - lawmakers are pressing for sweeping reforms to a patchwork system of safety regulations. “It’s after an accident that we find there were shortcomings,” said Deborah Hersman, head of the National Transportation Safety Board, which investigates pipeline accidents. “Unfortunately, we’ve had to learn that lesson too many times.” The industry and regulators from the U.S. Department of Transportation, which oversees the nation’s 2.5 million-mile network of gas and liquid pipelines, say they have made vast improvements in recent decades, noting the number of fatal accidents has dropped as the network expanded dramatically. continued on page 29

BY DENNY STEIN The City of Hayward and Hayward Chamber of Commerce sponsored Survive to Thrive, a seminar for restaurateurs, on February 7. Approximately 40 delegates heard Louise Dawson explain how to remain profitable during economic downturns. The gist of her message is one’s own initiative and perseverance will make the difference between a thriving business and Closed for Business, not luck Nationally, restaurant revenues are down 20-30 percent which is a devastating loss in an industry where the profit margin is 3-5 percent in good times. Normally, 65 percent of restaurants cease trading in the first three years. Dawson’s strategy is to enter “Restaurant Emergency Mode.” She knows because she has owned two restaurants. She recalls opening for business only to find the street and sidewalk being dug up for construction on that first day. Customers could not drive to her eatery much less reach the front door. Pragmatically, Dawson’s solution was to go out to find and secure the business she needed. Serendipitously, a film crew was working across the street and she offered to feed them; this proved to be the first of many catering contracts. Even if a film crew is absent, there are steps restaurateurs can take to gain control of their business and guide it through these trying times. Not one to operate in the abstract, Dawson walked the participating restaurant own-
ers through the steps and forms necessary to get a grip on their day-to-day income and expenses. “It’s a game of pennies,” Dawson explained, “so the difference between profit and loss can be 18 cents spent on the hamburger plate’s garnish or charging $4.79 rather than $4.29 for a sandwich.” This illustration highlighted the fact that all the money comes through the menu. So, owners of restaurants of any kind must analyze their menus: cost out every plate of food. Make a “Recipe Card” for each plated item and price out the ingredients. Know the cost of each serving and what it will produce in net income. That income pays vendors, staff, utilities and rent, marketing and oneself. The second part of Survive to Thrive focused on Marketing Technologies and Strategies to Boost Sales. A panel of marketing service providers introduced their products and explained how they work and how they improve business in a concrete, measurable fashion. Five of the six panelists provided internet services, from monthly newsletters to on-line ordering programs and text messaging alerts. Each approach seemed simple, inexpensive and proven to enhance sales and profit. However, the entrepreneur must research the business’ needs; taking advantage of these new technologies is the first step. Banks ‘complicit’ in fraud AP WIRE SERVICE NEW YORK (AP), Feb 15 Disgraced Wall Street financier Bernard Madoff tells a newspaper that banks and hedge funds were “complicit” in his scheme to fleece victims out of billions of dollars. Madoff told The New York Times in his first interview for
publication since his 2008 arrest the financial institutions “were complicit in one form or another.” He didn’t name any institutions. A court-appointed trustee seeking to recover money on behalf of Madoff’s victims has filed a lawsuit against his primary banker, JPMorgan Chase. The
bank denies any wrongdoing. Madoff also says his family didn’t know about his Ponzi scheme. Madoff spoke to the newspaper through e-mail and during a two-hour interview at a Butner, North Carolina, federal prison where he’s serving a 150-year sentence.

CPR for Family and Friends Prepares Parents, Caretakers for Emergency
A
ll new parents want to do everything in their power to make sure their baby is safe and healthy, right from the very beginning. From prenatal vitamins to researching car seats. But some things are so important—and often so scary to think of—that they sometimes get overlooked. Like knowing how to properly perform cardiopulmonary resuscitation (CPR) on an infant or young child should an emergency arise. And unfortunately, disaster tends to strike when we least expect it, so it’s better to be prepared in advance rather than feel helpless in a true emergency. “Anything that happens to an infant or young child is scary,” says Karen Smith, R.N., coordinator of Washington Hospital’s Maternal/Child Education Department. “And knowing CPR helps take away some of the helplessness.” To make sure that new parents and caregivers have the tools they need, the Maternal/Child Education Department—located just across the street from the main hospital—regularly offers a CPR for Family and Friends class designed for parents and caregivers. “CPR for Family and Friends is just that,” Smith says. “It’s not a certified class because it doesn’t cover CPR for adults, but it does follow American Heart Association guidelines for infants and children. And the cost is only $30. “It’s the one thing you need to know immediately because it does

Well that’s what they’re offering over at NorCal Hobbies: The Race Place in Union City. This is one of the more prominent racing facilities in Northern California and brings in hundreds and thousands of visitors. They offer both dirt and a newly installed carpet racing facility which offers multiple options for experimental racers. This is great for passionate customers because it allows them to race regardless of weather conditions. Moreover, this is a place where fellow racers can develop longlasting relationships in a social environment. The staff is incredibly helpful and has a genuine desire
to make it the R/C Mecca of Northern California. “We’re as enthusiastic as our customers are,” co-owner Eric Vasutin said. In general, they truly understand how a facility like this should ideally operate and have the skills to execute it. Whatever time it is, there’s always something to do. Every weekend is filled with jam-
packed action as the club offers several races throughout the day along with practice sessions. In addition, there are events sprinkled in throughout the week. Whether you’re interested in racing or simply being a spectator, be sure to check it out.
There are three major upcoming events that the Nor-Cal Hobbies will host, the first of which will be Round 1 of the 2011 NorCal Championship Series. Later, they’ve got the Invitational Reedy Race of Champions on May 2529. Finally, on August 11-14 they hold the ROAR 1/10 Electric Off Road Nationals. That being so, this year is filled with high-level competition. To make it even more attractive, there are a plethora of different activities to engage in near the track including the Union Landing multiplex. So for those international racers who come to compete, there’s no worry about hotels or food. The retail prices are $10 for a day practice and $20 for a club race entry fee. However,

Nor-Cal Hobbies also offers a membership option which provides an avenue for avid racers to save a ton of money. The freshman guard finished the week with 35 points, 10 rebounds and eights assists and guided the Pioneers
(4-18, 4-14 CCAA) to a pair of wins over Chico State and Cal State Stanislaus. In Thursday’s 69-47 victory over Chico State, the Reno, Nev., native scored 15 points on 5-7 shooting, while pulling down four rebounds and dishing out a season-high six assists. Finlay helped the Pioneers post season highs in scoring, field-goal percentage (46.3%) and 3-point shooting percentage (42.9%).
Saturday, Finlay led East Bay in scoring with a career-high 20 points, going 4-6 from the field and knocking down 11 of her 13 free throws. Finlay scored 12 of her points in the second half, hitting all seven of her shots from the charity stripe, and pulled continued on page 15

Necessary Endings by Dr. Henry Cloud
or client – it’s important to understand how to deal with them by redefining the definitions of
“positive” and “negative”. It helps to look at them as a “season”: when things end through no fault of your own, it was the “season” to move on. But what if the decision is yours? Cloud likens endings to
a rosebush. When a gardener prunes, he cuts off healthy buds and branches as well as sick and dead ones. Smart businesspeople are like that gardener: they can spot a branch of the company that is doing well, but that isn’t the best place to spend energy or funds. They can see if an ailing arm of the corporation will get better or not. They can spot dead wood. And they have the courage to strategically prune all three. “It’s been said that some things die,” says Cloud, “and some things need to be killed.” Look for “the moment”, Cloud says, when you know you need to make change. Come to grips with the truth and learn to recognize when you get stuck or experience misery that can be alleviated by change. Understand that some-
times, things end. Get hopeless. Learn how to transfer “need” back to the one who really needs. Stay close to the pain. Know that you may not be able to control change, but you can control your response to it. When economic recovery is on the horizon but feels as fragile as an egg, it’s a little scary to think that more loss could come. But “Necessary Endings” puts a lot of things in perspective. Though most of this book is from the active side of endings (being the ender and not the endee), author Dr. Henry Cloud’s words are the soothing balm that readers may need. What’s most helpful about this book is that, if you’re experiencing loss, Cloud helps you understand that endings aren’t the end of the world. And if you’re the one who’s urging the
finish, he clearly explains how to evaluate situations with an eye toward reality and to move from pain to plug-pulling. “Necessary Endings” is one of those books you’ll wish you had three years ago, at the beginning of the recession, but that you’ll be glad you’ve got now. The community has helped our police and firemen; it is now time to help our kids.” At the first organizing meeting on Monday, February 7, fifty volunteers signed up. Additionally, student leaders will do voter registration, with emphasis on high school students who will be eligible to vote in time for the May 3 deadline. Thus far, financial contributions for the campaign total $20,000. To reiterate, Measure B, if passed, will provide $3 million per year to the school district. am dedicating this column to happiness. It is important that we allow bliss in our lives. I say “allow” because some folks are mad at the world and being miserable is what they enjoy. My husband and I started celebrating our wedding anniversary early, in fact, since last weekend we have gone horseback riding, enjoyed Indian food and purchased a movie to watch. Throughout the week, we enjoyed chocolates and I was given a green light to buy what my heart desired: a Pandora charm bracelet with beads celebrating life. Trying new things injects invigorating vibes into your life and allows you to share with others. The horseback ride on top of “Cruiser” was so much fun. He tried twice to take over the lead as if saying: Get out of the way and let me get on with the program! I also tried Indian food for the first time, ever. My husband had been suggesting it since we moved to California and I finally conceded to sit down at an Indian restaurant with him. I ordered a chicken dish only to say, “Hmm, it tastes like chicken!” This morning, a colorful bouquet of beautiful flowers was delivered which I happily placed on my dining room table. Tonight, a reservation at a restaurant where gifts and cards will be exchanged and much wine will be served. Our years together have been unforgettable, and I am thrilled to say that the honeymoon is not over!
The Pandora bracelet I selected as a gift was something that my husband could not have chosen by himself. Before leaving, I told him not to worry, “Honey, it’s not going to cost you a Rolex.” He seemed content. Well, could you blame me? No loving husband is able to choose a complicated gift involving jewelry. I happily ventured to the store and sat down with the saleswoman for over an hour, giggling and choosing with delight. I picked out a silver band with customizable beads that go on it. It is supposed to represent what you love and I chose thirteen different beads of what I enjoy most. The chance to choose my own gift was like going back down memory lane to the time I chose my very first doll as a child. I bought gifts for him that I know he will like. Men are so easy to please. As far as traveling for the occasion, we selected not to go anywhere because two weeks ago we came back from a five
day road trip to eleven California Missions. We are spacing our trips and destinations appropriately. As a freelancer writer, I get inspired and new topics come when traveling, so that is good for business and for relaxation. The eleven missions we visited brought several different articles and blog posts to publication. Working as columnist and reporter who took a year off to write a book and move across country has been illuminating and edifying. Taking time editing, marketing, creating social networks, attending conferences, and continuing to write some more has been gratifying as well and part of maintaining happiness in my life. I am blessed that my husband has been the main supporter of my writing career as he inspired me to write my first fiction book that will be out mid year. Cheers to happiness, and many more years together!
ElénaMartina has a bachelor in psychology from Austin Peay State University, and a Non-profit management certificate from Duke University. She wrote for nine newspapers in North Carolina before moving to California this year. She is writing a novel about arranged marriages due out in 2011.

SUMMARY OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NEWARK AMENDING Title 17 (Zoning) of the Newark Municipal Code IN ORDER TO implement Programs 5, 10, 11, and 13 of the City of Newark Housing Element Program 5–Emergency Homeless Shelter allows emergency homeless shelters by right in the RH (High Density Residential) zoning district. Land with RH zoning is located near Four Corners, along Central Avenue north of Birch Street, and at the southeast end of Cherry Street. This change is necessary for the City to comply with a State law. Program 10–Multi-family Projects with Six or More Units implements a nondiscretionary design review process for multi-family projects with six or more units rather than requiring a conditional use permit. The proposed zoning text amendment would make these projects a permitted use with Architectural and Site Plan Review approval. Program 11–Density Bonus Ordinance complies with State law by adopting a Density Bonus Ordinance that is consistent with state requirements, Government Code Section 65915 et seq. The State law requires cities to grant a density bonus and other incentives to developers who provide certain types and/or amounts of housing. The amount of the density bonus and the number of incentives are set on a sliding scale determined by the types and amounts of housing the developer commits to provide. Program 13–Transitional and Supportive Housing complies with recent changes to State law. The Land Formerly Known as Burma has certainly known its share of contrasts as a country crisscrossed by three mountain ranges, tropical forest valleys, more than 800 species of birds, and centuries of human conflict. A product of Burma is the artwork of Dr. Htain Win, a former doctor of medicine from the jungles

of Burma and a recent transplant to the Bay Area. His story is intriguing, a tropical doctorturned-artisan. Dr. Win was a specialist in tropical diseases, a malariologist who treated AIDS patients and studied art in various countries during the 1980s and 1990s. “Why did you leave Burma, Dr. Win?” I asked him pointedly. “My wife had passed away in 1995, I had retired from medical practice, and my daughter had moved to Florida in 1999. I came to America in 2000 for my daughter’s wedding, and I decided to stay and devote myself to art,” he replied. When asked what impelled him to create art, Dr. Win said that he had visited the Louvre

most part, brightly colored. His works contain the images and themes of animals, people, water scenes, and traditional Burmese architectural settings; all in varying perspectives and color schemes. “Every time that I come into this room I discover some new details that were previously hidden in Dr. Win’s pieces,” said Valerie Caveglia, Executive Director of the Sun Gallery. Dr. Win’s work also reflects the world at large in the images represented by combinations of elements from disparate areas, such as a western house contained within the human heart. in France during the late 1980s and the painting of Mona Lisa became a sort of muse for him; the works of Pablo Picasso were also particularly influential. Over seventy of Dr. Win’s latest works are on display at the Sun Art Gallery in Hayward this month in ‘Home Is Where The Heart Is.’ Looking over the pieces of Dr. Win, one cannot help but notice that there is no imitation of Leonardo da Vinci’s magnum opus. Nor are there the strictly
cubist renderings a la Picasso. What exists is a style of colorful, detailed imagery uniquely owned by the playful mind of Dr. Win. “Looking at Dr. Win’s work brings back a lot of memories from when my husband and I traveled in Burma in the 1990s”, said Patra Nesseth-Steffes, a volunteer at the Sun Gallery in Hayward. Explosion highlights lax pipeline rules
Christina Sames, vice president of operations and engineering at the American Gas Association, said she can “count on one hand’’ incidents of the magnitude of San Bruno over the last 20 years. “Those are definitely outliers,” she said. While the NTSB is in charge of investigating such accidents, regulators or industry do not have to adopt its recommendations. An AP analysis of accidents dating to 1969, when the NTSB began investigating pipeline accidents, shows that the agency has made similar recommendations time and again, including on utilities’ failures to draft appropriate emergency plans, mark pipeline locations or adequately inspect risky stretches of pipe. The NTSB is looking at the same issues in San Bruno, but pipeline safety advocates say the case of the shut-off valves provides the clearest example of how a weak regulatory system can jeopardize public safety. Since 1969, NTSB has called for the more-sophisticated valves on natural gas or hazardous liquid pipelines eight times. The first followed a 1970 propane pipeline explosion that injured 10 people in Franklin County, Mo. The NTSB said a fire that raged for an hour and 40 minutes after the initial blast ``would have burned out much sooner’’ if there were valves. In response, the Transportation Department proposed requiring remotely operated valves on some types of lines. The proposal, however, was later withdrawn. Agency officials concluded in 1981 that such valves were “not an effective means to reduce the accident effects” following a pipeline rupture, saying most damage in pipeline failures comes from the initial blast. “I made the recommendations for automatic valves because I thought they potentially could have prevented that fire. But nothing happened,” said Henry Shepherd, who was chief of NTSB’s pipeline safety division in the
1970s and lead investigator on the case. The DOT “would pass around their studies on our safety recommendations to industry to get their feelings on it and it would inevitably come back that our recommendations for valves were too costly or infeasible, which we never felt was valid,” he said. NTSB again recommended valves after a 1986 gasoline pipeline accident in Mounds View, Minn. Fuel poured through the town for 20 minutes before it ignited, killing two people. The fuel then fed the fire for another hour and 20 minutes. Congress told transportation officials to study the cost and feasibility of remotely operated or automatic valves for hazardous liquid pipelines. Pipeline companies questioned their reliability - although one company later said it had used automatic shut-off valves since the 1940s with few problems. By the time the Transportation Department finished its report in 1991, two more pipeline accidents had occurred in which the NTSB concluded closely spaced remotely operated valves could have limited damage. In one case, it took crews 55 minutes to close the manual valves on a gas line that ruptured following a train crash in San Bernardino, Calif. In the second, propane flowed from a broken line in Blenheim, N.Y., for 21 hours. Although remotely operated valves were in use, the closest one was 47 miles away. Still, after soliciting industry comments, transportation officials concluded the valves offered ``no significant benefit.’’ NTSB officials railed against the study, saying it was seriously flawed for not considering the consequences of pipeline accidents in urban areas and because it overlooked new technology that made the valves more reliable. The issue resurfaced in 1994 with a gas explosion in densely populated Edison, N.J., sending a
400-foot-high column of flames into the sky. It took two-and-a-half hours to shut the manual valves on the spewing 36-inch pipeline. The blast caused $25 million in property damage and two serious injuries. The NTSB renewed its push for more remotely operated valves. Transportation officials agreed to another study, but citing industry suggestions, left out the cost of potential damages or lives lost. Instead, the agency factored in the cost of lost fuel when pipelines break. The officials ultimately declined to require the valves, saying that they were not cost-effective. The agency cited a study commissioned by the industry-supported Gas Research Institute. It estimated costs of $32,332 per valve for a transmission pipeline such as the San Bruno one. The report put a price tag of at least $300 million on installing valves across the nation’s 300,000-mile gas transmission system. In the end, authorities left it to companies to decide whether and where to install remotely operated valves. PG&E told the agency in their comments for that study that remotely operated valves could “enhance safety by reducing the volume of flammable gas.” In a follow-up letter two years later, the company lobbied against them: “Potentially, a quick shut down of gas flow by an RCV (remotely-controlled valve) may give the public a false sense of security,” a PG&E engineer wrote in the letter. Over the last 60 years, PG&E has put in more than 60 remotely controlled valves on transmission pipelines located near earthquake fault lines or in areas that are vulnerable to external damage or critical to operations, spokesman Joe Molica said. About a mile from the accident site, the San Bruno line runs within 300 feet of an area believed to have an earthquake fault line. But Molica said the utility’s preference had been to make the pipes
themselves more resistant to earthquakes rather than installing valves to shut them down quickly if an accident occurs. That leaves most of the company’s 6,700 miles of transmission lines without the valves. Molica said cost wasn’t a factor, yet cost was cited by the company when it was lobbying against the valves in the late 1990s. This fall, after the explosion, PG&E announced it would install more remotely operated and automatic valves in highly populated zones - urban areas with at least 50,000 people and at least 1,000 people per square mile. Coroner’s reports obtained by the AP indicate at least five of the eight dead in San Bruno were trying to flee when they died. Evidence released to date leaves it unclear if the deaths of any of the five could have been avoided if different valves were in place. But experts said it was possible - and that others who were injured and homes that were leveled might have been spared. If valves on the line had closed immediately after the initial explosion, the gas-fed fire likely would have gone out in under 10 minutes, said Theo Theofanous, a chemical engineer at the University of California, Santa Barbara who directs its Center for Risk Studies and Safety. “This just begs the question as to why they didn’t put in more shut-off valves, especially in such a populated area,” said Theofanous, who analyzed the accident for the AP and served on a 2004 National Academy of Engineering pipeline safety committee. The head of the federal Pipeline and Hazardous Material Safety Administration, Cynthia Quarterman, told the AP that her staff was reviewing whether too much leeway has been given to companies to determine how and where to initiate safety upgrades. Also, new rules are in the works to expand requirements for shutoff valves - both for pipelines serv-
ing homeowners and also larger lines that carry hazardous liquids such as oil or propane, Quarterman said. A review of those proposals show they would leave out natural gas transmission lines like the one in San Bruno. While Quarterman declined to comment on her agency’s long-term track record and allegations that it gives too much weight to the gas companies it regulates, she said it is committed to reform and takes all NTSB recommendations seriously. In January, PHSMA urged pipeline operators to check records for gas and liquid pipelines and warned them about the problems leading up to the San Bruno explosion following an urgent set of NTSB recommendations for them to do so. “The administration is focused on improving safety,” Quarterman said. “We can only take one swallow at a time.’’ Safety advocates question that commitment given the government’s hands-off attitude toward the industry. “In San Bruno, you have the confluence of an enraged public, strong media coverage and public officials willing to step up and adopt better measures,” said Bob Rackleff, president of the watchdog group, Pipeline Safety Trust. “But for every accident like that, there are 10 incidents that lead to no improvements.” Residents returning to the San Bruno blast site - now a blackened gash carved into the suburban neighborhood of 1960s-era homes - say they are eager for federal authorities to determine what went wrong. Robert Pellegrini, who lost his home of 35 years, said he wished he could believe that the NTSB’s final recommendations would change policy. Five decades later he invited everyone to ask themselves if they have given their best as a society, as a community, as a county government. “I want to put Juvenile Hall, as we now know it, out of business,” he said, describing what he would like to be his legacy. “I’d like to transition the highly skilled employees there into the community to work on prevention and intervention instead of incarceration.” Cortese acknowledged the Courts, Probation Chief and community partners for their work on alternatives to Juvenile Hall for children younger than 13, indicated there will be even

bolder restructuring of the juvenile justice system, shifting the emphasis from punishment to reform, and outlined several juvenile justice initiatives in support of children. First, asking the court system and Probation to phase out jailing children aged 13-15 years, except in cases of the most violent crimes. Second, continuing to innovate in creating new systems for pre-trial diversions of first-time youth offenders, screening and directing them to communitybased organizations for appropriate intervention BEFORE they are formally arrested. An estimated 3,000 youth per year could be kept out of the criminal justice system. Creating a restorative justice program, like Alameda County’s McCullum Youth Court, where young first-time offenders are tried and judged by a jury of their peers. The program will give youth a different perspective on their actions. It also may inspire
youth to pursue careers as attorneys, judges and probation officers. Third, continuing to correct and transform the over-representation of minorities in the system, a major civil rights challenge. Fourth, moving forward to separate adult and juvenile probation systems, so that employees can be trained appropriately and the focus shifted to prevention and intervention. “With the help of a new mental health grant, we shall
reinvent School-Linked Services,” said Cortese, who supports a closer working relationship with the schools, “… to place services [drug and alcohol intervention, mental health counseling, probation, public health and mentoring] right on our local school campuses.” He also indicated that he would ask the Board of Supervisors to adopt a resolution encouraging the endorsement and adoption of A-G (college prep) Curriculum in every school district in the county. To keep the organization on track, Cortese will propose that Child Impact Statements be included for issues that come before the Board of Supervisors for consideration and that the Youth Task Force, which currently reports to the County Office of Human Relations, report directly to the Board of Supervisors. The group will conduct policy research, attend meetings, offer their perspective on issues that might affect youth and assert leadership skills.

“Our children cannot prosper if their families do not prosper,” Cortese remarked. “We’ll convene economic summits with leaders in health care and green tech so we can further position our county to help pave the way for job growth in these challenging times.” At the other end of the age spectrum, Cortese pledged to retain funding for senior meals programs, personally work on mental health for seniors and ask his colleagues to develop a senior agenda. Finally, Cortese wants the Public Health Department to conduct health assessments focused on ethnicities, beginning with the Vietnamese who make up 10 percent of residents and who have a high rate of cigarette use and cervical cancer. “… almost everything here is less about dollars and more a matter of philosophy and doing things differently,” Cortese said. “It’s how we deploy our people, not how many we deploy. “While we’re doing our budget reductions, we cannot lose our vision.”

A Really Big Picture

ast year, the United States government took a census. They tried very hard to count every single person in the country. This was a very big job!
But accounting for most of those stars and galaxies is the job of the Galaxy Evolution Explorer space telescope. It has already completed one census, or survey, that covered 65% of the

Now, imagine trying to take a census of every single star and galaxy in most of the universe. The whole Earth has far fewer people—about 6.8 billion— than our own Milky Way galaxy has stars—about 100 billion. And there are maybe 200 billion galaxies in the universe!
sky. Now it’s working on a second survey, peering even deeper into space. This space telescope is special in two ways. First, it looks at the stars and galaxies in ultraviolet light. This is a kind of light that our eyes cannot see. This light contains
more energy than visible light. New stars, which are hotter than older stars, put out lots of ultraviolet light. So the Galaxy Evolution Explorer is particularly good at seeing where new stars are forming in galaxies. The second way this telescope is special is that it has a wide field of view. In this case, that means that every image covers a piece of sky about four times larger than the full Moon. The Explorer’s team recently pieced together 400 of the telescope’s individual images. To show how much of the sky this mosaic image includes, they added an image of the Moon at the same scale. It looks very small floating in the lower left corner. As large as it seems, this whole big picture is only 1% of the all-sky imaging survey. What you see in this image is part of the Gum Nebula. This nebula is the wispy gas and dust left over from a supernova explosion that happened a million years ago. A supernova is the big “blowout party” when a huge star (much bigger than our Sun) comes to the end of its life. The nebula looks very big because it is much closer than the stars in the background. SUBMITTED BY GWENDOLYN MITCHELL AND LAUREL ANDERSON Under Healthcare Reform, the Santa Clara County Board of Supervisors has approved a new strategic direction for the County’s healthcare program that will guide the integration of Santa Clara Valley Health and Hospital System (SCVHHS) services and create a new delivery system focused on prevention. “We’re on the brink of witnessing a dramatic overhaul in healthcare across the United States and must position SCVHHS to be a model for Healthcare Reform,” said County Executive Jeff Smith. “In the past, healthcare was based on a disease model, providing treatment after the disease occurs, and hospital care. Now we’ll need to focus more keenly on community health and prevention.” The federal Patient Protection and Affordable Care Act of 2010 (PPACA) known as Healthcare Reform, along with adoption of the California’s Section 1115 Medi-Cal Waiver, will extend health coverage and access to care to more Californians, including an estimated 50,000 60,000 Santa Clara County residents. Reform will change delivery of health care services to a balance between disease treatment and disease prevention. This positions the County well for a new healthcare delivery model. The strategic direction is the outcome of an in-depth examination of the County’s healthcare delivery system, including Public Health, Mental Health, Drug and Alcohol Services, and Valley Medical Center to ensure it is well organized and focused to make the best of the new healthcare model. “Our current healthcare system can’t be maintained long-term,” said Supervisor Ken Yeager, Vice Chair of the Board’s Health and Hospital Committee. “Keeping the community healthy must go beyond direct healthcare services. Health should be a part of all of our programs, from the Parks Department to Planning and Development.” The Board approved several actions that will begin the transformation, including developing a unified managed care strategy and structure for Santa Clara Family Health Plan and Valley Health Plan; establishing an Office of Program Integration to guide the healthcare system integration; advancing a policy of “health in all programs” across all County agencies and departments; aligning physicians and employees with the new strategic direction; adopting a new vision statement and goals; and exploring renaming the new model as “Valley Health” and engaging the public for feedback.
