Name Two Pastors .Define Parishes In .Falmouth Effective June I, Rev. Joseph L. Powers has been named pastor of the new St. Elizabeth Seton parish in Falmouth and Rev. James P. Dalzell will succeed him as pastor of St. Joseph's parish, Woods Hole. Father Powers, a native of Providence, studied at St. Patrick's parish school, Fall River and the former Coyle High School, Taunton. He attended Providence College and St. Mary's Seminary in Baltimore. Ordained in 1946, he served at St. Patrick parish, Falmouth and St. Joseph, Taunton, before being named chaplain at Bishop Stang and then Bishop Feehan High Schools, while serving as diocesan director of the Confraternity of Christian Doctrine. His Excellency, the Most Reverend Bishop, has announced the assignments of Father Robert Carter and Father John Gomes to the Catholic Ministry at the Union-Truesdale Hospital: Union Division. Father Carter, presently at St. Patrick's parish, Wareham, is returning to Fall River where he served at Sacred Heart parish, for five years. Father Gomes has been at St. Anthony of Padua parish, Fall River for the past three years. Both priests will now serve full time as Catholic chaplains to this hospital division. The announcement of the appointment of Father Carter and Father Gomes to the Catholic Ministry at the Union Division of the Union-Truesdale Hospital can be noted as another sign of the concern of the Church for those who are sick. Ninety-seven of the 112 parishes of the diocese were on last year's Honor Roll and Msgr. Anthony M. Gomes, diocesan appeal director, said, "We anticipate that every parish will be on this year's list and that we will exceed last year's million dollar campaign. "With the cooperation of priests, solicitors and contributors in the parish and special gifts phases of the appeal, our 1976 record of $1,008,855 can be surpassed. Our motto is 'Beat last year's record!'"

St. Anne1s Hospital Certificate of Need St. Anne's Hospital, Fall River, has filed for a Certificate of Need. The only Catholic hospital in the diocese must conform to state-mandated regulations. Thus it is that the hospital has attempted to meet not only state requirements in is application but also to view the total operation of this Catholic institution in terms of its realistic future.

Donations Asked For Irish Needy Operation Unity, a unique project sponsored by the Friendly Sons of St. Patrick of New Bedford, offers members of the Fall River diocese an opportunity to send clothing, bedding, and a wide variety of other articles to the needy in both the north and south of Ireland. Goods will be shipped at no cost in "The Bay State," a training ship of the Massachusetts Maritime Academy scheduled to leave Massachusetts May 26 and arrive in Dublin June 10. The vessel undertook a similar project recently on a voyage to the Azores, at which time Portuguese-Americans had the opportunity to ship goods to their homeland. Turn to Page Six

As a Catholic hospital, St. Anne's must face the great problem of need and demand for its various services as regulated by the state of Massachusetts. In order to meet the standards outlined by governmental agencies, the hospital has now submitted a new Certificate of Need application. The proposed project includes elimination of the 1906 noncode conforming buildings from the hospital site. Patient areas would then be centered in the remaining structures which meet all current state building standards. Turn to Page Six

HClrassment Told By Bishop Regan Maryknoll Bishop Joseph W. Regan, 72, of Fairhaven, head of the Philippine Island's prelature of Tagum, is among religious ::eaders affected by the martial law regime of President Ferdinand E. Marcos. In the past year 78 lay workers ::n the Tagum prelate have been arrested and detained in what Bishop Regan called "an attempt at persecution," Other repressive measures in the Philippines have included c1osi::lg of two Catholic publications and two radio stations, deportation of four missionaries and refusal to allow entry to another. Torture and indefinite detention of political prisoners contrary to vehement government deni~ds have been documented by the Association of Major Religiolls Superiors in the Philippines in a second heavily documented study dated March 31. A first study was issued in March 1976. The new study said that as of March there were 563 detainees in prison camps. It reported in detail on 43 prisoners SUbjected to various forms of tortu:re. Effective June I, 1977, the following provIsions will hi! made for pastoral care of souls in the Town of Falmouth: 1. A new Parish of Saint Elizabeth Seton will be canonically established. 2. Charities Appeal Aids Diaconate A broad spectrum of diocesan pastoral programs is funded by the Catholic Charities Appeal, including this year for the first time the Diocesan Office for the Permanent Diaconate, which will benefit from the generosity of the thousands of faithful annual appeal contributors. - The diaconate office is currently selecting candidates for the first class of permanent deacons to begin their formal preparation in September. Expenses of the program are subsidized by the diocese within the framework of an approved budget. Once ordained, deacons will give their services to the work of the Church at no . charge. themoorin~ Back to Fundamentals During the course of his address to the CathoLic Press Association George Gallup Jr. of the Gallup Poll organization noted that there exists a serious problem with all newspapers, religious and secular, concerning young readers. According to his findings, only about 45 percent of people under 25 years of age read any newspaper at any given ti~e on a regular basis. One of the fundamental reasons for this decline in newspaper reading, again gleaned from Gallup sources, is that many people in this group cannot read. Further indications are that there is a general decline not only in reading but· also in writing and spelling ability among a 'large' segJ;Ilent of today's youth. College entrance and placement exams give support to the Gallup report. Over ,the past few years there has been a steady decline in test sourc~sacross the nation. 'This is indeed a sad commentary, not only on our educational institutions but also on our entire socio-cultural development. Since many of our schools have become mere babysitting institutions, where teaching for all practical purposes has become a lost art, students seemingly determine what they want to do as far as curriculum is concerned. Many dedicated teachers just cannot teach. Parental permissiveness, together with some questionable legal attitudes, has limited teachers' ability to be an effective instrument in the transmission of knowledge. Instead of being able to teach, many teachers find themselves merely patrolling classrooms. The results are only too obvious. Of course, some educators themselves have also added to the learning problems that many of our schools now face. Many educators have a unique gift of hopping aboard every new educational theory that comes down the corridor. One year it's open classrooms: the following year the classroom closes: Some students are left to "float" from one grade level to another while others are left to sink to the bottom. This instability of educational theory has made its own contribution to the decline of student performance. , If weare to restore some semblance of reality to the world of education, it would seem that many schools should once more return to the classroom some of the basic and fundamental concepts that will give students the opportunity and encouragement to learn. Young people should be taught to read. Time and effort s~ould be devoted to the ,art of writing. Above all, it would be most encouraging if we could help young people learn to speak the English language. Present u~age defies definition! Hopefully we will begin not only to realize the scope of the learning problem at hand but also utilize our many wonderful educational tools to eliminate the growing ignorance that is presently plaguing our classrooms. As' our own diocesan educational convention opens today, it ,would be well if this pressing probleIl\ would in some fashion find a willing ear so that even in our own parochial schools the reality of fundamentals will not be taken for granted. I

Communion in the Hand As the Catholic Bishops of the United States meet this week to consider once more the problems of the Church in this country, hopefully they might consider a simple item that has been blown out of all proportion, namely "communion in the hand." At the present time the United States and Italy are basically the only two western nations where communion is not given in the hand. The Bishop of Rome, the Pope, is an exception insofar as he distributes communion in this manner in the State of the Vatican (which is not Italy). Even the Bishops of Ireland have approved such a move for their very traditional church. For the American Bishops to delay any longer in this m'!.tter would truly be ignoring the consensus of other episcopal conferences throughout the world, never minding the fact that such a delay would once more place them in a very shortsighted position.

Young strikers picket their school . . . The faculty is on strike . . . From a passing glance the cause is not clear ... but there is some hurt ... alleged injustice ... Justice is perhaps the most basic requisite for harmonious human interaction . . . It is the foundation stone of society ... Moral life rests on justice ... as the primordial expression of love ... To consider oneself loving ... or devout ... without acting justly ... is self deceit. The Hebrew prophet Micah sums up the JudeoChristian conviction . . . "This is what God asks of you ... only this . . . to act justly . . . to love tenderly ... and to walk humbly with God." (Micah 6:8). All the prophets of Israel ...and Christianity ... shared that ideal ... They stood up to even the most powerful . . . and protested . . . "Right is repelled . . . and justice stands far off ... Make justice your aim ... redress the wronged." (Isaiah 59:15; 1:16).

Anglican Leader Meets with Pope VATICAN CITY (NC) - At their first meeting, Pope Paul VI told American Archbishop Donald Coggan of Canterbury that he would 'like the Anglican Church to be "united with but not absorbed" by the Roman Catholic Church. After the two emerged from 85 minutes of talks, the Pope told the 65-yearold archbishop of Canterbury that the pace of the AnglicanCatholic dialogue "has quickened -marvelously in recent years so that these words of hope, 'the Anglican Church united, not absorbed,' are no longer a mere dream." On the same day, as the Vatican's • top ecumenical official listened, Archbishop Coggen declared at a ceremony in Rome's Anglican Church that the time has come to grant official permission for· intercommunication between Anglicans and Catholics. "Has not the time now arrived when we have reached such a measure of agreement on so many of the fundamentals of the Gospel that a relationship of shared Communion can be encouraged by the leadership of both Churches?" he asked.

In between, volunteer students from the host school will be active as aides, ushers and guides for convention-goers. And scores of youngsters who won't be present in person will be on hand via their creations. Exhibits of work done by children in classrooms and religious education programs in all parts of the diocese will be on view throughout Feehl:\n High School. Also on display will be the wares of some 100 suppliers of school equipment, books and services. Their booths will make up the important exhibitors' section of the convention, open throughout the two-day program for browsing and ordering. Today's major speaker will be Sister Mary Dooley of the Sisters of St. Joseph, discussing Christian ministry. Tomorrow Robert N. Lynch will give an overview of Catholic education and Father Stephen Doyle, OFM, will explain the role of the prophet. On both days workshops will discuss a wide variety of educational concerns.

Father Andrew Greeley, 49, feisty Irish leprechaun and committed priest-sociologist, was at Bridgewater State CoIlege last week, mostly to talk about the status of Irish-Americans (very good), but also to discuss a sampling of the dizzying number of projects with which he is presently concerned. In an interview before his talk to students and faculty of the state coIlege, he darted from topic to topic in the style familiar to readers of his Anchor column. Asked how the "Greeley machine" produces weekly columns for 50 secular and 40 Catholic papers, has seemingly its own book-of-the-month club with a total of over 60. "I'm not sure of the number; I don't keep count") books bearing the Greeley name, writes uncounted articles for magazines ranging from scholarly to pop, surfaces all over the world for lectures, workshops and seminars, and maintains full time commitment to sociological research, the leprechaun had a succinct answer. "I work hard." In the next breath he added "But I don't work evenings or Sundays, I get eight hours sleep and I take July and August off for swimming and sailing. In winter I ski." It's what's caIled an Irish bull. Father Greeley has a sister, theologian Dr. Mary Durkin, who, like himself, was a speaker at last month's National Catholic Educational Assn. convention in San Francisco. Does she share his views? "I share hers," demurely declared the outspoken proponent of ordination for women. Father Greeley would also like to see women share the permanent diaconate. He said the order had been restored for several years in his native Chicago archdiocese and that thus far the chief problem has been that "although they're clergy they are still treated as laymen." On the Catholic press, which at the Catholic Press Association national convention, has just named him best syndicated columnist, he said that although he did not see a wide enough range of diocesan papers to make a general statement, his feeling was that "some are very good and most exhibit a higher level of professionalism than in the past - including, of course, all those that carry my column." He added that he felt in general that the relationship of bishops to their diocesan pubilca-' tions needs articulation. Asked his reaction to a com· ment by another Catholic editor that Vatican officials supported Greeley findings when they agreed with Roman conclusions, but considered him a non-person when, for example, he reported opposition by American Catholics to papal teachings on birth control, the controversial sociologist chuckled. "They're not the only ones who do that," he aIlowed. Not in clerical attire, "because I'm in more of an academic than a priest's role tonight - and anyway I only have one black shirt," Father Greeley nevertheless proudly wore a St. Brigid cross which he explained as an adaptation

awareness of their politics and culture," he declared. The priest cited love of learning and politics and a special type of Celtic Catholicism as Irish characteristics, not .all of which have survived transplantation to the American milieu.

He admitted he sees no solution to present Irish problems. "Peace without justice is not peace, and Catholics in northern Ireland are victims of violent injustice. There is no evidence at this time that justice will come."

Fr. Greeley in Fine Form At Bridgewater Lecture by early Christian missioners of an already existing Irish pagan sun-sign. "The missioners were ~ble to 'baptize' all the pagan symbols and rites," he said. "There was nothing cruel or opposed to Christianity in the Celtic tradition." One of the priest's most recent publications is an Irishbased book for smaIl children and soon to be issued is a threevolume trilogy of novels which will bring the royal O'NeilIs of Ireland through 1600 years of history, from the sixth to the 22nd century. His own biography, "The Public Life of Andrew Greeley," is due for faIl publication. "My sister teIls me I only reaIly became Irish in 1965," he admitted to the Bridgewater audience. "That was when I started examining my heritage." He has worked hard at it since that time and one of his current sociological projects at the National Opinion Research Center of Chicago, where he is program director, is an investigation of alcohol behavior among American ethnic groups, including Irish, Italians and Poles. One of his findings is that there is more alcoholism among American Irish than among Irish Irish, "because it is more tolerated here than there." Not attached to any parish, Father Greeley ne'llertheless says Mass for a congregation of "five or six" on Saturday afternoons when he is in Chiago. The parish, he explained, is a victim of urban decay and although it has a flourishing school, its actual members are very few. Despite such situations, he is generaIly hopeful about the

American church. "There are lots of ways to be Catholic today," he explained "and I think there is strength in that diversity." Describing the American Irish as "Great Ireland," Father Greeley noted in his address that actuaIly there are more Irish Protestants than Irish Catholics in this country, but that little is known sociologicaIly of the Protestants. He said that American Irish are "the most affluent and best educated of the gentile ethnic groups in the United States. We've made it and made it big." He added, however, that American Irish and Irish Irish do not share a cultural heritage, that their patrimony diverged 100 years ago, when most emigration took place. "Today's Irish are amazed at our lack of

Bishop Feehan Seniors and juniors will hold their annual prom tonight and at the Attleboro school the annual Catholic Education Convention is taking place today and tomorrow. Three Feehanites will compete this Saturday in a business skills meet sponsored by Johnson and Wales College, while Dorothy Winters has been notified she received a second place award in a state science fair for a project on exceptional children, and Jane Bolinger represented Feehan at Student Government Day in Boston. . From 10 a.m. to 4 p.m. Saturday, May 14 an auction will take place on the school grounds with items ranging from antiques to flea market- merchandise. In year-end activities, seniors will begin final examinations next week and student council elections will' be held Tuesday, May 10.

Holy Family High Over 200 .attended a Language Fair held by Holy Family High School, New Bedford, in the Kennedy Center. Attractions included ethnic costumes, worn by many students, French and Roman slides of historic sites, and a "French National Lottery," Every half hour Holy Family's principal, Mr. John Finni, with two friends, Regina McIntyre and Claudette Menard, sang Latin songs, and another main feature was a French puppet show, the work of Marie Demers, Melanie Duval and Donna Collins, who made the stage and puppets and were the puppeteers. They presented three performances of "Le Theatre Guignol" in French, with English translations available. other projects of Many French and Spanish interest by freshmen, sophomores and Holy Family-Holy Name eighth graders were on display and French, Spanish and Roman foods served at La Patisserie, Cafe Basque and El Conquistador restaurants included meat pie, crepes, Spanish meatballs, paella, Caesar and Italian salads and Italian sausage.

St. Anthony Wins! -Back on April 22, the St. Anthony High School baseball team broke a 25-game losing streak when it nipped Old Rochester, 3-2, in a Division Three Southeastern Mass. Conferenece game. (How could I have overlooked such an event in last week's column?) However, I can well imagine the feeling of exultation that victory must have instilled in the coaches, the players and others connected with the team. I know the feeling because

several years ago I was coaching the CYO basketball team of the parish of which I was then a member we lost 21 straight games stretching from the nearend of one season, through the entire next season, and into the early part of a third season. There was, nonetheless, a feeling of pride that despite the long string of losses "my boys" kept trying, much as the St. Anthony boys have been doing, and they were on hand for every game. So . . . to you St. Anthony baseballers I say: carry on!

Close Races in Conference As matters stand at this writing there are indications that the pennant races in all three divisions of the Southeastern Mass. Conference will have down-to-the-wire finishes. Taunton, Bishop Stang High, Durfee and Attleboro were bunched up closely in One, Case was atop Division Two but with Bishop Connolly High, CoyleCassidy, Dartmouth and Seekonk in close pursuit, while Diman Yoke and Bourne shared the lead in Division Three with Wareham close behind. LOUIS, FALL RIVER The Third Order of St. Francis wiIl meet for Mass at 6:30 p.m. Wednesday, May 11 and meetings wiIl follow thereafter each second Wednesday of the month.
