Sector analysis UK Offshore Wind As the world’s wind industry congregates at WindEnergy Hamburg this month it seemed timely to focus our sector analysis on the UK’s thriving offshore wind sector. Earlier in the summer the UK government confirmed its plans to hold biennial auctions for offshore wind subsidies as part of the drive to double capacity in the sector over the next decade, giving companies greater certainty around investment decisions. Around 13GW of offshore wind is either deployed or contracted in the UK today. This means that up to £557m of funding will be available in the next contracts for difference auction with most of this expected to be allocated to offshore wind projects given their falling costs. For the first time it would also include onshore wind from remote locations like the Shetland Islands marking a much needed positive step for the industry. The contract for difference auction process has forced firms to be transparent about the amount of support they actually need and has halved the cost of funding offshore wind. The system has been adopted worldwide and is recognised as a major UK contribution to the development of clean energy. In addition, the offshore wind sector is working with the UK government to develop an ambitious sector deal. The decision to continue support via auctions sets the path to deliver the investment that will be needed to meet the UK’s ambition of deploying up to a cumulative total capacity of 30GW of offshore wind by 2030. It also predicts that exports from the industry could increase fivefold to £2.6bn per year. The aim of the sector deal is to unlock the investment that will drive a step-change in increased productivity, export opportunities and the growth of a skilled and diverse workforce around the UK.

He is working with supply chain companies to encourage existing suppliers to increase their capability in the offshore wind sector and to introduce the significant business opportunities to new enterprises. A key part of the review is looking at how SMEs can join this growing industry, making sure they understand what industry needs and routes into the sector. Improving productivity across the supply chain will have positive knock-on effects throughout the UK, reducing the cost of offshore wind even further, benefitting domestic and industrial consumers. The ambition is to grow the export value of offshore wind goods and services five-fold by 2030, by which time half of the revenue for UK suppliers in the sector could come from exports. This is a lucrative opportunity that UK companies want to be involved in. The supply chain development plan will include deliverable opportunities and suggestions on how the UK can increase productivity and value at every stage of the offshore wind supply chain. The review is expected to be completed in Q3 2018. On the global front the UK is the global leader with 35.2GW of capacity either in operation, development or planning. This is followed by Germany with an offshore wind farm fleet and pipeline of 23.4GW and Taiwan with 8.3GW. Electricity generated from offshore wind in the UK in the first quarter of 2018 was 7.9TWh, marking a 53% increase compared to the same period of 2017. This was mainly due to the increase in the UK’s offshore wind capacity, which amounted to 2GW over the last year. Inside this issue... September is a very exciting – and busy – month for the EIC. On the 6th, we’re holding the second EIC Connect Oil & Gas USA conference and exhibition after a sold-out inaugural event last year. Returning to the Norris Conference Centres in Houston we’ll be joined by a whole host of major regional operators and contractors involved in some of the US’ biggest energy projects. Ahead of the event we caught up with three of them: Bechtel’s James Hart, McDermott’s Esteban Peña and Pemex’s Heriberto Sillas to find out what they look for in their partners and the supply chain gaps they’re aiming to fill at EIC Connect Oil & Gas USA 2018 (page 27). Staying with the Americas, our Brazil office is involved in two major events. For the first time ever, we’re co-hosting the Brazil Energy Future Summit on 3-4 September in partnership with the Oxford Institute for Energy Studies and DIT. Later in the month on the 24th, we’re hosting the UK pavilion at Rio Oil & Gas – the biggest O&G event on the continent after OTC. Closer to home, the EIC will be co-hosting the UK pavilion at WindEnergy Hamburg on 25 to 28 September – one of the world’s biggest renewables events. In the world of today where the demand for renewable energy is growing, there are a number of exciting technologies and projects ongoing to generate electricity from renewable sources. WTS Energy has been working in the supply of engineering and project management skills in the renewables sector since 2007.

We are currently involved in wind energy, solar and geothermal. The skills set for the renewables industry is complimentary to the traditional O&G sector and it provides opportunities for our engineers. And there are projects in almost every country both in the developed world and in the emerging markets.

You recently acquired The Sniffers, what does the company do?
The Sniffers offers emission reduction services, energy saving projects for steam and flare-losses and underground pipeline and cable network integrity services. Since February 2018 The Sniffers is part of WTS Energy. Our main customers are active worldwide in the oil and gas industry, tank terminals, the petrochemical and chemical industry, and pipeline operations.

The Sniffers measures volatile organic compound emissions to the atmosphere, detects and quantifies energy leaks. With our advice, customers can reduce their emissions, save energy and prolong the life time of the assets.

We have a wonderful track record in the O&G sector and do whatever it takes to make this industry one of the best in the world and a real career opportunity for us all. We want the next generation of graduates to join our industry and have an exciting career as well. I am very excited and optimistic about the future. To attract young graduates, it should be about value and not about volume. The future is there for companies who choose to be entrepreneurial, dynamic and environmentally responsive.

Operator: NEK Value: US$12.4bn Development of a new build 2GW nuclear power plant at Belene on the River Danube. The project comprises two modern 1GW class VVER units. The project has recently been reopened by the Bulgarian government, who are searching for investors and equipment manufacturers.
Operator: Eolien Maritime France Value: US$3.2bn A 480MW wind farm located 12km offshore. The project will consist of 80 turbines with a capacity of 6MW. Fugro has recently concluded a geotechnical survey of the site. Commissioning is scheduled for 2023.
Operator: LondonWaste Value: US$637m Development of a combined heat and power energy from waste facility in north London with a capacity of at least 50MWe. The plant will use anaerobic digestion and process up to 700,000 tonnes of waste per year. Bidding for the main waste services contract has begun.

Member news Amarinth delivers US$500k Schlumberger pump order
Centrifugal pump specialist Amarinth has delivered US$500K of API 610 OH2 pumps to Schlumberger which will be deployed on a process water treatment package at the Maersk-operated Dunga oil field in Kazakhstan. The order, for six API 610 OH2 super duplex stainless steel pumps, was the first that Schlumberger had placed with Amarinth. The pumps were required on a very tight 26-week delivery and will be used on a process water treatment package. The Dunga field is an onshore development located 50km northeast of Aktau on the east coast of the Caspian Sea in western Kazakhstan and is currently producing around 15,000 barrels of oil per day. The pumps will operate in the challenging Kazakhstan environment that can see temperatures reach 45C in the summer but plunge to -30C in the winter.

UK-based KCA Deutag and Azerbaijan’s SOCAR AQS have formed a joint venture that will target existing and future opportunities in the offshore and onshore Caspian drilling and engineering market.

The joint venture will be called Turan Drilling & Engineering Company LLC. Turan Drilling & Engineering Company LLC will create a platform for the two businesses to work together to grow their operations in Azerbaijan, combining KCA Deutag’s expertise as one of the world’s leading drilling and engineering contractors with SOCAR AQS’s unrivalled knowledge, experience and infrastructure in the Caspian region. The joint venture will be based in Baku, Azerbaijan and will focus on business development in the provision of oil and gas well drilling and engineering services in the Caspian offshore and certain other parts of the Central Asia region. Turan Drilling & Engineering Company LLC will be committed to investing in the local community through the employment and development of Azerbaijani nationals. The KCA Deutag group currently employs approximately 780 people in Azerbaijan, 79% of whom are Azerbaijani nationals. The group has been operating in the country since 1995 when it was awarded its first drilling contract.

Nylacast launches Chock Liner mooring technology
Custom made engineering product provider Nylacast has released the Chock Liner, its patented low friction technology which supports the safe and reliable mooring of vessels of all types and purpose. The Chock Liner mooring technology from Nylacast provides vessels with the ability to be moored with greater safety, performance and efficiency, offering multiple benefits. It is versatile and capable of being fitted to brand new vessels and retro fitted to existing chocks and panama fairleads with no hot works or dry docking required. Increased safety is a feature of the Chock Liner which reduces rope wear and abrasion, decreasing the risk of breaking or failure. There is also no need for crew members to be near mooring lines under tension, as minimal chafe protection is required following installation of the Chock Liner. The Chock Liner’s smooth surface and finish and its material characteristics provides better equalisation of mooring loads, especially when in high swell. Stork’s Caribbean team achieves global competence credential Stork Technical Services Trinidad and Tobago Ltd, has become the first business in Central and South America to achieve OPITO approval for the way it monitors and develops the skills and competence of its maintenance workers in the region.
Recognised as the global industry benchmark, the OPITO competency management system (CMS) accreditation confirms that Stork’s scaffolding and fabric maintenance personnel are carrying out their roles to a best-inclass international standard. The company, a global leader of asset integrity to the oil and gas, chemical and power industries, demonstrated that its CMS for personnel across nine different roles within the business met the criteria set out by the global skills organisation following a period of stringent audits. These safetycritical posts include scaffolding, sandblasting, painting and tradesmen positions. This is the second OPITO CMS approval Stork has achieved across its worldwide operations. Its UK office in Aberdeen has upheld the OPITO standard for its workforce competence framework since 2007.
The new equipment will be able to simulate extreme deepwater pressure conditions, enabling accurate testing of subsea and drilling equipment. John Drury, Managing Director at Trelleborg’s offshore facility in Skelmersdale, said, ‘Building this impressive new multi-million-pound testing facility ensures that we are able to provide our customers with the most reliable hyperbaric testing scenarios, guaranteeing peace of mind while ensuring quality, performance and efficiency in the product manufactured and delivered to them. ‘With the new test equipment located immediately adjacent to our main manufacturing site, we will be able to take advantage of our onsite engineering support, which will enable us to provide greater flexibility to meet our customers’ testing and delivery schedules.’ Hyperbaric testing is the only way to effectively simulate deepwater conditions and to confirm the reliability of product in deep subsea environments. It is the final opportunity for product assurance under hyperbaric conditions before delivery of the finished product for offshore installation.

EICRenewable Energy The UK’s Oil and Gas Authority (OGA) has concluded the 30th Offshore Licensing Round and awarded 123 licences to 61 different companies. membership The licences cover 229 blocks or part-blocks. The licence round was characterised by new entrants as well as a clear demonstration of commitment to the UK North Sea from existing companies such as BP and Equinor. BP secured seven licences, five of which as operator, including the Skua field, a licence in the Northern North Sea and two licences west of Shetland. Equinor gained nine new licences across the UK Continental Shelf. Oil and Gas Authority announces 30th Offshore Licensing Round results
Polenergia and Equinor have finalised an agreement for the joint development and ownership of the Bałtyk II and Polenergia Bałtyk III offshore wind projects. The wind farms will each have a capacity of 600MW and will be located off the port of Łeba in water depths of 20-40 metres. Commissioning is scheduled for 2027 and 2025, respectively. Equinor owns a 50% stake in both projects and will be responsible for managing the development, construction and operation of the wind farms. Polenergia has signed the necessary grid connection agreement.

Middle East news Regional update
We are looking forward to three significant events taking place in September. On 10 September we will be taking a group of companies to Mozambique Terry W illis and South Africa. The timing is important considering the substantial LNG related projects in Mozambique that are approaching FID announcements. Meanwhile, in South Africa, the country’s rising energy demands continue to generate major opportunities for UK companies. The following week sees the 8th Gulf Intelligence Energy Markets Forum taking place in Fujairah. This event provides an excellent arena to keep abreast of energy market developments as well as catch up with friends and colleagues, old and new.

Divided zone oil fields to be reinstated
Following what was perceived as a fall out between Saudi Arabia and Kuwait, production at two oil fields located in the neutral zone and operated jointly by the two parties, was suspended in October 2014 and May 2015 but plans are now in place to reinstate both fields with Kuwait Petroleum Company already in discussions with a number of machine parts suppliers.
Looking at the geo-political landscape, there continues to be developments both positive and negative. On the positive side, we see Qatar announcing major investments despite the current impasse that exists with its regional neighbours, who are also making significant investment decisions. Following a general election, Iraq has still to form a government with the delays causing a degree of social unrest. Over the border, Iran is grappling with the fallout from the US’ decision to reimpose sanctions, leaving companies to assess their exposure to possible penalties from the US Government. It is not difficult to see that there continues to be a strengthening of ties between China and the Gulf countries, especially the UAE which has recently awarded significant contracts to Chinese contractors as well as allowing them to participate in the renewed concessions. In addition to the concession renewal process, the national oil company, ADNOC has for the first time, offered a competitive bidding round for six oil and gas concessions, both onshore and offshore covering a total of 30,000sq km. Bids are due in October with the winners expected to be announced during ADIPEC in November. Saudi Aramco awards US$350m pipeline contract
Italy’s Saipem has been awarded a US$350m EPC contract covering the installation of new pipelines at the Haradh gas compression plant. The contract involves the construction of a pipeline system with an overall length of over 700km.

According to the Institute for Energy Economics and the International Energy Association, ASEAN nations’ energy needs are projected Azman to grow 80% to 2040, the Nasir third biggest jump in the world, after China and India, as the region’s economy more than triples in size, and its population rises by almost a quarter to 760 million. ASEAN nations include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Electricity demand in particular is set to triple by 2040. Together, total demand growth will be equivalent to 14% of all global energy demand to 2040. The region is committed to developing its renewables sector to help meet its rising energy demand. From reduced carbon footprint to lower emissions to cleaner air, ASEAN countries know how important it is that they invest in renewable energy sources. International companies with specific expertise in renewables are encouraged to explore investment opportunities and develop new renewable energy projects in the ASEAN region. At the EIC we are very much aware of this trend towards renewables and are organising more events focusing on all of the energy sectors rather than just focusing on the oil and gas sector. For this reason, we organised EIC Connect Energy Indonesia in November 2017 and EIC Connect Energy Vietnam in May 2018. In October 2018 we will continue this approach with EIC Connect Energy Malaysia. We are organising this Kuala Lumpur event in partnership with the national oil company PETRONAS, the British-Malaysia Chambers of Commerce and the Malaysian Oil & Gas Services Council. A programme has been drawn up with a total of 25 speakers scheduled. These will be divided into five panel sessions with topics ranging from the outlook for projects in Malaysia, to the latest technology being employed and the issues facing the country’s renewable energy sectors. Japan looks to offshore wind power
The country has approved a new energy plan, which includes a policy shift for the first time towards making renewable energy a major electricity source, calling for support for the development of offshore wind power capacity. By 2030, the government aims for renewables to account for 22 to 24% of the country’s electricity generation.
Bangladesh’s untapped wind power
According to a report by National Renewable Energy Laboratory, outdated wind speed models have caused Bangladesh to overlook its immense wind power potential. New USAID data has revealed that on average, coastal areas and some parts of the mid-east have wind speeds approximately 5 to 7 metres per second at an elevation of 100 metres meaning Bangladesh may be able to harness as much as 34,000MW of wind power.
Myanmar O&G companies urged to partner with foreign firms
The Ministry of Electricity and Energy has announced that it will start holding tenders for offshore oil and gas production in Myanmar by the end of 2018 and is encouraging local oil and gas firms to partner with foreign companies.

September is an exciting month for the Rio office. We start with the Brazil Energy Future Summit on 3-4 September. We are organising this event in partnership with the Oxford Clariss e Roch Institute for Energy Studies a and the UK government. Presenting companies include Petrobras, Shell, EPE, ANP, Mines and Energy Ministry, International Energy Agency, ABRACE, ABRAGET, ABRACEEL and Gas Natural Açu. Rio Oil & Gas, the second most important industry event in the Americas after OTC, also takes place this month from the 24th to 27th. The EIC-hosted UK lounge is, as usual, next to the country’s biggest operator Petrobras, and is housing eight exhibiting companies. Alongside the Department for International Trade, we’ve put together a number of events to help our members get the most of their visit to this event. Petrobras and Total sign renewables MoU
Brazil’s state oil company has signed a nonbinding memorandum of understanding (MoU) with Total and Total Eren (a joint-venture between Total and Eren Groupe) for a possible partnership in the renewable energy segment. Building on the strategic partnership announced by the two oil majors in February 2017, the latest agreement calls for collaboration in the development of onshore wind and solar power projects in Brazil. Petrobras currently has four wind farms in the country with a combined capacity of 104MW. Total Eren, meanwhile, started operations at the 20MW BJL 11 solar power plant last May and is currently developing the 90MW Dracena and the 20MW BJL 4 PV projects in Brazil’s Bahia state.

Nordex to expand Brazil facility
The German wind turbine manufacturer has announced that it will double the capacity of its wind tower plant in Brazil’s Piauí state with a view to produce 400 towers per year. The announcement comes in the wake of a major 191 turbine order from Enel Green Power for a wind farm in Brazil, the largest single contract ever awarded to Nordex.
Vaca Muerta to boost petrochem projects in Argentina Continuous development of shale and tight gas reserves in Argentina’s Vaca Muerta formation could pave the way for US$10bn of new petrochemical projects, according to local reports. The main players behind this investment would be Dow, Petrocuyo, Profertil, TGS and TGN, among others.

Mexico plans multibilliondollar investment in nation’s O&G industry
In an effort to compensate for production declines over the past 14 years, Mexico has announced plans to invest US$4bn to drill new oil and gas wells and increase the nation’s production from 1.9MMbbl/d to 2.5MMbbl/d. Mexico has also announced plans to invest a total of US$8.6bn in its refineries over three years including the refurbishment of six refineries and construction of a new US$6bn 600,000bbl/d refinery in Dos Bocas, Tabasco.
BP acquires BHP Billiton’s onshore assets for US$10.5bn BHP Billiton has agreed to divest the bulk of its onshore oil and gas assets. BP will acquire BHP’s entire interests in the Permian, Haynesville, and Eagle Ford basins which currently produce a total of 190,000boe/d. The US$10.5bn deal marks a significant milestone for BP amid an ambitious growth plan. BHP Billiton will now focus on deepwater developments.

Pemex Procurement International’s main focus is to establish business partnerships with our suppliers, seeking continual improvement in quality, innovation, delivery time and logistics, among others.
Pemex’s remaining CAPEX for mainly preventive and corrective investment is US$9.6bn, this is supposed to be spent over the period 2018-20. Pemex’s strategy is to reconfigure existing plants to produce higher-quality gasoline and petroleum products for less investment.
Reconfiguration cost of the Salamanca and the Salina Cruz refineries, and the plan of a new refinery, could increase the CAPEX to about US$22bn.
However, it is still unknown whether this investment will come from the federal budget as proposed by the president-elect with the savings that his team is planning, however, if the estimated savings do not materialise, then the funding will have to come from the private sector.
