DAVID NICKLE dnickle@insidetoronto.com Toronto councillors will be looking at the pros and cons of establishing a non-lethal policy for dealing with coyotes, and also making it clear the public is not allowed to feed them. The city’s Licensing and Standards Committee voted Tuesday to ask staff to report on having a formal “no kill” policy at the urging of Scarborough Centre Councillor Glenn De Baeremaeker. The councillor made the pitch in the wake of the shooting of a coyote by police in Cabbagetown, and reports of a far too friendly coyote roaming in the Beach. Last month, a Beach resident’s dog had to be euthanized after having been attacked by a coyote. Beaches-East York Councillor Mary-Margaret McMahon has been dealing with a peoplefriendly coyote in the Beach neighbourhood and said a ban on feeding in particular would be helpful. “I’d like to see some enforcement of a no-feeding policy,” she said. “That’s a key in our neighbourhood. It seems the coyote is too familiar with humanity.” McMahon said pet owners >>>education, page 8

Political will needed for transit funding It’s hard to argue with Toronto Region Board of Trade (TRBOT) President Carol Wilding who said the time for debating how to pay for transit expansion is over. However, providing funding recommendations like those in the TRBOT’s discussion paper, A Green Light To Moving The Toronto Region, doesn’t make funding a reality. Four revenue tools are recommended: a one per cent regional sales tax; a $1 per parking space levy; a 10 cent per litre regional fuel tax; and a road toll for highoccupancy lanes charged at 30 cents per kilometre for single drivers who wish to use the lanes. We’re a far cry from any government having that courage and, despite the board’s assurances, from understanding what the public would accept. The Board of Trade discounted using devices such as property tax hikes to fund transportation, citing them as revenue sources for municipal governments – and always under consideration to increase to keep municipalities afloat. Whether in the form of a straight-out tax, a levy, or toll the end result is the same – money comes from the pockets of residents. We have said many times that we will get the kind of transit we pay for. Very true. The ambitious recommendations are what is needed. After all the region is losing $6 billion in productivity annually. While the TRBOT suggests upward of 50 per cent of people would be willing to swallow taxes to fund transportation it’s never that easy to evaluate acceptance. We do know this. You can’t tweak today’s revenue generation and come up with an answer that would raise the required capital to build the system and to maintain the operation. This paper offers dramatic new income sources to be considered. But is there a political will to carry any of these recommendations forward?

It’s weighed in on social issues, infrastructure and tax policy at the same time as it’s engaged in its more core business of... well, business growth and retention. This week, the board stepped into the fray once more: this time, with a suite of taxes, fees and levies to come up with about $3.5 billion a year, going toward public transit. This is not a huge leap for the board.

Mayor Rob Ford has made it clear that he doesn’t support any tax increases for transit. Doug Holyday, the deputy mayor, doesn’t like them much either. Even Karen Stintz, the chair of the Toronto Transit Commission and generally more a more progressive con-
cent per litre regional fuel tax, a road toll for HOV lanes and the aforementioned parking levy. The proposal is a good start toward coming up with the $50-billion cost of the regional Let’s Move plan. One might add to that a portion of income tax – so that the entire cost isn’t borne through user fees and consumption taxes – but the board of trade does provide the basis for a payment plan for the cost of building our infrastructure to match our city’s needs and aspirations. The alternative is the continued reliance on the current mayor’s fantasy of private sector funding that will never materialize. In other words, stagnation.

Leslieville musician shifts focus for second album JUSTIN SKINNER jskinner@insidetoronto.com Having made her mark in the jazz world, Leslieville resident Larra Skye has seen her focus shift to more of a singer-songwriter style. Skye is on the verge of releasing her second album, Wishing Tree, which marks a stark departure from her first effort, The World Disappears, which was the top independent jazz seller at HMV after it was released in 2006. “My first album was jazz songs and it was all originals,” Skye said. “When it came time to make my second album, I thought ‘I’m going to make the album I always wanted to make.’” Skye’s career in music lends itself greatly to her family. While neither of her parents were professional musicians, her father played guitar and the family owned a book store, which had a huge impact on her taking up music. “I’d go into the bookstore late at night and look at any book they had about the guitar,” she said. “I basically taught myself guitar from books.” Her older siblings were also musicians with her sister, Rosanne Baker

Skye’s earlier work, which she acknowledges may throw some of her longtime listeners for a loop. She said some of her fans were avid jazz listeners and may be disappointed in her new direction but notes she has earned plenty of positive feedback and gained new fans. “The new album’s title track, Wishing Tree – I’ve had people tell
me that when they listen to it, they’ve cried,” she said. “It’s such a gift to get that reaction from someone – not that I want them to cry, but to make that connection.” She also collaborated with a pile of local talent on her latest album, not least of whom were her producers Karen Kosowski and Marc Rogers. “The album’s very arranged with string parts and guitar parts and with some of the songs, I’d record my part and think it was finished,” Skye said. “I’d come back the next day and they’d added synthesizers and string parts and it would just blow me away.” While Skye has lived in throughout Toronto, she has taken to her Leslieville home and has her share of local haunts she frequents. “I really like the Comrade on Queen, and there’s Te Aro, which is a great coffee shop, especially when it comes to vegan baked goods,” she said. “I go in to Tori’s, too, which is another amazing vegan bake shop and I couldn’t forget Damzels in this Dress, where I’ve gotten a bunch of the dresses I’ve performed in.”

De Baeremaeker said there’s too much confusion and fear surrounding coyotes. “There’s been a lot of attention – and a lot of fear – from people saying ‘let’s shoot them’,” De Baeremaeker said. “That is a very foolish and dangerous thing for anyone to do.” He pointed out laying lethal traps for coyotes are as likely to snare pets or children. He said the only time a coyote should be killed is if people are in danger. And under no circumstances should anyone feed wild coyotes. “I think we need to look at an education campaign and we should look at banning the feeding of coyotes,” he said. Etobicoke Centre Councillor Gloria Lindsay Luby suggested police should be encouraged to use their Tasers rather than bullets.

A new group is working to protect coyotes and people in the Beach from each other. Founded by the Association for the Protection of Fur-Bearing Animals (APFA), and supported by Coyote Watch Canada, the Beach Coyote Coalition pilot project aims to increase coyote awareness and education to minimize or eliminate coyote-human interactions. “I live in the Beach and there is some serious coyote feeding going on here,” said Shannon Kornelsen, director of public outreach for APFA. “People get really taken in by how beautiful they are, they start to feed them, which in turn habituates the coyotes. “When they’re fed, they’ll override their natural fear, and they’ll come into more densely populated areas, if the food source is constant and worth the risk. And in turn this can cause territorialization with other dogs. You often hear about coyotes biting dogs, they’re not trying to eat them, they’re asserting their dominance over a food source.” A Ma l t e s e d o g h a d t o b e euthanized in February after

To help stop coyotes from entering residential neighbourhoods, the coalition is appealing to the City of Toronto to pass a coyote-feeding bylaw that would make it illegal to feed the animals, with fines of $5,000 to $25,000 for violators. Such bylaws have reduced coyote-human interactions in Whitby, Hamilton and Niagara Falls, Kornelsen said. Reducing coyote attractants is another goal of the coalition. Kornelsen advised residents to secure garbage and remove fallen fruit and excess bird seed from lawns. The fruit and bird seed attracts rodents, which in turn attracts coyotes, she explained. Finally, the coalition is asking residents to report coyote sightings. “We’re going to set up a coyote

see a coyote, they can call the number, we can disseminate our team really quickly and respond to the sightings immediately to haze the coyote out of the area,” she said, explaining hazing encourages coyotes to leave and refrain from returning by making them uncomfortable. During hazing, people stand tall, wave their arms, make loud noises and shout at the coyote to go away – behaviour coyotes find intimidating. If you encounter a coyote, back away slowly while facing the animal, make lots of noise and wave your arms high in the air. If you feel threatened by a coyote, or witness an attack, call 911. The group is working with Toronto Animal Services and the Toronto and Region Conservation Authority to tackle the coyote issue, but residents are the most important piece of the puzzle, said Kornelsen. Beach residents open Toronto’s first tool library ERIN HATFIELD ehatfield@insidetoronto.com No doubt there are unused tools cluttering up basements, junk draws and storage lockers across the city, but two east-end residents want to put them to use at Toronto’s first Tool Library, which opens Saturday. “Our goal is to obviously give people access to the tools, but also to connect to our larger goal, which is more of a mentality shift,” said Ryan Dyment, who, along with Lawrence Alvarez, are the executive director and president, respectively, of the Institute for a Resource-Based Economy (IRBE). This not-for-profit aims to promote a new economic system that connects the environment and the economy to achieve a sustainable society. “A ‘resource-based economy’ is really our long-term objective and where we want society to go to, it is a sustainable economy that instead of

using money or politics to make decisions, we would use the scientific method and physical resources,” Dyment said. “We have to have the understanding that we have
enough physical resources to satisfy everyone’s needs on the planet,” Dyment said. “We have enough food, we have enough shelter, we have enough resources, it is just that we can’t own everything.” The Toronto Tool Library is IRBE’s first large project, and a first for Toronto. The men said they believe people are getting used to shared resource projects such as auto sharing and BIXI bikes, and a tool library fits that model. “I think people are hungry for this type of thing,” Alvarez said. “It is an idea whose time has come. It makes sense that one might not necessarily need to own these things if they don’t need to use them very often,” As a member of the tool library, people can sign out power tools, hand tools, shop vacuums and even a generator for both home and community initiatives. “We know there are tons of tools sitting around idle in
people’s basements. It is just a matter of people accessing them,” Dyment said. An annual membership will be offered at a sliding scale according to income. With that membership, people can sign out tools of their choice for a specified loan period, just like a traditional library. Nominal late fees will apply to overdue items.
The tool library will be housed in a space in the basement of the Parkdale Activity Recreation Centre (PARC) at 1499 Queen St. W. The library will be run by volunteers and is open to anyone. IRBE is looking for donations of tools. “They can also come and take out the tool they donated so they still have access to it,”
Alvarez said. The pair, who are housem a t e s n e a r Pa p e a n d Danforth, hope to start a similar Tool Library in the Beach and are looking for a physical space there. The playground, on the west side of Logan Avenue in , will receive new equipment and landscaping with funding from the city’s capital projects and an additional levy from Parks and Recreation. The project has a budget of $250,000. A presentation of potential uses for the land was displayed for residents and children to examine followed by an interactive group workshop allowing small groups of people to share their ideas with the city. According to Mut, it was important children were included in the process and he said he was pleased
that several parents brought their kids out to the meeting. “I think it is very important to get a full range of ideas, obviously we can’t accommodate everyone’s ideas, but to hear them all and learn about the park is very valuable,” Mut said. The feedback will be gathered, refined and again presented to the community for further discussion. The selection process will transpire over various stages of planning and presented to the community in subsequent meetings. “We will review the information gathered tonight and determine where the priorities seem to be,” Mut said.

Longtime resident Sandra Lester said she was excited to be a part of the process and put forth an array of ideas. “I’d like to see interactive, naturalized learning so kids can learn about science, nature, issues like
producing your own power and pumping your own water. I’d like them to feel empowered to interact with their own landscape,” Lester said. Her focus, which strongly appealed to those at the meeting, centred around educational and environmentally responsible play with an emphasis on adventure and fun for children of various ages. “I’ve been in the neighbourhood for a very long time, over 20 years. I remember being a nanny in this neighbourhood and a little girl, who is now in a master’s program, climbing on equipment that is still in the park. That means this equipment is over 20 years old and it hasn’t changed since then. “It’s time to revitalize it. My son

is getting to the upper age limit, he’s nine, and I think kids should still play a lot at nine, but he’s not finding it adventurous anymore. There’s a lot of opportunity to do something really different here.” Ward 30 Councillor Paula Fletcher was also on hand. According to Fletcher, a common complaint is that city equipment has been dumbed-down, so the city is working toward finding equipment that is both fun and challenging. “I think adults pick pieces of equipment that they think look interesting and then the kids have to say, ‘That’s the one I like,’” Fletcher said.

Only project team members were aboard the Bombardier-manufactured light rail vehicle (LRV) when it left the TTC’s Hillside facility, 1138 Bathurst St. around 4:30 a.m. and headed toward Bathurst Station and back. The trip took under an hour and during that time the crew successfully tested for a variety of factors including the near 100-foot vehicle’s ability to make tight turns, travel along an incline and maintain traction power, said TTC spokesperson Brad Ross. “We’re being extra careful,” said Ross who tweeted several pictures of the streetcar on its southward trip along Bathurst and entering the station. “The objective is to test the vehicle in the environment in which it is going to operate and not

at the risk of hindering service if we run into a problem.” The trip was supposed to start earlier in the night but the streetcar’s engineers wanted to ensure it passed all “static testing” before heading out, which caused a brief delay, Ross said. “We don’t want to go out onto the street if we’re not confident we can do it successfully,” he said. A second, longer test took place Friday, March 15. Ross said the plan is to see how the LRV runs in all condi-

tions for longer times. Eventually, he said the vehicle will run for testing during daylight but did not specify when those tests would occur. Ross said the 510 Spadina line, which will first use the vehicles, underwent track renovations last summer and is the perfect route to debut the new streetcars on. “It is a busy route and it is a right of way,” Ross said.

Some 84 per cent of Torontonians who took part in a poll say they prefer the new TTC bus shelters to their boxy predecessors. That’s according to Astral Media, which redesigned and maintains the shelters as part of its 20-year street furniture contract with the city. The poll of 539 people wrapped up earlier this year, and the Montreal media company said those surveyed overwhelmingly preferred the updated designs, which include park
benches and garbage receptacles.

Board of trade offers transit funding ideas
Toronto Region Board of Trade (TRBOT) announced Monday it’s ideas for funding transit. The preferred revenue tools it claims will generate nearly $5 billion annually for transit building. The tools include a one per cent regional sales tax to generate up to $1.6 billion a year; a $1 per parking
space levy also raising $1.6 billion annually; a 10 cent per litre regional fuel tax bringing in as much as $840 million; and a road toll for highoccupancy lanes charged at 30 cents per kilometre for single drivers who wish to use the lanes, which would generate a maximum of $45 million annually. Community groups met last night The Clean Train Coalition (CTC) updated the public yesterday on its ongoing court battle against
Metrolinx, the regional body in charge of coming up with a transit plan for the Greater Toronto and Hamilton Region, to derail the Union Pearson Express air rail link. CTC wants the line electrified in time for the link’s 2015 opening. As part of the verdict, the group was ordered to pay $30,000 in court costs to Metrolinx.
