Offshore wind powers up in the US

The industry learnt crucial lessons from the Cape Wind project about the importance of community engagement and planning processes. This, coupled with the experience of actually building Block Island, has given the US offshore wind sector real momentum. With many states putting plans in place for projects, this market is set to take off. The prospect of promising developments in the US is catching the attention of European companies including some of the largest companies in the world namely DONG Energy, Siemens and Statoil – who, along with construction and engineering capabilities, bring a lower cost of capital which has been a key focus in Europe. Several projects in the US are in the advanced stages of development and are scheduled to begin operation post 2020. Notably, the announcements of unprecedented commitment to deployment offshore Massachusetts and New York. Massachusetts In Massachusetts, there are five wind energy areas designated by the government for offshore wind development. The Energy Bill passed in August 2016 included a requirement for utilities to contract 1.6GW of offshore wind power by 2027. Massachusetts has invested in infrastructure to encourage deployment with a marine terminal to support offshore wind projects and a blade testing centre to attract more technology companies. With Deepwater Wind, DONG Energy and Vineyard Wind all announcing their intent to use the New Bedford Marine Commerce Terminal when construction activity commences in their respective lease areas, activity is really ramping up. The remaining two areas are expected to be leased in 2018.

Most recently DONG Energy has secured the lease for the Bay State project. Global provider of engineering and technology-centric professional services Lloyd’s Register has used the expertise of its subsidiary SGC Engineering to support DONG Energy in the evaluation of the Bay State project, with its offshore site and export cable route, geophysical and hydrographic surveys. The first tender round to obtain a power purchase agreement (PPA) took place in June 2017, which will commit the winning project to deliver power four years later. The remainder of 2017 will see the area focus on the implementation of the legislation and the procurement process. New York Meanwhile, New York has committed to build 2.4GW of offshore wind by 2030 starting with the Deepwater One – South Fork 90MW project, which is in the Rhode IslandMassachusetts lease area. Earlier this year a PPA was signed between the developer Deepwater Wind and Long Island Authority. Construction is set to start as early as 2019 with a target commercial operation date of 2022. The developer is also trying to secure a PPA for the 201MW East End Wind project to be developed alongside the South Fork project in the same lease area. All the projects will be built over one construction campaign if the latter projects obtain approval. Statoil Wind is also looking to develop a project in New York, winning a lease at the end of last year. The New York State Energy Research and Development Authority is currently putting together a strategy to develop the state’s offshore wind resources. The Offshore Wind Master Plan is expected this year and will further identify sites and set targets for capacity and detail target commercial operation dates. Low costs will pave the way Cost reductions will be crucial for the growth of America’s offshore wind market, and it is widely believed across the industry that the US can benefit from Europe’s experience. In the US, cost reductions will depend on near-term deployment as well as sustained investment in offshore wind technology and the supply chain. Future cost reductions will come through technology advancements, as well as streamlining the construction and installation process. The industry certainly has the potential to benefit from 25 years of European experience making the US offshore market one to watch. This is an edited version of an article which appears in the summer 2017 issue of Energy Focus which covers developments across the whole of the US.

When Cape Wind was proposed as America’s first offshore wind project back in 2001, the offshore wind market barely existed. Fast forward to the present day, and the UK and Europe is leading deployment of offshore wind on a massive scale with over 12GW in operation and the US has commissioned its first ever project – the Block Island Wind Farm – even though Cape Wind fell through. The Block Island project saw five commercial turbines connected to the grid last summer. Most of which were manufactured in mainland Europe, and drew on European installation experience.

EIC Survive and Amec Foster Wheeler Thinking differently to deliver #More4Less by collaborating and challenging

How is Amec Foster Wheeler thriving?

Realising that a change of approach was needed to deliver results more efficiently and at lower costs, Amec Foster Wheeler adopted More4Less, an initiative based on collaboration with customers and the supply chain. Supported by an efficient use of internal resources and a change of culture, this approach has enabled the company to save costs and man hours as well as retain existing and win new contracts.

The challenge

The EPC business is marked by a constant search for savings, but this does not mean that customers always know the best way to save or specify what they need. In many cases, clients don’t have the right information to demand the right solutions, which prompts the need for a collaborative mindset. Wouldn’t it be better if clients stated their problems and worked together with engineering contractors to find the best fit-for-purpose solutions?

The solution

Even before the sharp fall in oil prices, Amec Foster Wheeler realised that it could deliver better results through collaboration and optimisation. It was not just about collaborating with customers and the supply chain – a change of culture within the company was also essential.

Amec Foster Wheeler concluded that its approach was geared towards large EPC projects, with cumbersome, slow, inflexible and expensive contract models that failed to meet the needs of the open and low-cost approach the company was pursuing. But how could this be changed? The company acquired Scopus – a unit dedicated to the execution of small repair orders – that typically delivered savings of 30-40%, and Amec Foster Wheeler saw the opportunity to involve them directly in the O&M and minor EPC opportunities for their core customers. Scopus immediately brought a ‘small project’ mindset along with its procedures and cost savings, which made the company more nimble, flexible and open. Amec Foster Wheeler then created ‘The Hub’, a collection of people who started working on larger modification projects for various clients, but using the same open mindset as Scopus. Additionally, the company made better use of its Indian engineering team, which brought savings of up to 30%. On top of this, it introduced ‘Drop box’, an initiative in which employee ideas from both operators and contractors are examined and acted upon, generating savings of £500,000 in 18 months. This series of improvements are the pillars of the More4Less strategy, which is about challenging everything in order to deliver a simpler, collaborative solution that improves efficiency and ultimately saves time and money.

How is Booth Welsh thriving?

The company’s ‘inside the fence’ engineering services are helping customers de-risk their assets and speed up projects.

The challenge

Booth Welsh was acquired in 2014 by Clough, an Australian company that aimed to increase Booth Welsh’s footprint in the energy market by 30% in three years. However, the transaction took place one month before oil prices plummeted, which posed significant difficulties to the expansion plans. Booth Welsh also faced challenges in the nuclear sector. Electricity prices in the UK reduced following a regulator intervention, which put power generators under financial strain. The company’s relationship with one of its key nuclear clients, had been built around providing asset management support, but electricity price reductions and strict requirements to invest in new environmental legislation and critical life extension improvements meant this client needed to cut costs.

The solution

You’ve recently established the Balmoral Innovation Team. Can you tell our readers about it?

Balmoral is renowned for its pioneering spirit and by introducing a dedicated resource, known internally as the Balmoral Innovation Team, the company aims to broaden its horizons with a focus on supported markets, product solutions and routes-to-market.

A

The team, which combines the specialities of product design, material technology and production process, was created to generate practical, productionready solutions from the opportunities identified through the business development programme. This initiative has already made significant contributions in extending the company’s product portfolio and by making its current product lines more robust and efficient. The team will continue to push the boundaries to ensure that our clients remain at the forefront of everything we do.

Q

Apart from innovation, what other strategies are Balmoral using during the downturn?

We work very closely with clients to value engineer and drive out the most cost effective product solutions considering materials, ease of manufacture, production process and also cost of throughlife product ownership which include handling, shipping, storage and installation costs.

We have also taken the opportunity to upskill and train our personnel during these quieter months in preparation for the upturn in activity.

Q

What’s been the highlight of your Balmoral career to date?

A

Working closely with Tier 1 operators to develop a new product that will resolve potential challenges while reducing risk and generating significant savings is something that we specialise in. It is very satisfying to see these concepts move from prototype to design, testing, production and full qualification.

We have picked up several industry awards since I joined the company and it is great when the wider team is recognised in this way by their industry peers.

Q

What do the next 12-18 months have in store for Balmoral?

A

We are working hard to position ourselves for the anticipated upturn in the market. As well as analysing and improving existing products there are a number of new and complementary products currently under development. These will be phased in over the next couple of years and we look forward to promoting them at the industry’s leading global events.

Investment and improvements to our manufacturing and testing processes will enhance our market offering and help clients with their budgeting requirements.

What has Balmoral done to encourage the next generation of industry leaders?

A

Since 2008 Balmoral has developed its project and engineering teams by recruiting high performing graduates and training them to senior levels. This has allowed us to grow a very skilled and motivated group of personnel as we now have senior members of these teams that joined the company as graduates. We also have 1st and 2nd year graduates within the engineering team that are being mentored and trained by experienced, chartered or PhDqualified engineers.

In 2016 we launched an in-house Institute of Leadership & Management (ILM)-accredited Leadership Academy with the following goals: exploit Balmoral’s collective intelligence; lead change, release potential and capability; increase and improve upon the company’s inherent collaborative spirit; deliver innovative solutions linked to Balmoral’s continuous improvement programme; retain talent and provide growth and succession opportunities for high performing individuals and teams.

Member news Cargostore appoints new finance director

Alan Jordan has been appointed to the position of Finance Director and Chief Finance Officer at Cargostore Worldwide Trading. Jordan joins the London-based global shipping container specialist from Chapman Freeborn Airchartering where he was Chief Financial Officer. As the original equipment manufacturer (OEM) of the cranes, Sparrows will carry out competence assessments and any required training of Ginemex technicians who will conduct all maintenance work locally. Engineering support will be provided by Sparrows’ team in Houston. As part of the work scope, which is scheduled to commence in the coming months, Sparrows expects to gain a significant parts order for the cranes being serviced.

Proserv secures significant Norwegian decommissioning projects

Energy services company Proserv has recently been awarded three contracts worth a combined value of more than US$2.5m for decommissioning work in the Norwegian North Sea.

These awards build upon recent decommissioning successes for the company globally, with around US$8m worth of work secured in the UK, Asia Pacific and the Gulf of Mexico. Proserv will provide abrasive cutting, diamond wire cutting, grout removal and dredging services. Henrik Johnson, Region President for Scandinavia, said, ‘We have cut over 300 wells globally in a variety of challenging conditions and environments, so our track record and the reliability of our equipment was a key factor in securing these awards.’

Overseas events Overseas delegation to Uganda The EIC is organising a trade delegation to Uganda, led by Lord Popat, Prime Minister’s Trade Envoy to Uganda and Rwanda, and in partnership with the Department for International Trade (DIT), to help UK companies expand into these markets. The delegation will take place on 20-24 November, visiting Kampala and Lake Albert. EIC overseas delegations are an excellent introduction to a new market in a supportive environment and the perfect way to strengthen existing business relationships. Our delegations provide a full and varied itinerary of meetings and networking opportunities with senior decision makers and procurement managers within NOCs, IOCs and EPC contractors. Essential information and advice is provided on procurement and pre-qualification processes, legalities, taxation, security and cultural issues. Successful field appraisals since 2010 have boosted Uganda’s proved crude oil reserves from zero to 2.5bn barrels. The discoveries made are expected to start producing within the next decade. According to International Monetary Fund projections in 2014, Uganda is one of the fastest growing African nations with a projected real GDP growth rate of 6.3%. With an estimated 6.5bn barrels of oil initially in place and close to 500bn cubic feet of gas initially in place, the Albertine Graben acreage is ready for development and exploitation. There is plenty of hope that this resource will contribute positively to the socio-economic transformation of the country.

Presently, overseas companies are well represented in Uganda with Tullow Oil, Total and the China National Offshore Oil Corporation (CNOOC) leading exploration and development activities in the Albertine Graben blocks. In addition, the development of the Hoima Export Pipeline and Phase 1 of the Hoima refinery will see significant capital expenditure. These oil and gas related projects are in the early stages of development and will represent significant business opportunities for the UK supply chain in the near future. The EIC is delighted that Lord Popat, Prime Minister’s Trade Envoy to Uganda and Rwanda, will lead the delegation in November. Lord Popat was appointed in January 2016 to work with the Foreign Office, DIT and Department for International Development to provide guidance and support to British firms looking to do business in Uganda and Rwanda. Middle East news Regional update

The region has been rocked by the news that Saudi Arabia, the UAE, Bahrain and Egypt have broken off all diplomatic ties with Qatar. In addition, all transport links Terry W illis and borders were closed with Qatari nationals resident in those countries being given 14 days to leave. In response, all nationalities from these countries resident in Qatar were also given the same notice to repatriate. The cause of this action was made clear by statements from the respective governments which said that the Qatar government had failed to withdraw its alleged support of organisations considered to be following a terrorist related agenda.

Focusing on more everyday matters, July is a month when lots of member companies resident in the region take the opportunity to escape the harsh summer. With daytime temperatures approaching 50°C on a regular basis, it is naturally very uncomfortable moving around outside. Consequently, activities do tend to slow down until the end of next month which is when families return in readiness for the new school year. The EIC’s Middle East office is no exception with only one planned event, albeit a new one for the region. On the 4th of this month we will host a Middle East members update, providing an overview on the latest project activity and key developments to look out for. We’ll also use the occasion to give delegates a tutorial on how to get the best out of EICDataStream, highlighting any new features we’ve recently added to help EIC members develop their businesses. Looking ahead, we are currently working on two initiatives that we hope can be finalised and announced next month. One is a showcase focusing on the nuclear industry hopefully taking place in September while the other will explore opportunities in Oman, scheduled for October. ADNOC considers US$20bn offshore gas investment

ADNOC is considering proposals for a US$20bn offshore gas development which could meet about 20% of the UAE’s gas demand. Proposals for the development in the Hail and Ghasha, Delma, Nasr and Shuwaihat ultra-sour gas fields, which lie south-west of Abu Dhabi are being considered. This sour gas prospect is estimated to contain about 5tn cubic feet of gas. The company has held preliminary meetings related to the FEED contract with Amec Foster Wheeler, Bechtel, Flour, Technip and WorleyParsons.

Until this matter is settled, any UK company representatives considering travel to the region must be aware that there are now no direct links between these countries. Should you wish to get from Qatar to say the UAE, you now need to travel through either Kuwait or Oman. These actions are without precedent and given the fact that Qatar is now potentially land-locked with only a small air corridor available for any airline to arrive and leave via Iran, the possible consequences and ramifications from this development are huge, as such we hope a solution is reached sooner rather than later.

Aramco to build a maritime yard in Saudi Arabia

Oil and gas giant Saudi Aramco has signed a joint venture agreement with Lamprell, Bahri (the national shipping company of Saudi Arabia) and Hyundai Heavy Industries for the construction and operation of a world-class maritime yard within the King Salman International Complex for Maritime Industries and Services located in Ras Al-Khair. The new facility will have the capacity to manufacture 4 offshore rigs, over 40 vessels including 3 very large crude carriers and service over 260 maritime products annually. Major operations are expected to commence in 2019.

Asia Pacific news There has been a spate of good news for Australia’s oil and gas industry in the last few months which is very much welcomed by all Azman the players in the region, Nasir in particular those in the subsea and O&M sectors. Subsea 7 has won a significant contract from Cooper Energy and OneSubsea, winning the EPC contract for the Greater Enfield project. Also in the news was Australian-based engineering company Monadelphous with a big award from Oil Search in Papua New Guinea. Monadelphous’ JV partner in Papua New Guinea is Jacobs Engineering and the contract is worth about US$250m. Monadelphous’ other recent contracts include a US$140m award for the Ichthys LNG project and a US$120m win for the Wheatstone development. Another Australian company, McConnell Dowell, has secured a contract from Saipem Indonesia on the BP-operated Tangguh LNG plant expansion project in Indonesia. Indonesia continues to be one of our main focuses in the region with many potential projects being developed in the oil and gas, power and renewables sectors. Indonesia’s state-owned energy company Pertamina plans to invest US$54bn in upstream production by 2025, with the purpose of raising its oil, gas and geothermal output by 185% or around 1.91m barrels of oil equivalent per day (boepd), compared to 670,000boepd for November 2016. Indonesia is also seeking to more than double its refined oil production capacity to 2.3m barrels of oil per day by 2025 from the current production of 1m barrels per day. Given these major developments, the EIC in collaboration with SKK Migas, Indonesia’s national oil and gas regulator, and the UK’s Department for International Trade in Jakarta, will be organising a one day event called EIC Oil & Gas Indonesia 2017 on 1 November 2017. Most of the operators and EPC contractors already present in Indonesia will be invited to speak at the event outlining their respective supply ‘shopping lists’ for the next two or three years. There will also be one-to-one sessions for members to spend dedicated time with some of the speakers. Finally, we would like to urge member companies to exhibit in the EIC-hosted UK pavilion during Oil and Gas Asia 2017 to be held in the Kuala Lumpur Convention Centre on 11-13 July 2017.

Indonesia launches new renewables law

Indonesia has outlined its new renewable energy law that changes the remuneration tariffs for renewable energy projects, including solar PV systems. This covers altering the calculation method for renewable power projects’ feed-in tariffs. Meanwhile, state-owned energy firm PLN has also signed power purchase agreements to buy electricity generated from six new solar PV plants to be built in the country. These are four PV plants of 5MW each, a 10MW plant and a 15MW plant.

Chile considering 100% renewable target

The Chilean government has announced that it may increase its 2050 renewable target from 70% to 100% in view of reduced costs for the implementation of solar power projects and new developments in the energy storage segment. The country’s current target calls for the ‘non-conventional’ renewable sector (mainly wind and solar, it excludes large hydro plants) to be responsible for 20% of the country’s power supply by 2025 and 70% by 2050. Government authorities now expect the first target to be met by 2019 or 2020. Chile, which currently generates 15% of its electricity from non-conventional renewables, made headlines in August 2016 for negotiating the world’s cheapest contract for solar power, at US$29.1 per megawatt-hour.

Argentina’s O&G sector to receive US$6.6bn in 2017

The national oil company YPF and over 40 oil and gas companies in Argentina are expected to invest a total of US$6.6bn this year, according to government authorities. YPF will be the largest investor with US$3.2bn, followed by Pan American Energy and Total, which are set to invest US$958m and US$627m respectively.

We were delighted to be joined by Amisha Patel, the EIC’s Head of Power, Nuclear & Renewables and Public Affairs, at the American Wind Energy Association’s (AWEA) annual WINDPOWER Amand a Duho n Conference & Exhibition in Anaheim, California from 22-25 May. Amisha Patel and I were invited to serve on the AWEA Offshore Wind Committee and attended their first meeting within the margins of the conference. Amisha delivered a poster presentation on driving down offshore wind energy costs using the UK and other markets as case studies. Last month, the Mexican Petroleum Congress (CMP) was held in Puebla, Mexico on 7-10 June 2017. CMP is the largest annual forum for technical and commercial exchanges related to the oil and gas, exploration and production industry in Mexico, and is attended by leading industry stakeholders. The UK Department for International Trade hosted a UK pavilion to showcase UK oil and gas industry expertise and innovation. I attended this event to further solidify relationships in the market, gain project updates and market intelligence. I also attended the Newfoundland & Labrador Oil & Gas Industries Association (Noia) Conference in St John’s, Canada from 19-22 June 2017. The Noia Conference is the largest Canadian offshore conference and it provides attendees with key information on business opportunities and market trends in the Canadian east coast oil and gas sector. Husky to advance West White Rose Project

Husky has announced plans to move forward with its oil field development offshore Newfoundland and Labrador. A light oil column of more than 100 metres was discovered at the White Rose A-78 well, and increased the project’s expected production rate to approximately 75,000 barrels per day: 40% over its initial estimate. Husky has also achieved a 30% increase in capital efficiency through project improvements and numerous cost savings. The project will use a fixed wellhead platform tied-back to the SeaRose floating production, storage and offloading vessel.

Mexico advances with second shallow water offering

In the first phase of its second shallow water offering, Mexico has pre-qualified a total of 25 entities to bid on 15 blocks off the Gulf Coast. The blocks are located in the Tampico-Misantla, Veracruz and South-East basins, covering 594 square kilometres, and are prospectives for light oil, heavy oil and wet gas. The combined prospective reserve is estimated at approximately 1.58bn barrels. As anticipated, the offering drew in US and European majors such as Chevron, ConocoPhillips, Eni, Shell and Total, as well as national oil companies including China’s CNOOC Ltd, Malaysia’s PETRONAS and India’s ONGC. Newly formed alliances also participated.
