PRIME MINISTER WARNS ROAD CONTRACTORS TO COMPLETE PROJECTS WITHOUT DELAY
N.Enkhbayar pardoned By M.ZOLJARGAL The President of Mongolia, Ts.Elbegdorj, released a decree yesterday pardoning N.Enkhbayar, who is currently serving a sentence in Prison 401. The decree stated, “On the basis of section 8, of the first part of the 33rd Article of the Mongolian Constitution; section 2 of Article 15 of the Law of the Mongolian President; and section 77.2 of Article 77 of the Criminal Code; I hereby pardon the convict N.Enkhbayar, who is currently serving a sentence at Prison 401, under the General Authority for Implementing Court Decisions and he shall be relieved from his remaining time to be served.” N.Enkhbayar, whose health has deteriorated during his incarceration, is now pardoned by the decree of President Ts.Elbegdorj.
SouthGobi Resources non-executive director resigns to take up the post of Chief Commercial Officer SouthGobi Resources Ltd. announced on Wednesday that Brett Salt will resign as a non-executive director, a member of the Mergers and Acquisition Committee, and as a member of the Health, Environment, Safety and Social Responsibility Committee, due to his appointment as Chief Commercial Officer. Salt’s appointment is effective August 1, 2013 and he will be based in Hong Kong. esterday, Prime Minister N.Altankhuyag resumed his weekly talk with journalists, titled "30 Minutes of Prime Minister." As the press conference began, the Prime Minister pledged to put a stop to contractors that are unable to complete road construction work on schedule, yet have secured deals for large scale construction work and sell bids to other contractors. N.Altankhuyag said he intends to put an end to the practice by following a policy of “taking it from those who can’t, and giving to those who can.” The Prime Minister has visited 12 construction sites that are part of the project to connect all soum centers to the capital by roads. He said he had met with the directors of all contracted companies and they all promised to complete their projects on time. Furthermore, he reported that companies constructing the roads in Dornod Province have been given a warning, and that the company promised to complete construction work within the scheduled time. “If they cannot fulfill their promise, other companies will be given the job. The Dornod road is promised to be operational by November. More than sixtyfour kilometers of road construction work has been given to another contractor, as its initial bidder, Nasny Zam, is not able to cope with their workload. Nasny Zam is still going to construct 173 kilometers of road. Out a total
of more than 300 kilometers of road, they have hard paved 100 or so kilometers,” said the Prime Minister. The Prime Minister told reporters that the Arkhangai to Chuluut Gol hard paved roads are nearly complete but the 100 kilometer road from Chulut to Tariat doesn’t have a contractor, which will be resolved in the short term. Furthermore, there is still more than 127 kilometers of the Solongot to Tosontsengel road being executed by the Khurdny Zam company. The road is to be operational by late October of next year, according to the Prime Minister. He added that 67 kilometers of the 180 kilometer road from Tosontsengel to Uliastai is being constructed at the moment.
N.Altankhuyag said that in order for the whole road to be operational by 2014, contractors and other issues related to their construction have to be resolved immediately. The Minister said that a 300 kilometer road from Tosontsengel to the north of Khyargas Lake still has no contractor. The road is to be operational by 2015. N.Altankhuyag said a contractor will be chosen soon and that the construction will commence this year. The construction of a 190 kilometer road from the northern side of Khyargas Lake to Ulaangom began last year and that it will be operational by October this year. So far, 45 kilometers of the road has been completed as well as the ground work.

30 year old shipwreck found in Khuvsgul Lake The Mongolian Eastern Force Association (MEFA) has started a project with four professional divers from Korea to clean the bottom of Khuvsgul Lake, removing sunken vessels, vehicles and other debris. They now plan to remove a 10 ton transportation vessel which sank in early 1980s, near the Santym Am of the lake. The team’s divers are the first to have located “Sukhbaatar-1”. A great amount of organic debris and garbage collecting around the vessel has been cleaned. Sukhbaatar-1 weighs approximately 300 tons and the team is formulating a well-researched plan to proceed with its removal. Since 1957, 45 to 46 vehicles and vessels have sunk in the lake, 70 percent of which were likely full of fuel when they became submerged. Khuvsgul Lake’s water is being steadily polluted by the slow corrosion of vehicles and vessels in its lakebed, threatening the lake’s fragile biodiversity as well. The project to remove debris and clean the lake bottom comes at a crucial time. Two to three billion MNT is required to complete the clean-up project. A number of international organizations, as well as MEFA, are financing the efforts.
New housing loan enrolls 16,800 borrowers By B.ANU This year the government approved a regulation creating an eight percent annual interest rate for a twenty-year mortgage loan. Applicants who paid an up to thirty-percent down payment were eligible for the loan program. Prime Minister N.Altankhuyag recently spoke to journalists about the results of this program. He said, “There were 13,800 citizens involved in 16 percent interest housing loans before and have now been transferred to the eight percent mortgage loan. There are 2,974 citizens newly involved in the housing mortgage program.”
Celebration of 50 years of Mongolia-Britain diplomatic relations planned By TEGAN CHAPMAN A series of events are being held throughout 2013 to mark the 50th anniversary of the establishment of diplomatic relations between Mongolia and Britain. Britain was the first western country to establish diplomatic relations with Mongolia in 1963. The British embassy reports to the British government on political developments in Mongolia, and works closely with the Mongolian government and with political parties, as well as making contacts with a wide range of other people in many different walks of life. A new survey has revealed the total number of incidents requiring consular assistance from the Foreign & Commonwealth Office in Mongolia, between April 2012 and March 2013.
