Aubrey Smading PE
Senior Regulatory Affairs Specialist Icon
As Senior Regulatory Affairs Specialist, Aubrey manages the regulatory program at ICON. Collaborating across multiple teams, she plans and executes structural and material testing to fulfill requests from regulatory bodies, and is leading ICON to obtain some of the first certifications for 3D-printed wall products issued in the world. Prior to ICON, Aubrey performed forensic evaluations of numerous structures involved in construction litigation and property damage disputes resulting from construction defects, extreme weather events, vehicle impacts, foundation movement, and fires, among other perils. She has previously worked in structural design on projects for TxDOT, City of Dallas, and other municipalities. Aubrey received her Bachelor and Master of Science in Civil Engineering from Southern Methodist University, with a focus on structures in her graduate degree program. During her undergraduate career, Aubrey completed a fellowship with the Environmental Protection Agency aiding in the regulation of hazardous waste producers. Aubrey is a licensed professional engineer in Texas, Louisiana, Alabama, and Florida. She is an active member of ASCE, ACI, and SEAoT. She has enjoyed working with ACE Mentoring in the Dallas and Austin groups, and is passionate about inclusion in the engineering profession.

Brandye Hendrickson
Deputy Executive Director, Planning and Administration Texas Department of Transportation As Deputy Executive Director, Planning and Administration, Ms. Hendrickson is responsible for directing the planning and administration functions of the agency, in addition to government affairs, communications, strategy and innovation, and modal programs. Prior to her appointment as Deputy Executive Director of TxDOT in July of 2021, Brandye worked in Washington D.C. as Deputy Director of the American Association of State Highway and Transportation Officials—AASHTO—and Acting Administrator of the Federal Highway Administration from 2017-2019. She served much of her career in various executive roles within the Indiana Department of Transportation, including leading the agency in a CEO capacity from 2015-2017. Brandye has served on multiple transportation boards and is a recognized leader for her contributions to the transportation industry.

Clint Bruce
Former Navy Seal, Ex-NFL Football Player
Clint Bruce was born in Arkansas and raised in Texas. A standout football player, Bruce was given the opportunity to play at multiple Division One programs. Ultimately, Bruce took his sense of patriotism and passion for the game to the United States Naval Academy. Bruce is one of the most decorated Navy Athletes in the Academy’s history. He was a four-year letter winner, captain of the football team, MVP, and named to multiple all-star teams during his career. Bruce is also one of the few service academy athletes given the opportunity to play professionally with both the Baltimore Ravens and New Orleans Saints.
When given the opportunity to become a Navy SEAL, Bruce made the tough decision to leave the NFL. Completing Basic Underwater Demolition SEAL (BUD/S) training in 1998 with Class 217, Bruce reported to SEAL Team FIVE in Coronado. As a SEAL Officer he deployed with three Platoons in direct support of Counter Terrorism Missions and the Global War on Terror.
Since leaving the Navy, Bruce has founded two companies and one foundation. The first, Trident Response Group or TRG, is a trusted advisor, analyzing risk for America’s best businesses, leaders, and families. HoldFast is a speaker’s bureau that coaches and employs veterans and transitioning professional athletes, providing world-class speakers to worldclass companies. And Carry the Load is a foundation created to help America better honor fallen firefighters, law enforcement officers, rescue personnel and military during the month of May. Clint Bruce is an integral member of Team Never Quit. Today, he lives is Dallas with his college sweetheart and their children.

When a major crisis hits and lives are impacted the response from most organizations is parochial and agenda driven. ASCE volunteers from across the State started unraveling the issues and problems while the storms were still raging outside our homes. The early analysis confirmed that a much more complex problem of interdependence between infrastructure sectors combined with policies and markets structures that undermined reliability and resilience. This team was also driven to make substantive recommendations and proposed actions that would meaningfully address the identified problems. Following the issuance of the reports and various regulatory filings, a unified community of various committees within ASCE are now actively helping to communicate and advocate for the changes need with industry, regulators and legislators. The issue of revenue sufficiency for infrastructure impairs the reliability and resilience of all infrastructure and touch every member of ASCE and the public. Our objective remains to help ensure that Reliability and Resilience are prioritized, appropriately funded and supported on an ongoing basis.
