While the World Cup is on, Neymar’s team is not the only Brazilian outfit whose performance is drawing the world’s attention this year. Following turbulent times caused by internal and external factors such as the Lava Jato (Car Wash in English) corruption probe and the fall in oil prices, Petrobras is once again investing in ambitious oil and gas projects. The company’s latest investment plan has reversed four years of reductions, calling for a capital expenditure of US$74.5bn between 2018 and 2022, of which US$60.3bn will be invested in exploration and production (E&P) projects. Operating expenses are estimated at US$136.8bn by 2022.

Although offshore E&P projects are a priority for the company, key projects in the mid and downstream segments are finally leaving the drawing board. In February 2018, Petrobras awarded a US$600m EPC contract to a consortium formed by Kerui and Método Engenharia for the completion of the Comperj gas processing plant in the outskirts of Rio de Janeiro. In north-eastern Brazil, meanwhile, construction work is underway at the Abreu e Lima refinery in Pernambuco, where a SNOX and other sulphur-related units are being erected to allow full capacity at the refinery’s first train.

Pre-salt is key for Petrobras. The bulk of the company’s E&P investment will be directed at prolific oil fields in the pre-salt province, which are already responsible for more than half of the national oil and gas output (54.4% in April 2018). This number is impressive considering that presalt production began a mere eight years ago. And this is only the beginning: the massive Libra Block is under development and six blocks were scooped by Petrobras at bidding rounds for production-sharing agreements that took place in October 2017 and June 2018.

Brazil’s drive to increase compliance in the wake of Lava Jato has led to revamped procurement practices at Petrobras. The oil company has had to comply with the State-Owned Companies Act, a recently enacted law that requires public or mixed-capital companies to adhere to public bidding instead of invitation-only bids in order to boost transparency and competitiveness. The CRC registration, a vital element for suppliers seeking to do business with Petrobras, has been completely overhauled with a major review of categories for goods and services.

Floating production, storage and offloading (FPSO) vessels are the production unit of choice for Petrobras’ pre-salt projects: the company plans to install 18 of them in Brazil by 2022. Seven units are slated to begin operations in 2018, while tenders for five FPSOs – Búzios V, Mero 2, Parque das Baleias and Marlim 1 and 2 – are taking place simultaneously at the time of writing. Modec, Exmar and MISC Berhad submitted bids for the Buzios V FPSO, while proposals for the other units will be submitted in the second half of 2018. The 180,000bbl/d Guanabara and Carioca FPSOs, to be deployed at the Mero and Sépia fields, have been awarded to Modec and are set to start operations in 2021.

Petrobras and Brazil face important challenges ahead. Upcoming presidential elections are likely to put the country’s oil and gas market in the spotlight, and contenders will offer different views on the company’s future. Regardless of the outcome, however, Petrobras will remain key for any government. High productivity from pre-salt fields will continue to support the company’s investment plans, providing a constant stream of opportunities for the international supply chain. Inside this issue... Congratulations to our team of EIC riders who completed a staggering 600-mile cycle ride from Aberdeen to London in just six days in June. Although their journey was full of scary A roads, lots of punctures and gruelling uphill climbs, they made it and in doing so raised over £10,000 for two great charities: Cancer Research UK and The Ocean Cleanup. Dave Acton, my Co-Director at Motive, and I both started our careers as apprentices, working our way up to senior positions within the marine industry. We recognised growing appetite in the market for a company that could be both highly responsive and offer exceptional equipment.

What do the next 12-18 months have in store for Motive?

This year has witnessed exceptional growth across the group, particularly for Motive FZC in the Middle East. Our primary focus will continue to be the domestic marketplace, however, a really exciting step has been the launch of Motive Spooling & Inspection LLC in Houston. Having our specialist team and equipment on the ground offers an attractive alternative for our US customers looking to access high quality, reliable spooling equipment and services.

A strong focus is to the people involved in the business. By valuing our employees, Motive ensures that we set the standard for customer service. Starting up in 2010, just after one oil price crash and just before another must have been challenging. How has Motive managed to thrive during the industry down turn? Motive experienced rapid growth, but in 2015 everything changed. As the industry situation made its impact felt, we struggled to survive. We needed to make major changes to protect the company and lay the groundwork for recovery and growth. Our strength lies in being adaptable, which led us to focus on collaboration:

What would come as a surprise to most of our readers to know about Motive?

A

Challenging times can mean CSR activities go on the backburner, but Motive has always remained committed to our local community and fundraising.

As former apprentices ourselves, Dave and I were quick to implement an apprenticeship programme and also offer work experience opportunities every year.

Employee formed ‘Team Motive’ always has volunteering and fundraising activities in the pipeline. Dave Acton has already completed one triathlon this year and soon undertakes another with the Braveheart Triathlon, again raising funds for Macmillan. We have three things that drive Motive: our people, products and performance – giving back helps us excel in all those areas.

Member news Atmos selected as one of the top innovators of 2018

The Selection Committee at this year’s ISA Automation Expo & Conference (AEC) included Atmos International’s non-intrusive pressure sensor in its Top 5 Innovations of 2018 ranking. AEC is one of North America’s most significant automation events and covers a diverse range of global industries including oil and gas, mining, power, water and wastewater, forestry, agriculture and more. The non-intrusive pressure sensor’s ability to provide the field pressure data to support a robust leak detection system much faster than a traditional project without expensive installation costs impressed the AEC Selection Committee, made up of end-users who are automation, instrumentation and control systems professionals.

Balltec completes delivery of mooring equipment for Bluewater Energy Balltec has completed the manufacture, testing and delivery of twelve MoorLOK subsea mooring connectors for Bluewater Energy. The connectors will be used to moor Bluewater’s Aoka Mizu FPSO at Hurricane Energy’s Greater Lancaster field in the North Sea.

Bluewater’s engineering/expediting team selected Balltec’s MoorLOK connector based on weight, size and track record. Balltec assisted Bluewater during the detailed design of the offshore installation aids and testing that was required with technical challenges solved correctly and swiftly.

The sensor attaches outside the pipe over the coating, eliminating the need to drill or weld on the pipeline. Combined with high-resolution data logging and proprietary digital signal processing algorithms, the non-intrusive sensor detects small pressure changes. As the sensor tracks progressive pressure changes that occur over long periods of time, it works with the Atmos leak detection software to allow the fast detection and location of small leaks. To showcase the five most innovative products and services, the AEC put together a self-guided tour. Attendees were given a map at the show that indicated where the Top 5 innovations, including the non-intrusive pressure sensor, were found on the exhibit floor.

Balltec’s MoorLOK connectors have an extensive track record having been used on numerous projects around the world and incorporate its patented TripLOK locking system. This system allows installation and utilisation of the MoorLOK in any orientation and makes it the ideal solution for Bluewater’s project where the connectors will be installed in the inverted position to connect the mooring lines to the disconnectable turret buoy of the FPSO. Cargostore Worldwide Trading Ltd has reached a growth milestone as the world’s largest operator of DNV 2.7-1 certified Reefer cargo carrying units (CCUs).

Located in Cheshire, the Stublach gas storage facility is the biggest salt cavern storage project in the country and – with natural gas stored 500 metres below the surface until customers require it – is set to enhance the security of gas supplies to the UK for the foreseeable future. With 450 cubic metres of gas stored at Stublach, across a 1,000-acre site, the facility has enough gas stored to power 270,000 homes for more than 12 months. The order for the design, manufacturing and installation of a stainless-steel blast relief system adds to the company’s growing reputation and track record of working on a number of the world’s largest alternative energy projects. It has already been integral to the delivery of high profile alternative energy schemes including many of the UK’s largest offshore wind farms – including Dudgeon, Galloper and Hornsea 1 – providing its fire, blast and heat protection systems to these developments.

Irish Water chooses Rotork for penstock upgrade

As part of a major modernisation programme at the Kilkit water treatment plant in County Monaghan, Irish Water has installed Rotork’s intelligent CKc range of modular electric actuators at the site. In a contract awarded to Rotork by Coffey Water Ltd, inlet penstocks have been automated with CKc actuators to provide reliable on/ off control, position monitoring and data logging of operating history to support asset management. CKc actuators were selected as they offered a fully compliant and cost-effective solution to meet the desired specification of the application, which included a quick delivery schedule. In addition to supplying, installing and commissioning the actuators, Rotork’s responsibilities also included the design and fabrication of the adaptation components required to automate the previously hand operated penstocks. Rotork worked closely with the contractor to provide a comprehensive and fully engineered solution. The penstock project is part of a contract for Irish Water to upgrade the Lough Egish regional water supply which will see a €4.5m (£3.95m) investment in the Kilkit water treatment plant to benefit approximately 12,000 consumers in County Monaghan. Once completed the upgraded treatment plant will have an increased design output of 5.5m litres per day which will ensure that current water demands can be met, with capacity to meet future development needs.

Panama first for Siemens

Siemens has received its first order from Panama for six SGT800 gas turbines. The industrial gas turbines, along with a steam turbine, will provide approximately 440MW of power as part of a flexible combined cycle power plant, enough to cover the electricity requirements of approximately 1.9 million residents of Panama. The German conglomerate received the order from Chinese general contractor Shanghai Electric Group, which is responsible for building the overall plant. The end customer is the independent power producer Martano. Commissioning for the power block is scheduled for 2020. The new plant will be built near the seaport of Colón on the Caribbean coast and be operated with liquefied natural gas. Due to its high efficiency in partial load operation and high degree of operating flexibility, the new combined cycle power plant will be able to supplement fluctuating renewable energy sources. As such it supports the Panamanian government’s plans to expand wind and solar energy and to increase the share of renewables in the energy mix to 70%. ‘This important sales success represents more than just the first project we are developing in Panama,’ said Jose Aparicio, Vice President for the Latin America Sales Region at Siemens Power and Gas. ‘We developed the design of the power island for Colón based on a thorough analysis of Panama’s power grid. The result is a power plant that maximises efficiency in all load ranges and also ensures maximum availability thanks to proven gas turbine technology.’

UK and Europe news Regional update June has been a busy month with a new member of the team and a new regional office.

Oil and Gas Authority announces 30th Offshore Licensing Round results

I’m delighted to introduce Natalie Melliard as our Terri S ylveste r Business Lead and Events Manager, responsible for the EIC regional events programme in England. Natalie brings a wealth of knowledge and experience from managing small and large-scale events from inception to completion, including graduation ceremonies, open days, inaugural lectures, seminars and international arrivals and orientation events at Kingston University London. She is very much looking forward to broadening her knowledge in the energy industries and has already met a number of our members at events in June.

The UK’s Oil and Gas Authority (OGA) has concluded the 30th Offshore Licensing Round and awarded 123 licences to 61 different companies. The licences cover 229 blocks or part-blocks. The licence round was characterised by new entrants as well as a clear demonstration of commitment to the UK North Sea from existing companies such as BP and Equinor. BP secured seven licences, five of which as operator, including the Skua field, a licence in the Northern North Sea and two licences west of Shetland. Equinor gained nine new licences across the UK Continental Shelf. The company has committed to one well on the Lifjellet prospect in the Jæren High area as well as a three-well exploration campaign on the Bigfoot and Pip prospects. The 31st Offshore Licensing Round is expected to be launched in summer 2018.

These included a full turn-out at the recent Northern Members’ update which we were pleased to hold at our new Teesside office, providing global updates of the oil and gas, and power, nuclear and renewables sectors. Other successful events in June were the Transformational Technology from Foundation to Future (see article on page 19). On the same date, in London we hosted a summer networking evening on board the Tattershall Castle, pictured, which proved popular with both EIC members and their guests; so much so, that we have been asked to run a similar event again later in the year.

Polenergia and Equinor have finalised an agreement for the joint development and ownership of the Bałtyk II and Polenergia Bałtyk III offshore wind projects. The wind farms will each have a capacity of 600MW and will be located off the port of Łeba in water depths of 20-40 metres. Commissioning is scheduled for 2027 and 2025, respectively. Equinor owns a 50% stake in both projects and will be responsible for managing the development, construction and operation of the wind farms. Polenergia has signed the necessary grid connection agreement.

With temperatures hitting 40 degrees during July and August, lots of people take the opportunity to escape to more pleasant climes, whether that be back to Europe Terry W illis or heading in an easterly direction. Consequently, activity within the business community does become slightly jaded. Having said that, we are taking the opportunity to provide a couple of opportunities for our members who will be around throughout the summer. Firstly, we are looking forward to hearing from UK Export Finance on the 11th of this month. Next month, we are returning to the Mint Leaf restaurant for our ever-popular Curry Night. Details of both these events can be found via: www.the-eic.com/Events/FullEventsDiary.aspx On the geo-political scene, it was no surprise to hear that the US intended to pull out of the Joint Comprehensive Plan of Action agreement that ratified the lifting of sanctions against Iran. The other signatories have all voiced their support for the agreement but it remains to be seen as to how the situation will pan out. Closer to home, we recently saw ADNOC announce a significant amount of investment (US$45bn) directed at their downstream activities. Just like neighbouring Saudi Aramco, they intend to cover the whole hydrocarbon value chain not only doubling their refining capacity but also establishing a huge petrochemical complex. As the news broke, it was made clear that there would be a significant amount of local content within any agreed investment and/or future contracts. The announcement raised some interesting questions. For example, where would the feedstock required for such a huge investment come from? The UAE already has to import gas to support its needs. Also, where are the markets to support the various end products given the already established facilities that exist in neighbouring states that are already well established and meeting current demand? Finally, it’s clear that the UAE is intent on ensuring that its nuclear facility will be world class when it comes to operation. The latest news is that it will not be until next year before we see the first reactor producing energy but in the meantime, the Emirates Nuclear Energy Corporation intends to hold a supplier event in September in order to identify and establish its supply chain from an operations and maintenance standpoint. The two supermajors have signed memoranda of understanding with the government of Oman to develop natural gas resources in the Greater Barik area on onshore Block 6. The two companies aim to produce approximately 500MMcf/d, rising to 1Bcf/d at a later stage. Shell, as operator, will hold 75% of the new project, while Total will hold the remaining 25%. The new project in the Greater Barik area, linked to the recent PDO Mabrouk gas discovery, is expected to cover upstream gas exploration and development, gas-to-liquids and liquefied natural gas. The timeline for gas production and cost of the project have yet to be revealed.

Asia Pacific news Regional update

We were very proud to have successfully organised EIC Connect Energy Vietnam last month in Ho Chi Minh City. The event proved Azman to be hugely popular Nasir with UK and Vietnamese companies. Attracting 79 UK organisations it was the largest group of UK companies to ever visit Vietnam. On the Vietnamese side, there were 60 participants who came from key energy players in the country’s oil and gas, power and renewables sectors. Delegates commended EIC Asia Pacific for being a wellorganised event and most said will return for the next EIC Connect event. Our next EIC Connect event will be in Kuala Lumpur on 31 October 2018. We are organising this event with PETRONAS, the British-Malaysia Chambers of Commerce and the Malaysian Oil & Gas Services Council. A preliminary programme has been drawn up and we are probably looking at a total of 25 scheduled speakers, divided into five panel sessions. We are in the middle of finalising the topics which will range from the outlook for projects in Malaysia to the latest technology being used and the issues facing the country’s clean energy programme. We are confident of securing speakers from local companies such as PETRONAS, Malaysia International Shipping Company, Sapura Energy, Serba Dinamik and TNB, as well as international companies including Aker Solutions, McDermott, Petrofac, Shell, Subsea 7, TechnipFMC and Wood Group. Quite a few EIC member companies have already starting to express interest in attending this event and as usual sponsorship options have grabbed the attention of members and non-members alike. Phoenix Petroleum, CNOOC sign MoU for LNG project Philippines oil and gas firm Phoenix Petroleum has announced that it has signed a memorandum of understanding with China’s CNOOC Gas and Power Group Co Ltd. Under the deal, the parties agreed to study, plan and develop an LNG project in the Philippines. The country is seeking investors to build a storage and distribution facility for imported LNG as it moves to replace its Malampaya gas reserves, expected to be depleted by 2024.

Myanmar puts its PSC fiscal terms in spotlight

The Ministry of Electricity and Energy is reviewing the fiscal terms of its production sharing contracts ahead of an offshore oil and gas bidding round, which could be launched in late 2018. The government has stated that any revised fiscal terms would only apply to new contracts, however, renegotiation of existing contracts is possible.

Shell announces large US Gulf of Mexico discovery

The Anglo-Dutch supermajor announced its sixth discovery in the Norphlet play on Mississippi Canyon Block 612. Its Dover well was drilled a total vertical depth of 8,839 metres, encountering approximately 244 net metres of pay, approximately 274km offshore New Orleans. Canada to acquire Trans Mountain pipeline

In a bid to save the halted Trans Mountain Pipeline expansion, the Canadian government has reached an agreement with Kinder Morgan to purchase the pipeline system for US$3.46bn. The costs associated with resuming planning and construction of the 987km pipeline will be funded by the Canadian government through a separate federal recourse credit facility until the deal is finalised, which is expected in late Q3 or early Q4 2018.

South America news Regional update

The second half of the year provides two great opportunities to visit South America. The region’s biggest O&G exhibition, Rio Oil & Gas, will be held on 24-27 September and Clariss e Roch will host key operators such a as Petrobras, BP, Equion, Shell and Total. The following week, the EIC is leading a trade mission to Argentina visiting Buenos Aires and Neuquén. In May, we had the pleasure to receive Mr Alejandro Duran – Brazil Country Manager for Baker Hughes, a GE company (BHGE), now a fullstream provider – at our Rio office. He was joined by four other BHGE colleagues representing different supply chain and sourcing areas who explained how to become a supplier and actually do business with them. The Brazilian Congress has passed a law requiring all staterun companies to allow any company to join the bidding processes as well as disclose the bids they receive. Regarding Petrobras, prospective bidders are advised to have the certificate of registration (now known as CRC),

otherwise, they will have to submit all CRC registration documents at once along with their bid. This law came into force in June 2018 and it means suppliers can verify all opportunities that are in progress, request to participate and access their results. Enel takes over Eletropaulo

The Italian energy company has won a dispute over the control of Eletropaulo, a São Paulo-focused power distribution company, after submitting a bid of approximately US$2.4bn. Enel edged out a proposal submitted by Neonergia, a company controlled by the Spanish player Iberdrola. The bidding process was the subject of a complaint to the European Commission filed in April by Iberdrola, which accused Enel of receiving subsidies from the Italian government. The acquisition will allow Enel, which is already active in the Ceará, Goiás and Rio de Janeiro states, to serve an additional 17 million customers in Brazil and become the country’s largest power distributor.

Petrobras appoints new CEO after nationwide strike The Brazilian government has appointed Ivan Monteiro as the new chief executive of Petrobras following the resignation of Pedro Parente on 1 June. Parente made the decision to leave the company after a nationwide strike by lorry drivers who were protesting against high diesel prices. Brazil’s economy, heavily dependent on road transport, was badly affected as basic services were disrupted across the country. The strike came to an end when the government pledged to temporarily subsidise diesel prices.

EIC Petrobras registration

Petrobras is one of the world’s biggest oil and gas operators, with more than US$74bn set aside for 2017-21 and over 120 platforms in place. How can suppliers access the vast and lucrative opportunities on offer with Petrobras?

Registering with Petrobras

The first step is to register with the company and be awarded a Petrobras certificate of registration (CRC), which, unfortunately, is not as easy as it sounds. Some suppliers have spent over a year on the process as they have struggled with the bureaucracy involved.
