Last week South London rap duo Skengdo x AM were convicted of breaching an injunction that banned them from performing drill tracks that named particular places, events or people, or that could be understood as distressing or violent. On 18 January the pair were sentenced to nine months in jail, suspended for two years, in a case that sets a dangerous precedent against freedom of speech. In May 2018 thirty music videos were removed by YouTube at the request of the Metropolitan Police. One of the groups affected were 1011, who were later handed an injunction that meant they had to obtain police permission before recording new music. The suggested culpability of UK drill as as a catalyst for violence was in full effect. Skengdo x AM, real names Terrell Doyley and Joshua Malinga, received their injunction on 13 August, 2018.

Even so, Abra Cadabra and others perhaps underestimate the emotive charge that music has, and its power to amplify, dramatise and spread what would otherwise be innocuous verbal sparring. The lyrics of drill tend to be violent and very gritty. The Guardian’s Lucy Stehlik said “nihilistic drill reflects real life where its squeaky-clean hiphop counterparts have failed.” Drill lyrics strongly contrast with the subject matter of earlier Chicago rappers and contemporary mainstream hip hop, which at the time of drill’s emergence tended to glorify and celebrate a rise to wealth. David Drake of Complex said drill is not defined by any particular production style, but “is about the entirety of the culture: the lingo, the dances, the mentality, and the music, much of which originated in the Woodlawn neighborhood of Dro City.

Concerns raised It’s very clear that should these knife ASBOs come into force they could be used quite widely and given the deep public concerns about knife crime they might be applied quite liberally as a preventative measure. KNIFE CRIME PREVENTION ORDERS AND YOUTHS Posted on 26th March 2019 On Tuesday the House of Commons will consider amendments to the proposed Offensive Weapons Bill. These amendments include the introduction of Knife Crime Prevention Orders (KCPOs) for those as young as 12. The introduction of what is being termed knife ASBOs is part of the government’s response to the increase of violent knife crime, which is being termed by many as a national crisis.

Despite heavy criticism from professionals involved in the criminal justice system, the government is determined to proceed with the introduction of these orders and have refused to consider redrafting the bill with amendments suggested by the Magistrates’ Association, Prison Reform Trust, Standing committee on Youth Justice and the Association of Youth offending Team Managers. Government’s proposal for Knife Crime Prevention Orders Under the new proposals police would be able to make an application to a magistrates’ court for a KCPO. One could lawfully be imposed on anyone aged 12 and over, if the court was satisfied on the balance of probabilities, that on at least two occasion they had a bladed article in a public place or on school premises (including further education premises), without a good reason or lawful authority. The court would only impose such an order if they think it is necessary in order to protect the public, or a particular member of the public from the risk of harm involving a blade. The order could also be made if it was necessary to prevent a person from committing an offence involving a bladed article.

Let’s be clear, drill music is no picnic. In it, rappers detail vivid accounts of cooking up drugs, facing up to their rivals (or opps) and harming those who dare to disrespect them. Yes, lines referring to cleaning kitchenware after doing away with a person exist, and their presentation (visuals of young black men in all-black tracksuits, faces covered in balaclavas, spewing street slang and throwing up frequent gunfingers) can be ominous from the outside looking in.

Last week South London rap duo Skengdo x AM were convicted of breaching an injunction that banned them from performing drill tracks that named particular places, events or people, or that could be understood as distressing or violent. On 18 January the pair were sentenced to nine months in jail, suspended for two years, in a case that sets a dangerous precedent against freedom of speech. FUCKEN SAD!!! AHHHHHHH Even so, Abra Cadabra and others perhaps underestimate the emotive charge that music has, and its power to amplify, dramatise and spread what would otherwise be innocuous verbal sparring. Coupled with macho posturing, jealousy, and a lack of direction and opportunity in deprived cities, drill can – in its most wretched moments – be where violence is given a voice.
