At 2 p.m., the Texas Section's Board of Trustees will hold its annual meeting at the Hilton Hotel, Room 406. All members of TAWWA are welcome to attend the Board meeting. After the exhibitors have put their booths in order, the Texas Water Exhibit Hall will open at 5 p.m. for a Meet-and-Greet reception for attendees. Texas Water 2017TM has officially begun. TUESDAY, APRIL 11 The morning kicks off with the Dodson's Drive Fun Run, which benefits the Dodson's Drive and raises funds to support TAWWA/WEAT Young Professional activities around Texas. The Awards Lunch at 11:30 a.m. spotlights TAWWA members who have made special contributions to the industry. t’s that time of year again. That’s right, it’s the annual Texas Water Conference being held this year in Austin. It is definitely an eye opening experience to watch how much effort goes into getting the Texas Water Conference put together every year. Once again, I have watched a dedicated group of volunteers (from the City of Austin and area engineering firms), led by Charlie Maddox and Raj Bhattarai, DANIEL NIX put together a conference that will be an 940-691-1153 outstanding event. They should all be daniel.nix@wichitafallstx.gov commended for their hard work and if you have the opportunity during the conference, make sure to tell them "Thank You." Texas Water will kickoff on Tuesday, April 11, with the Opening Session. The keynote speaker this year is Representative Lyle Larson from San Antonio. Rep. Larson currently serves on the House Natural Resources Committee; the Culture, Recreation and Tourism Committee; the General Investigating and Ethics Committee, the Calendars Committee; and as the Chairman of the Texas Republican Representative Campaign Committee. The Technical Program begins at 1:30 pm on Tuesday, April 11, and will offer a wide variety of subject matters that represents the best of research and technology that Texas has to offer. I would like to express my gratitude to Ron Tamada and Ana Pena, as well as, all of the Divisions and Committees that review and rank the more than 500 abstracts that were received, in putting together this informative technical program for the attendees. With the technical program, there are a lot of activities to be had around the Convention Center and the Exhibitors Floor. In addition to all of the regular competitions (Pipe Tapping, Meter Madness, Junior Meter Madness, Top Ops. Etc.) we have added a new competition, Hydrant Hysteria, which is a fast-paced two-person competition to see how quickly a team can assemble a fire hydrant. All of these activities look to be suspenseful, so make sure you take some time out of your busy schedule to drop by and watch a few of them. You won’t be disappointed. Up Close and Personal BY MIKE HOWE tawwa executive director
I
t was the name of a movie in 1996. It was also a phrase used in the famous show, ABC's Wide World of Sports (I know some of you remember Jim McKay). But, it is also how I get during the weeks before a Texas Water Conference. Many of you have attended the Awards Breakfast at Texas Water. As you know, we pack more than 40 awards into just a little over an hour of time over eggs, bacon and lots of coffee. It moves fast, covers a lot of awards and most important, honors so many of our colleagues in the water profession. What makes this "Up Close and Personal" is that once the awardees are chosen and text and visuals are sent, I spend considerable time before each conference producing the video for the breakfast. In that process, I write and rewrite scripts, voice and edit all the audio (I really can talk fast and clearly but I promise I don’t do it all in one take!) and then edit the visuals to the audio, adding any effects, place everything in order and then mix music tracks under the video to complete the production. It takes considerable time and it couldn’t even be attempted without the pre-production work of the TAWWA and WEAT awards volunteers. In the course of writing and voicing the scripts, I
learn a lot about people who I may or may not know, including personal elements of their lives I never would have known. Little things like how someone first came into the industry, tidbits about their family, where the awardee went to school, MIKE HOWE 512-238-9292 their first job. You might mikehowe@tawwa.org not hear those things in the video, but if you read the full text in the Awards Book, you really do learn things that fill in details. I won’t go in to detail here — but you can read it in the book at the conference! But what I find as I spend "time" with the awardees and the details that are digested down into final scripts, is that I feel like I have a unique opportunity to get to know these people, at least in a way that I didn’t know about them before. When I’m done with the video, I actually sit down and watch it to make sure everything is correct. It’s CONTINUED PAGE 26 | executive director report

TCEQ Announces Winners of the 25th Annual Texas Environmental Excellence Awards
T
he Texas Commission on Environmental Quality announced the winners of the prestigious Texas Environmental Excellence Awards on March 6. TCEQ commissioners and the Texas governor jointly selected the nine winners — based on recommendations from a Blue Ribbon Committee — in eight categories. The 25th annual edition of these awards include efforts to use less water or energy, to educate the public about natural resources and to reduce pollution. “I am inspired by this year’s winners,” says TCEQ Chairman Bryan W. Shaw, Ph.D., P.E. “These projects show that protecting the environment and sustainable
economic development go hand-in-hand.” Winners were picked from a pool of 144 applicants. Here are the TEEA categories and the honorees for each: Pollution Prevention: The Amarillo Veterans Affairs Medical Center combined two technologies that allow it to shift air conditioning load to nighttime, generate electricity during the day and even export excess electricity back to the local grid. Flint is the Focus at TW17's Gloyna Breakfast
T
he Flint Water Study Team presentation, “Flint Water Study: Revisiting Science and Engineering for the Public Good” will be featured at the Gloyna Breakfast at 7 a.m. on Thursday, April 13 at Texas Water 2017TM at the Austin Convention Center. The presentation will be of interest to both the technical as well as the nontechnical members of the audience alike. Rebekah Martin, a fourth-year doctoral candidate at Virginia Tech and a member of the Virginia Tech’s Flint Water Study Team, led by Dr. Marc Edwards, will be the featured speaker at Gloyna Breakfast. Martin received her bachelor’s degree in Civil and Environmental Engineering from Bucknell University. Since graduation she has been pursuing her Ph.D.
in Civil Engineering at Virginia Tech. Her research experience includes detection of disinfection byproduct precursors in surface waters, spatial analysis of hydraulic fracturing waste transport routes and opportunistic pathogen proliferation in plumbing systems. The research group at Virginia Tech was alerted to the water issues in Flint by a concerned mother whose water lead concentrations coming from her kitchen tap reached a concentration

Civic/Community: Fort Hood in Bell County sets the example for others by reducing energy usage, obtaining energy from renewable resources, conserving water, minimizing waste, protecting and enhancing ecosystems and connecting communities together toward common sustainability goals. Civic/Community: Lower Rio Grande Valley Nature Center in Weslaco fosters an appreciation of the area’s
natural flora and fauna, encourages environmental stewardship and provides many other services to satisfy the current and future needs of its community. Innovative Operations/Management: The Mansfield Independent School District’s conservation program inspires students, teachers and other members of the community to reduce energy usage and conserve water, saving the school system nearly $7 million in utility costs from 2012 through 2016. Individual: Martha McLeod of Fulton, who is an elementary science teacher, goes the extra mile for her students, creating lifelong learners who understand the importance of protecting and conserving the Earth’s resources. Youth: Teens4Green of Frisco is a service-based club that brings high school students together to make their community cleaner and develop young leaders. Water Conservation: University of Texas at Austin modernized its irrigation system to reduce water usage by more than 100 million gallons a year, amounting to a savings of about $1 million annually and allowing them to recoup their investment in less than three years. “The true winners,” TCEQ Commissioner Toby Baker said, “are all Texans who benefit from these efforts to protect our natural resources.” Commissioner Jon Niermann said he is impressed of the range of projects represented. “I am encouraged by the spirit and passion of the Texans behind these projects.” TEEA winners will be recognized at a banquet on May 17 as part of the TCEQ’s Environmental Trade Fair and Conference at the Austin Convention Center.
