Frequently Asked Questions 1] What is Graduated Licensing? If you’re a new car driver, you’ll earn full driving privileges in 2 stages. In the first stage, G1 (Level 1), you’ll learn and practise under conditions that reduce your risk of collisions. When you have more experience, you’ll be able to take a road test to enter the second stage, G2 (Level 2), with more privileges. After a year in G2, you can take a second road test to qualify for a full driver’s licence. 2] Why do we need Graduated Licensing? Graduated Licensing has helped to significantly reduce the number of collisions novice drivers have on Ontario’s roads. A comprehensive evaluation covering the first five years of the program shows that the fatal and injury collision risk of novice drivers was reduced by 37 per cent. Graduated licensing is one way of reducing the risks new drivers face – a way to prevent collisions and save lives. It’s just one of the many things the government is doing to make Ontario’s roads among the safest in North America. 3] How does the program work? New drivers of passenger vehicles learn to drive with five important conditions in Level 1. Drivers earn more privileges by passing a road test to enter Level 2. At the end of 12 months in Level 2, they can earn a full driver’s licence by passing another road test. New motorcycle riders learn to ride with 4 conditions in Level 1, which lasts at least 60 days. They must pass a road test to enter Level 2 with more privileges. 2 0 0 8

They earn a full licence when they pass a skills test after 18 to 22 months in Level 2. 4] Can I shorten the time it takes to get a full car or motorcycle licence? Yes. You can reduce the time it takes to get a full licence by completing a ministry-approved driver education course. Car drivers reduce their minimum time in G1 to 8 months by completing this course*. Motorcycle riders reduce their minimum time in M2 to 18 months by completing a ministry-approved safety course in either M1 or M2*. *Drivers and riders must pass the appropriate road test to move to the next level 5] What is a ministry-approved driver education course? A ministry-approved driver education course for car drivers is one that:

G Gives you a minimum of 25 hours classroom and 10 hours in-car teaching (12 hours for manual transmission).

G Gives you a STUDENT RECORD which is the official course completion document bearing the logo of the Government of Ontario. Many commercial driving schools and all high schools with driver education programs offer Ministry of Transportation approved Beginner Driver Education courses. Shop carefully because only a ministry-approved course will allow you to shorten the time it takes to earn full licence privileges. S C H O O L S

7 For ministry-approved motorcycle rider education courses, contact your local community college or call the Ministry of Transportation using the contact information at the bottom of this page. 6] What should accompanying drivers do? Accompanying drivers should re-read the Driver’s Handbook to refresh their knowledge of the rules of the road. Accompanying drivers: Help new drivers develop their skills, remind them of the rules of the road and warn them of dangers they may not see. Advise new drivers about safe, courteous driving and don’t allow other passengers to distract the driver. Are there to take over driving if you need to use a 400-series highway or continue a trip after midnight. Since they may have to drive, they must have a blood alcohol concentration of less than .05% 7] Does the time spent in Level 1 and Level 2 count toward the 4 years of experience you need to be an accompanying driver ? Yes, this experience counts. 8] Why can’t I drive on high-speed expressways in Level 1? High-speed collisions cause more damage than those at lower speeds. That’s why it makes sense to reduce the risks while you practise in G1 or M1. When you have more skill, you’ll have a better chance of reacting quickly to avoid collisions. There are always roads you can use instead of 400-series highways and expressways, but if you do need to use a high-speed road, your accompanying driver can take over. You may practise on high-speed roads with a licensed driving instructor.

9] Why must there be a seatbelt for every passenger? Seatbelts are the best way to avoid injury in a collision. This condition ensures that the vehicle is not overcrowded and that everyone is protected in the case of a collision. 10] Why can’t I drive after midnight? Staying off the road when the risks are highest is a good way to avoid collisions. About half of the fatal collisions involving new drivers happen at night. People are tired and it’s harder to see. These factors put lives in danger especially for new drivers who are still developing the skills required to avoid collisions. 11] What happens if I break one of the conditions of my licence? If the police stop you for any reason, the officer checking your licence will see that you are a G1, G2, M1 or M2 driver. If you are charged with and convicted of breaking any of the conditions, your licence will be suspended for 30 days. 12] Why is there a new late-night passenger restriction for teenage G2 drivers? Teen drivers are 3 times more likely to have a serious crash when driving with 3 or more teen passengers. This restriction keeps teens mobile, but also safer.

GETTING AN ONTARIO DRIVER'S LICENCE

Introduction to Driving in Ontario An Ontario driver's licence is your proof of your privilege to drive. You must carry it with you whenever you drive. Ontario has introduced a oneSpiece plastic driver's licence. Your licence displays a digitized photograph and signature of the driver, plus a magnetic information strip.

Your driver's licence includes your name, address, signature, date of birth, gender, height, licence class, date of issue, expiry date and codes showing which class of vehicles you may drive and under what conditions (for example, an "X" code means you need to wear glasses/contacts for driving). If you have a red bar with four white dots under your photograph, it indicates that you qualify to be an accompanying driver under the graduated licensing program. If you live in Ontario and wish to drive in the province, you must be at least 16 years old and have a valid Ontario driver's licence. A newcomer to Ontario who holds a driver's license from another province or country is required to apply for an Ontario driver's licence within 60 days of taking up residence in the province.

Driver Testing

There are a number of tests the Ontario Ministry of Transportation requires an individual to take when applying for a driver's licence. The type of test you need to take depends on both the type of licence you are applying for and your driving status.

Knowledge and Vision Tests

Knowledge tests determine whether or not you have a good understanding of traffic signs and the rules of the road. New drivers are required to take a knowledge test and a vision test. Individuals who are renewing, reinstating or exchanging their licence may also be required to take a knowledge test and possibly a vision test as well. There is a $10.00 fee for the knowledge test. "Novice" drivers can no longer book a road test after their licence's expiry date. These applicants must start the graduated license process over again. Please note that any test booked illegitimately after the expiry date will not be taken and your fees may be lost.

Written tests for all license classes are offered in all our DriveTest centres Oral knowledge tests are conducted at all Driver Examination Centres by appointment only. If a translator or interpreter is required by the applicant, the translator or interpreter must meet the criteria outlined under "Qualifications of Interpreters and Translators"

G1 written test languages by centre There is no appointment required to take the written test. However, Customers are advised to arrive at least 1 hour prior to the test centre close to provide sufficient time to conduct and process a knowledge and vision test.

Road Tests

Road tests assess your driving skills. You are tested on your ability to abide by the rules of the road and apply safe driving practices. The G1 road test deals with basic driving skills. The G2 road test deals with more advanced driving knowledge and skills.

When you feel qualified to drive safely and are confident enough to take a road test, book an appointment with DriveTest by using the Interactive Road Test Booking Service (1S888S570S6110 or 416S325S8580) or Road Test Booking Online. Make sure you have your valid driver's licence number available. You must bring a vehicle to your road test. Make sure it is a vehicle of the appropriate class and is in good working order. Bring your current licence on the day of your road test appointment. If you are a G1 driver, a fully licensed driver with at least four years of driving experience must accompany you to a road test. 2 0 0 8

DriveTest Driver Examination Centre.

Note: If you are a G1 or G2 driver, you may not bring a panel van for your G1 or G2 road test (panel vans are passenger vehicles that do not have side windows). Note: If you have taken a Ministry Approved Driving Course and it has been less than a year since you received your G1 licence, you will be required to present your driver's certificate when you check in for your road test.

As a courtesy to other applicants be sure to arrive early on the day of your test. It is recommended that you arrive 30 minutes prior to your scheduled appointment in order to complete all processing (i.e. road test fee payment) before the scheduled time of the road test. Failure to arrive on time for the appointment may result in the test being cancelled and loss of the test fees. During the road test, no pets or passengers other than the Driver Examiner are allowed in the vehicle. The Examiner may stop or refuse to start the driving test if:

Your vehicle is not in good working order or the licence plate validation has expired. You have been drinking alcohol or show any signs of impairment from alcohol or drugs. Your driving skills are not good enough to finish the test without risking the safety of yourself, the Examiner or other road users. The Examiner will explain the test and it is your responsibility to follow his or her instructions. The Examiner is not allowed to coach you during the test, so if you have any questions, ask them before you begin.

At the end of each test, the Examiner will give you a complete report of your skills and explain any mistakes you may have made. If you do not pass, after you have had more practice you can make an appointment to take the test again but you must wait a minimum of ten days between tests. For an M1 or M2 road test, you must wait a minimum of three days between tests.

PreSTrip Inspection S Knowledge and Road Tests (Class A, B, C, D, E and F) Effective July 1, 2007 there will be changes to the daily preStrip inspection requirements (Ontario Regulation 199/07 "Commercial Motor Vehicle Inspections") that will affect the controlled class knowledge tests and your controlled class road test preStrip inspection, also known as a "daily vehicle inspection" or "circle check." The preStrip inspection on your road test is the absolute minimum check that is required under the law. The following should only be used as a guide in conjunction with your handbook to help you prepare for your knowledge and road tests. Major Changes to Pre-Trip Inspection Requirements

The list of vehicle defects has been revised. Vehicle defects are now differentiated between "major" and "minor". "Major" defects, which pose an imminent safety risk, are to be recorded and reported by the driver and must be repaired immediately. "Minor" defects, which are related to vehicle maintenance, are to be recorded and reported by the driver. Drivers are now required to continually monitor their vehicle during the course of a trip to detect the presence of major or minor defects. Changes to Your Road Test PreSTrip Inspection In addition to the items you are currently required to check for, you are now required to check the following items as part of your circle check: • Fuel cap, fuel tank You are no longer required to check the following items during the preStrip inspection (circle check) on your road test: • Oil and coolant levels • Drive belts and hoses (for loose wires or leaks)

Motorcycle Road Tests

Motorcycle tests are conducted at DriveTest Driver Examination Centres on a seasonal basis. Depending on the weather, motorcycle tests are available from early May through the end of September. The M1 licence must be held at least 60 days before you are eligible to attempt the M1 road test. The licence is valid for 90 days. Plan the completion of your motorcycle knowledge test accordingly.

Tests For Seniors

Drivers 80 years of age and over who are renewing their driver's licence must now take a vision and knowledge test. In addition, so-called "senior drivers" must participate in a 90Sminute group education session offered by the Ministry of Transportation. The group education session will emphasize defensive driving techniques and traffic situations that could present difficulties for senior drivers. You may still have to take a road test; that decision will be made by the MTO counsellor at the education session. In addition, your driver's licence will be renewed for only two years.

Cash, debit card, credit card, certified cheque, traveler's cheque or money order can be used if booking at a DriveTest Centre.

How do I prepay for a road test if I don't have a credit card? Payments can be made at all DriveTest Centres by cash, debit card, certified cheque, traveler's cheque, bank draft or money order. You can also mail a certified cheque or money order, made payable to DriveTest, to the DriveTest Centre where the road test will be conducted. Include a covering letter stating your name, address, phone number and driver's licence number. The DriveTest Centre will record the payment against your driving record and then contact you to schedule the road test appointment or inform you that the road test can be scheduled over the telephone or the Internet.

Exchanging an Out-Of-Province Driver's Licence

If you have a driver's licence from another Canadian province or territory or from another country, your previous driving experience may help you to get an Ontario driver's licence sooner. If you hold the equivalent of a learner's permit or novice licence from another jurisdiction, you may get credit for your driving experience, however, your licence will not be valid for exchange unless you hold a Level 2 novice licence from British Columbia, Nova Scotia, New Brunswick or the Yukon. These novice licences may be exchanged for an Ontario Level 2 novice licence.

Please Note effective January 23, 2006: applicants requesting an exchange with a driver's licence issued by a Canadian or U.S. jurisdiction are now required to provide documentation to satisfy all three (3) identification requirements. Driver licences issued by a Canadian or U.S. jurisdiction are only acceptable for signature purposes. However, the licence is still used for the purpose of experience for jurisdictions with reciprocity and must be surrendered at time of application, excluding Japan.

taking a knowledge or road test. However, you must pass a vision test and show acceptable proof of your previous licence status and driving experience. If you hold a controlled class licence (A,B,C,D,E,F) from a Canadian province or territory, you may exchange your licence for the equivalent Ontario class of licence (a class B or E licence will be exchanged for a class C or F licence respectively). Less than 2 Years of Driving Experience Within the Last Three Years If you have less than two years of driving experience, you may get credit for your experience for graduated licensing and be issued a Class G2 or M2 licence. Once you have a total of two years of driving experience, you may take the G2 or M2 road test to earn full driving privileges.

If you hold a controlled class licence from a Canadian province or territory, once you are eligible to attempt the G2 road test, you must pass the road test within one year of the licence exchange to be issued the equivalent controlled class licence. If you pass the G2 road test after one year from the date of exchange, you will be issued a class G licence. If you are a licensed driver with two or more years of driving experience from one of these jurisdictions, you may get full Class G licence privileges without taking a knowledge or road test. However, you must pass a vision test and show acceptable proof of your previous licence status and driving experience.

Note: These conditions also apply to licensed motorcycle riders from other Canadian provinces, from the United States, Switzerland and Canadian Forces S Europe. However there is currently no exchange agreement for motorcycle riders from the remaining jurisdictions.

The ministry is clarifying its policy regarding recognizing driver's licence experience for applicants from: jurisdictions that do not have a reciprocal licence exchange agreement with Ontario; or, a U.S. state that is not part of the InterSprovincial Record Exchange, and are unable to provide written authentication of their driving experience. Effective May 1, 2006, driving experience for OutSofSCountry applicants will be recognized as follows:

Requirements for all driver's licence applicants: All applicants for an Ontario driver's licence are required to present a valid foreign driver's licence (if it is not in English or French, it is to be accompanied by a written translation from a qualified translator), pass a vision test and a written knowledge test regarding Ontario's traffic rules, pay all applicable fees, and provide acceptable proof of identity. Applicants who fulfill these requirements can obtain a G1 licence. All applicants must declare their driving experience on the driver's licence application form.

Applicants are required to provide adequate proof of foreign driving experience. However, if that is not possible, the ministry will accept applicants' declaration of their foreign driving experience on the driver's licence application for up to a maximum of 12 months experience. This policy only applies to applicants for Class G licences. Applicants declaring less than 12 months driving experience within the preceding three years: The ministry will recognize the amount of driving experience declared on the driver's licence application. Applicants must have 12 months driving experience before attempting the G1 road test.

If an applicant successfully completes a ministrySapproved Beginner Driver Education course, the mandatory waiting time, prior to taking the G1 road test, will be reduced from 12 to 8 months. The 8S12 months may be a combination of driving experience in the foreign jurisdiction and experience in Ontario. Applicants declaring more than 12 months driving experience but less than 24 months within the preceding three years: The ministry will recognize the amount of driving experience declared on the driver's licence application. Applicants declaring more than 12 months driving experience but less than 24 months within the preceding three years will receive 12 months driving experience and may proceed to take the G1 road test without having to fulfill the mandatory 12Smonth G1 wait period.

If the applicant passes the G1 road test, they will be issued a G2 licence and will not be subject to the six restrictions of the G1 licence, including the requirement to have a fully licensed driver accompany them in the vehicle and prohibition from driving on 400Sseries expressways. To obtain recognition for more than 12 months driving experience, applicants are required to obtain written authentication of their foreign driving experience from the originating licensing agency, or from the Embassy, Consulate or High 2 0 0 8

Commissioners' offices representing the jurisdiction. The authentication letter must be on official letterhead and be written in either English or French. It must be dated and cannot be more than 6 months old.

The ministry will recognize the applicant's foreign driving experience as certified on the authentication letter. Recognized driving experience will be applied towards the G2 12Smonth waiting period prior to taking the G2 road test. If applicants do not provide a letter of authentication, applicants must fulfill the 12Smonth mandatory waiting period prior to taking the G2 road test.

Applicants declaring a minimum of 24 months driving experience within the preceding three years: To obtain recognition for more than 12 months driving experience, applicants are required to obtain written authentication of their foreign driving experience from the originating licensing agency, or from the Embassy, Consulate or High Commissioners' offices representing the jurisdiction. The authentication letter must be on official letterhead and be written in either English or French. It must be dated and cannot be more than 6 months old.

The ministry will recognize the applicant's foreign driving experience as certified on the authentication letter. Applicants have, pending a letter of authentication of a minimum of 24 months of foreign driving experience, the option of attempting the G1 or G2 exit road tests (mandatory waiting times are waived). If the applicant chooses to attempt the G1 road test and successfully completes it, the applicant will then be eligible to attempt the G2 road test. Upon successfully passing the G2 exit road test, applicants will be issued a G licence. If applicants do not provide a letter of authentication, applicants must pass the G1 road test and must fulfill the 12Smonth waiting period prior to taking G2 road test.

Who does the policy affect?

The policy applies to all applicants coming from either a foreign jurisdiction that does not have a driver's licence reciprocal agreement with Ontario, or a U.S. state that is not part of the InterSprovincial Record Exchange Effective May 10, 2006, applicants who applied for a G1 licence on or since May 1, 2005 are eligible to reSdeclare their licensed driving experience at a DriveTest Centre. Applicants who applied in the period from May 1, 2005 to May 10, 2006 may return to a DriveTest Centre and reSdeclare their experience. Applicants who declare 12 months or more experience will be eligible for recognition of that experience against the G1 12Smonth mandatory 2 0 0 8

Moving Out of Ontario? If you have moved to another province, state or country, you can request a refund on the unused portion of your driver's licence.

Any one of the following is needed to apply for a refund: A copy of your new driver's licence issued by the jurisdiction you are living in now, showing the date of issue. A confirmation letter from the other jurisdiction's licensing authorities, confirming you are now a licensed driver in that province, state or country and the date that you surrendered your Ontario licence. WHAT YOU NEED TO KNOW!

If you have a road test appointment scheduled or if you will be scheduling an appointment in the future, you need to read the following information. Effective November 28, 2005, the following changes were introduced: Road Test Preparation Fact Sheet

Scheduling a Road Test

All road test fees must be paid before you may schedule a road test appointment. If you fail to attend or if you fail to cancel at least 48 hours in advance of your road test, you will lose your prepaid road test fee. However, you will not lose your road test fee, if one of the following applies to you:

Death in the immediate family. Proof is required. Sickness/injury (includes immediate family). Proof is required, e.g. doctor's certificate or note. Jury duty. Proof is required. The Day of the Road Test

As with most tests, it is natural to feel nervous on the day of your road test, and possibly the days leading up to your road test. The driver examiner will attempt to make you feel relaxed and at ease by greeting you in a polite, friendly, and professional manner. At the beginning of the road test, the driver examiner will explain what you will be required to do during the road test: • You will not be asked to disobey the law. • You will be expected to obey all rules of the road, traffic signals and speed limits. • You will be expected to signal all changes in direction. • You will be given all instructions well in advance. The driver examiner will also ask you two questions prior to commencing the road test: • Do you suffer, or have you ever suffered from heart disease, stroke, diabetes, epilepsy, loss of consciousness or awareness, or any other medical condition or physical disability that may affect your safe operation of a motor vehicle? • Do you wear corrective eyeglasses or contact lenses? The knowledge test is currently available in 17 languages. However, it is important to note that road tests are offered in the English and French languages only. road test appointment to inquire about having a bilingual driver examiner conduct the road test. Provided you have done that, please request a bilingual examiner when you arrive for your road test. During the road test, the driver examiner will ask you to perform numerous maneuvers and you must be able to understand directions such as; at the first street turn left/right, road side stop, parallel park and three-point turn. You need to be able to understand these instructions in English or French, depending upon the circumstances. The driver examiner is not allowed to coach you during the test so if you have any questions, ask them before you begin. On the day of your road test, be sure to arrive at least 30 minutes early to complete checkSin procedures. If you arrive/check-in late, you may have to reschedule your appointment for another day and will lose your prepaid road test fee. If you fail to attend your scheduled appointment, you will lose your prepaid road test fee.

Will Your Vehicle Pass the Test?

The driver examiner must perform a basic preStest vehicle check to ensure that your vehicle is fit for the purpose of a road test. The driver examiner may request your assistance to ensure that your vehicle is safe for the road test (i.e., operating turn signals and brake lights). If one of the following items is detected, your road test appointment will be cancelled and you will lose 50% of your road test fee, plus you must pay the remaining 50% in order to schedule another road test:

Vehicle equipped with Ignition Interlock Device but no (I) condition on licence. Ignition Interlock Device not installed if a requirement exists. Roof down and/or unsecured (convertible style vehicle). NonSfunctional or uninstalled door(s), door does not open and/or does not close. NonSfunctional dual brake (driving instructor vehicle). NonSfunctional foot brake, horn or speedometer. NonSfunctional or missing seat belt (applicant or examiner). NonSfunctional right/left brake light or turn signal. NonSfunctional headlights or taillights (darkness and/or limited ability). NonSfunctional defroster/defogger/windshield wiper or no washer fluid (if weather conditions warrant). Damaged windshield: large cracks, stars, etc., obstructing vision in area of the windshield swept by the wiper blades. NotSsecured or missing seat. No rear bumper or mirror. Flat tire, defective tire or donut tire, any wheel. More than one wheel nut missing on a wheel. Unsecured or defective muffler. 2 0 0 8

Vehicle equipped with air brakes but applicant does not hold endorsement, applicant has not completed air brake course or applicant is not completing air brake practical along with test. Brake found outSofSadjustment during air brake practical test, applicant completes air brake practical test but accompanying road test cannot proceed. Applicant attempting air brake endorsement practical test does not have the required air brake items to proceed with test. Applicant does not produce a daily trip inspection report prior to road test or inspection report is more than 24 hours old (e.g. classes A or D, C or F operated beyond a radius of 160 km from the location where the driver reports to work). Related to point above, a vehicle rented/leased is exempt from the daily trip inspection report however, the rental agreement must be viewed and the rental agreement date is more than 30 days old. Vehicle used by a class A applicant from a truck training school does not comply with the class A minimum vehicle configuration requirement. G Road Test Expressway

The G road test includes a component of expressway driving. Prior to the road test, all G road test applicants must complete a "Declaration of Highway Driving Experience" to ensure that he/she has sufficient expressway driving experience in order to proceed with the road test. To proceed with the road test, you must "declare" how many times in the three months before the road test you have driven on a 400Sseries highway and/or on a highway with a speed limit of at least 80 km/hr. You must have driven at least 5 times on a highway with a speed limit of least 80 km/hr and /or a 400 series highway. You are also required to indicate the average length of these trips (i.e., under 5 km, between 5 and 15 km, over 15 km). The 400Sseries highways include: 400, 401, 402, 403, 404, 405, 406, 407, 409, 410, 416, 417, 420, 427, Queen Elizabeth Way (QEW), Don Valley Parkway (DVP), Gardiner Expressway, E. C. Row Expressway and the Conestoga Parkway. Be sure to obtain the required highway driving experience prior to your road test appointment or your appointment will be cancelled and you will lose 50% of your road test fee. A restricted Class M licence permits the licence holder to operate only a limited speed motorcycle (motor scooter) and motorSassisted bicycle (moped). Moped drivers have to hold a Class M licence or the restricted Class M licence to operate their moped. You need to pass a written test and complete both the M1 and M2 road tests and, if successful, you will receive a driver's licence that allows you to operate a limited speed motorcycle (motor scooter) and moped only.

M1 Licence

The holder of an M1 licence will be able to operate a limitedSspeed motorcycle, moped or full speed motorcycle. At the time of booking your M1 road test, you must decide which type of vehicle you will use on the day of your road test, as it will determine which licence you get. The M1 licence must be held at least 60 days before you are eligible to attempt the M1 road test. The M1 licence will be valid for 90 days. M1 holders cannot drink alcohol, drive at night, carry passengers or drive on controlle-access highways.

Restricted M2 licence with L condition

The holder of an M1 licence who successfully completes their M1 road test on a limitedSspeed motorcycle or moped will receive a restricted M2 licence. The holder of a restricted M2 licence will be able to operate a limited-speed motorcycle or moped only. The restricted M2 licence must be held for 22 months (18 months if taking a ministry approved motorcycle safety course) before taking your M2 road test. Holders of a restricted M2 licence cannot drive on controlled-access highways (e.g., 400 series highways, the Queen Elizabeth Way, the Queensway in Ottawa and the Kitchener-Waterloo Expressway). Holders of a restricted M2 licence cannot drink alcohol and moped operators cannot carry passengers. Restricted M licence with L condition

The holder of an M2 licence who successfully completes their M2 road test on a limited-speed motorcycle or moped will receive a restricted M licence. The holder of a restricted M licence will be able to operate a limited-speed motorcycle or moped only. Holders of a restricted M licence cannot drive on controlled-access highways (e.g., 400 series highways, the Queen Elizabeth Way, the Queensway in Ottawa and the Kitchener, Waterloo Expressway). Moped operators cannot carry passengers.

Vehicle Descriptions

Limited-speed motorcycle (motor scooter), "Step-through design" In Regulation 340/94 made under the Ontario Highway Traffic Act, a limitedspeed motorcycle (LSM) is described as a motorcycle that:

can attain a rate of speed of more than 32 km/hr on level ground within a distance of 1.6 kilometres from a standing start. has a maximum attainable speed of 70 km/hr or less. has steering handlebars that are completely constrained from rotating in relation to the axle of only one wheel in contact with the ground. has a minimum seat height, when the vehicle is unladen, of 650 millimetres. has a minimum wheel rim diameter of 250 millimetres and a minimum wheelbase of 1016 millimetres. has a maximum engine displacement of 50 cubic centimetres or less, or if the motorcycle was manufactured on, or after, September 1, 1988, it must have affixed a compliance label required under the Motor Vehicle Safety Act (Canada) that identifies the motor vehicle as a limited-speed motorcycle.

The definition under the Motor Vehicle Safety Act (Canada) is the same as above but does not have a minimum attainable speed or a maximum engine displacement. See section 1 (1) of the Ontario Highway Traffic Act for full definition.

Motor-Assisted Bicycle (Moped)

Under the Highway Traffic Act, a motorSassisted bicycle is a bicycle that: • is fitted with pedals that are operable at all times to propel the bicycle. • weighs 55 kilograms or less. • has no hand or foot operated clutch or gearbox driven by the motor and transferring power to the driven wheel. • has a piston displacement of not more that 50 cubic centimeters. • does not attain a speed greater than 50 km/hr on level ground within a distance of 2 km from a standing start. with L condition) or a valid motorcycle licence (class M1, M2 or M) to drive either a limitedSspeed motorcycle or moped on public roads in Ontario. The vehicle must be insured, registered and have a valid licence plate. The operator must wear an approved motorcycle helmet.

"L" Condition

The "M licence with L condition" allows the operation of limitedSspeed motorcycles and mopeds only. LimitedSspeed motorcycle/moped owners may take their road tests on their LSM/moped to obtain the MSlicence with "L" condition. The restriction is indicated as "L" on the licence card. The back of the licence card describes the restriction.

Did you know that Moped collisions have risen? Road testing for mopeds is expected to improve moped driver safety. Ontario's most recent statistics show that moped collisions from 1999 to 2003 more than doubled (from 48 to 102) while the number of registered mopeds fell by almost one third (from 3,006 to 2,019) in the same period. From 2002 to 2003, the number of injury collisions involving mopeds rose 33 per cent. The rate of collisions involving motorcycles and mopeds in 2003 indicated mopeds were three times more likely to be involved in collisions than motorcycles. Moped drivers are in a high-risk zone for collisions and we would encourage moped drivers to review the rules of the road often which are available on the ministry's website and the official Motorcycle and Driver's Handbooks. New moped drivers are required to pass a written test and complete both the M1 and M2 road tests and, if successful, will receive a driver's licence that allows you to operate a limitedSspeed motorcycle (motor scooter) and moped only. Road tests for Limited-Speed Motorcycles (LSMs) and Mopeds Drivers can take the road test on a limitedSspeed motorcycle or moped and receive a driver's licence for the operation of this type of vehicle only.

The type of M licence issued will be based on the type of vehicle used for the road test:

If you bring an LSM or moped for the M1 road test and pass this test, you will be issued a restricted M2 licence with an "L" condition. If you bring a LSM or moped for the M2 road test and pass this test, you will be issued a restricted M licence with an "L" condition. If you bring a full speed motorcycle for the M1 road test and pass this test, you will be issued a Class M2 licence, which allows you to operate a motorcycle, a limited speed motorcycle and a moped. 2 0 0 8

If you bring a full speed motorcycle for the M2 road test and pass this test, you will be issued a Class M licence, which allows you to operate a motorcycle, a limited speed motorcycle and a moped.

M1 Road Test for LSMs and Mopeds

The M1 road test for LSMs and mopeds is the same as the M1 road test for motorcycles. The test will be completed mainly on a DriveTest site and the applicant will be required to complete a threeSpart motorcycle skill test, including driving through sets of cones to test maneuvering skills.

The restricted M1 licence must be held at least 60 days before applicants are eligible to attempt the M1 road test. The M1 licence is valid for 90 days. Remember, if you take the road test on your motor scooter or moped, you will receive a driver's licence that allows you to operate these types of vehicles only. If you take the road test on a motorcycle, you will receive a driver's licence that allows you to operate a motorcycle, LSM and moped.

Booking your M1 Road Test

Important: Applicants should decide what type of motorcycle licence they need and bring in the appropriate vehicle to do the road tests. The applicant will be informed prior to booking that if a limitedSspeed motorcycle with a maximum speed of 70 km/hr or a moped is used for a road test, then a restricted M2 licence will be issued, allowing them to operate that vehicle type only.

M2 Road Test for LSMs and Mopeds

The M2 road test for LSMs and mopeds is the same as the M2 road test for motorcycles with the exception of the freeway portion of the test, which has been omitted. You will be required to complete the business section of the road test on a roadway with a posted speed limit of 50 km/hr.

Important: Your LSM or moped must be capable of maintaining a safe speed on the 50km/hr road to complete the test. Before the road test can begin, you will be required to sign a declaration on the M2 Examination form that your LSM or moped is capable of maintaining a safe speed on a 50 km/hr road. If you are unable to sign the declaration, your road test will be cancelled and you may be charged half of your test fee. The safe speed may vary depending on road and traffic conditions. The examiner will give you directions through a disposable earphone and, as you complete the tasks, the examiner will watch to make sure you successfully perform the skills that are required in the road test.The restricted M2 licence must be held for 22 months (18 months if taking a ministry approved motorcycle) before taking your M2 road test. Important: If you take the road test on your motor scooter or moped, you will receive a driver's licence that allows you to operate these types of vehicles only. Booking your M2 Road Test

Important: To book an M2 road test, applicants are required to indicate if the test will be taken with an LSM, moped or motorcycle. If you said you were going to bring in a fullSspeed motorcycle but you bring in a limitedSspeed motorcycle, you will forfeit half of your road test fee. The automated onSline and telephone booking systems will inform and instruct applicants about booking an LSM or moped test. Graduated Licensing Graduated Licensing applies to drivers of limitedSspeed motorcycles and mopeds. Like standard motorcycle drivers, new drivers applying for their limitedSspeed motorcycle or moped licence will enter Ontario's graduated licensing system. You must be at least 16 years of age and pass a vision test and a test of your knowledge of the rules of the road and traffic signs. After you pass these tests, you will enter Level One and get an M1 licence. You must pass two road tests to become fully licensed on a limitedSspeed motorcycle or moped. Passing the first road test lets you move to Level Two (class M2 with L condition). Passing the second road test gives you the restricted class M driving privileges.

Level One (Class M1) Level One lasts a minimum of 60 days. M1 licence is valid for 90 days. No drinking alcohol -- your blood alcohol level must be zero. You must drive only during daylight hours (oneShalf hour before sunrise to oneShalf hour after sunset). You must not drive on roads with speed limits of more than 80km/hr, except Highways 11, 17, 61, 69, 71, 101, 102, 144, and 655. In addition, local municipalities can ban mopeds from roads in their jurisdiction where the speed limit is 80 km or greater. You cannot carry passengers.

Level Two (Class M2 with L restriction) Level Two lasts a minimum of 22 months. An M2 licence is valid for 5 years. If you pass a ministry approved motorcycle safety course, you can reduce the time spent at Level Two by four months. No drinking alcohol --your blood alcohol level must be zero. You may not drive your limited-speed motorcycle or moped on highSspeed roads such as the 400 series highways, the Queen Elizabeth Way, the Queensway in Ottawa and the KitchenerSWaterloo Expressway. Local municipalities can ban mopeds from roads in their jurisdiction where the speed limit is 80 km or greater. Mopeds are prohibited from carrying passengers. A distinct licence plate is available to all limitedSspeed motorcycles registered after March 27, 2006. The plate is the same size as the motorcycle plate but is green with white lettering. LSMs that are newly plated after March 27, 2006 will have the LSM plate. The fees are the same as for motorcycle plates S $20.00 for the plate and $42.00 to validate and renew each year. Moped and motorcycle plates remain the same.

How can I tell if my vehicle is a limited speed motorcycle?

The easiest way to identify if your vehicle is a limited speed motorcycle is by the label. The label is usually fastened to the steering column or under the seat. Look beside "type of vehicle" and it will say LSM/MVL. All newer models of LSMs and mopeds have a label for ease of identification. If the vehicle was manufactured on, or after, September 1, 1988, it must have affixed a compliance label required under the Federal Motor Vehicle Safety Act (Canada) that identifies the motor vehicle as a limitedSspeed motorcycle. If the vehicle was manufactured before September 1, 1988 and does not have a label, you will be able to identify it as a limited speed motorcycle by the following: Electric or gas powered. Maximum speed of 70 km/h. Automatic transmission. Has a "step through" vehicle design. Maximum engine displacement of 50 cubic centimetres or less. Where LSMs and mopeds can travel

You are not allowed to drive your limitedSspeed motorcycle or moped on controlledSaccess highways such as the 400 series highways, the Queen Elizabeth Way, the Queensway in Ottawa and the KitchenerSWaterloo Expressway. The holder of a Class M1 licence cannot not drive their limitedSspeed motorcycle or moped on roads with speed limits of more than 80 km/hr. Local municipalities can ban mopeds from roads in their jurisdiction where the speed limit is 80 km/hr or greater.

How can I upgrade from an LSM/Moped to a motorcycle?

LimitedSspeed motorcycle and moped drivers with the new restricted M licence who wish to drive a fullSspeed motorcycle must successfully complete an M1 and M2 road test on a fullSspeed motorcycle. To fill out an application, visit a DriveTest Centre to apply for a temporary unrestricted licence and pay the required fee.
