From the EIC

The Chief Executive Welcome to my first edition of the Monthly News as Interim CEO of the EIC. After 16 years with the EIC, I am delighted to have taken up the role and look forward to using my experience to guide the organisation forward with the main focus on meeting and serving the business interests of our members. Firstly, I am pleased to report that the UK Group had an excellent OTC 2013 last month, with exhibitors commenting on both the number of contacts made at the event, and the volume of confirmed and prospective orders taken. The UK Pavilion, once again hosted by the EIC, was busier than ever and our two sponsored drinks receptions were packed full with representatives from UK companies. At the event, the EIC also co-hosted a Business Breakfast with UKTI focused on opportunities in Offshore Construction in Brazil. The event featured speakers from SBM Offshore and Mendes Junior Trading and Engineering – two of the leading shipbuilding companies operating in the country – attracting over 100 attendees to the meeting. Brazil continues to be a world-class oil and gas market, and the EIC will once again be hosting the UK Group at Brasil Offshore from 11-14 June in Macaè, the operational base for more than 80% of offshore exploration in Brazil. There has been a dramatic increase in investment in offshore technologies and infrastructure in Brazil, with expenditure by both Petrobras and other major operators expected to reach in excess of US$150 billion by 2015. All of this investment activity is translating into major opportunities for specialist suppliers who can export high-end technology and services, and are willing to work in partnership with Brazilian companies. If you are attending the event, please take time to visit the UK Group where Clarisse Rocha, EIC South America Manager, will also be available to discuss project and regional specific needs directly with delegates. Tackling business interests in the US and beyond, the EIC launched the Spring edition of Energy Focus at OTC 2013, which includes a special regional focus on activity in the Americas and features on topics such as CCPP in Asia-Pacific, innovation for the North Sea and UK-Ireland interconnection projects. In this edition, there is also an exclusive interview with Samir Brikho, the enigmatic CEO of AMEC, who reveals the contractor’s blueprint for working with the supply chain. If you have not received a copy in the post, please drop by your nearest EIC office to pick up a complimentary copy or view the online version at: www.energy-focus.co.uk/ebook

Looking ahead, plans are beginning to take shape for our flagship EIC Connect Energy 2013 event at Manchester Central on 12-13 November. The event, which promises to be an unrivalled platform for UK companies to meet with buyers, will cover all aspects of power generation including thermal power, nuclear and renewables so please reserve the date in your diary now! And finally, as mentioned in last month’s news, the EIC is delighted to have welcomed Lord Howell as the new President of the EIC. As Lord Howell takes over the reins, I would like to take this opportunity to say a fond farewell, on behalf of the EIC and its members, to the EIC’s outgoing President, Lord Jenkin, pictured. Since taking up the role in the autumn of 2009, Lord Jenkin has been a great ambassador for the EIC, committing time, enthusiasm and dedication to support the work of the EIC for the benefit of its members, for which we are most thankful. Kurdistan pipeline offers lifeline The Kurdistan region of Iraq has emerged as a promising frontier for conventional oil and gas development. With oil prices in excess of US$100/ bbl and several discoveries already over 400 million barrels, the attractiveness of Kurdistan is clear to independents and majors alike. As of January 2013 international oil companies have invested around US$15 billion on upstream activities in Kurdistan, yet while the region’s progress has been swift, a dispute with the Iraqi federal government regarding energy policy and exports threatens the future of the oil and gas sector. The Kurdistan Regional Government (KRG) has, to date, entered into over 50 production sharing contracts with international oil and gas companies. These contracts are more flexible than the technical service agreements available from the federal oil ministry in Iraq and provide investors with a far larger potential monetary gain by guaranteeing operators a share of the resources produced. However, the Iraqi government asserts that it has sole authority to legally grant contracts in the Iraqi energy sector, which has led to a protracted dispute with the KRG over its oil and gas deals. In 2009 the KRG began exporting oil from fields in Kurdistan at a rate of around 100,000 barrels a day to Turkey using a federal Iraqi pipeline, but exports were disrupted in late 2012 as the dispute with the federal government came to a head and operators in Kurdistan were prevented from using the federal pipelines to export their oil. Since then exports from the region have ranged from between 35,000 bbl/d to 70,000 bbl/d, all of which leaves Kurdistan by truck. As major new fields enter production, including Gulf Keystone’s super giant Shaikan discovery estimated to hold over 13 billion bbl of oil, production in Kurdistan is expected to exceed 400,000 bbl/d later in 2013. The key challenge facing operators remains how to export mounting production. A new pipeline under construction by UK-Turkish company Genel Energy represents a major challenge to Iraqi authority and a real opportunity for operators in Kurdistan to secure a viable route for oil exports. The Taq Taq pipeline would link Genel’s Taq Taq field to Turkey independently of federal infrastructure providing the first outlet for Kurdish oil. The pipeline would create opportunities for tie-ins and set a precedent for other operators looking to secure export options to accommodate rising oil output. This prospect depends on the actions of the federal government, who remain absolutely committed in their opposition to independent exports from the KRG. A real threat to the future of these exports is the withholding of federal funding which the KRG relies on, should this step be taken the consequence would be largely negative for companies and investors in the KRG.

© 2012 Genel Energy plc

www.the-eic.com

The political significance of such a move would carry severe consequences for the government in Baghdad, which often relies upon a level of support from the KRG to maintain its political position in the face of committed opposition. Were the KRG to side with the opposition it could threaten the position of the ruling coalition in Baghdad – this high risk has so far prevented the oil ministry from taking decisive action against the KRG. Whether this state of affairs will prevail depends on the fragile political balance in Baghdad which is likely to become less stable as the country moves towards elections in 2014. If the KRG can establish its own export infrastructure before the year is out, the region may be able to weather any action from Baghdad by funding its own development using revenue from its oil exports, cutting itself off from federal oversight. Once the export infrastructure is in place in Kurdistan, any government in Baghdad will find it difficult to control the oil and gas sector in the region. As these projects are already under a year from completion, 2013 may well prove a dramatic one for the Kurdistan region. Overall Kurdistan offers a more stable security and regulatory environment than southern Iraq, which combined with the benefits of favourable production sharing contracts and a growing conventional hydrocarbon resource base, offers a promising future for UK companies and the wider supply chain. However, the ongoing concerns over the potential to secure export routes for new oil output remain a threat to progress in the region. There is an uncertain outlook for 2013 which largely hinges on the ability of Genel Energy and the KRG to secure stable export outlets at international market prices. Yet with more discoveries likely, new export pipelines already under construction and majors consolidating their presence, 2013 is set to be a decisive year for oil and gas in Kurdistan. EIC Members News Russ Currie, inventor of the award-winning FRG, commented: “It is a privilege to receive the award for the FRG. It is great recognition for an innovation which truly addresses a major corrosion issue for the industry – it limits the amount of initial corrosion and vastly reduces the lengthy and costly processes involved, which are carried out in extreme environments.” The FRG revolutionised the industry as the first-ever solution to sealing damaged flanges without the need for replacement or machining. Created in direct response to an industry-wide customer issue, the FRG reduces the lengthy and costly process of flange maintenance in corrosive offshore environments. The gasket is fabricated of highly compressible Sigma® polytetrafluoroethylene (PTFE) to ensure the FRG conforms to damaged flange surfaces to seal and prevent further deterioration.
The bright, easily identifiable FRG has a fluoropolymer coated body which is corrosion resistant and features integral bolt holes for ease of installation and ensures correct location. Superior mechanical integrity allows the use of the full range of torque reducing the risk of operator error to meet stringent HSE standards. Unlike many competitors, Honeywell Analytics’ products use Quantum IR sensors that provide greater stability and a higher operational temperature. Electro-optical sensing is further enhanced by realtime processing of all radiant energy to determine a fire event. This is achieved by using patented technologies known as FireLogic including FirePic™ and Tri-Mode Plot™ algorithms, delivering high performance signal processing. These aspects facilitate real-time analysis of all radiant energy readings, helping to deliver some of the most stable detecting solutions available in the electro-optical fire/ flame detection industry. Due to the costs associated with unnecessary process shutdown, this can help to deliver considerable efficiencies over whole product life. Ongoing costs can be further reduced, when compared to other principles of fire detection like heat detectors, because they offer a faster speed of response – typically two to five seconds. Electro-optical devices are area monitors, and this means that they can also be situated further away from the location they monitor, helping to reduce the number of points of detection required, because a single device can monitor a larger area. In fact, the FSX range has a greater range and angle of coverage (Cone of Vision), than most comparable alternatives. Honeywell Analytics’ range is also optimised to provide intuitive post-event analysis with user-friendly graphical display functionalities delivered via SnapShot and FirePic™ data capture. For more information on Honeywell Analytics’ products and services please visit: www.honeywellanalytics.com

Honeywell has announced the integration of a range of proven electro-optical fire/flame detectors capable of maximising uptime and reducing ongoing costs. With leading-edge detection capabilities and enhanced performance that virtually removes the occurrence of nuisance alarms, the integration of fire/flame detection complements Honeywell Analytics’ existing gas detection product offering, allowing the brand to provide a complete solution for industrial fire/flame and gas detection. The new range delivers versatile application monitoring addressing petrochemical, semiconductor and paint booth/finishing industries. Leading-edge performance and stability is achieved through a combination of advanced state-of-the-art aerospace-grade sensing technologies, sophisticated dual microprocessors, software algorithms and the combination of multiple detection technologies into single products. The comprehensive range includes a variety of options, combining Ultraviolet (UV), Visual (VIS) and Infrared (IR) detection technologies that compensate for cross-interference stimulating phenomena like corona discharge, arc welding, lightening (including Quartz lightning) and other common non-fire events. Many conventional electro-optical solutions cannot offer the same degree of non-fire event immunity as Honeywell Analytics’ devices and many brands only provide DualBand or Narrow TripleBand detection capability, such as IR/IR or UV/IR. The Honeywell Analytic’s FSX range (FS20X and FS24X), includes TripleBand and QuadBand technologies offering maximised stability, with three or four detection sensors employed in a single device. www.the-eic.com

KROHNE has introduced SMARTSENS, the first family of 2-wire loop powered analytical sensors with integrated transmitter technology. SMARTSENS sensors significantly reduce the risk of failures along the chain from sensor to process control system and ease the handling of analytical sensors in a revolutionary way. The first step includes the sensors for pH, ORP and conductivity, followed by other parameters. Analytical sensors require an external (proprietary) transmitter on site that translates the sensor signals to the process control system. Considering the possible error by the requirements of IEC 61508/IEC 61511 in the chain from sensor to process control system, the transmitter represents the main source of error in percentage. False installation, cabling or configuration of the transmitter are frequently occurring problems. To eliminate these risks, KROHNE miniaturised the transmitter and fitted it into the sensor head: any SMARTSENS sensor can be connected directly to the process control system, featuring direct communication via 4…20mA/HART. Due to influences such as medium, temperature, humidity, environmental conditions or pollution, analytical sensors lose their accuracy over time and need to be calibrated, cleaned, regenerated and ultimately replaced. Today, most of the analytical sensors in the field use analog technology and have to be calibrated on site together with the transmitter, even if they are installed at remote or difficult-to-reach measuring points out in the open. This presents far from ideal conditions for a calibration which may result in false values in the process control system. Here, SMARTSENS offers a secure alternative: all SMARTSENS sensors are digital sensors and can be (re-)calibrated offline in a laboratory under controlled conditions. The sensors will store the calibration data and can just be plugged in again on site. Target industries for SMARTSENS include chemical, pharmaceuticals, food and beverage as well as power, water and wastewater applications. Each SMARTSENS sensor is specifically designed for its area of application: approvals and certificates range from installation in explosive areas (zone 0) to hygienic areas. Along with the sensor family, KROHNE has introduced a large portfolio of accessories. For more information please visit: www.krohne.com www.the-eic.com

Shale gas and LNG high on Canadian agenda Shale gas and LNG continue to be the hot topics in North America. With renewed focus on shale gas plays in northern British Columbia, Canada is pursuing opportunities to export LNG to Asia. Closer in proximity and colder in temperature, shipping LNG from British Columbia would be more efficient and cost-effective for Asian markets than from the US. The provincial government is pushing hard to promote this opportunity. This spring they made available a site at Grassy Point, north of Prince Rupert, for use as an LNG liquefaction plant, and several major international companies expressed interest in the land. The four proposed projects for the site were put forward by Nexen/CNOC/ INPEX, Woodside, Imperial/Exxon, and SK&E. This is in addition to a half-dozen other potential LNG export projects previously proposed for Canada’s Pacific coast.

The Offshore Technology Conference was held this month and we had another outstanding year. 53 member companies exhibited with us and we welcomed 8 EIC staff members to the show. We co-hosted the EIC/ UKTI breakfast briefing, Opportunities in Engineering and Offshore Construction in the Brazilian Oil and Gas Sector. Clarisse Rocha presented at the breakfast along with industry leaders Steven Veraart, SBM Offshore and Dr Ruben Val, Mendes Junior Trading and Engineering. The event was well attended and the information shared was invaluable. Thank you to our speakers for their participation and insight. We added two sponsored evening receptions, which were held in the Lounge on Tuesday and Wednesday, 7 and 8 May. Our gracious sponsor for the reception on Tuesday was Global Marine Systems and HomeCorp and Paramount Transportation co-hosted the reception on Wednesday afternoon. The receptions were a great success and well received. This couldn’t have been accomplished without our sponsors. We thank you all for your generosity, support and participation this year. Foreign investment in oil and shale gas continues Foreign companies are also increasing their investments in the US. In the past five years nearly 20% of the US$133.7 billion invested in US tight oil and shale gas came from abroad. Chinese companies have invested US$5.5 billion mostly in joint ventures with American operators, not for the gas or profits, but to learn the techniques so that they can exploit their own resources in the future. The JVs tend to be with independents and mid-size operators instead of the majors. In a similar pattern to domestic operations, most of the recent joint ventures with foreign companies have shifted from dry gas to more liquids-rich formations, such as the Eagle Ford in South Texas, the Utica in Ohio and the Wolfcamp in West Texas. Investment in Gulf of Mexico The Gulf of Mexico is likewise benefiting from foreign investment. Russia’s Neftegaz has acquired a 30% interest in twenty of ExxonMobil’s exploration blocks in the deepwater gulf. ExxonMobil will own the other 70% and will remain operator of the blocks, which cover 111,600 acres (450 sq km) in water depths of between 2,100 and 6,800 feet (640 and 2,070m) in the Western and Central Gulf of Mexico. There is currently no production on the blocks but analysis of seismic data is underway.

EIC Middle East News

Middle East News

With the remaining markets of Kuwait, Oman, Qatar and Bahrain all continuing to take advantage of increased revenues through the sustained high oil price, it is not difficult to see that the Middle East region as a whole remains a key area for business expansion which can be easily quantified when one reflects on the current EIC membership and where it has come from in the last nine years. From its humble beginnings back in 2004, there were only 14% of the membership active with offices in the region while today, that figure has risen to 54%, so if you are contemplating a move into the region, the Dubai office stands ready to assist in any way we can. Finally as always, we want to finish off by acknowledging the members who we have had the pleasure to meet over the last month. Gary Collins and his colleague Jason Williams of OSYS popped by to introduce themselves and we also welcomed Brian Britnor and his colleague Bill Armstrong from Hadar Lighting. Last but not least, it was good to catch up with Jason Hoey and Julian Sutch from Bertling Logistics. Terry Willis, Director, Middle East Contact: terry.willis@the-eic.com

Office News

EIC Connect Oil, Gas & Power 2013 takes place on 4 June. This is the third time that we have had the opportunity to deliver this award winning event. We started back in 2007 when we plugged a one and a half day programme on to the end of that year’s Middle East Oil Show in Bahrain. In 2011 we moved the event to Abu Dhabi where we were able to embrace 26 exhibitors as well as adopt dedicated one-2-one meetings with the 15 speakers that were spread across the four workshops during the day. For the 300+ delegates there were some dedicated themes on working in Iraq, power and renewables, selected EPC contractors plus a full briefing from ADNOC and their operating companies which fully covered their registration and prequalification procedures. For this year’s event, we have taken a further step forward by taking the 2011 model and then adding two conference sessions thus reflecting the success of its UK parent that took place in November last year. In addition to this, we have been able to provide more space for companies wishing to exhibit, which this year has seen 36 participating companies. We mentioned last month that it remains clear that the amount of investment in the oil and gas sector in Iraq, both north and south, is staggering. The UK Government’s UKTI acknowledges that opportunities for UK Plc are in abundance and it is continually looking at ways to encourage UK companies to engage, whilst still acknowledging the various challenges that the market presents to small and medium sized enterprises (SME’s). Two initiatives to mention in this regard are: the multi sector Trade Delegation being led by Baroness Nicholson of the IBBC later this year. It is still not too late to join us. Please click on the following link for more details: http://www.webuildiraq.org/wpcontent/uploads/2013/04/Iraq-Mission-Flyer-Save-theDate-16-21-June-2013.pdf. The other example of these initiatives is the UK Pavilion at this year’s Basra Oil & Gas Conference. Taking place in early December, this event has proved to be a significant opportunity for companies to meet together, form partnerships and hopefully get on the first step of the business success ladder for Iraq. Please contact our Overseas Events team for more details. In addition to the high value opportunities in Iraq, one shouldn’t lose sight of the more traditional markets closer to home. Saudi Arabia continues to be the power house for the region as far as projects are concerned. Besides continuing to consolidate itself as the largest integrated company on the planet, Saudi Aramco is also seriously looking at what it needs to do in the clean and renewable energy space. With a multi-billion dollar budget, Aramco continues to be the major player within the region’s largest market. Another market that remains very buoyant is right here in the UAE. With ADNOC continuing to look at ways to both improve as well as consolidate its production capability, both new as well as previously dormant fields are now being exploited.

Regional Comment

Dubai’s Arabtec in joint venture with Samsung Arabtec, the contractor part-owned by Abu Dhabi state fund Aabar, has agreed with Korea’s Samsung Engineering to jointly form a new company that will focus on large energy and power-related projects in the region. The Dubai-based builder, which is planning a US$1.8 billion capital increase as part of its expansion drive, said the new firm would be 60% owned by Arabtec and headquartered in Abu Dhabi. Samsung Engineering would own the remaining 40%, the two companies said in a joint statement. Under the terms of the agreement, Arabtec-Samsung Engineering will bid for projects in the oil and gas, power and infrastructure sectors in the Middle East and North Africa, for contracts ranging between US$3-10 billion. Technology is key to future of Abu Dhabi oil fields Abu Dhabi National Oil Company (ADNOC) has started the tendering process for the ADCO onshore concession, and a diverse set of international oil companies have been invited to prepare prequalification documents. They include oil majors, Asian national oil companies and smaller players with particular technical expertise. ADNOC hopes to award the new ADCO concession by next year. Qatar, Total consortium to build US$1.5bn refinery Qatar and a consortium led by Total have signed a joint venture agreement to build a US$1.5 billion petroleum refinery in the Gulf state. The refinery will have a daily production capacity of 146,000 barrels of petroleum products. Government-owned Qatar Petroleum will hold 84% in the equity of Ras Laffan Refinery (LR2), while Total will have a 10% share. The rest will be held by Japanese groups Idemitsu, Cosmo, Marubeni and Mitsui.
