Scouts have a place to call home again By Christina Rowland Progress staff

GEORGE WEST – The Boy Scout Hut on Burleson Street will once again have occupants. Sixth-grade elementary teacher Tracy Williams has taken on the task of again forming a Boy Scout troop in George West. County Attorney Gene Chapline also expressed an interest in the scout

troop. He spoke very highly of Williams and will be helping along with Duane McWilliams with maintenance of the Scout Hut. “Schneider and McWillams, P.C. funded the troop and it gives them a place to hang their hat,” Chapline told the council. The troop has paid the lease for the next year at

the hut and the lease is renewable for nine more years after that. Williams has the minimum number needed to start a new troop and they have already held their first two meetings. Williams said she got started in scouts 14 years ago when her son was young. He completed years of scout training and earned his Eagle

Scout rank when the family was living in Beeville. “I believe in scouting and it has done wondrous things for my son,” Williams told the council. Williams said that the troop will be having its first camp-out at the end of the month and that she is already looking for guest speakers and positive male role models to come and talk to the boys.

Three Rivers High School junior Angie Sauceda lights up when she talks about sewing. The teen, dressed in a lime green and pink coordinated outfit, considers sewing a part of her life. “When I am not sewing, I am usually planning to sew,” she said. “I look at patterns or draw sketches of things I’d like to make.” Sauceda entered the Live Oak County Fair for the fifth year with her sewing creations. This year she entered both a dress and a romper. She said the dress took five days of working after school to make while the romper took a whole month. Sauceda learned to sew in seventh grade when she took Jacqueline Coquat’s Life Management Skills class. “At first I took it (the class) because I wanted to learn sewing skills, but then I fell in love with it and wanted to keep doing it,” Sauceda said. She has had Coquat several times over the years as a teacher but since she isn’t currently enrolled in one of her classes, she was staying about three hours after school in the months leading up to the fair to finish her projects. “I am very grateful

to Mrs. Coquat because she is the one who would stay after school with me,” Sauceda said. When it came to choosing this year’s projects, Sauceda said she chose the dress because she likes wearing dresses and the romper because “I have always wanted one.” All the clothes she makes are in her size, so after the judging the outfits can be added to her wardrobe for her everyday wear. The fabric for these projects has been picked out since the summer, even though the projects were not started until months later. She said most of her fabric and patterns are purchased at either Jo-Ann Fabrics and Craft Stores or Hobby Lobby. In the case of this year’s dress, she purchased four patterns and combined them to make the dress she wanted. “It’s so much fun,” she said. “Every step of the project makes me happy. Putting the clothes together and wearing them makes me feel proud of myself.” Sauceda isn’t the only one who is proud; she said her mom gets excited about her projects too. “She gets really excited when I am picking out my patterns and (See Sewing, 9A)

THREE RIVERS – A 10-month-old child was flown by AirLife to University Hospital in San Antonio on Friday, March 2, after being left in a car all day. According to a Live Oak County Sheriff’s report, the father put the child in the vehicle in the morning to take her to day care but then forgot. He drove straight to work at Valero Refinery to begin his work day. The report states “when the father came out of work at 4:30 the child was screaming and barely breathing.” The father then removed the child from the car and took her to

GEORGE WEST – Three Live Oak County jailers were indicted Feb. 29 accused of improper sexual activity with an inmate. The charges against Vincent Aguilar, 28, of George West, Israel Charles, Jr., 22, of Tuleta and Jaime Enrique Smith, 46, of Beeville stem from incidents reported in 2010. According to prior information, two female inmates from Jim Wells County who were being housed in Live Oak County accused the three of sexual assault. After the first of the women reported the assault, jail officials reviewed video surveillance from the jail cameras. On the video they saw a jailer squatting down by the door in the hallway with his arm in the food hatch of the room housing one of the women, offi-

the on-site nurse who called for EMS. Acadian Ambulance service was dispatched and AirLife was also called. The child was given an IV to rehydrate while waiting to be flown out. Once they arrived, she was transported to the hospital. A current condition of the child is not known at this time. The father was not arrested at the time and no charges have been filed. The Three Rivers Police Department officers, who responded to the incident, are collecting evidence that is expected to be presented to the grand jury that will then decide if formal charges are applicable.

Public Records The dispatchers at the Live Oak County Criminal Justice Center received 270 complaint calls for the week of March 1-8. A young boy on a bike, riding around making the dogs bark going into alley ways and back out onto the streets, was turned in by a Three Rivers woman at 2:09 a.m. on March 1. A supervisor wanted to see if someone was available to do traffic control or at least just park at their location. Hopefully, that might slow some traffic down for his crew that is working along the highway. A truck was parked in the middle of the access road near Oakville when a man stopped to see if he needed a wrecker. A big fat guy told him to just go around him. When the caller told him to move his truck out of the middle of the road, the guy told him, â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t have to move it, I donâ&#x20AC;&#x2122;t know where I am going.â&#x20AC;? The caller advised that the big guy came toward him and his dog started barking, so the truck driver backed off and the caller went around him. There were no flashers on the truck and no cones out around it. Several people had to slam on their brakes and go around him. The responding deputy was unable to locate the truck. Someone was beating at her back window, according to a George West woman who said she was home alone with two kids. A woman reported that they were traveling north between George West and Three Rivers and realized that the trailer was missing from their truck. They were headed back south trying to find it. The responding George West police officer went six miles south and six miles north but was unable to locate the trailer. A clerk at a convenience store on IH37 advised that a small black vehicle was shooting trucks with a paint ball gun. A short time later, a Three Rivers policeman reported that he was out with the vehicle at a business on city square. The vehicle had shot paintballs at another business, also. All four subjects were detained. They were to be taken to clean up the damage they had caused, then to the Police Department. Eight

trucks were damaged at the convenience store. All subjects were released to their parents. A man stopped a DPS trooper to report his lost nephew who was driving a green cutlass. He was on a caliche road by rail road tracks somewhere. The uncle followed the trooper and was talking to his lost nephew on the phone. They would be driving around looking for him. A call was received from a man who advised their boat had turned over. The three people in the boat were just fine but need a game warden to come to the scene. A clerk at Choke Canyon State advised she had a game warden enroute to subjectâ&#x20AC;&#x2122;s location. A woman advised that a white pickup truck with a red 18 wheeler in back nearly ran her over. He was driving very fast through town and was passing a business on Hwy. 281 at the time of call. A George West police officer stopped the speeder and found that he was wanted out of Ft. Worth/ Tarrant County. An arrest was made. A Three Rivers woman stated there was a man in her place of employment who needed to find a place to stay. He works locally and had been staying at a motel. His funds are low and now he needed to find another place to stay. She wondered if officers could help him as she needed to close her business. A truck driver said he saw a black Toyota pickup sitting on the side of the road near the prison with its lights on bright. When he flashed the pickup to get him to dim his lights, the pickup turned around in front of him and then slammed on his brakes, trying to get caller to follow him down a county road. A George West woman asked for an officer. The dispatcher could hear her arguing with a man. She said she was at the manâ&#x20AC;&#x2122;s house. She stated that he stole some things from her and that she needed a George West officer there. After a while, the officer reported that the woman had recovered some of her property and was en route to the police department to make a statement. A Three Rivers man

advised that he was at a business near the refinery. They saw some men in a silver car taking pictures of the refinery. He stated that they sounded foreign because when they asked the men what they were doing, they said they werenâ&#x20AC;&#x2122;t doing anything. They then got in the car and left heading towards Tilden. The vehicle turned out to be out of Tulsa, Okla.

During the warm-up, McCall will explain the sport history and philosophy.

One of the key things McCall will insist on in her classes is not using the word “can’t.” She calls it dropping a coconut, and she, like all instructors, does not allow it.

Another thing she emphasizes is not competing against others. This is a sport where anyone can compete against self.

“In Parkour, you don’t compete against the person next to you,” McCall said. “Competing against yourself is a lot harder in the long run.” The class will start with the basic moves.

“It’s a matter of perfecting the movement,” she said. “We want to build people up success by success.”

As the class progresses, the movements will get harder. McCall encourages people to come to class and see what they are capable of.

Mr. Wayne Curry of Curryâ&#x20AC;&#x2122;s Nursery and Floral in Three Rivers was the guest speaker at the March meeting of the Lagarto Community Club. Members and husbands heard sound advice concerning environment friendly control for the weeds in their yards as well as the control of bugs, fungus and other plant/yard diseases. Mr. Curry brought several samples of â&#x20AC;&#x153;friendlyâ&#x20AC;? products which can be readily obtained from local businesses. For his efforts, he was presented with a copy of our book on the history of Lagarto compiled by Hattie Mae Hinnant New. For this meeting, St. Patrickâ&#x20AC;&#x2122;s Day was the theme selected by Connie Reardon and Linda Avila. The decorations were bright and green, as one might guess, with the exception of the cake which stood alone in recognizing Texas Independence Day. Linda distributed the words for â&#x20AC;&#x153;Texas, Our Texasâ&#x20AC;? and had our talented ladies sing the song along with her. Barring any interference from the weather, the painting of trim on the outside of our building (the Old Lagarto Schoolhouse) should be completed soon.

Last year our booth at Pioneer Days in Orange Grove was a huge success and so our members have agreed to participate once more. We can sell raffle tickets and a few of our craft items. I encourage all who go to the Pioneer Days celebration to come and visit our booth. Rummage sale items are filling up our back room and the ladies have started pricing. Flyers have been made and are being distributed. In a couple of weeks, the signs will go up and we should thank Linda and Frank Avila for their work and combined efforts in making and getting our signs placed in strategic places. Texas Brigade camps to be held in summer Itâ&#x20AC;&#x2122;s never too early to start thinking about summer, so next summer you should think about attending one of the Texas Brigades. The Texas Brigades are a group of camps which main purpose is to inform the next generation about wildlife management and conservation and how they are important. These camps are held in the months of June and July. The Texas Brigades are youth leadership camps that use different games and hands-on activities to grow team skills and the

ability to be a leader in different situations. The youth, or the cadets, attending this four and a half day long camp will do activities such as plant and insect collecting, habitat evaluation, firearm safety and shooting, interviews, and maybe even some taxidermy. They will learn how to work with their group and be able to grow and build up each otherâ&#x20AC;&#x2122;s strong points and make friends that will last a lifetime. The Brigade camps are for ages 13-17 and are a great way to meet new people who have an inter-

LOC libraries receive awards The Live Oak County Library in George West was recently awarded brand new non-fiction books that relate to Texas and its history. These books value at $500 and are Texas A&M University Press Consortium publications ranging in titles from “Living Waters of Texas” to “Sacrificed At The Alamo”. These books come as a gift from the Collection E n h a n c e m e n t Program of the Tocker Foundation. In a letter sent to the library, Texas A&M University Press Director Charles Backus stated: “The staff of Texas A&M University Press joins the Tocker Foundation in appreciation of your efforts in making books and other knowledge resources available to your community.” The Libraries also received a donation of

art books from the Art Resources Transfer, Inc.’s DUC Library Program. These books were given to the Three Rivers Library free of charge through the program with the intention, stated by DUC program manager Judith M. Smith in a letter to the library, to “help…build a strong contemporary art collection that your patrons or students will enjoy for years to come.” Ten books were received through the program ranging from artists like Phil Collins to subjects including Hurricane Katrina. Catholic Daughters Lenten fish fry

The Catholic Daughters of the Americas Court St. George will hold a fish fry on Friday, March 30, from 11 a.m. to 1 p.m. at the St. George parish hall. The menu will consist of fish, cole slaw, beans, hush puppies, dessert and drink.

Coastal Bend College was recently named George West Chamber of Commerce Member of the Month, an honor given to local businesses for their impact on the county. George West Cham member of the month“Coastal Bend College is proud to be a good partner with George West Chamber of Commerce, as well as with all chambers of commerce in our service area,” said CBC Dean of Institutional Advancement Glynis Holm Strause, a lifelong resident of George West. Strause was named to the Chamber of Commerce Wall of Honor in 2010. “It is important for us that the citizens of our service area where there is not a campus know that we are available to them to meet their needs for credit, non-credit, dual credit and online courses.” CBC is a full-service public twoyear community college with aca-

demic transfer and workforce credit courses, online courses, customized and continuing education, and dual credit courses. Approximately 3,500 students, including hundreds each year from Live Oak County, are served. The 47 year-old institution has 250 employees, including Live Oak County residents: Dianne Addison, Mary Kay Best, Mark Brown, Evelyn Cook, Floyd Green, Jeanene Jones, Ed Massey, Jeri Morton, Heather Sheffield, Josie Schuenemann, Kristy Schroeder, Becky Simonson, Ben Tanguma, Millie Powell and April Zapata. The college has campuses in Beeville, Alice, Kingsville and Pleasanton. Classes are also taught online and at CBC Lott Canada Facility in Beeville, where adult basic education, English as a Second Language, and GED® classes are

held. Coastal Bend College was formed in 1965 and began classes in 1967 as Bee County College. In 1998, with a change in the service area to include nine counties (Atascosa, Bee, Brooks, Duval, Jim Wells, Karnes, Kleberg, Live Oak and McMullen), it was renamed Coastal Bend College to reflect this expanded mission. Within the Customized and Continuing Education Department, the Petroleum Industry Training program seeks to provide training customized for the petroleum industry serving the Eagle Ford Shale play. Melissa and Mark are very thankful to all their relatives, friends and volunteers for all the food, buyers, those donating items and all those volunteering for all manner of activities that are needed to prepare for a special occasion. Melissa has been ill with Lupus for years and worked even though she was ill. She was able to be present for the benefit. Mark and Melissa have helped with many benefits and many of their friends were happy to help in their time of need. God was with them to bring her through the surgery and she is recovering.

Megan of Beeville visited and had supper with Jerry and Geraldine on Sunday night. The granddaughters will spend the week and attend the Live Oak County Fair functions on their Spring Break. They visited Shelleyâ&#x20AC;&#x2122;s brother, Kenny Scholwinski and toured places of interest. James put pictures of the remains of the Twin Towers and the two beautiful reflecting pools built in the footprints and there is also a new Tower built beside the Reflecting Pools on his phone. They

Marcus Cruz honored at City Hall Buenos dias! Our brother, Marcus Cruz was honored with a retirement reception at Three Rivers City Hall on Thursday, March 8. As all his former co-workers and family walked in, we were able to sign a poster with photos of him and city employees in different job sites around the city. It brought back a lot of memories of some of the job sites that were actually news items reported in the Progress newspaper at different times. On June 7, it would have been 38 years that Marcus was hired by the City of Three Rivers. But since his birthday was Feb. 22, he decided to officially resign then. In 1974, things were different at City Hall. Marcus and his crew employees worked for the water department, the gas department, the water plant, maintenance and any other job that was needed in any emergency within the city. (Marcus was able to memorize where all the water lines were and which jobs required extra equipment prior to the use of computers at that time.) It wasn’t until Tom Nance was hired later that the city departments were headed by different individuals that included David Darling with the gas department which is now managed by Venamar Lopez; Steve Bernal at the water plant; Darrell Pullin at the water department and Marcus headed the MCR (maintenance, construction and repair) department. This MCR position is now headed by Claudio Cantu. Like any supervisors’ position, there are different challenges that go with the job, but I am proud of my brother’s job performance and the dedication and respect that he had for his coworkers. We could also feel the

Salsa Fest entertainment has been lined up for April event By Jerry Retzloff

The 13th annual Salsa Festival will be on Saturday, April 14, beginning around 10 a.m. in downtown Three Rivers on the City Square. Entertainment on the country/western stage will begin at 9:30 a.m. with Christ Rybak and his band. The Brush Country Music Jamboree band will take stage around 10:30 a.m. with Joe Nixon and Ricky Turpin on twin fiddles. Guest performers will be Allison Crowson, Curtis Richard, Leon Payne, Jr., Casey Burr and Texas Lace. Justin Trevino and his band will perform from 4-6 p.m. Entertainment on the Tejano stage will begin with the Herman Sons dancers at 9:30 a.m. Opening ceremonies will be at 10:30 a.m. This will

be followed by Chris Rybak and his band, Henry “Elvis” Vasquez, Owen Baker, Grupo Fusion, Grupo Vida, Elida y Avande and Ruben Salazar and Grupo Patron. There will also be Salsa tasting and judging, slides and games for the children, vendors and food booths and much more. Admission to the event is free. LOC Livestock Judging Contest

Live Oak County Adult Leaders and Parents Association will be sponsoring a Livestock Judging Contest on Sunday, March 18th at the Live Oak County Fair Grounds. Registration will be from 10:30 a.m. to noon and the contest will begin at 12:30 p.m. Entry fee for this contest will be $30 per team and $10 per individual. Early entries are encouraged, but late entries will be accepted. No late fees for registration on the day of the contest.

Several 4-H members from Live Oak County competed this past week at the San Antonio Livestock Show and represented Live Oak County very well. Those youth exhibiting market goats include Kary Humphrey placed 1st in her class, Brittany Clifton placed 4th in her class, Bailey Clifton placed 6th in her class, Taylor Thompson placed 9th in her class and Kory Humphrey placed 9th in her class. South Texas Mining Venture, L.L.P., 500 N. Shoreline Blvd., Suite 800 N. Corpus Christi, TX 78401 has applied to the Texas Commission on Environmental Quality (TCEQ) for major amendments of the waste disposal well permits for the companyâ&#x20AC;&#x2122;s La Palangana in situ uranium mining site in Duval County. The proposed permit amendments would authorize change to the location of WDW418, raise the top of the injection interval to include additional sands, and decrease the maximum injection rate and volume for WDW 418 and increase the maximum injection rate and volume for WDW419. The facility is located at 5720 FM 3196, Benavides, TX 78341 in Duval County, Texas. TCEQ received the application on August 18, 2011. PUBLIC NOTICE On April 9, 2012, the Commissioners Court of McMullen County, Texas, will conduct a public hearing to consider whether it is necessary to regulate sexually oriented busi nesses in McMullen County to promote the public health, safety, or welfare. During the hearing, the Commissioners Court will consider comments and testimony from those in attendance. The Commissioners Court will also consider written studies and reports regarding the adverse secondary effects associated with sexually oriented businesses, such as increased incidence of sexually transmitted diseases, increased crime, and diminished property values. Copies of exemplary studies and reports have been placed on file with the County Clerk for review. On April 9, 2012, the Commissioners Court of McMullen County, Texas, will conduct a public hearing to consider the re-adoption of an ordinance regulating sexually oriented businesses in McMullen County. Chapter 243 of the Local Government Code expressly authorizes the County, by order of its Commissioners Court, to adopt regulations that: (1) restrict the location and density of sexually oriented businesses in McMullen County; (2) require licenses for the ownership or operation of such businesses; and (3) provide for the enforcement of such regulations. PUBLIC NOTICE OF APPLICATION TO RENEW AND REVISE SURFACE COAL MINING AND RECLAMATION PERMIT NO. 11F SAN MIGUEL ELECTRIC COOPERATIVE, INC., SAN MIGUEL LIGNITE MINE DOCKET NO.: C8-0024-SC-11-C

Pursuant to Section 134.075 of the Texas Surface Coal Mining and Reclamation Act, TEX. NAT. RES. CODE ANN. CH 134 (Vernon Supp. 2011) and Sections 12.226-12.230 of the Coal Mining Regulations, Tex. R.R. Commʼn, 16 TEX. ADMIN. CODE Ch. 12. San Miguel Electric Cooperative, Inc., P.O. Box 280, Jourdanton, Texas 78026 has submitted its application to the Railroad Commission of Texas to renew and revise its surface mining Permit 11F at the San Miguel Lignite Mine in Atascosa County, Texas. This application is made up of six volumes and three supplements. Supplement 1 has three volumes, Supplement 2 has two volumes and Supplement 3 has one volume. Maps were updated in Supplement 1 to reflect accurate boundary lines following a survey. A five-year permit term is requested. The permit area contains approximately 16,000 acres. San Miguel has an additional permitted mine, Permit 52, located in Atascosa County, Texas, approximately 16 miles south of Jourdanton, Texas and 6 miles south of Christine, Texas on FM 3387. The proposed renewal/revision area is located adjacent to and southwest of the Permit 52 area and within the area of the “Caballos Creek”, “Christine East” and “Christine NE” U.S. Geologic Survey 7.5-minute quadrangle map. The mine areas A and E are mined out and predominantly reclaimed except for permanent roads and pits for disposal of coal combustion products. San Miguel proposes mining approximately 380.6 acres from four seams that are continuous across the permit area (Table .119-1, Supplement 3). The area to be mined within the proposed permit term is shown on Exhibit 139-1 (Sheets 1 through 5), Supplement 3 and Exhibit 139-2 (Sheets 1 through 5), Supplement 2. The average annual lignite production for the San Miguel Lignite Mine is 3.26 million tons. Information regarding ownership and control of the site can be found in Volume I, Section 12.116 of the Renewal/Revision application. The Permit 11F Renewal/ Revision land tracts can be found on Exhibit .116-1 (two sheets), in Supplement 1. Land ownership information can be found in Tables .116-2, .116-3 and .116-4, Supplement 1. The Kiewit Mining Group, Inc., by contract, will operate the mine. San Miguel Electric Cooperative Inc. claims right-of-entry, by lease. Future permit terms are

planned. There is a planned expansion of mining in Area B located northeast of La Parita Creek between La Parita Creek and Metate Creek. Additional coring information to characterize the areas proposed for mining, updated groundwater information including an inventory of groundwater wells located within one mile of the permit boundary can be found in Sections 12.127 and 12.128 of the application. The water well inventory provides the information and the locations of the 29 private or industrial wells that are located within one mile of the permit boundary (Exhibit .128-2 and description Table .128-7, found in Volume I of the original permit application). Section 12.145, Supplement 3 of the Renewal/Revision contains the reclamation plans. Topsoil is proposed to be removed and replaced. Subsoil will be hauled back and placed prior to placement of topsoil and there will be topsoil and haulback material stockpiles. Backfilling and grading variances for up to 800 days from coal removal are requested due to pit lengths, disposal of coal combustion products in pit areas in Area E (flyash, flue gas desulfurization material, and bottom ash) (Exhibit 139-2, Supplement 1), and to optimize the use of the dragline. Several sections of the renewal/ revision application refer to information located in previous applications that are on file with the county clerkʼs offices including baseline and premine information. The notice should state that the application includes proposed postmine topography depicted on Exhibit .145-1, Sheets 1 through 5, proposed postmine slopes, Exhibit 145-4, a new Exhibit 133-1 Waters of the U.S. (Supplement 3). The renewal/revision application includes a revised probable hydrologic consequences

determination, Section 12.146 of Supplement 3, including a comparison of operations for Areas A and E for conditions during mining and postmining and a prediction of probable hydrologic consequences for Area B, summarizing effects predicted due to depressurization activities, including computermodeled simulations for the fivefoot drawdown contour resulting from depressurization (Exhibit .146A-1-1, Supplement 3) that may extend approximately 14,000 feet beyond the permit area to the southeast. Appendix .146A-3 contains the Area A Seep Investigation Report containing recommendations regarding the groundwater seeps in the box-cut spoil seep area in Area A and regarding additional investigative activities in the Pond 11 Area. The probable effects on streamflow and water quality are included in Section 12.146B. Postmine land use changes are proposed. San Miguel proposes the following postmine land uses: approximately 86% pastureland, 10.0% industrial/ commercial and 4.0% developed water resources. There are general design plans for seven reclamation ponds and eight proposed diversions. Detailed design plans for these structures were submitted in previous revisions to the permit. Interested persons are invited to submit written comments on the application within thirty days after the last date of publication of this notice in a local newspaper.
