Beyond pre-salt: offshore frontier exploration in South America among others. Petrobras, the Brazilian state-run energy company, made Colombia’s first deep-water discovery in December 2014 at the Tayrona block, located off the country’s Caribbean coast, where
Brazil’s equatorial margin Far away from the pre-salt play in the Santos Basin, Brazil’s ‘equatorial margin’ is a little-explored stretch of coastline between the states of Amapá and Rio Grande do Norte, spanning a length of more than 2,000km. The area’s appeal lies in the fact that its geology is analogous to locations in West Africa where significant discoveries have been announced. Oil majors including BP, Shell and Total, in addition to independent newcomers to Brazil such as Chariot Oil & Gas and Premier Oil, have been awarded blocks in the area. Chariot, which is targeting prospective resources of 300-500 million barrels in the Barreirinhas Basin, is in the process of acquiring 3D seismic with plans to start drilling in 2018.
gas was found during the drilling of the Orca-1 wildcat. Petrobras was followed by Anadarko, which in July 2015 announced another gas discovery at the Fuerte Sur offshore block. Additional drilling is planned for the two blocks in 2017. Ecopetrol, Colombia’s national oil company and a major player in offshore licences, has already created a subsidiary dedicated to offshore E&P, with initial capital of US$594 million.
Colombia An established E&P player in South America, Colombia’s oil and gas market has traditionally focused on onshore fields (it is interesting to note, however, that the country’s biggest gas field is located in shallow waters). A recent push towards offshore exploration led to several blocks being awarded to operators such as Anadarko, Repsol, Petrobras and Shell, www.the-eic.com
Uruguay Another country where offshore E&P is hoped to make a significant contribution to the economy is Uruguay. Total has just started drilling one of the world’s deepest wells by water depth on Block 14, at 3,411 metres. The Maersk Venturer rig is drilling the Raya-1 wildcat, targeting a prospective resource of up to 1.5 billion barrels of oil equivalent. Total’s minority partners include ExxonMobil (35%) and Statoil (15%). Other key companies in the area include Shell (as a result of the BG takeover), Tullow Oil and YPF. Uruguay’s state-owned oil company Ancap plans to launch a bidding round for offshore exploration blocks this year, with results expected in 2017.

Offshore oil and gas activity in South America is usually associated with deep-water fields located in south-western Brazil. And rightly so, as much of the region’s offshore proven reserves are located in the country’s pre-salt play. In recent years, however, a number of oil companies have turned their attention to unexplored offshore basins across the region, targeting high impact resources from the Caribbean coast of Colombia to the Falkland Islands. Below is a summary of the key frontier exploration areas in South America:

Guyana Not far from Caribbean waters, another frontier exploration area gaining momentum is offshore Guyana. A significant discovery was made on the Stabroek licence in May 2015, when the Liza-1 well drilled by ExxonMobil identified 90 metres of high-quality net pay. The discovery is viewed with excitement by the local government, which estimates that the Liza discovery could hold more than 700 million barrels of oil (an amount equivalent to 12 times Guyana’s gross domestic product). Appraisal drilling is ongoing and ExxonMobil is considering the installation of a small-scale FPSO at the licence as part of an early production system.

The Falklands While exploration work is only beginning in Uruguay, the Falkland Islands are already witnessing the development of their first oil and gas field. Sea Lion, discovered in 2010 and operated by Premier Oil (with Rockhopper Exploration as a minority partner), lies in the North Falkland basin and is set to start production in 2020, with key FEED contracts already in place. There are, however, additional sections of the islands where exploration activity is present, such as the nearby PL004 licence, where Premier Oil announced the Isobel Deep discovery, and other licences in the South and East Falkland basins, where independent operators such as Borders & Southern and Noble Energy are operating. Although many of these projects are still a long way from the development stage, they provide growth opportunities for the local supply chain and offer new perspectives for the region’s oil and gas market. A word from the CEO April is always a time of excitement and anticipation at the EIC as not only is it the start of a new membership year but also we are preparing for one of the energy industry’s premier events, the Offshore Technology Conference (OTC) 2016. Taking place in Houston from 2-5 May, OTC is a great platform for participants to enhance their technical knowledge, raise their company profile and make new business contacts. This year, our sixteenth in attendance, we have the pleasure of hosting 52 companies in the UK pavilion, all of who will be showcasing both the technical expertise and innovation for which the UK offshore industry is renowned. The EIC is an established part of the energy industry in the Americas, having opened our Houston office over 20 years ago. As with all of our global offices, our Houston team provides members with insight and guidance on maximising opportunities both internationally and locally; hot desks for initial visits; virtual office services to demonstrate commitment to the market place, and rental offices to establish a local base. We will be using the occasion of OTC 2016 to celebrate the launch of our refurbished Houston office facilities that are relocating to one floor above our current space at 11490 Westheimer. The move ensures that we can provide improved facilities while remaining within the energy corridor of Houston. This corridor is home to most operators and contractors in the region who are the decision makers and engineering leads for international projects with a Houston base. As well as OTC there are many other reasons for remaining optimistic in spite of low oil prices, including a good deal of activity in the Gulf of Mexico. www.the-eic.com
EICDataStream is tracking 85 active and future oil and gas projects in the US Gulf of Mexico and 29 on the Mexican side, all in various stages of development. Several major projects are already underway, such as Hess’ US$6 billion Stampede project. Despite delays, BP’s US$10 billion Mad Dog II project is still expected to move forward, and Chevron is expanding its Jack-St Malo development, adding four production wells and associated subsea equipment. Over in the Middle East, we are busy planning for our flagship event which returns to Abu Dhabi on 17 May. EIC Connect Middle East is normally held bi-annually, but we decided to run it again this year after receiving extremely positive feedback on the 2015 event, and in response to the level of activity in the UAE and surrounding GCC countries. EIC Connect Middle East provides an opportunity to meet in person with key contacts from major operators in the region and to learn about the many lucrative projects taking place. A key indicator of the region’s strength can be seen in its ever increasing energy mix. EICDataStream is currently tracking a total of 181 power, nuclear and renewables projects which are either underway or proposed in what has traditionally been a hydrocarbon driven region.

DNV GL has appointed Ditlev Engel as new CEO of its Energy business area. Mr Engel will succeed acting CEO Elisabeth Harstad and report to the Group President and CEO Remi Eriksen. Ditlev Engel will join DNV GL as CEO of the group’s Energy business area, which provides testing, certification and technical advisory services to the energy value chain including renewables, power grids, storage as well as energy use. He will be based at the DNV GL Energy headquarters in Arnhem, the Netherlands and be a member of the Executive Committee for the DNV GL Group. Remi Eriksen, Group President and CEO, DNV GL, said: “I am very pleased to announce that Ditlev Engel has accepted the position as CEO. px group has appointed Mark Kenrick as Director of Safety, Health, Environment and Risk Management. He brings a wealth of experience in the chemical and processing industries to the operation, which has its headquarters in Stockton-on-Tees. International manufacturer Roxtec is targeting the marine and offshore oil and gas sectors with a new innovative safety seal which protects life and assets from a multitude of hazards. The Bury firm’s Single Pipe Metal (SPM) product can be used to seal any kind of metal pipe in steel decks or bulkheads and specifically guards against fire, gas and water ingress. Graham O’Hare, Managing Director, Roxtec UK, said: “The certified Roxtec SPM seal has been carefully designed to address specific requirements within the marine sector, and the offshore oil and gas markets. Fundamentally, we believe it will help drive greater cost efficiency across industry. “It is a lightweight, single-sided solution which is quick and easy to install. The seal is made out of durable and malleable rubber, while the fittings are made out of acidproof stainless steel. “A crucial point is that it provides an alternative to the costly and laborious welding process often used to seal metal pipes. This process requires a re-paint after weld. In addition, current practices involve pipes being hit with hammers which can lead to damage. Our seal is easy to open up and re-seal for maintenance.
Servelec, the UK-based technology group, has announced the appointment of Mike Tynan as Non-Executive Senior Advisor to the Board of Servelec Controls, a division of Servelec Group Plc. Mike brings a wealth of experience and expertise in the power and nuclear industries to the existing management team of Servelec Controls. Mike holds positions on the UK’s Nuclear Industry Council (NIC) and Nuclear Innovation and Research Advisory Board (NIRAB). Mike previously spent five years as CEO for Westinghouse in the UK and Middle East. He was also Managing Director at Westinghouse Springfield’s Fuels Limited, the UK’s nuclear fuel manufacturing facility.
Siemens has been awarded an order for the Kinik onshore wind power plant in the Turkish province of Kinik, 80 kilometres north of Izmir. 17 direct drive wind turbines rated at 3.2MW capacity each will be installed at the onshore project close to the coast of the Aegean Sea. Customer Esinti Enerji AS also consigned maintenance to Siemens in the framework of a 10-year service contract including advanced remote monitoring and diagnostics. Installation of the wind turbines will start in summer with commissioning scheduled for autumn 2016.
On accepting the appointment, Tynan commented: “I am delighted to have the opportunity to work with Servelec Controls to help shape the company’s development and growth in the power and nuclear industries. MEMBER NEWS The Kinik site in the coastal region of western Turkey offers excellent wind conditions, as it is located along a mountainous ridge exposed to strong breezes from the Aegean Sea. The Siemens SWT-3.2-108 wind turbines feature an advanced performance with their 108-metre rotor diameters and direct drive technology with a highly efficient permanent magnet generator. Compared to geared units, these turbines have half as many parts and considerably less moving components. The 17 wind turbines at the 54MW Kinik wind farm will be installed on steel towers with a hub height of 79.5 metres. Towers will be sourced regionally to provide maximum impact to the local economy. TÜV Rheinland has launched its Asset Integrity Management (AIM) services to support industrial asset operators. US$30 prices are forcing oil and gas operators to look for new ways to optimise operating and capital expenditure while simultaneously safeguarding health, safety and the environment. Wolf Safety, manufacturer of hazardous area portable and temporary lighting, has turned up the temperature on its temporary LED task lighting and power distribution solutions for use in extremely hot ambient atmospheres, and has also obtained IECEx International Equipment Certification for Explosive Atmospheres for all of its GRP transformers. Wolf’s lighting and power distribution solutions are now the first choice for high ambient temperature applications found in hot environments in the Middle East, Far East and Africa, particularly in metal tanks and enclosed structures absorbing the sun’s heat. Now Wolf has certification for a temperature class rating of T4 with an upper operating ambient temperature of 55°C for its new 250VA transformers and Low Voltage LinkEx™ LED Floodlite (18-54V). The low voltage high performance, lightweight, portable LinkEx™ LED Floodlite (18-54V) also has a raised maximum operating ambient temperature from 50°C to 55°C, plus the maximum external surface temperature for dust protection has been lowered from 103°C to 87°C and the cable temperature rise has been reduced from 61°C to 34°C. Overall, the unit is now ‘cooler’ running and much more efficient resulting in greater flexibility and safety for hazardous area users. By reducing the available power from 400VA to 250VA, Wolf’s new 250VA transformers with GRP enclosures can achieve a T4 temperature class rating with a +55°C ambient, allowing the equipment to be safely used in a wider range of gas and dust hazards and hot explosive atmospheres. SNC-Lavalin wins US$800m EPC gas contract SNC-Lavalin has been awarded an EPC contract worth US$800 million in Saudi Arabia. Under the contract, the Canada-based contractor will be responsible for engineering, procurement and construction of infrastructure and gas processing facilities for an unnamed gas field in the Kingdom. Work scope includes connecting gas producing wells into the main processing plant. Although names of the field and the client have not been disclosed, it is understood that the contract is part of Saudi Aramco’s unconventional gas programme, as SNC-Lavalin was known to be bidding for System B of the project along with JGC and Larsen & Toubro. Saudi Aramco’s US$1 billion unconventional gas programme aims to develop tight gas reserves in the northern region of the country.

At the time of writing, there are 45 member companies who have expressed an interest in our planned delegation to Iran next month. This figure provides a true reflection of the heightened interest in the revitalised Iranian market. Given current levels of global activity it is clear that this market appears to be a beacon of light at the present time. Another bright beacon would appear to be Egypt. Our week long delegation there last month proved to be immensely successful. Being able to hear first hand from ENI and BP on how they plan to develop their respective gas discoveries on a fast track basis was the highlight of the whole visit. We also benefitted from a detailed briefing on the planned expansion at the MIDOR refinery which will add 60% additional capacity to the plant. This combined with unexpectedly large turn outs from GE, ENPPI, Petrojet, PMS and SUMED demonstrated how much the Egyptians value engagement with UK companies. We also visited Istanbul for the Regional Oil and Gas Summit which covered project activities in Azerbaijan, Kazakhstan, Turkmenistan as well as the host country, Turkey. A key theme was local content and the various strategies that could be followed in order to achieve compliance. The key memorandum of understanding between the UK government in the shape of UKTI and Kazakhstan with PSA, the appointed agency of Kazakhstan’s Ministry of Energy, was explained in detail.
Saudi Aramco issues EPC tender for offshore work Saudi Aramco has invited eligible groups to bid for offshore EPC and pre-commissioning work on the Marjan and Zuluf oil fields. The contract, which is being tendered under Aramco’s Long-Term Agreement (LTA), is estimated to be worth between US$400 million and US$500 million. Under the LTA, McDermott, Saipem, a partnership of Larsen & Toubro and Emas, and Dynamic Industries are eligible to submit bids. Work scope covers a total of seven platform decks, 46 kilometres of 16inch pipeline, 31 kilometres of 15kV subsea cables and topsides fibre optic cables.
Algeria was the final destination of a very busy month. With meetings in Algiers and Hessi Massoud, we are confident that the delegation provided a full picture of opportunities in this important North African market. ACWA Power acquires 50MW solar PV plant in Jordan Saudi Arabian ACWA Power has announced the acquisition of Sunrise Solar Energy PSC, the project company for a 50MW solar photovoltaics power plant in the Mafraq Development Area located north-east of Amman, Jordan. The plant will deliver the lowest energy tariff in the second round of the Photovoltaic Procurement Programme issued by the Ministry of Energy and Mineral Resources, at a record level of US$6.13 cents/kWh. EPC services for the project will be delivered by German ET Solutions. Operation and maintenance will be provided by CEGCO and ACWA Power’s subsidiary NOMAC.

Another positive development has been the tacit approval of a unity government being formed in Libya, a country second only to Nigeria in terms of recoverable hydrocarbon reserves. Offshore wind farm connected to China’s power grid The first six wind turbines at the Demonstration project of the 150MW offshore wind farm in Rudong, Jiangsu (Rudong project) were successfully connected to the power grid, having been developed and constructed by China General Nuclear Power Corporation (CGN). CGN plans to install 38 sets of 4MW wind power generating units with a total installed capacity of 152MW.
Kuala Lumpur continues to be an attractive location for multinational companies operating in the region. Soalarworld wins EU extension Solarworld AG has won a bid to have European Union (EU) tariffs on Chinese solar panels extended to Malaysia and Taiwan, after the EU found that Chinese exporters used the two countries to evade the levies. According to the European Commission, Chinese exporters of solar panels shipped them via Malaysia and Taiwan to dodge EU duties meant to counter imports that were allegedly subsidised and sold below cost. The decision on import levies, which was due to take effect on 13 February 2016 and exempts some Malaysian and Taiwanese producers, is the outcome of an investigation begun in May 2015 by the commission as a result of a request made by Solarworld.

China offers 18 offshore blocks A total of 18 blocks for exploration are up for bid in 2016 to international oil and gas companies wanting to partner with operator China National Offshore Oil Co. The blocks are in five basins: Bohai Bay (three blocks), South Yellow Sea (one block), Yinggehai (one block), Quiong Dongan (four blocks) and the Pearl River Mouth (East) which holds the most with nine blocks.
Pakistan to explore shale gas Oil and Gas Development Company Ltd and Pakistan Petroleum Company Ltd are to carry out a pilot project to explore shale gas deposits, estimated at more than 10,000 trillion cubic feet (TcF). The project is being launched following a study conducted in co-operation with the US Agency for International Development, confirming its reserves of 10,159TcF of shale gas and 2,323 billion of stock tank barrels of shale oil in the country. The government’s efforts to fulfil the country’s growing energy needs have started to yield results with 65 new oil and gas discoveries so far. A total of 227 wells have been drilled, while 46 new petroleum exploration licenses have been awarded.
1,000MW potential IPPs in Pakistan The government of Pakistan has decided to develop new power generation projects at the existing sites of public sector generation companies (GENCOs) and greenfield sites. US Supreme Court puts Clean Power Plan on hold The US Supreme Court has stopped enforcement of President Obama’s Clean Power Plan until lawsuits from 27 states are resolved. The plan calls for states to cut carbon dioxide emissions by 32% below 2005 levels by 2030. Suing states argue that the Environmental Protection Agency (EPA) has no authority to regulate greenhouse gas emissions from power plants under Section 111(d) of the Clean Air Act, because emissions are already regulated under Section 112. As it stands, states have until 2018 to submit compliance plans to the US EPA or request an extension.

Renewables sector to kick off in second quarter The total investment value of US$17.5 billion is significantly higher than that of the second quarter of 2015, primarily due to the extension of the investment tax credit and the production tax credit. The primary source of the kickoffs is wind power, which accounts for slightly more than US$10 billion of the total investment amount. The solar and wind sectors have greatly benefited from these tax incentives, and will continue to lead the charge of renewable resources in North America.

Mexico announces date of deepwater auction The country’s first deepwater auction will take place on 5 December 2016. It will be the fourth auction of round one and will include 10 blocks in the Gulf of Mexico; four are on the border of the US Gulf, in the Perdido Fold Belt, and six in the southern Salina Basin. The deepwater blocks are expected to generate much interest despite low oil prices. Meanwhile Pemex is delaying its own deepwater plans in an effort to trim its 2016 budget.

Energy act comes into effect in Canada The country’s offshore sector will face tougher regulations because of the Energy Safety and Security Act, which grants more authority to joint provincial/ federal regulators in Nova Scotia, and Newfoundland and Labrador. The Energy Safety and Security Act enshrines the polluter-pays principle in legislation and increases absolute liability in the offshore. Three new regulations also apply, addressing financial requirements, administrative monetary penalties and cost recovery.

In addition to Colombia Genera, a group of 12 Prosperity, UKTI and UK Colombia Trade delegates, including UK government representatives (from the Department of Energy and Climate Change, and Scottish Development International) and suppliers participated in two days of workshops in Bogota as well. This public-private mix produced lots of benefits, especially in allowing British business exposure to regulators, during a meeting with the Agencia Nacional de Hidrocarburos, and added an element of depth and regulatory context to the commercial events.

First US shale gas shipment arrives in Brazil The first shale gas to be exported from the United States was shipped to Brazil in late February. The 160,000 cubic metre cargo was sent to Petrobras’ Guanabara Bay LNG import terminal in Rio de Janeiro. Loaded at Cheniere Energy’s Sabine Pass terminal in Louisiana, this is also the first LNG shipment out of the United States (excluding Alaska) in more than 40 years. Petrobras to acquire 180 wet Christmas trees The Brazilian national oil company is expected to acquire approximately 180 wet Christmas trees (WCTs) by 2019, according to a study by Quest Offshore. Petrobras is expected to become the world’s biggest buyer of WCTs by the end of the decade, followed by BP (170 units) and Statoil (160). New YPF chairman announced Miguel Ángel Gutierrez, a former Telefónica executive, has been appointed as the new chairman of YPF, the national oil company of Argentina. Gutierrez will replace Miguel Gallucio, who served as YPF’s CEO and chairman since the expropriation of Repsol’s 51% interest in YPF by the Kirchner government in 2012. It is understood that Gallucio’s departure was motivated by a request from the new government of Mauricio Macri. President Macri has chosen various former executives from the private sector to occupy leading positions in his administration, which was inaugurated in December 2015.
I had the opportunity to present three times during the week, focussing on the UK supply chain and the role of the EIC, to a group of 40 professionals and engineers from several areas of Ecopetrol (a local operator); to a VIP workshop at ACP (an operators’ association) and Campetrol (a service company association), as well as to representatives of Anadarko, Shell, Petrobras and Halliburton among others and at Colombia Genera. The delegation had dinner with the UK Ambassador for Colombia and attended two evening receptions, all of which allowed for very high level networking.
Colombia to invest US$700m in T&D infrastructure Colombia’s Generation Expansion Plan for 2015-2029 calls for an investment of US$700 million to allow the connection of new wind farms in the coastal La Guajira region to the grid. Government authorities expect 3GW of capacity to be installed in the region by developers Enel Green Power, Isagen and Empresas Publicas de Medellín.

Chile expects US$58.2bn renewables investment The Federation of Chilean Industry estimates that US$58.2 billion will be invested in renewables by 2019. This amount is expected to add 25GW of installed capacity and be equivalent to 76% of investment in power generation.
