Elgin ISD reviewing security procedures By CHARLES WOOD Elgin Courier
Like most school districts in the country, Elgin ISD is examining its safety procedures following the Dec. 14 mass shooting incident at a Connecticut elementary school.
At the Dec. 17 school board meeting and again at a Dec. 18 town hall meeting on the Texas Legislature, EISD Superintendent Dr. Jodi Duron discussed the school district’s safety policy — how well it works, as well as ways it could be improved.
“We are shocked and saddened by the events at Sandy Hook Elementary,” she said. “It causes everyone to pause and think about our procedures and what we’re doing to make our students safe and secure.” She brought up two recent incidents that gave
the district a chance to see its plan in action. On Nov. 14, Elgin High School entered a lockdown after a parent entered the cafeteria without going through proper procedures at the office and assaulted a student before being apprehended by police.

Early next year, Elgin will have its chance to shine at the State Capitol. Wednesday, Jan. 30, 2013 will be “Elgin Legislative Day” at the State Capitol. “Chamber members are encouraged to join us for an educational and networking day at the Capitol,” said Elgin Chamber of Commerce President Gena Carter. Legislative Day is an opportunity to learn about and experience state government at work. There are many legislative issues that are concerning to the Elgin Community. Two of these issues that will receive much attention this legislative session are education and water. Elgin’s day at the Capitol will focus on these concerns. EISD looks ahead to 83rd Legislative session By CHARLES WOOD Elgin Courier
The 83rd session of the Annual Texas Legislature will begin meeting on Jan 8. The actions lawmakers take could have a major impact on education — both positive and negative.
Elgin ISD held a town hall meeting on Tuesday, Dec. 18 to brief citizens on the district’s education-related concerns for the session. These include: 1) accountability, 2) high stakes testing, 3) school funding and )4 vouchers/school choice. Superintendent Dr. Jodi
Westbound lanes open on Manor Expressway A 1.5-mile westbound section of the new Manor Expressway between Springdale Road and US 183 opened Friday morning, Dec. 21. The opening will included flyover ramps at US 183. The Manor Expressway, which is being built in the US 290 corridor between Austin and Manor, is a $426 million project that will eventually extend 6.2 miles from U.S. 183 to east of Parmer Lane. The eastbound lanes of the Manor Expressway between Springdale Road and US 183 previously opened to traffic on Dec. 1. The entire project is slated for completion in 2014. Drivers will be able to use the newly opened section for free until Jan. 5, 2013.

Duron raised some of the major challenges the district faces that need to be addressed. Accountability “We’re not opposed to accountability,” she said. “What we want is fair, meaningful data.” One challenge for Texas school districts is that
they have two accountability systems — AEIS (Academic Excellence Indicator System) for the state and AYP (Adequate Yearly Progress, formerly No Child Left Behind) for the federal government. These systems do not align. The federal accountabil-
ity system was supposed to be reauthorized in 2008 and that didn’t happen. “We are working with a system that needs to be adjusted,” Duron said. In 2014 all Texas students are expected to meet federal AYP standards. At See “83RD,” Page 8A

JERRAL PLATT of Elgin recently took part in Austin Community Collegeʼs first December graduation ceremony on Dec. 14. Platt was able to completely retool his skill set through ACC and change career directions after the decline of the semiconductor industry. Mandye Childs and James Ervin are very excited to announce their long awaited engagement. James and Mandye met in July of 2006 and it was true love at first sight! Mandye has recently started working at the Elgin Courier as the Advertising representative and James has been a plumber for JCMS for over nine years. James is now working on becoming a master plumber and hopes to one day start his own company. James proposed to Mandye on Christmas Eve 2011 under the Christmas tree at her parents’ home in Blue. Needless to stay there were a few tears of joy and tissues around the house. Proud parents Earl and Beverly Ervin are also very excited to see their son take the walk down the aisle. Mandye and James will be tying the knot May 11, 2013 and will be hosting the ceremony and reception at Newts Gin. They couldn’t be happier!

Randy Adam was born at 10:46 a.m. and weighed 6 pounds 10 ounces and was 19 ½ inches long. Bobby Alvin Milam Bobby Alvin Milam, 74, of Elgin, Texas, passed away peacefully Tuesday afternoon, December 18, 2012. Bobby was born in Austin, Texas to Ida Bell Campbell and Ross Milam on October 1, 1938 and was raised in a rural community outside of Elgin known as Coon Neck. After graduation, he joined the U.S. Air Force in 1957, as a Military Police and served the first of his four years in the Philippines. After returning from the Philippines in 1959, he married the love of his life, Charlene Carter. Bobby was a lifetime member at Family Worship Center, formerly known as the Coon Neck Community; the church where his parents and maternal grandparents were original founders. Bobby was preceded in death by his father, R. S. “Bob� Milam and maternal grandparents, Julia and Harvey Campbell. He leaves to cherish his memory his wife of 53 years, Charlene Carter Milam; three sons, Robb Milam, Randy Milam and wife Vicki, and Ronnie Milam and wife, Alissa; his three grandsons, Rusty, Russell and wife Elicia and Daniel Milam; his four granddaughters, Kimberly, Ashley, Sasha and Shauna; his three great-grandchildren, Bree, Robert and Raiden; his mother, Ida Bell Campbell Milam Watkins; his two sisters, Bonnie Machu and Judy Laake; as well as numerous nieces and
nephews and their families. Memorial contributions can be made in Bobby’s memory to the Family Worship Center of Elgin, 2425 F.M. 1704, Elgin, Texas 78621. The family will receive guests at the Elgin Funeral Home from 6 p.m. until 8 p.m. Friday, December 21st. Crime of the Week Police investigate theft of keys and phone from utility truck Elgin Police are investigating a theft that occurred Friday, Dec. 14 between 7 p.m. and 8 p.m. in the 100 block of N. Ave. F. While making a service call, an employee returned to his Ford utility truck and found that his keys and phone had been stolen. The truck had been unlocked.

Well done good and faithful servant, Alice Elizabeth "Betty" Nave, who departed this life for her true home early on the morning of December 20, 2012... surrounded by her family. DECEMBER 16, 2012 S Main St. & Harris St., 12:07 p.m. - Caller said he is arguing with his pregnant girlfriend and she started walking down Main St. Caller said he is worried about her safety and is afraid the stress will cause her to have a miscarriage. Female was 18 yrs old and was advised against walking to her mother's house. Officer offered to transport her to the PD and she could call for a ride there, she refused. Female subject was allowed to continue on her way and male subject was advised to allow her time alone. 100 Blk Stubblefield Dr., 12:10 p.m. - Caller said there is a tan Pontiac that has been parked in front of his residence for over a week and that the tags are expired and the windows are rolled down. Red tag placed on abandoned vehicle. 100 Blk Hwy 290 W, 5:16 p.m. - Caller said there was a white male inside the Family Dollar Store on Hwy 290 causing a scene. Caller said the subject seemed to be intoxicated and couldn't stand on his own. The subject left in an older model Cadillac (tan) and has now gone to the Stop N Shop next to Meyer's Restaurant. Officer located subject. Mark Carwile arrested for DWI 2nd, DWLI and Warrant. 100 Blk N Ave E, 7:57 p.m. - 911 caller said that she received a call stating that someone is trying to break into her friend’s RV parked behind the medical building. Officer checked the perimeter of the RV, knocked on both the RV and medical building and no answer. Did not notice any sign of vandalism or forced entry on either. Loop 109 & S Ave C, 11:36 p.m. - Caller said that a green vehicle is blocking part of traffic. Officer located vehicle that is off the roadway and in no way impeding traffic. Unable to make contact with registered owner or red tag vehicle due to phone being disconnected and no red tags available to officer. DECEMBER 17, 2012 200 Blk Valley Run Trl., 3:33 a.m. - 911 caller said that while he was leaving for work he saw a white older model vehicle in the area. Elgin Depot Museum Displays railroad exhibit A brand new exhibit to thrill the hearts of railroad buffs has opened at the Elgin Depot Museum. The museum has received a private collection from the estate of Charlie Goertz. A small taste of the items include old railroad calendars, railroad magazines, railroad catalogs, old train timetables, beautiful photos and his private collection of scrapbooks which include letters between Charlie and railfan buddies. The museum is closed only on Sunday and Monday. It remains open Tuesday through Saturday, 2-5 p.m. There is no charge.

Officer arrived on scene, suspect was subsequently arrested and transported to BCSO. Citgo, 1009 Hwy 290 W, 12:36 p.m. - Complainant had a garden water hose stolen from the front of the store. Report taken. 140 Blk Thomas St., 4:34 p.m. - Neighbors dogs have been getting into her yard and getting into her trash and pulling clothes off the clothes line. Officer spoke with the dog owners they say the wind blew the clothes off the line. The dogs in question are two small chihuahuas that are most likely not capable of reaching the clothes. Left them with a warning as their dogs were on their own property but not restrained upon officer's arrival. Jalisco Mexican Restaurant, 244 Hwy 290 W, 6:28 p.m. - Caller said that a construction type truck hit a parked vehicle. Upon arrival both parties exchanged information. DECEMBER 19, 2012 100 Blk Vicksburg Lp., 12:03 a.m. - Upon arrival officer met with the complainant who stated her roommate pushed her when they were arguing. Complainant stated she did follow her room mate into his bedroom when he walked away and she pushed open the door and had her finger in his face. Officer asked her if she thinks she was in his personal space and she said she was. Officer then spoke

Officer arrived on scene, spoke with caller who advised he saw three male juveniles messing with their surveying equipment but nothing was damaged. Patrolled the area but was unable to locate the juveniles. 1200 Blk N Main St., 9:49 p.m. - Caller said that his girl friend was intoxicated and he needed an officer to his residence. Upon arrival, officer met with complainant who appeared to have minor injuries, but not as result of an assault. EMS checked the complainant, but was not transported to the hospital. The other party involved was arrested for an unrelated misdemeanor warrant out of Travis County. 700 Blk E 3rd St., 10:28 p.m. - Caller said that she wanted to file a theft report for items that were stolen from her residence. Caller cancelled after they decided to wait until the next day to file a report. 200 Blk S Mlk Blvd., 10:54 p.m. - Caller said that someone is pounding on the door across the street. Upon arrival officer located person at the residence, who said she was trying to contact a Hispanic male at the location that she knew, however no one was home. When located the person walking in the area reported, she was found to

In ancient Israel, childlessness brought shame on women. Jacob’s wife Rachel, after conceiving Joseph, says “God has taken away my reproach” (Gen 20:23). In Luke 1:25, Elizabeth also speaks of having her reproach taken away after God promised to give her and Zechariah a son, John the Baptist. Childlessness was mistakenly thought to be a curse for sins committed. In other words, someone at the time of Zechariah and Elizabeth would have concluded that they had done something to cause God not to favor them with children. The actual reason that Zechariah and Elizabeth were unable to have a child was that Elizabeth was barren, and both of them were very old (Luke 1:7). Though they had continually prayed to God for a child (Luke 1:13), they had not received one. It is true that God is the only one who can open and close wombs (Genesis 30:22). Only He can decide when to bless or withhold the blessing of children from someone. Yet the fact that He had not blessed Zechariah and Elizabeth with a child had not shaken their confidence in His love for them, as we know that they were “righteous before God” (Luke 1:6), that is, true believers, saved by grace alone. Even today, many couples struggle with infertility, and sometimes Christians mistakenly conclude that the cause is that God is displeased with them. While it is true that children are always a great blessing, as Psalm 127:35 states, people who are unable to have children should never look at the absence of this blessing as a sign that God is angry with them, or treating them unjustly. Childlessness is a difficult cross for couples to bear, but Christians can always count themselves blessed in the most important way, since God “has blessed us in Christ with every spiritual blessing in the heavenly places” (Ephesians 1:3) and He promises that “all things work together for good, for those who are called according to his purpose” (Romans 8:28). If someone you know is struggling with infertility, include special petitions for them in your prayers this week. Pray that God would be bless them with the gift of children if it is His will, but if it is not, that He would give them the strength to bear that cross patiently. Sunday Worship - 10:30 a.m. Thurs. Complainant stated that she and her boyfriend got into an argument which escalated to the point that he came up behind her and put his arm around her neck area. Officer asked her if she was hurt and she said she was not. Officer then went to the house, but no one answered the door and all the lights were off. Complainant said she did not live with her boyfriend and was only visiting and did not have a key. Complainant kept stating she just wanted her laptop charger from inside the residence. He asked her if she felt he was trying to strangle or choke her, she said no. Asked her if she wanted to pursue charges of assault by contact and she said she did not. Complainant stated she was just interested in getting her laptop
charger from her boyfriend, and that she would make arrangements to get the charger from him at another time and left the scene. Caller said she just wanted us to be aware of what occurred in case they discovered something damaged or missing. Hwy 290 W & Harris St., 12:02 p.m. - Caller did not know his address, but said someone told him a male subject was at his brown house picking pecans and wanted an officer to tell the person it is private property. The district would like to see two remedies from the legislature: 1) align the state and federal accountability systems and 2) postpone implementation until the requirements are better defined. High stakes testing Texas public schools now spend 45 days out of a 175day school year taking high stakes standardized tests. That doesn’t include Advanced Placement tests and PSAT tests and others. The volume has increased dramatically under the STAAR system. The testing puts a strain on the teaching pool and causes a challenge for counselors who have to de-
termine what tests a student still must pass for graduation. The end of course exams also count 15 percent of a student’s grade — although that requirement has been halted temporarily. The district would like to see: 1) fewer STAAR tests, 2) an end to the 15 percent grade requirement, 3) a repeal of the cumulative score requirement and 4) elimination of the standalone score requirements for certain subjects. Graduation plans The state has a 4x4 graduation requirement for students to take four years of math, English, social studies and science. There are three graduation plans: minimum, recommended
and distinguished. Recommended and distinguished plans require 26 course credits; the minimum plan requires 22. “I do not believe in one size fits all,” said Dr. Duron, who noted that her sister is an accomplished and successful musician who has trouble with math and couldn’t pass algebra. Under the current system, she would have trouble getting into college. Her step son struggled in school and is now a successful graphic designer. “I think we need to value career pathways. We need a graduation plan with reasonable flexibility.” School funding Last legislative session brought over $5 billion in
cuts to education, affecting all public schools. That resulted in statewide cuts in staff, hiring freezes and other hardships. There are currently six lawsuits against the state of Texas involving 60 percent of school districts. Elgin ISD’s problem with school funding has to do with equity — Elgin gets less than $5,000 in state funding per student. Manor gets over $7,000 per student and some districts get as much as $12,000 per student. What Elgin ISD wants is 1) for the state to restore the $5.4 billion cut in the last session and 2) for the state to replace the current funding system with one that is adequate and equi-
table. School choice and vouchers Proposals for “school choice” could turn up during the upcoming session — the idea o providing vouchers that would allow tax credits to private entities. That poses a problem for public schools, said Duron. “There IS choice within our system now,” she said. “If a school is failing, a parent can send a student to another district. Also, will private schools be held to the same standards as public schools?” Dr. Duron urged the public to keep informed about the Texas Legislature, contact representatives and get involved.

uation ceremony,” says Dr. Richard Rhodes, ACC president/CEO. “Graduation is such a major milestone, and we want as many students and families as possible to celebrate with us.” This fall, more than 1,200 ACC students applied for graduation – a 30 percent increase from the previous year. The number of graduation applicants has doubled since fall 2007. “The college is commit-
ted to helping students reach their goals and increasing awareness of the importance of graduation,” says Dr. Rhodes. “These numbers are a reflection of our efforts in this area and we are looking forward to honoring our graduates at commencement.” After graduation, Jerral Platt will be registered as a diagnostic cardiac sonographer. He already has a few job prospects. Meanwhile,
he has some words of wisdom for students working toward graduation. “My advice to ACC students would be to stay focused on your goals, seek help from your peers and instructors when needed, and surround yourself with supportive people,” Platt says. “Oh, and don’t forget to get some sleep.” Platt knows all about the need for sleep – his road to graduation was a balancing
act. While pursuing his associate degree, he got married, bought a house and worked full time. “Luckily for me, I have a very supportive and loving wife,” says Platt. “If it wasn’t for her, I wouldn’t have made it.” Now it’s his turn to support her – Platt’s wife plans to enroll at ACC’s new Elgin Campus when it opens next fall.

The district also got a commitment from the Elgin Police Department for increased patrols in and around the schools throughout the school year. Elgin Police Chief Chris Bratton released a statement last week announcing the department’s
commitment to the school district. “The Elgin Police Department is working very closely with Elgin ISD to insure the safety of the children who attend our schools,” he said. “We are increasing our presence in and around all of the schools in the city and have reviewed emergency plans for the schools. Dr. Duron and I are continuing to visit ways to improve the security at the schools and will continue these discussions into the future.”

After a tough fought battle, the JV Wildcats came out on top 48-44. The teams were tied up at eight points, then at 17 points for the first two quarters of the game. Elgin held strong through the game, did their job at the free-throw line and made their way down court efficiently. With much experience in playing down to the final seconds, the team was determined to take home the win. In a nice change of pace from the
past couple down to the wire games, the Cats took the lead by four points just before the buzzer. Colin Snell led the team with 14 points, Kenny Edson and Jordan Smith each scored nine points and Kyle Snell contributed six points. The Freshmen A team lost to the Manor Mustangs on Monday with a final score of 54-34. The A team competed with Connally on Saturday, Dec. 15 and took the lead to win 68-61.

In a rivalry battle, the Elgin Wildcats took to the courts to defeat the Manor Mustangs 55-39. Deciding early to take the win, Elgin was up 3225 at the half and held the lead throughout the game. The Mustangs tried to hold on and kept the score within 10 points for the first half. The Wildcats took control the second half and scored a total of 23 points. Elgin defense pulled together to hold the Mustangs to only 14-points during the second half. The Cats played well defensively all night, led by Trey Nash who took five of the seven charges collected by the team. He put up a total of 20 points during the game. 8A Lady Cats Fall Short By COACH ASHLEY LEWIS Monday, Dec. 17, the Lady Cats found themselves falling short of a win, 29-26. The team started off strong, holding Decker to 14 points in the first half, trailing behind their 17 points. The Lady Cats played hard, but unfortunately were having a difficult time getting their shots to fall. After a heart wrenching end, a missed three point shot during the last 30 seconds of the game, the Lady Cats ended with a 26-29 score. Top rebounder, with 12 total rebounds and top scorer (6 points) was Zarria Jackson. Following behind in rebounds with a total of 6 for the game was Kenshavia Knighten and
Jacinda James had a total of 5 rebounds. Rebekah Prinz had a good game with 5 total points and 4 steals. The Lady Cats will have a well deserved break for Christmas and then will start back strong at home against Manor on Thursday, January 10.
8A Cats double score The 8A Wildcats are now 4-2 on the season after their win against Decker Middle School on Dec. 17. The Cats took the lead and shot their way to a final score of 60-30. “The kids played hard and eliminated a lot of the mistakes that they made in the Championship game of the Hutto tournament. Their hard work in practice last week really showed up. I am very proud of the way all ten of them played,” said Coach Zach Gideon. The Offensive Player of the Game was Tariq Buchanan. He was the offensive spark plug, he scored 21 points, had 6 steals and 4 rebounds. He was all over the court and had a great game.
The Defensive Player of the Game was Kenan Vincent. He pulled down 8 rebounds (6 def, 2 off), and had 5 steals. He spearheaded the fullcourt press for the Cats that caused Decker to turn the ball over numerous times. “Dexter Sephus has done a great job facilitating our offense. He is an excellent ball handler and he puts us in great situations on the court, which is what great point guards do,” stated Coach Gideon. Scoring six points each for the team were Deamante Strong, Rey Oviedo, Gary Spikes and Kris Wyche. The team will compete with Manor for their next game on January 10.

The Lady Cats were full of hustle during the game against Manor. As a result of their effort, Elgin took down the Manor Mustangs with a final score of 60-46. Both teams were quick to make their way down court to score. Elgin showed strength and teamwork as they pushed through Manor defense and drove to the basket to complete the shot. The Lady Cat defense held strong, were ready for the rebound and stayed on top of the ball. During the second half, Elgin defense stepped in continuously to steal the ball from the Mustangs and return for a basket. The Lady Cats played to the buzzer, increased the point gap and secured a lop-sided win in the last minutes of the game. Leading scorers for the Lady Cats were Monique Aguirre and Shaqualla Franklin, each with 12 points. Nicole Ramirez added nine points to the score and Terra Shopp, Denedra Vincent and LeAnn Nash each scored seven points.

Looking Back: top Elgin stories of 2012 Walmart commits
WALMART IS COMING TO ELGIN. The big box retailer finally committed to build a store on US 290 on the west side of Elgin. The move came after many months of overcoming obstacles, including the legal dispute over service territory between the Aqua Water Supply Corporation and the City of Elgin. The store is tentatively set for an opening before Christmas of 2013.
It took many months of overcoming obstacles, but Elgin will finally get a Walmart. The big box retailer closed on the property on Thursday, Sept. 20, purchasing the land for the store from 290 LLC. The arrival of Walmart has major implications for the City of Elgin in terms of tax revenue and future growth. Local jobs will put more money into the local economy, which means more revenue for things like ball fields, infrastructure improvements and more city services. Issues that slowed down progress — the dispute between Aqua Water Supply Corporation and the city, and questions from the Texas Department of Transportation about access to US 290 — have all been ironed out. The store will be located at U.S. 290 and Saratoga Farms Boulevard, between Prosperity Bank
and First National Bank. It will be 150,000 square feet and is expected to employ 300 people. The store is tentatively set to open before Christmas of 2013. The Elgin city council on Sept. 18 agreed to extend the amount of time Walmart has to open the store, giving the company until September 2014. Walmart announced plans in late 2011 that it would be building stores in Elgin, along with three other Central Texas communities, including Manor. The Elgin Walmart will be part of a 47-acre retail development known as Frontier Crossing. Walmart will take up 19-plus acres. A small section has been set aside, and will likely become either a gas station or some other retail business. The property to the west and south of Walmart belongs to 290 LLC and will contain retail businesses.
Wildcats go three rounds in playoffs Best showing for Elgin High School football since 1958 One of the biggest stories of the year was the amazing comeback of the Elgin Wildcats. The team made it three rounds into the playoffs, the first time the Cats have done so in 54 years. The accomplishment was so momentous that the Elgin Fire Department’s annual Lighted Christmas Parade was moved up a day so Wildcat fans could travel to Cypress on Dec. 1 to take on Fort Bend Marshall. The Friday night parade doubled as a sendoff for the Wildcats and included a float with football play-
ers and cheerleaders and a float carrying alumni from the Class of ’58 — the last year that the Wildcats made it so far into the playoffs. On Nov. 24 and Dec. 1, charter buses full of Elgin fans helped pack the stands for the Wildcats. The Wildcats shut out the Bastrop Bears 38-0 to claim a playoff spot and dominated the Cedar Creek Eagles 70-6 in the last game of the regular season. The Cats traveled to Bryan on Nov. 16 for the first round of the playoffs and upset Brenham 44-30.
It was the first time they had made the playoffs since 2008. For the second round, the Wildcats traveled to Shenandoah on Nov. 24 to take on the Barbers Hill Eagles. The Cats beat the Eagles 45-21. On Dec. 1, they fell to Fort Bend Marshall in a nail-biter, losing 31-28 when the Buffalos scored a touchdown in the last 30 seconds of the game. The excitement, outpouring of community support and memories will remind the Wildcats just how far they made it in the playoffs for years to come.

The Lady Cats came close to making a comeback in the 7th inning of game 2. In February 2012, the City of Elgin, Aqua Water Supply Corporation and Austin Community College finally ended contentious legal dispute that threatened to stymie growth on the west side of Elgin. A conflict over water service arose on the western edge of the city, including land within Elgin city limits that is the 98acre Austin Community College campus and a commercial development that will include a Walmart store. Other areas were also in dispute. As a result of the settlement, the ACC and Walmart parcels now under development will be pro-
vided with drinking water by Aqua and with wastewater service by Elgin in a cooperative partnership that is likely to serve as a template moving forward. The settlement did not require any funds to be exchanged between Aqua and the city. Elgin gained some service area and Aqua took control over a water line that will no longer be needed by Elgin but is important for US Highway 290 development west of Highway 95 on the south side of the highway. Elgin will continue to serve citizens it has been serving in areas it annexed years ago in the western part of Elgin, an area that
was disputed. “The Elgin taxpayer and the ratepayer have been protected,” Elgin City Manager Vick said. “Now, we can move forward with certainty.” Aqua General Manager William Loven said, “resolving the lawsuit caps the current legal expense and removes the uncertainty that surrounds a drawn-out legal battle.” The agreement was made soon after David Glass, a proponent of the ACC Elgin campus, decided to run unopposed for a seat on the Aqua Water Supply Board of Directors. Glass replaced the late Ernest Bracewell, who retired from the board.
City, county OK TIRZ Elgin recently got a new tool for economic development that will help pay for infrastructure on the west side of town. A TIRZ (Tax Increment Reinvestment Zone) will take advantage of higher property values from the new Walmart, expanded H-E-B store and other retailers. As property values increase, the resulting increase in property tax revenue is used within the district for projects that should lead to even more growth. The TIRZ will pay for an extension of 11th Street, which will be renamed after late Pct. 4 County Commissioner Lee Dildy. The extension will run to the southwest from US 290 to Saratoga Farms Boulevard. The street will provide nearly 5,000 linear feet of commercial frontage, which will likely expand the Elgin and Bastrop County tax base. The city expects approximately 843 new jobs to be created in the TIRZ. At least currently, the Elgin TIRZ will not be as ambitious as first proposed by the city — Elgin officials had hoped to fund a joint city-county government building to house a police station, municipal court, as well as justice of the peace and other county offices. The county has chosen not to
participate in a joint facility at this time. The City of Elgin may also have to give up a piece of property in the Elgin Business Park in exchange for the county’s participation. Representing the city on the TIRZ board are Elgin City Council members Chris Cannon, chairman; Ron Ramirez; and Stacey Van Landingham. City Manager Greg Vick is a non-voting ex-officio and Councilman Keith Joesel serves as an alternate. Representing the county are Judge Paul Pape, Pct. 2 Commissioner Clara Beckett, County Auditor Lisa Smith. Assistant Director of Subdivisions and Long-Range Planning Rachel Clampffer is a nonvoting ex-officio member and Pct. 1 Commissioner William Piña is an alternate. Bastrop County has not agreed to participate in the TIRZ beyond the amount needed for Lee Dildy Boulevard, but a new interlocal agreement can be negotiated later if commissioners choose to participate in additional projects. The Elgin City Council approved an interlocal agreement making the TIRZ possible on Dec. 4. The Bastrop County Commissioners were set to approve it before the end of the year.

Large field of candidates run in county Politics dominated much of 2012 as area candidates sought to fill numerous vacancies in Bastrop County government. The process was complicated by the number of candidates and a long period of uncertainty about the primary election date. The primaries could not take place in April and were not held until May 29. Republican Sheriff Terry Pickering handily beat challenger R.C. Mathis in the primaries and had no Democratic challenger. There was an opening for Bastrop County Judge

as Ronnie McDonald stepped down to make an ultimately unsuccessful run for state representative Blake Farenthold’s seat in District 27. Paul Pape of Bastrop ran unopposed in the Republican primary and went on to defeat Rivers in the November general election. In the Republican commissioner race, Gary “Bubba” Snowden and Chris Cannon wound up in a July 31 runoff election after running against and Ron Jay. Snowden requested a recount, but was still shy of the majority. He ultimately prevailed over Cannon in the runoff election and went on to defeat Democrat Michael Flowers in the general election. In the Democratic commissioner race, Michael
Flowers and Liston Crim wound up in a runoff after running against Paul Mogonye and Keith Joesel. Flowers won the runoff and went on to lose the general election. Incumbent Democrat Roy Pruneda kept his position as Pct. 4 County Constable after running unchallenged in the primary and defeating Ron Lundrigan in the general election. Lundrigan wound up in a runoff election against Salvador Abreo after a primary election that also included Michael R. Knight and Paula Birran.

THE H-E-B STORE in Elgin began a major expansion in 2012, a sign that economic growth is accelerating.
A major expansion is underway in the Elgin H-E-B store. The expansion of the store, located on US 290, was announced in August and construction has been under way since November. Construction is taking place both inside and outside the store. The currently small store will have an additional 18,834 square feet of space. The addition will provide Elginâ&#x20AC;&#x2122;s H-E-B with over 70,000 square feet to fill with new products, equipment and renovations. The expansion will allow H-E-B to stock 25 percent more products in the store, including eight new aisles in the grocery and drug store departments. One big change is an all new sushi kiosk where customers can grab some freshly prepared sushi for lunch or dinner in a momentâ&#x20AC;&#x2122;s notice.
The store will also have a new full service seafood department to supply customers with more fresh and frozen seafood such as lobster tails, king crab, and scallops. In addition, the department will carry fresh salmon patties for burgers. The bakery will gain a new pastry case to fill with freshly made donuts as well as a new ice cream cake case. The bakeryâ&#x20AC;&#x2122;s biggest addition is a brand new tortilleria that visibly shows the tortilla-making process from the ball of dough to the finished product: four varieties of fresh, hot flour tortillas. The deli will be renovated, providing an expanded case for fresh deli meats and cheeses. The new case will be eight feet larger than it is currently, which will allow the store to carry a much
larger selection. In addition, they will have a larger section for grab and go foods like prepared salads and sandwiches. Foot traffic in the store will also be streamlined as a second exit door is added, ending the congestion at the current exit point. Additional check stands should also make a trip to the Elgin H-E-B a breezy experience. The store will also get new restrooms, including a new family restroom. Additional space will be added between aisles, giving customers more space to move throughout the store. To help during the confusing time of construction and rearranging, the Elgin H-E-B has dedicated several employees to walk through the store and help shoppers find the products they need.
City buys Union Pacific property, Veterans Park
The citizens of Elgin always felt like Veterans Memorial Park belonged to them, with its gazebo, Chamber office, monuments and frequent public events, but on July 20, 2012, it became official as the city signed an agreement to purchase the property from the Union Pacific Railroad. The city purchased 9.984 acres running from Main Street to Avenue A and from Depot Street to Central Avenue. The railway itself is still owned by Capital Metro, which leases it to a freight company. The property is home to Veterans Memorial Park, the Chamber of Commerce building and the parking lot and gardens on Central Avenue. It also includes two blocks which were used for materials
storage for the City Public Works department and parking for the Police Department and CARTS buses. The property was purchased with $203,648 worth of bond funds. â&#x20AC;&#x153;Now we will be able to plan for what the property could be used for,â&#x20AC;? said Community Development Director Amy Miller. The purchase helped the city move forward with plans to give up the old Public Works building and move the department into a new, up-to-date facility in the Elgin Business Park. The property purchase was a long time in the making, planned by city officials for around eight years. Elgin citizens had expressed interest in having the city buy the land going back to at least the 1980s.

January Jan. 4 — Three injured in shooting Three people were injured in a shooting in the early morning hours of New Years Day 2012. Suspects were Wesley Wade, 21 and Ray Charles Joiner, 32. According to police, the shooting was the result of an altercation that started at Yo Place night club and continued in the parking lot between McDonald’s and Speedy Stop on U.S. 290. Joiner and Wade reportedly opened fire on a gathering of people after an argument broke out about the way they had entered the parking lot at a high rate of speed. Three victims received gunshot wounds.
Jan. 4 — Glass runs for Aqua board Elgin businessman David Glass announced plans to run for the Aqua Water Supply Board of Directors. He ran unopposed and took the seat vacated by Ernest Bracewell.
Jan. 11 — Red light cameras go live
The warning period ended Jan. 1 for the red light cameras stationed on U.S. 290 in Elgin. Red-light runners are now fined $75 at the US 290 intersections with County Line Road, W. 11th Street, TX Loop 109/Harris Street and SH 95 North/Saratoga.
February Feb. 1 — Chamber awards presented
The Elgin Chamber of Commerce held its annual awards banquet on Friday, Jan. 27. 2012. David Glass received the Most Worthy Citizen award. The Outstanding Agriculturalist Award went to Eileen and Gene Niswander, owners of Yegua Creek Farm. Meyers Elgin Smokehouse received the Business of the Year Award.
TOPPING OUT. Workers with Skanska USA lift the final beam into place during the topping out ceremony, held June 1 at the ACC Elgin campus. Austin Community College had construction workers, architects, engineers, ACC staff and local citizens sign the beam, which was topped with a tree donated by Evergreen Farms. The three-story, 65,000 square-foot building is under budget and on schedule. The new campus is set to open in August 2013. Elgin voters set the project in motion by joining the ACC taxing district in 2010.

Feb. 1 — Major storm causes flooding
The Elgin area got some of the heaviest rain from thunderstorms that moved through Central Texas early in the morning on Jan. 25. The rain event caused some flash flooding and road closures. The Elgin Cotton Oil Mill recorded 5.6 inches of rain from the storm. Some area residents reportedly received up to 7 inches.

Feb. 15 — Council funds new public works building for industrial park The Elgin City Council decided on Tuesday, Feb. 7 to fully outfit the new Public Works building to be constructed in the Industrial Park, rather than build a stripped down version with no interior walls or air conditioning. The council voted to award the bid for the full $332,835 to W.W. Walker Company.
Feb. 22 — Park and Ride opens Capital Metro opened a park and ride in Manor on Feb. 15, expanding its system to better serve Eastern Travis County. Capital Metro celebrated its 15th park and ride with a grand opening and ribbon-cutting ceremony. Attendees included Elgin Mayor Marc Holm.
Feb. 29 — Sammy Lundgren gets National Weather Service award

Erica Baker joined the Elgin Police Department staff as the new Animal Control officer, replacing Tanya Schwartz. Baker served with the Bastrop County Animal Control (BCAC) for nine years and was its supervisor since 2008.
Bastrop County Judge Ronnie McDonald announced his resignation on Monday, March 5, effective immediately. The move opened a place for someone to run for County Judge in the current primary. McDonald ran unsuccessfully for Texas House District 27. His seat was ultimately filled by Republican Paul Pape of Bastrop.

Over 2,000 Elgin homes and businesses lost power on June 14 after a car struck a power pole shortly after 3 p.m. Some remained without power for several hours. Some also lost Internet service temporarily. A teenage driver turned off Main Street and struck the pole on 11th Street. The driver was uninjured and was ticketed for driving without a license or insurance.
March 21— Bicyclists stop off in Elgin on training run for Alaska trip
A group of bicyclists from UT called the 2012 Livestrong Texas 4000 Team stopped off in Elgin during a training run on Thursday, March 15, resting in Thomas Memorial Park and eating lunch at Meyer’s Smokehouse & BBQ. The group was getting ready to ride more than 4,000 miles to Anchorage, Alaska during the summer to raise money for cancer research.
June 27 — Fifteen steers poisoned
Officials reported an investigation into a mass death of 15 steers near Elgin. Fifteen roping steers died suddenly on May 24 on Jerry Abel’s ranch off Mundine Road. The deaths were caused by prussic acid, which is produced naturally in some plants under certain conditions. However, the poison came from a strain of Bermuda grass known as Tifton 85 which hadn’t previously been known to produce prussic acid.
March 28 — Ernest Bracewell passes
Ernest Bracewell, past CEO of Southside BBQ, passed away from a heart attack at 82 on March 25. Bracewell was a member of numerous organizations over the years. He was President of the Elgin Chamber of Commerce, Police Commissioner of the Elgin City Council, chairman of the Elgin Housing Authority, President of Aqua Water for 21 years and member of its Board of Directors for 24 years.

March 28 — Blue Paws Rescue founder drowns in Yegua Creek
Sally Lucker, who operated Blue Paws Rescue organization in Blue, outside of Elgin, drowned on March 20 after getting caught in a flash flood on FM 1624. Her car washed off the road into Yegua Creek.

April 4 — EHS ninth graders get break on STAAR test requirement
The Elgin ISD school board voted to postpone by a year a requirement that would make the STAAR tests count 15 percent of each student’s grade for a course.
April 11 — Man gets life for sex abuse
A Bastrop County Jury handed down the maximum sentence Thursday, April 5 on 48-year-old Elgin resident Luis Gutierrez Sr., who was found guilty of Continuous Sexual Abuse of Young Child or Children and Indecency with a Child. He was arrested on Aug. 11, 2010 in connection with an investigation involving allegations of sexual abuse of his four minor children.
April 18 — Elgin ISD hires Dr. Jodi Duron as new superintendent
The Elgin School District chose a new superintendent following the retirement of Bill Graves. On Monday, April 16, the EISD Board of Trustees voted 5-0 to hire Dr. Jodi Duron to fill the position. She began working for EISD on July 1. She was previously working as Assistant Superintendent at Comal ISD.
April 18 — Giddings man indicted
Dale Erwin Arldt, 62, of Giddings, was indicted for first degree felony criminal solicitation of capital murder, after allegedly trying to hire someone to kill his wife and a man he believed she was having an affair with.
The Elgin Lady Cats made it far into the playoffs. After beating Nacogdoches 15-7 in game 2 of Area on Friday, May 4, the Lady Cats advanced to the Regional Quarterfinals where they will faced Forney in a bestof-three series at the Waco ISD Sports Complex. The Lady Cats ended their season after losing the regional quarterfinals in two games. They came close to making a comeback in the 7th inning of game 2, but lost 7-6.
May 16 — Local incumbents keep spots Incumbents fared well in local races as Elgin citizens cast their votes on May 12. Mayor Marc Holm held off a challenge from Joe Cottle. In City Council Ward 2, incumbent councilwoman Stacey Van Landingham defeated Mike Huron. Councilmembers Theresa Scott, Shirley McKamie filed and was unopposed and Ron Ramirez were seated after filing and drawing no opponents. In the Elgin ISD election, incumbent Pete Bega defeated challenger David John Lippke. David Glass ran unopposed for the seat previously held by Kim Christensen. John Altmiller, was elected to fill the unexpired term formerly held by Lily Wright. Altmiller defeated Darren Mogonye and Stephanie McBurney Lippke. On the
Emergency Services District B-T ESD #1, current president Tommy McCullough kept his seat. Larry Foehner and Carl Newstrom joined the board. Damon Doss and Rick Harkins did not file for reelection.
July 4 — Genese Bell leaves Elgin ISD
After serving for seven years as Elgin ISD’s Assistant Superintendent of Academic Services, Genese Bell resigned in order to take the superintendent job at Splendora ISD, northeast of Houston.
July 11 — Children returned after kidnapping by non-custodial mother
Two Elgin children were returned safely after being kidnapped by their non-custodial mother on July 5. Valonda Nora, 28, was arrested in Austin after a stand-off with police.
July 18 — Coupland decides to place incorporation on November ballot
The community of Coupland decided to hold a vote on becoming the City of Coupland. An order calling the incorporation election was issued by Williamson County Judge Dan Gattis. Coupland citizens voted overwhelmingly for incorporation on Nov. 6, 2012.
July 25 — Elgin ISD staff gets raises
At their July 16 meeting, the EISD School Board approved a salary schedule that will include salary increases for all staff. The budget included a $500 per year step increase for auxiliary staff and a $700 a year increase for teachers.

Looking Back: top Elgin stories of 2012 August Aug. 1 — Three killed in SH 95 wreck A two-car accident on SH 95, just south of Coupland, left three dead on Monday morning of July 30. A Mazda four-door car heading northbound on Hwy. 95 swerved into the southbound lane, hitting a Toyota Sienna van that was heading in the opposite direction. Upon impact, the Mazda caught fire. Elizabeth Anne Dowdy, 25, of Salado, Texas was killed in the accident along with her children Fischer Phillip Dowdy, 3 and Benjamin Samuel Dowdy, 2.
Aug. 1 — Saxenian joins Elgin ISD
Carol Saxenian joined the Elgin School District as Assistant Superintendent of Academic Services, joining new Superintendent Jodi Duron. Saxenian came to the school district from San Antonio, where she was Leadership Executive Director for High Schools at San Antonio ISD, overseeing 10 high schools. She now fills the position formerly held by Genese Bell, who recently left Elgin ISD to take a superintendent position in Splendora.
Aug. 8 — ESD to hire first responders
Bastrop-Travis County Emergency Services District #1, which governs the Elgin and McDade Volunteer Fire Departments, voted on Thursday, Aug. 2 to place ads in the Elgin Courier looking for first responders. The district was forced to hire some first responders due to a shortage of volunteers.

Oct. 3 — Turn lane makes SH 95 safer
Nov. 7 — Inmate escapes from Bastrop
The LCRA Board of Directors on Wednesday, Aug. 15 authorized General Manager Becky Motal to pursue a purchase agreement for the 34,000-acre Alcoa Inc., property near Rockdale. The Alcoa property sits atop the Simsboro aquifer and has significant surface water rights. Alcoa temporarily curtailed smelting operations at Rockdale in 2008 and permanently closed two of six lines in January 2012.
It’s just a temporary fix, but the new left turn lane on SH 95 at Jordan Lane has already had an impact on travel safety, according to Elgin Fire Chief Liston Crim. The Texas Department of Transportation (TxDOT) decided to create the lane after a fatal accident in July 2011. That was one of several accidents that occurred at the intersection due in part to drivers stopping in the roadway to turn left.
On Friday, Nov. 2, 2012, at approximately 12:40 p.m. inmate Frank Corder was discovered missing from the minimum security Satellite Prison Camp, Bastrop, Texas. Corder, a 66-year-old private airplane pilot serving time for trafficking marijuana, was later recaptured in Wimberley on Dec. 11.

Dec. 5 — EISD 15 percent rule delayed
After a week-long trial in the 21st District Court, former Bastrop County Sheriff’s Deputy Eddie Matthews was found guilty last week of continuous sexual abuse of a child. The jury announced its verdict on Friday, Oct. 5 after deliberating for over nine hours. He received a 50-year sentence in November.

Cattlemen for Cancer Research board members hosted a charitable auction Saturday and raised $105,000 to benefit the Michale E. Keeling Center for Comparative Medicine and Research, The University of Texas MD Anderson Cancer Center, Department of Veterinary Sciences. The event was held at Dr. Charles Graham’s Hills Prairie Livestock Auction Co.
Sept. 5 — P&Z OKs Walmart plat
The Elgin Planning and Zoning Commission on Aug. 27 approved the final plat for the 290 LLC development that will be home to a Walmart store. The document took the raw land and turns it into lots that can be developed. The Walmart portion will take up just under 20 acres of a larger development totaling between 48 and 49 acres.

The Elgin School District got some relief from a particularly tough facet of State of Texas Assessments of Academic Readiness (STAAR) system. Texas Commissioner of Education Michael L. Williams announced that he is deferring implementation of the 15 percent grading requirement for the 2012-13 school year. Under that rule, a student’s score on the STAAR end-of-course exams would count 15 percent of the student’s final grade in each tested subject area.
Dec. 12 — Chevy dealership purchased
The transfer of the former Munday Chevrolet dealership to Rush Chevrolet became official. The new owners finalized a deal to purchase the dealership on Dec. 3 and signed a franchise agreement with Chevrolet on Dec. 4.
Oct. 31— Africanized bees removed from Sept. 12 — One-time pay raise for city tree at Elgin The Elgin City Council discussed plans, ultimately imDepot Museum proved, to give city employees a one-time 3 percent pay
increase, paid using the city’s fund balance. The city council discussed the proposal during the budget workshop at the Tuesday, Sept. 4 meeting.
There was some excitement involving Africanized bees in downtown Elgin on Wednesday morning, Oct. 24. The bees were removed just in time for the 25th annual Hogeye Festival. The bees were discovered when James Ingalls of the Elgin Public Works Department was removing dead branches from a cottonwood tree in front of the Elgin Depot Museum. Ingalls was attacked by bees, which also attacked the truck and trailer and pursued him as far as the City Café. He was stung about 15 times total. Hogeye organizers moved the food court area and Cow Patty Bingo as a precaution.
Sept. 12 — Cole family of Elgin on season premiere of Family Feud
The Cole family of Elgin was chosen to compete for prize money totaling up to $100,000 and a new car on the season premiere of Family Feud. The Cole family includes HB II, a minister of music; wife Erika, a middle school teaching assistant; son HB III, a college student at Prairie View University; sister-in-law Rachel, a home maker and sister-in-law Getta, a benefits specialist.
Sept. 19 — Sustainable Places meeting
Approximately 75 people turned up for a visioning workshop on Monday, Sept. 10, giving citizens a chance to weigh in on their desired outlook for Elgin. The event was part of the federally-funded Elgin Sustainable Places Project.
