Spokane Home Builders Association Endorses a Yes Vote on Schools in 2018
(Spokane Valley, WA.) – The Board of Directors of the Spokane Home Builders Association (SHBA) voted to approve endorsements of Spokane Public Schools Proposition 1, Central Valley School District Propositions 1 & 2 and Mead School District Propositions 1 & 2. The local bond and levy measures, on special election ballots February 13th, 2018, advance the development and operations of local public schools while responsibly budgeting taxpayer dollars. For the bond measures to pass, 40% of eligible voters must return a ballot and a 60% majority must vote to approve. The excess levy measures must receive a simple majority vote to pass. The excess tax levies proposed by each district replace expiring levies on property taxes at lower rates as a result of increased state funding towards basic education. The proposals include a levy rate of $1.50 per $1,000 of assessed value that would fund extracurricular programs, support staff and other administrative district functions that expires in 2021. Central Valley and Mead’s bond measures include construction projects for new schools and facilities necessary to accommodate expected future growth including: Central Valley School District: Construction of a new comprehensive high school at the 16th & Henry site, renovation of Horizon Middle School that includes an additional student capacity of 120 and construction of a new middle school in the Telido Station area. Mead School District: Construction of new 6-8th grade middle school and elementary school. “SHBA supports a yes on schools vote in the February election, because as our region grows so should the ability of our public schools to provide the best possible education for our students” said Arthur Whitten, SHBA Government Affairs Director. “It is imperative for our community to vote yes on schools this February to continue public investment into new school construction to meet future capacity while adequately funding the programs that prepare our students for the careers available in our region.” The Spokane Home Builders Association consists of over 700 members across Ferry, Grant, Lincoln, Pend Oreille, Spokane, Stevens and Whitman Counties. Members include builders, developers, sub-contractors, suppliers and industry service providers.

Spokane Valley City Council December 19, 2017
In this, the last meeting of 2017, Council approved a change order to the Euclid Avenue Reconstruction Project that would put the project on hold until April 2018. Early inclement weather forced cessation of the work schedule. The change order covers the cost to keep Euclid Road open to the driving public during the winter work suspension and adds 13 working days to the contract; total cost to the City: $17,766.46. In other business, Council received a report on concerns that the City’s current code which stipulated that residential projects with more than 10 units located in mixed use zones must provide open space of 210 square feet per unit, unless qualifying for specific exceptions. The section which includes this requirement was passed over in the City’s recent Comprehensive Plan revision. Council reached consensus to move review of possible revision of the code section to Planning Commission. A proposal to allow usage of shipping containers for backyard storage failed to gain Council support to move to a first reading. Spokane Valley’s Planning Commission, after an earlier public hearing, voted 6-1 to not approve. City Attorney, Cary Driskell, and Deputy City Attorney, Erik Lamb, proposed that Council examine options for cost recovery from nuisance abatement efforts undertaken by the City. Current remedies include authority to obtain court orders and warrants authorizing the City to enter private property and abate the violations through the City removing the accumulated garbage or requiring responsible parties to comply with the court order. However, the attorneys’ suggested option would streamline the process and offer additional means for recovery. Cost recovery is limited under State law, which provides that liens are subject to all prior liens that are recorded before them. The City worked with our legislators to obtain a change to State law which now allows for the first $2,000 to be treated as a priority lien that is of equal rank with state and local taxes. Any remainder is still subject to the ‘first in time’ rule. State law, however, provides an option for the City to maximize cost recovery on abatement of unfit dwellings, buildings, and structures. By adopting the steps necessary to implement that option, the City can position itself to recoup outlays in cleaning up those sites. Council reached consensus on moving the plan forward to a first reading. The next Council meeting will be at 6:00 PM on January 2nd, when Council will elect a Mayor and Deputy Mayor for a two-year term. SPOKANE VALLEY COMMITTEE OPENINGS LODGING TAX ADVISORY COMMITTEE Per Spokane Valley City Municipal Code 3.20, the City of Spokane Valley seeks two volunteers to serve on the Lodging Tax Advisory Committee. Per Washington State Statutes, this five-member committee consists of two members who represent businesses required to collect the tax, two members involved in activities authorized to be funded by the tax, and one member of the City Council. There are two openings: one opening for a member involved in activities authorized to be funded by the tax, and one opening for a member who represents a business required to collect the tax. CDA/North Fork: Good – San Juan worms are working very well right now and lots of trout are being caught. The beaded San Juan’s seem to be working better as they are slightly heavier and have flash. Clark Fork: Good – Great fishing! Anglers are catching many fish on many different bugs. Good patterns to be using are prince nymphs and stonefly nymphs. Clearwater: Anglers are still catching a few keeper steelhead less than 28 inches. Dark colored jigs have been working the best. Columbia River: Good – Lots of anglers are using corky’s and yarn for steelhead. Anglers have reported the fishing to be slowing down and the bite to not be as prominent. An egg pattern would still be your best bet right now. Grande Ronde: This river is an iced up mess. The banks are frozen and there is a lot of slush in the river. Most of the fish have moved to the confluence of the Snake until it clears. Little Spokane River: Average – BWO’s, and midges are great flies to be using right now. Anglers have reported catching nice, healthy rainbows when working a fly similar to these. Rocky Ford Creek: Fishing should be good from now until spring. Streamers, scuds, midges and nymphs will bring the best results. Snake River: The river is fishable but cold, so get your offerings close to the bottom as possible to catch your fish. Bass fishing is still on. Spokane River: Good – Soft hackles and pheasant tail-nymphs (flash) are great bugs to be throwing right now. Look for deep pools and remember to mend your line towards the end of your swing. St. Joe River: Average – Cold weather makes for some tough fishing but a good fly to be throwing right now is a streamer or some kind of wooly bugger. Yakima River: No recent reports. Amber Lake: Closed for the season. Badger/Williams Lake: Closed for the season. Banks Lake: Good – Walleye are being caught off bottom walker rigs and smile blades. Try trolling very slow as the cold water will inhibit the
movements of most fish. Clear Lake: Closed for the season. Downs Lake: Closed for the season. Eloika Lake: Average – Bass are being caught on jerk baits and the lake is more fishable now that the weed mats are receding. Ice is starting to form on the lake but is very unsafe. Hauser Lake: Average – Ice has started to form but no feedback on tiger muskie. Lake CDA: Average – Fishing has slowed and the water is cold. Ice is forming in several of the bays but not thick enough to be on. Lake Roosevelt: Good – Some big fish are being caught slow trolling flies, Wedding Rings, and hoochie baits. Make sure you are tipping your hooks with nightcrawlers and/or corn. Long Lake: Average – Anglers have reported the fishing by Willow Bay to be very good. Trout, walleye and some smallmouth bass are being caught. Try using a Wedding Ring or a crankbait to catch them. Loon Lake: Closed for the season. Newman Lake: Average – Anglers have reported having to break a thin layer of ice when launching a boat and the fishing hasn’t been great. A local fisherman reported catching a few bass on lipless crank baits. Pend Oreille: Good – With the cold weather we’ve been having the lake trout bite has really picked up. Small silver swimbaits are working very well. Silver Lake: Average – Ice has started to form but fishing has been slow. Not many bass or tiger muskie are being caught. Sprague Lake: Ice is starting to form on the lake but there is still open water. No reports on how the fishing is. Waitts Lake: Good – Powerbait off the bottom is working well right now for rainbows and the occasional brown. Anglers are catching fish right from the shoreline. West Medical Lake: Closed for the season.

Should You hire a home inSpector?
In some real estate markets the competition has heated up to the point that it is much like a piranha feeding frenzy with multiple offers on each property within hours after the initial listing hits the data base. That means market-seasonedbuyers are putting their best foot forward at the initial offering, instead of wheeling and dealing for a lower price or better terms. Some brokers have advocated to their road weary buyers to forgo an inspection contingency in order to make their offer more streamlined and attractive to the seller, hoping that this strategy will make their offer stand out to the seller. This aggressive strategy is understandable in some hyper markets! It has been reported that in the Seattle area one property owner received 130 offers within hours of listing entry. On this side of the mountains, we have not seen a buying frenzy quite like that, but it has been a very trying year for many buyers who have faced a shortage of listings and stiff competition. I worry that buyers who invoke the “noinspection” strategy may be short changing themselves! There may be other less risky methods to remain competitive but still have the opportunity to scrutinize the structure and systems of a house prior to purchase. If a buyer chooses not to ascertain the real condition of a home and makes the purchase anyway, the subsequent cost of repairs may be higher than if they had negotiated with a higher offer and an inspection contingency in place. Unless you have the eyes and experience of a building contractor, it would be foolhardy to take the risk of no inspection. The flip side of the coin is that many buyers who ask for the home inspection contingency to be invoked, later burden the seller with wearisome lists of requested repairs, motivating the seller to seek for any opportunity to get out of the contract and move on to another less picky buyer. At least with a comprehensive investigation of the homes systems, appliances and structure, the buyer can move forward to closing with their eyes wide open, or can quickly move on to a property they can stomach. One way to make the inspection contingency more palatable to a seller might be to shorter the inspection time period so the seller isn’t unreasonably delayed while the buyer takes an objective look at the property.
