Chance to gain skills By

One of the biggest hurdles facing Horowhenua employers is the lack of skilled labour. This issue was highlighted by the Horowhenua Economic Development Board during their recent strategy planning sessions. Addressing the problem is one of the key elements to the district’s growth strategy, identifying training opportunities and making them work for both unemployed young people and the community at large. Ten young people from Horowhenua are hoping to gain valuable work experience after being selected for a Youth Skills Initiative developed by Work and Income New Zealand and Focus Labour Solutions. The group, who headed off to Blenheim this week, will spend four months learning about the viticulture industry that could to lead to a permanent job in Horowhenua. The scheme has the backing of Horowhenua Mayor Brendan Duffy and Marlborough Mayor Alastair Sowman, both passionate about initiatives that aim to see their young people succeed. “It will be great to see

these young people return to Horowhenua and bring their skills back to work in our local seasonal areas,” Mr Duffy said. Work and Income’s Central Regional Commissioner Penny Rounthwaite said sustainable employment in the viticulture industry could be very challenging for young people. “Lack of transport, accommodation and budgeting issues are big challenges and it takes time and training to develop skills

required to earn at higher levels of income. This initiative is great because it provides a total support package, life skills and work skills,” she said. Craig Mill, of Focus Labour Solutions, is excited about the chance to support young people from his home region of Horowhenua. The company is a significant employer in the Marlborough viticulture sector. “We can see a win-win outcome from making an investment in the
development of young people,” he said. The youth initiative is one of a number of ways Work and Income is supporting the development of the local skill base. Other initiatives currently underway to help upskill local people include a civil construction training programme, focused on roading, and a Training For Work programme with the Horowhenua Learning Centre, to develop general construction, welding and rigging skills.

ARMISTICE DAY To mark Armistice Day, which this year falls on a Tuesday, November 11, Horowhenua District Council is to conduct a short Commemorative Service at Levin Cenotaph. The service will commence at 10.58am. After the observance of two minutes silence at 11am, the remainder of the programme will follow. The public are invited to attend and join with Council, the RSA and military representatives in this commemoration and to lay wreaths and poppies where appropriate.

Abuse reporting
When New Zealand signed up for the United Nations Convention on Paramountcy of the Child we stood apart from the clause that required mandatory reporting of suspected child abuse. The UN Convention clearly reasoned that, if the safety of children was the paramount concern, then it followed that mandatory reporting was essential to the plan for child protection. The logistical and professional concerns that led to New Zealand deleting the mandatory reporting clause are adult concerns and are capable of resolution by the professionals concerned; whereas infants, having no selfdetermination, rely entirely on adults for care and protection. If the safety of children is held to be paramount then mandatory reporting is essential to the process. Eminent child psychologist, the late Dr Dorothea Wraith, worked with the victims of child abuse and from her vast experience she argued for re-introduction of the District Nurse concept, where nurses with life experience would have right of access to check vulnerable children and could also offer parenting advice. Dr Wraith also claimed that the welfare agencies had failed in their responsibilities and that child protection should transfer to the health authority. Given the ideological and misguided approach by CYFS — placing family/kinship and cultural concerns ahead of infant/child welfare — then Dr Wraith’s proposals need to be seriously recendisdered. Bridge views
It would appear that we are to get an opportunity to share our views on the proposed upgrading or replacement of the Whirokino Trestle and Manawatu River Bridge just south of Foxton. Hopefully many will express their opinion and the NZTA will actually listen and pay attention to the comments of the local population. It is also hoped that there will be meaningful cooperation between the NZTA, HDC and Horizons Regional Council because here is a wonderful opportunity to solve two problems at the same time. For forty odd years the good folk of Foxton have been trying to get the Foxton Loop re-opened and various government officials and departments appear to have paid lip service to the fact that something needs to be done. Now we have an ideal opportunity: the new bridge is going to need many cubic metres of fill to build the ramps up to the bridge. What better place, from where to get this fill, is the adjacent land [owned by Horizons] where the requested canal needs to be put, thereby opening the Foxton Loop? With this simple common sense solution, the canal can be excavated and the fill from the canal needs only to be carted a few meters to the ramp and the NZTA do not need to truck in many loads of fill from other areas. They have done this now and therefore are not seeking deposits quite as aggressively. Term deposit rates could even decrease. This means those depending on term deposits for income are in for a lean time as term deposit rates are likely to remain low for the foreseeable future. What can you do? You could draw the income and also eat into your funds but there are alternatives to term deposits that offer greater liquidity, can offer better returns, and are more diversified. Employers are a sensitive lot, aren't they? So Nick Gibson of Bananalama Landscaping Ltd sees the comments I have made as an “attack” rather than a contribution. I think his vitriolic response to my contribution to the debate is doing rather more to prove my concerns about the employment strategy being developed rather than dispel them. In fact, I've been waiting for the call saying I clearly have a lot to offer and would I like a job helping to develop the strategy. Not surprisingly it hasn't come because a tunnel vision approach is preferred. I don't think there is anything negative or untoward in making the statement that a successful employment strategy needs to take more than the considerations of employers into account. For example, I am sure their would be many mothers who would like part-time work but how many employers are able to think out of the box in terms of providing these opportunities? What about Maori economic development? Less of the traditional employment approach and more of the innovative is what's required in the 21st Century but, judging by Mr Gibson's response, hell is more likely to freeze over first. Low Term Deposit Rates
Firstly, one of the drivers of rates is the Official Cash Rate (“OCR”) which is set and reviewed by the Reserve Bank. Last week The Reserve Bank kept the OCR at 3.5% and said it would remain on hold for an unspecified period of “assessment”. This is because they feel inflation will remain low. Some economists are saying the OCR will not increase till 2016 if at all.

Breast cancer awareness rolls on 051114pjfvets
PINK RULES: It was a Pink day for staff at Horowhenua Vets on Friday, as they did a big push to raise money for breast cancer. Everyone got in on the fundraising theme with a touch of pink, whether it was a pink hair-do or flashy pink bra and tutu. The pink theme was not only entertaining for customers but a timely reminder that breast cancer is still one of the major issues faced by women of all ages, and, surprisingly, affecting men as well. While the official fundraising week is over, staff are committed to carry on their fundraising effort for another week, so don't be shy, pop in to Horowhenua Vets and donate what you can.
MAJOR JUNIOR TALENT ON SHOW By TANYA WOOD If it’s systematic, hydromatic, then it could be greased lightning. Poroutawhao School was in 50s rock’n’roll mode this week, performing the hit musical Grease, a version especially adapted for children. Invited community groups, including preschools and retirement homes, and families, were treated to the well-known songs and some energetic dance routines during the hour-long show, as the T-Birds and Pink Ladies hung out at Ed’s Diner discussing what they planned to do at the school prom. Director and Year 1 teacher Fiona Mitchell said the cast had worked extremely hard to nail the 12 songs, and dance routines, in just over a month. “We were incredibly lucky to have Levin dancer John Manville choreograph the boys’ routines. The boys loved it and really got into it. It was a fantastic performance on the night, they’re all superstars as far as I’m concerned.” The school performed two matinees and one evening show on Tuesday at the Poroutawhao Hall. Ms Mitchell said all the shows were well received by the audiences and the children were still hyped up, singing the songs the next day.

Respect for volunteer St John and firefighters has always been high from Foxton businessman Kevin Gunther, but his feelings for those who unselfishly dedicate their time to the community has taken a giant leap recently. Mr Gunther’s mother had a massive heart attack while collecting her mail last week. A neighbour saw her fall, rang 111 and went to her aid, applying CPR until emergency services arrived. Volunteer firefighters and ambulance staff worked tirelessly for 20 minutes, trying to resuscitate Mrs Gunther, unfortunately their efforts
Cancer awareness month
November is Lung Cancer Awareness month. Lung Cancer is the greatest cause of cancer death in New Zealand. There is a stigma attached to lung cancer being caused by smoking but 20 per cent of women who get lung cancer have never smoked. MidCentral region is developing a Map of Medicine High Suspicion of Lung Cancer pathway for referral from GP to hospital and to develop a public awareness campaign focusing on seeking help for symptoms at an earlier stage. Lung cancer causes no symptoms 25 per cent of the time, if you are over 50 years old with a history of smoking you are more at risk so should have a check even without symptoms.
Protecting young women
In the wake of the police decision not to prosecute those implicated in the Roastbusters investigation, the Mental Health Foundation (MHF) believes now is the time for all New Zealanders to consider how we can best protect the wellbeing of our young women. According to Rape Prevention Education New Zealand, in New Zealand up to one in three girls will be subject to an unwanted sexual experience by the age of 16. People who experience sexual violence will often experience depression, anxiety, and post-traumatic stress disorder. The MHF supports initiatives to educate young people about the issue of consent. With 90 per cent of sexual violence committed by someone known to the survivor, young people must be educated about respectful and safe sexual relationships.

NZ Art Show 2015 is calling for entries. The NZ Art Show is an annual event, established in 2004 and formerly named the Affordable Art Show, held at the TSB Bank Arena in Wellington from June 19-21, 2015. The show promotes a diverse range of art. It proudly champions the concept of all New Zealanders expressing themselves by owning original New Zealand artwork from new and emerging artists alongside more established artists. All art is available for purchase with the average price at $580. In 2015 two awards will be offered to help assist artists further their art-making to the next level, as well as four awards of $2500 each, open to students studying visual arts at the diploma or degree level. were not successful. “I was just blown away at the huge effort that they all (the neighbour, St John, fire service and police) made to save her,” Mr Gunther said. “It is only when you have a personal tragedy that you actually realise just how dedicated these people are.” He said small towns like Foxton would be in deep trouble without volunteer groups and neighbours who care. “It really would be a sad day if we did not have them.” Mr Gunther is urging the community to support volunteers emergency services in anyway they can. “As far as I’m concerned these people are the backbone of our community and they have my sincere thanks,” he said.

Detective work leads to arrest with GRAEME JARVIS Community Constable Police officers derive a great deal of satisfaction from an enquiry that ends in the arrest of a suspect. One such enquiry last week produced this satisfactory result. Some readers will be aware that I made several appeals over the winter months to householders in the north western corner of town to be vigilant, as there appeared to be a person, or persons, committing burglaries in the area on a regular basis. Detectives working on the case had a prime suspect and had been working for many months putting together the evidence required to catch the offender. Finally, on Friday afternoon, detectives executed a search warrant at a local address and arrested a 45-year-old Levin man.
A search of the suspect's home revealed a large cache of property, believed to have been stolen from homes close to where he lived, including a large screen television and household electrical items such as computers, food and confectionary. The man appeared in court on Friday charged with three offences and was remanded in custody to appear in the Levin District Court this week. Police are opposing bail as more charges are likely.
Police staff will now have many days of work ahead of them to find owners for all the items. Anyone who has been the victim of a burglary in the area will be contacted by police staff in due course. While the alleged offender may be in custody, please don't become complacent with home security. This alleged offender is just one of many people out there, many of whom are opportunists, likely to take advantage of lax security around the home, such as a window left open or unlocked. A simple and easy precaution is to keep all doors and windows, including garages and sheds, locked. Remember to also lock away children's toys, bicycles and scooters, and any loose garden implements that could be used by offenders to gain entry into your home.

Police seek witnesses to crash Police are calling for witnesses to the fatal crash that happened on State Highway 1, at the southern entrance to Levin, on Monday at about 5pm. The accident involved a Red 1991 Daihatsu Charade driven by Ellen Deam Davey, 41, of
Palmerston North, who died at the scene. The two passengers in the vehicle remain in Palmerston North Hospital in a stable condition. Investigations into the cause of the crash are continuing. Police would like to hear from anyone who saw the 1991 Daihatsu Charade
travelling northbound on State Highway 1 at approximately 5pm or prior to this. Anyone who attended the scene and was not spoken to by police at the time are asked to make contact with Senior Constable Finn or phone (06) 366-0500.

Community spirit alive and well with NATHAN GUY Otaki MP As MP for Otaki I get to attend many local events and I'm always blown away by how many people help others in our community. On Saturday night it was timely recognition for our local fire brigade services, with the Horowhenua Volunteer Rural Fire Honours and the Foxton Brigades Annual Awards being held. These volunteers turn out day and night and help keep our community safe. Tendertips asparagus pack house, between Levin and Foxton on SH1, held an
excellent fundraising event that transformed the packhouse into a cafe´ and art gallery. All door sales proceeds and 10 per cent of the art sold is being donated to the Arohanui Hospice, which help fund cancer nurses in Horowhenua. Thanks to everyone who contributed to the success of this event. The Keep Waikanae Beautiful Group has recently
presented both the Friends of the Waikanae River and the Waimea Lagoon and Waikanae Beach Restoration Group with certificates of appreciation. These groups have been rewarded for the hard work they both do for conservation restoration. Protecting and enhancing the river, lagoon and sand dunes means we can all enjoy these special areas. Thanks to these groups and others like Friends of the Otaki River for their tireless voluntary work that they are so passionate about. The Kapiti College KOSCARS awards were
recently held at the college, which provides an opportunity for our promising young filmmakers to receive recognition for their efforts. I’m told the calibre of performances was of a very high quality and I would like to congratulate all of the students who won awards. Congratulations to the Kapiti Gospel Choir, made up of about 40 members, which received a runner-up arts award at the Wellington Community Airport Awards. Well done. There is so much happening in our region that makes me very proud. Well done everyone.
Time for cleanup Annette Haley is proud of her garden and spends many happy hours keeping it looking nice. She is also a keen member of Keep Levin Beautiful, which is urging people, not only in Levin but throughout the district, to help make the area look its best. During the week the group has been promoting ‘pride in your community’, asking people to have a tidy-up around their own garden and frontage, and offer to help neighbours with their cleanup. Ms Haley is a firm believer that if the streets look good it has a flow-on effect. “It shows people we have pride in where we live,” she said. It does not have to take long to do a cleanup, she said. “The best part is, a clean and proud town generally has happy people and that is a good thing.” So be happy and be proud to live in Horowhenua.

Our Project Manager has been out and about meeting with local organisations and agencies over the past month, to get feedback on potential activities in the Horowhenua for early intervention youth alcohol and drug (AoD) programmes. One idea was workforce development, alongside activities that engage whanau and youth leadership development. We are now exploring opportunities to support the implementation of activities in 2015 that will add value to the collective community’s great work in this area. Last month, I mentioned that Shirlene Taylor (Youth Coordinator at Life to the Max) was stepping down from the Wellington Regional Youth Worker Trust. This role needs a replacement to ensure that Horowhenua is represented and Shirlene is still looking for a youth worker to take on the role. Applications are assessed for eligibility at the end of each month. Acknowledging much hard work with GRANT CONGDON Principal Our Year 11 to 13 students are about to embark on their NCEA exams. What a student has learnt over a year of study in a subject is tested in a three-hour exam. The result they get is an indication of what they have learnt as well as a reflection of the attitude they have shown towards learning. All students are looking for success – to be successful in their learning and to gain a qualification. When you look at students who are successful, they have one thing in common – they work hard. This is a choice they have made, they have chosen to work hard because they know
there is no easy road to success. A willingness to work hard will set a student up to succeed, and when a student succeeds in one aspect of their lives it often flows over into other things they do. Recently the Manawatu Secondary School Sports Awards recognised the top sporting achievements of secondary students from our region. This was a finals evening, meaning students had to reach a certain level of sporting
achievement to be included in the event. It was a great pleasure to watch our students from Horowhenua College take the stage and for the audience to hear of their sporting achievements. Again, the one common thing between all of these students is they have all worked hard for their success. Garden trail to take students a long way By TANYA WOOD A garden trail fundraiser to help a class of Waiopehu College students travel to the Land of the Rising Sun is attracting interest from people from as far as Taranaki and Wellington. Nine Horowhenua properties will open their gates for the ‘Glimpse Beyond the Gate – Garden Meander’ to help 13 Japanese language students raise an estimated $58,500 in total, for a 19-day exchange visit to Japan in March next year. The Year 10 students have been busy promoting the November 23 event, with posters, flyers and emails to garden clubs and other organisations in and outside the district. The students will be collecting tickets at the gates and helping serve refreshments at two of the properties. Student Leah Praat has visited all nine gardens with mum Gaelene, a teacher at the college and the main driver behind the fundraiser. “The gardens are really beautiful,” said Leah. “I’ve seen some really cool ideas that I would never have thought of being in a garden.” Mrs Praat said it wasn’t easy selecting the final nine properties. “There were so many people offering and so many amazing gardens to choose from,” she said. “We have very generous hosts who are keen to share their love of gardening and support our students to get to Japan.” Levin Garden Club members helped Mrs Praat whittle down the selection, ensuring a wide variety of gardening styles and innovation, including small urban and large rural gardens, native bush, formal and cottage styles, and a selfsustaining organic garden. Three of the properties have never been part of a tour before. Pauline Leary is opening up her small urban garden in Levin and hoping it will inspire anyone looking to downsize. “You don’t need a huge space. I have a

MEMBERS of the Levin Swimming Club who competed at the annual Paul Kent Memorial Spring Carnival held last month at Levin Aquatic Centre. By PETER FRANKLIN October was another big month for Levin Swimming Club members, with the club hosting the annual Paul Kent Memorial Spring Carnival. The carnival, held at the Levin Aquatic Centre, saw 31 of the club’s swimmers competing plus a total of 90 swimmers representing clubs from Wellington, Palmerston North, Feilding and Wanganui. Levin Club spokeswoman
Lesley Parkin said local swimmers ranged in age from 7 to 16 years, and achieved 69 personal best times out of a total of 120 individual swims. Club member Georgia Kerins, 14, made two division II age group qualifying times. Mrs Parkin said they also saw a good effort from the newer swimmers Tuawhio Porima, 10, Keisha Jones, 9, Talia Sievers, 7, Natalia Kingi, 12, and Katie Dean, 12. Six club members headed
south the following week on October 19 to Wellington, to compete in the Long Course Swim Zone meet at the Regional Aquatic Centre. Jimi Aungiers, 14, swam a 200m individual medley division II qualifying time and Caitlin Huria, 13, gained a 50m Backstroke National Age Group (NAG) time. The next day a team of 13 swimmers travelled to Dannevirke for the local club’s spring meet. Caitlin Huria put

another NAG time on the board, this time in the 100m backstroke. Mrs Parkin said a special mention should go to Hayley Duggan, 12, and Hana Kerins, 9, for their efforts and personal best times in the pool. The club’s success is again due to the support from local businesses and organisations, said Mrs Parkin, and the great co-operation from the Levin Aquatic Centre staff in hosting a successful spring carnival.

Court with 4 wins and 26 ends, 2nd was D. Walker, A. Malone and D. Madden with 4 wins and 25 ends, 3rd was R. Cotter, B. Coe and R. Evans (a first year bowler) with 4 wins and 24 ends, in 4th place was G. Wylie, J. Mears and B. Richardson with 4 wins and 23 ends.RSA Bowls Club: The Monday triples this week became a tough ask, with bowlers combating strong winds and only the top bowlers surviving to win through to the prizes, sponsored by the Bank of New Zealand. 1. Lorraine Willers, Ray Lovejoy, Carol Seal – 4 wins, 20 ends, 42 points. 2. Heather Pratt, Shirley Viggars, Scotty Nicholas – 4 wins, 19 ends, 39 points. 3. Fireworks in the sky and on track By VAL AND PETER FRANKLIN It was another action-packed night for speedway fans on Saturday night. Not only were there fireworks in the sky, there was plenty of fireworks on the track to keep fans entertained. The Robertson Holden International Speedway saw another night of hardout racing in all classes. A total of 19 superstocks, including three from Wellington, took to the track for the opening heat. Local 4p Chad Ace won the opening race, but it was 126p Asher Rees who drove his heart out to get a crowd-thrilling second place from grid 14, followed by 88p Jack Miers, 58p Peter Bengston and 10p Peter Rees. In the second heat, Ace suffered a flat tyre, dropping him out of the points race. The race was on now, in the third and final heat, between Asher Rees, on 36 points, Jack Miers and Peter Rees, on 34 points each, and Bengston clear ahead of the pack on 32 points. It was a cracker of final with 36p James Mallia riding the wall on the opening lap and collecting a couple of cars as he got back on to the track. Scott Miers, 8p, tried to turn the balance in Jack Miers’ favour by pushing Rees to the infield, but the youngster quickly got back into the action. Peter Rees got tangled up with Scott a few laps later, causing them both to spin, which took Rees out of the title chase.

THE sparks flew as 67p Richard Hart slid wide in the superstocks. An epic battle developed between Asher Rees and Jack Miers for second place, while 67p Richard Hart took an impressive win. A trip on to the grass cost Asher Rees as the referee relegated him back two spots for failing to yield while forced on to the grass, resulting in a shared first place with Jack Miers on 52 points, with Bengston not far behind in third on 49 points. In the stockcars, Asher Rees, 126p, took out the opening race, with dad 11p Peter Rees winning the next two. The feature
was hard fought, with Peter Rees gradually finding a way past Josh Prentice in the 52p tank to take the top spot. As usual the minisprint produced a good show for the crowd with 93p Karl McGill putting up a spirited challenge against Jamie Larsen in the 2NZ machine who went on to take the chequered flag. A great night’s racing was capped off with a brilliant fireworks display lighting the skies.

Eating Out Guide Caramelised Onion Flatbread Levin
Makes 1 flatbread Prep time: 25 min Cook time: 15 min Ingredients: 1 Farrah Premium White Wrap 2 tsp olive oil 1 Tbsp butter 2 red onions, thinly sliced 1 tsp dried thyme
1 Tbsp honey 1 Tbsp balsamic vinegar 4 Tbsp cream cheese Salt and pepper to taste Chopped parsley A little milk

Method: 1. Preheat oven to 180 degrees and cover a baking tray with baking paper. 2. To caramelise the onions: in a large fry pan, heat 2 tsp olive oil over medium-high heat until hot. Add butter; melt. Add onions, thyme, and salt and pepper to taste. 3. Cook 5 to 8 minutes. Reduce heat to low, stir in honey and balsamic vinegar. Cook another 15 minutes or until onions are caramelised, and liquid reduces – stir occasionally. Remove pan from heat and let the onions cool slightly. 4. Place the wrap on the baking tray. Spread cream cheese over the top of the wrap. Spread onions evenly over cream cheese. Brush the edges of the wrap with milk. 5. Bake in the oven for 15 minutes or until the edges of the wrap go golden brown and crispy.
