Vietnam: South East Asia’s rising star Vietnam is ranked fourth in South East Asia for oil and gas production and oil reserves, after Indonesia, Malaysia, Thailand and Brunei. Approximately 100 hydrocarbonbearing prospects have been found in about 50 fields of which 30 fields are commercial, with estimated oil reserves of 643m tonnes of crude oil and 644 cubic metres of gas.

This year, PVN announced that it is striving to increase its oil and gas reserves by 10-15m tonnes by:
• Accelerating exploration and development of
offshore blocks, prioritising projects such as Block B which is approaching an FID with the company evaluating potential EPC contractors for a large offshore processing platform, with targets to achieve first gas by 2021. Another key project is ExxonMobil’s Ca Voi Xanh (Blue Whale) which aims for an FID by 2019. Recently, PVN, Quang Tri PPC and Gazprom International signed an MoU to collaborate on exploiting the Bao Vang (Gold Panther) gas field, with the construction of a gas processing plant and power plant emerging as a possible development.
• Focusing on positioning sufficient capital funding for
delayed downstream and midstream projects such as the Nam Van Phong refinery, Quang Nam refinery and the second LNG receiving terminal in Son My. In February 2018, a ground-breaking ceremony for the Southern Oil refinery complex took place, which is expected to begin commercial operation in early 2023. The development covers around 464 hectares of land and 194 hectares of water. This is the first fully integrated petrochemical refinery complex in Vietnam, designed to produce 1.6m tonnes per annum (Mmtpa) of olefin, and 2Mmtpa of polyethylene, polypropylene and other products.

Vietnam Electricity
Vietnam Electricity (EVN) performed excellently in 2017, having hit all its targets. Moving forward the Ministry of Industry and Trade has issued the list of power plants participating in the competitive power generation market in 2018. There will be 21 thermal power plants indirectly participating and 60 hydropower plants, including EVN’s multipurpose hydropower plants such as Hoa Binh, Son La, Lai Chau, Tuyen Quang, Ialy, Tri An, Huoi Quang and Ban Chat. In February 2018, the World Bank committed to continuing to support EVN in developing a competitive electricity market, upgrading the infrastructure to improve reliability of the power system and developing renewable energy sources. Vietnam, which relies heavily on coal and hydropower electricity, is seeking to boost renewable energy production, particularly wind and solar, to more than 10.7% by 2030, this includes a target of around 6,000MW of wind power. In December 2017, PetroVietnam Construction Joint Stock Corporation and Vietsovpetro signed an MoU to develop the technical specifications for the design, development, construction and operation of a multi-phased wind development, offshore southern Vietnam. The project, located 30km from the Binh Thuan coast, will have a capacity of 1,200MW with total investment of around US$3.5bn. It will be constructed in two phases: 600MW from 2018 to 2021, and 600MW between 2021–23. Vietnam has emerged as an important oil, natural gas, and energy producer in South East Asia. The country has boosted exploration activities, allowed for greater foreign investment and co-operation in the oil and gas sector, and introduced market reforms to support the energy industry. Moreover, the country’s rapid economic growth, industrialisation and export market expansion have spurred domestic energy consumption.

As you read this OTC 2018 will be well under way in Houston. With US Gulf of Mexico production levels hitting an all-time high and growth looking likely to continue this edition of OTC is set to be one of the busiest in recent years. Following hot on the heels of OTC is the Iran Oil Show in Tehran on 6 May, where we’re also hosting the UK pavilion. Iran has always had abundant oil and gas resources. Now, with most sanctions lifted, new partner friendly contracts rolled out and the banking system being updated, it’s back on the global energy scene and ready to do business. On 17 May, EIC Connect Energy Vietnam takes place in Ho Chi Minh City. This is the first time we’ve taken our EIC Connect model to Vietnam and our debut event is off to a great start. We’ve got the country’s two biggest outfits, state-owned PetroVietnam and Vietnam Electricity taking part as well as Ministry of Industry and Trade, Vice Minister Mr Hoang Quoc Vuong officially opening the event. They’ll be joined by representatives from the likes of GE Vietnam, Soco International and TechnipFMC. If you want to win work in Vietnam, you need to be at this event. To give you an idea of the scale of the developments taking place, Asia Pacific Regional Analyst Angeline Elias has produced a special sector analysis (opposite) providing an overview of the Vietnam energy sector. Operator: Akkuyu Elektra Value: US$22bn Construction has officially begun at Turkey’s first nuclear power plant following the award of a construction permit by the Turkish Atomic Energy Authority and the subsequent pouring of first nuclear concrete at unit 1. Operations at the unit are scheduled for 2023.
Operator: Summit Power International Value: US$3bn A memorandum of understanding has been signed between Summit Power International and Mitsubishi to develop the project. It will consist of two 1,200MW LNG-fired combined cycle units along with the relevant high voltage transmission lines.

Member news Blue Water signs logistics services contract for Liza phase 1
International transport company Blue Water Shipping has been awarded a contract by US supermajor ExxonMobil to provide international management of logistics for the Liza phase 1 development offshore Guyana. The project scope includes logistics services from various worldwide locations to site, customs handling and local deliveries. The logistics activities will be handled in a consortium between Blue Water Shipping and local partner Ramps Logistics. Blue Water will handle international transports from the US, Europe, the Middle East and Asia to Guyana and Trinidad. Blue Water Shipping will partner with Ramps Logistics for the handling of customs documentation in Guyana and Trinidad, as well as to ensure local deliveries.
‘With this contract covering many logistics services, we are strengthening our position in the Caribbean. This year Jo Bird has won The Queen’s Award for Enterprise in Innovation. Five years ago the company received its first Queen’s Award for International Trade. The Enterprise in Innovation Award recognises the redesign and manufacture of a high volume/lower margin fire safety cabinet. Employing the latest technology to develop a product that saves lives by protecting essential fire and safety equipment in hazardous environments, Jo Bird achieved the remarkable feat of doubling productivity. The spur to innovate was a combination of wanting to embrace new technology and increased competition for its smaller cabinets from overseas competitors. The company decided to look at the smaller cabinets as the basis for innovation, ensuring its competitive advantage was not only maintained but improved. Pergas set to clinch Mansouri debut deal
UK-based Pergas International Consortium is about to finalise a contract for the Mansouri oil field in southern Iran as part of a new build-operate-own-transfer (BOOT) arrangement for the construction and operation of an oil gathering, production and desalting facility. The job is understood to be worth about €200m to Pergas. This will be the National Iranian South Oil Fields Company’s first use of the BOOT formula for building oil facilities. The contract involves construction of a 55,000 barrels per day facility by Pergas. Mansouri, located 45 kilometres south-east of Ahwaz, is one of Iran’s oldest oil fields.

TTE achieves thirdsuccessive Good rating from Ofsted
The TTE Technical Training Group has received a third successive Good rating from Ofsted for its apprenticeship training provision.

To mark this continued success, TTE welcomed Tees Valley Mayor Ben Houchen to tour its training centre and meet apprentices. Inspectors praised TTE’s wellstructured training programmes ‘that enable apprentices to develop the specialist skills and knowledge and the personal attributes that they need to be successful in their jobs.’ Ofsted was also impressed with the quality of young people TTE recruits and trains for industry noting that they ‘demonstrate clearly the potential to develop the skills and qualities employers need.’ TTE’s relationships with employers was also praised, in particular its effective engagement with large and SME companies that highlyvalue their partnerships with the organisation. Steve Grant, Managing Director of TTE, said, ‘Achieving this government benchmark reinforces our commitment to improving industry performance and enhancing lives. SPE Export Achievement Award Coretrax Technology lands EIC sponsored SPE Export Achievement Award
The SPE Offshore Achievement Awards were held in Aberdeen at the end of March and the EIC, in line with one of its key objectives of enabling export growth among its membership and across the industry, was proud to have sponsored the Export Achievement Award, won by wellbore clean-up products and service provider Coretrax Technology. EIC CEO Stuart Broadley was at the gala evening to present the 2018 SPE Export Achievement Award to Coretrax Technology.
As part of the prize package we also included 12 months of free EIC Global Membership including access to our O&M database EICAssetMap. Our suite of business and export development tools and solutions will support Coretrax to continue to go from strength to strength.
Coretrax Technology: a case study in export success
It has achieved this growth by undertaking thorough analysis of potential new markets, opening international bases, adapting its products and services to suit different markets, and appointing local agents and service providers.
Realising the potential of the well abandonment globally, the team expanded its offering to include a well abandonment product line, which is allowing it to enlarge its footprint in Denmark, Norway, Holland, Malaysia and Brunei. The company’s increase in exports has also warranted the opening of new facilities in several locations in the Middle East.
Coretrax is now one of Saudi Aramco’s main service providers for wellbore clean up and has also been awarded numerous seven figure contracts worldwide, including a multi-million-pound contract in Malaysia to provide well bore clean up services for a five-year period.
The quality of submissions for the Export Achievement Award was exceptionally high and Coretrax had to see off stiff competition from joint runners up ROMAR International and STATS Group, who both received six-months of EIC Global Membership including access to EICAssetMap.

Coretrax was selected as this year’s SPE Export Achievement winners by a judging panel, which included Stuart Broadley, for increasing its exports year upon year since 2009, accounting for a staggering 73% of business turnover by 2016.
ROMAR International, who specialise in magnetic separation and mud spill prevention, has achieved remarkable export success with its international business overtaking UK orders.
Pressurised pipeline isolation, hot tapping and plugging services provider STATS impressed the judging panel by growing its exports from 47% of total revenue in 2014 to 77% just two years later in 2016, seeing the company complete projects in 21 countries across Africa, Asia, Europe, North America and Russia.
ROMAR puts its export success down to partnering with large worldwide service providers such as Baker Hughes, a GE company, Halliburton and Schlumberger, giving them access to service facilities and contracts that would otherwise be out of reach of a small UK company.
STATS’ export strategy was to enter mature markets by offering innovative technology to deliver alternative solutions, a prime example being its STATS BISEP® isolation plug which is installed through a single hot tap fitting and provides the highest level of pipeline isolation.

April saw the EIC welcome several guests from Mozambique at our recent export showcase. The well-attended event, held at the Kia Oval, Terri S ylveste r focused on opportunities in Mozambique with speakers including national oil company ENH, Anadarko, CB&I, Baker Hughes, a GE company, the Minister for Trade Mozambique, Agility, CTA and the British High Commissioner for Mozambique. UK offshore wind industry targets 30GW by 2030
The UK offshore wind industry is targeting a sector deal with the UK government to more than double offshore wind capacity to 30GW by 2030, up from around 13GW installed and under development today. The Offshore Wind Industry Council envisages £48bn worth of investment in UK offshore wind infrastructure, with the expansion to support the creation of 27,000 skilled jobs across the UK compared to the 11,000 it employs today. The sector’s exports could increase five-fold to £2.6bn on the back of a global offshore wind market that is expected to grow to more than £30bn per annum by the end of the next decade. The industry will now enter a period of engagement with the UK government on the proposals, with the view to secure a sector deal by mid-2018.

Middle East news Regional update
The week after OTC sees us returning to host the UK pavilion at the Iran Oil Show for the first time in nine years. While our membership continues to find some aspects of doing business with Iranian companies somewhat challenging, we remain ready and able to advise our members on possible solutions to assist them on their journey. May is the onset of the holy month of Ramadan when people following the Islamic faith refrain from eating and drinking during daylight hours. Business hours may be reduced plus there is a perceived decrease in business activity although in practice, this is not something that we really experience. Nevertheless, members should still be aware of this special time of the year. On 15 May we’ll be holding the UAE Business Update event, where EIC member Clyde & Co will be providing advice on three key topics relating to everyday business here in the UAE. We’ll start off with some ideas on how to correctly draft a contract looking at the pitfalls and consequences of a badly prepared document. This will be followed by an update on VAT – particularly pertinent given that the first returns must be prepared and submitted before the June deadline. We’ll finish with an easy to digest session on the General Data Protection Regulation (GDPR). While essentially an EU directive, it does have ramifications in this part of the world, especially if you are a branch or subsidiary of an EU entity. Finally, it would be remiss of me not to mention our signature event EIC Connect Oil, Gas & Beyond event that took place last month. After 12 months of preparation together with the always unexpected changes and various developments, having both positive and negative impacts on the process, we were pleased to welcome approximately 300 attendees for what was a very informative and valuable day for all concerned. Traditionally, May always starts off with Offshore Technology Conference, or OTC as it is better known. Now, while this might be a US event, it is nevertheless always very Terry W illis well supported by visitors and participants from the Middle East. The majority of exhibitors on the UK pavilion have a presence in this part of the world, which will continue to be a key part of global activity for some time to come.
Construction of the first of four APR-1400 nuclear power reactors at the Barakah project has been completed in Abu Dhabi. Once fully operational, the plant will have a capacity of 5,600MW, enough power to produce clean electricity to reduce carbon emissions by at least 21m tonnes annually. The second reactor is around 92% complete, while the third is at 81% and the fourth at 61%. Overall the project is considered to be 86% complete.
BP to develop second phase of Khazzan gas field
UK supermajor BP has announced, together with its partner Oman Oil Company Exploration & Production, that it will proceed with the second phase of the giant Khazzan gas field in Oman. The project, which started production ahead of schedule and under budget, is now producing around 1bn cubic feet of gas a day (Bcf/d) and approximately 35,000 barrels a day (Bbbl/d) of condensate. The second phase of the development, designated Ghazeer, is expected to come online in 2021 and deliver an additional 0.5Bcf/d of gas and over 15,000Bbl/d of condensate.

ADB projects in Cambodia, Mongolia get green funding
The Asian Development Bank (ADB) has secured US$190m in funding from the Green Climate Fund (GCF) for its climate change projects in Cambodia, Mongolia and Tajikistan, shoring up the bank’s efforts to increase its climate financing for the Asia Pacific region.
China to boost exploration investment
CNOOC Ltd has committed to boosting investment for offshore development by up to US$12.7bn this year. About 51% of the budget will be spent on domestic exploration and production, with 65% of that amount allocated to development, 18% to exploration, 16% to production and the remainder to other areas.
PLN plans tender of mini LNG facilities in West Papua State-owned electricity firm PT PLN plans to put out to tender the provision of mini LNG facilities including regasification, storage and vessels to be developed in five locations in West Papua, Indonesia. Moreover, PLN is also planning to develop similar facilities in Bangka Belitung and Pontianak, where a prequalification tender is in progress.

In April, the EIC North and Central America office celebrated the EIC’s 75th Anniversary by hosting a group of 63 members and non-members at the Toyota Center for Amand a Duho n a Houston Rockets basketball game, pictured below. This corporate entertainment event allowed the first 30 delegates registered to participate in a pregame tunnel fan experience. This was an exclusive experience where 30 people were able to go onto the court before tip-off and high-five the players as they exited the tunnel: 10 people were in the Houston Rockets tunnel and 20 people were in the Portland Trail Blazers tunnel. Delegates thoroughly enjoyed rooting for their teams at the game which resulted in a Houston Rockets victory. As part of its 75th Anniversary celebration, the EIC is collecting in aid of Cancer Research UK and The Ocean Cleanup. All proceeds will be split equally between the two charities. We look forward to hosting another successful UK pavilion at OTC this month. Within the margins of the conference and exhibition, we will host oneto-one meetings with DIT commercial officers and representatives from major operators and contractors. Mexico opens fourth long-term power auction
Mexico’s Energy Regulatory Commission (CRE) has launched Mexico’s fourth long-term power auction. The first three were previously managed by the Mexican Ministry of Energy (SENER). Bidding rules were published by the National Energy Control Center (CENACE) on 28 March 2018. Prequalification requests will be due in August 2018.

South America news Regional update
As you’re reading this OTC 2018 will be well under way in Houston (30 April – 3 May). OTC is a great place to start doing business in South America. This year’s event, Clariss e Roch as always, will host buyers a and decision makers from some of Latin America’s biggest energy companies. I’ll be at the event, so please don’t hesitate to contact me if you’d like me to make any introductions or have any questions about projects and opportunities in South America.

4th pre-salt round in June
The fourth bidding round for production-sharing contracts (PSCs) in Brazil’s pre-salt area is scheduled for 7 June. Four blocks will be on offer in the Campos and Santos Basins. The removal of the requirement that Petrobras must be the sole operator of pre-salt areas greatly benefited IOCs in Brazil: Statoil and Shell acquired a total of three blocks at the 2nd and 3rd PSC bidding rounds that took place in October 2017.
A-4 winners to add 1GW of new capacity
Brazil’s A-4 power auction, designed for projects that will start operations within four years, has awarded power purchase agreements to 39 projects with a combined installed capacity of 1GW. The biggest winner was PV solar, with 29 projects with a nominal capacity of 806MW, followed by wind (114MW), biomass (61MW) and small hydro power plants (41MW).
Vestas to set up facility in Argentina
The Danish wind turbine manufacturer has announced the installation of a hub and nacelle assembly facility in Argentina’s Buenos Aires province. The company is keen on tapping the country’s massive potential for wind power, which will have a key role in the government’s goal to produce 20% of Argentina’s electricity from renewable sources by 2025. Vestas’ installed capacity in the country, considering wind farms in operation and under construction, surpasses 900MW. The company’s presence in South America also includes a hub and nacelle manufacturing facility in Ceará, located in north-east Brazil.
