Will the UK energy security strategy give North Sea oil and gas a new lease of life? Following the conclusion of COP26 in November 2021, few would have predicted the UK government would be championing North Sea oil and gas just five months later. Released just days after the latest Intergovernmental Panel on Climate Change (IPCC) report on mitigating climate change, the UK energy security strategy promises to give North Sea oil and gas a “second lease of life”. Reaction to the long-awaited energy security strategy has been mixed across all sectors; within oil and gas, the industry has largely welcomed the report and is pleased it emphasises the role North Sea oil and gas has in ensuring energy security as we transition to a low carbon economy. However, the public reaction has been somewhat less positive, with protesters gathering across London and some gluing themselves to the doors of the Department for Business, Energy & Industrial Strategy. The government insist there is no contradiction between their commitment to net zero and a strong and evolving North Sea oil and gas sector. Given oil and gas (particularly) will clearly continue to play a critical role in our energy mix for at least the next three decades, it would be counterproductive to reduce domestic gas supplies that have a carbon footprint up to 50% less than the majority of imported gas. Based on North Sea Transition Authority (NSTA) figures, the UK continental shelf still possess up to 7.9bn barrels of oil reserves and 560bn cubic metres of gas, with the NSTA planning to launch a new licencing round in the autumn of this year. The number and locations of the blocks to be included in the 33rd Offshore Licencing Round have not been specified, but the previous round in September 2020 awarded 113 licences across 260 blocks to 65 companies. Whether the latest round will still attract interest from any majors or will be dominated by smaller private equity backed players is a major question. The new strategy does still reaffirm a previous announcement by the government that any new North Sea licences would only be granted if they pass a ‘climate compatibility checkpoint’, although detail on what this checklist encompasses it still lacking. It also reiterates the need for energy security and insists the plans will mean more domestic gas on the grid sooner. For this dream to become a reality, it is critical the NSTA and government work to reduce the time taken for an exploration licence to lead to production, as it currently stands at an average of 28 years. Despite evidence suggesting oil and gas will continue to be utilised beyond 2050, investment appetite for new North Sea production will be limited if projects aren’t likely to come onstream until after 2040.

There are plans to establish a gas and oil new project regulatory accelerators taskforce, which will provide dedicated project specific support to facilitate rapid development, with government hoping it will take years off the development of complex projects. However, if there is any chance of exploration and production companies maintaining a social licence to operate, it is critical that this new taskforce assists in decarbonising the production process and enhances NSTA efforts to bring together key players from the wind and oil and gas sectors as part of the electrification process. The rise in the oil price has made North Sea projects more commercially attractive, both for redevelopment and greenfield projects. Even before the release of the energy security strategy, Ithaca Energy announced a proposed US$1.5bn deal to acquire Siccar Point Energy – the current Cambo oil field operator – and pledged to develop the Cambo oil field (one of the few UK greenfield developments) despite Shell announcing its intention to pull out of the project in December 2021. They want to reach an FID on Cambo, in which it has a 70% stake, later this year and hope to reach FID on nearby Equinor-operated Rosebank in 2023 (20% stake). In total, potentially up to 16 upstream projects could reach FIDs in 2022 or 2023 (compared to two and five in 2020/2021 respectively), with some notable projects being the Clair Heavy Oil Field (phase 3), Greater Buchan Area Development Project, Victory Gas Discovery, Suilven Oil and Gas Field (current operator Siccar), Talbot Oil Discovery and the Jackdaw Gas Condensate Field. All eyes will be on how these projects develop in the coming years. However, this recent optimism has now been tempered somewhat by the announcement of a windfall tax on oil and gas profits, despite industry warnings that it could undermine investment. But while this opposition is understandable, it is unlikely to fundamentally alter longterm investment plans, with the profound shift in language seen in recent months more important. The government clearly recognises the importance of energy stability and is aiming to foster a well-regulated oil and gas sector characterised by high standards of stewardship. It has made its willingness to support the industry in the long term abundantly clear and has committed to doubling the tax relief available for firms on their investments. Overall, these developments are positive for the sector and should help attract interest in the latest licensing round, but even if more discoveries are made, it is unlikely to fundamentally change the naturally declining curve of North Sea production. Members’ services Extend the lifespan of wind turbine blades with new leading edge repair and protection solution from Belzona In response to growing market demand, polymeric technology company Belzona now offers a complete leading edge repair and protection solution. Optimised to be easy-to-apply, fast-curing and hard-wearing, the combination of Belzona 5711 and Belzona 5721 is specially designed to fortify wind turbine blades with outstanding protection against leading edge erosion for the long term.
In doing so, polymeric systems support a circular economic strategy as this technology helps to extend the lifespan of wind turbine blades. In turn, this reduces the demand for blades to be manufactured and, eventually, disposed of. Therefore, by giving the blades a new lease of life in this way, the combination of Belzona 5711 and Belzona 5721 will help towards mitigating the carbon footprint of the wind power industry.
From Norway to North Dakota, since its launch in October 2019, Belzona’s leading edge protection coating, Belzona 5721, has already been deployed at numerous wind farms worldwide to great success. Lauded as an ‘extremely fast and cost-effective solution for protecting leading edges’ by Jæren Vind Energi AS in Norway, the turbine blade coating provides a quick and straightforward means of protecting leading edges in-situ. Now, building on this knowledge and experience in the field, the company has developed Belzona 5711 – a thixotropic paste specially designed to be applied in conjunction with the Belzona 5721 protective coating (among other product options). This solvent-free, two part repair paste is specially formulated for the in-situ repair and rebuilding of leading edge erosion and impact damage on wind turbine blades.

According to the European Wind Energy Association, the estimated lifespan of a wind turbine is typically 20-25 years. Environmental factors, such as weathering, lightning, icing, birds and insect collisions, can seriously limit this lifespan. In addition, there is evidence that damage to the leading edges of a turbine blade can lower the annual energy production, with energy losses that range between 4 to 20% when the damage is severe.
In addition, by bypassing the expensive process of both replacing and disposing of damaged blades, asset owners will be able to make significant financial savings as well.
By investing in a high-performance leading edge repair and protection system, asset-owners can protect wind turbine blades against the environmental damage outlined above.

Member news ABB technology ensures grid stability in the Faroe Islands
ABB is working with SEV, the main electrical power producer and distributor for the Faroe Islands, to deliver innovative synchronous condenser (SC) technology that will stabilise its power grid as renewable generation replaces fossil-fuel. The first SC unit is currently being commissioned on the island of Suðuroy. SEV has now placed an order for a similar unit to be located at Sund on Streymoy, the Faroes’ largest and most populous island. SEV has an ambitious goal for the isolated Faroe Islands in the North Atlantic to become the world’s greenest group of islands. By 2030, it will be generating 100% green electricity from hydropower, solar and wind and potentially tidal streams. As well as being an important climate change initiative, this will bring economic benefits as the Faroes will no longer rely on expensive fossil-fuel imports.
Switching off the existing dieselfueled generating plant could impact the stability of SEV’s grid. This is because the rotating equipment provides vital ‘spinning inertia’ that keeps the system in balance.
There is a growing need for networks to be supported by decentralised solutions that ensure grid stability. Synchronous condensers can play a vital role in strengthening weak networks, especially in remote areas. We expect that network operators worldwide will adopt SCs as the urgency to decarbonise electricity production gathers momentum. A particular challenge is that there are no power cables connecting the Faroe Islands to neighbouring countries so its grid is unable to use external support.
ABB is working with SEV to deliver innovative technology in the form of synchronous condensers. An SC is a rotating electrical machine that provides vital services to strengthen a power system and keep it stable as both loads and renewable energy production change. These services include inertia, fault level and reactive power for voltage regulation. The first SC installation is at the 8 megavolt-ampere (MVA) Porkeri wind farm on Suðuroy, an electrically isolated island in the south of the archipelago. This unit, manufactured by ABB in Sweden, is currently in trial operation and will be fully up and running in the first half of 2022. Together with battery energy storage, the SC could enable 100% of the island’s demand to be met with wind energy at times with good wind conditions. The second SC will be installed at Sund, close to Tórshavn, the Faroese capital on the island of Streymoy. It is scheduled to be online in 2023.

Add Energy propels growth in Canada with contract win
Leading international asset and integrity management consultancy and software firm, Add Energy has secured upwards of US$6m of new work in Canada, marking a successful start to 2022 in line with the company’s ambitious growth plans in the region. Add Energy’s Canadian office, based in Calgary, has been appointed by several oil and gas operators and distribution companies to support the transition to new computerised maintenance management systems (CMMS), conduct big data structuring and enhancement, develop maintenance strategies, and provide specialist planning and scheduling across Canada and the US. The team will also deliver competency, training and development as part of these contracts, which range in duration from five months to up to two years. These contract wins have enabled the Canada team to grow, and are expected to further bolster Add Energy’s plans to expand into British Columbia, Ontario and Nova Scotia where it hopes an enhanced east coast footprint will increase its presence in key markets such as mining, power generation, renewables and manufacturing. Add Energy established a permanent presence in Canada in April 2020 and currently employs five people in the country, supported by a 20-strong team in the US. It is hoped that the in-country team will grow throughout 2022 as the company seeks to further consolidate its position within the Canadian market.

Amarinth delivers bespoke vertical in-line pumps to Saudi Arabia
Amarinth has delivered an order through Gas Arabian Services for bespoke compact API 610 vertical in-line pumps to be used in the Saudi Basic Industries Corporation (SABIC) petrochemical refinery, Yanbu.

The Yanbu petrochemical refinery in the Al Madinah province of Saudi Arabia processes 400,000 bpd of crude oil from the Manifa offshore field producing high-quality, ultralow sulphur-refined products. Two horizontal pumps were originally specified for the hazardous area, but these would not fit within the heavily restricted space. Amarinth therefore proposed using API 610 vertical in-line pumps.
Add Energy is an international consultancy, service and software provider to the energy industry. The pumps were required on a tight 30-week delivery schedule and so Amarinth used its renown know-how and agility to leverage its existing range of API 610 vertical in-line pumps and create a bespoke design with a footprint of just 420mm x 420mm. The company used FEA analysis and a suite of design tools to ensure the pumps would operate reliably within the tight design envelope.

Ashtead Technology strengthens its rental fleet with investment in iXblue International subsea equipment rental and solutions specialist Ashtead Technology has further strengthened its rental fleet with a significant investment in iXblue subsea positioning systems.
The investment includes the addition of iXblue’s Gaps M5 USBL acoustic positioning systems which are now available to rent throughout the company’s nine international technology and service hubs. Gaps M5, the latest addition to iXblue’s USBL product range, is a medium frequency ultra-short baseline (USBL) system for the accurate positioning and tracking of subsea assets. Free of export restrictions, Gaps M5 is a more compact version of Gaps, the lightest high-performance USBL system on the market. It offers extreme accuracy in shallow waters and horizontal tracking conditions, making it especially suited for challenging subsea positioning environments such as marine renewable energy. Ashtead Technology has also recently invested in several iXblue attitude and heading reference systems and inertial navigation systems, including the iXblue Rovins, Rovins Nano, Octans and Phins Surface.
Balmoral brings jobs boost to Montrose

Aberdeen-based Balmoral Comtec has agreed to invest a sevenfigure sum to create an advanced composites manufacturing facility on the quayside at Montrose Port where large scale components for the offshore energy sector will be built. To house the new facility, Balmoral has leased almost 1,700 sq m of warehouse space from Montrose Port Authority and will install machinery and equipment required to build and manoeuvre the massive parts destined for the North Sea and other energy markets.
So far this year, Ashtead Technology has invested £7m in new subsea equipment and technology to expand its extensive equipment rental fleet, further strengthening its position in the offshore energy subsea equipment rental sector.

Balmoral, founded in 1980 by Chairman and Managing Director Jim Milne, confirmed an initial 30-40 new skilled and semi-skilled jobs will be created in the town with more anticipated as the arm of the business grows. EnerMech’s new Azerbaijan partnership with Oil & Gas Proserv secures contracts
A new joint venture (JV) between EnerMech and Oil & Gas Proserv (OGP), an affiliated company of Nobel Energy Group in Azerbaijan, has secured its first two contracts in the region totalling US$3m. It is also expected to result in a recruitment drive later this year in line with the organisation’s ongoing commitment to local workforce employment and development to help actuate further business growth. ERM to develop Celtic Sea floating wind sites to produce green hydrogen Source Energie has been working for some time to identify both medium and long-term sites for development of floating offshore wind, and has now come together with ERM Dolphyn, a leading innovator in green hydrogen production. The joint ambition is to seize the opportunity provided by the Celtic Sea, and to develop floating wind sites that produce green hydrogen rather than electricity. Green hydrogen is an ultra-low carbon fuel and forms an essential part of our low carbon future, reducing our reliance on fossil fuels.
The first site under development is called Dylan. It has a target deployment date of 2027/2028 and is located approximately 60km off the Pembrokeshire coast, west of Milford Haven. This site has been identified on the basis of a phased site selection process, which has included regional resource and constraints analysis, and a high-level shipping and navigation review.
Forsyth Group increases headcount
The support for hydrogen production at scale, which ERM Dolphyn could deliver, is embedded firmly within the policy framework of Net Zero Wales and the Welsh government’s second carbon budget (20212025). More detailed policy work is also in development, focussing on support for significant deployment projects and a skills and qualification framework in the mid to long-term to ensure Wales is well-positioned with respect to hydrogen production and fuel cell technologies.
Neil Grant, Operations Director, said: “Order intake and enquiries volumes have grown across chosen market sectors and reflect increased efforts in marketing activities. 17 apprentices, a business analyst and an estimator have joined the staff compliment in Rothes and Aberdeen respectively.
As part of its commitment to net zero and the Wales Hydrogen Pathway, the Welsh government has funded phase 1 and phase 2 studies to explore the suitability of the Celtic Sea to combine offshore floating wind and hydrogen production. The final report on phase 2 of the study will be published shortly.

Future expansion could provide more than 2GW of energy, which would provide enough hydrogen to make a material impact on local and national decarbonisation targets, sufficient to heat around one million homes with no carbon emissions at the point of use. MTE’s new quayside facility officially opened
STATS Group to support industry’s net zero goals
MTE’s new quayside facility, based at Haverton Hill, Teesside has officially been opened by the Tees Valley Mayor, Ben Houchen. MTE welcomed key clients and partners to help celebrate and showcase MTE’s expanded capabilities and increased facility capacity.
Pipeline technology specialist, STATS Group, is in a strong position to capitalise on new opportunities arising in the transition to more sustainable energy supplies and a carbon net zero future. With decades of experience working on oil and gas pipeline projects, the Aberdeenshire-headquartered company has at its disposal the skills and proven technologies to deploy in carbon capture and storage (CCS), related CO2 pipelines, and natural gas pipelines blended with hydrogen.
The new eight acre office and fabrication facility supports MTE’s ambitious growth plans, providing capacity to deliver large complex modules and fabrications to the growing offshore wind and other green energy industries. Since 1969, MTE has built a reputation for being the leading global supplier of solutions protecting people and equipment from fire, blast and radiant heat hazards. The company delivers modular buildings, fire and blast rated structures, general fabrications and thermal defence products.
With investment in both CCS and hydrogen projects accelerating, there is a growing focus on how existing pipeline infrastructure can be repurposed for both CO2 and blended or pure hydrogen transportation. Over the past two decades, STATS Group has played a central role in numerous pipeline interventions, repairs and maintenance projects, giving the company a deep knowledge base of the very infrastructure that, in the future, may be repurposed.
The new facility is a substantial expansion to MTE’s existing facilities in Darlington and Busan, South Korea. Located adjacent to the River Tees, the site allows direct access to worldwide offshore projects and consists of 4,500 sq m of indoor fabrication space and seven acres of external assembly, laydown and riverside frontage. MTE’s onsite modern office space accommodates the delivery teams, allowing the company to successfully deliver projects within a single site, improving project controls, cost and schedule certainty. Boosting capabilities further, the facility has access to both a deep water load out quay, and internal site access to supporting supply chain partners.

We were delighted to see so many of you join us for last months EIC Re-Connect UAE which was a resounding success, offering a wide range of presentations and Ryan M cPhers on networking opportunities. It was great to hear from Khaleefa Al Mheiri, Acting CEO of Ta’ziz in his new role of Co-Chair for the UAE UK Business Council on Energy and Sustainability Working Group, alongside our own CEO Stuart Broadley. We wish them both well and look forward to supporting the group in the years ahead. Not ones for sitting idle, the Energy Exports Conference is our next big event focused on a wide array of export opportunities on offer. We expect to see over 1,000 people in attendance in Aberdeen on 14-15 June 2022. We plan to make this a monthly event and look forward to welcoming as many of you as possible to network and catch up on the latest news of the day. From a market intelligence perspective our quarterly GCC Energy Market and Project Update also returns on 7 June, providing an opportunity to hear about the latest project developments and ensure that you are positioning your business accordingly. Interestingly I have had the opportunity to sit in on several Survive & Thrive interviews that are carried out as part of our annual publication by our CEO. I was delighted to see a large contingent from the region here which will result in a Regional Awards Dinner taking place in September. Ta’ziz and India’s Reliance sign shareholder agreement for US$2bn Ruwais project
Ta’ziz, and Reliance Industries, India’s largest private petrochemicals company, have signed a formal shareholder agreement on their new joint venture to develop a major chemicals project at the Ta’ziz industrial chemicals zone in Ruwais. Reliance is partnering with ADNOC and Abu Dhabi holding company ADQ for the Ta’ziz EDC and PVC joint venture, which will construct and operate a chloralkali, ethylene dichloride (EDC) and polyvinyl chloride (PVC) plant with an investment of more than US$2bn.
Libya’s NOC shuts down Zueitina oil port
Libya’s National Oil Corporation (NOC) shut down its Zueitina oil port in the north east of the country and its Al Sharara oil field and spoke of ‘the start of a painful wave of closures’ as political turmoil continues. The company declared force majeure on exports from Zueitina port after a group of individuals entered and stopped employees from working. Libya, an OPEC member, produces about 1.2m barrels of oil a day and is exempt from the OPEC+ production deal because of security concerns.

Asia Pacific news Regional update
May was a busy month for EIC Asia Pacific in Kuala Lumpur as travelling and regional events are beginning to come back on Azman the agenda. Following the Nasir successful organisation of EIC APAC Energy Conversations 2022, our office is looking forward to participating in a number of activities in the APAC region. EIC APAC was involved in the Sabah Oil & Gas Conference & Exhibitions (SOGCE) in Kota Kinabalu, Sabah as one of the exhibitors. This was part of our collaborative effort with a local event organiser to have better visibility and access to Sabah’s oil and gas and energy companies. I also spoke at the event on the topic of Energy Transition in Malaysia in a panel session that had PETRONAS, Shell, Hibiscus Petroleum and the Malaysian Gas Association. EIC APAC continued our programmes of in-person networking events with the Meet the Energy Players series this time in Kuching, Sarawak where 150 attendees from Sarawak and also those coming from Kuala Lumpur and Singapore were in attendance. For the record EIC has more than 20 member companies based in Sarawak. There has been increasing interests in energy opportunities in Sarawak due to the favourable policies by the state and its visionary plans towards sustainability and net zero emissions. EIC APAC is planning several Meet the Energy Players with visits to the major cities in the region from June onwards and is planning visits to Singapore, Manila, Bangkok, Ho Chi Minh City, Jakarta and Melbourne. We received positive feedback from members with regards to these types of events as they are able to meet relevant companies from each city.

EIC APAC will also take the opportunity to accompany PETRONAS on visiting a number of Aberdeen-based companies and facilities relating to net zero initiatives.

Indian energy players announce JV for green hydrogen business
Indian engineering giant Larsen & Toubro (L&T), state-owned player Indian Oil Corporation (IndianOil) and renewables major ReNew Power have formed a joint venture to develop green hydrogen projects across the country. The trio signed a binding term sheet for the formation of the joint venture, aimed at developing the nascent green hydrogen sector in India. Indian Oil and L&T also signed a separate deal to form a joint venture to manufacture and sell electrolysers to be used in the production of green hydrogen.
PETRONAS signs up for new floating LNG project
PETRONAS and the Sabah Oil & Gas Development Corporation (SOGDC) have teamed up to build the nation’s first nearshore floating liquefied natural gas vessel. The companies have signed a MoU for the project, called ZLNG, which will be deployed close to the Sipitang Oil and Gas Industrial Park (SOGIP) in Sabah, East Malaysia. The FLNG project has an estimated price tag of 8.8bn ringgit (US$2.03bn). Samsung Heavy Industries with JGC, and a pairing of Saipem and Hudong-Zhonghua are performing parallel front-end engineering and design contracts for the new FLNG project, which will have minimum liquefaction capacity of 2m tonnes per annum. Subject to project sanction, the winning FEED contractor will be awarded the prized engineering, procurement, construction and commissioning workscope as a roll-on contract.

North and Central America news Regional update
As May is now behind us, the North and Central America region looks back fondly at a month which brought together EIC colleagues from Houston, London and Rio organising the UK pavilion Amand a Duho n at the 2022 Offshore Technology Conference (OTC), pictured. We were delighted to welcome 22 exhibitors, hosted a successful UK pavilion networking reception, and provided exhibitors and colleagues the opportunity to meet faceto-face after two years of postponements with the nearly 1,000 companies exhibiting this year at OTC. GoM offshore wind auction in 2023
The auction for the first offshore wind area in the US Gulf of Mexico could take place in 2023, according to the Bureau of Ocean Energy Management (BOEM). Auctions for a total of 11 areas spread across central Louisiana to the border of Mexico are planned to take place, unlocking the potential development of up to 16.5GW of offshore wind power. The US GoM represents 32% of the national offshore wind potential from fixed bottom turbines, according to the National Renewable Energy Laboratory (NREL).
IOCs planning exploration campaigns in Mexico
Eni and Chevron have announced plans to carry out exploration drilling at deep-water licenses in the offshore Salinas Basin. Eni is gearing up for a four-well campaign at Block 24, while Chevron plans to drill the Akna-1EXP well at Block 22 in the fourth quarter of 2022. The blocks were acquired at the second E&P bidding round (Ronda 2) organised by the National Hydrocarbon Commission (CNH) in 2018. In May, the EIC North & Central America region also had the privilege of partnering on a webinar: Quality Challenges and Risks in the Evolving Hydrogen Supply Chain, pictured right. Over 200 delegates had the opportunity to hear from Leanne Halliday, Corporate Account Manager and SME for Hydrogen, LRQA; Noureen Faizee, Director, Strategy & Growth – Hydrogen, Worley; and Katie Zimmerman, Business Development Manager, wood. The one-hour webinar provided delegates with a deep dive into topics such as a hydrogen market overview, challenges present in the industry, the energy transition journey and regulations. I would also like to take this moment to inform our EIC members and non-members that the North and Central America region will be moving forward with a combination of in-person and virtual regional events. On 12 April we were thrilled to join forces with the Brazilian Petroleum and Gas Institute (IBP) to deliver ‘The next chapter of Brazil’s O&G success story’ event on the Rio Oil & Gas exclusive platform. This webinar provided an update on the current scenario in the Brazilian oil and gas industry and what the expectations are around the market’s turnaround, focusing on the recent announcements made by Petrobras and other E&P players, such as Equinor and Shell. I made the introduction and opening remarks, followed by Pietro Ferreira, EIC’s Senior Regional Analyst (Americas), who gave a brilliant presentation about the findings, insights, considerations and key oil and gas trends and opportunities revealed by EIC’s Brazil Country Report 2022. He included the energy landscape in Brazil, who the major players are, PEST analysis, and advice on doing business in the country. The report is available to all EIC member companies for free. Fernanda Delgado, Executive Director at IBP talked about the challenges and opportunities in the Brazilian oil and gas market focusing on energy transition, energy security, decarbonisation opportunities and what to expect from this process.

Brazilian pre-salt blocks to be offered this year
The National Petroleum Agency (ANP) will hold a bidding round later this year for offshore exploration blocks located in the pre-salt play. Organised under the permanent offer model, the upcoming round will offer 11 blocks and is expected to attract US$241m in signature bonuses. This will be the first time pre-salt blocks are offered under the permanent cycle model.
The EIC will be undertaking a high-level business delegation to Brazil to promote the UK’s excellence in the renewable energy sector around the event ‘UK & Brazil Partners in Energy 2022 – Powering Net Zero’ organized by the UK Department for International Trade (DIT). The event will take place at the famous Copacabana Palace Hotel on 7 June. Companies active in offshore wind, hydrogen, biogas, waste to values, nuclear energy and oil and gas decommissioning are welcome to join the event to meet with the British delegation to discuss the future of the energy sector, its challenges and opportunities. The ANP previously opted for standalone productionsharing rounds. The permanent offer model presents key changes: instead of organising formal rounds for E&P acreage, this initiative allows operators to express their interest in specific areas, triggering an auction. The last permanent offer cycle organised in April awarded six offshore blocks in the Santos Basin to a consortium formed by Shell and Ecopetrol, while TotalEnergies secured two offshore blocks.
