It is with a fond hope we waited to see February will be a month free from Corona. Our hopes became true. We are thankful to God for keeping us safe and the effect of Pandemic has come down considerably. But we have to follow Covid protocols. In view of this, National Headquarters decided to conduct the programmes physically. After a long gap due to the pandemic, National Adventure Institute at Pachmarhi organized 3rd SAANSO/23rd International Adventure Programme in February at Pachmarhi with 89 participants from India and Nepal. It was a successful and safe event. The state associations can plan physical events duly observing Covid protocols. Schools have been working in normal conditions and children are academically busy. Action plan for Membership Growth and special drives may be planned with the help of Growth co-ordinators. I wish the State Associations will come out with considerable growth in membership. Review meeting of Boy/Girl Progamme which was held at Pachmarhi in connection with New Education Policy has come out with concrete proposals. The five-day Trainers` Meet at Pachmarhi held in February worked on the preparation of Self Learning Modules for all the sections along with updated job profiles. It is heartening to note that one of our Rover from Karnataka Shri Supreeth Balaji was elected as Youth Representative for APR during 10th APR Scout Youth Forum held virtually in February, 2022. TH5 CHIEF SCOUT EXECUTIVE (CSE) MEET
5th Chief Scout Executive (CSE) Meet of APR/WOSM was held on 23-24 January, 2022 via Zoom with 20 National Scout Organizations (NSOs) represented in the event. Objectives of the meeting were to gather the Chief Scout Executives and share updates on membership growth targets, WOSM services platform and data portal, share concerns on Educational Methods, Communications and Partnerships, and to introduce the upcoming Regional Plan for 2022-2025. Dr. R.K. Kaushik, Director, Bharat Scouts and Guides represented the Bharat Scouts and Guides in the meet.
RD3 RDSAANSO & 23 INTERNATIONAL ADVENTURE PROGRAMME
3rd SAANSO and 23rd International Adventure Programme -- a prestigious annual event of National Adventure Institute was held at National Adventure Institute, Pachmarhi from 02nd to 08th February, 2022. This event was also clubbed with 02nd SAANSO (South Asian Association of National Scout Organisation) Adventure camp. 89 participants from Nepal Scouts and 13 state associations of the Bharat Scouts and Guides participated. The programme started on 02nd February with a traditional flag ceremony and integration. A welcome ceremony was held at evening in this ceremony Deputy Director Guide Leader Training was also present. Different types of thrilling activities were set as per the stamina and experience of participants. Rock craft at Jatashankar, Eco trail and nature study to Dhoop Garh, Sangam and Dutch Fall. During the programme activities such as Sky Cycling, Valley crossing, Jip line, Commando Bridge, Monkey Bridge, Ladder climbing were organised. For the first time in the international

event, all the participants enjoyed parasailing as well as water activities. Air rifle shooting, Archery, Horse riding were also included in the challenge. A surprise night trek was organised which was completed by the participants with their entire luggage and with the message of being ready and alert at all the times.
On 07th February the trekking was completed in the morning. In the evening Grand Camp Fire was organised in which Shri Lok Bahadur Bhandari, Chief Commissioner, Nepal Scouts was the Chief Guest and Shri S. Prasanna Shrivastava, Director, Organisational Development& MoP, World Scout Bureau, APR Region, Shri Raj Kumar Kaushik, Director BSG, Shri Ram Prasad Bhattraai, Director of Nepal Scouts, Shri Devraj Ghimire, WOSM Consultant, Mrs. Darshana Pawaskar, Joint Director of Guides, BSG as Guests of Honour. Mrs. Alamelu, Former Jt. Director (Guide), Ms. M.N. Machamma, Deputy Director (G) LT., and participants of Trainers Meet were also present. The participants presented cultural programmes which were appreciated by all the guests.
On the last day morning, All Faiths Prayer Meeting was organised. In the Closing Ceremony, participation certificates were given to all the participants. Shri Amar B. Chetteri, Jt. Director of Scouts (Trg. &Prog.) was the Leader of the Programme who was ably assisted by staff members of NAI and invited staff from different State Associations.

“MESSENGERS OF PEACE GLOBAL NETWORK” UNDER WOSM INITIATIVES
National Level Webinar on “Messengers of Peace Global Network” under WOSM initiatives programme was organized by the Bharat Scouts and Guides National Headquarters on 1st February 2022 via zoom and the same was telecasted live through the official YouTube channel of BSG. After Lighting of Lamp, tribute were paid to Goddess Saraswati. Shri P.G.R. Sindhia, Secretary General, President in Council of BSG was the Chief Guest. He highlighted the services rendered by the young people of the BSG. An inspiring video on Messengers of Peace was showcased in which Peace activities organized by BSG at all levels was highlighted. Then, session on Messengers of Peace initiative was taken by Shri S. Prasanna Srivastava, Director, Organizational Development and Messengers of Peace, WSB – Asia Pacific Support Centre, Ms. Kate C. Aranzamendez, Assistant, Messengers of Peace, WSB – Asia Pacific Support Centre and Shri Madhusudan Avala, WOSM Consultant. Interactive Slide Quiz was organized at the beginning of the session. The session covered all the elements of messengers of peace initiative – Programme, Network and the Fund. Also, how to earn the MOP Ring Badge with details. MOP Hero Awards was also discussed to inspire more young people to work for the community development. How to create account on www.sdgs.scout.org was elaborated in details Quiz on mentimeter was organized at the end of the session to check the learning of the participants through this webinar. Dr. Raj Kumar Kaushik, Director, Bharat Scouts and Guides in his address urged the members of the organization to upload the service projects in www.sdgs.scout.org to create more visibility of the Bharat Scouts and Guides. Ms. Ayantika Kundu, former Co-Chair of National Youth Committee, BSG thanked each and everyone for having contributed to the success of the event and the event ended with the National Anthem. Mr. Saranraj and Ms. Sayantani co-ordinated the event under the leadership of Mrs. Kumud Mehra, Assistant Director, Southern Region.

The 73rd Republic Day was celebrated during 08th Episode of the national level series of webinar on "Upskilling our nation's young workforce" which was organised by the National Headquarters – New Delhi. Maina Rao, Champion and Mr. Amal Prakash K. second runner-up of Singing Fiesta conducted. BSG performed patriotic Songson 26th January 2022 and the Director, BSG Dr. Raj Kumar Kaushik, was the Chief Guest in the Celebration along with other officials of National Headquarters.
The national level series of webinar on "Upskilling our nation's young workforce" is being organised by the National Headquarters – New Delhi on every Wednesday from 4:00 to 6:00 p.m., starting from 8th December 2021 through Zoom Cloud Meeting & YouTube Channel of BSG-India. In this series it has completed 11Episodes on 16th February 2022.
Sixth Webinar of the Series was delivered on 12th January 2022by Ms. Nandini Sood, CEO, Design for Change, India from UNICEF on the topic – “21st Century skills - Empathy, Self-awareness, Critical Thinking, Problem Solving, Creativity & Communication”.
Seventh Webinar dealt with Proficiency Badges & Individual Development of a Scout/Guide. It was deliveredon 19th January 2022by Prof. Santanu Mazumder, Bidhan Chandra College, Asansol, West Bengal. He is a Rashtrapati Scout and Rover.
8th Webinar was conducted on the Topic “Proficiency Badge – Ambulance man and Ambulance Badge” where the session was delivered by resource speaker Shri Vasu M.B. LT(Scout) of BSG, Southern Railway State on 26th of January 2022. The webinars have been conducted under the leadership of Shri Analendra Sarma, Assistant Director, NER-BSG with the able assistance of team #BSG4SkilledYouth. About 500 members have participated through Zoom and YouTubein each webinar.
SEA SCOUTS AND GUIDES
73rd Republic Day Celebration was held at Dima Adivasi Jatra Ground, Dima T.E. Kalchini, Alipurduar, West Bengal. It was organized by Air Marshal Subroto Mukherjee Open Unit, Air Wing Scouts and Guides Group. Dima T.E, Alipurduar District Association, West Bengal organized an Awareness Campaign regarding Child Trafficking, Child Labour, Child Rights and Human Rights. Educational Guidance was given by Amb. Prof. Dr. Kamal Kujur was the Chief Guest of the programme and also

attended as a Guest PRISM NGO and Mr. Harihar Nagbansi field Producer of Video Volunteer. 80 participants from different institutions participated.
Sea Scouts and Guides Auxiliary Unit, affiliated to The Bharat Scouts and Guides, National Headquarters, New Delhi, functioning under Ocean Cadet Academy conducted a Parade on 26th January, 2022. 150 cadets of Sea Scouts and 250 students of Kamalnayan Bajaj School were present for the Republic Day Parade. Commander Deepak Visvanathan, AFV, Indian Navy was the Chief Guest. The programme started with unfurling of our National Flag followed by Guard of Honour by the Guards and a Platoon of Sea Scouts and Guides. The Chief Guest inspected the Guards Platoon. This was followed by a smart Parade by the cadets of Sea Scouts and Guides accompanied by Melodious Sea Scouts Brass Band.
The Chief Guest stressed that Scouting is an education in Character Building and Nation building. The program concluded with vote of thanks by one of the cadet of Sea Scouts and Guides.
World Radio Day was celebrated by Sea Scouts and Guides on 13th February, 2022 in Association with Ocean Cadet Academy HAM Club VU2oCA at Kamalnayan Bajaj High School and Junior College, Chinchwad. Mrs. Anju Sonawane from Pune Bharat Scouts and Guides was the Chief Guest on this occasion. The Programme started with a smart Guard of Honour presented to Mrs. Anju Sonawane followed by inspection of Parade and March Past. UNESCO has decided to organize ‘Radio Day’ every year with different topics. Radio Day of Sport, Youth and Radio, Women Empowerment, Radio in Time of Disaster are organised by UNESCO every year. The theme for 2022 is Radio and Trust. UNESCO has called on radio stations around the world to organise a ‘Radio Day’ . The BBC hosted a special programme on the occasion of Radio Day.

PLASTIC TIDE TURNER PROJECT
The Bharat Scouts and Guides, National Headquarters organised a virtual completion based on zero plastic used on 21st to 22nd December 2021 from 10 am. There are 267 Scouts, Guides, Rovers, rangers and Unit Leaders are participated in this virtual competition. This completion divided into two parts one is Poster making Competition in the theme of Advocate for stop Plastic Pollution and the other part is Video Making completion in the theme of Advocate for 0% plastic use.
In the Poster Making Completion divided into two groups. One group for Scouts & Guides, there 1st prize win by Scout Rremansh Sharma from N.F. Railway, 2nd Prize win by Guide Vani Lakshmi. K from Kerala and 03rd Prize win by Samridhi Gupta from Delhi State. NORTH EAST REGION
The North East Regional Team Plastic Tide Turner Challenge (PTTC) motivates more young people to come forward and join the mission to create a better India – a better world to live. The Regional Headquarters of NER-BSG has planned two competitions on “Regional Level Virtual Competition on Poster Making” with the theme – Advocacy to stop Plastic Pollution and “Regional Level virtual competition on Substitutes of plastic” with theme Advocate for 0% plastic use in the same line of National Level Competitions. 85 members have registered for the competitions and participated in the webinar.

Mrs. Bijaya Deka, Ranger Leader and Mrs. Anima Ekka, Guide Captain of Assam and Ms. Deepika Sharma – Ranger & State Coordinator, PTTC – N F Railway were the Judges for CompetitonSecond Day (01.02.2022) of the webinar focussed on the contestants to expose their talents on Substitutes of plastic which was judged by Mrs. Gautami Rabha, Guide Captain and Mrs. Anima Ekka, Guide Captain besides Ms. Deepika Sharma – Ranger & State Coordinators PTTC – N F Railway and Mr. Khrawkupar Roy Lawphniaw – State Coordinator PTTC – Meghalaya.
Ms. Ankita Pandey – Ranger – N F Railway and Ms. Shimtilang Kharbuli – State Coordinator PTTC – Meghalaya conducted the programme effectively with the support of the team members from NERBSG.

A State Level Review Meeting on Tide Turners Plastic Challenge – Hero Level was organized virtually by Bihar State Bharat Scouts and Guides. Shri Baijnath Prasad, State Coordinator, co-ordinated the meeting. The members of Araria, Kishanganj, Madhepura, Madhubani, Muzaffarpur, Nawada, Saran and West Champaran District Associations actively participated in Press power, knock on the door, clean it, I as a change maker, etc. 135 Scouts, Guides Rovers, Rangers, and Unit Leaders participated to complete the tasks as per the toolkits along with 25 people of the society to work together.

Ms. Shankarammal, Leader Trainer (Guide) of Tamilnadu State Bharat Scouts and Guides breathed her last on 26th January, 2022. Th. Ibopishak Singh, State Chief Commissioner of Manipur State Bharat Scouts and Guides breathed his last on 23rd February, 2022.

The 16TH National Adventure Programme was conducted at National Adventure Institute, Snow View Kurseong, Darjeeling from 14th to 18th February, 2022 in which 08 participants attended the programme From Rajasthan.
Participants visited different places like HMI Darjeeling– There they did activities such as Obstacles Crossings, visited a zoo and historical museum which describes the life of a mountaineer and their belongings who made history, Ghoom Monastry. Trek to Eagle Crag, Dow Hill forest and Netaji Subhash Chandra Bose Museum. Rifle shooting, archery and back woodsman cooking and different type of games for the development of the participants were conducted during the programme.
On 14th February tribute was given to the martyr soilders of pulwama attack. This day participants made the sign of “Amar Jawan Joti” and lighted 40 candles in the names of 40 martyr soldiers. Smt. Surekha Shrivastava, Dy. Director was the Leader of the Programme.

The Bharat Scouts and Guides, National Headquarters BSG – DSG team organized BSG – DIGITAL SMART GENERATION, SURF SMART 2.0 “International Surf Smart 2.0 Carnival 2022”with Tunisia Girl Scouts from 18th – 20th February 2022 at 02:30 – 04:30 PM IST. Leader of the course is Ms. Darshana Pawaskar, Project Head, assisted by Ms. Madhu Shree K S, Project Coordinator and Facilitators, IT Team of BSG – DSG, Surf Smart 2.0. Knowing how to protect yourself online is an essential skill for young people today. The event brings the non-formal education curriculum to support young people to connect safely and positively online along with the Introduction of the facilitators, activities from the Surf Smart 2.0 Curriculum, Breakout room for interaction.
On 18th February 2022 the Facilitators from BSG uphold the BSG – DSG, Surf Smart 2.0 Curriculum in the breakout rooms for the participants present. There are 5 main activity (Discover, Connect, Protect, Respect, Imagine) sections and #BETHECHANGEONLINE work activity in the curriculum. Within each of the five sections there are 7 activities which are selected to respond to different contexts, ages, learning needs and objectives. Facilitators ensured that the participants complete all the activities in each section. Around 35 members including Rovers, Rangers and Unit Leaders participated and get trained. Workshop conducted for 2 days with interaction and participants enjoyed being trained.
The U-Report session on 19th February 2022 by Mr. Amitayush Priyadarshi, NUNV Communication and Digital Media Officer, Civic and Youth engagement Officer, New Delhi, UNICEF India and on 20th February 2022,Ms. Sharmin Banu, Global Advocacy Champion and Ms. Ankita Pandey, State Master Trainer wonderfully explained about the Plastic tide turner’s hero level challenge and the activities conducted by the team.
JAMMU AND KASHMIR
J&K Bharat Scouts and Guides conducted 2nd three days workshop/training after the success of the first Surf Smart 2.0 training programme from 24-26th January. The event saw an active participation of both Scouts and Non scouts. The participants were given well informative and communicative sessions on the growing age of digitalization and excessive use of internet for the activities considering the prolonged effect of COVID 19. The five sections of the Surf Smart programme that is Discover, Connect, Protect, Respect and Imagine were discussed with the help of many fun activities for the participants and generalized examples.

HER WORLD, HER VOICE PROJECT
The Bharat Scouts and Guides along with U-Report India have launched “Climate Change and Gender Poll” on 28th January 2022 on the occasion of World Thinking Day. This poll was brilliantly co-designed by a team of young women from the five "Her World, Her Voice" countries - Rwanda, India, South Africa, Mexico and Nigeria - who have been working on it since September last year. As part of the participatory approach adopted, more than 100 girls contributed and voted on the questions they believe were more important to address - making it a truly girl-led initiative.

Basic Training Courses for Scoutmasters and Guide Captains were conducted at Bolkingre Higher Secondary School, East Garo Hills Williamnagar from 18thto 24thJanuary 2022 in which 36 participants attended. On 21stJanuary, the trainees of the Guide Wing celebrated the 50thMeghalaya Day by presenting a group song. The Valedictory function and Grand Campfire was organised by Smt. Toshri. R. Sangma, MCS was the Chief Guest on 23rd January, 2022. The training standard was good and successful as the participants participated and performed actively during the Course.

Strategic planning review workshop of Uttarakhand state association was held at STC Bhopalpani from 28th and 29thJanuary 2022. Strategic Plan to achieve Vision 2024 was reviewed in the presence of State Secretary, State Organizing Commissioners, others State and district officials and youth committee members. They recommended changes and modifications. Scouting is a global movement for educating young people with a common set of values. Scouting has the following elements which makes it popular as a voluntary movement: v How is it called a movement? v A movement of and for young people supported by adults. v It is Voluntary. v It is open to all who are prepared to learn and grow through scouting. v An acceptable and committed co-education to eradicate gender discrimination. v It is non-political. And v It is independent. Scouts around the world recognise themselves as members of a movement. During the enrolment or investiture ceremony, while presenting the membership badge, the scout is informed that he is a member of the world-wide movement. How is scouting called a movement? A movement is characterised by the following factors: 1. It should be flexible in approach and dynamic. 2. It is identified as a movement provided the members of it exist with `unity` and work for a common goal. 3. A movement should be supported by an organisation. 4. It should be open to all. 5. It should satisfy the needs of the members for whom it is meant. Let us analyse the first factor. Scouting is a movement because is accepted by a large group of individuals who share the same values and who are willing to achieve a common purpose. Scouting is established to meet the needs and aspirations of young people depending on their age ranges. Though Scouting was born 115 years ago, it is always flexible to make changes in its approach towards the youth to achieve the fundamental elements while adapting itself to the rapidly changing society. Some of the activities have been modernised and even the Promise and the Law have been made by the National Scout Organisations to suit their conditions. As its approach attracts the youth, Scouting is dynamic. Thus, scouting is flexible in making changes and dynamic in carrying out the activities for the youth. Secondly, a movement requires unity. Individuals in a movement adhere to the fundamental elements on which the movement is based. In the case of Scouting, these fundamental elements are the Purpose,

the Principle and the Method. As members of the movement, everyone respects the fundamentals in order to maintain unity within the movement. All our activities are designed within the framework of the fundamentals of scouting linked through a common set of values. All over the world, the fundamentals, namely, Definition, Purpose, Principle and the Method are the same with slight changes to suit the local conditions of National Scouts Organisations. The third factor in support of movement is that it is supported by an Organisation which has the goal of the movement as its goal and it cannot have its own goal. Organisation means a type of structure. World Organisation of Scouting Movement or World Association of Girl Guides and Girl Scouts is supported by all National Scout Organisations and all the structures in between are created with exactly the same fundamental elements, to keep the unity of the movement. The leadership of these structures have been working to make their services reach grassroots level, the Scouts. As the Founder, Baden-Powell states, the organisation cannot be `just an Organisation` and it should serve the Movement and its fundamentals. The fourth factor is that it should not confine to a section of the society because the members are drawn from the society without any discrimination. Scouting is open to all irrespective of caste, creed, religion or nationality. Young people get trained till they reach 25 years and more and more new people will be joining. Scouting is a continuous process of education for generations to come. The fifth factor is that it should satisfy the needs of the members who are a part of the movement. Scouting is a movement for young people and hence scouting offers what the young people like most i.e out door activities. Scouting is not a subject which requires teaching by a teacher within the four walls of a class room but it is a fun to be enjoyed by the young people through outdoor activities. In this way, the above five factors, made Scouting, the world`s largest voluntary educational youth movement. Role of Leaders in the movement: (i) Implement the fundamentals as laid down in the APRO Part-I of the Bharat Scouts and Guides in the form of activities. (ii) Activities to be created to Scouts and Guides in the units to make them aware of the fundamen tals. (iii) As far as possible, plan for out-door activities. (iv) Unity to be maintained in all respects by respecting all the members at all levels. (v) As members respect the leadership in the structure of the Organisation and avoid criticism. (vi) Keep the youth aware of the fundamentals towards which they have to work. (vii) Scouts and Guides should be encouraged when they express some changes with regard to uniform, activities or testing procedures etc.
