Summons Teachers To Prophetic Role Rev. Msgr. Raymond T. Considine, P.A.

'Selfless, Prayerful' After 49 years of loyal witness to God, the Church and the Diocese, Msgr. Raymond T. Considine will retire from the pastorate of St. Williams' parish, Fall River, and from his diocesan offices effective June 15th. For close to half a century, this dedicated priest has served the people of this diocese selflessly, effectively' and prayerfully.

Born in New Bedford, Msgr. Considine graduated from Holy Family Grammar and High Schools and attended St. Charles and St. Bernard seminaries. Ordained a priest on June 8, 1928, by the Most Rev. Emmett M. Walsh, Bishop of Charleston, in Rochester, N.Y., Msgr. Considine served in Sacred Heart parish, Oak Bluffs, St. Patrick's Wareham, and St. Turn to Page Four

Doyle, OFM, told hundreds of classroom and religious education teachers attending the Catholic Education Convention of the Fall River diocese, held last week at Bishop Feehan High School, Attleboro. Speaking on the role of a prophet in contemporary life, the noted theologian and scripture scholar said that the pre-Conciliar church saw itself as a rock, but the post-Conciliar image is that of a pilgrim people. "America emphasizes productivity," he told his hearers. "Fetuses, the sick and the old are not productive, so they're not wanted. Are you being prophetic to that situation?

Upon his return to civilian life, he was named pastor of St. Jean's Fall River, and then in 1969 appointed to St. Joseph's New Bedford. Always a busy and devoted priest, he will continue his apostolate at Sacred Heart, New Bedford. Father Cornelius O'Neill, pastor of St. James, New Bedford, will be placed on sick leave. Fr. O'Neill, a native of Fall River, has been a priest of the diocese for 27 years. He has served in many parishes of the diocese and was named pastor of St. John's, Central Village, in 1971. Fr. O'Neill has been involved in many diocesan positions serving as judge on the marriage tribunal and chairman of the Commission for Christian Unity as well as a member of the Commission for Divine Worship. The new pastor of St. James' New Bedford, will be Father Armando Annunziato. For the past three years Father Annunziato has been the Director of St. Vincent's Home, Fall River, as well as administrator of St. Bernard's, Assonet. Previous to these assignments, he was administrator of St. Francis, New Bedford, and director of St. Mary's Home in that city. Father Daniel Gamache will be the new pastor of St. Joseph's, New Bedford. For the past eight years he has been pastor of St. Jean's Fall River. Fall River, he was ordained in 1958 and was first assigned to St. Michael's, Ocean Grove, and then to St. Theresa, New Bedford. Father Thomas Mayhew attended Maryknoll and St. John's Seminary, Brighton. After ordination in 1959, he served at St. Peter's, Provincetown for eight years before he came to St. . Joseph's, North Dighton. He was at one time the CCD Director for the Taunton area. The new administrator of St. Mary's, Norton, will be Father John Magnani. Coming from Falmouth, where he has served since 1971, he once more will return to the greater Attleboro area where he attended grammar and high school. Ordained in 1959. Father Magnani has also served in St. Mary's, South Dartmouth. Presently an assistant at Immaculate Conception, Fall River, Father Lucio Phillipino will be the new administrator of St. Bernard's, Assonet. For 11 years Father Phillipino served at Holy Name, New Bedford, before coming to Fall River to assist in the work of the Diocesan Homes for the Aged. Father Roger J. Levesque, the new administrator of St. Elizabeth's, Edgartown, is presently Diocesan Director of Scouting Programs as well as assistant at St. Joseph's, New Bedford. A native of Fall River, he was ordained in 1959 and for a number of years was stationed at St. Ann's, New Bedford. All assignments are effective on the 1st of June save those of Father Shovelton, and Father Mayhew, which will take effect on June 15th.

themoorin~ Taking a New Look at Old Problems There can be little doubt that all newspapers are facing difficult times. This is as true of the Catholic as of the secular press. The problems are varied. Postage and printing rates have soared; labor costs have had a noted increase; circulation and advertising have remained constant or declined. Thus every now and then, one must sit back and take a long hard look at present press policies, searching for new ideas while at the same time attempting to be realistic. A Catholic newspaper just isn't put together by some unique magical formula. It takes people, office staff, reporters and printers working together, trying to use this medium as a catalyst to bring the Good News to modern man. It also takes a great deal of time, effort and money. Ideally,.a paper should make and pay its own way. For some Catholic papers this is impossible; for others it means rolling up the sleeves and finding new ways to meet the challenges that will rescue them from the shame of subsidy. At the recent national Catholic Press Association convention many of the workshops attempted to discuss some of the difficulties that a diocesan press faces day in and day out. One of the more basic shared ideas that had overwhelming approval was that a local diocesan press was not a house organ. It was indicated that many papers now receiving subsidy were freely giving valuable space to various diocesan departments that should in fact be buying advertising .space. In some instances, it was pointed out, Church agencies will pay for space in a secular newspaper while expecting a "freebie'" in their own diocesan paper. What has been suggested is that instead of handing over a subsidy to keep a 'newspaper going, this money should be used to buy advertising in the paper. Among other suggestions offered was the idea that each diocesan department have a promotional budget; that papers should encourage coupon ads; that instead of each department printing and mailing its own newsletters, it should print the same in ad form in its local diocesan press. Papers were encouraged to find support for special inserts; for example, marriage, educational or vocational inserts with the relization that ads in such specialized sections will sell. In this regard weekly newspapers have a special position since they have a tendency to remain longer in a .household than a daily paper. This editor goes on record for such new ideas and new approaches. If we plan to do a good job of truly keeping The Anchor a newspaper, then we have to think along these lines. It is imperative for this paper to cover the news, keep readers updated in Church affairs and be an important element in building diocesan community. This cannot be accomplished if we look upon this paper as "something for nothing." Hopefully, as attempts are made to bring a new and refreshing look to The Anchor, our fellow workers in the vineyard will give us their support, encouragement and ads.

Social Security Support Supporting legislation that will ensure the continuance of Social Security is not only politically feasible but also of absolute necessity. When one considers the growing numbers of "senior citizens" in relation to the zero growth rate, it is obvious that mere circumstances indicate that the present system of Social Security is just going to run out of money. More is going out than is being taken in to keep the program funded for another 10 years. Since so many people in this country depend for their very survival on their monthly Social Security check, then every effort must be made to ensure that this program continues in .sound financial condition. Current efforts before Congress should indeed be investigated .as well as supported so that the millions of Am~ricans who now enjoy the benefits of the Social security system will be able to continue to live in decency and dignity.

Continued from Page One Mary's Taunton, before coming to the city of Fall River where he has been stationed for the past forty-five years. In 1934, Msgr. Considine went to Rome to work and study in the Office of the Propagation of the Faith, where his brother, Father John Considine of Maryknoll was a consultor. For the next 17 years he resided at the Bishop's House as secretary to the late Bishop Cassidy. In 1951 he was appointed pastor of St. William's Church, Fall River. Msgr. Considine has especially given himself in a unique ministry of service to all the people of this diocese in a most . selfless way. From its founding in the diocese, he has been Director of the Propagation of the Faith. He began the Catholic Charities Appeal, serving as Executive Director for many years. From the placing of the first brick, he has directed and administered the Diocesan Homes for the Aged. For his services to the Diocese he was created a Domestic Prelate in 1959 and in 1966 he was raised to the honor of an Apostolic Protonotary. Despite his busy activity on the diocesan level, he loved parish work. .He is a man who knows all his parishioners by name. His priestly concern for people has been notably reflected in his concern for his brother priests. From young to old, he has tried to be a good listener to their problems and a friend in their needs. For this reason he has chosen the. Catholic Memorial Home in Fall River as his retirement residence with his brothers in Christ.

Bishops Continued from Page One other rule provides that if absent members are sufficient to swing the outcome, their votes will be solicited by mail. One source told NC News that Communion in the hand came up four votes short in the May 4 ballot, while another source indicated that five votes were lacking. If those figures are accurate, Communion in the hand will be an option in the near future. Perhaps because of the inconclusive outcome of that issue during the actual meeting, other issues seemed to capture the limelight and many of those covering the meeting seemed most interested in the question of automatically excommunicating divorced and remarried Catholics. "Obviously the law is a problem." On May 4, in a closed session, the bishops voted 231. to 8 to seek Vatican permission to abrogate the law. Although widely trumpeted as a major depllrture from tradition, the change in the law does not mean that the divorced and remarried may -receive the sacraments: it means that they are not formally excluded from the Church's prayer life. "The lifting of the excommunication will encourage Catholics who have experienced divorctl to know that they are not lepers," said Bishop Cletus O'Donnell of Madison, Wis. (A further clarification of this issue by Father Daniel Hoye, vice officialis of the Marriage Tribunal of the Fall River Diocese, appears at the end of this article.) 'Call to Action' The bishops' response to last October's Call to Action at which 1,300 delegates passed a variety of resolutions, drew considerable interest - and consumed more of the bishops' time than any other item on the agenda. ,Bishop Rausch, the former general secretary of the NCCBUSCC, criticized the response document as "too negative in tone" toward the Call to Action. The document had been revised through seven drafts before reaching the bishops for their vote. On May 5, just before the meeting ended, the bishops voted 179 to 7 to approve the document, but an amendment by Archbishop Peter Gerety of Newark and 19 cosponsors had given it new overtones. The amendment directed the president of the NCCB-USCC to establish a committee to develop the five-year plan drafted by the Detroit conference. Approval of Archbishop Gerety's amendment was seen as a boost to the Detroit conference's prestige, and a hint that many Call to Action recommendations could be taken seriously by the hierarchy. In all, the bishops had five items requiring action on their agenda. Four were approved: Call to Action resolutions which assigned to appropriate bishops' committees the topics which emerged from the Detroit meeting; a statement on American Indians; another statement on human rights in Eastern Europe; and creation of an NCCB Com-

A fifth agenda action item which would have decided the future of the Campaign for Human Development was brought before the bishops late in the meeting, when many had already left to make connections home. With no quorum present, the body could take no action. Ballots will be mailed to the nation's bishops on the question of whether or not to continue the Church's domestic anti-poverty effort. In a historic demonstration, coverage of the meeting was transmitted by satellite to cable television systems throughout the United States. A spokeman for the bishops said at least 105 cable television systems in 54 dioceses involving 27 states and serving almost 1.5 million persons carried the program. It was the first nationwide institutional use of a satellite transmission to cable and microwave television systems. Father Daniel Hoye's statement on the present status of divorced and remarried Catholics follows: The recent decision of the Bishops of the United States to life the automatic excommunication which was imposed during the 1884 Baltimore Council, while a welcomed action, will have little real effect on the divorived and remarried. It is important to state what the change will NOT mean: (1) It does not mean that the Church no longer teaches that sacramental marriages are indissoluble; (2) It does not mean that all those who are remarried after divorce have a right to the Sacraments of Penance and Eucharist. Confusion concerning the effects of the Bishops' action is caused by a misunderstauding of the word, excommunication. This is a very technical term in Church law that describes a censure that is placed on a person which separates him from certain public worship and may prohibit him from being promoted to certain offices in the Church. We can say that all those who are excommunicated do not ordinarily have a r.ight

to the Sacraments of Penance and Eucharist but not all who do not possess this right can be said to be excommunicated. To be excommunicated is to receive a legal censure. To forfeit one's rights to the Sacraments is ordinarily a moral issue. ..The Bishops have followed the trend in the revision of Church law to limit automatic excommunication to very rare circumstances. Also, they reflect the move to recognize that limited effect of Church law in enforcing'moral teachings. It is important to note that while the lifting of the excommunication is a limited legal move, the Bishops see their vote as an invitation to those who are divorced and remarried to seek possible annulments of previous marriages through the Tribunal. It is also a message to those who are divorced and re.married that says, "You belong."

Nursing Home Is Commended Sacred Heart Nursing Home, New ·Bedford, has received recognition from the Accreditation Council for Long Term Care Facilities of the Joint Commission on Accreditation of Hospitals. Sister Beatrice Duchesne, administrator, noted that the recognition came during National Nursing l:Iome Week, which ends Sunday. In a letter to the institution, John D. Sister Mary Dooley, SSJ, who reported on the Call to Action meeting in Detroit, saying that probably no recent religious event has evoked more notice, ranging from descriptions of the gathering as a "tent show" to "the hope' of the American church." She said the meeting reflected a pastoral theology of the church as "the people of God, missioned to serve the kingdom," and noted that such a theology makes each person "unique and irreplacable. <If I do not fulfill my vision of Christ, something will be missing forever in the kingdom of heaven." School curriculums, said Sister Mary, should reflect this awareness of the uniqueness of each person. .Noting that "a baptized girl is as important as a' baptized boy," she said that the "male vocabulary" of many prayers and rituals makes women non·persons in the church. She called for adjustment in such matters, declaring that "change of language builds change of attitude," and she also maintained that women should have equal access to authority roles in the church. Sister Dooley reminded the teachers that they should communicate Third World needs to their students and affirmed that "all members of the Catholic community should live simply so that others can simply live." Robert N. Lynch, chairman of a symposium held in San Francisco last year in response to the Andrew Greeley study of Catholic education, discussed needs of Catholic schools, listing involvement of parents and better public relations and use of media as priQrity issues. "Perhaps it is time to reo introduce our students to the old-fashioned notion of virtue," he said, stressing also that qual· ity education has to do with the quality of teachers, not the "newness of machines." Principals, he added, should 'see themselves as the chief reo ligious educators in their institutions, not chiefly as administra· tors. 'Lynch said that teachet;s' uni· ons are a need in Catholic education but that he does not like to see teachers affiliating with either the AFL-eIO or National Education Association, both or· ganizations with a record of opposing aid to non-public schools. Instead, he said, bishops' committees should meet with education officials to arrive at their own agreements in the light of papal teachings on social justice. Messiah Sing i

An open choral reading session of Parts II and III of Handel's Messiah will 'be held at 7:30 p.m. Sunday, May 22 at St. Mary's Cathedtal, Fall River. All area singers are invited to join in this event, for which they will be accompanied by~ a chamber orchestra under direction of Glenn Giuttari, interim director of music at the Cathedral. Soloists will perform major recitatives and arias. A small donation will be asked and refreshments will be served. Participants are asked to bring their own scores of the oratorio.

SEATTLE (NC) - Archbishop Raymond Hunthausen of Seattle has urged archdiocesan Priests to support President Jimmy Carter and Secretary of State Cyrus Vance in their efforts to reach an arms limitation agreement with the Russians. "I believe the time is ripe for us to support them in this nonviolent stance," he said in a letter to all archdiocesan priests. Archbishop Hunthausen "also attacked the Trident Submarine program, which is based in Washington State, as an "aggressiv.e" weapons. '~It seems to me that the Trident program is' saying, 'It is better that many die . . " " he said. "With its first strike capability, the U.S. changes its position from a defensive posture r(retaliating only if attacked) to an aggressive posture (to strike the first and final blow). "That blow is beyond description. Each Trident submarine will carry 408 nuclear warheads each .capable' ·of an explosive power five times as devastating as the bombing' of Hiroshima. "With Russia inevitably taking a similar stance," he said, "we have two aggressors capable of annihilating millions. .Thought is trigger to our actions. An aggressive intention to use a weapon will surely ·lead to active use of it," Archbishop Hunthausen asked each priest to "search your own conscience on this moral issue," He suggeste'd several responses:-"Try to eliminate the violence we find in our own being as we die to self so others may live," -Write in support to Clirter and Vance. -Invite speakers on disarmament to parish activities.

Has Many VOltican Players By John Muthig VATICAN CITY (N'C) - Several of Italy's major dioceses, which have given the Church five of its six 20th-century Popes, are awaiting new bishops. Despite the new international flavor which the next papal election will have, officials speculate that the next pope will probably be Italian. If so, chances are good that his name might be found on an upcoming list of episcopal appointments for Italy. With three of Italy's leading churchmen, Cardinals Michele Pellegrino, Ermenegildo Florit and Giovanni Colombo, about to leave their posts, the guessing game begins. One scenario, offered by an Italian rumor mill, would put Cardinal Sergio ,Pignedoli, president of the Vatican's Secretariat for Non-Christians, in Florence. predict that Rome's vicar Cardinal, Ugo Poletti, will be heading to his native North as either archbishop of Turin or Milan. It is hard to say why, but Cardinal Poletti seems to have fallen into disfavor here. Impeccable sources within the Rome diocese point out that the cardinal-vicar, who administers the See of Rome for Pope Paul, played almost no part in the reorganization of his own diocese, made public by Pope Paul in January. Another possble successor for Turin or Milan is Bishop Alberto Ablondi of Leghorr. The 52- year old prelate, a northerner, is popular and pastorally active. Some non-Italian observers see 54-year-old Rosminian Bishop Clement Riva as the perfect successor to Cardinal Pellegrino in industrial Turin. Bishop Riva, the Rome auxiliary in charge of some of the city's poorest sections, is a bright progressive who deeply feels the need for bishops, to work closely with their priests and among the poor. One of the important Northern industrial cities could also go to a Sicilian, Cardinal Salvatore Pappalardo, 58, who has proved himself to be a far-sighted and tireless archbishop of Palermo. Some say there is an outside chance that papal undersecretary of state, Archbishop Giovanni Benelli, might leave his key Vatican post to return to his native Tuscany as archbishop of Florence. Most agree, however, that he will stay on as right-hand man of Pope Paul VI. The aging Pope could hardly do without Archbishop Benelli, who has a hand in almost every important decision made here, and in many minor ones as well.
