The association’s charter members include over 40 of the 135 Proposition D compliant medical marijuana dispensaries operating legally within the City of Los Angeles. After January 1, 2018, the voter approved Proposition D will no longer provide sufficient legal grounds for any cannabis activity to take place in the City unless a new regulatory system is adopted. The Initiative will:  Require the City of LA to create a permitting system as required by recently enacted state legislation while anticipating the passage of statewide adult use in November 2016;  Formally legalize long standing, Prop D compliant dispensaries that have been operating in the City;  Ensure cannabis activity in the City of LA is operating in a safe and transparent manner;  Create an enforcement system to punish illegal cannabis activity; and,  Provide the City with flexibility in responding to the needs of the growing cannabis industry while allowing the City to determine when and in what manner it will allow cultivation, manufacture, distribution and delivery of cannabis. Medical Pot Pioneer Champions “Comfort To A Community.” By Rob Starr

Trailblazers in the medical marijuana industry always keep

their eye on the end goal. They might get bumped off course, distracted, hassled and even incarcerated, but their motivations keep them trudging forward, head down against any winds. That’s the story behind Virgil Grant III (center photo). The co-founder of the California Minority Alliance and California Cannabis is best understood through his compassion for his community and the alliance’s motto, “Rebuilding Bridges.” On the surface, his achievements read like those of an entrepreneur intent on business success in the flourishing industry, but that’s only a small part of his story.

The Compassionate Use Act

“I’ve been in the industry from the very beginning,” he said recently. “I have one of the first and oldest collectives in its history. I own six collectives and four pre ICOs. I’m drafting an ordinance for a city as we speak.” California Proposition 215 in 1996 was the spark that fired up Grant to learn more about how health and hemp interacted, and he was happy to find out pot helped suffering people.”I looked around the inner city community I serviced and found what marijuana offered was needed. There were a lot of gunshot and stab wounds. Even after you’ve healed up from one of those, you’ll have constant pain in that area.”

Proposition 215 or The Compassionate Use Act of 1996 gave patients in California the right to choose an alternative medicine including marijuana. Although Grant’s dispensary initiatives were covered under Proposition 215 and he was a registered pre ICO collective which made it legal to sell medical pot in the state, the fact that it was classified as a Schedule 1 drug federally drew government attention. Others might have been put off by the 72 months in prison or the federal specter looming over their shoulder that still classified pot in a more severe classification than cocaine, but Grant’s faith in what weed could do for his fellow man was unshaken. “I got back out and jumped back into activism and fighting for owner operators and patient’s rights,” he said. While the times have changed and there’s no reason for owner operators selling medical marijuana to fear the kinds of federal scrutiny Grant suffered through, this medical pot pioneer still sees there’s work ahead.

The natural advantages marijuana had over prescription drugs like Vicodin and other painkillers spiked Grant’s interest further. His research even made him aware how it could help with other areas affecting the African-American community like bipolar disorders and depression. “Medical cannabis is a conduit to allow some comfort to a community that suffers in those areas too,” he said. Unfortunately, not everyone saw Grant’s work the same way. In 2007, some marijuana from one of the

dispensaries was found on a driver responsible for a fatal car accident. He was surveilled until May of 2008 when he was arrested with his wife and charged with 41 counts including drug conspiracy, money laundering and running a drug-involved facility. He was sentenced to six years in 2010.

“The federal government can no longer raid any state that has a medical marijuana law. What I faced and went through, owner operators no longer face,” he said. “When they reschedule cannabis and maybe declassify it to a Schedule 4 or 3 or maybe to no schedule at all, I’ll be vindicated and my federal conviction will be removed.” After talking with Virgil Grant and hearing about the road he’s travelled, there’s no reason to think he won’t keep marching forward until that day comes.

Sophie’s story “...she has given hope to people all over the world.”

Sophie Isabella Ryan

was born October 3, 2012, perfectly healthy weighing in at 8 pounds, 7.4 ounces. On June 20, 2013, Sophie had her first MRI scan after nystagmus, shaking of the eyeball, presented in her left eye, and on June 23rd, at 8 ½ months old, Sophie was diagnosed with a low-grade, Optic Pathway Glioma brain tumor. My husband, Josh, and I were originally told that her only option would be a 13-month protocol of chemo in hopes to stop the development of the tumor. Since it is a slow-growing tumor, chemo was never meant to get rid of the tumor, and doctors told us if they saw even minimal shrinkage it would be considered a huge success. We were comforted by the fact that these tumors had a 90% survival rate, but terrified to learn they had an 85+% recurrence rate, and most children can potentially need years of treatment. We were also notified that a growth spurt from her tumor was going to cause her to go indefinitely blind in her left eye, her right eye would likely be blind, and to prepare ourselves for full blindness. Life as we once knew it was over! At this point, after succumbing to an emotionally devastating situation, we decided to look for other ways to save our daughter outside of Western medicine alone. After creating a Facebook page called “Prayers for Sophie,” a friend saw our posts and put us in touch with Ricki Lake and Abby Epstein who were filming a documentary about how cannabis oils kill cancer in 24

pediatric patients. These women worked hard to surround us with the top oil makers and scientific experts in California, and at 9 months old Sophie took her first dose of cannabis oil. Now 3 years have passed and the successes we have seen using these oils alongside our daughter’s Western medicine treatments have been described as nothing short of a miracle, time and time again. Her brain tumor that was never expected to shrink has shrank by around 95% not once, but twice after a recurrence happened when doctor’s took her off of chemo before her treatment should have ended. After enduring nine blood transfusions during her first 13-month protocol, 4 months before her treatment plan was over, she just stopped needing them which is medically impossible. She has vision that is near perfect after being told she was going to be blind, she has continued to eat, advance developmentally, and the list goes on and on! This plant has kept her healthy, happy, and despite the ups and downs, her tumor continues to shrink. Sophie hasn’t just inspired her dad and I, she has given hope to people all over the world. Because she got sick, hundreds have been healed through our CannaKids organization that provides high grade cannabis oil to the very sick. Clinical trials are being planned so that we can find the answers that not only she needs, but all of the other sick patients like her are looking for. She has changed the course of our lives forever, and for the better!

When Xzibit does something, he does it big and he does it correct! Xzibit defines ‘correct’ as the truth and it’s what he expects as a consumer - and he hopes his fan’s expectations are the same! Xzibit’s musical career grew to become one of the hottest acts in West Coast Hip-Hop, charting with Cypress Hill, Snoop Dogg, Ice Cube, Dr. Dre. Since then, he’s made his way into prime time TV on the silver screen. The 420 Book caught up with West Coast Hip-Hop Legend Alvin Nathaniel “Xzibit” Joiner to talk about his grassroots approach to the cannabis industry with his Brass Knuckles product line and 1930’s prohibition-themed campaign. We chatted with Xzibit over phone lines as he was preparing for a next day flight to Chicago. In Chicago, he’ll be working on his current acting project, the FOX hit TV show Empire - a show that introduces viewers to the Hip-Hop music industry with its gripping storyline- The very same industry that defined Xzibit as an up and comer until mastering it. Xzibit will debut as a regular in Season 3 as fans and viewers continue to stay tuned for the scheduled premier September 21st, 2016. 420B: Congratulations on your role on Empire. Xzibit: Thank you! Talk to me about your decision to brand into the Marijuana Industry. Being a musician, I have definitely had a long standing relationship with the benefits of marijuana before it became medically legal. We were using it when it was illegal. As marijuana makes its transition, everyone is starting to see the benefits, not just from recreational use but medical. I come from a business background which includes marketing and development of brands. I am very good at it outside of the cannabis industry. Branding Brass Knuckles was just like putting two and two together. My partners and I really share the same vision when it comes to our mission statement, “We Deliver”. We’re just stepping in to do what we have to do to support the movement.

You’ve got a 1930’s theme going on with Brass Knuckles. Tell us about that. Our biggest push for Brass Knuckles with the 1930’s theme was putting the focus behind prohibition. We had a vision for Brass Knuckles and it has come together beautifully. We have some wonderful ideas as it evolves. We wanted to keep it unique and give it something fun to work with. Tell us about the Brass Knuckles Vaporizer and Cartridges. Brass Knuckles pride itself on being a full gram 100% of the time. I don’t have one particular experience that I can draw from but the biggest thing that I went through when I started discovering the benefits of marijuana is that it definitely kept me off of opiates and pain killers. I’ve used marijuana to help me relax and it has helped me be creative. I have written a lot of music and been in many sessions where I’ve benefited from marijuana being there. Those are the benefits that I’ve gotten. Many artist’ say that being in the studio and marijuana go hand in hand. Do you agree? Sometimes. Sometimes it’s better to go in with a clear mind. If you have everything that you need created then it becomes about performance and execution, you need a clear mind for that.

You did an interview in Canada where you were asked, “What is the secret to success?” You answered it, “Just Be You.” Do you feel that this is your destiny – this is you? Who you are before success is who you are after you get it. What drives you? My family, my wife and my children. They are my motivating factor. Anything you would like The 420 Book readers to know? Achieving your dreams is one thing, however keeping your dreams alive while you develop and expand is something that Jocko Sims has become adept at.

The 420 Book had the opportunity to sit down with this talented artist to learn more about his current projects and to find out how he keeps it all in check. With a thriving acting career and solid resume built over the past thirteen years that includes multiple film and television series such as Dawn of the Planet of the Apes, Dreamgirls, Jarhead, The Last Ship on TNT, Crash on Starz, and I’m Dying Up Here, which will air in 2017. Jocko’s most current project The Last Ship (executive producer Michael Bay) is something he’s particularly excited about. The series centers around the crew of a naval destroyer forced to confront the reality of life, after a pandemic kills off most of the planet’s population. Jocko plays Lt. Carlton Burk, a man who is not to be toyed with in this post-apocalyptic world. Jocko originally signed on for only five episodes, which has turned into five seasons. He had the opportunity to visit the crews from actual naval ships based in San Diego, “Those are the real heroes,” he says. We highly recommend streaming the first two seasons of The Last Ship on Hulu. The most intriguing thing about Jocko is his ability to wear many hats. He works as an actor, director, producer, host and musician. For instance, Jocko co-hosts a radio show, “Apollo Night LA” with Karen, Arif, and Guy every Monday night, 7pm PST. Karen, Jocko’s mother, decided to create a forum to interact and highlight new music artists, in the spirit of New Yorks Apollo Theater. What began as an exciting Twitter campaign for his mother, has now grown into a weekly radio show that draws unsigned artists from around the world to be reviewed and critiqued. The show includes celebrity guests and musical artist from Hip-Hop to Heavy Metal who meet up in a “relaxed atmosphere” to talk shop and inspire others. While he stays focused on acting, directing, producing and writing, he also makes time for his own music projects. The 420 Book got an exclusive listen into his music endeavors and he will no doubt be turning heads and bringing a new vibe to the Southern California music scene. We asked Jocko how he felt about the Cannabis movement, and what he sees as the future of it. “I know that it has many healing effects.” He continues, “I think it’s great, because we’re becoming more liberal as a nation, which is long overdue. Our prison population is full of people that really should not be there because of Cannabis crimes and I fully support how it can potentially help our economy.” We couldn’t agree more with this statement. Jocko Sims is quietly becoming a triple threat upon the Hollywood scene. When asked where he draws the strength and inspiration to tackle all of the projects he is working on, the Actor states that the formula for success is to simply “Get out of your own way”.

If you have a dog, you’ve shared romps through the parks and up and down sunlit trails on a warm sunny day. If you’re more of a cat lover, you’ve cuddled up on a cold night to look out the window together and be glad you’re inside. Cannabis has been right by your side through it all , keeping you mellow, happy and healthy. We all know there’s a movement legalizing pot for people and there should be no surprise there’s a mounting curiosity about what it can do for our pets. Although the interest isn’t backed up by hard science at this point, there are a few experts willing to throw their hats into the ring and come out on the side of using Cannabinoids for ailing pets.

Pot for Pets

Dr. Jeff Werber is a veterinarian in Los Angeles who talked with Fox News last year about the possible anecdotal benefits for pets in treating anxiety, inflammation and pain. Dr. Sarah Brandon and Dr. Greg Copas are a husband and wife team of veterinarians who actually took the fight to the next level. They were so impressed with pot for pets they formed their own company . When CNBC caught up with them in 2014, they’d already been looking at the benefits for eight years. Still, it’s best to take heed with weed before you give it to your pet. More testing needs to be done before we all accept what looks like a positive future for pot with our dogs and cats. However, recent stories are good reason to have high hopes. And there are many good time stories out there including the one from The Land Down Under where cancer survivor Paul Lawrence and his 15-year-old dog, Ellie, share a daily dose of medical pot that lessens their pain and enriches their lives together. The proponents of Prop 64 or AUMA have planned very well for this November’s election, laying out their strategy to victory via superior financial firepower and obfuscation by intertwining hundreds of pages of law and diverting everyone’s attention with the carrot called “legalization” that if truth mattered in our politics would be more correctly defined as regulatory capture!

The future is rarely a predictable event though, especially when we are talking politics and an election day that is a little over two months away. In the words of Robert Burns, “The best laid plans of mice and men often go astray”. Well today, the 9th Circuit Court of Appeals just erected a detour sign for Prop 64 leaving us to ask, will August 31, 2016 be forever known as the Billionaire Boys Club Waterloo. The 9th Circuit Court of Appeals just dropped a bomb, make that a MOAB (Mother of All Bombs) on Billionaire’s Sean Parker advance to overwhelm the opposition and change the marijuana landscape in California forever. Only time will tell if it’s a dud, but as we see the bomb float down onto the preparations for Prop 64’s victory party we smile, knowing the balance of power may just be about to change. The 9th Circuit just confirmed “A federal government ban on the sale of guns to medical marijuana card holders does not violate the 2nd Amendment . . . The ruling by the 9th U.S. Circuit Court of Appeals applies to the nine Western states that fall under the court’s jurisdiction, including California. It came in a lawsuit filed by S. Rowan Wilson, a Nevada woman who tried to buy a firearm in 2011 after obtaining a medical marijuana card.” It is no secret what the Weed for Warriors Project thinks of California’s Prop 64 and we believe it is horrible law. We have written and discussed openly our disdain for the 60 plus page Proposition and it’s conjoined twin the Medical Marijuana Regulation and Safety Act or MMRSA passed into law by California’s Legislature and Governor Jerry Brown last year. By conjoined twin, we mean, MMRSA won’t survive the court system given much of MMRSA stands in direct conflict with Prop 215, California’s current supreme law of the land as it relates to Medical Cannabis.

If the old proverb, “my enemy’s enemy is my friend” holds true, the reinforcements are about to arrive and the balance of power just shifted! 44

For example, the last time California’s legislature and Governor tried to restrict patients’ rights was SB420 and in 2008 the appeals court ruled, “In a 3-0 decision, the court ruled: “The prosecutor’s argument was improper. It was improper because the CUA [Compassionate Use Act] can only be amended with voters’ approval. Voters, however, did not approve the eight-ounce limit and other caps in section 11362.77 [of SB420]; hence, section 11362.77 unconstitutionally amends the CUA.” The decision was later upheld by California’s Supreme Court.

See, the only thing that can overturn a “voter” passed initiative such as Prop 215 or CUA (Compassionate Use Act), is another voter passed initiative, such as Prop 64 or AUMA. So besides undermining the power of Prop 215 directing all in the case of ambiguity to side with the most recent voter initiative, what’s the big deal with a case related to guns and a Nevada mandated Marijuana ID card? Well all you California Medical Marijuana patients get ready to be forced to register with the State of California for their own version of the State ID program. Prop 64 requires all medical marijuana patients register with the State ID system to avoid the onerous taxes put in place if AUMA passes. In addition, as widely reported, “This provision in AUMA is also how the State can collect even more money from citizens: by requiring patients to get (pay for) a medical marijuana ID card — which until MMRSA passed, has been voluntary. Why has it been voluntary? Because otherwise, forcing people get these cards is a violation of their Fifth Amendment right against self-incrimination (since using marijuana is still illegal under federal law). But if the federal government re-schedules marijuana, then patients would have no legal excuse to refuse to pay for a marijuana ID card. AUMA says that the ID cards will protect patients’ right to privacy, but how and why do people need an ID card to protect their right to privacy? A right is something you already have, so why should you need to buy a card to protect an existing right?” The devil is in the details and the 9th Circuit just laid bare one big problem as it relates to Prop 64 and America’s 2nd Amendment. If you plan on using Cannabis as a Medical Patient in California and Prop 64 passes you can kiss your right to gun ownership goodbye! We believe a new front in California’s Marijuana War is about to open and we see a vulnerability the Trust Fund Club didn’t anticipate.

On August 19, 2016 O.penVAPE hosted a MMJ industry event in Los Angeles, celebrating the launch of their cannabis cup winning CRAFT RESERVE cartridge.

All guests receieved complimentary 2.0 Variable Voltage Battery and a CRAFT RESERVE cartridge. The ballroom and outside patio were full of entertainment and interactive booths that left no guest bored, or without an opportunity to get medicated. The entertainment for the night was the Shacia Payne-Marley, who is Bob Marley’s grand-daughter, she performed an amazing DJ set that had the crowd dancing from start to finish, it’s clear music is in her blood! Closing the night was Supreme and Shadow of the Mighty Wu Tang Killa’ Bee’s, along with Power 106 FM’s DJ Icy Ice. Edibles were offered from Auntie Dolores, Cali Gold, Big Petes, Royal Highness, La Lucha, White Rabbit, and Technical Medicinals! Guests enjoyed an open alcohol and dab bar, along with treats from Strange Therapy Solutions and True Humboldt. The night was packed from start to finish, the red carpet, photo booth, massive Jenga, and super fun cannabis themed photo-booth. Q&A WITH THE

GODFATHER OF CANNABIS We caught up with Mel Frank to see what the living legend has to say about the current state of the industry. What is the godfather of Cannabis up to these days? Growing, breeding, seeking new strains, particularly landraces. I advise cannabis companies and also provide text and photos on cannabis for books and magazine articles. What is your take on the next steps of legalization for marijuana? Pass proposition 64. I know there are complaints and that it's not the perfect bill, but it's a good start. California is the elephant in the room as we consume about as much as all the other 49 states put together, and we probably produce more than we consume. Pounds and product goes out of California, but I've never heard of pounds coming in, unless you're talking about some of the cheap, pesticide drenched stuff from Mexico. You have to begin somewhere with legalization. Look at what proposition 215 has done. It too is imperfect, but it changed the country's thinking and now we have medical uses exploding in applications and in acceptance. Proposition 64 will do the same for recreational use, not only in the United States, but also in the world. California is about the 7th largest economy in the world and a leader in innovation. Other countries will pay attention. We can't anticipate all the problems, but those can be addressed as we learn what those may be. California already has 20 years of experience with quasi-legal marijuana, so I have confidence that California will do a better job than Colorado and Washington have done, and neither of those have led to calamity.

Are you surprised by any of the next technology or consumption methods within the industry? Well, yes and no. No because I've always felt that this was one of the world's most innovative industries because, it has millions of people who are devoted to its production and consumption, that's a lot of people thinking about ways to improve both growing and consuming. Just think about the hundreds of ways pipes have been made, everything from apples and tin foil, to titanium and incredible glassworks. And, innovation is helped by those millions being high and having novel thoughts, perhaps about something that's entirely new, or about technological improvements on what's already been done. When I first used the Volcano, I knew it wouldn't be long before there were dozens of devices that would appear based on the vaporizing principle, but smaller, more mobile, easier to use


and, of course, we now have this entire vape pen industry still constantly refining and innovating. And yes. I'm surprised by the number of people willing to spend their time and money to bring their ideas to market. After all, we did go through decades of the DEA doing all it could to prevent any cannabis device or product from being imported or sold. We couldn't buy hemp clothing and all sorts of other cannabis based products. Most people don't realize that the hemp seed industry was huge before the 1937 Tax Act ended it. Hemp oil was used for cosmetics, lubrication, paints and varnishes, food, lamp oil, and a myriad of other products, enough so that we were using over 50,000 tons of hemp oil a year. It'll take years before industrious people begin to put hemp oil back into the economy in a big way. First we need to grow the oil strains in mass quantities. And we need to educate the public and the industry. The public needs to know that hemp oil is the most nutritious vegetable oil on the planet. It has the ideal balance of essential oils and no other oil does, not olive, not canola, not coconut, not grape seed. Hopefully, now that hemp is being grown again, hemp growers will learn and begin to encourage the uses that have long been forgotten. What is your take on where the industry is headed? It'll be huge, bigger than most people can imagine. Once the reality sets in that marijuana is cheaper and healthier than alcohol, it'll put a serious dent into alcohol's current uses in social situations. Acceptance of recreational marijuana as a pure enjoyment, mood modifier, and social easer will have profound societal effects. We already are seeing less DUIs in Colorado. In time, cannabis derived medicines should become huge. Now that formal medical research can be done at institutional levels, many new applications should be forthcoming for both herbal/whole plant and single molecule applications. A major difficulty in bringing a new drug to market is side effects, from the manageable to life threatening. Whole plant extracts do not appear to have dire consequences, and it's likely that single molecule cannabinoids, properly dosed, will not have dire consequences either.

What are some of your favorite products? I'm somewhat limited in what I can use because my lungs are in bad shape primarily from smoking cigarettes for 44 years before I finally quit. But, I still like a good joint rolled with a filter, and I like a hit of rosin too as both give the full flavors and effects. I like a good pen as they're now getting much better. The new Spliffin line about to be introduced has very much the effect and flavor of a joint. I like edibles, although mostly they're of my own making. Edibles are getting better and gradually getting away from that telltale, disagreeable taste. I particularly liked the new Habit drinks when I tried some samples that came in my Chalice Cup judges' package. Are there any new up-and-comers (individuals or companies) that you would be interested in partnering with? I have a lot on my plate for an old guy, so partnering would only be as an advisor, not as an everyday contributor. But that's really my most value at this stage of my life. There are plenty of guys now that have more experience running huge grows than I do, and younger people have a much better sense of social media, but there is something to be said for experience, and it doesn't have to be necessarily about cannabis. Are you currently involved in any cultivation efforts (personal or commercial)? I am always involved in personal cultivation, friends' cultivations, and regularly advise on commercial cultivations. And I visit and photograph commercial grows that I'm not connected with as I also contribute occasional interviews with industry media outlets. Lastly, tell us about the CIC. The California Institute of Cannabis is a project in Desert Hot Springs just beginning to happen. We envision the CIC as a center for inquiry, research, genetic repository, and professional and public education. It'll take considerable funding and work for the facility to come to fruition, but we expect strong industry support as the industry needs such a center, and Cannabis is a plant that people fall in love with and commit their lives.

#GIRLSWHOSMOKEWEED You’ve seen her on Instagram. Her tongue is out, her tits are out, and she really needs to ash that blunt before she makes a mess on the carpet. This girl will be Type A. On the contrary, those who are Type B are not girls—they are women. They are professionals, perhaps growers, budtenders, or even cannabis culture writers. But they are not sexualized objects used as an advertisement ploy. The gendered dimensions of the cannabis economy have generated two distinct categories of women: those with power and those without.

UNDERSTANDING POWER

“Images of women in the contemporary drug economy are highly mixed.”1 These varied representations are caused by a shift in power dynamics. Traditionally, power is understood as the possession or control over others. The organization of the cannabis economy depicts two interdependent forms of power.“At a bare minimum, these include structural features of power (i.e. possession of resources, domination and control) as well as relational or transformative features of power (i.e. empowerment of the self and others).”2 Although contemporary cannabis culture has given opportunity for women to gain power within the industry, the sexualization of women has simultaneously decreased their value.

USING POWER

The voyeuristic nature of the cannabis economy has created an unstable landscape contingent on the sexualized relationship between women and marijuana. Those who are Type A possess little power within the drug economy, because they are dependent on sexualized versions of transformative power. As commercialized objects within the industry, they are limited to their physical assets. By advertising themselves in this nature, they are represented as objects that can be possessed. Thus making them subjective to changes in trends, which also causes their depreciation in value. In short, their value is equivalent to a new bong. You love it at first, but as it gets older you find yourself searching for something fresh. Contrasting them are the Type B women. They possess structural power, which gives rise to opportunity for growth within the industry. By possessing these tangible assets, they are better able to market themselves within the cannabis economy. By operating in this sphere of professionalism, these women are becoming leaders within the industry. The perception of women as being passive entities within the drug economy is quickly fading. For some, the cannabis economy has given them the opportunity to become pioneers in a quickly expanding industry. These women even use professional networks to expand and enhance their operations.
