The Chief Executive As we enter the final quarter of my first year as CEO, I am delighted to have this opportunity to reflect upon the quality and extent of the EIC events calendar, and the range of local, regional, national and international events taking place throughout the year worldwide. At the time of writing, for example, I am on my way to attend Rio Oil & Gas in Brazil, which I am confident will prove to be yet another tremendous exhibition for our members – both exhibitors and delegates. Playing host to many networking events over the week – from a Whisky Tasting reception at the UK pavilion to an ‘open house’ event at the EIC Rio office – the EIC continues to focus on giving our members unrivalled opportunities to make connections and acquire invaluable market insight in this burgeoning oil and gas region. Rio Oil & Gas follows hard on the heels of another successful exhibition at ONS in Stavanger at the end of August, where it was great to see so many EIC members taking part. Attendance by delegates from all over the world served to reinforce the high level of international interest in the North Sea as a centre for future growth, particularly in the field of technological innovation. The exploration and production challenges of operating in the North Sea demand solutions that, in meeting the highest standards for health, safety and the environment, continue to push back the boundaries of technology and improve levels of operating efficiency. Coupled with continuing high levels of investment, the North Sea will continue to generate a wide range of excellent opportunities for EIC members. Further highlighting such opportunities, this month EIC Consult released its Norway Energy Report 2012, which estimates total active investments in the Norwegian oil and gas industry alone as rising to nearly £21 billion in 2013. Norway remains one of the key worldwide markets for oil and gas projects with a resurgence in drilling activity, underexplored block potential and fast-track field developments. The report, which offers detailed insight on the Norwegian oil and gas sector, as well as assessment of power, renewables and CCS developments, is now available for purchase at: www.eic-consult.com Looking ahead, the EIC events team is busy preparing to host the UK Group at ADIPEC, which takes place in Abu Dhabi on 11 – 14 November. Proving to be as popular as ever, the event sold out quickly with 49 companies taking a stand, highlighting the Middle East as a highly valued region for the UK oil and gas supply chain. With a heightened demand for gas for power generation in the region, ADIPEC is a great place for EIC members to seek out potential projects and make new contacts. Back in the UK, I am looking forward to catching up with many members at the EIC National Dinner on 25 October. This prestigious occasion remains one of the most popular events on the EIC’s annual calendar, giving members an exceptional opportunity to entertain and network in the magnificent surroundings of the Royal Courts of Justice in central London. Guests can expect a pre-dinner drinks reception, sumptuous threecourse meal and first-class entertainment from award-winning comedian Dominic Holland. If you haven’t already reserved your table, please note that now is the last chance to book with only a few remaining tables left. On to another major upcoming EIC event, we draw closer to EIC Connect Oil & Gas, taking place at Manchester Central on 27 – 28 November. This programme goes from strength-to-strength and I am particularly delighted to announce that Australia’s largest operator of oil and gas production – Woodside – will be headlining the LNG conference session. Dr Michael Hession, Senior Vice President of the Browse LNG development, will talk about the project, offering a rare opportunity for delegates to gain valuable insight into this major LNG investment. Wind is getting stronger in Vietnam Vietnam’s economy has greatly improved, with an average GDP growth of 7.14% per annum, during the past decade. Vietnam is targeting an economic growth of 6% in 2012 and 5.5% in 2013. The country has a population of 87 million with 75% residing in rural areas. The Vietnamese Government has adopted a number of measures to develop an energy network to ensure rural residents have access to power at a reasonable price. With the growth rate for electricity demand at over 15% per year, large-scale coal-fired and gas-fired power generating complexes are being constructed to cope with the increasing demand. Recently, the Vietnamese government has called for international financial and technological support for setting up a legal framework in national energy planning, diversifying energy sources and reducing greenhouse gas emissions. The government is also in the process of formulating a Green Growth Strategy which aims to restructure the economy for sustainable development. Vietnam is one of the few countries in South East Asia that has an extensive coastline. The seashore gives Vietnam an excellent advantage to develop wind energy. Studies have shown that Vietnam has an average wind speed of over seven metres per second at a height of 65 metres above sea level. The country’s wind energy potential can reach up to 70GW annually. Also according to the World Bank research, 8.6% of Vietnam’s territory has wind power development potential. Coastal provinces and central highland regions offer good locations to set up wind farms. Coastal provinces like Ninh Thuan and Binh Thuan have the greatest potential for harnessing wind energy. Wind power generation in the Provinces of Ninh Thuan, Binh Thuan, Tra Vinh and Soc Trang can reach up to 800MW. Power Engineering Consulting Company 3, a subsidiary of Electricity of Vietnam (EVN) which acts as a national consultant for wind power planning, has said that there are 13 wind power projects in Ninh Thuan province under survey, research and development. Binh Thuan Province has 12 projects being planned. The Vietnamese government has been working diligently with other countries to develop renewable energy, mostly through loan finances, technology transfer and joint collaboration. In May 2011, Switzerland’s State Secretariat for Economic Affairs (SECO) provided nonrefundable assistance worth US$2.43 million for the Vietnam Renewable Energy Development Programme. The whole programme has cost US$318.3 million, including US$202.2 million from the International Development Association under the World Bank, the investment from SECO and the remainder from corresponding domestic capital. The Vietnam Development Bank secured a US$1 billion loan in October 2011 from the Export-Import Bank of the US to fund the development of wind farms in the Mekong Delta over the next four years. www.the-eic.com

One of the projects is a wind farm in Bac Lieu Province, where General Electric turbines will be used. In a wind energy workshop jointly held by the Ministry of Industry & Trade (MoIT) and Denmark Embassy in Hanoi in November 2011, the Danish Export Credit Agency agreed to help Vietnam harness its largely untapped wind resources. It plans to transfer technology and supply and necessary equipment for Vietnam’s wind power industry. In May 2011, Malaysia wind energy company, Timar Wind Solar Energy Sdn, agreed to invest US$800 million to develop wind power facilities in Ninh Thuan Province. In July 2012, Vietnam held the first International Green Energy & Energy Saving Exhibition (Greenery Expo 2012) in conjunction with the fifth International Electrical Technology and Equipment Exhibition (Vietnam ETE 2012) in Ho Chi Minh City. The exhibition not only showcased the latest electrical technology and equipment from the regional manufacturers, but also introduced new equipment for solar and wind farms, as well as other energy saving solutions. Under MoIT’s power development master plan, government prioritises developing renewable energy and aims to increase it from 3.5% of the total electricity production in 2010 to 4.5% in 2020 and 6% in 2030. The government is offering incentives to wind power investors by exempting import tariffs of foreign-made materials for production and land lease reductions. Wind power projects connecting to the national grid will be eligible for government subsidies. The Prime Minister’s Office has approved EVN to buy all power output generated by wind power projects at US$7.8 cents per kilowatt hour (kWh). In return, EVN will receive a subsidy of US$1 cent for every kWh of wind power it buys via the Vietnam Environment Protection Fund. With great incentives and ease of government rules and regulations, wind power generation is set to boom in Vietnam. Training Services An Introduction to Offshore & Subsea Valves 3 October 2012 BEL Valves, Newcastle This workshop is for engineers, graduates, operators, maintenance and other personnel requiring general pipeline valve familiarisation of both topside and subsea applications. Areas covered are specification, engineering, operation and maintenance of valves within the oil and gas industry. It will enable delegates to locate and identify all major valve types and components and explain the principles of valve testing. They will also be able to describe the function and purpose of components used in the valve design as well as perform cause and effect relationship analysis for common performance problems. Finally delegates will be able to identify demanding service conditions – selecting valve, actuator and material combinations capable of satisfying the application.
An Introduction to Shale Gas 19 October 2012 IBC Academy, EIC London Shale gas is altering the landscape of the gas industry across the world, not just in North America where the technologies have evolved. The EIA estimates that shale gas production will account for 50% of all natural gas produced in North America over the next decade. Countries around the world have started to examine the potential of shale gas within their own borders, particularly in Europe where the potential for shale gas production will reduce dependence on foreign gas imports. This comprehensive one day workshop on how the shale gas industry works will explore the challenges facing the industry and will enable participants to understand the technological, geological, economic and environmental aspects of shale gas exploration and production. This workshop is intended for existing technical and commercial employees, recent recruits and graduates, experts working on a temporary basis and specialists needing a wider understanding.

An Introduction to the Pressure Equipment Directive 97/23/EC 4 October 2012 Nuvia Ltd, Warrington Attendees will be presented with all aspects of the Pressure Equipment Directive 97/23/EC (PED) and receive a brief introduction to the Pressure Systems Safety Regulations. Delegates will become familiar with the scope of the PED and responsibilities as well as essential safety requirements. Also covered are activities and responsibilities of the manufacturer and conformity assessment bodies, and conformity assessment modules. On completion of the course delegates should be able to understand the New Approach Directive framework and legal requirements, use the PED selection procedure and determine PED equipment categories and select appropriate conformity assessment modules.
An Introduction to IGEM/TD/13 25 October 2012 IGEM, EIC London The course is aimed at individuals involved in or responsible for the design, installation and maintenance of pressure regulating installations and equipment and for those requiring an appreciation of the theory to meet legislative requirements and IGEM/TD/13. The course will cover the background to the appropriate legislation and standards and the reasons for their implementation. Delegates will obtain an understanding of the vital pressure terms used in defining the limits of operation together with an overview of equipment used. The importance of design requirements will be covered at length with detailed explanations of the rationale for inclusion.

Panel mounting models have a 144 x 72 DIN enclosure with an IP66 front panel and a gasket to seal the joint between the Rate Totaliser and the mounting panel allowing the panel to be washed down. A novel scale card, which boldly shows the units of measurement in a window adjacent to the display, may be changed onsite without opening the instrument enclosure or removing it from the panel. In addition to general purpose models, versions are available with ATEX, IECEx, FM and cFM intrinsic safety certification permitting installation in gas and dust hazardous areas. For lower risk Zone 2 or 22 applications, field mounting models with Ex nA and Ex tc approval permit installation without the need for Zener barriers or galvanic isolators which significantly reduces installation cost. Nautronix has been awarded another contract to supply NASDrill RS925 deepwater acoustic positioning system for Rowan’s third new ultra-deepwater drillship. The vessel will be constructed at Hyundai Heavy Industries shipyard in Ulsan, Korea and will be based on a Hyundai Gusto P1000 design. The vessel will be completed in the fourth quarter of 2014. Nautronix’ NASDrill RS925 system has been designed specifically to meet the requirements for a reliable, stable DP and position reference system for demanding offshore operations, in particular deepwater drilling vessels. NASDrill RS925 combines the two most accurate deepwater acoustic positioning technologies – Short Baseline (SBL) and Long Baseline (LBL) – to calculate multiple independent position solutions providing reliable, repeatable input to the vessel DP system; with SBL mode providing accuracies of 0.15% slant range and LBL mode providing accuracies up to 1m RMS independent of water depth. 9

Petrotechnics, the market leader in operational performance and predictive risk solutions, has announced the deployment of its Sentinel PRO® system on the Sea Eagle floating production, storage and offloading installation (FPSO) for Shell offshore Nigeria. The work, on behalf of Shell Nigeria Exploration and Production Company (SNEPCo) and Shell Petroleum Development Company (SPDC), is the second phase of a project in which the system was previously implemented on the Bonga FPSO. Global leader in offshore lifting and mechanical handling services, Sparrows, has invested £2 million in new offices and workshop facilities to accommodate its rapidlygrowing workforce. The Rt Hon Sir Malcolm Bruce MP officially opened Sparrows’ new premises, Foveran House, at Denmore Road, Bridge of Don. The newly refurbished building, which has over 1000 square metres of office accommodation with 635 square metres of workshop space and over 2000 square metres of yard space will also house Sparrows’ new specialist mechanical workshop. Around 150 people will be based in Foveran House with functions including project and electrical teams, supply chain and learning and development. Sparrows, which has recruited 95 people during 2012 with a further 143 vacancies to fill, now occupies almost 30,000 square metres of premises across several sites in Aberdeen. These are the headquarters at Seton House at Bridge of Don, together with the adjacent Scott House, Foveran House and Tern office/workshop facilities, the large Middlemuir storage base and the Sparrows Training Centre at Tyrebagger. Bury based cable and pipe seal manufacturer Roxtec is undertaking a contract to supply materials to one of the world’s biggest gas developments, the Chevron-operated Gorgon project, on Barrow Island, Western Australia. Roxtec UK Managing Director Graham O’Hare said Roxtec’s global operation played a key role in winning the contract and co-ordinating Roxtec’s supply from its offices around the world.

With over US$1 trillion of new nuclear projects alone to be developed globally according to EICDataStream, the EIC’s global projects database, and electricity generation set to increase by over 80% in the next 25 years, there is clearly much business for UK companies up for grabs. The outlook for power generation is bright – there are currently 270 active and future power projects in the USA, with a combined value of US$455,473 million. (Source: EICDataStream). US companies are using a diverse mix of fuels within their power plants to generate reliable electricity. Florida has a high requirement for power, with many huge scale tourist attractions, and is the perfect environment to host some of the planned future projects. There are 19 active and future projects valued at US$428,625 million in the state alone. Delegates will have the opportunity to attend POWERGEN International 2012, taking place in Orlando from 11 – 13 December during the week of the delegation. Covering trends, technologies and issues facing the generation sector, delegates can expect a busy week, with Florida playing host to many decision makers leading to plenty of business, networking and learning opportunities for both regional and international power projects. The wet and windy weather didn’t seem to keep the crowds away as a record breaking 59,913 guests from 109 nations visited ONS 2012. The UK pavilion, proudly managed by the EIC, was made up of 37 companies with a wide variety of products and services. The EIC co-hosted a reception with UK Trade & Investment, Scottish Development International and Subsea UK at the Rogaland Kunstmuseum on Thursday 30 August 2012. This was a fantastic opportunity to network with key decision makers in the energy industry. It was a fun evening, enjoyed by all who attended.

The weekend of 31 August – 1 September was significant and an extremely happy one for the Dubai office in two respects. On 31 August, Julie announced her engagement to Mark whilst the following morning at around 11.25, Ceyda gave birth to a son, Deniz who arrived nearly two weeks early. Both are ecstatically happy and I am sure you will wish to join us in wishing them the very best for the future. Our pilot training course Fundamentals of Oil & Gas proved exceptionally successful when after extending the maximum from 25 attendees, we had to cap it at 30, just so the room didn’t become too crowded. As a consequence, we will be looking not only to expand and formulate a training programme for the future but look to repeat this particular course hopefully before the end of the year, so please keep an eye on the events pages on the website for developments. Another event mentioned last month was our first visit to Kurdistan. With the valuable assistance of the Kurdistan Regional Government’s representative based in London, a series of successful high profile meetings were secured and there can be no doubt that as a result of this visit, the programme for our Overseas Delegation in February will be of the highest quality. Finally wrapping up a very busy September was our lunch with AMEC where we had 60 delegates who not only had the opportunity to hear at first hand of AMEC’s activities but also heard from Bill Kelly, O&G Specialist from the British Trade Office in Al-Khobar who are putting together the Saudi British Energy Week, details of which were mentioned in last month’s News. October is also expected to be a busy month for events when we have our Overseas Delegation to Egypt finally taking place plus a ‘Sundowner’ Networking Night that has been planned for the 23rd, taking place at a new venue in what is classed ‘New Dubai’ at the Jumeirah Beach Residences. We look forward to catching up after everybody is back in the swing of things following the long, hot summer. Another exercise that was mentioned last month was our audit of identifying EIC member companies who have a regional/operational presence in the Middle East. The final result was quite surprising. The total number of companies in EIC membership at the time when the exercise was completed was 666 and of those, the number of companies identified as active in the region amounted to 354. This represents more than half the total, a far cry from the punitive 13% which we found were here when the office was first established 8 years ago. If we break down that number even further by taking into account the number of operating offices (some members have multiple offices across the region) then we see a total of 772 offices across the whole region. 52% (401) of these are located in the UAE with a similar proportion, 58% stationed here in Dubai. These statistics are highly significant and will help direct us in our planning strategy for the future.

Shell to invest $600 million in Egypt Badr Petroleum Company (Bapetco), a joint venture between the Egyptian General Petroleum Company (EGPC) and Royal Dutch Shell, has announced that the latter has decided to invest $600 million in exportation and production operations in its Western Desert concession areas. The endeavour comes in the context of Shell’s exploration plan for the new 2012-2013 fiscal year. The company plans to drill 65 exploratory and developmental wells to boost the reserves and production rates of the fields. Petrofac wins Iraq offshore operations contract Petrofac has signed a contract worth approximately US$100 million to provide offshore operations and maintenance services for the Iraq Crude Oil Expansion Project. Awarded by Iraq’s South Oil Company (SOC), the 12 month contract will commence following a three month mobilisation period. Ras Lanuf refinery restarts The Ras Lanuf refinery, the largest in Libya, has restarted operations for the first time since the fall of Gadhafi. The refinery has been ready to resume operations since the end of last year but the restart was delayed due to disputes between Libya’s state oil company NOC and refinery owner UAE-Lerco over payments for crude oil. The refinery accounts for nearly two thirds of Libya’s refining capacity processing 220,000 barrels per day. BP to invest $24 billion in block 61 in Oman BP has announced that it is planning to invest $24 billion in the development of its gas field located in block 61. The first phase of the development programme is spread over a 25 year concession period and aims to produce 1bcf/d of gas. First gas is expected to flow in 2017 and the target rate is expected to be reached by 2019. Saudi Arabia may become an oil importer by 2030 A recent study conducted by Citigroup has predicted that the kingdom may not have any oil available for exports by 2030 if it continues burning more crude oil in power stations that are feeding inefficient consumers. Saudi Arabia already consumes nearly a quarter of its domestic oil production, and crude oil and other petroleum-based fuels produce roughly 50% of electricity, the majority of which is used for residential purposes. The report says that Saudi energy agencies expect peak electricity demand to grow by 8% per year and based on this Citigroup predicts that the kingdom will have to import oil by 2030.

Sector-Based Forum: Gas Treatment, Processing & Storage 23 October 2012 The Thistle, Haydock With only 14 days gas storage in the UK, the nation needs to ensure fast and efficient ways to supply gas to corporate and consumer clients. Halite has a planning application in with the new central government planning authority to build an underground gas storage facility in Lancashire. Korea Foster Wheeler awarded steam generator contract Foster Wheeler has been awarded a contract by Yeosu Cogeneration Corporation, a subsidiary of Hanwha Corporation, for the design and supply of one circulating fluidized-bed (CFB) steam generator located in an industrial complex in Yeosu City, South Korea. Foster Wheeler will design and supply the 60MWe (gross megawatt electric) CFB steam generator plus auxiliary equipment and provide site advisory services for the project. Commercial operation of the new steam generator is scheduled for first quarter 2015. Malaysia Tokyo Gas signs deal to buy LNG from Malaysia Tokyo Gas has signed a basic agreement to buy 900,000 tonnes per year of liquefied natural gas (LNG) from Malaysia for 10 years from April 2015. The agreement was signed with Malaysia LNG Sdn Bhd. The deal comes as a follow-up to an existing contract, due to expire at the end of March 2015, under which Tokyo Gas buys LNG from the Malaysia Dua LNG project. Philippines Total acquires 75% interest in offshore Block SC56 Total E&P Philippines has acquired 75% interest in Service Contract 56, but subject to approval by the Philippines government. A new exploration phase started in September 2012, and joint venture partner Mitra will initially operate the seismic works including the reprocessing of existing data and the 3D acquisition of an additional 500km², after which the operatorship will be transferred to Total for the drilling operations.

Thailand PTT to trim subsidiaries PTT Plc is set to trim the investments in subsidiaries that are not profitable or under perform in a move to control costs and enhance competitiveness. The plan is part of PTT’s strategy to focus on profitable and performing operations while seeking more mergers and acquisitions in Europe in the oil, gas and petrochemical sectors. As a national oil supplier, PTT expects LNG will still play a vital role in the domestic energy market over the next decade as the Thais are pessimistic about coal and nuclear power. Vietnam PetroVietnam to invite foreign investors PetroVietnam has recently released a list of more than 25 potential projects which foreign investors could take part in. PetroVietnam is offering up to a 49% stakes in a range of key projects, including the Nam Con Son 2 pipelines, the Ca Mau gas processing plan, the Dung Quat refinery and the Ca Mau fertiliser plant. PetroVietnam is also offering a chance to buy up to 49% in the existing and expanding Dung Quat refinery and 71% in the Long Son refinery. Located in southern Ba Ria-Vung Tau province the Long Son refinery is the third refinery in the country.

Alstom boosts hydro power investment in China Alstom, the world’s third largest power equipment maker, is boosting its investment in hydro power in China, as other renewable energy sectors such as wind and solar energy face a slowdown. Alstom Renewable Power, Alstom’s division in charge of renewable power generation equipment and services, plans to establish a global technology centre in Tianjin, as part of a 100 million euro ($123 million) investment to upgrade Tianjin’s hydro industrial facility – the largest such plant that Alstom has in operation.

Shell plans Chinese unconventional R&D centre Royal Dutch Shell plans to build a global R&D centre for unconventional oil and gas in China, according to Lin Haoguang, Chairman of Shell China, speaking to the press recently in Shanghai. It will be Shell’s second R&D centre for unconventional oil and gas. The company’s first such centre is located in Huston in the United States. Long before the announcement of the R&D centre, Shell has co-operated with China’s largest oil and gas producer PetroChina to explore shale gas in north west China’s Changqing oilfield.

CNOOC and Shell partner for offshore oil projects International oil giant Royal Dutch Shell announced plans recently to partner with China National Offshore Oil Corporation (CNOOC) to begin offshore oil exploration off the coasts of both China and West Africa. The areas off the coast of China lie between Hainan Island and Vietnam, near the disputed waters of the South China Sea, though the exploration blocks themselves are entirely within undisputed Chinese waters. This marks Shell’s first foray into offshore oil exploration in Chinese waters in 10 years where CNOOC has been pushing hard to find foreign energy companies with the necessary expertise to exploit the country’s offshore oil resources. The other project being pursued by Shell sits off the coast of Gabon, along the southern edge of West Africa. The company already operates out of Gabon, producing around 65,000 barrels per day from five oil fields, but CNOOC will purchase portions of two oil exploration blocks and use the technical expertise of Shell to develop them. CNOOC has been aggressive in targeting foreign expertise as of late, having recently offered to purchase Canada’s Nexen Inc for more than $15 billion, in part to tap into its extensive unconventional oil experience.
Sinopec, Talisman reach deal Sinopec has agreed to spend US$1.5 billion for a 49% stake in Talisman Energy Inc’s UK unit, gaining access to oil and natural gas fields in the North Sea. Sinopec Group, as the Beijing-based company is known, will get interests in 51 fields covering about 1800 square kilometres. “It’s part of Sinopec Group’s effort to diversify its long-term production growth potential,” said Gordon Kwan, Hong Kong-based head of regional energy research at Mirae Asset Securities. The sale will help Talisman, based in Calgary, Canada, cut its capital spending in the UK by about half: “Allowing us to focus on and fund growth areas within our portfolio,” Chief Executive Officer John Manzoni said in a separate statement. The deal is expected to close by the end of this year. SPX joint venture to supply dry cooling systems SPX Corp has said its joint venture with Shanghai Electric Group Co Ltd has received orders for dry cooling systems for three power plants in China totalling more than $40 million. Shanghai Electric-SPX Engineering & Technologies Co Ltd will provide air cooled condensers (ACC) to the Mengtai, Baota and Zhong Yu power plants in China. The Baota plant, in the Xinjiang Hui Autonomous Region, is a 2x350MW coal-fired power plant, while the Mengtai plant, in the Inter Mongolia Autonomous Region, is a 2x330MW coal-fired power plant. The contracts for both plants will call for SEC-SPX to supply a whole ACC island, including two 6x5 modules. The Baota and Mengtai plants are expected to be operational in the fourth quarter of 2013 and the third quarter of 2014. SEC-SPX will also provide a whole ACC island to the 1x135MW coal-fired Zhong Yu power plant, in the Shanxi Province, including sixteen 4x4 modules. The Zhong Yu plant is expected to be fully operational by the first quarter of 2013.
CNPC signs Changbei PSCs amendment with Shell China National Petroleum Corporation (CNPC) has signed production sharing contracts (PSCs) with Shell China for a new development phase for the Changbei gas field in China. The onshore tight gas PSC amendment represents a new phase for the development of the existing Changbei block with 1692.5 square kilometres in the Ordos Basin, and adds scope to develop additional tight gas sands and further develop the already producing main reservoir. Subject to government approval and pending the outcome of the appraisal campaign, this additional development project could increase the current production plateau of 320mmscf/d. Shell will continue to be the operator at Changbei.

Richelyn has been with us for three months on a temporary basis and has recently accepted a permanent position. We look forward to working with her. As a native Houstonian and graduate of Texas A&M University, most of my career has been focused on the subsea sector of the oil and gas industry. I bring 19 years of experience with me and look forward to working with our team here and the member companies to build upon our successes and accommodate our members growing interests and needs. We are very excited about the possibilities that lie ahead and welcome member feedback and input as we pave our way forward. Over the next few months we will be exploring and reviewing ways to grow our training programme, events and networking opportunities. This includes some office renovation to support the growth of our training programme and tenant occupancy rates. Mitsubishi Heavy Industries to expand power station Mitsubishi Heavy Industries will be building a 50MW expansion of the Los Azufres geothermal power station for CFE. They will supply a steam-driven turbine and provide EPC services. The project will be completed in December 2014.

Mexico faces natural gas shortage Mexico is facing a shortage of natural gas, due to increased demand, and lack of infrastructure. Although it will take time to implement, Mexico is planning a natural gas pipeline system expansion that will cost billions of dollars. The new President is said to be pushing for an accelerated development of northern Mexico’s shale gas fields, but he will face opposition in Congress when he tries to change the constitution to allow for foreign investment. Mexico gets most of its natural gas supplies from the US, in particular from the Eagle Ford shale fields in Texas. Pemex announces discovery in the Gulf Trion I is the company’s first major crude oil find, located near the US maritime boundary in the deep-water Perdido Fold. Initial estimates for Trion, in 2,500m water depth, are between 250 and 400 million barrels of light crude. The deposit could be part of a bigger region which could contain up to 10 billion barrels. The development has a potential to produce up to 10,000b/d. Pemex would like to develop the deposit in five years, possibly by tying it back to Shell’s nearby Perdido platform.

Shell to build oil sands CCS facility Shell has decided to go forward with its plans to build the first oil sands carbon capture and storage facility. The newly-sanctioned Quest project, part of the Athabasca oil sands project, will cost C$1.35 billion. It will capture more than 1 million tonnes of carbon dioxide per year from the Scotford oil sands upgrader (35% of its CO2 emissions), and inject it into porous rock two kilometres underground. Start-up is expected in 2015. This will be Shell’s first CCS project, which it will design, build and operate. The governments of Alberta and Canada will be contributing to the funding in exchange for intellectual property and data from the project.

South America News Office News Authorities had previously indicated that the country’s 11th bidding round, the first since 2008, would take place by the end of 2012, including 174 areas both onshore and offshore. The round would not include the muchcoveted pre-salt plays in the Santos Basin, which will be subject to a separate legal arrangement.
At the time of writing we are getting ready for Rio Oil & Gas which our CEO, Ian Stokes will be visiting. Also this month, from 14 – 19 October, we are bringing an Overseas Delegation to Peru with meetings confirmed between the main operators and contractors. In August, I visited Argentina to attend the Latin American & Caribbean Drilling congress organised by IAPG (Argentinian Oil & Gas Institute). It was a very good opportunity to understand more about shale gas in the region as well as to meet operators and service companies from South America.
Argentina seeking partnerships for shale development The Argentine government is keen on attracting foreign investors to develop its massive shale gas resources, estimated to be 774 trillion cubic feet. Miguel Galuccio, CEO of YPF, has had meetings with Chevron, ExxonMobil and Apache regarding the possibility of forming jointventures with the Argentine operator, which saw 51% of its shares seized by the Kirchner government last April.

YPF officials have also approached Chinese oil companies, some of which are already present in Argentina, such as CNOOC (a stakeholder in Bridas) and Sinopec. The Argentine government expects to invest $35 billion through YPF by 2017 to develop mature reserves and shale resources. Chevron strengthens ties with Venezuela The company has made the decision to issue a $2 billion loan to the Petroboscan joint-venture in Venezuela, in which the state-controlled oil company PDVSA holds a 60.8% interest. According to PDVSA, funds will be used to maintain and increase crude production from the Boscan field in Lake Maracaibo, where the JV produces an average of 103,000 barrels per day. Local analysts, in particular a former PDVSA director, have pointed out that the loan exceeds the necessities of the Boscan field and may be used to fund PDVSA, which is involved in a number of massive public spending programmes in addition to its activities in the oil and gas sector. Such a move from Chevron, with activities in Venezuela since the 1920’s, is seen as a gesture of goodwill towards the Chavez administration, which has threatened to suspend licences of operators that refuse to commit to larger investments in the country.

Brazilian bidding rounds to face delays According to a senior official at the Ministry of Mines and Energy, the possibility of launching a bidding round for exploration blocks this year is becoming less likely as the ministry requires at least four months to organise an auction. Formal approval for the round is pending as legislation covering the distribution of oil royalties among Brazilian states is still held up in Congress. Mid-term elections are expected to further delay the decision.
