The· parish that wouldn't quit
On May 11, 1982, members of Notre Dame parish, Fall River, watched their church reduced to a firegutted shell. Last Wednesday, a year later to the day, they celebrated the feast of the Ascension by pOlel: ing St. Mary's Cathedral to the doors for a Mass of thanks giving. Its theme was triumphantly expressed by the Notre Dame junior choir whose communion hymn was "God Is So Good to Us" and by the adult choristers whose recessional choice was "Ode to Joy." It was reinforced by Father Ernest E. Blais, Notre Dame pastor, who told his people at the end of Mass "You' made me a happy priest." Priest and congregation were thanking God for a parish that wouldn't quit, despite the loss of its historic home. They were grateful for last May's commun ity response to their plight, an outpouring of concern unequaled in the history of Fall River. And they looked forward with hope to construction of a new Notre Dame, scheduled to begin this fall. They recalled the international attention paid the Notre Dame fire, with reports of people who saw and heard about it in Eu rope and in Canada. Word of the conflagration was spread throughout the United States by network news pro grams. It brought aid from many, in particular from memo bers of the Society of St. Vin cent de Paul. They supported their fellows in the Fall River diocese 'who wrote a bright page in the organization's history, workinlJ for months at resettling families left homeless by the fire. Turn to Page ·SUe

I' By Pat McGowan The 1984 Bishop's Ball won't be the same. For the first time since the balls, began in 1956, their co foundress won't be present - at least, she says she won't. "I'm getting away from the cold weather," declares Marg aret M.:,Lahey, 83, who next,Fri day will leave her native Fall River to take up residence with a niece's family in Memphi~, Tenn. But no one is betting that the architect of the 28 galas which have annually transformed North Dartmouth's Lincoln Park into a dazzling retreat from Jan uary cold and snow will be able to resist the t.emptation to be on hand for number 29. Over the' years the balls have often reflected Miss Leahy's yearning for a tropical retreat from .New England weather with such themes as "My Island in the Sun'" arid "Fiesta Sun shine," But this year's ball theme of "Thank You," although unreal ized at the time by most of those working on it, was Margaret Lahey's way of expressing grati tude to those who have coopera teci with her over the years in
making the event a standout on the Southeastern New England social scene. , In a reminiscent mood a few nights ago, she recaIle4 "I was walking along Highlan~ Avenue when Msgr. (John' E.) Boyd pulled his car up besid~ me and said, Bishop Connolly wllnts you and Frank Reilly (late president of the diocesan Society of St. Vincent de Paul) to start Ii Bishop's Ball to get the p~ople together.' " I Everyone was learning at the first ball, Miss Lahey recalled. "I even stopped off fo~ dinner on my way to Lincoln I Park. I didn't realize that I should have been there early to takei care of last-minute details." At first, too, it was difficult toll recruit ball presentees, she said. "Now it's considered an hbhorJ' ASked how she has cbme up with creative ball tl'iembs over the years, she chuckled "The Holy Ghost was sitting I on my shoulder," Next year's: theme, she said, has been selected but i is still top secret. The Bishop's Ball, hoW:ev~r, is but one part of Miss Lahey's dedication to church work, a dedication that began, she said, "when I was 14 or 15 ~nd my father volunteered me to clean

Obedience figured in Ms. Man· sour's reasons for leaving the Sisters of Mercy as well. How ever, while obedience to the pope was one reason she cited, another was obedience to a vow of service to the poor and to her conscience. She said she had sought the dispensation from her vows "in order not to act in defiance of the mandate of the holy father, and, at the same time, to honor my freedom of conscience and my continuing commitment to the
3
people of Michigan, especially the poor. She added that had she "agreed to Vatican demands, I would have allowed in no uncertain terms church intrusion into state affairs and Catholics would once again be suspect and possi· bly denied the privilege of pub· lic service. To be faithful to the Sisters of Mercy, my vows, my church and even God, I must be faithful to myself and I further more must be free to be faith· ful."

Views conflict in Mansour case
By Liz Schevtchuk
NC News Service
To Agnes Mary Mansour, who was dispensed from her vows as a Sister of Mercy in order to keep her job as director of Michigan's Department of Social Services, it was a case of free dom of conscience and commit ment to the poor. But to the Vatican, it was a national scandal, a case requir Ing decisive action, and a source of confusion because the department the former nun heads handles abortion funding. ,Behind the precipitating factor of the government job that then Sister Mansour took in December 1982 were conflicting views on religious obedience and ministry.

On one side were Ms. Man sour and nuns critical of the Vatican's handling of the case The latter included the National Assembly of Religious Women and the National Coalition of American Nuns, who on May 13 said that MS.'1 Mansour had been given a "forced dispensa tion without option or dialogue" and that the Vatican's actions constituted. "arrogant use of power in a male-dominated church." On the other side were church authorities, who said the vow of obedience religious make to the pope was at issue and that firm steps - including Pope John Paul II's personal inter vention in the case - were nec essary because the abortion is sue is so important. Ms. Mansour, a Sister of Mercy for 30 years before being granted a dispensation from vows May 9, was told by Arch bishop Edmund C. Szoka of De troit to resign last February be cause she refused to criticize publicly state funding of abor tion. She has said she is person ally opposed to abortion but that as long as it is legal it would be unfair to deny funding to poor women who cannot afford it. Archbishop Szoka's order to her to resign was repeated May 9 by Auxiliary Bishop Anthony Bevilacqua of Brooklyn, N.Y., named by the Vatican Congrega tion for Religious and Secular Institutes to serve as its delegate in the matter. When Ms. Man sour declined to resign, Bishop Bevilacqua dispensed her from her vows. An earlier appeal for a leave of absence,· granted by h~r order, was denied by the Vati can. "This case called for decisive action," the source said. "It was an unusual case in that it had reached a' national scandal for
Catholics. And so, because of the importance of the abortion issue, the pope decided to step in." Pope John Paul II, in address ing superiors of nuns' orders May 13, said nuns should "hum bly and courageously" accept the direction of local bishops re garding religious ministries. He did not refer to the Mansour case by name. Bishop Bevilacqua said May 11 that Ms. Mansour had no choice but to resign from the Sisters of Mercy when her views of ministry conflicted with those of church authorities. In the end, only one question was relevant, he said: "Does a religious have a right to deter mine the nature of his or her min istry and occupation in the face of a specific contrary determina tion by church authorities? The church's answer has been and remains 'no.'"

the· moorin&.-, Defending. Religious Freedom The track record of public defense of religious free dom by New England Catholics is somewhat appalling. Somehow and somewhere amid the process of assimilation, I we have lost our integrity and our zeal to witness tOI our faith in the marketplace. I This has been especially evident in such critical voting areas as abortion and federal aid to parochial schools.: However, there are other areas in which Catholics fail to meet the challenges of the secular world:! for example, the recent editorial attack on the Church b~ the Cape Cod Times with reference to the -'Mansour affair or the ongoing policy of the Boston Globe to ridicule Iand ! debase Catholicism. In the latter case, it may be noted that the Globe. anti-Catholicism has been well documented' in a stud~ by the Catholic League for Religious and Civil Rights. "Keep ing Catholics in Their Place: The Boston Globe's Cult~ral Imperialism" by Robert P. Largess is to be commendea as an expose of the consistent policy of a major newsp*per to de~igrate the Catholic faith. i The effort to uphold religious freedom is a cornerstone of civil liberty. It is clearly evident in this time of crass secularism, that the defense of ~uch freedom takes I on greater urgency. . . I The fallacious concept that religion has no legitimate place in the public forum is destroying the integrity of American life. This doctrine, which has been accepted' by many Catholic professional people who in the estimation of the world have "made it," tests on the premise that ulti mate authority resides not in God but in man. ! It is evident that adherents of this secular "religi~n" have become less tolerant of those who believe in G(>d centered religion. They tolerate private faith because they regard it as innocuous; but object viciously whencitiz~ns bring religious and moral values to the public arena. i Catholics must realize their duty to apply the principles of justice to their participation in political life. Failurel to seek ethical guidance on political issues from reli~ous sources one respects is bad citizenship because it is are fusal to contribute important values and insights to the formation of public policy. Likewise, learning about justiice and then refusing to apply its principles in actual political i life is bad religion because it is stagnant religion. Pope John Paul II pinpointed the crux of the Situation in "Redemptor Hominus," where' he describes the secular ·bias as "a position that gives only atheism the right lof citizenship in public and social life while believers are, jas though by principle, barely tolerated or are treated ,as second-class citizens." ! This accurately describes the attitude permeating the upper echelon of our New England social order. We Cath olics will continue to be regarded as a scurvy lot until ~e stand up and speak out in the marketplace. At stake if we fail to .act is what amounts to our disenfranchisement. . It is imperative, in short, that Catholics open thJir eyes to the secular threat and once again, as so often in the past, defend their religious freedom. . I

·What about the marginal?
OAKLAND, Calif. (RNS)
Substantial attitude shifts in
U.S. Catholic leadership threaten to leave many marginal Catholics either well behind or outside the church, an Oakland priest has warned. The charges could affect not only how many American Cath olics will welcome the U.S. bish ops' pastoral letter on peace but also whether those born into the church find that they still "be long" when it comes to weddings and. baptisms, says the Rev. David K. O'Rourke, a Dominican priest. "A lot of people who th.ink of themselves as Catholic do not fit the definition," said Father O'Rourke, associate director of the Oakland diocese's Family Life Ministry. and an adjun~t professor at Graduate Theologi· cal Union in Berkeley. He sees a two related trends in the U.S. church: - Personal commitment is a new standard for bishops, clergy, sisters and, lay persons in the church's broadening leadership levels, he said. These Catholics have been "converted" by their involvement in civil rights ef forts, anti-nuclear stances, suf fering in Latin America and anti-abortion campaigns or, more narrowly, by rel~ous move ments such as marriage en
counter or the charismatic re newal. - Faithfulness and religious intentions are being probed more when young Catholics re quest baptis.rns or church wed dings. The stricter administra tion of baptism and marriage sacraments does not mean young Catholics are being ·asked to join a movement, but Father O'Rourke says many have their personal beliefs tested more than their desires to make it as a couple. Father O'Rourke outlined his views in a recent Commonweal magazine article and in a nation wide study of Catholic marriage preparation programs now being released by Abbey Press. Father O'Rourke, . the principal author of the latter study, does not op pose the new, longer period of counseling but he suggests that evaluating clergy are showing "less tolerance for people in reli giously ambiguous situations than in the past." In an interview, the priest said that while no statistics are avail - able on how many young adult Catholics forego a Catholic wed ding, his 173- diocese survey indicates "we are asking people to make a commitment to the church right at. the age when they seem least willing and able to do so." But far beyond the effect on the young "marginal"
Catholic, Father O'Rourke sees a transformation profoundly de fining what it will mean to be an American Catholic. Many parishes still foster and maintain Catholic culture among traditionally identified Catholics, but the priest said the mood is changing rapidly. "What is al most as remarkable as the change in priorities itself is the fact that most Catholics do not know it is taking place," he noted. The attention the church now pays to broad social issues often leads, Father O'Rourke said, to an alienation that is not just the result of people disagreeing with their leaders on moral or politi cal points. "The experience of conversion and commitment that is common on the leadership "level of the church is simply not part of the experience of many Catholic people," he said. "After having seen the· church· changed under their feet without ever having been asked about it, then now see it walking away from them."

Contradictions are an oc cupational hazard of parent ing. Who among us has not declaimed, "If you hit him again, I'll spank you" or scream ed, "Stop that screaming."? In parenting, perhaps more than any profession, the medium is the message. What we dislike so intensely in our children's be havior is often the tool we reach for in correcting that behavior. Inevitably this backfires. With me, it isn't spanking or scream ing but words. A child psycholo gist once told me that profess ional parents often use vocabu lary to control children and I felt a shiver run through me. I knew exactly what he meant. When I told my three-year-old he was behaving obnoxiously, it quieted him considerably. He didn't know what .obnoxious meant and therefore, to him, it could have been something worse than terminal. Once he learned the word, I reached for another unfamiliar one like in corrigible. This meant, of course that I had to keep a steady supply of words on hand and also that my children were driven to under stand behavioral vocabulary early. I suppose that if they're ever analyzed by a therapist, he will be astounded by the lop sidedness of their word pQwer. They may not know what micro biology means but they will
have a working acquainance ship with irreparable and incom patible. It's intriguing to me why par ents reach for tools that they themselves hated as children. One mother summed up the para dox by sighing, "Why do I con stantly hear my mother coming out of my mouth?" That's because we still tend to borrow our parents' techni ques in parenting, even if we didn't like them. In calm times we reach for other methods like the "long talk," but in emotion al moments we spank, shout or ridicule and feel terrible about it later. Feeling guilty is a natu ral by-product of parenting. An auxiliary problem is that spouses can come into marriage with very different styles of par enting. One can come from a family with emotional quick-to react disciplinary methods, the other from a calm and rational reaction and this can set up a conflict immediately apparent to and utilized by clever children. If they sense guilt, uncertainty, or conflict between the parents over a given issue, they're quick to use it to their advantage. The solution, I believe, is to accept ourselves and our part ner as we .are and hereby teach our children that we can have different parenting styles and personalities and still do an ef fective job of mutual parenting. There are no right styles of par·

,u.s. pride was dealt a severe blow recently by the report of the National Com mission on Excellence in Education. The commission found that: - Nearly 40 percent of 17 year-olds cannot draw inferences from written material. - Only one-fifth cannot write a persuasive essay. - Only one-third can solve a mathematics problem requir ing several steps. The commission gave several reasons for the academic de· cline. High school students in particular are taking more sec ond-rate courses. Two-thirds of high school seniors spend less than one hour a night on home work. The requirements that a student take mathematics or a foreign language have been lowered in many states. The commission also found that many teachers are drawn from the bottom quarter of grad· uating high school and college students. Their average salary after 12 years of teaching is only $17,000 per year and many must supplement their income with part-time and summer em· ployqtent. In response to these problems, the report calls for more sub stantive courses, adopting rigor ous academic standards, extend ing the school day and upgrad ing the level of teachers. This news should have hit us much earlier than now. Many of the college students I teach face the nightmare of academic survival because they never cul tivated a basic education. Some have very little reading or writ ing skills and can be placed in the category of the handicapped. Their four years of college are spent catching up. ~ No doubt better paid teachers, higher standards, substantive courses and more time given to study will help solve some prob lems in education today. But isn't there something out of order here? Can we look solely to public and private institutions to over come the problems in education? What role do parents have in rectifying the problem? Urie Bronfenbrenner and other noted sociologists point to changes in the American family as a main reason for poor acado emic performance. Often parents and children, pressured by so ciety, spend less and less time with each other. Bronfenbrenner found that by the time the average American youngster graduates from high school he or she spent more hours watching television than in school or in any other activity except sleeping. When both parents are forced l'

enting, only different ones. Lucky the children who have one laissez-faire and one firm parent as long as the parents see the value in diversity. Each tempers the other. It's when one parent tries to change the other to his or her style that real difficulties emerge. Finally, we have to accept the idea that we aren't perfect that occasionally we react in ways we dislike. Beating our selves to a pulp over ensuing guilt is fruitless and counter productive. Teaching our child ren we are human is a valuable lesson, too. I found that out recently when I played my game of mysti fying vocabulary with my son, 17, who had reacted to one of my motherly cautions with un hidden resentment. "Mike," I sighed condescend ingly, "I hope you work your way through this Oedipal stage fairly soon." "Ahal" he reacted with glee. "I know who Oedipus was. We studied him in mythology." As I said, sometimes it back fires.

to work, 13ronfenbrenner dis covered increasing numbers of children returning to an empty home after school. In addition, many sociologists feel that involvement in outside activities snd institutions is taking children too much from their parents. Sport leagues, clubs and civic events keep' chil dren out of the home many hours every week throughout the year. It is not my intention to lay guilt trips on parents. Many mothers and fathers have very little choice about whether or not to work. Then too children need to get out of the home and socialize with others in order to mature. But if educational standards are to rise, I think we should start with the home, not with educationaR agencies. And here a·re some questions we should ask: Is the American home provid· ing an educational environment? Do children have' the example of parents reading and writing in the peace and quiet of their home some of the time? Are dictionaries, encyclopedias, qual ity magazines and newspapers part of the home furnishings? We can dump millions of dol lars into the educational system. We can try dumping the problem of illiteracy solely into its lap. ,But let's not overlook the role of the American family in foster ing the education of children.

New CRS head NEW YORK (NC) - Law rence E. Pezzullo, former U.S. ambassador to Nicaragua, is the new executive director of Cath olic Relief Services. Pezzullo, 57, is the first lay man to head the overseas aid and development agency of U.S. Catholics. He socceeds Bishop Edwin B. Broderick, who has served since 1976. At a press conference follow ing his appointment, Pezzullo stressed that CRS must maintain its independence. The fact that some of its funds "come from the govern meant doesn't mean they have to affect CRS policies or the recipi ents of CRS aid, and they shouldn't," he declared.

Preaching, refugees, concern NFPC, MILWAUKEE (NC) - Dele gates to the convention of the National Federation of Priests' Councils endorsed the U.S. bish ops' pastoral letter on war and peace, called on U.S. dioceses to develop programs to improve the quality of preaching, and en dorsed the concept of sanctu ary for Salvadoran and Guate malan refugees. The 150 delegates to last month's convention in Milwau kee also approved resolutions recommending that: - laicization of priests be conducted in a manner that re spects personal dignity and is as simple and expeditious as possi ble. - parish priests reconsider with diocesan education and pas toral planning offices the place
Jesus-Mary house burns Religious of Jesus and Mary in Fall River reacted with shock to news that the Canadian pro vincial house of their commun ity was totally destroyed by fire early last Saturday morning. The fire was reported at 1:30 a.m. on the roof of the four story house in Sillery, Quebec. The 104 nuns and some 90 lay persons residing there escaped with only their nightclothes. No injuries were reported, although many who fled the blaze are elderly and infirm. Fall River members of the Jesus Mary community, who re cently sold their own large con vent to a real estate developer, said they did not as yet know long-range plans for those dis placed by last Saturday's fire. Infirm sisters were temporar ily placed in area hospitals, while others went to another Jesus Mary house. Well-planned evacuation pro cedures lire credited for the safe escape of the sisters.
of the ,parochial school in parish ministry. - the Reagan administration withdraw its decision to provide military aid to Guatemala. - the bishops' Committee on Liturgy provide simplified for mula of absolution for children in the sacrament of reconcilia tion. Delegates adopted by a vote of 103 to 6, with 13 abstentions, the resolution endorsing the con cept of sanctuary for Salvadoran and Guatemalan refugees. The resolution specified that: -- Catholic parishes and dio cesan agencies be encouraged to provide sanctuary for the Cen tral American refugees and/or actively support other congrega tions in doing so. - parishes and agencies pro vide educational forums where refugees can speak about their plight. ~ priests' councils and sen ates be encouraged to write to members of Congress to push for extended voluntary depar ture status for Salvadoran and Guatemalan refugees. Ruth Chojnacki' of the steer ing committee of the Religious, Outreach Committee of the Cen tral American Solidarity 'Coali tion, addressed the convention. She said that the first concern of the coalition is to protect life. Thousands of persons have fled EI Salvador and Guatemala in fear of torture and death for ad vocating human rights, she said. The discussion of preaching cited a Gallup poll which found that Catholics give poor preacli ing as a major reason for leav ing the church. The resolutio'n called for continuing trainina of priests, improved instruction in seminaries, and establishment of a doctoral program in preaching at the Central University of America. The convention delegates, chosen by priests' senates, councils and religious orders, represented about 33,000 ot' the
57,000 priests in the United States. Father Joseph Costa, as sociate pastor at Our Lady of Mt. Carmel parish, Seekonk. represented the Fall River dio cese.

I am onlly 9 years-old. But I hope you will let me wlI'ite to you. I worry a not and sometimes cry at night when I am trying to go to sleep. My mom and dad got a divorce and I am afraid they will go to hell and I will never see them again. Doesn't Jesus say in the Bible that it's wrong to get a divorce? Doesn't that mean my mom and dad will go to hell? (Louisi~nta) A. F]rst, let's suppose the worst. Let's imagine that your mom and dad have committed a terribly serious sin. Is it certain they· will go to hell? By no means.. Listen to the way the Bible describes God in Psalm 103: "The Lord is com passion and love, slow to a~ger and rich in mercy . . . He does not treat us according to our sins nor repay us according to our faults . . . As far as the East is from the West so far does he remove our sins." The Lord can find a way to save the worst of sinners. And while hell is a possibility, the church does not know and has never said whether, anyone is actually in hell. Seco'nd, it is not' certain that your parents have sinned at all in getting a divorce. True, Jesus does not want married people to break up. Still, the church knows how complicated some situations are that lead people to separate, painful though it may be for them and their children. , But far from condemning the separated couple to hell, the church wants both to stay close to Jesus, remain in the church and receiv~ the sacraments. A permanent marriage is still the ideal for all Christians but many of us fall short of one or more of the Christian ideals in some way. That does not mean we should give up and despair. Instead, we should keep on praying for our selves, our relatives, our friends and enemies and for all the sin ners in the world. At night, rest llssured. There is no reason not to dream with pleasure of that happy day when you will be with both your par ents in heaven. Gone forever then will be mis understandings and heartaches.
