”A foreigner who purchases a residential property under the IRS programme will receive automatic residency” The minimum purchase price is US$ 500,000, with the owner receiving an automatic residency permit. The investor may live there himself, rent the property or sell it with no minimum selling price restriction. Funds from the sale and rental revenue may be repatriated. Properties under IRS are sold off-plan, with several hundred units in luxurious lifestyle estates already sold across the island. Investors hail from the UK, France, South Africa, UAE, India and other countries. Because luxury properties are in demand on the

Mauritius makes business sense Mauritius has primarily been a beach destination but is increasingly positioning itself as a growing business and financial hub. Mauritius offers numerous fiscal benefits along with permanent residency.

�Mauritius is one of the most competitive jurisdictions in the world in terms of tax and regulation� Residency permit A non-citizen who purchases a residential property under the IRS programme will receive a residence permit under the Immigration Act once the property is registered and payment of the fixed duty of US$70,000 has been made to the Registrar General. The Income Tax Act 1995 defines resident as: Individual: a person who has his domicile in Mauritius unless his permanent place of abode is outside Mauritius or has been present in Mauritius in an income year for a period of, or an aggregate period of, 183 days or more or has been present in Mauritius in an income year and the 2 preceding income years for an aggregate period of 270 days or more. Company: a company which is incorporated in Mauritius or has its central management and control in Mauritius. Personal income tax A resident of Mauritius will pay a rate of 15% on personal chargeable income. Taxable

income is described as gross income less allowable deductions and the income exemption threshold. Gross income includes: salaries, wages, annuity, pension, income from business, income from property, foreign dividends, royalty and interest. Allowable deductions include: expenses related to the production of income, losses, bad debts, annual allowance (in lieu of depreciation). A resident of Mauritius is entitled to an income exemption threshold which can deducted from income to arrive at the chargeable income, if any. Capital gains tax There is no capital gains tax in Mauritius, except in the case of a land subdivision. Corporate and other taxation Companies, trusts, trustees of unit trust schemes and non-resident partnerships are all subject to corporate tax at a rate of 15% on chargeable income. Double taxation avoidance treaties Mauritius has concluded 34 Double taxation avoidance treaties (Dtas) and it has several others under negotiation. The treaties aim to reduce the tax burden on foreigners in Mauritius and stimulate investment. Want to know more? METHOD Cod Peel and finely grate the ginger, grate the lime zest and mix with sea salt and sugar Rub the centerpiece of the cod with the mix and put together with the coriander twigs into a vacuum bag. Close the bag and marinate for 24 hours. Subsequently, wash the sea salt off and put in milk for 8 hours. Remove the cod from the milk and pat dry with a kitchen towel. Cut 6 evenly large pieces from the fish, rub all sides with olive oil and cover with plastic foil. Cook at 65C/150F for approx. 20 minutes. Crabs Cook the crabs for 10 minutes in plenty of boiling water salted with sea salt (the water should have a strong taste of sea salt). Remove the crabs from the water and open.

Salad Clean, wash and dry the chickweed, bittercress and wild garlic. Slice the radishes thinly and the cut the sugar snaps into Julienne strips. Mix everything and season with the oil of May turnips, Fleur de Sel and grated lime zest. Wash the cockles and pat dry with a kitchen towel. Heat the olive oil in a pot, add the cockles and cook until the shells of the cockles open. Remove the cockles from their shells. Simmer the peas in butter and cream, season with sea salt, sugar and freshly ground green pepper. Cook until tender, drain, and puree the peas using a find sieve, fill a piping bag with the puree.

Sauce Cardinal Peel shallots and garlic. Clean fennel and celery and cut all vegetable to a Mirepoix. Half the lobster heads with a pair of scissors. Heat olive oil in a pot and lightly roast the halved lobster heads with the bowl side down. Add and froth the Beurre demi Sel. Cover the lobster heads with the Rose Paprika, add the Mirepoix and sea salt (begin only now to stir). When the Mirepoix is lightly roasted, infuse with the court-bouillon and the bouillon of clam/shell. Add the basil and reduce to 400ml, filter and leave to cool. Mix the liquid with the egg and egg yolk. Heat to 65C/150F stirring constantly and slowly add the olive oil, strain the sauce. Horseradish–Brioche Mix all ingredients and knead slowly in a food processor with dough hooks until to the paste separates of the edge of the mixing bowl. Allow the paste to rise in a warm place until its size is doubled. Knead briefly and put into a buttered baking tin and the dough rise again. Bake with circulating air 165C/330F for approx. 33 minutes.

PRESENTATION Marinate the crab meat with some of the Sauce Cardinal and place on the cooked fish. Pipe the pea puree on the plate. Heat the cockles over low heat in olive oil and put them on the pea puree. Pile the marinated salad on the crabs and poor the Sauce Cardinal around the crabs. Remove the crust of the Brioche and cut into rectangles. Brown briefly with a Bunsen burner (thereby gets a light roasting note) and arrange on the plate. Wine recommendation: 2007 Riesling Spätlese “Eine Idee”, Vineyard Kirsten / Mosel

INGREDIENTS Soup 12.5g butter

½ 75g 175g 750ml 12.5ml 50ml

white onion, finely diced sliced white button mushrooms fresh roasted and peeled chestnuts chicken stock truffle juice or a drop of truffle oil whipping cream

Truffle veloute 125ml double chicken stock 50ml milk 10g butter pinch of salt a drop of truffle oil 25ml truffle juice

METHOD

To peel the chestnuts, score with a sharp knife and cook in a hot oven for a few minutes and peel whilst warm. Sweat the finely diced onions in butter with some salt until translucent. Add the thinly sliced mushrooms, sweat for a further few minutes then add the chestnuts. Pour on the chicken stock and simmer for 20 minutes, then blend with the truffle juice or oil. For the truffle veloute: Bring the double chicken, milk, truffle jus and salt to the boil, simmer for about 10 minutes. Add the butter and truffle oil. Boil and pass, foam with the hand blender.

PRESENTATION

Pour the soup into a small cup, top with truffle velouté, julienne of truffle and sliced chestnuts. On the side serve a selection of duck canapés. Serves 5

Place the honey and eucalyptus leaf into a medium size pot, bring to the boil and take to a caramel - stop with the water. Add the cream and bring back to the boil. Pass onto the chopped chocolate - stir with a spatula, add in the finally chopped butter, Stir until smooth, pour into a lined 30x30cm square mould. Once set brush the base with melted chocolate, set. Unmould and cut the ganache into 2.5x1.5cm rectangles, dip in tempered chocolate.

Brazil is predicted to be the next major investment property hotspot. This beautiful country offers more than just stunning beaches. The country is attracting a lot of inward investment, has one of the world’s fastest-growing economies, a rapidly emerging mortgage market, a general shortage of quality homes, and has been selected to host the 2014 football World Cup and 2016 Olympic Games. This will lead to the construction of new and improved infrastructure and homes across Brazil. The Brazilian president, Luiz Inacio Lula da Silva, has already pledged to spend up to £11.5bn on building a million new homes in Brazil between now and 2011. Also, Brazil has huge potential as a tourist and residential tourist hotspot: there is plenty of sunshine; more than 7,000 kilometres of coastline stretching across various climate zones; a good infrastructure; and importantly, good accessibility. There are more than 240 scheduled flights a week from the main European airports. Investment banking firm Goldman Sachs believes that Brazil’s economic growth could outstrip that of the other BRIC (Brazil, Russia, India and China) member nations over the next few years. Brazil’s economy is widely expected to become the fifth-largest in the world by the time the Olympic Games kicks off in 2016, and yet property and land prices still remain a fraction of those found in more developed nations.

France’s chic sophistication never fails to attract visitors, and this has contributed to its success as the world’s top tourist destination today. A modern culture and excellent infrastructure, in addition to a stable political and economic climate, all offer property purchasers in many key areas of France a lucrative investment option. The nation was the first European country to come out of recession in 2009, reflecting the fact that the global credit crunch had much less of an impact on France, compared to its European counterparts. Increasing property and mortgage transactions are boosting residential values, with the latest FNAIM data revealing that the average price of a French property appreciated by 2.8% between April and September 2009. Although average prices remain down 7.8% year-on-year, the market is generally expected to improve further, due to France’s prudent attitude to mortgage lending. Anyone taking out a mortgage in France is generally only permitted to borrow one-third of their total gross monthly income. ABU DHABI The recent property price falls in the fastgrowing UAE capital of Abu Dhabi, the richest and largest of the seven UAE states, have been nowhere near as severe as in neighbouring Dubai. The tax-efficient emirate has the largest fossil fuel reserve in the UAE, is the fourth-biggest natural gas producer in the world, has the world’s highest income per capita, is home to almost all of the Arabic Fortune 500 companies, and is currently sitting on more than 88 billion barrels of proven oil reserves. Yet Abu Dhabi is now actively trying to reduce its reliance on oil, and is diversifying its economy into the financial services and tourism sectors. Billions of pounds have been allocated for infrastructure projects and the development of residential, leisure and cultural schemes across the oil-rich emirate. The recent slowdown in the property market means that just 45,000 residences are anticipated to be completed in the capital in the next four years, augmenting the existing housing shortage. The supply of housing stock remains scant, partly because Abu Dhabi is not part of a community master plan like those pioneered by Emaar and Nakheel in Dubai. The housing shortfall in the capital is expected to stand at around 15,000 homes this year, which could mean that property prices and rents are forced up, while residential demand – domestic and international – is expected to increase.

ALGARVE, PORTUGAL Portugal offers the kind of real estate market that can provide a steady return on your investment in the medium- and long-term. Buyers know they will get good year-round weather for lifestyle and reliable rental and 82

capital appreciation in the long-term because supply and demand are more carefully maintained than other destinations. There will always be steady growth, and you won’t see the boom and bust of Spain, for example. Builders in Portugal are well-known for their conservative attitude towards speculation, and the government has very careful guidelines in place to maintain the character and appearance of urban and rural areas. This control means that new property is carefully and responsibly built, with more emphasis on quality and how it integrates and affects the surrounding area. The Algarve is considered to be the jewel of Portugal’s crown. It is amongst the most popular destinations in Europe and can rightfully claim to have some of the most attractive beaches, services, towns and golfing facilities in the world. The country as a whole has fared well throughout the downturn and sellers have not had to resort to dropping prices as demand is high. According to a recently published study by Forbes, Austria is the best retirement haven. Vienna already gained first place in a ranking for cities offering the best quality of lifestyle, so the country’s ranking doesn’t come by surprise. Set within one of the most diverse natural landscapes in the world are ancient UNESCO-protected towns, glaciated canyons, fjords, ancient forests and national parks. Montenegro is the new magnet for people seeking picturesque villas on the Mediterranean. The Montenegro travel and tourism economy is ranked No. 1 in Long-term (10-year) Growth out of 176 countries as estimated by the World Travel & Tourism Council and Oxford Economic Forecasting. OMAN The relaxed Arabian state of Oman, voted Destination of the Year 2008 by Vogue magazine, has long been a popular holidaying destination for people living in The GCC States (the six Arab states of the Persian Gulf ). With a population of around 2.3 million, Oman is being modernised and liberalised culturally and economically by hereditary Sultan, Qaboos Bin Said Al-Said, a forward-thinking leader. Sultan Qaboos’ strategy for economic growth - Vision 2020 - aims to diversify Oman’s economic dependency on oil, and focus on other industries, such as property and tourism. Demand for property in Oman is primarily being driven by the Sultan’s decision to introduce legislation in 2004 – ratified in 2006 – permitting foreigners to buy freehold property and land in designated tourist areas. These projects are referred to as Integrated Tourism Complexes (ITC). Furthermore, foreign homeowners can now apply for residency visas. The fact that Oman appeals to end-users – not just investors – means that the medium- to long-term prospects for the Omani property market growth looks good.

SWITZERLAND Many of the high earners currently living in Britain look set to quit the UK ahead of the

introduction of a 50% top tax rate in April 2010, and escape to more tax-friendly shores, such as Switzerland. The Swiss authorities are actively lobbying to attract many of these high-net worth individuals, who are being tempted by assurances that they will be allowed to steer clear of European Union regulation and Britain’s Financial Services Authority. It is estimated that hedge funds managing in the region of £10 billion in assets have already moved to Switzerland in the past year alone. This has increased demand for homes to rent and buy. Due to canton restrictions, it has previously been difficult for foreigners to buy property in Switzerland. However, the country has now eased its strict property buying regulations, and opened its doors to more international buyers, partly through the introduction of ”residence de tourisme” style investments, which is similar to the ever-popular leaseback formula in France. Switzerland, one of the richest nations in the world, is of course a tax haven. Anyone who sets up permanent residency in Switzerland would be entitled to take advantage of the country’s favourable tax laws, including the lump-sum taxation, which charges a levy based on people’s lifestyle and spending habits. The fact that one’s taxable income is charged at just five times their annual rent or rental value of their property, and that assets outside Switzerland remain tax-free, should ensure demand for Swiss properties - to rent and buy remains strong for years to come. O’Shima O’Shima is located in the basement of a nondescript office building, with minimal markings. This is common in Tokyo but it certainly defies Western sensibilities. There are more expensive beef restaurants, some topping US $700/pp, but O’Shima represents a good value for wagyu beef. Best Patisserie Hidemi Sugino Hidemi Sugino is purported to a master of the mousse cake. The lines begin a half hour before opening and quickly snake to 20-25 people deep. Each person is limited to six selections and once the store sells out, they close. Flavors are of the season. The airiness of the cakes is impossible to describe or believe – just go early.

Best Sushi Sushi Mizutani Sushi Mizutani is reputed to be one of the few masters of sushi and it absolutely shows on his best pieces. The symbiosis of the temperature of his fish, the creaminess of the rice, and the fish:rice proportion represents an ideal for sushi. The efficiency of his hand movements and the small details as he prepare each piece of nigiri place Mizutani in a class by himself. Great for lunch or dinner. 8-2-10 Ginza, Chuo-ku

Sawada Where Mizutani is the master, Sawada is the challenging upstart that spares no expense. The small 6-person counter/room is immaculately decorated – this is a temple for some of the world’s highest quality fish. Piece after piece will be of a reference quality, particularly uni and tuna. Sushiso Masa Masa has taken the sashimi/sushi structure and put his own touch on it. For dinner, a parade of 40+ different types of fish (white fish is his speciality) is not uncommon. Best Oasis Aoyama Reien Japanese cemeteries can often provide a welcome respite from Tokyo’s fast-forward culture – peace, quiet, and a concentration of

the past that is hard to find anywhere in the city. There are a variety of styles, many similar but with endless differences, and one could spend days cataloguing the aesthetics. It is a delicate look into the next life – and worth a detour when walking by.

Best For Out of Town Kyoto Where Tokyo appears to be noisy and light, Kyoto offers a peacefulness that is hard to find in Tokyo. While it’s possible to do a day trip (the bullet train is only 2.5 hours), it is recommended that one stays at least two nights to see a lot of the historical beauty that Kyoto has to offer. There are many temples throughout the city and a walk along the old canal is a must.

Best Sightseeing Tsukiji A fascinating, if not stressful, tour de force of where much of the world’s sea food passes through en route to its final destination. The tuna auctions, at 5:30 am, are the star; but a stroll through the market around 7 am (no later) will reveal an intriguing and unbelievable market whose logistics are impossible to fathom. On display, row after row ad infinitum, are hundreds of sea creatures you’ve never seen. Akihabara It’s technically a shopping area, where you can find anything technical, but it best serves as a guiding post for the future – as promised by Blade Runner and countess other sci-fi films. Global property prices improve Knight Frank has released its latest Global House Price Index. Key highlights from the report are: The recovery in global house prices continues, with values increasing in 68% of the countries reporting price changes for Q3 2009 House prices, however, are still lower than 12 months ago in 57% of the locations Israel remains the top performer over a 12-month period, with prices increasing 13.7% to the end of Q3 2009 On a quarterly basis, Singapore saw the biggest rise, with prices up 15.2% during the third quarter of the year Dubai recorded the largest annual drop (-47%), but posted moderate positive growth in Q3 “House prices are now rising in a clear majority of locations around the world, with almost 70% of the locations reporting growth in the third quarter of 2009. This compares with under 50% during the second three months of the year,” said Liam Bailey, head of residential research at Knight Frank. He added, “There is still, however, a clear polarisation from the top to the bottom of the table. Israel remains the best performer on an annual basis and is the only country to have recorded double-digit growth (+13.7%) during the past 12 months. Prices in Dubai have fallen the

most (-47%), despite posting a small recovery (1.2%) in the third quarter. The recent debt issues with Dubai World and the subsequent loss of confidence by investors means even this nascent rally is already under threat.” Property markets in Spain, Denmark and Ireland have yet to record their first quarter of growth since the credit crunch, largely due to an oversupply of housing, which is holding back prices.

Although buying off-plan is common in Brazil, and foreign buyers who live and work in Brazil can obtain a mortgage, international investors currently find it hard to obtain finance from Brazilian lenders. It is a situation that needs to change, according to Laercio de Souza, general co-ordinator for investment promotion at the Ministry of Tourism, and a former banker. He said that extensive negotiations are taking place with officials and he is confident that mortgages will be available to foreign real estate investors within the next 12 months.

Debt crisis expected to delay real estate recovery in Dubai until 2012 Residential real estate prices in Dubai are set to fall a further 10% in 2010, with the emirate’s debt problems likely to delay a property recovery until 2012, a survey says. Property prices in the Gulf emirate have only a 13% chance of picking up before 2011, according to the median forecast of 12 analysts at banks, investment firms and research institutions questioned by Reuters. Dubai rocked the financial world in November 2009 when it said it would ask creditors of Dubai World, the conglomerate behind its rapid expansion, and Nakheel, builder of its iconic palm-shaped islands, to agree to a standstill on billions of dollars of debt as a first step to restructuring. Prices are also set to fall a further 3% in 2011, according to the median of 10 forecasts. ”Conditions in the UAE property market will remain weak in 2010 because of unfavourable demographics, property oversupply and risks associated with cancelled or delayed projects,” said Keith Edwards, head of asset management at The First Investor in Qatar.

Berlin real estate holding firm In the years after the fall of the Berlin Wall and German reunification, Berlin was the most affordable European capital when it came to residential real estate. The shop houses a working cave calibrated to age the cheeses on-site • Formaggio Essex’s store is resplendent with beautifully wrapped and bottled jams, honeys, mustards, vinegars, olive oils and cured meats from small producers around the world. OAXACA, MEXICO Central de Abastos A four-acre riot of colours, smells and sounds, it is a gourmet’s dream • Aside from the region’s unique micro-climate, the Abastos offer such a range of ingredients because Oaxaca is home to at least 17 different ethnic Indian groups • You can find anything here from baked goods to live turkeys to fried ant eggs • You will find pigs’ heads, strangely unrecognisable vegetables, beautifully shaped breads and vast trays of fruit, such as tomatillos, which look like big gooseberries but have a citrusy flavour and are a key ingredient in Mexican salsas • Don’t miss the huge mangoes (known as petacon, literally meaning ‘big bum’), fiery spices and bright sauces and, of course, the blocks of cooking chocolate for which the country is so famous • At the popular Mole Oaxaca stall, moles of every description are ground and mixed on the spot • Oaxaca’s trademark drink is a must - the fiery, cactus-based tequila cousin, mezcal.

PISAC, PERU Pisac Sunday Market The Pisac Sunday Market on the Main Square turns this village in the Andean highlands into possibly the world’s most vibrant indigenous market • Do as the villagers do and drink

Noryangjin Fish Market This is one the greatest food spectacles on earth • Houses more than 700 shops selling fresh and dried fish and squid from 15 fishing ports around Korea • This is an authentic market where the floor is concrete, everyone is wearing rubber boots and blinding bulbs dangle over rows and rows of fish and anything else that is edible from the sea • It’s crammed with exotic sea creatures from every conceivable aquatic locale including some the most bizarre aquatic creatures you will ever see • Almost everything is still alive • There are acres of stingrays aligned precisely as roof tiles, gilt lengths of ribbonfish, regiments of pike, oceans of halibut, endless trays of pickled clams, and more kinds of jacks and mackerels and anchovies than is possible to identify • Put your purchases into plastic bags and go upstairs to one of the first-floor gallery’s bringyour-own restaurants, where they will cook your seafood for you. It’s brilliant: no cooking skills are required. You just hand over your bag of shopping to the waitress, pay a small cooking fee and buy the necessary accoutrements (soy sauce, wasabi, lettuce, kimchi) • Try the sannakji, baby octopus. They are often served up raw and still moving; sliced into small pieces that are dipped into red pepper paste and washed down with soju, a popular and inexpensive Korean alcohol • The market remains open 24 hours a day • An entire floor is devoted to auctioning of fish and remains especially crowded in the wee hours of the morning. TOKYO, JAPAN Tsukiji Fish Market (Tokyo Central Wholesale Market) This frenetic warehouse complex is the global seafood exchange: More than 2,500 tonnes of about 450 varieties of fish and shellfish change hands daily • The number of registered employees varies from 60,000 to 65,000, including wholesalers, accountants, auctioneers, company officials and distributors • Is also one of the biggest food markets of any kinds, with vegetables, fruits, meat and flowers • The seafood ranges from tiny sardines to 350kg tuna, from cheap seaweed to the most expensive caviar • The record of the most expensive tuna in Tsukiji market was an enormous Bluefin tuna fish auctioned in 2001 with a price of US$184,000 • Try to attend the spectacular tuna auction - wholesalers walk up and down the rows, jotting down the numbers of the best-looking tuna, and by

TORONTO, CANADA St. Lawrence Market Is the oldest, continually operated market in North America • Built in 1844 as the first true Toronto City Hall, the building now has an exhibition hall upstairs, the Market Gallery, where the council chambers once stood • Brown Brothers Meat has been selling fresh cut meat at the St. Lawrence Market since 1895 • When Pope John Paul II was here, he sampled the signature Red Lavender jam at A Bisket A Basket.
