Mexico’s return to the open market The Pemex monopoly On 18 March 1938, Mexican President Lazaro Cardenas, influenced by labour strife and a struggling economy, announced the expropriation of the assets of nearly all foreign oil companies operating in Mexico. At this time, European and American companies produced more than 90% of Mexican oil. President Cardenas then established the state-owned firm Petroleos Mexicanos (Pemex) that would go on to hold a 75-year monopoly over the Mexican oil industry. Now, constitutional amendments made as part of its energy reform have ended Pemex’s monopoly and opened Mexico’s energy sector to foreign investment and open competition. As international and private companies begin to return, bringing with them an influx of capital and innovative technologies, a new era of opportunity is emerging for supply and service companies to work with them. Upstream developments After a round zero auction in which Pemex was assigned 83% of the country’s probable and possible oil reserves, Mexico opened its first auction to private companies on 15 July 2015. Fourteen shallow water blocks were offered for exploration, although only two blocks were awarded, which went to an international consortium formed by Sierra Oil & Gas of Mexico, Houston-based Talos Energy and the UK’s Premier Oil. Despite the disappointing results, Mexico’s demonstration of transparency (which included televising the entire proposal opening process) was an encouraging sign for potential investors. The government launched its next round of auctions on 30 September 2015. Five shallow water blocks with total proven reserves of 143.2MMboe were tendered, with three of these being awarded. On 17 December 2015, Mexico’s auctions moved onshore as the government tendered 25 blocks for extraction under a licence contract model. All 25 blocks and 27.4MMboe of proven reserves were awarded to a variety of Mexican and international companies. The country plans to close out its first round of bidding on 5 December 2016, when it will auction 10 licences for the exploration of deepwater blocks in the Gulf of Mexico. Round two remains on the horizon, as 15 shallow water blocks and 14 onshore blocks are tentatively scheduled for auction in March 2017 and April 2017, respectively.

owicky Midstream growth Although overshadowed somewhat by the country’s exploration and production auctions, activity in Mexico’s midstream sector is gaining momentum as the country looks for new ways to meet its rising energy demand. Public transportation issues are resulting in rising private vehicle sales, which domestic gasoline production is struggling to match. This problem is exacerbated by the country’s saturated pipeline and storage system. In Mexico there are 8,958km of pipelines for fuels divided into 55 sections – yet only one section has a current capacity use under 90%.

The difficulties in transporting gasoline for domestic use highlights a congested system throughout the country’s midstream sector. To resolve this Mexico is aiming to overhaul its midstream operations through an ambitious five-year plan to add 12 pipeline projects – increasing its gas pipeline infrastructure by more than 5,000km with investments expected to reach about US$4.6bn by 2018. Opportunities and challenges While the country’s infrastructure shortcomings are a source of opportunities they also present their own challenges. Deteriorating or non-existent infrastructure in all sectors create health and safety hazards and increases project operating costs. For midstream operators pipeline theft is a continual and expensive problem. So far, market activity shows that some firms are judging the opportunities to be worth the risk. Upstream, companies are moving forward with their newly acquired exploration and production sharing rights. Nine private firms are now producing in Mexico, while McDermott has been awarded a US$454m EPC contract for the Abkatun-A2 platform. Likewise, midstream is proving to be similarly lucrative, with the IEnova joint venture having won a US$2.1bn contract to build, own and operate the Sur de Texas – Tuxpan Subsea Natural Gas Pipeline. As Mexico’s new era of energy reform continues and privatisation is slowly realised, international operators, suppliers and service providers now have a previously inaccessible market to explore and help develop. Its ambitious new pipeline projects mean the midstream sector is full of opportunities for EPC companies and suppliers. Offshore, much of Mexico’s proven oil reserves are located in deepwater blocks, creating a pressing need for subsea specialists, while the country’s new discoveries will require significant FEED work. Inside this issue... After receiving a huge number of submissions for the EIC Supply Chain Excellence Award, our judging panel has shortlisted three member companies. The award, which recognises a particularly innovative product or high level of service, will be presented at our ever-popular National Dinner at the Natural History Museum in London on 13 October. While we’re still in the same building on Westheimer, in the heart of Houston’s energy corridor, we’re now in purpose built facilities. For more details, see page 18. It’s been a busy month in North America. Members who took part in our overseas delegation to Mexico, whose recent energy reform has attracted attention worldwide from operators and contractors, really benefited from the experience. They learnt a lot about the market and made some good contacts. Our sector analysis (opposite) explains how Mexico’s energy reform has broken Pemex’s monopoly on the country’s oil and gas market, opening it up to foreign investment and competitive bidding. It also reviews the upstream and midstream activity taking place and areas for UK supply chain companies to get involved. We’ve received lots of positive comments about our recently launched EICDataStream global opportunities section: it’s great to hear that members are making the most of our project tracking database. This month, as well as providing some updates on projects around the globe, we also explain how our sector workbooks provide a simple way of seeing every project on EICDataStream (page 5). with Dan Munro Group Managing Director of PJ Valves Group PJ Valves (PJV) manufactures and supplies specialist valves for oil and gas projects and applications globally. We talked to Dan about how PJV is helping its customers deal with the low oil price, the opening of its new division PJ Piping in Houston and how to work with international operators.

Q

The industry is now coming to terms with lower for longer oil prices. What products and services are PJV offering to maximise efficiencies and enhance production? The prolonged downturn has meant operators have had to reduce project costs to attract investment. End users have called on every part of the supply chain to support this process by reducing their prices. A major challenge for project teams is sourcing and buying cost-effective valves without compromising on quality. At PJV we have approached this challenge by working closely with project teams to understand their requirements in detail. We then work with our raw material suppliers to develop low cost solutions. For example, PJV recently saved a customer US$1.5m on an FPSO project by challenging the project specifications leading to a change of valve choice. Another area where PJV can enhance operational efficiencies is documentation – building our documentation around our customers’ needs. This can be a big time saver for client project teams.

You’ve recently opened offices in Singapore and before that in Houston. Why have you chosen to expand into these markets and what have been the challenges of doing so?

Our strategy is a global territory model, which means our teams work in close geographical proximity to our customers and provide in time zone support. Our customers benefit from our global project knowledge, which can make a big difference to both the cost of our valves (as we leverage economies of scale) and the performance of valve supply, which we customise for specific project needs. You’ve worked with massive operators, most recently with Maersk Oil on the Culzean project. What advice can you give other EIC members about working with such big companies? We’ve found that our global territory model and building relationships with project teams are key to success on large projects. It’s no longer enough just to offer a good price or smooth project delivery – operators need and expect very robust technical and commercial support, particularly during early project stages. As the project moves through various approval stages there are often many stakeholders and moving parts. We work closely with different project stakeholders to respond quickly to – and sometimes even predict – changing product or service needs.

What do the next 12 months have in store for PJV?

A

We’ve recently launched our PJ Piping division in Houston, supplying a range of specialist pipe fittings, flanges and other piping components. The PJ Group now offers the market an integrated pipe, valves and fittings (PVF) supplier process and we’re looking forward to building that business across the Americas and further afield. Customers have so far voted with their orders – it has been a very strong start to the business as we use the same project-led technical approach for piping.

What about PJV would come as a surprise to other EIC members?

In July 2016 PJV celebrated its 40th anniversary. Today the group employs approximately 100 people in five global locations. We have developed from a small basic stockist to owning global manufacturing facilities producing valves in complex NORSOK materials. That’s quite a journey. The one thing that hasn’t changed is the ethos of the company. We are experts in our field and the entire organisation is focused on satisfying customer and project needs.

Operator: Anadarko Value: US$1bn Anadarko was expected to make a final decision on the conceptual design at the end of September 2016. It is considering the use of multiple floating production units. The Shenandoah-5 appraisal well recently encountered more than 1,000 feet of net oil pay.

Operator: Cairn Energy Value: US$8.6bn Cairn has revised its recoverable reserve estimates from 385MMbbl to 473MMbbl. The capacity of a leased FPSO for the project would need to be between 100,000 and 120,000 bbl/d. Between 15-20 production wells would be needed to develop the field.

EIC training Bidding to Win – how to beat the competition without cutting prices

Finally, whether you win or lose the tender, make sure you ask your customer why. A debrief win meeting is just as important as a debrief loss meeting. Take the learning into your next tender process, just as you implement learning from one project into the next. Then you will get a return on your investment during the tender process, even if you don’t win the contract.

Writing bids and proposals can be stressful processes, requiring considerable investment of time and resources to meet the ever compressed response timeframes. But as an organisation, you have an opportunity to learn more about yourselves and your customers’ needs for every day of the bidding process.

Think about ‘what is important to this customer?’, ‘what does it take to make this project successful?’ and ‘why will we win?’

Tendering is a process that builds knowledge and understanding of the customer and your own company’s strengths. Win or lose, never underestimate the value of the process itself.

Unfortunately, there is no fast track solution in the world of winning work. Companies that take the easy way out, by recycling previous responses and attaching standard documents, are seldom successful. The reality of bidding is that it is a time consuming exercise. Most companies, particularly those where technical staff contribute, still need to fulfil the commitments of their ‘day job’ while responding. Even those with in-house bid departments have to juggle resources. But tendering is usually where the big opportunities lie and one tender win can make the difference between a flourishing and a dwindling business. So it’s worth investing in the process. Win or lose, consider every tender as an opportunity to grow as a company. Treat tendering as less of a tick the box exercise and more as an opportunity to learn and innovate. By articulating how your solutions can meet a particular customer’s requirements and documenting your strengths you can truly understand how you can compete in the market. Your potential customers invest a lot of time in putting together a very detailed specification for what they are looking for, in response bidders need to take the time to read, understand and build a solution to their unique challenges. It is an incredible opportunity to innovate your product or service offering to align more closely with the market. You just have to buckle down and work through it. Focus on project risks in your responses, then describe how you will solve them. Show that you have an understanding of the challenges the customer faces before talking about your company strengths. Pipeline technologist specialist Atmos International has launched Pipeline Guardian: a line of hardware and software specifically designed to fill the gaps in leak detection and detect pipeline leaks faster than conventional leak detection systems. ‘Mermaid is a comprehensive solution for our marine weather risk modelling. We need to know how much and for how long the weather will cost us, and Mermaid supplies the answers,’ explained Anne Lina Holy, project simulation analyst at Vattenfall. With a proven track record of success, Mermaid® allows users to realistically simulate marine operations to uncover risks prior to going offshore, which can be critical to the success and costeffectiveness of an operation.

Site preparation will begin within weeks, with construction underway by the end of the year, creating at least 600 jobs. Commercial operations are due to start in 2020. The Tees REP will be fuelled by wood pellets and chips from certified sustainable forestry sources in the United States and Europe. px group Chief Executive Officer, Ian Clifford, said, ‘We are delighted to have been selected to support MGT on this prestigious biomass project. px group wins Teesside biomass contract

Teesside based energy and process industry operations and engineering specialist, px group, has been awarded a three-year engineering and project management contract by MGT Teesside Ltd for its £650m Tees Renewable Energy Plant (Tees REP). Located in Teesside, the biomass combined heat and power station will generate up to 299MWe of electricity – enough to supply 600,000 homes.

Magseis selects Sonardyne acoustics for S78 Red Sea seismic survey

Norwegian seabed seismic services company Magseis has ordered acoustic positioning equipment from Sonardyne International Ltd for use on its deep water ocean bottom seismic survey of the Red Sea which it is carrying out for Saudi Aramco. The project will involve the deployment of a large network of ocean bottom recording nodes, each of which will be accurately positioned using Sonardyne’s Ranger 2 USBL (ultra-short baseline) and small seismic transponder (SST) technologies.

Overseas events ADIPEC 2016

7-10 November, Abu Dhabi The EIC continues its long standing support of ADIPEC, the Middle East’s premier oil and gas conference and exhibition, and will once again be hosting the UK pavilion. ADIPEC 2015 broke all records, attracting over 94,000 visitors and this year’s edition is set to surpass even that with an incredible 100,000 attendees expected.

The region is also focusing more than ever on maximising its resources by developing its midstream and downstream capacity. For the same time period, 54 and 81 contracts (FEED, EPC and PMC only) were awarded in the midstream and downstream sectors, respectively.

Likewise, the EIC’s UK pavilion at ADIPEC has gone from strength to strength and is now the largest of all the pavilions which we host at major energy events around the world. This year we will host 56 companies exhibiting the innovative products and services which the UK oil and gas industry is famous for worldwide. Facilitating dialogue and business ADIPEC 2016 will offer a range of plenary speeches and conference sessions addressing the challenges facing the oil and gas sector, in particular the need to adapt to the new era of low oil prices. Shaping the future of the oil and gas industry and being part of the dialogue to resolve industry issues is only part of the reason why ADIPEC has gone from strength to strength. Attracting as it does key industry players from around the world in unprecedented numbers, ADIPEC generates new business on a scale almost unseen in the rest of the world. With this in mind, we have organised a seminar on the 18th entitled How to Become a Black Belt Negotiator. The session incorporates findings from the latest neuroscience and positive psychology studies and we are confident that attendees will leave with a different perspective on negotiating. Prior to this on 12 October we are running a Finance for Non Finance Managers course: an excellent opportunity for us non-accountants to better understand how business finances are managed.

GE and GAMA JV picks up 1.8GW power contract

A contract to build a 1.8GW combined-cycle power plant in Bahrain has been awarded to a GE and GAMA joint venture. The contract is a part of operator Aluminium Bahrain’s (Alba) Line 6 expansion project, expected to be the largest single-site smelter in the world. The joint venture will design, engineer, procure, construct and commission the plant, also known as Power Station 5, which is scheduled to come online in early 2019.

Towards the end of the month, we are taking a delegation to Mozambique before moving on to Africa Oil Week in Cape Town. Mozambique is most probably on the radar of a lot of members, especially since the announcement of huge natural gas finds and the need to develop these through a number of greenfield LNG facilities. This delegation will provide the perfect opportunity to find out first hand what opportunities there will be in the near future and what steps companies should take to make the most of them. Regionally, we still see a slight decline in activity, especially in the normally thriving markets of Abu Dhabi, Iraq and even Saudi Arabia. Meanwhile, Iran continues to attract attention although at the time of writing, the impasse with the banking community appears to remain. Continuing instability across Syria, Yemen and Libya affects the oil price and probably has a stifling effect on some regional investment decisions. However, we are confident that ADIPEC will continue to grow in size. For the EIC, it is again the largest event by space that we manage anywhere in the world; we look forward to welcoming everybody to the UK Pavilion in Hall 8. WETEX takes place on 4-6 October and will showcase the latest technologies within the power and water sectors with special emphasis on renewables, where DEWA is implementing a very ambitious programme to produce energy from non-fossil fuels. For the first time, the EIC will have a presence at the event. It would be great to catch up with any local members attending. We will also be visiting the Saudi Arabia International Oil & Gas Exhibition in Dammam on 17-19 October.

Linde signs Assaluyeh olefins and aromatics plant FEED contract

Iran’s Kian Petrochemical Company has awarded Linde Group a FEED contract for its 12th olefins and aromatics petrochemical plant project in Assaluyeh. The one-year deal is worth US$40 million in financial credit. The plant will produce 600,000tpa of aromatics and 660,000tpa of olefins.

Asia Pacific news Regional update

In recent times, gas has become increasingly important as oil prices continue to stay below US$50 a barrel, with Azman liquefied natural gas (LNG) Nasir predicted to become the main form of gas supply by 2035. Even though low LNG prices have derailed several plans for new liquefaction plants, LNG importation is on the increase in the region. Thailand’s national oil company, PTT announced plans to quadruple its import capacity and is said to have plans to sign long-term agreements with several suppliers by the end of the year. PTT is currently working to double the annual capacity of its import facilities to 10m tonnes. India’s leading importer, Petronet LNG, is about to complete its Dahej terminal expansion, with capacity set to rise by 50% to 15m tonnes per year. Pakistan’s GasPort has signed a 15-year lease deal with BW Group to provide LNG regasification services utilising a new-build floating storage and regasification unit (FSRU) for its second import terminal. GasPort recently announced its intention to double capacity by 2018. Meanwhile, Bangladesh aims to import LNG via an FRSU, with Excelerate Energy recently awarded a contract to build and operate the Moheshkhali Floating LNG which is due to come online in 2018. In other developments, Singapore’s Energy Market Authority has issued tenders to conduct a feasibility study for the deployment of an FSRU in the city-state. Indonesia’s rising gas demand has forced it to establish more import infrastructure. The country has two FSRUs in operation, with plans for several other facilities at various stages of development. The government has decided to prioritise the final investment decision (FID) on the Abadi LNG development with plans to work on the environmental impact assessment and FEED concurrently. Indonesia’s national oil company, Pertamina has reached a FID for the Cilacap FSRU and started the prequalification process for an FSRU unit with a capacity of 200MMcf/d of gas. Finally, we are pleased to report that EIC member Sparrows Group has formed a partnership with Malaysia’s SapuraKencana Petroleum. Both companies will collaborate in the provision of offshore and onshore crane services including the manufacture, supply, operations, maintenance and overhaul of offshore and onshore cranes for the oil and gas industry in Malaysia. PetroChina aims for 50% natural gas by 2020

State-owned PetroChina plans to raise output by around 30% to produce more than 300 million tonnes of oil and gas equivalent by 2030, with half of the production from overseas projects. China National Petroleum Corp, PetroChina’s parent company, is prioritising natural gas exploration and production in the second half of the year and may adjust investment strategies depending on the change in oil prices.

APA Group plans US$1.14bn investment

Australia’s biggest gas pipeline company APA Group plans to invest US$1.14bn over the next three years across assets already within its portfolio of transmission pipelines, renewable and generation assets, and midstream complementary assets. It will invest approximately US$530m on extending pipelines, US$380m on renewables and generation, and US$230m on expansion of its midstream operations.

In August the EIC moved into its new state-of-theart office facilities in Suite 925, up one floor from its previous location. To reaffirm the EIC’s commitment to Houston, the energy Amand a Duho n capital of the world, Stuart Broadley, EIC CEO, welcomed operators, contractors, state and city officials, and of course EIC members active in the region to an opening ceremony on 14 September 2016 to inaugurate the new office. The evening included a networking reception, a tour of the new facilities, an overview of EICDataStream and a speech from Stuart focusing on the current state of the industry and how members can capitalise on projects in the region. Our Head of Americas, Clarisse Rocha joined the EIC Overseas Delegation to Mexico, which began on 26 September. Also supporting this delegation were the Department of International Trade (DIT), Aberdeen & Grampian Chamber of Commerce (AGCC), Subsea UK and Scottish Development International. The fourday delegation provided local market intelligence and advice on how to expand into this revitalised market. Mexico moves forward with round two auction

The country’s oil regulator has approved auction terms and contracts for a dozen onshore oil and gas fields scheduled to be awarded on 7 April 2017. The auction will feature licences for exploration and extraction, and will form the second phase of the round two tender. The fields are located in the Burgos Basin in the southern state of Chiapas as well as in the Southeast Basin.

First US offshore wind farm completed

The final turbine at the 30MW Block Island offshore wind farm in Rhode Island has been lifted and the US’ first offshore wind farm is now fully constructed. The operator, Deepwater Wind, will spend the next few months testing and commissioning the US$300m wind farm. Power is expected to start flowing to the grid in November 2016.

South America news Rio Oil & Gas Expo and Conference, Latin America’s leading oil and gas event, will take place on 24-27 October at the Riocentro Exhibition & Convention Center, Rio Clariss e Roch de Janeiro. The theme of a the 2016 edition is Pathways to a Competitive Oil Industry. Upstream, downstream, gas, governance, sustainability and geopolitics are all topics covered by the programme. This year’s conference includes a brand new crossplatform format with technical debates also forming part of the conference. Simultaneous translation between Portuguese and English will make things easier for foreign visitors.

Regional update

The second auction of transmission projects this year is expected to take place in October, according to the national power regulator ANEEL. Transmission auctions in the country attract a variety of state-owned and private companies interested in developing transmission and distribution projects considered key for the expansion of Brazil’s national grid.

Petrobras selling shallow water fields

Brazil’s national oil company is selling nine mature oil fields located in the shallow waters off the Ceará and Sergipe states. Dubbed the Arctic project, the plan includes five fields in the Sergipe cluster producing a combined 1,500 barrels per day (b/d) from 27 wells and four fields in the Ceará cluster, which produce 5,400b/d from 33 wells. Potential bidders include local companies Ouro Preto, Parnaíba Gás Natural, Alvopetro and Petrorio as well as foreign operators GeoPark and Karoon Gas.

Colombia announces US$800m electrification programme

The Colombian Ministry of Mines and Energy has unveiled a US$800m plan to expand electricity supply to more than 150,000 homes. The programme will target remote and poor locations across the country, including areas affected by armed conflict. It is understood that work is to be carried out with both public and private investment.
