Roading — what’s in the future for district? By

Roading will be the focus at a meeting involving the Horowhenua economic development board, New Zealand Transport Agency, Horowhenua District Council, Kapiti Coast District Council and local business leaders on Monday. With lots of talk recently of expressways and bypasses making faster routes north and south, local businesses have been in a quandary on how the changes will affect the local economy. While there has been a public call for many years to have heavy traffic diverted away from Levin’s main street, the thought now is how much business could be lost by doing it. HDC Economic Development manager Shannon Grainger said it had been brought to the attention of the board that many businesses across the district had questions regarding the future changes to Horowhenua’s road network. Speakers on Monday will include Rod James, highway manager Wellington, NZTA and Kevin Peel, roading

leaders to attend a discussion on this topic.” The forum is titled Horowhenua Distribution and Logistics Discussion and will be held at the Horowhenua District Council Chambers. It will start at 1pm and is expected to finish about 3pm. Mr Grainger said this issue was just one of the items that the Economic Development Board will be working on. Among the road plans currently being worked on for the district has been the investi-

gation and consenting for a replacement of the Whirokino trestle bridge north of Levin. The Whirokino trestle bridge replacement project has an estimated cost of $25-30 million and construction could start as early as 2015. Constructed in 1938, the Whirokino trestle bridge is very narrow and can’t carry overweight vehicles like l o n g h au l t r u c k s. Fi n a l investigations will allow the replacement bridge to be finalised and funded.

Word kept on rates

Referring to recent letters on the Horowhenua District Council’s rates remission scheme for land owners whose rateable values had increased up to several times as a result of rezoning from rural to residential. On behalf of affected landowners we are all very appreciative of the council’s initiative in creating the rates remission scheme. The scheme is modelled on what several other councils are doing for landowners affected by massive hikes in values resulting from rezoning. In respect of the farming blocks it would have been uneconomic to farm if the special values had not been brought in. Of course, the council did create the problem by its rezoning process. Some of us had objected to the rezoning, one point being the likely increase in rates. But we were assured that rates would not increase. So the council has stuck to its word. The real culprit is the council’s out of town rating valuer who must think we are in a big housing boom. But the reality is that some properties simply cannot be developed because there are no stormwater and sewer drains available to hook into. In respect of my own property in Roslyn Road, the land has no more potential now than what there was when I bought the land some 12 years ago. Also, the council is proposing to construct a new through-road right through the middle of the rezoned block between Roslyn Road (adjacent to railway) and Fairfield Road. This new road is apparently designed to facilitate subdivision either side of the new road and prevent subdivision off Roslyn Road itself. So even if it became economic to develop sections, it could be 30-50 years or more away before the new road reached my land. The lack of infrastructure allowing housing development is another reason why the council had to act on rates. A few million dollars would have to be spent by the council before many of the rezoned properties could be developed. The council doesn’t have that sort of money to spend and, more particularly, there is just not the demand for more sections and there may not be an effective demand for many years. Many thanks again to CEO, finance manager and elected council for recognising the gross rating inequity that would have resulted if no action had been taken. GRAHAM HALSTEAD Levin

I would like to acknowledge and thank the ambulance and paramedic staff who are dedicated, professional and extremely amiable in sometimes very stressful situations. Recently whilst working in a home I needed to call an ambulance for a lady that had collapsed. I was grateful for the clear and precise instructions and guidance given by the person on the phone. Although I am a nurse, it is always good to have a second opinion. The reassurance can only be seen as exceptional.

In particular the paramedic Ruth, who was extremely reassuring to my patient and spent the (at least 2) hours reassuring and comforting her until the ambulance and staff arrived. I believe that we are extremely fortunate to have such professionals who are often our ‘unsung heroes' in our community. The ambulance staff and services were particularly busy that day and as a consequence had to ‘prioritise' so the reason for the long wait of which we were told initially. MARIA STEPHENS Levin

Dotcom out of line

Watching TV One news tonight (August 7) has compelled me to write in regard to the item where Dotcom addressed students in Christchurch. In my view he was inciting them with rhetoric the same way as Hitler and his Nazi Party did prior to the outbreak of WWII. He is a danger to our democracy and the future of our country and the sooner he is extradited the better. I’m so sad to see what MMP is doing to this peace-loving country. List MPs

Re List MPs. With Parliament having risen for the year all MPs are free to return to their respective electorates, however where do the List MPs go and what do they do up until the September 20th General Election? All MPs, whether Electorate MPs or List MPs, obviously keep their Parliamentary salaries and expenses up until they no longer have a seat in Parliament. A number of List MPs have Ministerial appointments which require the MPs to be in Wellington on a regular basis as well as giving support to Parliamentary Candidates in the lead up to the General Election. List MPs in Parliament owe their Parliamentary seats to their position on the Party List and to the overall Party Vote as well as the “coat-tail” provision which allows a minor party to qualify for a number of seats on the basis of one elected representative! The MMP Electoral system certainly resulted in a Parliament where the Minor Parties had a voice and a vote, on the negative side the MMP system opened the door to a new type of MP with unfortunately a “sense of entitlement”. Recent print media reports have highlighted one List MP who used her Parliamentary Charge Card for unauthorised spending on petrol and airfares while another List MP claimed almost $35,000 in travel expenses over a 12-month period. With a Parliamentary salary of around $150,000 per year plus an expenses allowance, which includes free air travel within New Zealand, it is no wonder that there are no shortage of would be MPs on the respective political party lists! The Caribbean beckons two boys from Levin club Taekwon-do Cubs. The boys Dan Yates (11) and Caleb Cherrington (15) have been selected by their instructor, Ms Rose Cherrington, to compete for their club and New Zealand in the Taekwon-do World Cup in Jamaica next month. Ms Cherrington said Caleb and Dan, both black stripes, will compete in patterns, sparring and speciality technique during the tournament. They have just returned from the Taekwon-do National tournament, held in Tauranga, with three gold medals, two silvers and a bronze between them. NEWS IN BRIEF Burglar goes MAD

Police are investigating the burglary of MAD hair salon at the Weraroa Centre on Tuesday. The alarm was raised at 4.18am, after the front door into the salon had been kicked in, the offender has entered the building and stolen a computer, and appears to have tried to steal the phones and eftpos machine. The salon is visible from the main road through Levin, police would like to speak to anyone who was driving either north or south at about 4am who may have seen a vehicle or people around the shop at that time.

Helicopter rushes baby to hospital The Palmerston North-based Rescue Helicopter was dispatched to Pahiatua at about 2pm on Monday for a baby suffering a medical emergency. The helicopter met the road ambulance at the near by rugby grounds and the baby was stabilised by St John paramedics. Due to the distance to travel by road the helicopter was dispatched and flew both mum and baby to Palmerston North Hospital for further treatment. Hundreds of people have to be transported to hospital by the crew and helicopter suffering a range of accident injuries and medical issues. The crew’s

two Philips personnel lost their lives. The trust relies on support from principal sponsors and community contributions. The helicopter service has been made possible through the generosity of community donations. This crucial financial support ensures our rescue helicopters can continue to bring life-saving equipment, rescue personnel and trauma-trained medics directly to the patient. The trust continues to operate on extremely tight budgets, however they also continue to bring lifesaving assistance to those who need it.

The annual Westpac Cup college rugby clash between Horowhenua and Waiopehu College first XV teams kicks off next Tuesday. The Westpac Cup is the climax of the rugby season for the colleges and one that is eagerly-awaited, with Horowhenua College looking to win back the cup from longterm rivals Waiopehu. The curtainraiser is Horowhenua College U14 vs Waiopheu College U14, which kicks off at 2.30pm, followed by the Westpac Cup match at 4pm. Both matches will be played at Levin Domain.

Weeds in sights

Horizons Regional Council is calling on the community to get involved in weed control with $2000 of funding available for small-scale projects. Weedbusters provides funds for groups to cover ‘small-scale’ costs such as tools, herbicides, mulcher hire, green waste disposal and promotional activities to get Weedbuster groups up and running. Funding is available annually to groups or individuals registered on the Weedbusters website undertaking projects on public land or private land where two or more landowners are working together, and where work is being carried out by volunteers rather than contractors. Anyone interested in applying for funding should register to become a Weedbuster at www.weedbusters.org.nz and complete an application form by September 1. Or call 0508 800 800.

Are you eligible for a council rates rebate? Residential ratepayers with a combined income of up to $24,250 may be eligible for a rates rebate of up to $605. Those earning over the income threshold may still qualify for a lower rebate, depending on their rates amount and number of dependants. The income threshold is increased by $500 for each

dependant in the household. Horowhenua District Council finance manager Jeff Paulin said that in previous years over 1800 Horowhenua ratepayers had received rebates, but that Council believed many more will be eligible. “So grab this opportunity and take advantage of the Rates Rebate Scheme. The process is

straightforward and Council staff can meet with you and help you complete your application to ensure it’s processed promptly and payments applied to your rates accounts,” Mr Paulin said. The only information applicants need to provide is proof of income (before tax) for the tax year ended March 31 2014, including any interest received,

as well as proof of a partner’s income or joint income if living together. Application forms are available from Horowhenua District Council Service Centres in Levin, as well as at the Foxton and Shannon Libraries, or online at www.ratesrebates.govt.nz Further information is available on the Rates Rebates

Helping Horowhenua secondary school students move into higher education or employment is the aim of a new collaborative between Horowhenua, Waiopehu, Manawatu and Otaki Colleges. The Horowhenua Vocational Pathways Network initiative will offer students the opportunity to complete unit standards across a range of trades courses and work locally, with input from local industries and education providers. Network chairperson, and retired Horowhenua College principal, Brenda Burns said students had been surveyed to determine industries of interest to them. “We know that 70 per cent of students nationally do not go on to University and we want to offer courses to those nontertiary students that better provide them with employable skills, because that's what industries want — employable people.” She said the locally-based trades academy-type programmes would be open to students from any of the four colleges. “[We want to] engage more senior students and raise NCEA Level 2 and Level 3 educational achievement rates for learners across the community and ensure students are better equipped for Level 4-plus training, study, or employment.” Each of the four colleges could offer unique pathways or programmes open to students from all colleges. The colleges have already engaged

with the construction, infrastructure, health, agriculture and industry sectors. Retail, hospitality and social care will also be focused on, with more sectors added as needs arise. Links have been made with the Social Sector Trial, Education Horowhenua, Horowhenua District Council's Community Wellbeing initiatives, the Horowhenua Trust, and the Economic Development Group. Voctional Pathways co-ordinator Anthea Hale said details of how the new Pathways programme would be integrated into the colleges is still to be arranged, but that it would offer students more choice alongside the current Trades Academy (where students attend an outside programme one day a week) and the GateWay programme (gaining experience in the workplace one day a week). “The general idea would be for students [in the Pathways programme] to complete a practical project and unit standards outside of the school environment, working possibly with local tradesmen and a tutor. “They would then return to school four days a weeks to complete other subjects including the integrated subjects. Further into the programme they could be picked up for work experience.” The Vocational Pathways Network will be facilitated by a leadership group of school principals and senior staff, tertiary providers, career advisors, as well as community, industry representatives and Council representatives. Specialist expertise will be called on as required.

Under-13 hockey side show spirit Horowhenua Hockey Under-13 Girls Representative Team are delighted with their efforts against the strong Manawatu team at a recent tournament. Horowhenua had a draw and then lost 1-0, with the representative players certainly being tested. This year’s under-13s team is being coached by Cherie Rasmussen. “This is the first game the girls have played together as a team at tournament level, they did well drawing nil-all against rivals Manawatu. Being early stages yet, the team are slowly building together and becoming more confident as a team,” she said. “Despite Manawatu dominating the second game, winning 1-nil, Horowhenua

started settling down, concentrating on their job, doing some nice passes and communicating well. “Our goalie Caitlin O’Sullivan is outstanding in goal, her determination and drive have been amazing and it truly shows on the field. She is a force to be reckoned with.” The team is made up from a variety of schools including Fairfield, Poroutawhao, Koputaroa, Ohau, Te Horo and Levin Intermediate coming from as far away as Foxton through to Te Horo. These girls have team training each Friday from 5.30pm to 7.45pm, and do team fitness running 5kms as a group on Monday afternoons. This is in addition to their school training and school games.

McCormick Flavour Shots Chilli Con Carne

Ingredients (Serves 4) 1 McCormick Chilli Con Carne Flavour Shot 500g Beef Mince 1 onion, diced 1 red capsicum, diced 400g can Pams Diced Tomatoes 140g Pams Tomato Paste 400g can Pams Red Kidney Beans, drained

Method: 1. SPOON: Stir contents of Flavour Shot, then spoon into a large pre-heated frying pan with the mince, onion and capsicum, stir to coat and cook on a medium heat for 10 minutes. 2. SIZZLE: Add the diced tomatoes, tomato paste and red kidney beans. Simmer on a medium heat for a further 20 minutes. 3. SERVE: Season to taste. Also delicious served with guacamole and sour cream. Makes a great taco or burrito filling. OR: For an extra spicy kick try stirring in a pinch of dry Chilli Flakes before serving. TIPS: Try with diced beef steak as an alternative to mince. There were a few bargains at the Levin Saleyards on Tuesday morning for those brave enough to face the worst weather winter has dealt the area so far this year. “With spring right on our doorstep all livestock breeds and age of store stock is eagerly soughtafter at auction,” Elders agent David Haworth said. Prices realised for cows with calves at foot ranged from $900 to top price of the day being $1,300. 2 Yr Steers Angus and Angus X went under the hammer for $2.65/kg at 440kg to 500kg. Friesian Hereford Steers came in at $2.50kg, traditionally ahead of 2 Yr old Heifers which were going for $2.30kg at 380kg to 400kg. Yearling steers were up to $3kg at 250kg, yearling heifers at $2.80kg and yearling bulls for $2.65kg. After some challenging years, there are strong signs of improved results for many in the red meat sector. This is a reflection of the hard work of everyone — from farmers through to processors and exporters. Overseas prices for New Zealand manufacturing beef are now 28 per cent higher than 12 months ago, and farm gate prices for lamb are 13 per cent higher than a year ago. The meat and wool sectors make up 21 per cent of total primary sector export revenue. The export value of $8 billion for this year ending 30 June 2014 is a

record, which is a fantastic result. This is expected to keep increasing, and reach $9.4 billion by 2018. Opening up new markets is going to be very important in maintaining this progress and helping farmers. New Zealand has a busy trade agenda, with current negotiations including Korea, India, the Middle East and the Trans Pacific Partnership which includes the US and Japan. Trade with China has been a massive success with two-way trade between our countries now worth $20 billion a year. Recently 13 new meat premises were approved for export to

Don’t let stock be victims of cold months H

orowhenua weather has been kind so far to farmers but this week’s cold snap has slowed feed growth and, with lambing and calving in progress, farmers need to be vigilant watching for any signs of metabolic changes in stock. Sleepy sickness and milk fever are the most common metabolic diseases that affect cattle, sheep and goats around calving and lambing time. While prevention is always better than cure, it is important to recognise signs and seek treatment immediately.

Sleepy sickness in sheep and goats

Ewes and does, particularly if carrying twins or triplets, can develop sleepy sickness from a sudden restriction or shortage of feed in the last two months of pregnancy, inadequate shelter, or concurrent problems like previous liver damage from facial eczema. It is usually a pre-birthing problem but can occur after birth.

HOROWHENUA Veterinary surgeon Dr Stef Knaack offers some good and timely advice on recognising sleepy sickness in sheep and goats and milk fever in cattle.

Prevention: ■ Avoid sudden changes in feed levels and undernutrition. ■ Provide plenty of good quality feed for pregnant ewes, especially in late pregnancy and avoid sudden changes in diet. ■ Take care when yarding animals for shearing or other reasons; have them yarded for as little time as possible so that ewes can get back to grazing fast. ■ Reduce stocking rates during pregnancy, like moving rams, lambs or dry stock off the property. ■ Consider getting ewes scanned to detect which are carrying multiple lambs; these can then be preferentially fed. ■ Prevent liver damage from facial eczema by using zinc bullets in summer during the risk period. Clinical signs: ■ Early in the disease the affected animal separates herself from the flock and appears depressed. ■ Appetite is lost and the animal often lags behind when the flock is shifted. ■ As the disease progresses she may appear blind, may wander aimlessly and show little response to the presence of a human or dog. ■ Occasionally nervous twitching of the ears and eyes and around the muzzle may be noticed. ■ If left untreated she will become recumbent, stargaze and eventually become comatose and die. At this stage kidney failure often develops and even with treatment, death may be inevitable. Treatment: ■ Early treatment is essential for survival. Metabolic changes become irreversible towards the later stages of the disease. ■ In early stages oral treatment with Ketol may be sufficient to raise blood glucose levels. In more severe cases animals may require an intravenous injection with Dextrose, other IV fluids and/or a B12 injection, given by the vet. ■ Plenty of easily accessible feed and water should be offered and grazing should be encouraged. ■ A caesarian section can be performed to remove the lambs or kids from the uterus and thus reduce the metabolic drain on the ewe during pregnancy. ■ Continued Page15

Milk fever in cattle

Milk fever, or hypocalcaemia, is caused by low blood calcium levels and occurs commonly around the time of calving due to sudden demand for calcium at the time of calving. The small pools of readily available calcium are depleted quickly. Homeostatic mechanisms kick in to source more calcium from bone stores and feed, if they fail, blood calcium levels drop below the threshold and milk fever occurs. It is rare in heifers and occurs mainly in high-producing dairy cattle, however cases have been seen in beef animals as well. Prevention: ■ Feed low calcium feeds precalving, this increases the active uptake of calcium from the gut and increases storage of calcium in the body. ■ Feed hay to increase saliva production increasing Calcium uptake. ■ Supplement cows with magnesium (Causmag on pasture or feed or Mag sulphate in the troughs). ■ Increase energy density of feed precalving by adding maize or grain, but avoid sudden changes. ■ Dose cows with calcium orally on the

day of calving and the next few days, products like Calol or Over the Moon are suitable. Clinical signs: ■ Stage 1: mild excitement, inappetance, wobbliness, constipation. ■ Stage 2: depression, sternal recumbency often with an S-shaped kink in the neck and the head around at the flanks, dry muzzle and cold extremities, low temperature, the stomach stops working and bloats, uterine inertia (if calving at the time, the uterus goes floppy and can't push the calf out). ■ Stage 3: lying on her side, loss of consciousness, severe bloat, uterine prolapse and death. Milk fever progresses very rapidly and needs veterinary intervention immediately for any chance of survival. Treatment: ■ Intravenous calcium is needed in stage 2 and 3 cases, this often results in a fast improvement in the cow’s condition. ■ Oral calcium and calcium under the skin can then be continued for a few days. Beware giving intravenous calcium as it needs to be given slowly, the heart rate must be monitored as overdosing can cause cardiac arrhythmias and death.

Times have changed. Lifestyle blocks outnumber large farming blocks, creating rural urban communities offering the best of both worlds. Shayne and Vivien Douglas came to live in Horowhenua, bringing their Nui-Inu Alaskan Malamute stud after relocating from Australia. The area lends itself well to what they do, the location allows them to continue working in town and also have room to carry on breeding and training their champion dogs. Nui-Inu has the distinction of producing the country’s first New Zealand Grand Champion Alaskan Malamute. Notice is hereby given that the Horowhenua District Council has adopted three Proposed Plan Variations for public notification. Submissions are now open. Proposed Plan Variation 1: Miscellaneous Matters (including Land Rezoning) and Update and Alignment of Greenbelt Residential Zone. Proposed Plan Variation 1 involves a range of minor and specific amendments to Horowhenua District Plan maps and text. Young bowler joins Levin club Horowhenua College student TeNawe Hooper-Whiti took up lawn bowls six years ago at the Shannon club after years of watching his dad play. Hooper-Whiti joined the Levin Bowls Club this year to gain more playing experience. One day he would like to represent his country in the sport. “I really enjoy the game. I don’t analyse it, I just do it,” he said. Levin Bowls Club tournament controller Neville Turnbull said Hooper-Whiti had the potential to go far in the game. The weekend of August 9-10 saw the inaugural Invitational Gala at the Levin Bowling Club. Top players from the club and invited players from Wanganui, Palmerston North, Waipawa. Hastings and Wellington as well as other clubs in the KapitiHorowhenua centre combined with junior players from Levin Bowling club to contest this triples event. Luckily, the weather played its part and a very successful event took place. The tournament sponsors Cobb and Co ensured all players received a bottle of wine and the
