FATHER BELANGER Father Belanger has served at St. Joseph, New Bedford, St. Michael, Ocean Grove, was as­ signed to St. Jean-Baptiste, Fall River for sixteen years, and St. Mathieu, Fall River since August of 1964. He is Chaplain· at St. Vincent de Paul Health Camp and Director of the Sodality at Dominican Academy.

Chief to Assign More Chaplains To Vietnam BOSTON (NC)-The chief of Army chaplains said, here that additional Catholic, Jewish and Protestant chap­ lains will be sent to Vietnam in the near future to minister to the spiritual needs of American fighting men. Maj. Gen. Charles E. Brown, ehief of Army chaplains, said the ratio of new chaplains will depend upon how many more American troops are sent to that eountry. Gen. Brown told the 40th an­ ftUal National Military Chaplains Association convention that the traditional ratio of chaplains is ene for every 850 men. He added: "Our clergymen are well pre­ pared and well oriented and American parents can feel as:' sured that their sons will be well cared for." Gen. Brown said terror tactics employed by the Vietnam com­ munists do not hamper the role of chaplains in the field. He said: "Guerilla warfare is nothing new in the annals of American his­ tory." Separation Issue' The chaplains organization was told that it may be next in line of fire in the Church-State SE'paration issue, Arthur O. Sutherland, Harvard University law school professor, told. the eonvention it is also possible that an attempt might be made to discontinue prayers in Con­ gress and stop chaplains from saying prayers at U. S. military academies. He predicted that the U. S. Supreme Court will rule there never was any intention by the nation's founding fathers to mit­ igate against the military chap­ laincy. Sutherland; an authority on 86nstitutional law, said that President James Madison es­ poused the establishment of mil­ itary chaplaincy in 1792 and was the author of the first amend­ lnent to the Constitution.

Msgr. Joseph E. Schieder, director of youth for the National Catholic Welfare Conference. -

Father Galland has served at Notre Dame, Fall River and St. Hyacinth, New Bedford and has served in the U. S. Navy since 1944. At the end of World War II he returned to the Diocese and served at St. Hyacinth for five years, thereafter returning to active duty. He is presently stationed in Spokane, Washing­ ton.

Matter-of-Fact , One of the remarkable by-products of the current Catholic Charities Appeal is the matter-of-fact way ~n which 80 many persons and organizations are contributing to it. This - it is to be hoped - does not rise from habit of routine. It is, rather, the realization that charity is everybody's business, that those in need do have a legitimate claim on the goods of another. . A person can validly claim that this or tha:t is "his." It may be his by work or inheritance or chance or some other form of acquisition. No one disputes that. It is "his" and belongs to no other. But in its use he i-s reminded that charity does have a claim. If as St. James said in the Epistle of Sunday's Mass, "Every good gift and every perfect gift is from above," then ultimately all good things come from God and belong primarily to Him and His Will must be considered in the use and disposition of them. . And His Will is One that considers not only the grass of fields and the sparrows of the air but the souls and bodies of His children. God could take care Of them without any help from His creatures. But the dictates of charity are an opportunity for His children to help their brothers in need. The demands of charity are more for the sake of those who give than for the sake of those who receive. It is good to see so many taking for granted th~t this, of course, is the way it should be, so many who give to eharity as "a matter of fact."

When the late Cardinal O'Hara of Philadelphia was made as a member of the Congregation' of Holy Cross, President of the University of Notre Dame, one of his first actions was to preside at a faculty meeting. And in his opening remarks he reminded those assembled: "You get your reward out of your, clever students, you earn your salary' on your medium students, and, you save your souls on your stupid students:'" And perhaps many a school teacher at this stage of the year is echoing the Cardirtal's sentiments. The year-end rush 'is'on, with pupils straining at the bit to enter the vacation" Period while teachers are trying to tie up all the last-minute efforts of the' year. And the dedication that goes into these final weeks from teachers, religious and lay, in schools, parochial and public, is worthy' of notice and praise. Catholics are citizens of the community as well as being members ,of the Family of God. They are interested in the public school system that they underwrite. They rejoice in the dedication of the teachers in the one as well as that of the teachers in the other. And they are happy to see the great number of teachers in the public schools who-no less than their counterparts in the parochial system-look on their work as a vocation and their performance of it as a matter of pride and conscience.

Rededication

All over the Diocese and the world, youngsters are receiving Holy Communion for the first time. Perhaps to some it is a simple but solemn ceremony, an occasion for tears of joy and expressions of sentiment. Yes, sentiment does come to the fore, but a rededication of life should be the foremost thought a't this time. Let older folks 'look 'into their own lives and see what' kind of, paths they hav.e walked since their own First Holy Communion Day. ' Have you worn a' path on your Chl!rch floor by walk­ ing to the altar railing 'as 'a fr.equent communicant?' In the first place, I wish to ceived a dozen or' more letters from 'Ill parts of the United States accusing me of having libeled both Mr. Buckley and his audience. In fairness to all con­ cerned, therefC're, I should now like to try to set the record straight. Offers Apologies ,T~ the first p lace, wish to apologize to the members of 'Mr.' Buckley's' audience for having r~ported inaccurately that they v)gorollsly applauded when he contrasted tile alleged "re7 ' straint'; of Sheriff CIHk's troop­ ers in Selm,a with the alleg~ci, "defiance" of, 'Martin Luther Ki~g's civil'rights demonstra-' tors. The verbatim transcript of Mr. BucJdey's remarks-which faith­ fully records all audience re­ sponses - indicate!! that there was no ,applausp at this particu­ lar'point in the speech. I should also like to apologi,ze for having reported that the audience vig­ orously applauded Mr. Buckley's comments on the Liuzzo murder. Again the transcript shows that I was mistaken in this regard. Opinion Unchanged On the other hand, the tran­ script does record that Mr. Buck­ ley's audience laughed 'and ap­ plauded frequently enough to warrant the conclusion that they were very enthusiastic about his speech as a Whole. Their gen­ erally favorable response would seem to indicate tl1.at they share the opinion of their chaplain' who insists toot Mr. Buckley's speech was "basically sound."

On the other hand, his argu­ ment that the savage and care­ fully planned murder of Mrs. Liuzzo was a routine dog-bites­ man story that was deliberately overplayed by the press strikes me as being almost incredibly specious. Ditto for his contention that Sheriff Clark's deputies­ granted, as he admits, that they were guilty of excesses-were provoked by Dr. King's demon-" strators "beyond the endurance that we tend to think of as human." Guilty of Brutality I hope and pray that the mem­ bers of the New York Police Department do not agree with this analysis of the Selma tra­ gedy. In any event, Mr. Buckley must know that responsible fed­ eral authorities who have studied all the evidence--includ­ ing a number of first-hand re­ ports and a number of remark­ ably revealing photograph's ­ are convinced that Sheriff Clark and his deputies' acted irrespon­ sibly and' were guilty of what can only be described as police' brutality. , In view of the fact that many of these federal officials ,are themselves highly trained pro­ fessional law enforcement of-' ficers, they can hardly be writ­ ten off, with a rhetorical flour-' isl;l, as "men who rail unthink­ ingly against policemen, who side instinctively with the ac­ ~used, who care less for the rights of the peaceful than for the rights of those who break the peace . . . (and) tend to have a relationship with the ,revolutionaries, however at­ tenuated . . ." With the hope of forestalling another round of letters accus­ ing me of libeling Mr. Buckley, let me hasten to add that I am not suggesting - and did not suuest nor even dream of sug­ gesting in my earlier colum,n­ that Mr. Buckley is a racial bigot.

to me an experience which one of bis Fishers had had that clearly portrayed the means which the Holy Spirit uses to guide people in His service and through His graces recall His fallen-away flock. The purpose of the Fisher program of the CCD is primarily that of providing the contacts which keep the CCD program in a pareh flourishing. In order to have a good program it is necessary that parishioners, children as well as adults, be activated and be encouraged to participate in all phases of par­ ish life. The Fisher program then provides the oil that keeps the wheels turning. Average Child It seems that the Fisher in this particular case was assigned the job of visiting a home where young Charlie hadn't been at­ tending the CCD classes of the School of Religion. Little Charlie was an aver­ age child. He was healthy and wasn't any more mischievous than any othtlr child his age and therefore it was somewhat difficult to determine why Char­ lie bad missed the last few claSses of instruction. Upon initially contacting the parents, ,they explained that their son was finding the ma­ terial in the textbook a little too advanced and therefore, not . only did he become discouraged

but they felt that they did not have the time to help him. The Fisher in this case felt that he might be able to be of assistance to these parents by probably' spending a few minutes with him each week in private tu­ toring. Parents Listen The parents, not having a ver,y extensive religious education themselves, welcomed the op­ portunity and found the visits so interesting that they too sat . around the table to listen to the i'isher explain the weekly lesson to the child. Naturally, the flow of con­ versation on the lesson concern­ ing Baptism was casual but sure. However, it did bring out a few facts. Mother herself feared explaining the lesson of Baptism to her son because she couldn't bring herself to explain to him why he and his little brothers, and sisters hadn't been baptized. It was pure negligence on their part but the problem was there and the thought of having to approach the parish priest after all these years seemed like' ali ' insurmountable, problem. . Children Baptized Following the recognition of, this problem, the Fisher made several more tutoring visits and. each time gave the parent the needed confidence and courage to face the problem squarely. Ultimately the offer to intercede for them with the pastor was made and surprisingly enough to the Fisher, the answer was

ask!" Within days, the children

were all baptized with Mr. and

Mrs. "Fisher" being asked to be sponsors. To be a Catholic is the most wonderful privilege God has given us. It means that we are joined to Christ and to each other in a very special way. Christ not only loves us, but He so united us to Himself that what we do,' becomes His acts.

In a very poor parish in the United States, there is a pastor

who is about to buUd a new church. Ordinarily. a pastor would

hoard every cent for such a project. Not this one. Being a man

of faith, he recalled the words of Our Lord, "Give and it shall

be &'Iven to YOU," and the words of St.·Peter that "as one receives

a gift. so should he minister a gin to others." In this spirii of

faith, he gave 10 per cent of his collection to the Holy Father

through The Society for the' Propagation of the Faith and then

he added a personal gift of his own. Contrast this with priests

depicted in literature, such as those

found in the novels of Graham Greene.

It is true that priests today are not re­

speeted simply because of their office

(which was the case in past generations).

Today, they are respected -for their

worth, their Christlikness. Our office

could compose a litany of saintly priests

like the above. some of whom send Mass

stipends, others their vacation money.

some even send their inheritances, while

others take out annuities.

Urges Georgetown Reconsider Case .

Supreme Knight McDevitt Pledges Reexamination of KC Program PITTSBURGH (NC) -A re­ examination of the Knights of Columbus program in terms of present needs' and in the light of the Second Vatican Council declarations relating to the laity was promised here by John W. McDevitt, Supreme Knight of the 1,169,OOO-member organiza­ tion. McDevitt, who came here for the 67th annual meeting of the Pennsylvania State Council, K. of C., said the K. of C.'s wide­ spread advertising program ill now being studied toward adapting it "to the new climate caused by the opening of win­ dows." The program is geared toward non-Catholics and aiins to make Catholicism, its dogma and prac-

tices, intelligible to them. The advertising is done generally through secular mass-circulation magazines. McDevitt promised nothing immediate with regard to any tailoring of the K. of C. program. He noted that the theological position of the layman has been defined in the council's Consti­ tution on the Nature of the Church, but remarked that the council has still to take action on the schema' on the laity. "Since the schema on the laity is devoted in large part to pro­ gram, we must necessarily await council action on that document," McDevitt declared. Once the mind of the council is clear, "then we will confer with those set up to lead us," he said.

New York Program To Combat Poverty NEW YORK (NC) - Francis Cardinal Spellman disclosed, a "Summer in the City" program of educational, cultural and rec­ reational activities in neighbor­ hoods of special needs will be conducted in the New York arch­ diocese from Tuesday, July 6 to Sunday, Aug. 15. Members of some 40 religious communities, seminarians and college students will take part in the program in 35 parishes. Services will include remedial assistance especially in reading and mathematics, and a pre-high school program geared for 7th and 8th graders; group discus­ sions for mothers; open recrea­ tion; teenage enrichment and adult enrichment programs, all designed to combat pockets of poverty and to benefit all resi­ dents, regardless of' religious faith.
