This document contains information on thousands of artifacts plundered from the Republic of Yemen in recent years amid fighting with al-Qaeda in the Arabian Peninsula (AQAP) and the Houthi militias. The government fears these are “blood antiquities”—looted and trafficked to finance the country’s deadly war—and warns they may have already been sold to unsuspecting buyers overseas. Yemen needs the public’s help to help recover these missing objects through a 24-hour hotline, which can be reached at +1 (202) 717-1066 or antiquities_hotline@yemenembassy.org. The Yemeni people and their cultural heritage have long been under attack from armed conflict and violent extremism. In recent years, reports have increased that AQAP and Houthi insurgents are following in the footsteps of Daesh (ISIS), by arming their cause through an illicit trade in ancient art. This cultural racketeering threatens to prolong the country’s civil war, currently the worst humanitarian conflict in the world, and could even help to fund terrorist attacks far beyond its borders. The Republic of Yemen is actively calling on the international community to take action, recognizing the nation’s arts and culture are the foundation on which it will one day rebuild. This dossier is a start. It provides a glimpse of what Yemen has lost—but also what may still be recovered. In these pages, painstakingly compiled by Yemeni archaeologists and government officials, you will find information on pieces pillaged from ​three major museums: Aden National Museum, Taiz National Museum, and the National Museum of Zinjibar. These objects span centuries and civilizations, from Roman coins to Sabaean inscriptions, marble statuettes, bronze figures, and sacred manuscripts. Dimensions and photographs are provided when available. The Republic of Yemen distributed the original Arabic version of this file in May 2018 to the United Nations and the United States government. Detailed Report on The Meeting between His Excellency, Dr. Khalif El-Inani, Minister of Antiquities Affairs in Egypt, His Excellency, Pr. Ahmed Mamaj, Minister of Culture of Egypt, and and His Excellency, Dr. Mohammed Ali Marim, the Ambassador of Egypt. The meeting was held on May 22, 2017 at 4 p.m. The Meeting addressed the following: -

Detained 13 Yemeni metal artifacts in Egyptian ports and airports, smuggled by traffickers from different backgrounds. A list featuring the names of the artifacts and the locations where the goods were seized are attached below with the purpose of preserving Arab antiquities and artifacts; Cooperation with the Egyptian party to restore Yemeni manuscripts and artifacts, under the supervision of the Egyptian state experts; Workshops for the Yemeni state employees on the tools to reinstate manuscripts and preserve artifacts, prepared by the Egyptian state experts; Contribution of the Egyptian party to the restoration of some Yemeni antiquities which have undergone deterioration due to the ongoing war in Yemen; Coalition against the illegal trade of antiquities between the friendly nations; Planning of bilateral meetings between antiques and manuscript specialists in order to identify the cultural artifacts of significant value; Protocol drafted by the Egyptian and Yemeni parties; Workshops for the Yemeni state employees on the tools to recognize, retrieve, and preserve illegal artifacts in accordance with UNESCO training on the prevention of illicit trafficking. Elaborate discussion focused on the recovery of the 13 metallic artifacts seized in Egyptian ports and airports. The artifacts will be stored safely by the Ministry of Antiquities in Egypt until the country of Yemen regains its stability. 7

Excellency, Professor Marouane Ahmend Damaj, Minister Culture Greetings, Now therefore, Subject: Report on the confiscation of Yemeni ancient coins in Cairo and the actions taken on the issue thus far: We convey to you the assurances of our highest consideration and inform Your Excellency about eight Yemeni artifacts, metal coins dating back to the Mutawakillah Kingdom, have been found in the sea port of Sefja. The artifacts are in the name of Fouzia Mohamed Hassan with the customs certificate of 9701 and shipping policy number 49; originated from the (United Arab) Emirates. A notice letter, no. 14946, was sent by Dr. Mamdouh Damati, the Minister of Antiquities Affairs, to the Embassy in Cairo notifying about the confiscation and was dated December 9, 2014. The letter outlined the prohibition of any illicit import or export of cultural property in accordance with the UNESCO 1970 agreement which was signed by Egypt and translated to the Republican Order no 114 in 1973.

Our Embassy in Yemen, represented by his Excellency, Ambassador Mohamed Al-Haissamy, wrote a letter under no. 18/5/2014, dated 14/12/2014, to Dr. Mamdouh Ad-Damati. The gist of the letter was a request to return the artifacts to the Embassy of Yemen, so that they can be directed to the Yemeni Antiquities Museum. The Antiquity Unit at the Cairo International Airport also reported the seizure of 2 items, consisting of Yemeni metal coins from the same historical era. One coin was found in the possession of passenger Shireen Samir Ibrahim, an Egyptian national, who was leaving to England on October 5, 2014. The second coin was found with passenger Mohammed Hamid Fahmi, an Egyptian national, before his departure to Greece on December 8, 2014. The Administrative Terminal Unit and the Antiquities Units in Egyptian Ports addressed a letter to the Embassy in Yemen, requesting to take necessary measures to return the confiscated artifacts to the Embassy of Yemen in Cairo on December 24, 2014, under no. 541. The Embassy of Yemen in Cairo drafted a response letter directed to Professor Ahmed Er-raoui Radouane, the Head of the Administrative Terminal Unit and Antiquities Units in Egyptians Ports, requesting the administration to return the antiquities consisting of 10 coins to the Embassy in Yemen (no. 17/5/2015, dated January 13, 2015). The Embassy in Yemen planned to safely transfer them to the Yemeni Antiquities’ Museum. I, Aicha Al-Aolqi, then communicated and visited the Ministry of Antiquities Affairs. I, Aicha Al-Aolqi, agreed to allow the antiquities remain with the Ministry until the crisis in our country Yemen comes to an end. We also agreed that a committee consisting of officials from the Ministry of Culture in Yemen will be given the task to receive the artifacts. However, until the conditions in Yemen are safe, the antiquities will remain with the Egyptian authorities.

Item no. 290: The East The item is a statute representing a person of eminence wearing long garb and holding a long stick with his left hand. His hairstyle is short bronze locks. The item is from the Southern part of the Arabian Peninsula dating back to the second century before JC (California. 13.5 cm AD H). This is a representation of a notable person in a standing posture. Item 172: The item is a square altar that is sculpted in the front. It has a rounded spout and a marble canal. The back and the side parts have inscriptions that are engraved with a text in Minantek. It is placed on a light bar; the marble has veins and small foils. The item comes from the Southern part of the Arabian Peninsula. It dates back to the fourth and fifth centuries BC. The name of the collection is P 36 (1950). The length is 28 cm and the height is 8.6 cm. The item is made for the mighty deity in Minanz and Rassaf and it comes from the main temple. Item 295: The East The item is part of a sculpture, featuring an ornamented face with a long nose and hollow eyes, which was originally inlaid (with some gems). Item 171: The item is a representation of a male in a standing position, with plain clothing. The statue has quite a large head with eyes that were originally inlaid. The head used to carry a wig. The nose is triangular and straight. The upper part of the mouth has a light sheet which represents the top collar-like part of the beard. Item 191: This item is an iconic head representing a man with a short haircut that touches the ears. The triangular-shaped face has a long nose, a small mouth, and well-shaped eyes. The light beard stretches up to the level of the ears in a good pattern. The item comes from the Southern part of the Arabian Peninsula and dates back to the first century BC. Dimensions: 12.5 cm. Item 284: The East The item is a rare sculpted statue featuring a woman—perhaps a goddess—protected by two people on the sides. On top of the protectors, there are two other beings endowed with arms and wings and holding a small rectangular container. The item, which comes from the Southern part of the Arabian Peninsula, is made from limestone. It dates back to the first century before Jesus Christ. Dimensions: 11.4 cm. Item 169: The item is a statute of a woman holding a child. The woman is standing. She is dressed in basic clothing. The head is crowned with short round wig which touches the ears. Item 192: Unknown English Identification. Historyie Style. The engraving features a woman conversing with a man. Atop is an inscription which reads: “A commemorative statue of Stella and Ratum. Item 191: The item consists of a statute representing the head of a man, with a nose and a bridge connected to rather large eyebrows. The eyes are large and inlaid. Item 178: The artifact is a marble stele rectangular in shape but slightly slanting on the upper side. It has rectangular block with engravings in the name of the owner. The Republic of Yemen Ministry of Culture General Organization of Antiquities and Museums Excellency, Minister of Culture Greetings, Now therefore Subject: A Report on the Most Important Cultural Artifacts that have gone missing from the Taa`iz Museum When the war was taking place in the city, and precisely after the city was invaded by Houthi militias in March 2015, the National (Taa`iz) Museum has been turned into an arena for armed confrontations. The militias have transformed it into a place of stronghold, after having erected barricades, and set out to shell

the city with all kinds of heavy artillery. When the resistance started to make steady progress towards the area of the National Museum, the edifice became the target of constant, repeated, and daily shelling on the part of the militias. This has resulted in massive damage to some of the museum’s buildings and annexes. Furthermore, it has become an easy prey for unscrupulous individuals and traders of antiquities. Such people started laying their hands on the museum’s holdings and looting them. His Excellency Mr. Minister, The Taa`iz National Museum cared for a wide range of rare and valuable antiquities as noted in the updated 2008 version of the museum inventory records survey. In this report, we centered our focus on the most important antiquities and artifacts, as represented by Arab and Hebrew manuscripts, the artifacts which once belonged to the King of Yemen, Imam Ahmed Ben Yahya Hamid-Eddine. For this reason, we have also mentioned and commented on some of the artifacts dating back to the era after the Islamic Golden Age. His Excellency Mr. Minister, In the past, Sala Museum in Taa`iz used to have numerous pre-Islamic artifacts and antiquities. However, when the Museum was about to fall into the hands of militias, the Organization undertook to transfer all of its holdings to the National Museum (Al-`Ardy Museum). But the Organization was unable to carry out a rigorous inventory of the transferred items. The staff simply recorded the items on paper, hoping to launch a comprehensive inventory of the transferred items; however, a change in administration resulted in the suspension of this project. The project was actually put on hold when war started in Taaz. For this reason, we have been unable to locate the documents detailing the items which were previously transferred. We are convinced that the documents are still in one of the rooms which was used to store paper records and registers pertaining to National Museum holdings. When the Embassy of Yemen contacted the former manager, Brother Al-Izzy Muslih, he assured us that he has pictorial records of all the antiquities which were transferred from Sala Museum. This will certainly allow us to make a new description of all the artifacts and antiquities that have gone missing. His Excellency Mr. Minister In this report, antiquity professionals in the Organization have deliberately striven not to provide thoroughly detailed information, lest the missing antiquities be subjected to alterations and forgery from illicit traders. We have, likewise invalidated printed Hebraic books, which are themselves antiquities given their old age, as they were printed 400 years ago. All museum holdings in Taa`iz are considered to hold utmost significance, but we have striven in the present report to survey the cultural artifacts of utmost significance by numbering each artifact and providing a picture in the rubrics. The pictures will also be presented as an appendix to future reports.

A spear with two very sharp side blades and head. It has three sticks. On one of them is a drawing of the Ethiopian Crown. The artifact is a gift from the King of Ethiopia, Haile Selasse to the King of Yemen, Imam Ahmed Ibn Yahya HamidEddine. Six round pocket watches with gold covers. On the surface is a picture of Imam Ahmed, the King of Yemen, on top of which his name is written. But in the lower part, above the hands, there is the inscription: King of Yemen. On the outer side, there is a representation of the Royal Crown. A round gold case. On top of the upper cover there is a representation of the Royal Emblem with fine ornate lines in the middle. The inner cover is 18 c gold-plated.

A dagger with a relatively large handle adorned with two gold pieces from the top and the bottom. The embouchure is a piece of brass encrusted with a band of gold ornament. The latter has distinguished and refined characteristics. The length of the handle is 12 cm and the width of the handle head is 9 cm. The thickness of the hand in the middle is 7.5 cm. The length of the embouchure is 11 cm. The blade is a single metallic piece on top of which there is an Arabic saying which reads: “Any that is championed by the Messenger of Allah need not fear any harm, even if he should meet with a lion in its own den!” The length of the blade is 25 cm; its width is 10 cm. The front legs of the camel are missing; the tail is thick, the neck is straight almost flat and the face is discernible with the left eye being round and slightly prominent. The body of the human rider is flat with the arms stretched forward, with the left hand holding the reins. The features of the face are unclear. On the forehead there is some outgrowth, representing the hair, perhaps. The legs are visible, adhering to the body of the camel.

Her breasts are prominent and there is a protrusion which starts at the level of her knees and extends up to the underside of the breasts. The hands are represented, with the right hand stretching out to the level of the right knee. The left hand is fully stretched sidewise. The lower part of the statue is hollow and round. The features of the face have been obliterated, except for the nose. Above it there is a protrusion which probably represents the hair which is combed backwards. The lower part of the head has deep hole and on the back there are some unaccounted for juts.

The mouth is represented by a grooved line. The fingers of the right hands can still be seen at the level of the breast. On the left shoulder are two grooved lines and two broken ones. The hands are prominent and stretched forward. The fingers are represented but they show some exfoliation. The feet are missing and the head had suffered some breakage at the level of the neck which has been recently restored. There is a patch that has been peeled off from the lower back, as well as cracks on the lower part of the right hand. Yemeni Artifacts recovered Abroad

i. Artifacts presently in Geneva, Switzerland

Subject: Report on a visit paid to the Arts and Archeology Museum to contemplate the Yemeni antiquities which were seized by the Customs’ Administration in Geneva

Date: Thursday, August 10, 2017, at 11:30 am This morning we set out for the Arts and Archeology Museum in Geneva where 5 items that have been previously identified by the Customs’ Administration (the Federal Customs’ Administration) in Geneva are on display. The Attorney General’s Office then issued an order to confiscate them in February in the Canton of Geneva. Three other Syrian and one Libyan antiquity artifacts were also seized. All of these artistic works were temporarily placed at the Arts and History Museum for the purpose of exhibition and study. According to the Museum Administration, the competent authorities will return the artifacts to their respective countries of origin in due time. The affair goes back to April 2013 when, during routine inspection in free-trade zones, operated by the Federal Customs’ Administration officers, nine archeological artifacts were found in the Geneva Harbor free trade area. The items are supposed to have been brought in between 2009 and 2010. Given that the records and logbooks pertaining to the nine items that were inspected were missing or did not meet all the criteria provided for by Federal Law in regard to international shipping of cultural artifacts, the Federal Customs’ Administration suspected that the items may have come from some illegal sources. In January 2015, the competent authority in the International Transportation of Cultural Artifacts contacted the Federal Office for Culture, which appointed an external expert to report on the artifacts. The expert authenticated them and underscored their cultural significance for their respective countries of origin.

According to the Museum’s staff, the artifacts are of particular importance in understanding pre-Islamic eras. They are also exceptional given their rareness and their impeccable state. They added that they know very little about the circumstances of the discovery of most Yemeni antiquities. But the plunder of the artifacts is attributable to the attractive prices in the underground market and to the political instability (in Yemen). The particulars of the five Yemeni items are as follows: 1.

A Round Table with Ornaments on the Side, featuring Bull-heads, Diamonds, Eggs, and Spears:

Its history: the item goes back to between the third century BC and the first century AD The material from which the table was made: marble

This round table is truly exceptional and unique owing to its excellent state and to the ornaments on the side which consists of three rhino-heads or bull-heads. These figurines are placed on equidistant points. They are connected with patterns, comprising diamonds, eggs, and spears. Under the surface of the table there are three apertures behind the bull-heads, which probably served as sockets to house the table-legs. Portion of round tables were found in Tamnah, in Ibn Ben Aqeel’s (Fatyan) cemetery. It is believed that these tables were offering-tables used during funeral ceremonies.

2. Statue of a Man in a Standing Posture with Inscriptions on it

Its history: the item dates back to Fatyan Era, in the second century BC. Material from which the item was made: marble The artifact is an elaborately ornate representation of a person. It is a strikingly unscathed. It is a representation of a corpulent person. Facial features consist of large eyes in the shape of almonds and eye-brows which were originally encrusted. The small legs and bare feet stand on a sculpted platform. These statues originate from a cemetery which was probably located in the Kingdom’s capital. The sculpture, written in the very old Southern Arabic language and the language of Fatyan, reveal the first and last names of the person represented in the statue: Tbarkreeb Ibn Aghlum. The name Tbakreeb was quite common, the last name, “Aghlum” was very rare indeed; it was found only in another engraving. The style of writing suggests that it goes back to the second century before Christ. 3. And 4. Two Sculpted Tablets featuring Masks and Engravings:

Source and History: Al-Jawf Region during the Qatian Era from the fourth to the first century BC (for tablet number 3) and the first century BC (for tablet number 4). Material from which the artifacts have been made: limestone, enhanced by red paint and marble for the eyes. The two items are part of a very rare category of sculpted funeral artifacts which originate in Al-Jawf Region. It is believed that they served as tombstones. Given that no similar items were unearthed during formal scientific excavations, it is hard to determine their chronology with any measure of precision. All faces that are sculpted in the form of masks have very specific features: the head is level; the eyes are colored (the eye sockets being incrusted with marble in these two cases). The eyebrows are prominent; the nose is triangular; the mouth is without lips; the ears are prominent; and the beard is quite long; the inscription in the old Southern Arabic language and Qatban language feature the name of the deceased. -

Tablet number 3: “Tamath”. The name is previously unknown; and there is no clue as to a more precise date for the person. Tablet number 4: “Gharem”. Though this name is known, it is quite rate for Al-Jawf Region in Yemen –there are only four other such examples. The peculiar shape of the letter þ makes it possible to assert that the tablet dates back to the first century BC.

4. A Sculpted Tablet featuring the Second Part of a Royal Decree:

The Origin: the Kingdom of Qatyan, Mrimat, or what is known today as Hajr Al-`Ady in Wady Khreeb, between Mar’ib and Baihan. Its history: between year 50 BC and year 25 AD The material from which the artifact was made: colored limestone. The large tablet, which comprises 25 different lines and is written in the Qatayan language, is indeed unprecedented and unique. The tablet was unearthed during some “underground” excavations which were carried out in the ancient city of Mrimat. The meticulously written text was subjected to such serious damage that only the last part of a long Royal Decree was left intact. The exact number of words on the tablet has never been known, the text being uncovered for the first time on the engraved tablet. The tablet consists of the words uttered by the Qatayan King, “Shahr” –who may be either Shahr Hilal Yuhan`am, who reigned between 50 and 25 BC or Shahr Yajeel Yuharjeeb (Ibn Hufam Yuhan`am, son of Shahr Hilal Yuhan`am) who reigned during the first quarter of the first century AD. The text alludes to the original location of the tablet: “It was posted on the external walls of Yahshra`em and Hazirem palace in the city of Mrimat. The two afore-mentioned men belong to Abran clan, which is alluded to in three other texts. The exact nature of the Royal Decree and

the ruling in favor of the clan is not very clear, given that the reasons and circumstances of the decision are provided in the first part of the text. However, it seems that the subject of the dispute was property located in Wady Wassr. The penalty for challenging the ruling was stiff, indeed: it added up to 1,000 pieces of silver, which suggests that the case was quite controversial. End of the report.
