Dave Scholler Surprised with Fuller Award

D

ave Scholler received the prestigious George Warren Fuller Award at the Texas Water 2016TM Awards Lunch in Fort Worth. Scholler, a senior project manager at Brown & Gay Engineers, has become known as one of the premier water and wastewater engineers in our profession. As an AWWA member for almost 30 years, Scholler has served as a leader at both the local and national levels, including past chair of the Texas Section AWWA and currently as a member of the AWWA Board of Directors. The award recipient is selected by previous Fuller winners to recognize distinguished service to the water supply field in commemoration of the contributions of AWWA leader George Warren Fuller.

exas Water 2016TM is now over and was a huge success. I want to thank, on behalf of the TAWWA Executive Committee, the Host City team in Fort Worth, that was assembled by Co-chairs Charly Angadicheril and Buster Fichera. They all did a spectacular job of putting together a quality conference venue. Their level of enthusiasm made the Texas Water Conference in Fort Worth the success that it is, DANIEL NIX and they are to be commended for their efforts 940-691-1153 and professionalism. daniel.nix@wichitafallstx.gov I am truly honored to be the Chair for the TAWWA over the course of the next 12 months. I know this year will fly by in a blink of an eye, and I am determined to make the most of this opportunity. As I start performing the numerous Chair responsibilities, I am reminded of this quote from Steve Blank, from his commencement speech at Philadelphia University in 2011: “The world is run by those who show up…not those who wait to be asked.” With those words in mind, I am asking every single TAWWA member to “show up” and volunteer your expertise and passion to help grow AWWA in Texas. Over the last few years, as I have participated on the Executive Committee, I have been amazed at the opportunities that are present within TAWWA organization as well as the National AWWA. These opportunities abound, starting at the local Chapter level within TAWWA. The numerous Chapters in Texas are the backbone of TAWWA. They do not wait to be asked. They show up and bring with them a zeal for what they are trying to accomplish, whether it be a fundraiser for scholarships or a summit to share ideas. I am nothing but impressed with the individuals in these Chapters. If you haven’t already, please seek out your local Chapter Leadership and tell them that you want to participate in any one of the numerous activities that they have ongoing throughout the year. A Really Big Show! BY MIKE HOWE tawwa executive director

E

ven after 21 years of Texas Water Conferences, I still react like a kid at the circus when I see everything come together as the exhibit hall is "built" and all of the months of planning come together into a great conference. My spouse always jokes that "there they go again, puttin’ on a show." Maybe it’s my background in TV, but it is still exciting to see it happen. By the end of the week, it is also surprising to watch it all go away so fast. But, it is what happens in between that is really the best part. If you were at Texas Water 2016TM, then you saw a record number of attendees, an amazingly sophisticated level of technical presentations and poster sessions and a record number of exhibitor booths. This was the largest Texas Water Conference ­— ever. You also saw the product of months of planning by a committed group of volunteers who took on the tasks and committed to the success of the conference as only water professionals can do. I have said this before but it is worth repeating. There are water conferences held all over the country — none larger than Texas Water except for ACE or WEFTEC. But, what makes Texas Water unique is that it is planned and executed by volunteers. Sure, we

help guide the planning committee, and of course we contract with Freeman Decorating to assemble the exhibit hall. But other than our longtime and extraordinary registration team and our AV supplier, everything from the abstract MIKE HOWE intake and review process 512-238-9292 mikehowe@tawwa.org and the development of the technical sessions, to the planning of the lunches and conference dinner and the detail of making sure signs are planned and placed are all done by volunteers. When you tell conference planners, exhibitors and others who know something about the complexities of presenting such a large conference that so much of Texas Water is presented by volunteers, they are always surprised and amazed. And, after 21 years, the reputation of Texas Water has become so respected that ­— at a recent environmental conference in Germany — talk was that if you want to connect with water professionals in Texas, then Texas Water is the only place to be. In the simplest and most sincere way I know, thanks to our planning committee in Fort Worth for, as always, a great job — you make it look so easy. That Time of Year — All Year Time was that every June 1 we would make a lot of headlines about the beginning of Hurricane Season. However, in recent years, Hurricane Season seems to start in the middle of our own "rainy season" accompanied by flooding. This May seems to have

Charlie Anderson Receives Doc Ballard Award

C

harlie Anderson was recognized with the W. T. "Doc" Ballard Award during the Awards Luncheon at Texas Water 2016TM in Fort Worth. Created in 1999, the "Doc" Ballard Award recognizes Texas Section members who have distinguished themselves by using their personal influence to shape the course of change in our profession by helping utilities and individuals serve the profession better. This award is not presented every year and only goes to those whose selfless contributions to the industry deserve recognition. Anderson worked for the City of Arlington for many years, first as an Industrial Waste Supervisor, then as an Assistant Director of the utility. After that, he moved up to Utility Director and onto Assistant City Manager, serving as a mentor to many colleagues along the way. When he retired from Arlington, he went to work for CDM Smith, where he still offices in Fort Worth. Since he became an AWWA member, Anderson has always been extraordinarily active both at the Section and at the Association levels. He served on numerous Section and Association Committees and as an officer and Chair of the Texas Section. He was elected an AWWA Vice-President and

became President of AWWA in 2012. In his inaugural speech, he launched his Special Presidential Panel to reshape the way AWWA would meet the challenges to the industry and the needs of our memAWWA Vice President Brenda Lennox presents bers. TAWWA Meets with Texas Delegation

S

everal Texas Section AWWA members attended the AWWA Fly-In to Washington, DC, April 12-14. It was an opportunity to meet with members of the Texas Delegation to discuss federal legislation that is important to AWWA members, including fully funding WIFIA (Water Infrastructure Finance and Innovation Act) and State Revolving Funds for water related infrastructure repair and renewal. Corrosion protection and lead was also a point discussed at each stop. Our members attending briefings held by AWWA and headed for the Capitol where we met with the offices of several members of the House and both US Senators. This was the fourteenth year in a row that Texas Section members have been attending the Fly-In. Members attending the 2016 Fly-in were Fiona Allen, Bruce Curtis, Jennifer Elms, Mary Gugliuzza, Mike Howe, Charlie Maddox, Sally MillsWright, Daniel Nix and Dave Scholler.

John Logan Receives Maverick Award

J

ohn Logan was honored with the Maverick Award at Texas Water 2016TM. The Maverick Award recognizes a young professional in the Texas Section who exemplifies qualities in volunteerism, community involvement, leadership and outstanding service in the science of water supply, treatment, operations and water quality. For the past year, Logan has served as the YP Chair in Fort Worth, collaborating with his local Young Professional colleagues to increase involvement among Texas section YPs in the Metroplex. In December 2015, the Dallas and Fort Worth chapters hosted a YP Casino Night that raised nearly $5,000 for Water For People. While working fulltime on water and wastewater treatment projects as an engineer-in-training for Freese and Nichols, Logan is attending graduate school

to obtain his Master’s degree at UT Arlington. He actively participated in the 2016 Texas Water Planning Committee and led the effort to coordinate the Water For People Silent Auction at Texas Water 2016. Water For People Award Goes to Amy Middleton

A

my Middleton, a project manager with the San Antonio River Authority, received the Water For People Kenneth J. Miller Founder's Award at Texas Water 2016TM. The Kenneth J. Miller Founder's Award honors outstanding local level volunteer service to the international humanitarian effort to ensure safe drinking water in developing counties. Middleton has been instrumental in the success of the largest Water For People chapter in Texas. She has served as Registration Chair of the San Antonio chapter’s charity golf tournament since 2011, committing countless hours to processing and securing payments, maintaining the database of sponsors, advertising the event and anything else that needs to be done. In addition to helping raise in excess of $30,000 for

McCain, a member of AWWA since 1985, has served the association in many capacities, including chair of the Texas Section, part of the committee that established the Texas Water conference, bringing the Pipe Tapping Competition to the Texas Section and becoming the first woman to serve as the AWWA president. She received the George Warren Fuller Award in 1995 and over her years of service, has attended and led scores of committee meetings, presented at technical sessions and workshops and authored numerous articles for various AWWA publications.

Richard Talley Recognized with Honorary Member Award

R

ichard Talley was honored with the AWWA Honorary Member Award at Texas Water 2016TM. This award recognizes an individual for their knowledge and accomplishments in the field of water supply. Talley served in the Texas Section leadership from 2008 to 2012, including holding the office of chair. He has also served as chair of the section Water Utility Council. He had a long career with the City of Fort Worth and though retired, continues his service as the chair of the TXWARN Partners, the Texas Section AWWA Awards Committee and as a Lone Star Leader.

North Texas Chapter Recognized as Chapter of the Year

T

he North Texas Chapter was recognized as the Chapter of the Year at Texas Water 2016TM in Fort Worth, because of its achievements in communication, community service, educational offerings, fundraising efforts and membership recruitment and retention. The North Texas Chapter saw a 20 percent increase in membership in 2015 and set records in attendance and event sponsorships. The Chapter works to maintain proactive communication with its members through their chapter newsletter, The Lake, the chapter website, announcements at chapter meetings and member emails. The NCT Chapter also has a very active YP

Community that hosts various events throughout the year, including site tours, happy hours and the annual casino night fundraising event. The Chapter is committed to community service in various ways, including providing judges for Dallas and Fort Worth area science fairs, raising money for Water For People through the YP Poker Tournament (which raised $5,250) and the Annual Holiday Dinner (which raised $16,000) and contributing to scholarships at the state and local levels. The Chapter also holds a yearly Drinking Water Seminar offering topics ranging from the latest technology to regulatory updates to operator courses. In 2015, the seminar had a record 150 people attend.

Water Conservation and Reuse Awards Recognize Conservation, Reuse Efforts

E

ach year, the Texas Section AWWA Conservation and Reuse Division recognizes those who have demonstrated excellence in Water Conservation and Reuse Practices. Small Utility Direct & Bob Derrington Reuse Award: City of Round Rock Reuse Water Fill Stations Project Opening ceremonies for the City of Round Rock’s Reuse Water Facility were held on Oct. 24, 2012, to mark the completion of the Reuse Water Treatment and Storage Facility and associated reuse water distribution mains providing reuse water to the city’s crown jewel of parks, Old Settlers Park. Many customers have tied onto the

system since that time including Dell Diamond, Texas A&M Medical School, Austin Community College and Forest Creek Golf Club. Others are expected to follow in coming years. The remaining distribution system was completed in July 2015. Two Reuse Water Fill Stations were included as a small part of the overall project. With significant early success, and a less than 11 year payback, these stations are both innovative and economical. They can also be seen by the rate payers and the general public as a sign that the city’s utility is focused on doing the small things that create big results in an eco-friendly, economic way. Section AWWA (TAWWA) is the largest single State Section within the AWWA. Under the guidance of the Executive Director Mike Howe, TAWWA has set the standard within AWWA for many other Sections to follow. It is my intent, while Chair, to nurture and grow the initiatives that have already started in developing new Educational opportunities for Water/Wastewater professionals in Texas. Our Management Division has been working on the development of a Management/Leadership curriculum and have recently advanced the type of number of courses that they want to develop. The TAWWA has also decided that the creation of a Reuse Certification in Texas should be a priority. With that, numerous courses would need to be developed. So, if you have expertise in treatment technologies that are used in Reuse applications, please do not “wait to be asked,” but rather “show up” and see where you can participate on the groundbreaking work that is being done in TAWWA for Reuse training. Stay tuned for more on all the opportunities that are available in the coming months. And finally, there is the Association level of AWWA. At this level of AWWA, there are multitudes of opportunities; from serving on Committees, to participating on the Community Engineering Corps, or maybe you would be perfect at writing a publication or article for AWWA. The opportunities at the Association level are even greater than at the Section level. AWWA has recently expanded to India, so we are no longer a “North American” (Canada, US, Mexico) entity. And the AWWA is expanding its Mission of “Providing solutions to effectively manage water, the world’s most important resource,” by taking advantage of the US restoring its relations with the nation of Cuba, in sponsoring an Educational Mission” to Cuba at the end of October 2016. As you can see, there are a bevy of opportunities for you to volunteer for and put into action your thoughts and ideas in the water/wastewater profession. So, don’t wait to be asked, just show up. There will definitely be something you can do.

“Together We Can Make a Difference” is denoted on the patch to show how important it is for everyone to conserve. Large Utility Indirect: City of Plano Online Irrigation Education for HomeownersPlano In an effort to expand outreach efforts, the city of Plano developed an online learning module focused on improving residential irrigation efficiency. Our module, Water, Water Everywhere: A Guide to Sprinkler Repair, is the first of its kind and is conveniently available to all residents at any time. Since its launch in January 2015, more than 1,700 residents have used the city of Plano’s online irrigation module to learn about identifying and fixing sprinkler problems and cycle and soak watering. The results show that this online learning module is not only convenient, but is an effective outreach method for teaching homeowners about irrigation systems. After completing this module, learners report they are empowered to assess, repair and schedule their sprinkler system to reduce outdoor water waste and are changing their irrigation habits. to share the how’s, why’s and benefits of implementing water efficient strategies from those who’ve done it through BMPs, technology and strategic changes. The half-day seminar was free to attendees and addressed topics about the water/energy nexus, LEED, sustainability and reuse. The underlying goal was education, but also to show through success stories how simple enhancements and retrofits can yield significant water savings. The industry experts touted the process of making efficiency a priority, while also showing the tangibility of realized bottom line reductions. Non-Utility Indirect North Fort Bend Water Authority Larry the Sprinkler Campaign: Larry's Toolbox The North Fort Bend Water Authority created a multifaceted water conservation campaign in 2014 featuring Larry the Talking Sprinkler that received great feedback and has been crucial in starting the conversation on the need to save water. While this program has been successful, large-scale programs need to be implemented in order to see real water savings. The Conservation Committee was created to open a line of

communication between the Authority and the municipal utility districts, homeowner associations, developers and operators to discuss the various types of conservation programs that would appeal to the Authority’s diverse community. After meeting nearly every month for a year, the Committee came up with a program called Larry’s Toolbox. The toolbox incentivizes MUDs and HOAs to implement the programs the Committee worked to create. been one of the worst, and parts of Texas are still drying out. As I write this in early June, the sun has been out for two days and it has been dry — finally. And, then, much to everyone’s surprise, Tropical Storm Colin formed in the Gulf and moved into the panhandle of Florida. Too early in the season for a Gulf of Mexico storm in anyone’s memory. As many of you are cleaning up after flooding, it is a good time to realize that weather disasters are happening far too often and are more damaging than usual. So, I think it is a good time for you to revisit your disaster preparedness plan. As you may know, we created and manage the TXWARN Utility to Utility Mutual Aid response system that is nearly eleven years old. TXWARN is a national leader in helping utilities develop an All Hazards Consequence Management approach to disaster disruptions, and of course, TXWARN volunteers will respond with assistance when needed. Since its inception, TCEQ has helped fund TXWARN and we are the first call made by the State Operations Center when utilities need help. If your utility is not a member, then join today. It’s always free to join and TXWARN is always on call. And, preparedness is becoming more important and not only because of the increased frequency of events. In April and May, I supplied written and in-person testimony to two Legislative hearings on utility disaster preparedness as the Legislature begins to look at the ability of all critical infrastructures’ ability to recover from disasters. I’ll keep you posted, as the Legislative Session gets closer but if you need more information go to www.txwarn.org. And, back to Texas Water, just a note about next year. Texas Water 2017TM will be in Austin in the middle of the Legislative Session (April 10-13, 2017) so mark your calendars for what promises to be the biggest of the "really big shows!"

JOB TITLE: Leak Detection/GPS Technician PURPOSE OF JOB: Under supervision of the Project Manager, this position will require new hire to perform acoustic leak detection, water conservation consulting and GPS data collection services to help improve utilities infrastructure by enhancing operational efficiency and reliability during water system leak surveys. Salary dependent upon qualifications. EDUCATION: High school diploma or equivalent. No TCEQ water license required. KNOWLEDGE, SKILLS AND ABILITIES: • Able to travel and overnight out of town • Work 4 -10 hour days and then return home to enjoy 3-day weekend. 3 meals a day individual room accommodations and company vehicle provided when out of town and away from home for work week. • When working on local projects that do not require overnight lodging, work week will consist of regular for five - 8 hour days per week with return home each afternoon. • Need to be tech savvy and have computer experience. GPS skills a plus. • Leak detection combined with water distribution experience and water leak repair experience are a plus JOB FUNCTIONS: • Plan, develop and perform leak detection surveys using various sound sensitive leak detection and line locating equipment • Within six months of hire, work independently to pinpoint leaks in water distribution systems to identify and make recommendations for correcting problems in water systems. • Prepare written reports of system water audits to determine need for follow-up action and offer suggestions for correcting problems in water systems • Maintain excellent relations and communications with customers and others through interaction in person and by phone and email • Perform data collection in the field • Download data from GPS unit into specified formats PHYSICAL DEMANDS: • Ability to perform strenuous physical work, including having sufficient strength, flexibility and endurance to perform essential job 8 or 10 hours a day.
